and

hard

last
several
months
to
take
all
the
corrective
action
worked
with
our
comptroller,

basically
look

administrative
remedy

puts
this
back
in
compliance
closes
everything
out
and,

hopefully
we
can
start
fresh,
and
this
removes
the
dark
cloud
from
us.

what
we're
looking
to
do
is
take
three
hundred
thirteen
thousand
dollars
of
our
overtime
line.

to

forfeiture

cut

check
out
of

forfeiture
line
back
to
our
overtime
line
sounds
a
little
funky,
but
that's
what
puts
us
back
in
compliance?

a
net
zero
for

taxpayers.

just
an
administrative
remedy,

it
over

move
it
back
and
doj
has
agreed
to.

that
point

we
are
compliant.

again
we
were
feeding

room

our
information

being
fed

us

modifications

Weeds

in
two
months,
there's
a
new
guidance
coming
out
and
you

able

spend
any
money
on
community

amount

750
thousand

reason

that
is
they're
now
categorized

County
Employees
inspectors.
Our
inspectors
are
now
categorizes
County
employees.

change
in
the
recategorization
of

inspectors
from
vendors
contractors
to
permanent
employees
was
done
to
be
in
accordance
with
IRS
regulations,
which
requires
us
to
tax
the
pay
of
inspectors.

cannot
pay
them

line
that
we
placed
the
funds
in,
because
that
is
for
contractual
expenses,
so
we're
simply
requesting
the
transfer
to
a
Personnel
line
instead,
so
that
they
can
be
paid
out
of
there.

on

election
itself

you're
aware

example,
this
year
wasn't
county-wide,

by
the
pay
rate
for

inspector
itself

threshold

they
reach
where,
when

have

taxing

increase
in
pay
and
particularly
for
next
year,
where
we
anticipate

elections

to
have

become
permanent
employees.

we're
kind

just
getting
ahead
of
the
issue
where
there's
a
lot
of
paperwork
involved
in
this,
so
we're
putting
them
on

payroll,

this
will
will
save
the
county
from
having
to
face
any
consequences
of
not
being
in
compliance
with
regulations.

there

valid
discussion

actually
increasing
their
pay
above

current
rate

they
were
receiving

old
pay
next

would
have
fallen

argument

for
paying
them
above
the
standard
pay
that
we're
seeing,
which

around

issue

the
criteria
that
we
can
go
back
on
as
long
as
we
are
made
whole.

the
money
in
hand.

other
conditions
have
been
met.

houses

effect

Supreme
Court

value

former
owner.

vast
majority

properties

we
take

completely
upside

the
tax
delinquency
exceeds

mechanism.

for
us,
we're
actually
frustrated
because
they
kind

used
a
sledgehammer
to
solve
an
issue

scalpel

needed.

demolish

building,

to

as

tax

not
going
to
get
the
value
out
of
a

lot
that
you
would

building

therefore
why
would
we
hold

blighted

decaying
properties
anywhere

county
if
we
can
flip
them
around?

next
property
is
a
prime
example
of
that.
As
a
matter
of
fact,

so
that's
what
the
chapter
Amendment
efforts
that
we're
doing
right
now
are
is
to
try
and
get
this
in
line
exactly.

this

Benson
Street
in
the
city
of
Albany.
This
was
brought
To
Us
by
the
legislator
representing
the
district.
There
was
a
fire
at
this
structure.

developer
who's

to
pay
us
twenty
five
thousand
dollars,
for
it
is
a
plan
to
lay
down
to
redevelop
the
property
and
get
it
back
on
the
tax
rules.

Just
while
he's
looking
so,
the
property
was
passed
on
by
the
land
bank,
we've
had
several
interested
folks
ask
for
the
property,
all
of
them
passed
on
the
property.
So
at
this
point
we
are
holding
onto
a
property
that
we
could
not
dispense
of
so
for
the
disposition
plan.
This
was
deemed
a
basically
a
demolition
avoidance
as
well
as
beneficial
to
the
community.

owner

were
selling
back

the

been

The
fiscal
responsibility
I've

this
committee

seven

half
years.
We've

agreements

disagreements,

we've
always
worked
together

good

county.

always

belief
that
improving
transparency,
fiscal
responsibility
and
planning
is
our
core
Mission
along
with
developing
the
county
budget.

proposed

not

political
statement.
This
is
about
preparing
Albany
County
to
deal
with
a
fiscal
emergency.
This
is
the
hand
that
we
have
been
debt.
You

bury
our
heads
in
the
sand
and
pretend
it's

because
there
will
be
Financial
impacts
in
the
years
ahead.
Maybe
in
the
months
ahead
to
Social
Services
childhood
education,
housing,
Health
Care,
you
name
it
50,
kids,
at
the
surestay
on
on
Wolf
Road,
all
of
a
sudden
right
before
a
school
year.

potential
enrollees
in
the
North
County
School
System
need
English
is
second
language:
teachers,
Pre-K
teachers,
space
Etc.
These
are
some
of
the
unintended
consequences
that
we,
as
a
community
have
an
obligation
to
pair
to
prepare

we
need
to
be
accountable
to
taxpayers,
to
pay
our
salaries
and
keep
our
government
running.

federal
government

state

New
York
came
up
with

billion
dollar
grant
program
and
Albany
County
was
asked

they

migrant
community

guess,
based
on
what

I'm
being
told
is,
we
would
have
to
tell
the
county
executive,
we
don't
have
any
data,

can't.

there's
no
way
we
can
even
apply
for
that
money.
