A
All
right
I
like
to
call
the
meeting
of
the
Public
Safety
Committee,
this
April
27th.
A
Let
me
thank
all
of
you
for
being
here
and
taking
this
precious
time
to
come
and
be
with
us.
Thank
you.
If
I
may
counsel,
do
we
have
a
quan
present?
Please
no
I,
don't
think
that's
necessary
tags.
A
Okay,
may
I
I'd
like
to
get
a
motion
to
approve
the
previous
minutes
motion.
C
F
Good
evening,
everyone
vehicle
replacement,
62
000,
looking
to
move
over
to
our
vehicle
line.
It's
coming
out
of
the
Insurance
Recovery
revenue
recovery.
When
we
transport
somebody,
we
build
our
insurance
company,
a
portion
of
it
goes
into
a
separate
account.
We
use
that
money
to
buy
Power,
stretchers,
aeds
and
ambulance.
This.
A
A
E
Item
two
is
table
at
the
request
of
the
sponsor
item.
Three
is
local
IB
for
2023,
a
local
law
of
the
county
of
Albany,
providing
real
property
tax
exemptions
for
volunteer
firefighters
and
ambulance
workers
pursuant
to
real
property
tax
law
for
66a
Ms
McLean
Lane
is
here
to
speak
on
this
okay
good
evening.
H
Is
a
program
to
implement
a
tax
deduction
for
Volunteer
Fire
ambulance
that
qualify,
as
my
colleague
Mr
Bergdorf,
pointed
out
last
night,
and
we
would
like
to
ensure
that
we
can
maintain
a
robust
recruitment
of
our
volunteer
ambulance
and
fire
and
I
this
unanimously
and
ensure
that
we
can
at
least
start
I.
Don't
think
this
is
the
last
piece
that
we
should
be
doing.
Hopefully
we
can
get
some
more
pieces
of
legislation
pass.
H
My
fire
district
manyans
still
make
fairly
robust
membership,
but
there
are
other
volunteer
or
pardon
me,
volunteer
ambulance
and
fire
that
throughout
the
county
who
are
having
challenges
with
Recruitment,
and
so
this
is.
This
is
the
first
step.
Mr
brim
had
asked
anything
if
I
can
find
out.
Some
information,
I
have
tried
fastening
out
twice
and
I
have
not
received
a
response
and
to
Mr
bergdorf's
point
from
last
night.
My
next
move
will
be
to
speak
to
Mr
Paris.
H
I,
what
we
are
doing,
though,
is
we're
going
to
try
and.
G
H
Press
about
this
on
not
tomorrow,
but
the
following,
May
5th
we're
going
to
hold
something
at
the
menans
firehouse.
We
are
going
to
invite
several
of
the
Chiefs
one
of
the
largest
fire
districts,
of
course,
is
westmere
and
I.
Believe
my
colleague
Mr
Clary,
is
he
involved
with
that
I
think
he's
involved
with
that
department,
but
we
want
it.
It
is
our
intent
to
engage
more
of
the
fire
districts
to
ensure
that
they
know
that
this
is
going
to
happen,
and
so
they
have
an
option
to
to
do
this.
I.
C
Certainly
support
it.
I
think
it's
great,
but
I
I'd
like
to
just
make
a
statement
so
we're
Representatives
on
this
hill
here
is
that
we're
having
trouble,
recording
recruiting
police
officers
in
the
city
of
Albany.
Something
like
this
should
be
passed
on
the
state
level
to
allow
police
officers
in
the
cities
to
be
able
to
get
taxes.
Interest
particularly
Albany,
because
we're
having
a
hard
time
recruiting
officers
under
Albany,
because
they
want
to
look
working
colony
and
Bethlehem
and
places
like
that
have
no
problem.
C
A
Motion
rate,
second,
all
in
favor.
E
E
G
Hello,
everybody,
so
this
is
the
is
going
to
this
resolution
would
establish
the
Albany
State
camp
program.
We
spoke
about
it
yesterday
in
the
law
committee
and
every
individual
in
that
country.
Every
member
in
that
Community
signed
on
to
it.
What
this
does
for
people
who
were
not
present
yesterday.
G
Now
any
individual
business
also
have
the
right
to
refuse
the
sharing
for
the
police
department
from
accessing
the
footage,
and
this
has
been
done
in
multiple
municipalities
and
cities
across
the
United
States,
including
Troy
and
people
are
very
receptive
of
it,
and
it
shows
that
it
helped
to
fight
crime,
and
that's
it
for
now.
If
you
have
any
questions,
I'm
still
here,.
K
Understand
that
last
night
in
the
law
committee,
good
idea
that
was
talked
about
other
municipalities,
Colony
being
interested
in
possibly
also
having
access
to
that
information
and
I
understand.
There
was
some
talk
about
a
council.
I
think
would
know
that
to
have
something
in
the
resolution
that
states
that,
if
this
passes,
that
the
sheriff
would
cooperate
to
make
sure
that
all
police
agencies,
not
just
not
only
obviously
would
have
access
to
that
information
should
they
need
it.
L
L
But
he
thought
that
the
registry
would
be
particularly
effective
to
be
able
to
see
cameras
that
were
outside
the
immediate
area
of
the
crime,
so
that,
if
you
know
somebody
did
a
crime
on
a
street
off
of
Route
9
how
you
get
down
and
which
way
did
the
person
go
north
on
Route,
9
South
on
Route
9,
that
sort
of
thing?
So
they
thought
it
would
be
very
valuable
and
they
thought
it
might
be
a
good
tool
and
I
I.
Guess
this
up
to
the
sheriff.
L
F
F
We
can
create
some
forms,
maybe
grow
up
and
talk
to
I.T
for
the
county
or
whatever.
I
can
talk
to
our
folks
and
I.
G
F
Is
probably
the
better
repository
you
know
we
can
help
funnel
that
through
there,
but
it
would
also
help
us
as
well
as
the
Sheriff's
Office,
where
C
D
or
Green
Island
PD
call
at
two
in
the
morning
and
need
access
to
it.
They'll
get
it
at
the
crime
analysis,
Center
they'll
have
automatic
access,
we'll
just
set
up
a
portal
similar
to
lprs
and
different
things
like
that.
So.
F
K
I
F
That
the
simply
that's
kind
of
how
we're
going
to
do
it
I
mean
this
has
worked
in
other
communities
throughout
the
country
and
it's
been
very
successful
and
when
they
first
approached
this
was
going
to
be
an
isolated
area
in
Albany,
mostly
higher
crime
areas.
And
we
would
talk
to
the
neighbors
in
that
area
and
see
if
we
could
get
access
and
we
would
voluntarily
agree
sign
a
form,
some
sort
of
mou
or
whatever.
But.
F
And
I
think
last
night's
discussion
also,
you
know
more
so
I
think
it
right
now
at
the
present
time.
The
best
course
of
action
would
be
to
speak
with
the
prime
analysis,
Center
and
say:
look
at
this
is
what
we're
looking
to
set
up.
Would
you
guys
hold
on
to
this
database
now
I
can't
see
them
not
there's
a
board,
it's
it's
area,
cheats
and
DA's
and
Troopers.
So
again,
it's
a
great
tool
for
them.
If
they
chose
not
to
I
would
have
no
issue
doing
it,
but
it
would
be
foolish
for
them
not
to.
I
F
E
Item
seven
as
well
I
know,
part
of
the
funding
goes
to
you.
I,
don't
want
to
what
what
is
that
make
you
wait
if
it's
not
it's
the
I'm
here
all
night
for
whatever
it
is
item
seven,
is
authorizing
the
submission
of
a
Grant
application,
security
and
emergency
services.
Oh
okay,
regarding
the

I
believe
Chris
horn
is
here
this
evening
from
the
DA's
office,
hello,.
O
N
N
A
K
E
Thank
you,
emotions
care
all
right
and
then
item.
Nine
is
District
Attorney's
Office
discussion
regarding
ongoing
issues.
O
O
Need
to
to
steal
some
early
90s
lingo,
stop
collaborate
and
listen
I'm
here
to
sort
of
bridge
the
gap
between
our
office
and
all
of
you
because
I
feel
like
what
we
have
is
a
common
interest
in
protecting
Public
Safety.
That's
why
you're
all
on.
G
O
Very
significant
part
of
Public
Safety,
it's
something
that
you
might
not
think
of
on
the
front
end:
that's
not
a
police
department,
it's
not
a
sheriff's
office,
but
it
can
be
equally
important
at
times
so
I'm
less
here
to
present
and
More
To
Source
areas
of
concern
or
requests
from
you
all,
because
we
haven't
had
a
dialogue
in
so
long.
What
do
you
all
want
from
us?
What
do
you
expect
from
us
and
how
often
would
you
like
to
hear
from
us,
I
I,
guess
I'll
direct,
that
at
Mr
Mr
Clay?
First.
A
Well,
well,
that's
the
DA's
office,
for
you
at
least.
A
I'm
going
to
open
enough
to
the
members
of
my
committee
first,
thank
you.
Yes,
Gary.
C
O
K
That
I
just
think
that
that's
the
main
thing
a
lot
of
the
department
heads
Commissioners
so
forth.
O
Good
communication
with
your
office
and
just
to
be
clear
when,
when
you
mentioned
asking
for
things
I'm,
absolutely
not
here
to
do
that,
there
is
just
a
when
you
talk
about
efficiency
in
different
Departments
of
government.
If
we
are
just
using
gasology
to
triangulate
Solutions
you're
not
going
to
get
above
90
efficiency
or
anything
close
to
it.
So
I
think
if
we
are
talking
to
each
other,
we
can
actually
like
I,
said
collaborate
and
listen
and
come
up
with
the
best
solutions
for
all
the
problems
like.
G
A
You
for
having
me
I,
think
I
think
I
think
it's
actually
been
summed
up
the
the
problem
that
we
have
with
the
DA's
office.
Just
simply
lack
of
communications.
There's
no
Communications
between
us.
As
you
know,
my
other
group,
the
legislative
like
Hawkins,
met
with
you
guys
you
got
and.
D
A
And
to
and
trying
to
deal
with,
whatever
problems
existed
from
a
budgetary
standpoint,
we
sort
of
left
it
at.
We
went
through
a
budget
and
you
guys
did
a
fantastic
presentation.
A
It
was
actually
very
good,
but
we
never
heard
back
from
you
and
the
way
we
left
it
was
that
you
were
going
to
get
back
to
us
so
that
we
we
you
know.
So
we
could
come
to
our
colleagues
and
and
explain
you
know
the
position
of
the
District
Attorney's
Office
relative
to
some
of
the
budgetary
items,
but
you
never
got
back
to
us
and
I'm,
not
even
sure,
I
understand
why.
Even
at
this
point,
I
mean
I
in
my
committee,
my
legislative
committee
was
willing
to
go
to
a
bat,
for
you.
A
I
mean
we're
all
interested
in
combatant
crime
and
to
give
youth
tools
to
be
able
to
do
that.
But
you
have
to
work
with
us.
I
mean
you.
A
O
I
guess
that
could
be
a
secondary
or
tertiary
purpose
of
today's
appearance
is
to
sort
of
acknowledge
that
we
don't
want
to
set
the
precedent
of
that
being
the
norm,
even
though
it's
already
been
set.
I
guess
we're
we're
breaking
the
mold
here,
but
emergency
conversations
in
times
of
dire
crisis
are
not
necessarily
the
most
level-headed
moments
for
every
I
think,
but
just
to
give
you
guys
some
background,
there
are
probably
more
questions,
but
I
think
our
department
is
probably
experiencing
the
same
thing
as
every
Department
in
County
government.
O
As
far
as
the
loss
of
human
capital,
The
Experience,
walking
out
the
door
seemingly
at
random
and
in
critical
points
and
critical
people,
that's
not
unique
to
us,
it's
something
we
would
like
to
sort
of
prevent
if
possible,
but
come
up
with
Solutions
on
how
to
best
deal
with
the
situations
when
we
can't
prevent
it
and
that's
something
we
think
you
all
can
be
helpful
with
the
more
Minds
you
can
get
to
come
up
with
Creative
Solutions,
the
better.
C
J
I
Else,
yeah
chairman
clay,
yeah,
it's
funny
when
I
first
got
elected
to
the
legislature.
I
said:
would
it
be
a
great
idea
to
go
to
Every
department
and
I
did
except
the
DA's
office?
They
never
responded,
I,
never
I
went
there
and
I.
That's
not
a
good
first
impression,
but
also
I,
think
the
DA's
come
in
for
an
awful
I
think
they're,
just
like
18,
more
employers
or
something
you
have
to
be
realistic.
O
On
the
return
call
front
that
both
of
you
just
mentioned,
I
am
not
going
to
say
that
all
Communications
I
should
be
cc'd
on,
but
I
will
say
that
if
I
am
CCD
on
Communications
I
will
harass
him
until
something
happens.
That's
just
that's
what
I
do.
O
O
D
You
know
we
sort
of
feel,
like
you
know
the
VA
Is
snubbing
Us,
you
know
and.
A
Of
all
groups,
you
know
you
think
he
would
I
mean
we
have
to
approve
your
budget.
Then
we.
J
A
P
Just
tell
Dave:
would
you
if
you
want
to
tell
him
I'll
tell
them
things:
I
see
you
anyway,
he
should
pick
up
the
phone
when
one
of
us
called
not
you
not
the
janitor
down
the
street,
or
this
guy
over
here
Dave
should
pick
up
the
phone.
It's
a
county
legislative
call
and
get
back
to
that
person
anytime
during
the
day.
P
So
that's
how
I
feel
about
Dave
and
I
I
never
had
a
problem
when
I
called
he's
always
called
me
that
way,
but
he
hasn't
called
the
rest
of
the
legislators.
I,
don't
think
it's
fair
that
they
had
to
go
to
a
staff
or
policy
I.
Think
it's
ridiculous
and
Dave
should
know
better
and
I've
been
telling
myself.
So
you
gotta
worry
about
it,
I
mean
I,
don't
know
we.
O
O
Well,
if,
once
again,
I
I
brought
this
stack
of
cards
here
with
all
of
my
contact
info.
That
I
will
share
with
all
of
you.
If
you
all,
let
me
know
that
you
can't
get
in
contact
with
him,
which
we
should
be
proactive
in
contacting
you
first
to
begin
with,
but
in
cases
where
you
can't
get
in
contact
with
him,
I
will
absolutely
remind
you
that
you'll
eat
here
or
Mark,
brim
or
Bill
clay
wants
to.
Anyone
wants
to
speak
with
him.
P
O
Back
right
with
within
reason,
yeah:
well,
that's
the
staff
or
anybody
else.
You
I
guess
you
can
treat
me
as
the
nuclear
option
for
that
I
will.
Let
him
know
yeah
well.
You're
gonna
worry
about
me
because
I
know
how
to
get
away.
I
I
O
I
I
think
that
is
the
Staffing
issue,
is
something
we'll
have
to
talk
about
in
the
future,
but
that's
that's
less
of
the
focus
it's
hard
to
talk
about
Staffing
when
we're
not
a
table.
So
that's
that's
sort
of
what
I
wanted
to
do
today
is
bring
everyone
together
and
say:
hey.
We
are
actually
capable
of
communicating
in
the
English
language,
even
though
there
is
almost
no
precedent
for
that
yeah.
There.
