B
Clinton
is
on
his
way,
Mayo
here,
Peter
here,
Ricard
and
Waylon.
Here
you.
A
E
A
I'm
going
to
jump
right
ahead
into
the
fun
judge.
Carrick,
would
you
like
to
are
you
here
there
you
are
please
join
us.
G
Number
11
is
a
counting
error.
We
had
requested
the
195
527
dollar
transfer
of
Grants,
9
and
10.
These
are
ILS
grants
for
purchase
of
office
equipment
and
determined
that
48
000
of
that
100
in
the
23
budget
had
been
encumbered
in
the
22
budget,
so
we've
reduced
the
amount
that
we're
requesting
to
147
061
dollars.
A
G
Part
of
the
equity
in
Canada
have
been
discussing
with
the
Albany
High
School
an
internship
program,
and
we
need
because
it's
some
multi-jurisdictional,
this
Albany
City
School
District
in
the
Albany
County.
We
need
a
memorandum
of
understand
of
agreement
to
be
approved
by
the
legislature
in
order
to
sign
that
part
of
the
academic
program
at
Albany,
High
School.
We
would
start
with
I
think
one
intern.
G
G
So
we
just
need
the
legislative
approval
for
us
too,
or
whoever
is
designated
by
the
legislature,
executive
or
or
me,
as
the
department
had
to
sign
the
memorandum
of
agreement.
How
many
students
do
you
hope
to
have
in
the
program?
Well,
we're
starting
with
one
make
sure
that
the
program
works
well,
but
it
involves
going
to
the
night
court.
So
we're
looking
for
people
that
can
get
transported
don't
want
to
enter,
to
interfere
with
the
academic
program
that
they're
involved
with
at
11
high.
But
we
hope
to
grow
that
into
several
interns.
And
we.
C
C
G
H
H
What
does
that
sound?
Well,
it
says
the
employer
and
school
agree
that
the
student
will
be
accepted
and
assigned
jobs
and
otherwise
treated
without
regard
to
age,
color,
religion,
Creed,
disability,
marital
status,
natural
origin,
race,
gender
or
sexual
orientation.
So
it's
the
program
should
be
open
to
everybody
according
to
what
the
school's
agreement
says,
but
they
have
asked
us
to
sign
the.
G
Well,
it
is
open
to
everybody.
The
equity
agenda
is
basically
getting
R
from
my
view
of
it
Pittsburgh
Georgia,
to
get
the.
G
Office
in
our
in
our
city,
in
our
case
out
of
the
office
and
out
into
the
community,
and
to
engage
the
community
in
all
aspects
of
the
community
and
all
of
the
the
population
of
Albany
County,
whatever
it
is
and
wherever
it
is.
So
this
is
an
open
program
and
we
hope
to
it's
coming
out
of
the
be
a
broken
Center.
G
That's
where
it's
centered,
so
it's
going
to
be
I,
think
very
Equitable
in
terms
of
how
it
is
how
people
apply
for
it
and
and
are
presented
to
us
by
the
school
district
to
be
eligible
for
the
program.
Well,.
H
B
E
D
Like
Equity
is
not
necessarily
defined
by
you
know,
race
and
things
of
that
nature.
It's
making
sure
that
people
who
may
not
have
access
previously
are
given
access
to
things
that
they
weren't
so
I.
Don't
necessarily
think
that
you
know
we're
not
necessarily
saying
age,
color,
religion,
pre-disability
marital
status,
the
national
origin,
race,
gender
or
sexual
orientation.
But
when
we're
talking
about
like,
for
example,
an
equity
agenda
in
the
city
is
making
sure
that
wards
that
didn't
get
investment,
for
example,
got
investment.
D
H
Well,
I
guess
I
could
make
the
counter
argument
that
there
are
communities
within
the
North
and
South
Colony
that
would
be
eat
and
co-host.
That
would
be
equally
out
of
the
traditional
career
path
for
a
public,
defender's.
Internship
sure
and
I
would
like
to
make
sure
that
those
communities
are
included
as
well
and.
D
G
G
Item
13.
we've
been
here
before
this
is
a
the
larger
part
of
the
public
defender's
budget
annual
budget
is
from
Indigent
Legal
Services
New
York
state
in
London.
This
is
a
this
is
year
five
of
Pharrell
Herring
Statewide
expansion,
money
and
were
finishing
year.
Five
we've
finished
year,
five,
the
money
lags
by
one
year
so
we're
actually
starting
to.
We
will
be
starting
this
summer
negotiating
year,
six
and
then
money.
Those
monies
have
already
been
set
aside.
The
same
amount
that
was
made
available
to.
G
Albany
County
for
this
year
and
distribute
are
not
distribution
you
spent
in
year
five.
So
this
is
the
final
year
of
the
first
Pharrell
pairing,
a
Statewide
expansion
contract,
and
these
are
the
changes
in
the
budget
that
are
listed.
A
A
Public
hearing
on
local
law
p
item
two
is
for
teleworking
is
table
to
the
request
for
sponsor
item
three
local
walk
e
is
also
table
to
every
quest
of
sponsor
item
four.
The
local
law
for
for
local
p
and
that's
also
tablet
requested
sponsor,
brings
us
to
item
five
and
welcome.
Thank.
I
I
I
A
J
Welcome
thank
you
I'd
like
to
address
the
committee.
We
had
a
public
hearing
on
this
item
last
night
and
unfortunately
we
didn't
have
any
minimo.
So
I
spoke
very
briefly.
J
H
Questions
you
know,
do
you
know
how
many
I
had
to
let
me
start
sure.
H
Spoke
with
one
of
the
officers
at
and
I'm
supporting
this
and
the
sponsor
of
this
I
was
trying
to
figure
out
how
many
volunteer
firefighters
in
Colony
we
had
12
companies
or
each
fire
departments.
Four
fire
protection,
districts
and
I
said
to
one
of
the
officers.
So
will
this
be
a
thousand
people?
He
says?
Oh,
no,
no,
no!
No!
No!
No!
No!
We
have
actually
three
now
professional.
H
Paid
well
there's
a
lot
of
them
have
individual
attendance,
but
that's
that's
not
what
I'm
talking
about
talking
about
the
volunteers
so
I
said
well.
Is
it
fair
to
say
that
there
are
500
and
he
said
no,
not
members
in
good
standing.
That
would
be
eligible
for
this.
For
example,
in
Shaker
Road
Loudonville
I
have
their
entire
volunteer
base.
H
J
H
Well,
that's
up
to
every
Fire
Company.
One
of
the
concerns
I
did
hear
from
from
members
were
that
they
don't
want
to
create
something
where
somebody
joins
does
very
little
and
ultimately
gets
the.
H
Right,
that's
right:
I
guess
the
sign
I'm
making
is
there
may
be
a
bigger
universe,
but
this
is
only
going
to
apply
to
those
that
are
eligible.
Active
members
and
I
was
personally
surprised
how
few
that
were
of
those
members
there
were
even
in
large.
Well,
there
are
social
members
there
are
there.
Are
there.
J
Are
different,
tiers,
Volunteer,
Fire
companies?
We
don't,
unfortunately,
have
a
lot
of
say
in
how
this
works,
because
it
was
passed
by
New,
York,
State
and
they've
determined
the
parameters
of
the
program
that.
J
There
is
legislation
out
there
right
now
that
does
allow
for
up
to
25
000
deduction
on
School,
District
taxes
and
I
can
certainly
give
you
that
bill
number
I,
don't
know
how
well
received
that
would
be
by
school
districts,
but
in
certain
certainly
incentivizes
somebody
to
be
a
member
and
couldn't
stand
it.
There
is
also
other
legislation
out
there.
J
One
of
the
very
unfair
things
about
being
a
volunteer
fire
ambulance
is
that
if
they
get
hurt
in
the
line
of
duty,
as
we
know,
their
full-time
job
is
not
going
to
cover
them
and
the
disability
amounts
is,
they
are
limited
to
say
the
least,
and
so
there
is
also
legislation
out
there
to
increase
those
amounts.
J
J
Other
proposed
legislation
out
there
that,
certainly
you
can
look
into
and
see
if
you
could
support
to
help
support
these
these
the
membership
of
these
fire
districts,
any.
J
H
Well,
that
that
goes
back
to
who,
from
each
fire
department
and
how
much
their
real
property
is
worth
yeah
I
would
be
I
would
just
love
to
know
start
with
Jerry
Paris
or
the
assistant
who's
Bob
Stephens
from
the
Shaker
Road
Loudonville,
just
how
many
people
are
in
Utah
for
first
yeah.
E
Mr
Ricard
had
a
question.
Thank
you,
Richard
Ali,
just
a
quick
question
because
I
can
read
through
this
again
and
I.
Remember
I
actually
had
somebody
that
lived
in
Cohoes
up
the
street
from
me
he
was
a
volunteer
firefighter
about
about
corners
yeah.
No,
no
take
your
time
and
honestly
I
I
forgot
about
this
till
just
now.
E
C
J
In
this
case,
you
know
what
I'm
gonna
answer
that
I
don't
know.
B
Right,
you
have
to
reside
in
the
city,
town
or
Village
that
the
Incorporated
company
serves
and.
J
C
J
You
know
I
have
challenged
with
that,
because
people
sort
of
join
the
Departments
and
the
the
districts
where
they've
made
friends.
They
have
community,
and
this
is
you
know
they
are
brothers
and
sisters
and
they
spend
an
awful
lot
of
time
together
they
socialize
together,
and
maybe
they
don't
live.
You
know
they
can
be
right
across
the
line.
J
A
K
Know
how
that
can
be,
as
you
don't
want
to
know,
this
is
piece
of
legislation.
That's
going
to
enable
us
to
keep
more
money
in
our
seniors
Pockets.
It
raises
the
income
limit
from
37
500
I
believe
up
to
fifty
thousand
dollars
when
you'll
be
able
to
move
for
50
percent
percentage
of
savings
on
your
tax
on
taxation,
so
hope
that
you
all
will
support
this.
K
We
hadn't
had
a
press
conference
on
this
a
few
weeks
ago
that
was
very
well
received
by
the
community
and
I
think
that
this
is
something
that
could
be
good
for
the
seniors
throughout
the
county.
So.
A
H
I'd
like
to
be
a
co-sponsor
of
this
resolution
and
the
in
the
other
one,
because
I
will
tell
you
in
my
coming
door
to
door.
I
have
found
so
many
single
elderly
seniors
in
my
town
that
are
living
off
of
a
social
security
check
in
a
very
small
amount
of
savings
and
I
think
this
could
be
helpful.
You
know
to
to
an
awful
lot
of
people
throughout
the
county.
Yeah.
D
Mclaughlin
is
that,
like
I,
think,
a
lot
of
things
haven't
kept
up
with
inflation
right
would
be
a
lot
better
off
whether
it's
wages
and
tax
benefits
that
you
know.
If
costs
are
going
up,
two
percent
each
year
give
or
take,
and
we've
been
stagnant
for
20
years
on
things.
There's
a
lot
of
people
who
you
know
get
caught
up
in
that,
especially
those
you
know
who
are,
as
Mr
Burger
pointed
out
living
on
Social
Security
in
a
house
that
they
paid
their
whole
life
for
so
I.
Think
it's
a
it's
overdue
and
I.
A
F
D
I
will
be
tabling
this,
but
I
want
to
sort
of
explain
what
it
is,
because
there's
some
additional
work
I
want
to
put
into
it
generally
speaking
right
now,
sometime
at
a
polling
station
somewhere
at
the
polling
station,
is
a
voter.
D
D
Sort
of
up
to
the
poll
inspectors
and
things
of
that
nature,
and
it
doesn't
always
answer
every
specific
question
right
or
especially
the
top
questions
that
people
are
often
confused,
have
been
the
sort
of
the
same
thing.
There's
also
no
link
to
a
website,
no
QR
code.
No
anything
else.
What
this
is
proposing
is
sort
of
three
things
and
I'll
explain
why
I'm
tabling
in
just
a
second.
The
first
is
making
sure
that
it's
on
every
entrance
and
exit
at
every
pole
spot.
That's
one!
D
So
that's
a
requirement
rather
than
because
right
now,
it's
sort
of
broad-based
it
says,
put
it
conspicuously
now
what
that
means
to
certain
people
always
different.
Second,
there
is
no
website
listed
on
it.
It's
just
a
phone
number.
Any
questions
call
the
Boe
on
Election,
Day
Boe
is
very
very
busy,
and
if
it's
not
publicly
there
you're
calling
and
you're
calling
or
calling
you're
getting
more
and
more
frustrating.
D
To
top,
you
know
FAQs,
as
well
as
links
to
being
able
to
look
up
where
you're
voting,
there's
a
lot
of
people
and
I've.
Seen
in
my
district,
a
lot
of
districts
that
I've
previously
been
in
Will
Wait
online,
ask
where
they
are
the
person
I,
don't
know,
and
then
they
will
leave
the
line
and
go
try
to
find
out
and
if
they
don't
know,
don't
have
a
link,
they
sometimes
leave
or
they
get
frustrated.
The
third-
and
this
is
why
I'm
tabling
it
is.
We
want
to
include
an
additional
FAQ
for.
D
What
would
be
when
do
I
have
to
show
my
ID
I've
seen
that
get
into
an
argument
with
between,
like
you
know,
two
grown
adults
end
up
shouting
at
each
other
over
when
an
idea
has
to
be
shown.
In
most
cases,
they
just
the
inspector
is
just
asking
the
ID,
so
they
can
scan
and
get
to
it,
but.
H
D
Don't
in
most
cases,
you're
not
required
to
have
ID
so
putting
things
like
that
decreases
conflict
and
helps
that
what
I'm
asking
is
members
as
well
as
we've,
been
working
with
the
Boe,
but
we
will
go
we're
giving
them
the
Board
of
Elections,
again
two
weeks
to
basically
say
top
questions
that
you
get
at
the
polling
site,
that
we
need
a
greater
Clarity
to
have
on
the
bottom
and
that
we
can
include
AQ
so
I'm.
D
On
the
actual
list
of
FAQs,
they
can
be
on
an
extended
link.
You
know:
go
download
this
QR
or
scan
this
QR
code
links
you
to
a
larger
FAQ.
Now.
Why
we
have
to
do
this.
Just
to
clarify
is
that
we
do
not
have
the
right
to
just
add
something
to
a
polling
spot.
We
have
to
give
a
suggestion
to
the
Board
of
Elections.
The
board
of
election
has
to
submit
it
to
the
state.
The
state
has
to
approve
it,
and
then
we
can
post
it.
D
So
the
reason
why
I
just
want
to
give
a
little
more
time
was
to
make
sure
so
the
process
is
very,
very
annoying
in
the
sense
that
you
have
to
go
back
like
three
different
steps,
so
I
want
to
make
sure
we're,
including
as
much
information
as
members
and
the
Board
of
Elections
locally
seize-fit.
Before
we
go
through
the
process,
the
idea
is
to
have
this
ready
for
the
November
election
as
a
first
try
there's
a
small
monetary
contribution
in
here
that
changes
it
to
allow.
D
D
I'm
happy
to
answer
questions,
but
I
would
ask
that
if
you
have
recommendations
things
that
voters
in
your
District
have
had
questions
on
things
you've
seen
at
poll
sites,
please
let
us
know,
and
over
the
next
two
weeks
we're
going
to
gather
those
try
to
get
a
simplistic
answer
on
those
that's
easy
to
understand
and
then
submit
that
and
give
it
to
the
county
VOE
after
their
input.
Any
follow-up
with
that
and
then,
if
it
passes
it
gets
sent
to
the
state.
A
H
I've
had
some
conversations
with
our
Boe
representative
and
obviously
nothing
goes
to
the
state
until
the
two
Commissioners
agree
upon
what
goes
to
the
state.
So
the
Board
of
Elections
runs
our
elections
and
we
can
make
suggestions,
but
there's
no
guarantee
this.
Unlike
a
any
other
County
agency
that
we
direct
to
do
something,
there
is
no
guarantee
that
they
will
feel
as
though
it
doesn't
impact
to
some
degree
their
ability
to
run
an
election.
So
so
I.
You
know
when
I
talked
to
Rachel.
C
D
The
the
Boe
specifically
says
that
you
know
basically
like
one
of
the
things
that
the
Boe
absolutely
allows,
although
they
want
to
approve
it
right
from
on
the
state
perspective,
is
a
simplification
or
explanation
of
the
law
right,
like
or
of
something
like,
for
example,
there's
a
very
thing
on
affidavit
ballot,
but,
let's
say
there's
a
sub
question
on
affidavit
ballot
that
comes
up
over
and
over
again
as
long
as
that's
consistent
with
the
wrestling
law.
You're
allowed
to
do
it
as
long
as
they
pre-approve
it.
So
I
understand
everything,
you're
saying.
C
D
I
would
hope
that
both
Commissioners
would
see
that
if
we
can
take
some
of
the
uncertainty
out
and
some
of
the
conflict
out
between
potentially
people
who
don't
know
all
the
information
or
people
who
might
be
slightly
confused
because
of
it
not
being
in
simple
to
understand
format
that
it
would
help
not
only
voters
vote,
but
it
would
have
to
have
less
pressure
on
VOE
and
our
poll
inspectors
and
so
I
think
that
you
know
at
a
minimum
I
think
we
can
put
our
stamp
on
and
say.
D
H
D
A
I
B
L
B
B
L
So,
hello,
everybody,
this
resolution
would
pretty
much
establish
the
Albany
safe
camp
program
in
the
economy.
Opening
and
I'll
see
you
all
away
over
the
last
two
years
in
the
five
years
neighborhood
and
across
the.
F
L
They
can
register
those
private
cameras.
Individuals
and
businesses
can
really
study
at
privately
privately
on
cameras
with
the
sheriff's
department,
so
that
whenever
there
is
a
crime,
the
sheriff
department
can
reach
out
to
them
to
see
if
they
can
access
those
footages
of
those,
the
camera
or
whatever
footage
that
is
like
that
camera
captures.
This
has
been
done
in
multiple
cities
and
counties
across
the
United
States,
if
you're
in
Troy,
Philadelphia,
North,
Kansas,
City,
minora,
County
Selena
in
Texas
and
many
other
counties
and
cities
across
the
United
States.
L
L
C
L
Exterior
cameras,
and
so
if,
if
they
have
those
database-
and
you
know
there
are
places,
people
that
have
cameras
that
are
really
hidden,
and
so
you
won't
be
able
to
tell
if
there's
a
camera
and
usually
what
the
police
or
the
sheriff
department
you
do
is.
If
there
is
a
crime,
they
will
walk
around
the
neighborhood
to
try
to
find
those
cameras.
But
now
you
have
a
list
of
people
who
actually
own
the
cameras
and
they
can
then
go
to
those
people
and
say:
can
we
access
the
video
and
you
see
as
an
individual?
A
L
I
So
so,
if
there's
a
crime
on
a
particular
Street,
the
detectives
who
are
trying
to
solve
that
crime
can
look
at
this
database
and
say:
oh
on
this
street,
there
are
three
registered
cameras
and
it
kind
of
is
an
efficient
way
for
them
to
figure
out.
Okay,
let
there
might
be
some
footage
of
what
happened
on
these
cameras,
and
these
are
all
exterior
cameras
facing
I,
guess
public
ways
where
nobody
has
a
reasonable
expectation
of
privacy,
so
yeah,
it
seems
like
a
great
idea
and
to
sort
of
help
law
enforcement.
H
Aurora
I'm
generally
supportive
of
this
but
I'm
trying
to
figure
out
how
it's
going
to
work
in
my
community,
which
is
protected
by
116
Colony
police
officers,
so
registering
my
ring
doorbell
with
the
sheriff
really
doesn't
do
anything
if
the
Colony
Police
are
responding
to
our
homes
in
Latham
or
Cohoes
or
any
other
municipality,
because
Albany
right
now,
I
guess
is
the
only
community
that
has
the
presence
of
both
the
sheriff
in
a
municipal
police
force.
H
So
this
program
would
not
benefit
70
percent
of
the
county.
It
would
benefit
those
areas
where
the
hill
towns
and
the
city
of
Albany
can
you
consider
amending
this
to
do
it
with
the
Albany
County
sheriff
and
Municipal
police
departments.
L
So
the
way
it's
written
or
the
way
we
are
planning
it
to
be
is
that
the
sharing
Department
represents
the
whole
of
Albany
County
and
even
though
there's
no
physical
presence
in
some
municipalities,
but
ish
municipality
city
time
and
Village
would
actually
be
able
to
reach
out
to
the
Sheriff's
Department
to
say.
Oh,
we
have
a
certain
crime
in
this
area.
Can
we
get
a
list
of
this?
L
So
basically,
this
is
for
the
sheriff
department
to
have
that
registration
further,
where
people
can
register
their
cameras,
but
whenever
the
need
arises,
those
police
departments
will
be
able
to
reach
out
to
the
sheriff
department
or
to
the
people
designated
to
the
program
to
access
those
I.
H
Appreciate
that
but
I
I,
don't
know
if
you've
ever
ridden
with
the
police
stuff
happens
at
two
o'clock
in
the
morning
and
The
Colony
Police
are
called
and
The
Colony
Police
need
access
as
much
urgent
access
as
the
sheriff's
department.
Who
are
they
going
to
call
up
at
two
o'clock
in
the
morning
and
say
what
do
you
have
in
your
database
where
the
old
Niskayuna
road
to
Watervliet
Shaker
Road?
So
we
can
use
or
have
access
to
those
those
ring
doorbells?
In
those
cameras,
the.
L
H
C
E
I
always
yeah:
let's
get
the
chief.
E
B
B
F
D
D
Generated
as
people
who
are
generally
willing
to
do
it
and
I
think
can
probably
have
a
thing
where
that
list
is
sent
once
a
week
or
updated
or
whatever
it's
updated
to
the
corresponding
police
departments.
However,
I
will
also
say,
and
Paul
I,
think
you
sometimes
say
about
the
colony
innocent,
whatever
we
can't
dictate
Town
programs
right
now,
there
can
be
an
opt-in
if
Colleen
wants
to
do
this
colony
and
the
supervisor
can
pass
a
law
that
says
Colony
homeowners
can
give
their
their
camera
stuff
to
Colony
tends
to
be
watched
through
now.
D
I
believe
that
there's
Communications,
but
this
is
sort
of
a
thing
where
I
can't
like
we
can't
pass
a
bill
that
says
the
sheriff.
Have
you
know
the
colony
has
to
do,
there's
no
jurisdiction
in
the
sense
that,
like
we
can't
force
and
unless,
unless
we're
now
saying
that
we
should
have,
we
should
be
able
to
impose
our
will
in
those
towns
which
I
don't
think.
H
We're
saying
no
no
I,
just
I
I
just
want
to
make
sure
that
Mike
Woods,
our
chief,
has
had
an
opportunity
to
discuss
this
with
the
sheriff
about
how
we
would
actually
work
on
the
ground
so
that
if
there
were
a
crime
committed
in
Colony,
what
access
would
the
colony
PD
have
to
real-time
data?
Because
if
I'm
going
to
list
my
ring
doorbell
in
this
program,
I
don't
want
a
sheriff's
deputy
coming
to
my
door
four
days
later,
when
the
County
Police
could
have
come
that
night
or
may
have
been
in
it
or.
A
F
Don't
think
I
don't
think
this
stops
The
Colony
Police
from
conducting
an
immediate
investigation
at
that
moment,
like
I
recently
was
a
victim
of
a
crime
and
I
went
knocked
on
every
door
around
my
house
to
ask
my
neighbors
if
we
could
pull
the
footage
off
their
video
cameras
like
it's
not
illegal.
For
me
to
do
and
it's
common
sense
if
you're
a
confidence
two
in
the
morning
and
there's
a
crime,
and
you
see
video
cameras,
you're
not
you're,
not
mandated
to
stop
and
call
the
sheriff
who's
going
to
give
you
that
list.
F
E
F
A
F
I
remember
a
colony
when
I
was
on
the
board
this.
There
was
someone
set
his
house
on
fire
and
killed
his
family
and
they've
watched.
They
pulled
the
tapes
of
the
neighbor
across
the
street
and
they
saw
the
little
thing
go
down
and
it
was
really
sad
and
scary,
but
these
cameras
aren't
just
pointed
on
public
ways,
which
is
also
very
interesting.
They're.
Also
someone
said
they're
planted
at
like
public
streets,
they're,
also
appointed
at
houses
across
the
streets,
so
big
brother
is
watching
you.
C
F
Me
tell
you
and
well
it's
all
in
the
name
of
Public
Safety.
That's.
A
L
Yeah
and
I
think
my
Peter's
point
was
very
good
too.
That.
L
That
list
set
can
be
sent
to
the
municipal
police
departments
on
probably
distributed
basis,
so
we
can
do
that.
