A
A
A
A
A
A
A
A
B
I'd
like
to
move
to
poll
5.01
and
5.02
from
the
agenda
to
be
re-visited
in
the
second
next
board
meeting.
B
A
A
A
B
Just
want
to
remind
everybody
that
the
21st
century
education
foundation
will
be
hosting
our
seventh
annual
career
exploration
on
march,
the
8th
this
saturday
from
10
to
2..
It's
a
free
event.
It's
an
opportunity
for
students
to
come
and
to
talk
to
professionals
in
in
current
jobs
that
they
would
like
to
learn
more
about
and
about
what
they
can
be
doing.
Now
we're
going
to
have
a
multitude
of
different
professions
there.
The
fbi
will
be
there,
media
defense
activity
media
will
be
there.
B
There
we've
got
a
group,
that's
coming,
that
has
to
do
with
film
and
dance
and
and
cinematography
and
makeup
artists
and
so
forth,
like
that,
so
we've
got
those
covered.
We
also
have
a
lot
of
electrical
and
and
so
forth,
and
our
key
sponsor
this
year
is
is
in
the
past
two
years,
is
jacob's
engineering
and
they're
going
to
be
there
to
talk
about
all
that
they're
doing
as
well?
B
So
if
you
have
a
few
hours
on
a
saturday
and
you'd
like
to
come
and
talk
to
the
professionals
who
are
doing
the
jobs
now
to
find
out
what
it
is,
you
need
to
prepare
for
your
future.
We
we
invite
you
to
attend
it's
at
the
anne
arundel
community
college
and
it's
in
their
gymnasium
and
again
it's
march
8th
from
10
to
2
and
it's
a
free
event
and
we'll
even
let
you
bring
your
parents
with
you
too.
C
D
Thank
you,
miss
burge,
just
a
couple
of
announcements.
The
west
county
chamber
is
holding
their
recognition
for
citizens
on
wednesday
march
26th.
I
encourage
people
to
go
to
that.
I
know
the
north
county
chamber
and
other
chambers
have
their
events.
Also,
that's
that's
a
good
thing
to
to
discuss
this
morning.
D
I
had
an
opportunity
to
go
to
scholarship
for
scholars,
for
those
of
you
that
never
heard
of
that
organization,
there's
a
group,
a
non-profit
foundation
that
delivers
a
lot
of
scholarship
money
to
folks
in
anne
arundel
county
and
while
applicants
or
applications
are
down
this
year.
Some
of
our
schools
have
actually
increased
and
I'd
like
to
thank
all
the
counselors
who
write
those
letters
and
take
the
time
to
put
in
the
information,
because
it's
not
easy,
they
have
to
be
done
by
a
certain
deadline
and
I
appreciate
all
staff-
and
I
wish
everyone
luck.
D
The
process
is
going
to
go
forward.
I
know
march
20th
they'll
do
some
choices
and
then
april
28th
there's
a
ceremony
actually
at
the
chesapeake
arts
center
and
if
you
don't
get
it,
if
you
haven't
been
there,
yet
it's
a
great
chance
to
see
some
of
our
top
quality
students
who
do
some
great
work.
So
thank
you.
E
I
just
wanted
to
say
that
last
friday
I
was
part
of
a
panel
to
narrow
down
our
student
member
of
the
board
applicants
for
next
year
and
we
narrowed
it
down
to
three
finalists,
which
are
chris
umanzer,
camila,
shanley
and
aisha
chaudry,
and
the
two
girls
are
here
today
and
I
just
want
to
congratulate
them
and
I'm
very
excited
to
be
part
of
the
process
and
they're
going
to
have
a
meeting
next
week
and
it's
exciting
I
feel
like
it
was
just
me
like
two
months
ago,
so
yeah,
that's
about
it.
A
All
right,
I
don't
see
anyone
else
with
comments,
so
we
will
move
on
to
2.07
the
pva
stem
advisory
boards
report.
F
F
We
have
representing
the
stem
program
here
today,
dr
susan
hoban
associate
director
for
academics
and
senior
research
scientist
with
the
umbc
joint
center
for
earth
systems
technology.
Also
an
affiliate
associate
professor
of
physics
representing
the
pva
magnet
program
advisory
board.
We
have
stacy
saunders
evans.
The
executive
director
of
young
audiences
stacy
also
serves
on
the
state
fine
arts
advisory
panel
and
on
the
board
of
the
greater
baltimore
cultural
alliance.
G
I'm
a
charter
member
of
the
stem
advisory
board,
and
I'm
here
today
as
a
advisory
board
member
to
give
you
an
update
on
our
anne
arundel
county
public
schools,
science,
technology,
engineering
and
math
the
stem
program
and
biomedical,
and
allied
health
and
pre-k
programs,
I'm
also
alum
of
an
alum
of
anne
arundel
county
public
schools.
So
I
have
a
lot
of
heart
in
this
activity.
G
Literally,
we
have
thousands
of
students
actively
engaged
in
our
stem
programs
of
choice
in
annual
county.
You
should
be
very
proud
of
the
students,
the
teachers
and
administrators
who
are
engaged
in
this
good
work
and
you're,
not
the
only
ones
with
pride,
the
hundreds
of
business
partners,
industry,
higher
education,
volunteers
who
serve
as
co-teachers,
mentors
internships
sponsors,
panelists,
curriculum
overlay,
writers,
fieldwork
advisors,
etc,
are
also
very
personally
proud
to
work
alongside
the
stem
leaders
in
the
new
programs.
G
They're.
Allowing
me
one
moment
to
tell
you
a
vignette
of
an
experience
of
mine
with
the
county.
I've
been
an
educator
for
30
years
and
for
the
first
22
years
I
worked
in
an
environment
where
higher
ed
and
k12
were
in
parallel
universes
and
they
were
always
hoping.
The
other
one
was
doing
their
job
and
usually
complaining
that
the
other
one
wasn't
all.
G
This
changed
in
2008
with
dr
mcmahon's
vision
for
stem
in
this
county,
and
since
that
time
we've
been
working
together
and
doing
amazing
things,
and
this
is
highlighted
by
a
program
that
we
just
concluded
at
the
new
old
mill
middle
south
magnet
program,
my
team,
which
comprises
myself
a
college
professor,
a
postdoctoral
student.
That's
someone
who's
just
received
their
doctorate
degree.
A
graduate
student,
two
undergraduates
and
a
high
school
student
worked
with
the
teachers
and
staff
at
oatmeal
middle
south,
and
we
brought
advanced
robotics
to
100
middle
school
students
over
the
past
six
weeks.
G
We're
not
building
robots
out
of
lego,
kits
we're
building
robotics
from
scratch
from
parts
with
electronics
that
can
go
up
in
smoke
and
computer
programs
where
they
need
to
understand
the
logic
behind.
What's
going
on,
we
are
doing
things
in
the
stem
program
at
middle
school
that
many
students
don't
get
to
until
they're
in
college.
So
I'm
very
proud
of
this,
and
if
there's
anyone
who
would
like
to
talk
to
me
afterwards,
please
please
see
me.
G
This
activity
was
funded
by
a
grant
to
bc
from
nasa
and
through
the
anne
arundel
county
public
schools
stem
program.
G
This
fall
families
across
the
county,
embraced
anne
arundel,
county
public
schools,
programs
of
choice
options
resulted
resulting
in
over
1150
applications
for
the
stem
and
bema
magnet
programs
at
the
middle
and
high
school
levels.
We
have
a
growing
enthusiasm
across
the
county
with
over
37
percent
of
the
1100
plus
stem
applications
submitted
by
students
from
underserved
minority
groups,
which
is
better
than
the
diversity
in
the
county
as
a
whole.
Our
numbers
grow
and
with
them
grows
the
diversity
and
the
excitement
of
our
stem
engaged
students.
H
I
Morning,
stacy
sanders
evans,
executive
director
of
young
audiences
arts
for
learning.
This
is
an
organization
that
was
founded
in
maryland
in
1950
and
has
since
become
the
largest
arts
and
education
network
in
the
united
states,
and
we
love
our
partnership
with
anne
arundel
county
public
schools.
So
let
me
tell
you
what
we're
doing?
In
2009,
anne
arundel
county
public
schools
launched
the
performing
and
visual
arts
magnet
program
with
one
middle
school,
wiley
h,
bates
in
annapolis,
serving
approximately
80
5th
and
6th
grade
students.
I
I
Now
this
fall
families
embrace
the
aacps
programs
of
choice
options
resulting
in
just
under
1
000
applications
for
the
performing
and
visual
arts.
Magnets
programs
close
to
50
percent
of
those
applications
came
from
minority
youth
and
from
those
30
percent
from
african
american
students.
In
december,
the
beautiful
performing
and
visual
arts
wing
opened
at
annapolis,
high
school
and
students
are
dancing
and
acting
in
the
new
studio,
theater
they're,
crafting
artworks
and
the
ceramics
and
visual
arts
studios
and
writing
scripts.
Creating
and
editing
film
and
the
state
of
the
art
recording
studios.
J
J
J
L
K
K
N
K
J
L
M
Creativity
is
seeing
something
that
doesn't
exist
already.
You
need
to
find
out
how
to
bring
it
into
being,
and
that
way
be
a
playmate
with
god.
Creativity
is
an
inner
turmoil,
it
is
taking
the
most
exciting
part
of
yourself
and
sharing
it
with
the
world.
Genius
is
having
the
bravery
to
do
it
well,.
K
H
J
Thank
you.
You've
just
witnessed
the
creative
voices
performance
by
our
that
was
developed
by
our
creative
writing.
Students
performed
by
our
theater
students
in
the
performing
and
visual
arts
magnet
high
school
and
now
you're,
going
to
hear
some
more
accomplishments
that
our
students
have
come
to
through
stem
and
the
pva
magnet
program.
Starting
with
dr
robin.
G
Wow
I'm
overcome,
as
you
just
saw,
with
our
auske
sitchenette
pva
performers
and
by
the
way,
if
you
don't
know
what
auskercinit
means
you
should
have
been
at
the
stem
german
immersion
session
last
saturday
at
north
county
high
school,
where
there
were
high
school
students,
middle
school
students,
umbc
students
go
dogs
and
people
from
the
gerta
institute
for
all
day
in
german
all
day
in
stem.
It
was
the
first
activity
like
this
in
the
county
and
the
only
one
in
the
state
of
maryland.
G
So,
as
you
just
saw
with
our
pva
performers,
creativity
abounds
in
anne
arundel,
county
public
schools,
stem
classrooms,
clubs
and
online
learning.
Venues
stem
and
bema
magnet
curricula
and
programs
offer
rigorous
opportunities
that
emphasize
immersive
stem
experiences
like
the
german
immersion
day,
including
high
level
project-based
challenges,
community
challenges,
field,
experiences,
job
shadows
like
at
umbc
mentorships,
intern
placements
and
research,
capstone
experiences
for
high
school
students
problem,
slash
projects
last
challenge
based
learning,
socratic
dialogue
and
meaningful
technology.
G
Stem
co-curricular
programs
outside
of
the
classroom
continue
to
expand
and
are
now
offered
to
all
schools
in
anne
arundel
county
each
year,
thousands
of
our
anne
arundel
county
public
school
school
students
engage
in
these
clubs
and
competitions,
whether
it's
first
robotics
sea,
perch,
24,
game,
mesa
engineering
or
nasa's
best
engineering,
our
anne
arundel
county
public
school
students.
Do
us
proud,
with
their
creativity,
their
skills,
their
workmanship,
their
scholarship,
their
sportsmanship
and
their
persistence.
G
G
In
addition
to
club-based
successes
of
individual
stem
students
and
teams,
we
also
have
seen
students
with
the
following
academic
awards
over
this
past
year.
First,
second,
third
and
fourth
places
in
the
state
and
national
future
business
leaders
of
america
awards
in
entrepreneurship,
web
development
and
professional
professional
presenting.
Perhaps
I
could
use
some
practice
with
that
second
place
in
the
siemens
corporation
national.
We
can
change
the
world
contest
and
first
place
in
the
verizon
national
app
challenge.
G
We
that's
pre
k
to
12
to
20
educators,
business
professionals,
community
stakeholders
are
working
together
and
we
are
readying.
Our
students
in
anne
arundel
county
for
the
stem
workforce
of
the
21st
century
on
the
horizon
is
the
challenge
to
scale
our
successes
to
include
more
students,
eventually,
all
aacps
students
in
our
many
stem
engagement
opportunities.
C
I
So
creative
performances,
such
as
the
one
performed
here
by
the
pva
theater
students,
are
the
hallmark
of
the
pva
magnet
program,
and
this
is
just
one
of
70
exhibits
events
and
performances
that
the
pva
students
have
been
a
part
of
this
year.
While
it
is
unusual
for
a
program
such
as
this,
in
its
infancy
to
have
students
performing
and
receiving
accolades
on
the
local
and
regional
level,
it
really
is
almost
unheard
of
to
receive
state
and
national
recognition.
At
this
stage.
I
Annapolis,
broadneck
pva,
high
school
students
collaboratively
created
an
art
installation
in
response
to
the
film
documentary
chasing
ice.
They
have
been
invited
by
campaign
cleaner
power
brighter
maryland,
to
meet
with
maryland
state
legislators.
To
discuss
environmental
issues
and
wiley
h
base
middle
school
is
the
only
national
recipient
of
the
2013
college
board
award
for
excellence
and
innovation
in
the
art.
I
F
O
C
B
You
know
we're
not
going
to
be
able
to
get
rocket
scientists
and
physicists
that
will
come
and
do
these
kind
of
things
all
the
time,
but
because
you're
engaged
and
because
you're
willing
to
to
come
and
donate
time
and
and
be
a
part
of
this
journey
with
us,
it
becomes
something
that
is
just
phenomenal
because
it
exposes
our
students
to
to
much
more
than
what
we
would
never
normally
be
able
to
do.
So.
B
You
know
to
the
entire
and
all
of
our
adverts,
our
advisory
groups
and
so
forth,
like
that,
we
are
just
absolutely
thrilled
to
have
you
all
on
board,
and
we
want
to
thank
you
all
very
much,
because
we
may
be
able
to
get
some
of
this
off
the
ground.
But
you
all
are
the
ones
who
really
make
this
program
run
along
with
our
teams
and
to
the
students.
B
You
know
I
I
just
I'm
always
overwhelmed
and
just
in
awe
of
your
ability
to
do
this.
We
you
know
we
hear
about
students
all
the
time.
They
don't
do
this.
They
don't
do
that.
They
obviously
aren't
looking
in
the
right
places,
because
our
kids
are
really
doing
fabulous
things
and
to
be
able
to
have
this.
B
The
one
thing
that's
always
impressed
me
whenever
I've
gone
to
bates
or
to
brooklyn
park
and
and
seen,
students
is
your
ability
to
collaborate
with
one
another,
and
in
this
day
and
age,
where
bullying
seems
to
be
the
topic
of
conversation
and
everywhere
we
go.
What
I'm
actually
seeing
is
kids,
who
are
working
together,
accepting
differences
and
and
saying
you
know
what
let's
move
past
that,
because
what
we
have
together,
the
commonality
of
what
we
have
together
is
so
much
more
than
what
our
differences
are.
B
A
I
don't
see
any
other
questions.
I
just
want
to.
Thank
you
all
for
being
here.
You,
you
did
a
wonderful
job
and
to
all
your
your
colleagues
in
the
back.
It
was
a
wonderful
performance.
Thank
you
so
much
for
sharing
it
with
us
today.
I
want
to
thank
the
staff
and,
and
certainly
the
the
members
of
the
advisory
committee
for
being
here.
We
do
appreciate
everything
you
do
some
of
us
as
parents
who
have
children
in
the
programs.
We
thank
you
more
than
others,
but.
A
You
next
item
on
the
agenda
is
public
participation.
Public
testimony
will
be
allowed
for
items
not
on
the
agenda
during
the
public
participation
portion
of
the
meeting.
Anyone
wishing
to
speak
on
an
item
not
on
today's
agenda
may
offer
testimony
during
this
public
participation
portion.
Speakers
will
be
allotted
three
minutes.
Each
student,
specific
and
personnel
matters
are
confidential
and
cannot
be
discussed
in
this
forum.
For
the
record,
please
give
your
name
before
speaking
and
handouts
should
be
given
to
the
board
assistant.
A
I
will
call
those
who
have
completed
cards
first
group
by
subject
matter
and
others
who
wish
to
speak
may
then
come
forward,
and
you
may
either
stand
at
the
podium
or
speak
from
the
chairs,
whichever
you
prefer
and
for
those
of
you
who
may
have
come
in
late.
I
did
note
that
we,
we
removed
two
items
from
the
agenda
5.01
and
5.02.
So
if
you
are
signed
up
to
speak
on
those
items,
I
will
call
you
now,
instead
of
waiting
until
later
in
the
agenda.
So
first
I
have
I'm
going
to
call
five.
A
P
I
just
wanted
to
start
by.
My
name
is
marco
cermanero.
I
just
wanted
to
start
by
saying
by
no
means
am
I
against
cell
phones,
I
think
they
provide
great
technology.
In
fact,
I
put
my
notes
on
mine
today,
so
I
just
am
a
little
bit
opposed
to
the
placement
of
this
tower.
I've
been
a
resident
of
annapolis
for
the
past
25
years.
P
I
am
on
the
hoa
homeowners
association
in
hunt
meadow
the
community
right
next
to
the
proposed
tower.
I
went
to
georgetown
university
and
I
came
back
to
annapolis
because
I
thought
it
was
a
wonderful
place
to
raise
a
family.
My
husband-
and
I
have
two
little
boys,
I'm
here
today
to
speak
on
behalf
of
two
main
groups
in
annapolis.
P
Their
team
is
just
one
team
among
thousands
of
children
that
play
sports
on
these
fields
year
round
soccer
lacrosse,
all
kinds
of
sports,
I'm
here
today,
speaking
on
behalf
of
these
thousands
of
children
and
their
parents,
I've
spoken
directly
with
almost
200
people
in
our
community
and
the
surrounding
area
and
every
single
person
I've
spoken
with
as
opposed
to
this
tower.
They
are
worried
about
the
safety
of
their
children.
P
Let's
make
sure
these
kids
and
their
parents
can
come
to
the
practices
and
games
and
be
focused
on
what
they
should
not
worrying
about
electromagnetic
fields
and
fall
zones,
but
instead
watching
the
joy
on
their
child's
face
as
they
learn
a
new
move
or
score
their
first
goal.
The
next
group
that
I
will
be
speaking
on
behalf
of
includes
state
delegate,
heard
mc
millen
and
delegate
ron
george,
the
two
sent
the
following
letter
yesterday,
which
I
know
they
cc'd
the
board
members
on
march,
4th
2014.,
dear
anne
arundel,
county
school
board
members.
P
We
are
writing
you
today
to
express
our
concerns
regarding
the
placement
of
a
cell
phone
tower
at
annapolis
middle
school.
There
have
been
several
studies
throughout
the
united
states
as
well
as
internationally,
which
have
revealed
the
health
risks
associated
with
living
near
a
cell
tower.
In
all
of
these
studies,
it
has
been
determined
that
the
risk
of
developing
serious
health
problems
is
higher
when
living
within
400
meters
of
a
cell
tower
babies
and
children
are
particularly
sensitive
to
the
effects
of
radio
frequency
radiation.
P
For
these
reasons,
it
is
particularly
important
to
give
proper
notice
to
the
residents
of
neighboring
surround
neighborhoods
surrounding
the
proposed
celtar
of
annapolis
middle
school.
Unfortunately,
that
has
not
occurred.
The
neighborhoods
adjacent
to
the
proposed
cell
tower
were
not
probably
or
adequately
notified
by
milestone
communications.
P
P
Q
Mark
cermanero
margo's,
lucky
husband
and
resident
of
annapolis.
I
first
want
to
start
off
by
saying
it
was
wonderful
to
see
the
smiles
on
your
faces
as
the
performing
theater
students
were
doing
their
performance
and
to
hear
you
speak
as
your
appreciation
as
parents
for
the
guidance
that
they
take
in
your
children
who
are
in
their
programs.
Q
It
goes
without
question
that
our
children
are
the
most
vulnerable
members
of
our
society.
As
parents
we
go
to
great
lengths
to
protect
them
from
even
the
most
remote
possibilities
of
danger.
As
parents,
we
put
our
trust
in
teachers,
administrators
and,
ultimately,
you
as
the
board
of
education
to
help
us
protect
our
children.
Q
Firefighters
are
some
of
the
most
brave
and
courageous
members
of
our
society
by
the
nature
of
their
chosen
occupation.
They
are
offered
put
in
harm's
way,
putting
aside
personal
safety
to
make
our
community
safer
in
researching
the
issue
over
the
safety
of
cell
phone
towers.
It
was
interesting
to
see
that
the
international
association
of
firefighters
opposes
the
use
of
fire
stations
as
base
stations
for
towers
and
or
antennas.
Q
They
noted
fire
stations
across
the
united
states
are
being
sought
by
wireless
companies
as
base
stations
for
the
antennas
and
towers
for
the
con.
The
conduction
and
of
cell
phone
transmissions
sounds
like
a
familiar
scenario.
However.
The
ifaa
opposed
the
use
of
fire
stations
until
a
study
with
the
highest
scientific
merit
and
integrity
on
the
health
effects
of
the
exposure
of
low
intensity
radiation
is
conducted,
and
it
is
proven
that
such
sightings
are
not
hazardous
to
the
health
of
their
members.
Q
So
firefighters,
the
brave
men
and
women
who
rush
into
burning
buildings
to
save
helpless
victims.
People
who
are
experts
in
the
safety
of
our
community
are
stating
that
they
oppose
towers
at
their
stations
because
they
fear
it
is
putting
them
in
danger,
but
we
are
looking
into
exposing
our
most
vulnerable
members
of
society.
Q
Q
R
R
We
are
certainly
within
the
1500
feet
of
the
proposed
cell
tower,
which
is
certainly
within
that
what
is
being
referred
to
as
a
danger
zone
of
distance,
where
the
electromagnetic
field,
within
that
space,
will
allow
the
normal
cancer
risk
for
everybody
to
reach
triple
I've
already
been
through
cancer.
I
don't
want
to
go
through
it
again,
I'm
not
a
mom,
but
I
do
know
that
the
kids
in
our
neighborhood
these
are
our
future.
These
beautiful
kids.
O
S
S
This
would
disrupt
the
aesthetics
of
our
community
as
it
would
essentially
be
located
at
the
gateway
to
hunt
meadow,
which
also
happens
to
be
home
to
annapolis,
newly
elected
mayor
by
the
way,
as
well
as
communities
further
along
ferry
point
road
and
harness
creek
as
a
hot
meadow
townhouse
resident.
I'm
concerned
about
each
of
these
issues.
But
what
is
most
disconcerting
about
this
project
is
that
we
learned
about
it
just
a
little.
S
S
It
feels
like
milestone
has
bullied
their
way
into
our
neighborhood
with
little
regard
for
the
community
and
they
claim
that
they
sent
out
200
flyers,
but
we're
sort
of
wondering
what
who
exactly
received
the
flyers,
because
we
live
very
close
to
the
fifth
to
the
cell
tower
and
we
didn't
receive
anything,
and
our
townhouse
is
one
that
is
located
very
close.
We
were
directed
to
take
a
look
at
the
website
annapolismiddlewireless.com
and
they
had
graphically
superimposed
the
tower
in
several
pictures,
taken
from
different
vantage
points
to
illustrate
how
it
would
look.
S
The
problem
with
these
photos,
however,
is
they
were
taken
with
a
wide-angle
view.
Perhaps
this
was
intentionally
done
to
make
the
towers
look
distant
and
insignificant,
but
it's
not
an
accurate
representation
of
how
it
will
appear
in
reality,
we
would
like
to
respectfully
request
that
the
cell
tell
replacement
be
reconsidered,
or
at
least
delayed
for
a
while,
so
hunt,
meadow
and
adjacent
communities
can
review
the
impact
this
would
have
on
the
school,
the
neighborhood
and
the
residents.
We
would
also
like
to
educate
ourselves
and
form
our
community
invite
feedback
and
discussion.
S
T
Good
morning
I
live
on
chelsea
court.
Can
you
please
introduce
yourself?
Oh
sorry,
hi
I'm
eleanor
malagrana,
I
live
in
hunt
meadow.
I
live
on
12
chelsea
court,
which
is
one
of
the
first
three
townhouse
courts
when
you
pull
into
the
neighborhood
and
we
are
within
1500
feet
of
this
proposed
cell
tower
site
and
I'm
going
to
be
speaking
about
the
potential
negative
impact
a
cell
tower
could
have
on
our
home
values.
T
I'm
also
going
to
be
reading
a
letter
from
one
of
our
neighbors
who's.
Also,
the
president
of
our
board
and
she's
also
a
realtor.
I
also
used
to
be
a
realtor,
so
the
appraisal
institute,
which
is
the
largest
largest
global
membership
for
appraisers
educated,
its
members
at
a
cell
tower,
should
in
fact
cause
a
decrease
in
home
values,
and
various
studies
have
also
concluded
that
cell
towers
do
indeed
decrease
property
values.
T
On
average,
anywhere
from
two
to
twenty
percent,
we
have
strict
hoa
restrictions,
which
include
what
color
our
front
door
can
be
and
what
kind
of
light
fixture
we
can
hang
all
with.
The
intention
of
preserving
a
certain
appearance
of
the
neighborhood
and
the
view
of
a
100
foot
cell
tower
would
certainly
alter
this
appearance.
T
So
this
is
from
our
president
and
realtor.
As
a
former
teacher,
I
understand
each
school's
need
for
money
and
I've
paid
my
share
for
materials
and
supplies
to
enhance
the
curriculum.
I
also
appreciate
that
we
need
to
find
more
creative
ways
to
raise
money
for
the
school
system
and
remember
the
bake
sales.
The
car
washes
and
the
gift
wrap
fundraisers
all
too
well.
Twenty
five
thousand
dollars
is
a
substantial
sum
of
money,
but
I'm
afraid
the
risks
outweigh
the
benefits
as
an
active
realtor.
T
In
annapolis,
in
anne
arundel
county
on
the
subject
of
aesthetics
alone,
buyers
reject
homes
near
unsightly,
transformers
and
electrical
towers.
Half
the
time.
I
encounter
these
structures
on
the
way
to
show
a
property.
The
buyer
will
not
enter
the
home
and
the
appointment
is
canceled
when
the
buyer
does
view
the
property
he
or
she
states
that
it
would
only
be
considered
at
a
drastic
reduction
in
price.
T
I
entered
the
real
estate
business
in
2007
and
literally
watched
the
market
dry
up
in
addition
to
the
millions
of
homes
that
have
gone
through
foreclosure
were
sold
as
short
sales.
Many
homeowners
have
not
been
able
to
maintain
or
renovate
their
homes
due
to
tight
budgets.
Now
we
are
finally
starting
to
recover
from
this
bad
dream,
albeit
slowly.
The
domino
effect
that
would
occur
if
a
cell
tower
were
installed
at
annapolis.
T
Middle
school
would
cause
a
devaluation
in
home
prices,
which
in
turn
would
lead
to
lower
property
taxes,
which
would
lead
the
local
and
state
governments
to
increase
the
tax
base,
which
would
result
in
less
money
in
the
homeowner's
pocket.
Again,
I'm
all
for
business.
Investing
twenty
five
thousand
dollars
in
schools
for
companies
need
intelligent
employees
and.
U
Good
morning
my
name
is
leah
mayer,
I'm
a
resident
of
hunt
meadow
here
in
annapolis.
I'm
opposed
to
the
construction
of
a
cell
tower
at
annapolis
middle
school.
I
don't
believe
a
cell
tower
belongs
on
school
property.
I
think
there
are
some
very
real
safety
concerns
in
having
a
99-foot
tower
adjacent
to
a
school
building,
a
parking
lot
and
well-used
rec
fields,
as
margo
told
us
concerns
like
delinquent
behavior
around
the
tower
hazardous
materials
within
several
hundred
feet
of
students
and
faculty,
and
the
risk
of
personal
or
property
injury
due
to
storms
storm
damage.
U
A
lot
of
them
couldn't
be
here
today
they
have
jobs,
they
can't
leave
and
they
have
children
that
they
don't
have
child
care
for,
since
they
weren't
made
aware
of
the
community
meeting
in
february,
they'll
have
had
no
opportunity
to
speak
for
themselves
on
this
issue.
I
don't,
I
don't
think
that's
fair
to
them
and
I
don't
think
it
encourages
active
participation
in
our
community
and
local
government.
U
U
I'm
writing
to
you
to
express
my
deep
concern
about
the
proposed
cell
tower
at
annapolis
middle
school
as
a
product
of
the
anne
arundel
county
school
system
and
now
a
practicing
physician
that
treats
our
anne
arundel
county
students.
I
am
perplexed
by
the
decision
to
place
a
piece
of
equipment
on
school
grounds
with
the
safety
hazards
that
such
a
structure
presents.
U
Children
by
nature
are
curious
individuals
who
will
most
certainly
be
drawn
to
a
99-foot
tower
on
their
school
grounds
that
will
surely
be
surrounded
by
a
fence
that
needs
to
be
scaled
and
signage.
That
needs
closer
inspection
by
them.
Service
trucks
will
undoubtedly
have
to
visit
this
proposed
tower
several
times
a
year,
bringing
unnecessary
traffic
on
spa,
road
and
elevated
levels
of
misguided
curiosity
from
our
students.
Doesn't
this
sound
like
a
recipe
for
increased
accidents
on
school
grounds?
U
He
writes.
I
won't
belabor
the
point
that
the
research
on
radio
radio
frequency
waves
emitted
from
these
towers
has
shown
to
be
inconclusive
with
respects
to
its
negative
health
and
safety
effects.
However,
I
implore
you
to
conclusively
put
the
safety
and
well-being
of
our
students
paramount
in
this
decision.
Thank
you.
Jeffrey
mayer
appreciate
it.
Thank.
V
Just
slightly
going
to
get
off
topic
for
a
minute,
my
concern
has
to
do
in
looking
at
the
board
public
documents
and
your
telecommunication
policy
on
there.
It
says
zero
public
comments
were
given,
and
I
know
I
personally
submitted
a
public
comment
and
I
know
of
at
least
two
others.
So
I
just
don't
know
why
on
their
public
documents,
when
you
go
and
read
the
public
policy,
it
says
zero
public
comments
and
also
I
just
have
a
concern
about
working
out
a
policy
and
moving
forward
with
two
new
locations
kind
of
simultaneously.
W
Good
morning
my
name
is
colleen
krauss
and
I
lived
in.
I
live
in
the
neighborhood
near
cat
north
since
1978,
and
so
I
have
a
very
invested
concern
as
a
neighbor
and
I'm
a
parent
of
a
12
year
old
daughter
and
an
eight-year-old
son.
So
this
issue
with
the
tower
at
cat
north
concerns
me
as
both
a
parent
and
a
neighbor.
W
The
location
of
the
cat
north
tower
is
right
up
the
hill
there's
a
bunch
of
houses
right
there.
That's
where
I
live.
So
I'm
going
to
see
this.
This
is
in
our
backyard.
Not
only
is
it
the
location
affecting
cat
north,
but
right
through
the
woods,
is
an
elementary
school
quarterfield
elementary
school
and
right
across
the
street
is
another
elementary
school.
W
I
think
it's
calvary
baptist
and
then
also
spalding
high
school,
so
there's
four
schools
that
surround
this
tower
and
I'm
not
sure
why
the
board
is
making
planning
and
zoning
decisions
that
are
outside
of
the
educational
department
by
entering
into
this
master
lease
agreement
with
a
cell
phone
company
to
lease
out
our
properties.
W
Sorry,
your
decision
is
going
to
affect
me,
my
neighbors
and
the
students
and
the
teachers
that
work
there
at
the
school
and
it
will
also
lower
our
property
values,
ruin
our
peaceful
view
and
hurt
our
safety
and
and
health.
You
are
selling
our
school
properties
for
profit,
with
no
concern
for
the
students
and
teachers
that
work
there
and
are
there
on
a
daily
basis
or
for
the
neighbors
that
surround
these
schools.
Our
schools
are
for
the
students
to
have
a
safe
and
healthy
place
to
expand
their
knowledge.
W
W
W
There
might
be
authorized,
but
they're
not
going
to
have
background
checks
like
you
have
to
do
me
as
a
parent.
When
I
go
to
my
kids
school,
I
have
to
give
them
my
driver's
license
and
have
a
background
check
just
to

but
these
people
are
going
to
have
contractors
coming
in
and
out
of
this
place
for
the
school,
the
the
maintenance
of
these
cell

which
I
have
a
real
concern
about.
I
don't

these

they're
going
to
be

Since

we

the

and
I'm
sure
when
this

we

4.07
policy

school

policy

this

Only
is
there

Yes,.
AB
AB
However,
this
policy,
as
proposed,
now
incorporates
and
will
rescind
policy,
eaj
drug
testing
commercial
motor
vehicle
operators,
which
was
last
updated
december,
7th
1994.,
since
both
our
school
bus
drivers,
as
well
as
other
commercial
voter
vehicle
drivers,
participate
in
an
alcohol
and
drug
testing
program
in
compliance
with
the
department
of
transportation
requirements.
We
combine
the
two
existing
policies
for
efficiency
so
that
the
information
related
to
this
topic
can
be
found
in
one
place.
We
will
answer
any
questions
you
have
related
to
this
policy
and
regulation.
A
AB
So
we're
talking
about
school
bus
drivers
are
and
correct
me
if
I
get
out
of.
AB
A
But
your
purpose
doesn't
include
anyone
except
people
who
transport
students
on
school
buses.
It
only
says
all
drivers
who
transport
students
on
school
buses,
including
commercial
motor
vehicle
drivers,
but
that
would
only
be
commercial
motor
vehicle
drivers
who
transport
students
on
school
buses.
I
think
you
say
as
well
as
yes.
E
Missed
roof,
as
far
as
I
can
tell,
we
don't
address
the
process
for
random
testing
and
maybe
that's
just
because
it's
random,
but
I
was
wondering
if
it's
not
if
we're
gonna
put
something
in
there,
if
it
would
be
necessary
to
include
a
little
portion
about
that
part,
because
we
do
include
something
about
post
accident
testing,
so
maybe
just
something
that
quickly
highlighted
how
that
would
happen.
So
I
would
assume
that
would
probably
be
the
piece
people
would
be
most
uncomfortable
with
right.
AB
So
we
adopt
the
federal
prescribed
guidelines
for
random
testing,
so
I
don't
know.
Basically
we
tried
to
convey
that
through
saying
that,
in
compliance
with
d.o.t
and
komar
that
we
must
participate
in
their
what
they
prescribe
for
random
testing.
A
AB
And
the
chief
operating
officer
are
bringing
you
this
new
policy
dk
financial
fraud
and
abuse.
This
policy
and
regulation
explains
our
internal
procedures
to
ensure
that
a
sound
system
that
there
are
sound
system
controls
to
report,
detect
and
prevent
financial
fraud,
waste
and
abuse.
We'll
answer
any
questions
you
have
about
this
policy
and
regulation.
A
A
AB
Starting
with
hb

this
is
the
task

This

policy
initiatives
to
promote
the
expansion
of

school-based
mental
health
programs
in
the
state.
We're
recommending
that
you
support
this
with
amendments.
We
think
that
the
task
force
force
is
worthy,
but
we
think
that
there
should
be
an
added
representative
from
the
maryland
association
of
boards
of
education,
as
well
as
a
representative
of
the
public
school
superintendents
association
of
maryland.
AB
A
AB
Okay
house
bill
658
public
information
act,
state
public
information,
act,
compliance
board,
establishment
this
bill
would
establish
a
compliance
board
to
provide
opinions
on
compliance
with
the
public
information
act
and
hear
complaints
from
requesters
who
believe
they
have
been
wrongly
denied,
inspection
of
documents
or
overcharged
for
documents
that
they
received.
We're
asking
that
you
oppose
this
bill.
AB
Essentially,
this
legislation
really
just
adds
another
layer
of
bureaucracy,
individuals
that
have
the
complaints
that
I
just
stated
can
go
through
the
attorney
general's
office
and
then
can
appeal
to
the
circuit
court
if
they're
unhappy
with
the
answer
they
receive
from
the
attorney
general's
office.
So
we
feel
that
this
bill
is
duplicative
and
unnecessary,
and
for
those
reasons
we
ask
that
you
oppose
this
bill.
AB
AB
The
data
the
notice
has
to
indicate
the
type
of
student
data
collected
and
whether
it
will
be
stored
in
the
maryland
longitudinal
data
system.
Additionally
and
most
problematic
about
this
bill
is
that
this
bill
would
permit
parents
and
guardians
to
have
their
students
opt
out
of
testing.
That
would
that
data
would
be
contributed
to
the
maryland
longitudinal
data
system.
AB
We
certainly
feel
that
this
bill
withdraw
would
impose
upon
our
accountability
measures
for
for
the
district
to
figure
out
what
we're
doing
data
wise
additionally
and
most
troubling
is
the
unanswered
question
of
what
alternative
test
or
project
a
student
would
be
given
if
they
were
able
to
opt
out
of
a
graduation
requirement.
AB
AB
House,
bill
1172,
maryland
capital
consolidated
bond
loan
of
2013,
anne
arundel,
county
southern

and
southern

improvements.
This
bill
would
amend
the
2013
consolidated
capital
bond
loan
to
extend
the
life
of
the
existing
grant
out
to
june
1
2016,
giving
southern
middle
school
and
southern
high
school
additional
time
to
complete
their
emergency
generator
improvement
projects.
AB
We
ask
that
you
support
this
bill.
The
time
extension
afforded
by
this
bill
would
allow
anne
arundel
county
government
additional
time
to
appropriate
the
requisite
matching
funds
and
aacps
to
plan
and
execute
the
capital
project.
This
bill
would
preserve
the
viability
of
the
existing
hundred
thousand
dollar
state
grant
that
the
school
system
received
last
year.
AB
Hb

1066,
the

sunset
sunset,
repeal
this
bill
speaks
to
the
public
school
labor
relations
board,
which
was
established
in
2010,
which
we
did
oppose
as
a
board.
At
that
time,
the
law
is
slated
to
sunset
next
june
june.
30Th
2015.
AB
This
bill
would
essentially
repeal
that
termination
date
a
year
early
and
provide
permanent
authorization
of
this
board.
We
do
have
significant
concerns
about
this
board's
operations,
its
compliance
with
the
open
meetings
act
and
also
its
inability
to
timely
get
back
decisions,
which
was
one
of
the
reasons
that
the
board
was
established.
So
for
those
reasons,
among
others,
we're
asking
that
you
oppose
this
bill.
A
AB
Okay
house
bill
1300,
special
education,
visually
impaired
students,
orientation
and
mobility
evaluation.
This
bill
requires
every
student
who
is
visually
impaired
to
have
a
formal
orientation
and
mobility
evaluation
by
a
certified
orientation
and
mobility
specialist.
It
would
also
require
a
re-evaluation
of
a
child
who
is
visually
impaired
for
an
iep
to
include
an
evaluation
of
the
child's
orientation
and
mobility
skills
to
determine
the
level
of
support
that
is
needed
from
a
certified
orientation
mobility
specialist.
AB
Currently,
this
is
not
a
practice
that
anne
arundel
county
public
schools
does.
We
do
not
do
these
evaluations
for
every
student
if
we
were
to
be
forced
to
do
that,
it
would
have
a
significant
fiscal
impact.
We
only
have
one
o
m
specialist
and
we
would
not
be
able
to
keep
up
with
the
demand
of
this
work.
Finding
certified
o
m
specialist
is
very
difficult,
as
there
are
no
university
programs
in
maryland.
That's
certified
through
this
program.
AB
Additionally,
this
requirement
is
in
opposition
to
the
iep
team
decision
making
process
as
it
mandates
a
evaluation
on
every
student,
regardless
of
their
ability
to
even
can
participate
in
the
type
of
evaluation
that
they're
being
asked
to
do,
and
so,
for
those
reasons,
we're
asking
that
you
oppose
this
bill.
AA
AB
Unfortunately,
I
don't
have
that
information
and
I
don't
see
miss

in
in
the
crowd,
so
I
can
certainly
get
that
for
you,
but
I
don't
know.
A
AB
House,
let

house

D
AB
House
bill
1340
education,
calculation
of
state
appropriations,
information,
transparency
and
budget
books.
This
bill
seeks
to
require
school
systems
to
report
in
their
budget
books,
itemize
state
revenue
streams
from
each
state
funding
formula.
The
bill
also
requires
that
each
lea
display
the
data
and
the
source
of
said
data
that
state
utilizes
to
calculate
the
state's
share
of
any
appropriation,
and
it
requires
the
school
system
to
report
differences
between
what
state
funding
a
school
system
actually
received
versus
what
was
calculated
under
various
state
funding
formulas.
AB
We
ask
that
you
oppose
this
bill
because
of
that
second
requirement
that
I
just
discussed,
because
it's
basically
asking
the
local
school
system
to
look
at
different
state
formulas
and
make
calculations.
However,
we
don't
have
the
information
of
what
different
state
calculations
the
state
may
want
to
do
and
we
feel
like
that's
properly
a
calculation
made
by
the
state
and
not
the
local,
the
rest
of
the
bill.
We
are
already
in
compliance
with
as
far
as
the
funding
stream.
Y
AB
AB
Essentially
we're
asking
you
to
support
this
bill,
because
this
bill
recognizes
that
there
are
there's
a
different
cost
of
doing
business
across
the
state,
and
so
it
takes
that
idea
from
the
operating
budget
and
applies
it
to
the
capital
budget
as
well.
We
would
stand
to
gain
additional
funds
if
this
bill
were
passed.
AB
AB
Senate
bill
933,
public
school,
employee
service
or
representation
fees,
local
discretion,
this
bill
would
make
the
service
a
representation
fees
for
public
school
employees,
a
permissive
subject
of
bargaining,
rather
than
a
mandatory
topic
of
bargaining.
We
ask
that
you
support
this
bill.
This
would
give
local
school
systems
autonomy
to
decide
whether
or
not
they
wanted
to
negotiate
this
item
so
that
they
could
make
decisions
based
on
the
labor
relations
climates
in
their
specific
jurisdiction
jurisdictions,
rather
than
being
forced
to
do
so
by
the
law.
A
AB
We're
here
to
answer
any
other
questions
you
may
have
about
section
two
or
three,
but
we're
not
asking
you
to

and
section
three
are

that

I

They

that
a
report
in
the
end
or
we
will
be
getting
periodic
updates
in
regards
to
the
start
time,
committee.
AC
As
we
understood
the
direction
from
the
board
on
december
18th
that
and
what
had
been
proposed
was
that
the
task
force
we
put
together,
they
would
move
forward.
They're
meeting
monthly
they've
had
their
first
meeting
already
during
february,
they're
slated
to
meet
in
upcoming
march
and
through
until
june,
and
we
had
not
planned
on
bringing
any
updates
or
report
until
september.
AC
C
Since
we're
seeing
basically
a
virtual
tie
here,
there's
143
vote
difference
in
the
total
votes.
I
I
do
see,
though,
that
the
middle
and
high
school
families,
54.3
percent
of
the
middle
school
families
and
62.3
percent
of
the
high
school
families
were
in
favor
of
the
shift
of
13
minutes,
but
the
elementary
school
families
there
was
a
57.8
percent.
C
No,
so
I
do
think
we
are
best
served
by
awaiting
the
results
of
the
task
force
in
september
instead
of
making
this
shift
at
this
time
and
then
maybe
having
to
shift
it
back.
C
C
A
All
right
so
there's
been
a
motion,
that's
been
made
and
seconded,
and
so
first
thing
I
guess
you'd
like
to
do
is
ask
staff
for
their
their
thoughts
on
it.
AC
AC
Having
about
30
seconds
to
think
about
it
and
form
an
opinion,
I
I
don't.
I
don't
know
what
the
cost
would
be
with
regard
to
changing
the
bus
schedules,
because
we'd
be
running
the
routes
differently
with
regard
to
the
operation
of
the
school,
as
I
think
about
as
a
principle
that
the
staff
is
coming
in
at
their
normal
time,
anywhere
working
through
their
normal
day.
AC
If,
if
I
understand
what
you're
asking
that
would,
then
they
would
then
be
doing
that
that
next
morning,
they'd
have
the
morning
free
to
do
that
prior
to
the
next
exam,
and
while
I
think
it's
probably
doable,
I
certainly
would
want
to
seek
input
from
from
some
of
our
teachers
and
principals
as
well.
AG
Okay,
if
it's
the
whole
entire
school
district,
then
it's
possible.
You
cannot.
You
could
not
delay
just
a
high
school
or
just
a
middle
school,
because
their
buses
remember
are
later
utilized
for
elementary
school
if
the
whole
entire
school
district,
every
child
start
to
finish-
is
delayed
universally
two
hours.
Then
there
is
not
per
se
a
transportation
related
cost.
AA
Mr
sheknovich,
that's
exactly
what
happened
over
this
past
ordeal
when
we
went
two
hours
late,
I
mean
our
entire
district
moved
and
shifted
with
the
fact
that
high
school
exams
had
to
happen.
Therefore,
middle
school
shifted,
therefore
elementary
school
shifted
did
that
cost
us
another
dollar
at
the
school
system
level,
because
of
that
not
talking
about
removal
of
snow
and
all
that
other
stuff,
but
just
that
particular
scenario
did
that
cost
us
another
dollar
this
year.
No.
A
B
B
One
of
the
pieces
is
that,
while
it
was
very
good
for
high
school
students-
and
they
were
really
appreciative
of
being
able
to
stay
a
little
later
and
to
study
a
little
bit
more
and
all
what
is
the
cost
impact
and
what
is
the
impact
of
families,
then
you
know
and
so
forth,
because
they've
got
to
shift
their
their
kids,
which
is
not
a
problem,
but
I
mean
it's
just
one
of
those
kind
of
pieces.
I
would
and
you're
talking
about
for
the
calendar
year
1415..
B
So
we
could
defer
this
for
two
weeks
to
get
some
of
these
answers
back.
Would
you
feel
comfortable
doing
that?
I
mean
that
would
be
my
question
because
I
would
I
wouldn't
not
want
to
do
it,
but
I
would
want
to
make
sure
we
have
some
answers
and
stuff
and
and
and
have
some
conversations,
because
if
teachers
are
nor,
if
the
normal
way
of
doing
business
is
to
to
take
the
test
and
then
two
hours
later,
I
mean
excuse
me
at
the
end
of
the
day
to
grade
the
test.
B
AF
You
excuse
me,
I
just
wanted
to
make
a
quick
comment
too.
I,
although
it
appears
that
this
is
sort
of
a
tie
with
just
143
votes,
I'm
not
really
quite
sure
that
it's
exactly
what's
going
on
and
the
reason
I
suggest
that
is.
If
you
look
at
the
results,
we
had
4
100
elementary
school
families,
respond
or
students,
families,
and
we
had
3
600
high
schoolers
respond.
I
have
over
twice
as
many
elementary
schoolers
as
I
do
high
schoolers,
and
I
made
the
comment
last
time.
AF
H
AF
I
think
that
if
the
elementary
schoolers
voted
at
the
same
rate
at
which
the
high
schoolers
voted
at
it
would
be
closer
to
60,
40
or
somewhere
in
there.
I
haven't
done
the
numbers,
but
it
would
shake
somewhere
out
like
that,
I
love
stacy's
proposal.
I
love
the
idea
of
shifting
it
and
two
hours
later
we
had
an
email
from
somebody
within
the
county.
I
thought
it
was
a
really
reasonable
thought.
However,
I
really
would
like
to
get
some
more
information.
AF
D
Thank
you,
madam
chair.
First
of
all,
I'm
going
to
let
miss
tutor
speak
because
I
know
you
came
up
and
you
serve
on
calendar
committees,
as
do
I
in
another
district,
but
I
do
want
to
talk
about
supporting
miss
corblax
motion,
because
I
think
it
does
make
sense.
D
I
think
that
when
you
look
at
cost,
you
look
at
pieces,
but
I
don't
think
there's
anything
wrong
with
getting
additional
information,
but
you
probably
have
something
to
add,
because
I
this
may
or
may
have
been
discussed
at
a
prior
committee
and
if
you
can
add
to
that,
would.
C
AH
When
we
ask
in
the
calendar
committee,
because
we've
looked
at
many
times,
moving
whether
we
come
in
late
or
we
dismiss
early,
it
kind
of
gets
a
little
bit
more
complicated,
but
I
think
it's
something
we
certainly
could
investigate,
but
we
do
get
kickback
from
other
sets
of
parents,
not
wanting
us
to
do
that.
The
high
school
parents,
all
in
all
the
conversations
that
I've
ever
had,
have
seemed
to
be
very
on
board
with
that.
AH
But
for
some
reason
the
others,
because
it
affects
everyone,
it
just
doesn't
affect
them,
but
it
could
be
something
I
would
like
us
to
look
into
it,
maybe
a
little
bit
more
and
get
back
with
you
on
it,
because
I
can
certainly
via
email,
communicate
with
all
of
the
committee
and
with
parent
groups
and
give
you
their
input
if
you'd
like.
A
I
think
that
would
be
a
good
idea,
but
right
now
there
there
is
a
motion
on
the
floor.
A
I
think
that's
a
good
idea
based
on
the
information
that
we
need,
but
based
on
the
conversation,
I
think
that
if
staff
could
look
into
the
different
issues
that
we've
brought
up
talking
with
our
high
school
teachers
to
find
out
how
this
would
impact
them
talking
to
parent
groups
about
how
this
would
impact
them.
I
think
that
if
we
had
all
that
information,
then
we
would
be
able
to
make
a
much
better
decision
about
if
this
is
something
we
wanted
to
move
forward
with
in
the
future.
A
AA
AF
Our
stakeholders
go
beyond
our
employees,
parents
and
students,
this
board
and
this
school
system
are
accountable
to
all
taxpayers
residents.
Our
elected
officials,
local
businesses,
communities,
local
business,
community
and
others.
Anne
arundel
county
is
excuse
me
also
competing
with
neighboring
counties
for
valuable
resources.
There
is
no
doubt
that
a
strong
and
successful
public
school
system
gives
our
county
a
distinct
advantage
in
this
battle.
AF
At
our
last
meeting,
the
board
approved
our
requested
operating
capital
budgets
for
the
next
fiscal
year.
We
are
asking
for
more
than
a
billion
dollars
in
operating
money
alone.
More
often
than
not,
the
conversation
is,
unfortunately
about
the
size
of
our
budget,
rather
than
the
investment
in
our
children
and
the
return
on
that
investment
that
benefits
our
county
as
a
whole.
AF
That
is
why
this
board
commissioned
beacon
to
do
the
study
we
want
to
change
this
conversation.
It
is
one
thing
to
say:
we
have
16
maryland
blue
ribbons
or
12
national
blue
ribbon
schools,
and
it's
also
great
to
point
out
that
our
seniors
last
year
were
offered
more
than
127
million
dollars
in
scholarships.
AF
AF
AF
I
am
truly
hoping
that
this
is
the
starting
point
for
a
different
kind
of
conversation.
I
know
the
entire
board
feels
this
way.
Rather
than
hearing
the
board
of
education
takes
half
her
budget,
it
would
be
so
refreshing
to
hear
we
invest
in
education
because,
because
it
is
critical
for
the
success
of
our
county,
this
board
in
the
school
system
has
spent
considerable
time
working
in
synergy
with
the
county
government
to
help
achieve
the
county's
long-term
aspirations
and
goals.
That's
how
it
should
be
because
after
all,
we
all
are
anne
arundel
county.
AF
AG
AI
I
don't
know
if
it's
morning
or
afternoon,
but
whichever
it
is
good
morning
good
afternoon.
Thank
you
very
much
for
having
us
here.
Thank
you
very
much
for
giving
us
the
opportunity
to
do
this
study
with
you
and
from
my
very
personal
perspective.
Thank
you
very
much
for
allowing
my
graduate
assistants
to
learn
by
doing
we're
all
educators,
experiential
learning
opportunity
for
them
to
see
how
dollars
and
cents
work
in
an
economy.
AI
This
is
a
very
exciting
study,
as
you
said
just
a
moment
ago,
and
it
is
a
very
informative
study,
but
before
I
get
to
talking
about
the
results
about
our
study,
I
want
to
take
a
moment
to
brag
a
little
bit.
Sarah
bunch
assistant
director
of
beacon,
is
one
of
your
products.
AI
Anne
arundel
county
public
schools
graduate
she
had.
She
did
two
undergraduate
degrees
at
the
purdue
school
in
less
time
than
it
takes
to
do
one
that
wasn't
enough.
So
she
came
back
to
the
nba
and
currently
she
is
at
her
dissertation
stage
of
our
phd.
So
you
can
be
very,
very
proud
of
one
of
your
products.
We're
not
letting
her
go,
don't
get
any
ideas,
but
we're
going
to
talk
about
people
like
sarah.
AI
In
just
a
moment
the
graduates
who
leave
and
might
or
might
not
come
back
beacon,
as
you
heard,
is
the
business
economic
and
community
outreach
network
of
the
business
school.
It
exists
for
two
reasons:
one
to
do
these
kinds
of
studies
for
public
and
private
sector
decision
makers
to
be
able
to
for
them
to
be
able
to
make
better
informed
decisions.
The
other
reason
is
the
one
I
mentioned
earlier
to
give
our
graduate
students
hands-on
experiential
learning
opportunities,
and
each
study
starts
with
a
series
of
client
meetings.
AI
A
scope
of
work
is
developed,
a
study
team
is
put
together,
data
is
collected,
information
is
gathered,
models
are
built,
dashboards
are
designed
and
when
everything
is
done,
a
report
is
generated
and
presentations
are
made,
and
this
is
why
we
are
here
today.
The
study
report
in
front
of
you
currently
says
final
draft
snow
happened
so
we're
two
days
behind
our
own
schedule.
We've
got
little
final
things
to
correct
the
past
two
days.
Our
campus
was
closed.
AI
So
we
weren't
able
to
cross
all
the
t's
and
dot
all
our
eyes
when
we
do
add
economic
impacts
to
the
economic
value
study.
We
do
something
very
interesting
and
very
sort
of
bizarre.
If
you
will
we
look
at
your
economy
and
say
what
would
happen
if
this
particular
economic
engine
never
existed?
It's
hypothetical
exercise,
but
it's
a
methodologically
sound
way
of
looking
at
its
impact.
If
you
remove
the
the
economic
engine
from
that
particular
marketplace,
you
immediately
know
what
you're
going
to
lose.
So,
therefore,
corollary
of
that
is
the
presence
of
this
economic
engine.
AI
I.E.
The
public
school
system
here
is
the
economic
value
added
to
your
local
economy.
The
way
we
calculate
this
is
based
on
four
different
variables
and
sarah.
If
you
would
go
to
them
the
first
one,
we
look
at
the
the
actual
operations
you
heard
this
is
a
billion
dollar
operation.
It's
the
second
largest
employment
engine
in
the
county,
and
it
is
a
huge,
huge
economic
contributor,
by
virtue
of
its
presence,
just
spending
the
money
on
the
school
operations,
on
salaries
on
vendors
and
all
related
activities,
and
also
families
of
the
students
spending
money.
AI
For
a
variety
of
activities,
we
also
look
at
the
value
of
the
degrees
awarded.
Obviously,
an
educated
workforce
and
educated
population
is
going
to
do
better
than
a
less
educated
population,
so
the
outcomes,
the
educational
outcomes
of
your
school
system
have
economic
value
attached
to
that.
So
our
job
was
to
take
a
look
at
that
economic
value.
Quantify
it
and
say:
what
really
does
it
mean
to
have
an
educated
population
at
the
level
that
you're
producing
your
outputs
people?
Like
sarah,
we
also
looked
at
the
economic
development
impacts.
AI
This
is
my
world,
I'm
an
engineer
with
an
mba
and
training
in
economics
and
most
of
what
we
do
is
in
economic
development.
Beacon
has
been
now
in
existence
for
25
years.
This
is
about
the
either
just
below
or
just
over.
A
thousandth
study
that
we've
we've
done
in
these
kinds
of
things,
and
always
the
question
that
is
asked
is
what
makes
this
a
good
place
to
live,
work
and
play
what
makes
this
a
good
place
to
establish
roots
family.
AI
AI
All
those
questions
and
the
answers
to
those
questions
have
economic
value.
So
sarah,
my
team
and
myself,
we
calculated
we
quantify
those
economic
values
to
be
able
to
understand
value,
propositions,
productivity
and
enhancements
all
the
associated
value
that
an
educated
workforce
brings
into
a
locality.
AI
Finally,
statistics
and
past
research
tell
us
that
when
you
have
the
ability
to
increase
the
educational
standards
in
your
community,
certain
public
costs
go
down,
whether
their
health
care,
public
safety,
type
costs
or
crime
or
welfare
type
activities
social
costs.
These
reductions
are
well
documented
in
people
who
do
research,
not
in
education,
but
in
welfare,
in
crime
and
in
health
care
expenditures.
AI
They
tell
us,
based
on
their
public
health
research
based
on
their
public
safety
research
based
on
their
public
welfare
research,
what
an
educated
workforce
means,
which
is
why
they
say
at
the
end
of
their
studies.
We
must
do
more
in
educating
our
communities.
We
must
invest
more
in
our
young
people,
so
that's
the
investment
that
provides
that
return
on
that
investment
by
reducing
those
costs.
AI
Sarah
will
now
take
us
through
some
of
these
findings
and-
and
you
have
these
in
front
of
you
in
the
report
as
well,
but
every
dollar
in
operational
money
spent
by
the
public
school
system
here
results
in
additional
total
spending
of
dollar
36..
Every
job
here
supports
another
one-third
of
a
job
in
the
community
out
there.
AI
When
you
look
at
other
parts,
I
don't
know
if
this
was
shared
with
you
or
not.
Well,
we've
done
these
kinds
of
studies
before
with
other
school
districts,
and
when
we
look
at
these
one
of
the
questions
we're
asked
is:
could
it
be
better
hold
that
thought
we're
going
to
come
back
to
that,
because
it
can
be
better
it's
great,
but
it
can
be
better
next
slide.
Please.
AI
We
also
have
a
lot
of
spending
in
capital
activity
beyond
operations
and
again,
if
you
look
at
the
report
in
front
of
usually
these
are
on
big
boxes
in
the
report
you're
looking
at
a
return
of
local
spending
of
dollar
48
million
in
capital
spending
7.56
additional
jobs.
This
is
very
important.
This
is
very,
very
important,
and
every
dollar
in
capital
spending
retained
in
the
state
of
maryland
creates
a
total
spending
of
dollar.
Seventy
eight
retained
in
the
state
of
maryland
we're
going
to
talk
in
a
moment
about
the
concept
of
leakage.
AI
Okay,
we
have
the
students
who
graduated.
What
are
we
going
to
do
with
them?
Well,
we.
These
individuals
are
going
to
go
out,
get
jobs
they're
going
to
provide
input
into
the
economy
that
input
net
present
value
of
that
input
over
their
work.
Lifetime
is
1.4
billion
each
graduating
class,
the
county
type
income
tax
to
be
paid
on
these
income.
That
property
is
25
million
per
graduating
class.
This
is
additional
value
to
the
economy.
Next
one
please.
AI
Remember
we
talked
about
the
question
people
asked
when
they
are
re-looking
to
tell
me
about
the
school
system.
The
presence
of
a
good
school
system
has
a
positive
impact
on
property
values,
and
that
translates
into
an
additional
149
million
in
real
property
values
which
then,
in
this
county,
with
the
current
tax
rates,
is
about
1.41
million
a
year
in
additional
value
created
by
the
presence
of
the
school
system.
This
is
cumulative.
AI
This
keeps
getting
better
next
one
please,
I
mentioned
early
on
to
reduce
public
costs,
public
health
crime,
welfare,
these
add
up
to
in
excess
of
300
million
a
year
in
savings.
When
you
put
all
this
together,
you
realize
that
you
are
a
very
important
economic
engine,
very
high
return
on
investment
for
the
county's
public
dollars
in
public
investments.
AI
There
are
two
types
of
investments
that
have
the
highest
return
on
investment:
one
is
highways,
it
makes
sense
because
commerce
happens,
we
have
to
get
from
point
a
to
point
b
to
work,
play
and
interact
and
exchanges
to
take
place.
That's
the
hard
investment,
the
soft
investment.
The
hardware
versus
software
is
your
education.
That's
the
second
highest
return
on
investment.
You
need
to
have
an
educated
workforce,
you
need
to
have
people
who
are
going
to
be
able
to
create
new
economic
value,
create
new
economic
wealth
hire
people,
and
that
comes
through
improved
education.
AI
That
is
why
it
has
the
second
highest
return
on
investment
statewide.
We
always
talk
about
agriculture
being
the
number
one
industry
in
reality,
education
is
the
number
one
industry
because
of
its
return
on
investment,
even
more
so
than
the
entirety
of
transportation
investments.
This
is
a
message
that
gets
lost.
People
don't
talk
about
this
because,
as
you
said,
it's
a
very
large
chunk
of
the
budget.
It's
a
nice
target.
Of
course,
I'm
biased,
I'm
an
educator
myself,
so
it
is
now
my
job
to
help
you
educate
your
decision
makers
that
this
is
not
a
cost.
AI
AI
How
does
leakage
happen
when
your
employees,
your
vendors
and
your
graduates,
not
live
here,
but
come
here
for
transactions
or
not
come
at
all?
That
is
leakage
in
different
counties.
Return
on
investment
can
be
as
low
as
30
40
50.
Yours
is
about
100
percent.
It
can
be
as
high
as
200
percent.
The
ones
that
have
the
higher
percentage
are
the
ones
that
keep
more
of
their
graduates
or
attract
their
graduates
back
after
they
go
to
college
and
create
companies,
businesses,
good
jobs,
etc.
AI
To
come
back
to
the
fold
to
provide
that
in
investment
in
your
future
counties
that
have
higher
leakage
such
as
talbot
county
on
the
eastern
shore
to
a
lesser
extent,
cecil
county,
they
are
mostly
losing
because
it's
too
expensive
to
live
in
their
counties
and
very
large
number
of
their
employees
and
their
vendors
live
or
operate
in
another
county
and
come
to
that
county
to
the
transaction,
the
monies
they
take,
they
spend
elsewhere.
That's
the
leakage.
This
is
less
of
a
problem
here.
AI
The
bigger
problem
is
the
leakage
of
your
graduates,
not
a
sufficient
number
of
them
coming
back
to
to
invest
back
in
the
community.
It's
a
public
policy
issue.
In
fact,
if
I
were
sitting
in
a
decision-making
capacity
in
this
county,
I
would
worry
a
lot
more
about
that
than
the
budget
of
the
school
system,
because
that
has
a
bigger
economic
impact
in
terms
of
you're.
Educating
someone
else's
winner.
H
AI
Okay,
once
again,
thank
you
very
much
for
having
us
do
this
study
for
you.
We
are
delighted
with
the
response
we've
had
from
all
of
you
in
putting
the
study
together,
we've
also
created
a
tool
that
sarah
is
going
to
demonstrate
quickly.
The
question
then
becomes.
This
is
a
dashboard
we
created
around
the
study.
The
question
always
is
asked:
well
what,
if
what,
if
we
cut
the
budget,
what
if
we
increase
the
budget,
all
those
numbers
I
gave
you
are
based
on
what
is
but
anytime
somebody
asks
what,
if
it's
higher
or
lower.
AI
AJ
This
is
for
the
what,
if
scenarios
are
applicable
to
the
economic
and
employment
impact,
specifically
that
first
value
chain
that
we
discussed,
so
we
can
see
our
starting
figures
that
are
based
on
the
assumptions
that
we
used
in
our
report.
But
if
we
looked
at
funding
changes-
and
we
can
drill
down
here
for
more
detail-
we've
been
able
to
build
in
some
equations
already
into
the
dashboard,
based
on
the
different
models
that
we've
built
and
re-running
those
models
under
some
different
scenarios.
AJ
AI
D
AI
D
I'm
gonna
give
salisbury
university
credit
along
with
the
beacon
program.
You
guys
did
a
great
job.
I
I
do
have
some
questions,
though,
and
as
you
dig
down
a
little
bit
deeper
and
of
course
I
could
follow
up,
I
don't
want
to
take
the
whole
board
meeting.
But
when
I
was
looking
at
the
employment
structure
data,
I
was
a
little.
You
know
shocked.
D
We
get
the
the
assumption
that
the
federal
government
and
state
government
is
the
majority
of
employment
for
for
anne
arundel
county
citizens,
but
when
I
noticed
the
the
trade
transportation
utilities
being
the
highest
at
21.
Well,
I'm
thinking
well,
maybe
we're
forgetting
bwi
airport
we're
for
getting.
You
know,
transportation
in
terms
of
goods
around
ports.
Things
like
that.
So
I
was
just
curious.
AI
First
of
all,
a
little
background:
explanation:
employment
data
is
collected
by
the
federal
government
for
statistical
purposes
that
transcend
local
jurisdictions.
It's
collected
more
at
the
state
level
and
and
the
federal
level,
and
sometimes
it's
difficult
to
apportion
or
allocate
those
numbers.
We
do
we.
When
we
look
at
it,
we
lose
a
variety
of
sources.
We
look
at
local
sources
as
well
as
federal
government
sources,
and
we
make
some
assumptions
since
we
have
to
make
some
assumptions.
AI
We
don't
always
hit
it
100
percent,
but
these
are
validated
assumptions
and
they
are
valid
distributions
and,
as
you
yourself
mentioned,
they
fluctuate
a
lot
and
then
the
second
part
of
it
is
something
you
and
I
call
transportation.
They
might
not
call
it.
They
might
call
your
school
bus
drivers
transportation.
AI
AJ
D
I
find
amazing
out
of
all
this
one
of
the
things
and
correct
me
if
I'm
wrong
and
interpreting
this
in
a
different
way,
but
the
amount
of
construction,
jobs
or
materials
of
companies
that
are
outside
of
anne
arundel
county
doing
business
here
and,
of
course,
that's
a
question
as
a
board
or
even
the
county
executive
or
other
people
probably
need
to
address,
is
why
aren't
we
having
more
folks
who
own
construction
businesses
do
construction
in
anne
arundel
county,
especially
you
know
at
the
level.
AI
And
I
don't
know
if
you
have
a
comment
on
that,
but
I
know
this
is.
However,
it
is
a
very
important
policy
variable
and
when
we
made
presentations
in
other
counties
where
this
was
also
the
case,
it
was
interesting
that
the
county
decision
makers
followed
up
on
that
question.
It
became
part
of
the
the
the
discussion,
which
is
a
good
thing.
It
needs
to
be
part
of
the
discussion,
but
you're
absolutely
right.
Thank
you.
So
much.
AG
Mr
perezki,
just
to
add
a
little
bit
of
texture.
To
that
I
mean
again,
like
dr
derek
said:
it's
good
news.
Bad
news
in
totality
of
our
spend
about
86
percent
of
our
spend
remains
within
the
state
of
maryland,
so
the
vast
preponderance
of
the
dollars
that
anne
arundel
county
public
schools
spends
on
both
its
capital
construction
elements
and
its
maintenance-related
construction
elements
stay
within
anne
arundel.
I
mean
within
the
state
of
maryland,
but
you're
right.
B
So
I'm
not
the
numbers
person,
but
let
me
so
what
I
gather
from
this
is
that
if
I
was
somebody
who
was
making
an
investment
in
a
fortune
500
company,
this
would
be
a
good
investment.
Oh
yeah,
okay,
and
I
was
gonna,
I'm
and
as
a
as
as
you
know,
so
if
I'm
somebody
who's
who's,
getting
gone
to
the
stocks
and
and
so
I'd
be
getting
some
good
returns
on
those
stocks,
absolutely.
AI
AI
AI
Vice
president,
that
is
exactly
the
case,
and
that
is
something
we
have
always
known,
but
it
is
sometimes
hard
to
quantify
so
this
study
provides
such
quantification.
The
people
who
have
always
known
that
now
will
have
the
the
knowledge,
the
information,
the
data,
the
ammunition
to
be
able
to
say,
I
told
you
so.
AF
A
AG
Ma'am,
the
intention
is
that
we're
much
like
if
you
were
to
view
your
home
page
right
now,
you
have
a
superintendent
search
tile.
You
had.
H
AG
H
AG
Earlier
and
some
other
information
that
will
be
helpful
to
the
user,
okay,.
A
A
A
There's
been
a
motion
to
bundle
them
is
all
those
in
favor
opposed
motion
passes.
We
now
have
a
list
of
consent
items
your
recommendation,
mrs
perkins.
Z
A
AK
However,
today,
because
that
company
has
withdrawn,
we
are
humbled
by
the
opportunity
to
resume
our
long-standing
relationship
with
this
responsibility
that
take
these
children
to
and
from
school.
AK
And
finally,
as
I
testified
on
january
8th,
I
would
like
to
applaud
you
and
your
staff
for
the
work
that
you
do
to
keep
these
less
fortunate
children
in
a
steady
classroom
which
is
really
important,
considering
their
living
situations,
and
we
strive
to
be
excellent.
Thank
you
very
much
for
the
opportunity.
A
Thank
you
very
much.
All
right
is
there
any
other
comment
on
these
items.
Seeing
none.
We
have
a
motion.
That's
been
properly
made
and
seconded
all
those
in
favor
opposed
extensions
motion
passes
nine
zero,
zero.
That
brings
us
to
the
conclusion
of
our
agenda
before
we
move
on
I'm
going
to
make
a
few
announcements.
A
B
I'd
like
to
move
that
we
go
to
a
closed
session
to
discuss
the
appointment,
employment
assignment
promotion,
discipline,
demotion,
compensation,
removal,
resignation
or
performance
evaluation
of
appointees
employees
or
officials
over
whom
this
public
body
has
jurisdiction
or
any
other
personnel
matter
that
affects
one
or
more
specific
individuals.
Is
there
a
second.
