rest

county
is
doing,

my
vacancies
are
slowing
our
progress.
We
can't
get
people
involved
in
public
safety.
I
can't
get
people
to
take
clerical
jobs,
I
mean
yes,
we're
a
Patrol
department,
we're
a
correction
department
but
I
also
have
a
civil
office
and
EMS,
and
fire
coordinators
and
dispatchers.
So
I'd
like
to
address
these
three
salaries.
Take
another
full-time
position
out,
raise
their
salaries
up,
they're,
doing
the
jobs
of
three
and
four
people.

just
speak,
real,
quick
on
the
residence
requirement
I
spoke
to
folks
about
18
months
ago,
and
I
know
that
there
was
a
committee
or
something
going
to
be
formed.
I
still
am
asking
to
please
remove
that
I
know.
I
am
good
until

end
of
this
year,
but
at
this
point,
I
think
it's
just
archaic
legislation
and
with
the
hiring
pool
being
as
thin
as
it
is.
I
would
love
to
see
that
removed
and
I'm
sure
that
there's
other
County
department
heads
as
well.

would
like
to
see
that
removed.

Bethlehem
and
he
wanted

well
agreed
that
it
was

to

cost

think
is
becoming
excessive
and

this

steep
bump

percent

fairness,
they
have
been
the
absolute
best
one
we've
had,

5.7
million
is,

quite
a
pill
to
swallow,
so
we
are
going

go
out
to
bid
probably

summer,

in
the
meantime
this
company
has
basically
accepted
everything
I've
thrown
at
them.
They
were
the
ones
who
started
the
medically
assisted
treatment
with
us.
They
do
all
of
our.

a
lot
of
dispensing
of
the
Suboxone
or
methadone
at
no
additional
charges,
so
they're,
a
good
company
and
I
just
think
12.8
is
a
lot
of
money,
but
again
we're
going
to
go
out
at
the
end
of
summer.

probation
department

the
public
defender's
office
to
receive
funding
from
New
York
state
division
of
Criminal
Justice
Services
for
our
alternative
to
incarceration
program.
Probation
provides
free
trial
services
and
the
public
defender's
office
provide
defender-based
advocacy
for
Criminal
Courts.

agreement
with

cyber
security
and
infrastructure
Security
Agency
of
the
Department
of
Homeland
Security.

ask
for
your
support
and
authorization
to
enter
into
an
intergovernmental
agency
with
sisa,
which
is
the
cyber
security
infrastructure
Security
Agency,
which
is
a
portion
of
the
Department
of
Homeland
Security.
Now
the
services
we're
looking
to
receive
from
them
is
vulnerability
scanning
and
security
scanning
done
out
of
the
perimeter
of
our
Network.

This
is
a
free
service
that
the
Department
of
Homeland
Security,
offers
to
to
various
municipalities
to
help
bolster
their
cyber
security
programs.
Given
the
county
and
our
our
desire
to
maintain
security
for
both
ourselves
and
our
residents,
you
know
I
feel
that
this
is
a
service,
that's
extremely
beneficial,
especially
when
it's
not
going
to
cost
the
county
any
additional.

additional
funds

As
you
know,
many
of
us
who
live
in
Villages
and
towns
Etc
are
served
by
volunteer
fire
departments
which
saved
New
York
State,
several
billion
dollars
a
year,
and
they,
you
know,
take
their
own
time
doing
training
they
if
they're
injured.
While
they
are
on
duty,
they
only
get
a
limited
disability,
nothing
from
their
own.
You
know
their
regular
jobs
and
we
are
having
a
very
serious
recruiting
problem.

are
even
having
it
in
paid,
but
involunteer,
especially
so
young
people
are
not
seeing
necessarily
the
benefit
to
them
when
they
have
to
have
two
jobs
Etc.
So
this
exemption
their
taxes,
which
will
also
extend
to
unremarried
spouses
after
a
certain
period
of
time.

addition
to
25-year
members
as
well,

is
a
state
on
program.
It
only
applies
to
volunteer
firefighters
at
this
time,
I
mean,
obviously
anything
could
be
done,
the
hill
through
lobbying,
but
at
this
time
this
only
allows
us
to
do
this
specific
thing
where
for
certified
members
of
a
volunteer
firefighter
or
Ambulance
Service,
as
they
are
certified
by
their
agency,
and
they
have
two
more
two
or
more
years
of
service,
they
can
get
it
anyone
else
who
is
a
paper.

are
certified
active

they
hit

years,
it's
for
their
lifetime
or
if
they

more
than
five
years
and
they
die

party

fire
districts
through
Avatar,

town
of
colony
are
all
volunteer

recruitment
has

proved
very
challenging
so

keep
those
going
so
that
we
don't
have
to
turn
over
to
paid.
Certainly
any
benefit
that
we
can
offer.

be
a
great
tool.

limited
terms,

cannot
go
beyond
that,
like
we
couldn't
do
it,

you

people
who
are
under
the
two-year

surviving
spouses,
where
they
haven't
served
five
years,
so
the
state
has
allowed
us

opt

under
these
very
specific
terms.
Otherwise,
we
cannot
go
beyond
it
at
all.

no
fiscal
impact,

what
happens
is
the
exemption
that
gets
spread
out

everybody
else

it
attacks

counties

Yes,
because
some
of
the
volunteers
will
live
in
any
municipality
in
Albany,
County

own
property

be
their

residence

municipality.
But
basically
the
county
sends
to
municipalities
of
the
build.
The
warrant
in
the
innate,
the
towns
and
cities
have
to
split
it
up
as
they
see
fit,
which
is
normally
by
suspect.
