three
members
of
the
health
department
team
who
are
shining
examples

incredible
commitment

nurses

nurse
assistants
possess
sue.
Comley
has
been
the
school
nurse

southern
high
school
for
22
years.
First
and
foremost,
sue
is
a
health
educator.

She
is
especially
adept
at
assisting
with
medically
fragile
students
in
her
unique
bedside
manner
that
enables
her
to
remain
absolutely
calm.
Even
during
intense
medical
emergencies.
Nurse
nancy
is
not
just
a
nurse.
She
is
phenomenal
at
her
job,
elevating
what
could
be
deemed
ordinary
care
to
some
truly
extraordinary
care
at
pasadena
elementary
and
just
last
week,
nancy
assisted
a
community
member
in
distress
outside
of
the
school
until
emergency
responders,
arrived
health
assistant,
rosemary
holton
is
the
triple
crown
of
point
pleasant,
elementary
school.
She
is
responsible,
accountable
and
very
thoughtful
about
her
work.

Having
served
at
school
for
19
years,
she
is
a
familiar
and
friendly
face
from
the
moment
students
encounter
rosemary.
They
know
they
are
in
good
hands
rosemary,
not
only
understands
and
executes
her
day-to-day
duties,
but
understands

scope
of
school
health
and
the
overall
goals
of
the
school
system.

bright
moment

came
from
something
that
began
in
darkness.

everyone
knows,
last
thursday
someone
hung
a
noose
from
a
light
fixture
at
crofton
middle
school.
If
the
suspects
intended
to
stir
hatred
and
angst,
they
failed.
In
fact,
it
was
just
the
opposite.

Under
the
leadership
of
principal
nuria
williams
and
her
team,
the
school
staff
and
students
rallied
together
in
unity
in
a
loud
voice.
They
said
not
here,
then
the
incredible
community
jumped
in
spurred
by
the
group
croft
in
his
kind
more
than
250
people
gave
up
part
of
their
mother's
day
to
write
a
colorful
message
of
love
and
support
on
the
sidewalk
at
the
school.

Maria
sasso-
and
I
are
members
of
the
maryland
hall
board
and
lanell
bowen,
who
is
current
president,
is
retiring
after
21
years.

believe,
and
linnell
is
the
face
of
maryland
hall.
She
has
meant

much.
It's

wonderful
asset
to
our
school
system,
with
with
all
that
they
do
for
our
performing
and
visual
arts
program
and
and
everything
they
do
for

community,
and
we
are
embarking
on
act,
two
which
is
a
second
phase
of
renovation
at
maryland
hall
and
on
june
9th.

big
celebration
for
lanell
bowen
and
I
really
encourage

hope
all
many
people
will
come

be

tributes.

be
a
surprise

kinds
of
things
going
on

and

inventory

we've

it
has

catalyst
for
the
arts
for
us

school

only

community,
but
for

arts
program

public
schools,

students

the
time
of

there's

end
of
the
year
performances
going
on,
and

had

pleasure
of
seeing
the
corcoran
middle
school
end
of
the
year
orchestra
strings
concert,
the
glen,
burnie
high
school
orchestra,
strings
concert
and
then
a
special
performance
at
meade,
high
school
of
their
steel,
drum
band
and
mr
sasso,
and
I
were
able
to
see
that
and
it
was
fabulous
and
the
corcoran
middle
school
band.

also
last
week
here
at
the

central
office.
They
had
a
display
of
all
of
our
charter
and
contract
schools
were
there
with
students
showing
off
what
we're
doing
there,
and
it
was
a
great
example
to
see
the
kids
talking
about
their

schools

part
of
our
inventory
of
school
choice.

All
of
us
were
able
to
attend
the
cat
north
award
ceremony
last
week,
which
was
always
inspiring.
As

what
all
these
kids
are
doing
as
they
go
out-
and

was
a
great
evening
and
one
more
miss
burge

able
to
go
this
morning
to
our
volunteer,
appreciation
tea
and
I
believe
the
numbers
were
that
we
have
over
monique.

eighteen
thousand
volunteers
and
over
five
hundred

seventy
thousand
hours
that
were
given
by
volunteers
throughout
the
system
this
year
and
I
believe,
that's
under
counting,

I
know

turn
in
our
hours,
and
we
should

have
that.

that's
the
equivalent
of
over
15
million
dollars
that
in
service.
That's
given
to
our
schools

four-year
colleges
with
scholarships
with
scholarships
larger
than
any
scholarship
that
I
could
get.
It
was
really
quite
impressive.

the
name

the
program,
but
if
you
want

learn
how
to
be
a
park
ranger
that
kind
of
thing
you
could
get
your
start
there.
I
mean
there
are
an
amazing
number
of
things
that
you
could
learn
at
cat
north
and
these
kids,
who
work
so
hard,
were
doing
amazing
things
and
getting
10
000
scholarships,
and
I
was
so
impressed
and
I'm
always
impressed
when
I
go
there
and
I
really
think
if
you
haven't
been
there,
you
need
to
go
visit

team.

secretary

it's
funny
because
yesterday
I
was
wishing
for
more
time
with
krask
just
one
more
moment,
and
now
I
get
it
and
I'm
gonna
use
it.

The
first
time
I
came
to
crass
I
was
in
sixth
grade.
I
was
so
impressed
by
the
older
students.
I
wanted
to
be
the
guy
at
the
podium
who
everyone
respected.
I
wanted
to
be
build
a
better
tomorrow
through
student
leadership.
I
wanted
to
hang
out
with
older
kids
and
go
on
field
trips.
I
was
a
force
of
nature,
all
4,
10
and
75
pounds
wearing
a
clip-on
tie.

knew

I

difference
in

fell
in
love
with
student
leadership.

wish

crusade

advocacy

conservation,

representation

transgender
rights

teacher
compensation
somewhere
along
the

became

of

students
with
the
encouragement

trust

our

contract

great
interest

recent
letters

say

need

work

be
able

provide

best
possible
educational
experience

young

totally
agree.

all
know,
however,

class
sizes

become

issue
next
year,

upon
current
funding.

suggest
that
you
take
a
look
at
some
staffing
strategies
to
help
minimize
the
negative
impact
of
the
larger
student
population

additional
teaching
staff,

least
during
the
next
school
year.

This
week
I
told
this
board
of
ed
last
month
that
we
would
be
here
to
advocate
or
there
to
advocate
for
the
budget,
and
we
were.

Hearing
recently,
I

xu,
the
county
council,
the
boards
of
education

superintendents
both
past
and
present,
because
for
my
career
I
have
experienced
eight
percent
colas
or
three
years
of
six
percent,
as
well
as
three
to
five
percent,
with
only
a
few
years
of
zero
to
one
percent
and
with
these
colas
I
also
did
receive
every
step
that
I
earned
based
upon
my
years
in
service
20
years
ago.
I
hit
the
top
step.
I
really
have
not
been
negatively
impacted
by
by
a
loss
of
stats.

our
teachers,

you

have,
ladies

usually

my

parent

a
first
grader

hillsmeer
elementary
school
as
well
as
two
younger
children.
I
realize
we're
going
to
have
kids
for

hills
mirror
for
over
10
years,
so
it's
I'm
excited
to
be
involved.
I'm
currently
the
chair
of
our
equity
and
diversity
committee
on
rpta,
as
well
as
an
incoming
vice
president
of
membership.

Part
of
the
reason
I'm
bringing
up
my
teaching
at
woodside
garden
apartments
is
I'm
seeing
first
hand
the
struggles
of
students
who
were
not
given
the
opportunities
they
needed
to
be
successful
in
school
and
seeing
the
realities
of
how
difficult
that
is
so
students
wearing
the
same
outfit
every
single
time.
I
see
them
and
students
who
have
not
been
able
to
get
their
driver's
license
and
students
who
need
someone
to
pay
for
a
haircut,
and
I
want
us
to
do
something
to
fix
that.

So
the
reason
I'm
wanting
to
talk
to
you
about
that
is
I'm
asking
that
you
consider
retaining
all
of
our
22
teachers
as
opposed
to
taking
away
three
of
our
teachers
due
to
the
changes
in
student
numbers
potential
student
numbers
because
of
monarch
academy
tonight.
I
wanted
to
speak
specifically
on
behalf
of
our
students
who
are
struggling
academically,
as
well
as
our
students
who
come
from
stressed
home
environments
due
to
poverty.

know
that
we
have
at
least
25
percent
of
our
students
who
are
not
reading
on
grade
level,
and
we
have
a
quarter
of
our
I'm
sorry.
Yeah
25
and
over
35
percent
of
our
students
are
on
free,
reduced
lunches,
leading
one
to
believe
that
there's
some
family
stress
going
on
parents
working
multiple
jobs
and
we
want.
We
don't
get
the
extra
support
that
title
one
provides
because
we
are
not
a
title
one
school
and
what
we
want
is
we
want
stability
for
our
students.

kids

our
families
and
our
teachers,

we
want

keep
our
best
teachers
and
when
we
keep
we're
going
to
lose

concrete

school

next

staffing

As

community
college

paying
for
college
tuition
and
upcoming
college
tuition.
The
only
way
you
can
confirm
that
you're
going
to
go
to
school
is
by
putting
a
dollar
down,
there's
no
way
to
confirm
students
are
going
to
monarch
academy
without
that
there's
nothing
forcing
them
to
go.

They've,
there's
an
indication
of
interest
right
now
in
monarch,
there's
about
100
students
from
what
we
understand
that
are
interested
in
monarch
academy,
they've,
taken
the
steps
to
do
the
application,
visited
the
schools
and
so
on.
But-
and
I
sent
you
an
email
earlier
this
afternoon.
I
want
to
thank
mr
gilliland
for
getting
back
to
me,
but
I'll,
just
piggyback
on
those
comments
and
that
there's
no
way
to
know
by
august
that
they'll
actually
attend.
If
you
know
anything
about
hillsmere,
elementary
and
hillsmeer
as
the
community,
you
know
that
we
have
a
very
active
pta.

We
have
a
vibrant
fundraiser
every
year.
That's
well
partici
well
attended
not
only
by
hills,
mayor
students,
but
by
hill's,
mirror
alum
and
other
students
in
the
community
who
go
to
private
school
or
other
schools.
We
also
have
dedicated
music
and
arts
teachers.
So
when
we
talk
about
losing
the
three
classroom
teachers,
our
extracurricular
teachers
are
also
from
what
I
understand,
possibly
in
in
flux.

At
this
point
too,
but
again,
a
lot
of
this
is
basically
just
assumption
because
we
don't
know
who's
going
to
monarch,
there's
just
no
way
to
know
until
september
when
everyone
shows
up
and
sits
down,
because
there's
no
way
to
confirm
that
seat.
So
deciding
to
take
those
three
teachers
at
this
point
seems
premature
to
me:
I'm
getting
ready
to
pay
for
college
tuition.
I
know
what
classes
my
daughter
will
be
taking
in
the
next
month.
I
have
already
committed
my
400
deposit
she's
going.

I
have
no
choice,
I'm
if
she
goes
to
a
different
school
that'll,
be
you
know,
but
she's
going.
There's
no
way
for
me
to
commit
any
other
child
to
going
to
any
other
school
public
school
in
this
county.
Just
because
they've
shown
up
in
indicated
interest
and
I'm
staying
for
a
lot
of
the
reasons
I
already
gave
you
and
the
role
of
hillsmir
in
our
community
and
how
great
the
teachers
are.

My
child
was
getting
ready
to
go
to
college
a
lot
of
the
teachers
if
she
walked
in
the
building.
She
wouldn't
recognize
most
of
them-
it's
not
unusual,
maybe
over
ten
years,
but
not
over
two.
We
also
are
about
to
have
our
fifth
principle
that
I
can
name
in
the
ten
years
that
I've
been
affiliated
with
hillsmere.
It
would
be
nice
for
my
children
to
be
able
to
come
back
in
the
fall
and
know
the
teachers
that
they've
already
developed
a
relationship
with
that
they're
going
to
see
in
the
fall
because
they
know
them.
O
We
also
know
for
certain
that
not
all
of
the
projected
100
families
definitely
will
be
leaving,
and
even
if
70
of
those
100
transfer,
the
removal
of
three
teachers
keeps
the
ratio
close
to
23
to
one,
as
I
discussed
in
my
letter
sent
earlier
today.
We
also
know
that
hill
smear
had
the
highest
numbers
of
kids
in
annapolis
that
were
bullied
an
issue
that
especially
needs
strong
trust
with
teachers
to
help
prevent
trust.
That
can
only
happen
if
the
kids
have
enough
time
to
connect
with
their
teachers.
O
Hill
smear
has
been
a
constant
standard
for
elementary
schools
in
the
county,
with
a
great
support
system
of
teachers,
staff
and
community
members
taking
care
of
our
diverse
student
population,
one-third
of
which
are
on
reduced
lunches
without
the
constant
and
extraordinary
support
of
our
current
teachers.
Our
kids
would
not
be
testing
high
on
park
exams.
O
We
would
not
have
the
regular
neighborhood
events
in
places
like
robin
wood
or
have
our
wonderful
hill
smear
publishing
company
that
let
our
kids
imagination
soar
while
feeling
like
they
are
accomplished
writers
without
knowing
exact
numbers
of
who
will
be
transferring
to
monarch.
It
simply
is
unreasonable
and
unrealistic
to
remove
teachers
from
our
school
before,
knowing
the
actual
impact
monarch
will
have
on
the
annapolis
cluster,
and
so
I
ask
that
you
wait
on
the
decision
to
shift
teachers
for
this
coming
year.

a
fourth
grader
at
his
elementary
school,
and
I
hear
that
we're
going
to
lose
speed
teachers
out
here,
and
that
makes
me
sad
if
we
lose
free
teachers.
Some
of

restructure
a
scale
to
make

more
affordable
for
the

moving

triple
option
plan

health

concessions

our

have

great

bring
that
stability
back

the
budget
and
healthcare

organized

county

engaged
these
folks
on
a
grassroots
level
through
our
raising
rental
campaign,

we
look
to
raise
student
achievement,

anne
arundel,

awareness
in
the
community
of
the
need
for
more
resources
for
our
educators
and
to
raise
a
level
of
understanding
of
how
desirable
how
a
desirable
school
system
is
a
win
for
the
county
as
a
whole.

confident

we

reach
further
agreements
in
the
future,
based
on
the
mutual
collaboration
on
topics
that
we
both
have
interest.

help
of
the
county
executive,
the
county
council,
the
school
system
and
the

that
we
are
climbing

of
the
whole
of

and
not
slipping
back
into

executive

first
budget
address
that
he
sees
step
increments
as
a
regular
occurrence

us

that's
something
we
can

forward

annually
bring
the
fourth
quarter
budget
transfer
to
the
board's
attention
at
this
time

year.
It
allows
us
to
do
accomplish
two
main
tasks.
One
is
to
recognize
revenue
that
we've
accrued
through

year

were
not
previously
anticipated
and
received
the
requisite
appropriation
authority
so
that
we
had
the
authority
to
spend
and
dispense
those
funds.
The
second
thing
is
because
of
our
budgets
here
within
the
state
of
maryland,
are
disaggregated
within
14
state
categories.
We
have
to
not
just
balance
at
the
bottom
line.

have
to
balance
within
internally
each
one
of
those
categories.
So
the
second
feature
of
this
fourth
quarter
transfer
is
to
allow
us
to
make
those
minor
adjustments
late
in
the
year
to
make
sure
we
are
in
fact
balanced
among
those
categories,

focus
on
the
first
one,

that
is
the
revenue.
So,
overall,
throughout
the
year,
we've
aggregated
about
eight
and
a
half
million
dollars
of
additional
revenue

not
anticipated
when
the
budget
was
struck.

of

eight

half
million
is

five
million
dollar
ordinance

appropriation
bill
that
the
county
government
has
introduced

our

was

just

hearing
and
a
vote
in
the
19th
of
june
that
5
million
dollars
would

permanent
inside
of
maintenance

effort
money
allocated

fixed
charges,

specifically

the
health
care
fund
solution,

remaining
eight
and
a
half
million
dollars.

balance
outside
of
that

dollars
comes
from
other

federal

restricted

it
is
the
beginning
of
the
entire
system
that
is
sequential
across
grade
levels.
So
it
really
focuses
on
research-based
instructional
strategies
and
methodologies
that
really
prepare
students
for
college
and
career
readiness.

is

to

lifelong

the
achievement
gap
and
making
sure
that
all
students
have
access
to
those
structural
strategies

it's
really

like
organization

students
throughout
their
educational

elementary
incorporates
the
same
wicker
framework
that
is
used
in
the
avid
secondary
model.
Wicker
stands
for
writing
inquiry
collaboration
organization
and
reading
strategies
to
grow.
Students
in
these
areas
are
embedded
throughout
the
day
in
the
regular
school
curriculum
so
that
students
develop
successful
learning
habits.
What
are
some
of
the
other
components
of
avid
elementary.

student
success
skills
and
organizational
pieces
that
I
mentioned
are
big
big
parts
of
avid
elementary,
so
teaching
kids
to
stand
up
for
themselves
to
be
able
to
self-advocate
communicate
with
their
teachers
and
their
peers
and
to
collaborate
with
one
another
in
class
to
be
able
to
achieve
higher
order.
Thinking
and
questioning
there
there's
a
great
focus
on
organizational
strategies,
whether
it's
organization
of
thinking,
organization
of
materials,
so
you're
thinking
about
agenda
books,
organizational
notebooks,
folders
different
ways
to
organize
things.

do
actually,
and
so
that
piece
of
avid
elementary
is
called
beginnings,
usually
with
the
lower
grade
levels
or
the
primary
grade
levels.
So
they
focus
a
lot
on
communication
and
it's
l
wicker
in
those
grade
levels.

it's
learning

So
it's
a
lot
more
dependence
on
the
teacher.
So
a
lot
of
teacher
modeling
teacher
directed
strategies
that
they
will
then
learn
to
become
more
independent
in
implementing
as
they
get
older
and
get
into
the
avid
foundations.

essentials
as
opposed

the

secondary

so
they
are.
Her
first
is
wickor,
which
we
already
mentioned:
the
writing
inquiry
collaboration
organization
and
reading,
so
that
is
school-wide
throughout
every
grade
level
in
a
school-wide
avid
site.
So
that's
the
instructional
piece
it
is.
It
is
all
about
the
instruction
what
you
see
in
the
classroom,
what
the
teachers
are
focusing
on
each
day.

force
behind
avid
elementary
is
the
school-wide
implementation
of
the
program,
so
we're
developing
and
practicing
skills
and
habits
and
instructional
strategies
throughout
the
day

every

to
affect
the
positive
learning
habits
of
our
children.
