briefly
on
a
recent
tenant.
Community,
oh
I'm,
sorry
I
should
introduce
myself.
My
name
is
Marco
Flagg
I
would
work
with
the
United
tenants
of
Albany
I
want
to
speak
on
recent
tenant.
Community
conversation
events
that
United
tenants
have
Albany
organized
this
winter,
focusing
on
the
Department
of
Social
Services.
I
First
off,
though,
I
want
to
thank
chairman
Joyce
and
legislative
fine,
who
is
the
chair
of
the
social
services
committee
for
their
attendance
participation
and
their
active
listening
to
the
the
stories
and
voices
of
community,
our
community
members
attendance
developed
six
Community
recommendations
to
improve
the
Department
of
Social
Services
that
so
community
members
shared
these
recommendations.
I
At
the
event,
it
involves
Outreach
increased
Outreach
to
share
what
resources
are
available
with
the
wider
Community
identifiable,
community-based
Liaisons,
public
transparency
and
data
sharing
practices,
improved
communication
between
DSS
and
the
Greater
Community,
and
accountability
for
unjust
denials.
I
Currently
Albany
County
DSS
is
operating
at
a
reduced
capacity
where
the
receptionists
may
see
almost
150
community
members
a
day.
Each
receptionist
that
high
client
rate
most
definitely
has
an
impact
on
DSs
service
and
that
has
real
consequences
for
those
seeking
assistance,
whether
that
means
documents
that
are
take
forever
to
be
returned
or
they're,
not
returned
attitudes.
I
You
know
caused
by
you
know
whether
perhaps
it's
stressful
work
conditions
or
I
don't
know,
but
if
you
know,
perhaps
with
increased
resources
and
intention
paid
to
the
issues
of
the
social
Albany,
County
Social
Services,
that
could
be
improved
and
so
I
believe.
I
The
first
step
is
that
we
strongly
recommend
that
Albany
County
Social
Services
committee
remedies
some
of
these
issues
as
soon
as
possible
and
that
the
social
services
committee,
oversees
Staffing
and
the
fact
that
the
social
services
committee,
oversees
Staffing
contracts
and
and
the
like,
really
gives
30.

Some
Authority
and
the
right
tools
that
you
can
use
to
make
changes
for
thousands
and
thousands
of
people.
You
know
it's
it's
right
now,
I
hate
to
say
it,
but
as
as
important
and
crucial
resource
Albany
County
Social
Services
is
a
lot
of
folks
are
traumatized
by
attending
those
services
or
trying
to
get
those
services
and
will
actively
avoid
it,
which
you
know,
leads
to
further
further
harm.
I
So
please
I'm,
you
know
we're
happy
to
work
with
you
we're
going
to
continue
with
these
Community
organization
conversations,
and
we
really
hope
that
you
all
can
push
forward
and
talk
with
the
County
DSS.

don't
know
if
those
numbers
are
exactly
correct,
but
if
they're
reasonably
correct
what
it
means
is
that
a
homeowner,
an
older
person,
who's,
a
homeowner,
has
50
times
as
much
wealth
as
an
older
person,
who's
a
renter
so
and
the
median
means
that
half
the
people
have
more
and
half
half
less
so
for
renters.
If
the
the
median
wealth
is
fifty
eight
hundred
dollars.
That
means
that
there's
a
lot
of
them
who
have
no
wealth
at
all
and
they're,
probably
carrying
around
all
of
their
life
savings
in
their
pocket.

Honestly
I
think
it
would
be
better
for
the
state
government
to
finance
this,
but
if
oftentimes
the
counties
have
to
do
things
to
get
the
state
government
to
do
it.
So

the
program
manager
for
Capital
District
tobacco
fee
communities,
which
is
a
local
program
funded
by
the
New
York
City
Department
of
Health
tobacco
control
program,
and
our
goal
is
to
help
communities
create
environments
that
support
smokers
who
want
to
quit
and
that
prevent
young
people
from
starting
and
it's
a
goal
that
we
should
all
share,
because
tobacco
is
still
the
number
one
cause
of
preventable
death
and
disease
recognizing
the
serious
impact.

many
of
you
know,

It's
no
wonder
that
80
of
Youth
who
use
tobacco
products
started
with
a
flavored
product
and
continue
to
use
flavored
products,
and
we've
done
store
observations
in
Albany,
Schenectady
and
Rensselaer
counties
and
found
that
100
of
them
sell.
Flavor
tobacco
products
and
the
type
of
flavored
products
sold
by
100
of
the
retailers
are.

That's
really
really
cheap
and
National
studies
showed
that
high
school
students
are
twice
as
likely
to
use
these
little
cigars
to
go
to
use
that
come
in
these
flavors
than
adults,
and
so
we
are
doing
another
assessment
in
Albany
County
of
the
stores
and
we'll
be
working
with
the
boys
and
girls
club
looking
around
the
neighborhood
and
we'll
invite
you
to
an
event
that
we'll
be
doing
in
the
spring.

think
she's
spoken

before
she
lives
in
the
South
End
and
she
recalls
bands
coming
through
her
neighborhood,
giving
out
free
samples
of
menthol
cigarettes,
and
it's
caused
devastating
impact
on
her
and
her
family.

Pharmacy
received
discharge
prescriptions
from
an
inpatient,
Behavioral
Health
Unit
at
a
local
hospital.
Another
is
a
patient
whose
prescriber
refuses
to
send
their
long-acting
injectable
prescription
to
Lincoln,
despite
repeated
requests
from
their
caregivers
and
myself.
This
isn't
someone
who
shows
up
unexpectedly
to
their
appointments.
It's
someone
that
has
a
family
member,
bring
them
to
every
single
appointment
and
their
wishes
are
just
not
being
respected.

is
a

medical
director
of
the
clinic
signed
it
authorizes
Genoa
to
complete
prior
authorizations
on
behalf
of
the
Department
of
Mental
Health
page
three
of
the
packet
is
actually
an
update
from

New
York
State
Department

Medicaid
newsletter,
and
it
states
that
agreements
of
this
sort
are
considered
searing,
so

not

This
out
of
proportion
steering

the
Department

Mental
Health
and
it
continues
to
occur,

Pharmacy

Troy,
wrote
a
letter
to

Before

December
5th
meeting,
we
had

instance
of

patient
who
felt

need
to
switch
pharmacies
because
their
prescriber
encouraged
them
to.
They
were
enrolled
in
a
clinical
program
at
Lindsay's
that
monitored
the
patient's
compliance.
So
the
idea
that
this
Pharmacy
is
better
for
compliance
is
not
truthful
or
better
than
Lindsay's
isn't
truthful.

past
week,
the
Times
Union
published
an
article
about
a
shake-up
in
government
and
Governor
hokel's
Administration,
where
the
acting
budget
director
left
her
position
and
the
Deputy
Chief
Information
officer
is
on
leave.
While
the
state
investigates
their
connection
to
Deloitte
Consulting
form
with
a
single
bid
contract
that
was
awarded
single
bid
contracts
during
coven
I've
brought.
You
similar
concerns
about
this
contract
and
I
have
more
information
in
this
packet.
That
I
hope
you
will
look
through,
but.

train

December

you
approved
resolution
373,
you
promised
to
make
changes
to
the
RFP
process.
It's
been
three
months,
and
this
is
the
fourth
legislative
meeting
since
then,
both
here

committee
meetings,

been
no
discussion
to
change
the
RFP
process.
You
have,
however,
met
to
talk
about
how
to
track
new
businesses
to
Albany
County.

truly
care
about
the
Integrity
of
the
RFP
process-
and
you

resend
this
approval
because
in
cases
like
this,
where
patient
choice
and
Welfare
is

sand.

issues

discussing
and
having
is

current

million
dollars

funding
that
you
guys

lot

residents

concerned
about
where
those
funds
will
go.

in

uphill
battle,
with
hearing
from
a
lot
of
people
speaking
about
affordable
housing,
we're
looking
for
affordable
homes
for
our
community,
people
want
to
become
homeowners,
and
that
is
what
this
city
needs.

housing,
but
home
ownership
is
where
the
West
Hill
looks
to
have
people
who
want
to
come
into
our
community,
invest
into
our
community,
but
have
that
ownership
stake?

West
Hill

sustainable

seeing

fluctuation
of
renters
coming
into
our
community,

add
on

a
lot

crime

we've
currently

seeing,

the

million
dollars.

unanimous
vote,
including
the
two
minority
conference
members
of
that
committee

Justification
for
this
house
resolution
first
training
was
a
study
that
was
included
so
our
our
office,
the
minority
conference
office,
sent
out
a
request
to
the
accounting
executive
office
and
we
asked
the
people
to
the
study
and
they
waited
two
weeks.

not
see
the
study
and,
yes,
it
did.
We
did
go
through
patiently
waiting
for
the
accounting
Executives
office.

last
week
when
we
had
to
received
the
study
we
sent
a
letter,

requested
the
study
again
in
writing
to
the
county
executive's
office
and
we
conquered
the
leadership
of
the
legislature,

and
a
couple
of
days
later,
we
did
receive
that
backup.
They
sent
it
to
us
Friday
afternoon,
just
before
the
close
of
business.

look

analyze
so
I'm
sure
that
my
colleagues
here
in
the
legislature
have
not
had

opportunity

look
at
that
background.
Obviously,
the
committee
didn't
have

opportunity
to
look
back
the
fact
that
should
have
been
provided
to
everyone
before
the
community
before
when
the
resolution
itself
was
submitted.

I'm
saying
