Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Yes,
good
evening,
everyone
good
evening
I,
want
to
welcome
you
to
the
ordinary
Finance
monthly
committee
meeting
on
Thursday
November,
the
17th.
It's
just
a
little
bit
past
6
30
and
we
are
going
to
start
the
meeting
out.
First
of
all,
remembering
our
swollen
firefighter
yeah
and
Mr
burhoff.
Yes,.
B
A
D
A
I'm
just
trying
to
see
if
I
have
any
other
members
here
tonight
there
are
no
other
members
here
tonight.
Oh
I'm,
sorry,
we
do
have
chairman
Joyce
is
here
tonight.
Thank
you
good,
all
right.
So
we're
going
to
move
right
ahead
here
and
we're
going
to
be
out
out
of
here
in
good
time,
and
we
have
a
nice
Swift
agenda
as
far
as
I'm
concerned.
All
right
go
ahead.
The.
C
You
very
much
item
two
is
local
lawn
number
L
for
2021
related
to
election
for
students
and
Council.
This
is
deem
table.
That's
a
request
of
sponsor
item.
Three
is
authorizing
an
agreement
with
New
York
State
Department
of
Education
regarding
the
local
government,
records
management,
Improvement
fund,
shared
services
Grant
and
amending
the
2022
County
Clerk
budget,
I
believe
Mr,
Carlson
and
Mr
Wright
Ramos
are
here
from
the
Hall
of
Records.
Oh
very.
E
F
You
Madam
chair
woman,
I'm
Craig
Carlson,
director
of
the
Albany
County
hall
of
records
and
Deputy
Albany
County
court
with
me
is
Ricardo
regaramos,
our
archivist,
who
does
a
lot
of
the
grant,
writing
and
overseeing
of
our
grants
and
each
year
that
the
hall
of
records
and
the
clerk's
office
applies
to
State
funding
to
try
to
help
the
municipalities
within
Albany
County
inmates
are
federal
records
and
this
year
we're
working
with
the
town
of
Guilderland
and
the
Hall
of
Records
itself.
B
Madam,
chair
I,
make
a
motion,
but
I
also
like
just
to
make
a
note
that
I
want
to
thank
the
clerk's
office
for
continuing
to
do
this.
They
started
with
the
city
of
Albany.
They
continue
to
expanding
it,
I'm
happy
to
see
it
go
into
our
friends
in
Guilderland
Services.
C
G
Thank
you,
madam
chairwoman,
I'm
Chris
horn
I'm,
the
deputy
chief
assistant
at
the
DA's
office.
What
we're
looking
to
do
here
is
we
need
to
move
13
800
from
the
photocopier
line
over
to
the
clothing
allowance
line
to
in
order
to
make
retroactive
payments
that
are
due
to
our
investigators
for
their
clothing
allowance
for
the
years
18,
19
and
20,
as
well
as
this
year.
G
G
A
C
G
One's
a
little
more
complicated,
so
I
guess
I
need
some
guidance
from
you
guys.
I
was
considerable.
Drawing
this
I
got
a
letter
from
the
attorneys
for
the
Albany
Housing
Authority,
indicating
that
we
owe
them
back.
Rent
from
March
1st
of
2021
through
February
28th
of
2023
comes
to
about
twenty
one
thousand
dollars.
At
the
time
I
submitted
the
rla
I
was
under
the
impression
there
was
a
lease
or
lease
extension
in
place
at
the
time
that
I
made
the
request
turns
out.
That
is
not
the
case.
G
2019
2019.,
so
they
were
paid
apparently
from
February
28
2019
through
March
1st
of
2021,
without
that
lease
extension
being
in
place,
I'm
looking
for
permission
to
make
that
the
payment
of
twenty
one
thousand
dollars
without
that
lease
being
in
place,
I'm,
not
sure
whether
that's
feasible,
but
I
would
like
to
make
them
whole.
And
then
you
bring
another
rla
for
a
lease
extension
of
that
property
after
they
get
paid.
B
B
G
And
then
I'll
I'll
formalize
it
after
we
get
through
this
phase
before
February
of
2023.
When
this
this
payment
is
good
through
February,
2023
and
I
would
make
sure
I
get
the
lease
done
before
that
this.
H
All
right,
yeah,
thank
you,
madam
chair
yeah
are.
I
G
So
I'm
trying
to
fix
it,
but
so
I,
don't
know
how
that
happened,
but
it,
but
it
happened
and
I
just
want
to
get
that
fixed
so
that
we
can
so.
H
G
Confidence
yeah,
it
really
just
seems
to
have
fallen
through
the
crack.
Albany
Housing
Authority
didn't
seem
to
notice.
We
didn't
seem
to
notice
it,
but
as
soon
as
they
send
me
this
letter,
that's
when
I
made
the
rla.
B
So,
just
because
we're
sort
of
like
back
to
back
on
a
couple
things
where
it
seems
like
we
haven't
paid
things
for
a
while
with
the
the
and
I
understand
you're.
B
G
B
Understood
I
appreciate
that
thank
you
venture
make
a
motion.
If
there's
no
further
questions,
Mr.
A
J
Evening.
Thank
you,
gentlemen.
The
public
defender's
office
is
requesting
an
amendment
to
our
2022
budget,
with
a
transfer
of
30
000
from
our
fees
for
services
line
to
our
books,
transcripts
and
subscriptions
line,
and
it's
needed
due
to
a
change
in
2022
in
the
way
that
we're
classifying
certain
expenses.
I
Madam
chairwoman
Council-
and
this
is
actually
Joe
Bon
Rigo-
he's
been
with
us
for
some
time
now.
Joe
handles
dcyf
and
some
criminal
justice
issues
for
us.
So
this
actually
I
think
is
the
first
time
Joseph
here
before
you,
but
he's
far
smarter
than
I
am
so
I'm
gonna.
Let
him
present
this
one.
K
We're
requesting
a
budget
amendment
for
the
school
bus
to
stop
arm
program
to
create
an
enforcement
technician
position
within
the
county.
In
2021,
the
Albany
County
legislator
passed
local
law
C
to
establish
a
program
to
allow
school
districts
within
Albany
County
to
enter
into
an
agreement
with
Albany
County
for
the
purpose
of
implementing
the
school
bus
stop
arm
enforcement
program,
the
enforcement
technician
position
will
be
created
to
review
and
validate
all
infractions
from
the
program.
A
G
K
L
D
A
And
okay,
and
so
just
just
for
everybody,
even
our
listeners
out
there
that
how
does
it
work?
What
do
they
do?
Well,
you
have
your
school
bus.
K
That
goes
to
pick
up
the
children
yeah.
Okay,
once
it
stops,
the
stop
arm
comes
out
the
red
lights
flash
once
the
red
light
starts
flashing.
They
have
artificial,
intelligent
cameras
that
capture
the
movements
of
all
the
vehicles
up
to
eight
Lanes
wide.
So
if
someone
goes
through
the
school
bus
stop
arm,
they
get
it
gets
caught
up
into
the
video.
K
K
K
B
As
this
is
one
of
those
things,
we've
discussed
in
budget
that
it's
fully
reimbursable
and
things
like
that,
I'd
make
a
motion
for
this.
Hey.
H
K
M
H
M
Sorry
so
I
was
just
saying,
as
as
Joe
mentioned
earlier,
there's
some
artificial
intelligence
software
that
this
is
all
being
processed
through
the
flags.
Okay,
a
vehicle
motion
sensor:
you
know
the
vehicle
went
past.
The
bus.
Look
at
this
15.
Second
clip
right
to
see
whether
or
not
it
was
an
infraction.
That's
what
they're
signing
off
on
to
see
if
it
generates
a
ticket,
they
can
say
yes
or
no
like
if
it's
not
on
a
public
Street
or
something
like
that,
it
can
be.
M
K
E
D
M
Right
Madam,
chair
hold
on
this
is
an
an
adjacent
owner.
They
have
written
a
letter
requesting
this
property
for
8
100.
The
intended
use
is
they're
going
to
clean
up
the
property
and
use
it
to
expand
their
yard
and
add
a
driveway,
so
they
can
have
off
street
parking
foreign.
M
Chair
this
next
one.
C
L
E
M
This
is
to
request
legislative
authorization
to
give
the
property
back
to
the
previous,
the
immediate
former
property
owner.
They
have
placed
the
45
971
on
deposit,
which
was
the
full
amount
of
delinquent
taxes.
As
of
the
submission
of
this
rla.
B
I'm
sure
I'd
also
like
to
compliment
the
county
executive's
office
for
including
the
prop
purchaser
review
information
that
was
very
helpful
and,
since
I
have
seen
that
I
would
make
a
motion
to
move
this.
F
M
C
M
Madam
chair,
this
was
in
another
sealed
bid,
as
are
the
remainders
I,
believe
the
sole
bidder
for
this
property
was
aclb,
Holdings
LLC,
which
is
the
land
Banks
LLC
arm
to
take
potentially
blighted
and
properties
of
other
liabilities.
I
My
understanding
is
that
the
property
was
involved
is
involved
in
the
Redevelopment
of
the
area.
That
also
involves
other
Land
Bank
properties,
so
because
it
was
a
withdrawn
property,
the
land
bank
decided
to
bid
on
the
property
that
wouldn't
normally
go
to
them
and
bring
it
into
their
LLC
because,
typically
withdrawn
properties
go
through
the
seal
bid
auction
and
that
that
gives
them
a
contiguous
piece
of
property
to
include
in
the
Redevelopment.
This
is
the
old
project.
B
I
So
they
acquired
from
from
from
a
distribution
a
while
ago.
They
acquired
some
of
them,
so
they
they.
Actually
they
land
backed
right.
So
because
the
properties
are
are
in
in
row,
house
form
or
larger
they
they
they
knew.
They
were
going
to
get
that
whole
lighted
block,
but
one
of
the
properties
had
signs
of
environmental
problems.
So
when
it
was
withdrawn,
it
took
out
of
took
the
property
out
of
what
would
be
a
flow
to
them.
So
in
order
to
acquire
it,
they
had
to
bid
on
it
per
the
disposition.
A
M
So
Madam
chair
this
was
another
sealed
bid.
She
was
the
sole
bidder
been
6
200,
which
we
have
on
deposit.
She
was
planning
for
a
full
rehab
of
the
property
and
latest
laid
out
a
hundred
thousand
dollar
renovation
budget
that
she's
willing
to
expend.
N
N
You
know
we
talked
about
some
Redevelopment
on
Lower
Second,
Avenue
I,
don't
remember
what
number
they
were
is
this
near
there?
Is
it
going
to
impede
anything?
We've
already
talked
about
it's
a
low
number.
A
B
I
I
Something's
going
for
their
planning
border
zoning
or
whatever,
so
we
always
notify
them
to
make
sure
that
there's
no,
nothing,
that's
going
to
mess
something
up
or
that's
going
to
help
them,
and
so,
if
they
see
something
come
across
their
desk
that
no
we
need
that
property.
It
actually
is
helpful
for
this
project.
We
always
defer
to
cool.
A
Chair
I
got
a
second
from
Mr
Clay,
all
those
in
favor.
M
M
D
D
I'm
sorry
attacks.
B
L
L
M
Madam
chair,
this
was
our
last
one
for
this
evening.
It
was
also
a
it
was
drawn
property
that
we
did
through
a
sealed
bid.
Auction.
The
winning
bidder
is
the
church,
I
believe
down
the
block
they're
at
239
3rd
street
they're,
looking
to
utilize
this
as
overflow
parking,
but
they
also
want
to
maintain
it
as.
J
M
Church
is
already
at
239
Third
Street
Kingdom
Services
Global
Outreach
Ministries
is
the
name.
B
A
question
on
that
is
that
use
can
consistent
with
city
code.
I
M
D
L
N
Right
near
Stewart's
and
behind
the
Family
Dollar
up
there,
so
it's
up
North
Henry
Johnson.
So
it's
a
block
above
Henry
Johnson
I
know
right
where
it
is
right.
Okay,
all
right.
A
C
L
M
M
M
This
this
is
another
sealed
bid
auction.
This
is
another
Soul
bitter
eleven
hundred
dollars,
which
we
have
on
deposit
they're,
looking
to
demolish
and
clean
up
the
existing
structure
on
the
land
for
the
mobile
home
on
the
outside
they're,
going
to
utilize
themselves,
100.
A
C
D
O
So
this
is
a
request
to
enter
into
an
intergovernmental
agreement
with
New
York
State,
its
and
Homeland
Security
regarding
endpoint
protection
response,
cyber
security
monitoring
purposes.
A
lot
of
you
may
have
heard
from
over
the
summer,
Governor
hokel
announced
some
new
initiatives
for
the
state
for
a
joint
security,
Operations
Command,
as
well
as
shared
services,
to
provide
cyber
security
tools
and
software
to
local
governments.
O
This
is
part
of
that,
so
the
county
is
looking
to
enter
into
an
agreement,
a
three-year
contract
with
the
state
to
provide
these
EDR
services
at
no
cost
to
the
county.
The
after
those
three
years.
The
service
would
continue
on
an
annual
basis
so
long
as
there
was
funding
appropriate
for
it
in
the
state
budget.
O
So
I
am
not
an
expert,
but
anticipating
that
a
question
like
this
would
come
up.
I
put
a
little
definition
in
here,
so
endpoint
detection
and
response
technology
is
used
to
protect
computers,
servers
and
other
devices
by
monitoring
cyber
threats
in
real
time.
J
O
For
example,
let's
say
a
workstation
was
compromised.
This
monitoring
service
would
identify
that
there
that
the
system
has
been
compromised
isolated
and
then
that
would
give
a
notice
to
RIT
Department
to
begin
segmenting
that
computer
cutting
it
off
from
the
rest
of
the
network.
It
also
Alert
state
its.
L
O
So
this
is
a
request
to
extend
a
previously
authorized
contract
for
six
months.
It
was
a
one-year
contract.
The
the
state
was
only
allowed
to
authorize
the
contract
for
one
year
realistically,
it
wouldn't
have
been
feasible
to
complete
the
work
within
one
year
we've
been
working
consistently
with
our
sub-recipients
on
this
contract,
the
land
bank,
as
well
as
Catholic
Charities
and
the
Department
of
Mental
Health,
to
complete
their
projects.
This
is,
hopefully,
will
take
us
into
May
2023
and
allow
all
the
parties
to
complete
their
work
under
that
contract.
A
So
this
this
property
right
here
this
1.3,
let's
see.
L
O
These
are
properties
in
the
South
End.
There
was
three
properties
along
2nd
Street
I
believe
Second
Avenue,
my
apologies,
lower
Second
Avenue
that
were
chosen
by
the
land
bank
for
redevelopment
and
they
so
I,
guess
to
date.
They've
completed
all
of
the
in
the
land
bank
and
their
contractors
have
completed
all
of
the
environmental
remediation
work
on
those
properties.
What
hasn't
started
yet
is
the
external
Construction,
if
you're
asking
for
the
addresses
of
the
properties.
O
B
A
O
So
this
request
relates
to
the
the
previous
no
cost
extension
six
month,
no
cost
extension.
This
is
sub-awarding.
One
million
dollars
of
the
1.3
89
million
dollar
award
to
the
land
bank
for
those
three
properties
that
we
discussed
again
is
just
a
note
six
month,
no
cost
extension.
O
My
understanding
is
that
they
can
they're
on
track
to
start
internal
construction
throughout
the
winter
and
then
any
exterior
construction
will
be
completed
as
soon
as
the
as
soon
as
it,
thaws
and
I
believe
these
properties
will
be
sold
to
low
to
moderate
income,
individuals
or
anybody
who's
80
of
the
area,
median
income,
great.
F
A
O
So
this
is
a
request
to
amend
the
2022
County
budget
All
County
departments
that
includes
ones
led
by
the
county
executive,
as
well
as
the
sheriff's
department,
are
submitting
318
claims
on
behalf
of
employees
and
eligible
titles
who
work
in
eligible
Health,
Care
settings.
This
is
for
the
second
besting
period
of
this
state-run
program
from
April
to
September
of
this
year.
There
was
also
some
departments
that
submitted
claims
for
both
the
first
and
second
vesting
period
during
this
this
period.
So
those
are
reflected
here.
O
So
this
resolution
is
specifically
for
the
second
vesting
period.
However,
some
departments,
if
they
didn't
file
under
the
first
vesting
period,
they
were
eligible,
they
were
able
to
submit
those
claims
for
the
first
vesting
period
during
the
second
investing
period
as
well
so
they're
covering
two
periods.
That's
only
for
the
sheriff's
department
and
dgs
I've
included
in
here,
a
breakdown
of
employees.
O
And
their
hours
and
how
many
were
claimed
during
which
vesting
period
so
there's
26
26
individuals
from
the
sheriff's
department
and
two
individuals
from
dgs
who
were
being
planned
for
both
the
first
and.
A
Second,
investing
periods,
so
the
first
period
in
the
second
period
so
again
are
the
same
people
in
both
periods.
O
D
D
O
O
O
So
that's
how
many
claims
we
submit
than
the
state
reviews
them.
They
say
no,
this
person
possibly
was
employed
elsewhere
or
they
already
submitted
a
claim
elsewhere.
So
then
they
say
no,
that's
that's
not
eligible
or
they
might
say.
Well,
that's
not
an
eligible
title.
We
don't
believe
that
that
person
is
eligible,
so
they
may
pay
us
a
certain
amount.
We
can
either
appeal
those
determinations
if
we
feel
there's
Merit
to
it,
but
they're
just
claims
the
reason.
I
didn't
say.
E
First,
they.
O
Could
have
left
the
health
department
could
have
hired
somebody
new
into
that
role.
They
could
be
eligible
for
the
second,
that's
kind
of
the
difference
there.
If.
H
O
O
I
B
A
F
O
For
that
explanation,
too,
yeah
no
problem,
the
the
most
that
anybody
can
get
is
three
thousand
dollars
under
this.
C
O
So
this
is
a
amendment
to
a
previous
resolution.
This
is
to
add
in
the
FICA
the
employer
share
of
the
FICO,
which
is
reimbursed
for
the
first
vesting
period.
We
missed
that
from
the
initial
submission.
So
since
the
money
has
been
received,
we've
figured.
We
should
crack
that.
O
So
working
in
conjunction
with
the
Comptroller's
office,
the
department
management
and
budget
as
finalized,
an
accounting
structure
for
arpa.
So
the
goal
of
finalizing
that
accounting
structure
is
to
ensure
that
all
of
the
American
Rescue
plan
act
dollars
are
kepts,
separate
and
distinct
from
other
County
funds.
So,
in
order
to
do
that,
we've
set
up
a
separate
fund
entirely
to
be
called
CM
fund.
O
A
D
L
B
A
C
M
Additional
spreadsheet
to
go
along
with
it
with
the
most
up-to-date
numbers,
so
Madam
chair,
I
apologize
for
the
yes,
the
timing
of
the
submission
here,
but
obviously,
as
we're
trying
to
backfill
any
negative
lines
for
the
year,
the
the
later
in
the
year,
that
we
do
it
the
more
accurate
we
can
be
in
our
forecasts
and
projections
on
the
dollars.
So
if
there's
any
questions
outside
of
the
normal,
you
know
operations
of
business
here,
please.
Let
me
know.
A
H
J
M
Yes
and
now,
you're,
probably
literally,
we
were
finalizing
this
this
afternoon,
one
of
my
staff
had
sent
over
the
spreadsheet
earlier.
The
only
change
from
the
printout
to
what
is
in
your
tablet
is
the
basically
the
the
mechanism
of
how
we're
paying
for
this.
So
well,
it's
the
same
mechanism.
It's
just
different
dollar
amounts.
So
what
we're
doing
to
pay
for
this?
We've
already
exceeded
our
sales
tax
estimates
for
the
year,
so
we're
bringing
in
the
additional
sales
tax
to
get
us
to
that
point.
M
O
So
the
department
of
management
and
budget
is
requesting
a
budget
amendment
to
the
2022
budget
to
incorporate
the
opioid
settlement
funds
that
the
State
Attorney
General's
office
has
received
and
dispersed
to
the
county
in
2022.
This
is
a
total
amount
of
1.664
million
dollars.
There
is
no
use
determined
for
this
settlement
funny,
yet
settlement
monies.
Yet
we
are
working
with
the
Albany
County
opioid
task
force
to
come
up
with
an
end
use,
and
this
is
really
just
a
placeholder
to
take
in
the
money.
O
D
Boiling
that
down,
does
that
mean
that
the
million
six
is
going
to
go
into
the
general
fund
until
you
determine
how
you're
going
to
spend
that
money,
or
does
it
go
into
one
of
the
segregated
funds.
M
So
it
is
in
an
a
fund
account,
but
it's
in
its
own
segregated
appropriation
line
and
that
will
be
encumbered
into
next
year.
So
when
uses
are
determined,
we'll
come
back
to
you
if
it's
a
contract
that
needs
to
be
authorized
by
the
legislature
or
if
it
needs
to
go
to
the
contract
board,
to
push
it
to
those
uses.
Okay,.
O
So
the
1.6
million
is
a
One-Shot
deal,
but
there
are
a
couple
payments
that
are
recurring
and
will
outlive
that
1.6
million
dollars.
So
both
the
Jansen
settlement,
as
well
as
the
Distributors
settlement,
are
on
a
recurring
schedule.
The
Jansen
settlement
recurs
for
six
years
starting
in
2026
and
that
annual
amount
will
vary
between
25
and
33
000.
The
Distributors.
The
distributor
settlement
is
recurring
for
16
years,
starting
in
2023.,
it's
266
thousand
dollars
in
2023
and
169
thousand
dollars
annually.
Thereafter.
I
I'll
also
note
and
Pat's
doing
a
fantastic
job
tracking
us
that
this,
this
entire
thing
is
a
moving
Target
I'm
sure
you
all
saw
that
recently,
a
couple
more
settlements
were
announced
and
we
don't
have
information,
there's
also
some
settlements
that
have
been
announced
that
we
haven't
received
money
on
and
we're
still.
This
is
all
very
much
a
moving
Target
and
each
settlement
seems
to
have
different
guidance
and
everything,
so
it's
kind
of
all
over
the
map.
O
So
we're
tracking,
on
top
of
these
maplin
Rod
TiVo
and
the
Walmart
settlement
as
well
but
again
the
the
AG's
office
and
the
State
Board,
haven't
made
determinations
on
these
funds.
Yet
again,
this
is
only
the
money.
That's
coming
directly
to
the
county.
There's
other
money,
that's
going
we'll
go
out
to
the
county,
possibly
those
are
through
methodologies
that
Oasis
is
developing
and
we
are
required
to
report
on
this
and
use
so
we'll
do
that
as
soon
as
it's
determined
and
the
funds
are
used,
I
should
get
one.
I
N
M
L
L
I
Pat
has
the
knowledge
of
that
we're
just
on
the
opioid
task
force
speaking
about
it,
Ali
has
been
working
on
it
as
well.
This
morning,
thanks.
H
That's
just
openers
this
this
these
suits
just
really
started.
Yes,
there's
a
lot
more
suits
coming,
we're
our
expectation
is
we're
going
to
be
getting
a
lot
more
money
and
a
lot
of
the
outgoing
years
I'm
talking
millions
of
dollars
correct
attention,
and
this
is
still
on
we're
still
getting
tobacco
money.
So
this
this
is
big
money
and
it
comes
with.
H
O
Since
I
believe
2016.
yeah
since
since
2016,
the
department
of
health
and
mental
health
have
chaired
in
Albany
County
opioid
task
force.
So.
I
Chair
the
task
force,
no
there's
many
Community
providers
involved
in
the
task
force
as
well
when
the
opiate
problem.
Well,
when
the
opiate
problem
really
began
to
ramp
up
in
the
county,
the
task
force
was
was
established
to
we've
been
working
with
a
coroner's
office
in
the
county
as
well,
because
of
data
about
the
rates
was
established
to
talk
to
those
who
are
on
the
ground.
Direct
providers
to
kind
of
come
up
with
Solutions
try
to
help
and
increase
success
rates
for
treatment.
I
Obviously,
depressed
use
rates,
and
things
like
that,
so
we've
been
since
this
occurred
have
been
reutilizing.
That
group
to
begin
the
process
of
determining
you
know
how
to
perceive
ideas
on
how
to
proceed.
O
Yeah,
it's
a
multi-disciplinary
group.
It
includes
law
enforcement
estate
or
members
from
State
agencies,
County
departments
a
ton
of
different
Community
providers,
but
we're
happy
to
send
it
along.
A
I
have
a
motion
to
adjourn.
Please.
