effects

joints

farmers,
markets

other
places
now
they're
saying
well,
people
aren't
allowed
to
smoke
it
there,

people
just
bought
some
joints

they're

smoke

victims

rollout,

the

convicted

which

never

convicted

getting
re-victimized
again

again

their
time

money,
their
energy
and
getting
jerked

few
years
now,
and
you
all
know,
because
you've
heard
me
on
this

Views
about
reparations
for
slavery
on
a
much
smaller
scale,
I
would
like
to
see
reparations
for
them
or
better,
yet
punitive
and
compensatory
damages.

veiled
attempt
to
stop
any
addiction
carrier
Provider
from
locating
a
facility
in
Albany
County.
If
there
is
any
doubt
that
this
is
anything
but
I
suggest
you
watch
the
village
of
manan's
board
meetings
from
earlier
this
year,
where
the
sponsor
of
this
legislation
pushes
for
a
moratorium
on
Addiction
Services
when
the
Village
Council
raised
that
to
do
such
a
thing
would
be
in
violation
of
the
Americans
with
Disabilities
Act.
She
retorted
localities
break
the
law
all
the
time.
E
That's
what
insurance
is
for
I'm,
not
sure
what
type
of
insurance
would
cover
that
level
of
recklessness,
but
in
seeing
this
legislation
it's
clear.
She
remains
undeterred.
Luckily,
the
village
of
Menands,
where
similar
legislation
was
drafted,
the
board
came
to
its
senses
and
did
not
move
forward
on
the
advice
of
their
attorney,
realizing
the
financial
liability
of
moving
forward
on
a
resolution
with
glaring
legal
issues,
I'm
curious.

Is
the
legislature
proposing
a
similar
process
requiring
School,
superintendents
and
principals
to
weigh
in
every
time
a
corner
store,
opens
city
and
state
recently
reported
a
300
percent
increase
in
overdose
deaths,
Statewide
from
2010
to
2020
and
the
Capital
District
we
are
experiencing
the
highest
overdose
numbers
recorded
with
increases
in
the
mid-20s
over
last
year.
Albany
County
is
outpacing
the
state
and
overdose
deaths,
and
yet
they're
still
considering
resolutions
to
make
the
delivery
of
care
more
difficult.

Working
for
senator
harkham,
who
was
open
about
his
recovery
journey
I
could
not
believe
when,
during
the
pandemic,
there
were
addiction
care
providers
reporting,
they
were
not
being
given
masks
in
some
instances
because
they
were
not
considered
an
essential
service
or
during
a
time
when
the
reporting
of
mental
health
and
addiction
challenges
were
at
an
all-time
high.
That
detox
beds
were
being
taken
offline
in
favor
of
covid
surge
beds
or
when
coming
out
of
the
pandemic.

Governor
Cuomo
declared
a
state
of
emergency
on
gun
violence
when
we
were
losing
four
times
as
many
individuals
to
overdose
these
actions
value
some
lives
over
others,
which
is
fundamentally
wrong.
They
send
a
message
to
people
who
are
struggling
and
in
dire
need
of
medical
care
that
their
lives
matter
less
than
others,
but
there
is
good
news.

Medicated
assisted
treatment
can
reduce
the
risk
of
death
by
50
and
7
in
10
adults
who
identify
as
having
a
substance
use
disorder
identify
themselves
as
in
recovery
with
Medical
Care.
The
disease
of
addiction
can
have
a
happy
ending
as
long
as
we
don't
create
unnecessary
barriers
to
accessing
the
treatment
people
need
to
that
end.
I
would
respectfully
ask
for
a
no
vote
on
law.

public
perception,
discrimination,
shame
and
stigma

surrounds
addiction
has
pretended

prevented
millions
of
individuals
and
family
members
from
seeking
help

York

dedicated

breaking
down

discrimination
and
policies
that
block
or
interfere
with
accessory
and
Recovery
Support
Services.
Forty

gathered
a
voice
of
a
portion
of
the
recovery
community
and
we
are
voicing
our
opposition
to
local
law
number

Regarding
notification,
requirements
for
location
of
substance
use
treatment,
facilities
within
Albany
County
for
New,
York,
believes
in
person-centered,
evidence-based
practices
and
depriving
individuals
of
the
necessary
tools
to
support
their
recovery
is
not
only
cruel
but
potentially
deadly
punitive
legislation
requiring
providers
to
notify
the
community
at
large
creates
unnecessary
barriers.
Reflects
the
districts
of
patients,
will
exacerbate
disparities
in
treatment
access
and
retention
and
sets
a
dangerous
precedent.
Albany
and
adjoining
counties
currently
outpaid
to
currently
outpace
the
state
in
overdose
stress
medication,
supported
recovery
is
an
essential
tool
for
those
struggling
with
opioid
use
disorder.

Opioid
treatment
providers
stand
on
the
front
lines
of
this
epidemic
and
are
currently
the
primary
treatment
for
individuals
struggling
with
oud
to
address
the
crisis.
States
should
expand
their
treatment
offerings
and
remove
unnecessary
regulations
so
that
more
people
can
ask
access
life-saving
treatment
for
opioid
use
disorder.
A
few
studies
showed
in
2020
only
11
percent
of
the
2.7
million,
who
struggle
with
opioid
use
disorder,
receive
medication
for
their
treatment
or
received
medication.

2008
studies
showed
people
struggling
with
oud
had
death
rates
15
times
greater
than
the
average
population
eight
times
higher
for
individuals
who
are
unable
to
access
medicated
supportive
recovery.
Currently,
there
are
extensive
wait
lists
for
any
opioid
treatment
provider
offering
treatment
for
sud.
Would
you
require
a
primary
care
physician
or
oncologist
to
notify
the
entire
Community
before
opening
up
a
facility?

Think
not.
Would
you
prevent
a
young
mother
or
a
cancer
patient
from
accessing
the
support
services?
They
need
never
legislation
rooted
in
statements
for
far
too
long-standing
public
health
and
addiction
policy.

understand
that
individuals
of
this
community
have
no
doubt
heard
the
countless
horror
stories
surrounding
poorly
wrong
clinics.
However,
we
only
hear
of
the
problems,
never
the
success
stories.
Millions
of
individuals
are
currently
using
some
form
of
MSR
integrating
back
into
the
community.
They
have
your
neighbors
co-workers,
friends
and
family.
They
deserve
the
same
opportunities
and
access
to
Services.
Just
like
everyone
else.
I
understand,
there's
technology
to
I,
understand,
there's
an
acknowledgment
and
desire
to
assist
people
struggling
with
sud
to
get
the
help
they
need
to
that
we
say:
be
courageous,
Save,
a
Life.

Good

I'm
Theresa
zabresky

Capital
District
tobacco-free
communities.
My
colleagues
and
I
have
appeared
before
this
body
many
many
times
over
the
years
to
share
information
about
Tobacco
Control
strategies
that
one
address
Health
Equity
and
two
prevent
youth
tobacco
use.
Six
years
ago,
we
issued
our
very
first
report
about
the
disproportionate
presence
of
tobacco
marketing
and
promotion
in
neighborhoods
with
the
highest
poverty
levels
and
the
health
toll
that
it
takes
on
the
people
who
live
there.
Since
then,
Albany
County
and
New
York
State
have
taken
significant
steps
that
help
address
those
Health
disparities.
P
New
York
recently
raised
the
cigarette
tax
by
a
dollar.
Perhaps
the
single
most
powerful
tool
available
to
reduce
both
adult
and
youth
tobacco
use.
New
York
State
ended
the
sale
of
the
legal
sale
of
flavored
e-cigarettes
that
contain
nicotine,
New
York
State
prohibits
tobacco
retailers
located
within
1500
feet
of
schools
from
advertising
tobacco
products
or
even
having
tobacco
products
visible
from
the
exterior
and
Albany
County
raised
the
age
for
the
legal
sale
of
tobacco
products
to
21
and
ended
the
sale
of
tobacco
and
pharmacies
before
New,
York
State
even
took
that
step.
P
But
while
tobacco
use
among
all
adults
in
New
York
state
is
down
to
a
record
low
of
12
percent,
people
are
unemployed
people
who
are
on
Medicaid
people
who
make
less
than
twenty
five
thousand
dollars
a
year,
who
have
the
least
amount
of
Education
education
smoke
at
a
rate
that
is
as
much
as
70
percent
higher
than
adults
in
general,
and
that's
why
we
keep
coming
back
here,
because
these
disparities
persist
throughout
the
capital
region
and
right
here
in
Albany
County
over
the
years,
we've
come
for
this
body
to
share
national
state
and
local
data
with
you.

We've
conducted
listening
sessions
with
community
members
and
shared
their
concerns
with
you,
and
we've
shared
information
that
we've
gathered
by
visiting
local
tobacco
retailers,
in
our
view,
to
really
understand
the
local
tobacco
marketing
landscape.
We
realize
that
you
really
have
to
see
it
and
that's
why
we
created
the
document
that
I
placed
on
your
your
desk
this
evening
to
show
you
what
tobacco
marketing
and
promotion
looks
like,
because
once
you
see
it,
it's
easier
to
understand
why
it
has
such
a
profound
impact.

a

as
compared
to
higher

looks

low-income

it

the
location
of
retailers.

live
in
a
high
poverty
community

the

you
are
more
likely
to
be
exposed
to
Tobacco
marketing
and
promotion

those

observation,

ads

the
tobacco
companies.
Most
stores
also
display
Standalone
interior
ads
and
you'll
spot
them
any,
which
way
you
look
up
down
all
around
and
in
low-income
communities.
Almost
all
stores
with
interior
ads
include
ads
for
cigars
and
cigarillos
page

shows
flavors
and
product
placement.

Kids
are
attracted
to
Flavors
and
almost
all
tobacco
retailers
sell,
flavored
cigars,
little
cigars
and
cigarillos
in
addition
to
menthol
cigarettes
and
more
than
half
self-flavored
hookah
tobacco

placed
in
your
child
friendly
items
like
candy
snacks
and
toys,
and
packaged
much
the
same
as
candy.

harms
associated

This
past
week,
the
Times
Union
published
an
article
about
a
report
on
the
rail
trail
bridge
that
isn't
being
released
to
the
public
or
even
to
the
legislature.
That's
concerning
to
me,
as
someone
that
values,
transparency
and
so
I
did
my
own
research
and
I
found
an
eye-opening
number
of
campaign
donations
between
the
engineering
firm
and
the
construction
company
involved
and
high-level
County
leaders.
This
is
not
the
first
time
I've
raised
concerns
regarding
campaign
donations
and
the
RFP
process
and
and
leaders
in
this
community.
I'm
not
naive.
S
I
know
that
campaign
donations
are
not
inherently
evil,
but
when
they
occur,
that
relationship
needs
to
have
a
higher
level
of
scrutiny,
not
secrecy,
and
so
I
hope.
You
take
a
deeper
look
at
that
correlation,
because
our
community
deserves
transparency
and
we
deserve
to
have
leaders
that
protect
our
interests.

I
want
to
thank
legislator,
Lake
picas
for
beginning
that
discussion
on
changing
the
RFP
process
after
viewing
that
meeting
more
than
once,
I
feel
compelled
to
remind
you
all
that,
contrary
to
what
was
implied
heavily
during
that
meeting,
you
are
not
undertaking
this
task
for
my
benefit
in
December.
Many
of
you
were
compelled
to
vote
in
favor
of
a
contract
with
a
host
of
issues,
because
that
made
you
uncomfortable
because
you
felt
bound
to
the
RFP
process.

What
I
do
know
is
that
there
is
a
startling
lack
of
data
on
the
efficacy
of
the
current
Outreach
methods.
A
few
months
ago,
I
foiled,
the
county
for
information
on
rfps
and
I
was
told
that
the
county
doesn't
track
how
many
bids
are
received
for
the
rfps
awarded.
You
can't
have
an
effective
discussion
on
the
Outreach
until
you
know
how
well
it
works
right
now.
In
my
view,
you
have
a
policy
that
talks
about
the
bare
minimum
and
RFP
with
less
bids
gets.
It
gives
the
county
less
leverage
in
negotiating
contact
contract
terms.

I
also
need
to
address
a
statement
that
Lincoln
Pharmacy
knew
about
the
bid
and
we
chose
not
to
bid
because
we
were
entitled
to
the
business.
I
can't
even
begin
to
say
how
inappropriate
those
statements
were,
but
when
they
are
made
in
a
forum
where
I
cannot
respond,
it's
that's
inexcusable.
So
let
me
be
clear
here:
Lincoln,
never
viewed
the
bid
before
it
was
closed
and
I've
provided
evidence
to
everyone
who
has
asked
for
it
about
that.

So
I
I
do
know
that
contracts
like
the
one
that
was
given
to
Genoa
are
not
normal
contracts
for
pharmacies
within
this
County
there's
no
guaranteed
volume
for
prescriptions
and
the
county
isn't
paying
for
those
prescriptions.
It's
a
patient's
health
insurance.
The
on-site
Pharmacy
doesn't
provide
services
directly
to
the
county.
S
It
provides
patients
with
services
from
a
space
leased
from
the
county,
and
it's
unclear
to
me
why
a
pharmacy
in
the
Department
of
Mental
Health
needs
a
bid
in
an
RFP,
but
a
business
inside
the
MVP
Arena,
which
is
also
a
county
owned
property,
can
just
rent
space
without
an
RFP.
I.
Just
have
my
closing
with
regards
to
this
perceived
entitlement.
It
seems
lost
on
many
of
you
that,
no
matter
how
ill
a
patient
is,
they
still
have
autonomy
over
the
pharmacy.
They
use.

Don't
confuse
my
understanding
of
the
rules
that
regulate
my
profession
with
entitlement.
Every
statement
that
I've
made
to
this
body
has
been
backed
up
with
data.
I
am
not
a
politician.
I
have
no
aspirations
to
hold
political
office.

quality

we
find
this
information
to
bring
us
up
to
date?

on
the
research
and
evaluation,
we
haven't
seen

outcomes
of
the
cost,
the
cost
effective,
why
Medicare
is
only
still
paying
10
percent
of
their
share
of
State
funding
for
Medicaid
I'm
just
going

go

them,
because
this
week
we
have
different
different
sessions
going
on.

have
the
public
housing
authority
who
are
putting
people
out
for
Asylum
Seekers,
and
don't
nobody
tell
me
here:
that's
not
what's
going
on.

far

health

transition

jail
back
to
the
community

also
do
research
in
this
field
policy
advocacy
in
Upstate,
New,
York
and
this
summer
I'm
doing
a
project
for
a
legal
action
center
interviewing
people
who
run
programs
for
women
coming
out
of
incarceration
in
the
capital
region.
I
oppose
proposed
local
law
F,
which
would
unfairly
Target
substance,
abuse
and
Recovery
Services.
Many
of
these
places
provide
medication-assisted
treatment
or
mat
for
opioid
use
disorder,
which
is
defined
as
a
protected
disability.

Under
the
Americans
with
Disabilities
Act
mat
is
the
primary
treatment
for
opioid
use
disorder
worldwide.
It's
also
part
of
an
overall
treatment
plan
with
counseling
Lifestyle
Changes,
Community,
Resources
and
social
support
all
provided
by
substance
use
treatment.
Clinics
research
has
consistently
shown
over
and
over
again
that
mat
saves
lives.
The
rate
of
death
for
people
dealing
with
opioid
use
is
15
times
higher
than
the
general
population
for
people
with
opioid
use
disorder.
Risk
of
Overdose
is
eight
times
higher
for
people
who
cannot
access,
medication-assisted
treatment
being
able
to
access.

Mat
is
also
associated
with
a
decrease
in
injection
drug
use,
HIV
infection
and
major
reductions
in
the
death
and
overdose
rate.
Upstate
New,
York
and
specifically
Albany
County,
have
higher
rates
of
Overdose
deaths
than
the
rest
of
the
state.
Doing
this
project
for
legal
action
center
I've
heard
over
and
over
again
directly
from
service
providers
in
non-profits
and
at
County
offices
that
we
have
nothing
in
Upstate,
New
York.
We
have
so
few
treatment
programs,
everybody
has
a
waiting
list.
People
are
not
able
to
access
the
treatment
they
need
to
get
better
and
stay
better.

Every
time
a
new
treatment
facility
or
shelter
is
built
somewhere
else
like
the
new
rise
shelter
in
Saratoga.
It's
folks
from
Albany
who
immediately
fill
up
the
beds,
because
you
aren't
dealing
with
your
own
crises.
So
the
minute
we
get
some
partnership
from
government
and
treatment
or
overcome
government
opposition
to
build
Services
somewhere
else.
We
have
to
solve
yours,
too
substance.
Abuse
treatment
is
a
necessary
tool
to
help
community
members
stay
alive.

they
have
time
to
get
access
to
other
treatment,
to
reconnect
with
family,
to
get
a
job
to
find
stable
housing
I
think
it's
deeply
irresponsible
for
Albany
County
to
make
it
harder
for
people
to
access
life-saving
treatment.
At
a
moment
when
much
of
the
rest
of
the
state
is
trying
to
come
together
to
rebuild
our
communities
in
the
wreckage
of
the
opioid
epidemic,
we
would
much.
Rather,
you
join
with
us
and
listen
to
your
community
members
who
have
struggled
with
opioid
use
disorder
because
it
does
happen
here
and
it
is
needed
here.

express
my
thoughts
on
the
local
law.

believe
it
is
so
I
I
just
wanted

that

know
in

1980s.
This
law
speaks
to
me
personally,
Too
Close
yeah.

This
law,
one
more
time
this
law
speaks
to
me
personally,
because
in
1984,
I
woke
up
in
an
alley
in
Troy
and
because
of
a
program
located
in
Troy
New
York.
That
program
saved
my
life
and
the
life
of
my
family.
The
difference
between
now
and
1983
is
that
addiction
is
much
worse.
Addiction
is
much
more
deadly
and
people
are
still
waking
up
in
alleys,
but
more
and
more
they're
dying
in
alleys.

I
spent
the
first
half
of
my
life
running
the
streets
of
Albany
and
Russell
County,
taking
from
life
and
since
I've
been
clean,
I've
been
trying
to
the
best
of
my
ability
to
give
back
to
life,
and
that's
why
I'm
here
tonight,
because
I
feel
it's
my
responsibility
to
to
advocate
for
programs
when
people
who
reach
the
darkness,
that
I
did.
We
need
programs
to
help
them
save
their
lives.

Local
law
F
has
concerns
for
me
on
several
fronts.
The
first
I
would
say
is
currently
for
for
an
oasis
program
to
get
a
certificate
to
to
treat
addicts
that
that
would
be
charged
to
the
New
York
State
Oasis
and
the
county
commissioner.

They
have
to
ask
two
fundamental
questions:
I
know,
there's
other
other
things
as
well,
but
two
fundamental
questions
are
the
services
needed
and
is
the
location
appropriate?
V
Looking
at
the
data
that
says
that
we
are
11
to
17
percent
higher
per
capita
and
over
doses
than
New
York,
City
I
would
say
the
services
are
needed.
There
are
many
many
more
MTP
programs
in
New
York
City
than
there
are
in
Upstate
New
York.
Secondly,
we
have
existing
programs
in
our
County.
We
have
a
robust
treatment
in
our
County
in
in
Albany
County
in
the
Capital
District.
We
are
very
lucky
to
have
all
of
those
programs.

Should
any
of
those
programs
decide
to
expand
to
help
battle
the
epidemic
that
we
are
facing
we'll
do
this
with
this
new
law
get
in
the
way
of
them
expanding
it
sounds
like
it
would.

Third,
third,
you
know
the
stigma
associated
with
addiction.
We
all
know
about
the
stigma
it's
been
here.
It's
been
around
for
years.
I
feel
like
this
law
in
part,
is
adding
layers
of
Politics
on
an
already
existing
process.
That
is
working
good
and
it
further
stigmatizes
folks
who
are
trying
to
get
addiction
treatment
in
closing
I.
Just
would
like
to
say
this.

We
served
on
the
North
Greenwood's
Town
board
for
12
years,
for
as
its
supervisor
I
also
served
on
the
Rancho
County
Legislature
for
four
years,
when
we
faced
and
development
issues
and
I
I
see
this
as
a
development
issue,
much
more
serious
than
than
Land
Development,
but
it
is
still
a
development
issue
and
when
we
face
those
issues,
I
had
to
look
Within,
Myself
and
I
had
to
try
to
decide
what
before
me
the
issue
before
me.
What
is
the
right
thing
to
do
for
everybody?

recognition

funding

missing

fiscal
ramifications

of

without
a
doubt,

seen
that
there
are
40
school-aged
children
being
register
for
school
in
the
North
Colony
School
District
from
this
group.
That's
40
enrollees
for
a
school
district
officials
to
think
about
feeding
providing
English
as
a
second
language,
any
substantial
special
needs
services
and
other
commitments
that
any
responsible
education
entails.

As
you
know,
the
Department
of
Health
would
be
working
to
provide
the
necessary
vaccinations
at
an
unknown
cost
for
these
School
leaders.
The
size
of
our
iceberg
is
becoming
a
little
bit
more
apparent
as
we
sit
here
today.
There
are
about
700
people,
including
at
least
50
Children,
residing
in
the
county
of
Albany
after
having
been
placed
here
by
New
York
City,
based
on
what
our
County,
Executive
and
Governor
said,
it's
probable
that
we
have
the
most
number
of
relocated
individuals
of
any
locality
in
this
state.

have
two
Social
Service
applications
here,
almost

pages
long,
you
can
see
they
have
a.
They
have
very
specific
questions
requiring
immigration
status,
address
language
and
other
pertinent
information.

can
tell

county

tell
me
it
doesn't

all

We
put
it

everyone

register
for
social
services.

leaders
have
called

federal

dollars

counties

in
front
of
Europe

encouraged

encouraged
by
the
county,
executive
and
other
local
officials
that
had

press
conference

week
sharing

concerns

their
press
conference.

answers

County
government,

get
that

have
