we

those
changes
to
the
to
that
policy.

move

through
governance
into

jointly

able
to
conduct

review.

a
adversarial
relationship,
it's
simply

outside
review.

we
do

improve

been
going

mean
one

the
things

every

many
years.

recommended
that
you
have
a
comprehensive
curriculum
on

and
it's

so
many

decades
overdue.

are
issues
in
regardless

procurement
that
an
audit
would
have
a
chance
to
review
over
some
issues.

think
a
review
of
the
process
we
use
when
we
have
employee
concerns
and
how
they're
handled,
because
there
have
been
a
number
of
issues
out
there
in
regards
to
that,
and
when
you
talk
to
people
now
they
don't
have
a
clear
understanding,
so
recommendations
how
we
could
do
that
better
would
be
real
beneficial.
That's
just
a
few
of
the
recommendations.

next
governance
committee
agenda
and
give
it
a
full
discussion
at
that
time
and
we'll
have
the
written
stuff
in
front
of
us
and
we'll
be
able

vote.

proposal
by
member

I
think
it
might
be
helpful
before
the
next
committee
meeting
to
have
more
information
from
Administration
as
to
their
is
there
thoughts
on
the
proposal
any
proposed
improvements,
and
then,
if
we
could
have
information
available
at
least
a
reasonable
estimate
about
cost
and
where
we
can
pull
those
funds
from
obviously
we're
in
a
challenging
fiscal
situation,
if
we're
using
external
Consultants,
that's
that's
not
free
and
so
I
want
to
make
sure
before
it
goes
to
the
full
board
that
we're
Eyes
Wide
Open
about
the
financial
impact
and
more
details
there,
but
I'm
excited
to
have
those
details
and
further
discuss
in
the
next
governance.

that
too,
what
we've
done
in
the
past
has
always
been
to
utilize,
the
Council
of
great
City
schools,
and
we
get
experts
from
different
school
districts
that
excel
in
some
of
these
areas
to
come
in
and
review
is
costing
us

Think
a
complete
Financial
audit
I
mean
a
complete
procurement
audit
that
we
did
in
purchasing
and
all
was
somewhere
around
20
to
30
000.
when
we
did
it
for
everyday
math.

On
that
issue
of
curriculum,
it
probably
cost
us
that
much
or
not
the
only
thing
we're
paying
for
is
transportation
and
per
diem
for
them.
Everything
else
is
something
reciprocal
within
the
council:
great
City
Schools.
It's
one
of
the
reasons
why
I
wouldn't
want
to
eliminate
a
relationship
with
Council
great
City
Schools
when
there
was
a
proposal
for
that,
but
we're
not.
We
haven't
and
we've
never
have
to
my
knowledge
used
any
sort
of
high-priced.

That's
real
cheap
when
we
did
purchasing
and
cost
us
about
20
000
I
think
to
do
the
audit
they
charged
us
and
I
think
an
extra
forty
thousand
to
rewrite
entirely
the
purchasing
policies
and
the
estimated
cost
at
that
time
was
a
half
a
million
dollar
savings
per
year,
so
that
so
the
real
impact
of
this
is
great
and
the
cost
is
minimal.

not
impossible
to
be
recommended.

like
the
idea.
This
is
not.
We
should
not
be
doing
this
as
an
adversarial
type
situation,
but
rather
cooperatively.
The
reason
why
it
reports
to
the
board
rather
than
to
the
administration,
because
if
there's
any
questions
or
issues,
it's
not
suppressed,
but
we
haven't
had
that
problem,
but
that's
the
reason
why
boys
have
always
done
that,
and
it
makes
sense
to
me
that
the
board
shows
the
leadership
here.

our

appeals

required

state

statues
and
illegal

be
doing

don't
want
to
get
involved
with
this
at
all,
because
it
runs
into
a
conflict
with
the
municipal
Charter
and
the
Merit
system.

that
says:
hey
elected
officials
shouldn't
be
involved
with
anything
below
the
executive
level,
which
is
policy
making
and
public
advocacy
positions
what
we're
required
to
do
it.
So
the
issue
became
one
of
what
should
be
the
standards
that
we
should
be
using.
Are
we
saying
if
we
owe
unemployment
at
will
and
we
can
fire
and
high
up
whenever
we
want
to
we'll
let
people
fire
for
reasons
that
really
are
detrimental
to
the
to
ASD?

So
the
traditional
way
of
doing
this
I
looked
at
it
from
a
human
resources
standpoint
that
I
would
distribute
this
document
as
well,
but
basically
says
the
board
recognizes
the
need
to
establish
candidates
for
conducting
hearings
in
accordance
with
state
of
Alaska.
Statutes
provides
a
man
this.
This
provides
management
with
expectations.
The
board
will
apply
in
reviewing
appeals
from
staff
regarding
disciplinary
actions.
That's
a
big
issue
and
the
superintendent
is
absolutely
right.
We
don't
know
how
you're
going
to
reveal
what
we're
doing
so.
You
know
it's.

unfair
and
I
agree
with
that
it.
The
second
part
I
wrote,
is
that
the
board
will
apply
the
following
standards.
All
management
actions
must
be
legal
in
compliance
with
board
policies
and
Union
contracts.
That's
open
disciplinary
actions
are
taken
for
conduct
that
is
reasonably
established
for
the
employee's
position.
In
other
words,
they
are
expectations
that
are
reasonable
within.

All
disciplinary
actions
are
taken
taken
after
the
standards
to
a
fair
investigation,
reasonable
conclusion,
that's
a
legal
standard
of
what
is
is
out
there
that
says,
if
you,
if
you
look
at
it,
you
should
have
asked
the
employee.

should
have
done
that
you
listen
to
it
and
you
and
you
and
you
reach
a
reasonable
conclusion.

overturn
it,
even

we

personal
opinion,
but
if
it
doesn't
meet
that
standard

court

apply
the
same
standard
and

the

when
the
expectations
