harassment
when

resigned

he

resigned.

worked

the
answer

want

talk
about.

On
a
report,
developerative
firefighters,
Association
state
of
New
York
over
31
000
firefighters
would
be
necessary
to
replace
all
the
volunteers
on
a
paid
bases
currently
volunteers
say:
take
New
York,
State
taxpayers,
3.8
billion
dollars
annually
in
salary
benefits
alone,
property
taxes
would
rise
an
average
of
28.4
percent.
If
the
volunteers
were
replaceable
by
paid
staff,
the
number
of
volunteer
firefighters
in
New
York
state
has
dropped
from
120
000
to
about
80
000
over
the
last
20
years.
We
cannot
allow
this
trend
to
continue.

see
what
happened
in
EMS
in
Albany
County
over
the
last
30
years.
There
are
very
few
volunteer
ambulance
services.
We
don't
want
the
volunteer
firemen
service
to
fall
down
this
path.
Therefore,
I
request
that
you
approve
local
law

tonight
and
give
the
fire
departments
in
the
Albany
County
one
more
tool
to
help
maintain
a
viable
volunteer
fire
service
in
Albany
County.

You
heard
about
local
law

how
much
that

help.
Well,
let
me
give
you
a
little
bit
more
on
those
numbers,
so
the
numbers
that
Chief
Miller
gave
us.
Those
are
numbers
Statewide.

If
Albany
County
was
to
go
into
failure
with
volunteerism
which
we're
not
there
yet,
but
we
are
approaching
a
critical
part
of
what
goes
on
here
in
Albany
County,
the
property
tax
increase
for
the
residents
of
Albany
County
would
be
48
percent,
with
a
hiring
of
770
firefighters
to
replace
our
volunteers
here
in
Albany
County.
What
is
volunteerism?
What
is
doing
the
right
thing.

Volunteerism
is
on
a
deep,
a
steady
decline
throughout
you
heard
them
say:
we've
gone
from
120
thousand
volunteer
firefighters
Statewide
to
down
to
80.,
but
what
I
will
tell
you
yep
we're
down
to
80,
but
interior
firefighters,
somebody
that
can
come
off
the
rig,
pull
it
line
where
SCBA
and
go
inside
a
Bernie
building
we're
down
to
about
40
000
Statewide.
The
numbers
are
in
a
steady
decline.
What
we
need
to
do
is
support
I
want
to
thank
you
folks,
I
want
to
thank
Allison.

County

know
you
folks
will
do
the
right
thing.
Every
little
bit
helps
the
thing

that
it

to
look
at
for
recruitment
retention.
We
have
more
going
out
the
back
end
than
we
do
coming
in
the
front
door.

year
we
recruited
and
trained
140,
plus
new
firefighters
here
throughout
Albany
County,
with
that
number
sounds
sounds
good
sounds
like
a
lot
a
lot
of
people.
The
state
has
helped
us
with
some
new
legislation
to
help
pay
for
that
firefighter
to
get
the
new
training.
But
we
talk
about
training.
We
talk
about
recruiting.
We
talk
about
bringing
those
new
firefighters
in
well
to
do
that.
We
need
a
place
to
train
one.

money's

gone

long

the
legislation
to
provide
the
10
property
tax
credit
for
volunteer
firefighters
and
EMS
Personnel
in
Albany
County
I
am
a
deputy
fire
coordinator
in
Albany,
County
and
part
of
my
role
is
to
recruit
and
to
help
retain
volunteer
firefighters,
I'm.
Also
a
57-year
member
of
the
Shaker
Road
Loudonville
Fire
Department.

In
addition,
those
volunteers
attended
individually
1492,
drills
or
training
courses,
and
they
put
in
864
work
details
and
that's
not
all
members,
also
volunteered
more
than
ten
thousand
Duty
Crew
hours
in
station.
In
2022.,
the
members
of
my
department
spent
conservatively
more
than
21
000
hours,
volunteering
their
time,
responding
to
alarms,
training
and
doing
work
details.
The
volunteer
sector
estimates
the
value
of
volunteer
times
at
31.80
per
hour.
Those
twenty
one
thousand
plus
hours
had
a
value.

Last
year
of
more
than
667
thousand
eight
hundred
dollars
all
of
those
hours
at
no
cost
to
the
taxpayers
of
our
fire
district,
the
town
of
colony
and
Albany
County.
Yet,
despite
all
of
those
donated
hours,
we
still
don't
have
enough
volunteers.
Our
Personnel
Resources
are
stretched.
Way,
Too,
Thin
and
the
story
of
our
department
is
the
same
story
and
the
other
35
volunteer
or
accommodation
departments
in
this
County,
not
enough
volunteers.
We
are
grateful
that
you
recognize.
We
need
help
property
tax
credit
will
be
beneficial
in
our
ongoing
efforts.

I've
been
in
the
coin
business
in
Albany
County
for
45
years,
I
have
an
office
on
computer
Drive
West
in
Colony
I
apologize

advance

speaking
as
quickly
as
I
will
so
that
I
can
fit
everything
into
the
allotted
time,
with
rare
exception,
I
buy
and
sell
only
numismatic
material,
Rare,
Coins
tokens
medals
and
paper
money,
I,
don't
buy
or
sell
jewelry
scrap
gold
and
silver
or
other
secondhand
items
I'm
also
semi-retired.

But
after
the
I
was
told,
that's
a
good
idea.
We'll
do
that
and
then
we
heard
nothing.
A
good
law
that
includes
the
most
feasible
and
effective
provisions
of
the
present
proposal
could
have
been
passed
years
ago
and
can
be
passed
now.
Many
of
the
business
folks
here
will
tell
you
about
some
of
the
many
ways
that,
as.
I
M
It
would
affect
their
ability
ability
to
stay
in
business
I'm,
going
to
touch
briefly
on
only
one
aspect.
At
one
time:
bullion
and
bullion
coin
transactions
were
a
part
of
my
business,
including
most
of
the
1980s.
When
I
ran
the
coin
department
at
Ferris
coin,
a
93
year
old,
Albany
business,
that,
with
the
passage
of
law
e,
may
not
be
around
much
longer.

I
still
have
three
or
four
long
time:
customers
who
occasionally
buy
or
sell
quantities
of
gold
bullion
coins.
If
one
of
them
chooses
to
sell
a
hundred,
krugerrands
or
Canadian
maple
leaf
or
American
Eagle
gold
coins,
not
an
unusual
transaction.
The
proposed
legislation
would
require
me
to
hold
the
coins
for
10
days
before
they
can
be
sold.
One
minute,
my
typical
profit
margin
on
such
a
transaction
is
one
percent.

Some
folks
not
familiar
with
the
the
industry,
have
trouble
believing
that,
but
that's
what's
required
to
remain
competitive
in
that
segment
of
the
business
I've
got
to
go
four
minutes.
I
apologize
I'd
be
happy
to
show
you
purchasing
sales
receipts
a
holding
period
on
bullion
and
bullion
coins
can
result
in
huge
losses.
Dramatic
price
swings
are
common.

The
citizens
of
Albany
County
would
be
punished
because
they'd
receive
less
for
their
merchandise
and
it's
likely
that
many
would
take
their
business
out
of
Albany
County
in
less
than
an
hour
on
Friday
morning,
three
days
ago,
the
price
of
gold
dropped
38
dollars,
meaning
a
loss
of
three
thousand
eight
hundred
dollars
for
the
transaction
I
mentioned.
If
the
coins
were
held
for
an
hour,
let
alone
what
could
happen
in
10
days.
Yes,
the
price
of
gold
can
go
up,
but
we're
not
gamblers.
The
bill
would
force
us
to
become
gamblers.

many
reasons,
even
the
entire
State
of
California
and.
A

My

family's

this
County
for
three
generations
as
Jewelers
and
this
law.
This
law

that
I'm

to
talk
about,
would
be
highly
detrimental
to
my
business
I'm,
going
to
skip
a
lot
of
this,
because
obviously
I
was
told
five
minutes
to
start
with
now
I'm
down
to
three.

Basically,
what
happens
in
my
business?
Is
people
come
in
and
they
want
to
sell
a
lot
of
vitamins
they
do
they're
inherited
or
they
want
to
have
made
into
other
items
or
whatever
so
I
end
up
with
a
bunch
of
scrap
that
needs
to
be
sold
immediately.
To
pay
my
bills,
I
I
need
to
be
able
to
recoup
that
money
instantly
and
for
the
same
thing
as
Bill
said
as
the
market
fluctuates
up
and
down,
I
could
have
a
huge
loss
on
my
business.

Also,
work
on
a
very
low
profit
margin,
being
mostly
wholesale
somewhere,
is
around
10
percent
in
a
jewelry
business
and
most
you
will
not
believe
that
either
it's
also,
it's
also
nearly
impossible
to
categorize
thousands
and
thousands
of
items
that
pass
through
my
hands
in
the
space
of
a
year.
Most
of
them
are
costume,
jewelry,
there's
zero
value
to
this
stuff,
but
I'm
according
to
the
law,
I
would
have
to
list
everything
and
turn
this
over
to
the
sheriffs.

here
one
thing:
that's
a
big
problem
in
my
business
is
I
found
that
a
lot
of
Jewelers
are
not
educated
enough
or
have
the
equipment
enough
to
appraise
gemstones
or
appraise
the
metals
and
stuff
like
that.
I
am
continuously
asked
to
confirm
what
the
value
of
metals
are.
What
stones
are
by
other
Jewelers
I
do
work
for
Six,
States
and
I'm
doing
this,
so
it's
not
just
Albany
County,
most
people
don't
know,
there's
44
common
blue
stones
and
there's
54
common
red
stones.
How
is
an
average
Jeweler
who
has
no
equipment
whatsoever?

So
how
do
I
expect
the
law
enforcement
to
be
able
to
approve
that
the
law
states
I
also
need
to
buy
a
permit,
put
up
several
notices
on
display
and
be
fingerprinted
for
the
privilege
to
give
you
the
amounts
which
amounts
to
me
like
free
appraisals,
okay
and
my
education
costs
thousands
of
dollars.
I
have
hundreds
of
hours
into
that
effort.

The
thing
that
you
need
to
understand
about
most
crime
today
is
it's
not
break-ins
at
houses?
It's
it's!
The
criminal
who
spends
hundreds
and
thousands
of
dollars,
spends
hundreds
of
dollars
of
Tractor
Supply
to
buy
something
to
melt
jewelry
in
his
garage.
He
packs
it
up,
sends
it
to
a
refiner
out
of
state
and
it's
paid,
and
we
never
see
anything
out
of
it
in
Albany
County.
Do
you
realize
crime
today,
the
biggest
crime
today
in
my
business?

sent
out
a
letter
in
a
very
strong
opposition
tonight.

dress

concerns,
while

much
more
detrimental
to
businesses
in
the
public
than
local
will
all
be
from
2018,
in
which
the
City
attorney
said
law

fatal
flaws.

new
proposed
local

long
complicated,
treats

County
businesses

citizens
who
deal
in
second-hand
Goods
antiques
stamps,
postcards
comic
books,
magazines,
youth,
Sporting
Goods,

section

In
addition,
coins
bullion
jewelry
collectible
currency
tokens
online
as
criminals
criminals
who
need
to
be
fingerprinted
for
a
license
application
and
charged
with
a
Class,
A
and
or
Class
B
misdemeanor,
along
with
fines
of
500
for
each
violation.
Here
are
a
few
examples
of
section,
18a
and
18b.
Under
penalties.

Any
second-hand
dealer
who
fails
to
comply
with
the
provisions
of
Section
3
upon
conviction
will
be
guilty
of
a

misdemeanor

be
charged
with
both
a
Class
A

misdemeanor

acquisition

made
from

seller

the
business
name
and
address

such
seller
in
a
statement
by
such
seller
regarded
the
number
of
days.
The
item
was
held
by
such
seller
prior
to
instant
acquisition.
No
business
can
physically
and
financially
afford
the

and
time
to
document
and
or
photograph.
Every
single
item
that
precious
metals
dealers
purchased
in
public
and
other
dealers,
as
usual
States
will
be
charged
the
requirement
to
write
up
every
single
item.
Every
single
item
person
with
another
dealer
who
is
complying
is
unreasonable
in
addition,
write
up
and
photograph
items
of
the
public.

At
the
same
time,
we
as
business
owners
and
employees,
have
the
legal
right
to
go
home.
The
end
of
our
business
day
when
Mrs
law
would
not
allow
that
demands
of
the
law
and
the
penalties
are
wrong,
and
the
world
destroyed
businesses,

per
section

shows
we
provide
essential,

We
dealers
take
great
pride

providing
fair
market
prices.
The
massive

requirements

the
sheriff
to
our
environment

lawfully
enforce

week
in

County.

will
require
Sheriff's

sale

force

interrogate
every
garage,

yard,
sale,
estate,
sale,
moving
sale
seller

show
proof
of
every
item
as
whether
it
was
purchased
by
the
seller
for
resale
or
received
on
consignment.

In
summary,
local
law

for
2023
creates
major
compliance,
cost
of
businesses,
constituents
the
sheriff's
departments
and
will
drive
good
business
out
of
the
county,
reduce
the
dollar
amounts
off
of
the
public
for
the
precious
metals
coins
billion.
Other
items
create
significant
sales
tax
revenue,
cost
of
Albany
County
I,
respectively.
Request
that
you
vote
no
on
foreign.

favor

Licensing
second-hand
dealers
and
the
requirements
that
scales
use,

purchase
precious
metals

weight
be
regularly
tested

certified
scales

inaccurate
to
the
customer's
benefit,
just
as
readily
the
mind
so
I'd
love
to
have
it
tested.

relatively
large

complicated

stolen

burden

me

photograph
an
inventory,
every
item
that
has
a
precious
metal
and
send
a
report
within
72
hours
to
the
Sheriff's
Office
seems
like
a
waste
of
my
precious
time
and
the
time
and
the
Personnel
at
the
Sheriff's
Office.
Currently,
if
someone
who
had
that
do
not
know
comes
in
to
sell
me,
a
precious
metal,
I
photograph,
their
driver's
license
and
I
could
certainly
photograph
the
item
or
groups
of
items.

make
the
most
sense
that
instead
of
the
Sheriff's
Office
sifting
through
a
deluge
of
daily
electronic
reports
from
scores
of
dealers,
that
instead
law
enforcement
enlists
those
very
same
dealers
to
sift
through
the
list
of
stolen
items,
I
find
it
hard
to
believe
that
the
list
of
stolen
items
is
anywhere
near.
The
thousands
of
legitimate
transactions.

I
just
kind
of
briefly
identify
myself
I'm,
an
attorney
I've
been
involved
with
the
issue
of
second-hand
dealers
and
pawn
brokers
since
approximately
2008
and
I
litigated
a
case
through
the
whole
of
the
New
York
court
system
up
to
the
court
of
appeals
most
recently
ending
about
two
years
ago.
I
want
to
start
just
by
giving
you
a
sense
of
where
I
see
this
whole
circumstance.

First
of
all,
most
of
us
make
judgments
based
initially
on
intuitions
intuitions
are
what
we
start
from,
and
there's
a
cultural
supposition
that
pawn
brokers
and
second-hand
dealers
are
essentially
fences
for
stolen
property.
I
cannot
believe
that
the
statistic
that
New
York
City
used
to
justify
their
law,
which
passed
and
parts
of
it
were
held
on
constitutional
parts
of
it,
were
invalidated
by
the
virtue
of
the
breath
of
the
law,
the
statistic
they
used
and
I'll
quote
they.
They
had
700
licensees,
Pawn
Brokers,
second-hand
dealers
in
New,
York
City.

They
looked
at
a
hundred
and
fifty
thousand
transactions,
and
out
of
the
hundred
and
fifty
thousand
15
of
them
was
suspected
of
being
stolen
and
of
the
15
that
was
suspected
of
being
stolen.
I
think
we're
finding
that
it
came
down
to
about
10.
it's
one,
one
hundredth
of
one
percent.
This
is
essentially
taking
a
nuclear
bomb
to
blow
up
a
mouse.
It's
absolutely
insane
a
person
coming
with
a
piece
of
stolen
property
into
a
business
in
Albany
County.
Virtually
all
of
them
would
have
video
cameras.
Virtually
all
of
them
require
identification.

There's
plenty
of
reason
why
a
thief
would
choose
other
ways
of
getting
rid
of
what
he
knows
is
stolen
property,
I.E,
online
doc,
web
online
eBay
Anonymous
accounts,
the
Miller
case
privacy,
the
United
States,
Supreme
Court,
said
people
who
use
a
Traditional
Bank
have
no
have
no
privacy
rights.
Congress
came
in
in
the
mid
70s
and
said
through
the
bank
private,
the
bank
Privacy
Act
people
have
privacy
rights
in
their
Banks.

Last
year,
Janet
Yellen
proposed
600
transactions
be
disclosed
to
the
police
or
to
rather
to
the
government
officials
Federal
officials
that
was
rejected
by
Congress.
Poor
people
who
use
a
pawn
broker
have
every
much
right
to
you
to
have
the
privacy
of
their
transactions
as
just
as
much
as
wealthy
and
middle
class
people.
Lastly,
and

This
is
a
Swiss
cheese
law.

you're
going
to
do
this
law
and
and
anybody
with
half
a
brain
is
going
to
get
in
their
car
and
transact,
do
a
transaction
in
Rensselaer,
County
or
Saratoga
County.

critical
role
of
DSs
services
in
assisting
the
County's
most
at-risk
community
members
I
believe
it
is
helpful
for
the
leadership
of
County
DSS
to
hear
from
community
members
and
organizations
that
are
assisting
DSS
in
providing
these
services.
Sadly,
sometimes
there
are
gaps
in
policy
that
need
to
be
experienced
in
order
to
be
found
and
addressed.
I
hope
that
a
community
DSS,
Advisory
Board
would
hope
to
continue
to
bring
Community
Voices
into
this
critical
policy.
I
Conversation
with
that
said
last
week,
a

advisory
boards
from
across
the
country
to
serve
as
potential
models
to
replicate
in
Albany.
County
I
will
also
share
the
bylaws
of
the
San
Diego
County
Social
Services
Board,
as
a
with
with
members
of
the
social
services
committee
to
add
some
more
tangible,
whatever
some
more
substantive
I
guess
details
as
well
anyway.
I
A
key
difference
amongst
the
shared
examples
is
that
other
localities
allowed
for
the
inclusion
of
non-government
Representatives
on
the
board,
for
example,
in
San
Diego,
each
of
the
10
County
legislators
that
serve
on
the
committee
select
two
Community
representatives
to
serve
for
a
term.
Those
are
directly
impacted
folks,
but
they
can
also
be
you
know,
indirectly
impacted
where
they
you
know
they
could
be
like
someone
at
UTA,
someone
at
Catholic
Charities,
someone
at
you
know
Trinity
or
whatnot,
and
they
would
be
based
in
the
district
of
the
legislative.
I
Is
going
on
and
again
these
the
bylaws
for
that
body
exists?
They
exist
in
San
Diego.
They
exist
in
I'm
sort
of
cities
all
over
the
country
and
I
I
really
feel
that
there's
a
great
opportunity
to
bring
folks
Beyond.
You
know
me
right.
I
You
know,
diverse
folks,
folks
from
across
the
the
county
right,
because
people
from
all
over
this
County
depend
on
Social
Services,
and
so
these
diverse
voices
need
to
be
heard,
and
my
colleagues
at
UTA
and
other
comrades
and
whatnot
look
forward
to
working
with
County
legislators
from
across
the
county
with
with
finding
ways
to
pull
in
community
members.

try
to
fill
in
these
these
gaps
in
the
services
that
make
such
a
difference
in
the
lives
of
some
of
our
most
at-risk
community
members.

to
thank

for
the
work
you
have
already
done
to
approve
several
contracts
a
few
months
ago.

contracts
still
await
implementation,
and
tonight
you
have
four
more
CSEA
contracts

front
of
you
that,
hopefully,
will
be
approved.
I
know
we
will
be
successful
in
implementing
these
contracts.
Albany
County
Employees
deserve
that
as
they
continue
to
do
the
work
of
keeping
vital,
County
Services
operating
at
the
highest
level.

Youth

country

student
athlete,
competition
helps
to
enhance

mental
and
physical

young

them
for

and
developing
a
sense
of

Falcons

seasons
and

Falcons
headed
into
the
New
York

with
a
record
of

wins
and
three
losses
returned
them.

last
month,
I
spoke
to
you
about
an
article
that
was
published
by
the
Altamonte
Enterprise
about
the
concerns.
I
have
surrounding
a
contract
that
the
county
has
with
Genoa
health
care
and
I
will
continue
to
raise
those
concerns.

One
of
the
questions,
or
one
of
the
issues
that
was
raised
was
about
the
pharmacist
that
was
interviewed
for
that
position.
After
that
article
was
published,
a
colleague
of
mine
reached
out
to
me
to
say
that
they
had
interviewed
for
the
position.
The
article
had
stated
that
there
was
nobody
with
with
experience
that
had
interviewed,
but
this
individual
had
15
years
of
Pharmacy
experience
in
a
variety
of
settings,
including
Community,
Independent,
Community
chain
and
clinical
settings.

know,
over
the
past
30
years
my
family
has
invested
Millions
into
this
community
to
make
sure
that
Health
outcomes
or
and
disparities
are
improved
in
the
most
vulnerable,
neighborhoods
and
I
know.
A
lot
of
you
have
mentioned
the
effort
that
we
put
into
the
vaccines
and
during
covid-
and
you
know,
I-
don't
want
recognition
for
that.
But
what
I
do
need.

been
18
months
since
I
first
raised
this
issue
to
the
county
executive,
six
and
a
half
months
since
I
submitted
an
Ethics
complaint
and
five
months
since
you
guys,
as
a
group
promised
to
change
the
RFP
process,
am
I.
Pleased
for
transparency
have
gone
unanswered
so
again,
I'll.

that
you
please
push
for
honest
answers
from
your
departments
when
you
get
answers
in
committee
meetings
that
those
answers
are
based
on
facts,
data
and
actual
evidence,
not
just
weird
hand,
motions
and
not
true
things,
and
then
I,
ask
that
you
actually
push
for
Real
Change
and
when
you
do
that,
you
seek
input
from
the
Professionals
in
this
community,
whether
there
are
firefighters,
whether
there
are
Corrections,
Officers
or
Jewelers
or
our
pharmacists,
because
when
you
vote
on
issues
that
impact
this
community,
you
need
to
make
sure
that
you're
Consulting
with
the
professionals
that
know
what
they
are
doing.

Jeannie

Capital
District
tobacco-free
communities
are
funded
by
the
New
York
State
Department
of
Health,
and
the
last
time
I
was
here.
We
were
waiting
to
hear
about
Governor
hokel's
proposed
ban
on
the
sale
of
all
flavor
tobacco
products
in
her
budget
proposal,
a
proposal
that
would
have
had
the
greatest
positive
impact
on
people
of
color
who
have
been
targeted
by
the
tobacco
industry
to
use
flavored
tobacco
products.
That
proposal,
as
you
probably
know,
was
not
included
in
the
final
budget.

In
the
meantime,
low-income
communities
and
people
of
color
continue
to
suffer
disproportionate
harm
for
tobacco
marketing
generally
and
flavored
tobacco
in
particular,
including
right
here
in
Albany
County
and
we've
document
the
heavy
presence
of
tobacco
retailers
in
low-income
neighborhoods
and
we've
shared
that
information
with
you
in
the
past.
Recently
we
took
a
closer
look
at
the
number
of
tobacco
retailers
in
the
county,
located
within
1500
feet
of
one
or
more
schools
and
found
a
similar
disproportionality
based
on
the
most
current
data
available.

are
288
tobacco
retailers
in
all
of
Albany
County
110
are
located
within
1500
feet
of
one
or
more
schools
and
of
those
110
91
are
located
in
the
city
of
Albany,
with
65
of
those
located
in
ZIP
codes,
12202-0607
and
10..
The
zip
codes
with
the
highest
poverty
rates,
in
other
words,
of
the
110
stores
located
within
1500
feet
or
one
or
more
schools
in
Albany
County
60,
are
located
in
city
of
Albany
ZIP
codes
with
the
highest
poverty
rates,
in
which
only
12
percent
of
the
County
population
lives.

The
schools,
with
the
largest
number
of
retailers
nearby,
were
brighter
choices
which
had
13
Sheridan
prep
and
West
Hill
Middle
School,
each
with
11
and
Albany
Learning
Center,
which
had
10.
during
the
week
of
April
24th.
Our
staff
visited
all
of
the
65
retailers
near
schools
and
zip
codes,
020607
and
10..
While
all
the
data
hasn't
been
collated,
we
do
have
some
preliminary
findings.
We
want
to
share
with
you
one.

54
tobacco
retailers
that
were
able
to
gather
data
from
69
of
stores
had
tobacco
ads
outside
of
their
stores.
Two
stores
had
10
and
12
exterior
ads,
respectively
and
by
New
York
state
law.
Actually,
these
ads
are
prohibited.
Ads
and
visible.
Tobacco
products
are
prohibited
within
1500
feet
of
schools
and
more
than
half
of
the
stores.

tobacco
product
display
took
up
more
than
half
the
space
behind
the
checkout
counter
and
without
exception
all
stores
sold,
flavored,
cigars
and
cigarillos,
80
of
them
sold
cigars
or
cigarillos
a
dollar
or
less
often
there
are
four
or
five
for
a
dollar
and
more
than
a
quarter
of
them.

were
selling
flavored,
nicotine
based
e-cigs,
which
are
also
illegal

sell
in
New
York

and

of
the

the

Albany
baseball

softball

where

also
coached
several
teams
in
age.
Groupers
they've

as
treasurer
for
Down
syndrome,
Resource
Center
playing

role

a
successful
murder
with

Center

disability
services.

things

body
be

successful

we
have
people
from

many
diverse
backgrounds.

program

deterrence

gun

send
a
strong
message

we
are
intentional

Albany
County

fighting

This
safe
camp
program
that
we
are
initiating
is
going
to
help
to
Albany
Police
and
the
sheriff's
department
and
all
police
departments
across
Albany
County

solve
crime,

gun

counties

is

largest
municipality

aided
by
this
legislation.

fire
departments
that
service

community
of

85

90
000.,
and
we
do
it
predominantly
for
the
following
years,
because
there
are
a
few
paid
fire
department
staff
in
some
of
the
companies,
but
we
will
have
daily
life
almost
exclusively
on.

So
if
we
didn't
have
the
retention
efforts,
we
keep
the
folks
that
were
in
the
fire
departments
in
them
and
serving
and
the
recruitment
incentive
to
go
out
and
Recruit
new
members.
If
we
ever
had
to
pick
that
up
in
the
tax
base
a
paid,
Fire
Department
in
it's
going
to
be
catastrophic,
it
would
be
a
catastrophic
expense.
So
this
really
serves
the
largest
Suburban
municipality
and
I
assume
virtually
any
other
departments
that
volunteer
that
that
serve
predominantly
with
volunteers,
including
Emergency,
Medical
Service.

camaraderie

of
them
babies
enhancing
them

more

turning
fire
firefighters
away
from

job

they

want

there

serve
their
