From YouTube: BOE Public Session 2 15 2017
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Maybe
it's
it's
something
that
you
all
considered
in
the
past
eight
budgets
that
you
said
you
worked
on
and
were
not
successful
in
addressing
that
equivocation
on
this
issue
is
not
going
to
lead
to
success,
and
I
think
that
we
need
to
be
very
clear
now.
Take
those
dollars
away
before
they're,
even
there
to
to
haggle
over.
C
Massa
eric,
it
is
my
understanding,
then,
if
we
go
from
20
to
16
that,
basically,
whatever
the
consequences
are
whether
it's
teachers
layoff
basically
the
teachers
will
have
to
take
the
consequences,
because
the
money
is
not
there
from
the
very
start.
So
if
there
is
a
gap,
the
gap
will
have
to
immediately
be
taken
care
of
which
would
mean
teachers
layoff,
that's
it
they
just
have
to
go.
The
money
is
not
there,
so
they
have
to
go
furloughs,
you
know,
so
that's
what
it
would
mean.
C
D
E
So
this
proposal
will
become
effective
july
1
of
of
2017
with
the
beginning
of
the
fiscal
year,
because
that's
the
budget
that
we're
talking
about
so
we've
identified
that
there
is
a
structural
disconnect
between
revenues
from
all
sources
and
expenses.
Collectively
of
about
20
and
a
half
million
dollars
for
the
year.
For
the
for
the
fy18
correct
for
the
totality
of
that
year
to
reduce
the
meaning.
B
E
Yes,
sir,
that's
correct
okay,
and
so,
if
the
revenue
request
again
from
all
sources
from
from
the
employer's
share
is
reduced
by
four
million
dollars
down
to
20
down
to
16.5
million.
That
means
we
have
to
identify
opportunities,
additional
opportunities
for
cost
avoidance
or
find
opportunities
of
receiving
additional
incremental
revenues
from
the
planned
participants
in
the
way
of
either
co-pays
limiting
increasing
maximum
out
of
pocket
expenditures
or
reducing
the
employer,
employee
cost
sharing
structure.
That's
the
90
10
ratio.
E
Correct
and
those
would
need
to
be
arrived
at
through
largely
through
the
negotiation
efforts
between
your
chief
negotiator
and
the
chief
negotiators
for
the
respective
for
bargaining
units.
You
certainly
have
the
ability,
however,
to
impose
unilaterally
any
adjustments
that
you
wish
to
those
that
are
not
represented
by
employee
groups,
actives
and
potentially,
look
at
retirees
as
well.
F
B
So
if,
for
some
reason,
the
contribution
ratio
were
not
changed
immediately
as
of
july
1,
which
again
I'm
presuming
that
that
happens,
which
then
this
pays
for
itself.
If
that
were
not
to
happen,
this
shortfall
that
you're
talking
about
would
not
occur
until
the
end
of
the
year.
Correct,
because
the
monthly
expenses
are
1.6
or
1.7
million
dollars.
G
C
F
D
F
B
I
you
know
see
these
fiscal
issues.
I
think,
in
a
lot
of
the
same
ways,
frequently
what
I'm
proposing
has
no
more
likelihood
to
end
up
in
furloughs
than
anything
else.
That's
been
proposed
this
morning,
there's
nothing
that
I'm
proposing
that
is
likely
to
cause
furloughs
and
certainly
not
as
of
july
1..
Thank
you,
mrs.
H
E
Right,
correct,
there's,
there's
two
moving
variables,
so
hypothetically
at
a
30
000
foot
level,
if
you're
looking
to
reduce
in
a
90
10
split
to
some
number
lower
than
that,
so
one
of
the
variables
is
down
to
what
number
are
you
looking
to
get
to
87
85
80
20,
you
know
so
one
variable
is
the
degree
of
the
split.
The
other
variable
is
the
implementation
date,
so
you're
absolutely
correct.
E
H
B
Just
question
just
so
that
everyone
here
knows:
you
know
this
number
that
I've
proposed
in
reducing
from
20.5
to
16.5
is
not
it's
not
out
of
nowhere,
and
I
can
represent
to
everyone
here
that
that
number
is
half
of
the
at
least
the
savings
that
could
be
achieved
from
the
contribution
ratio.
B
Change
that
I
think,
would
be
appropriate,
so
I've.
I
can
tell
you
that
I
already
took
that
into
account
in
cutting
it
in
half
when
I
proposed
the
4
million.
B
H
By
the
time
the
county
executive
has
to
strike
his
budget.
We'll
have
a
lot
more
data,
we'll
know
if
we've
had
any
kind
of
successful
negotiations
toward
that
9010
split.
We'll
also
have
a
couple
more
months
worth
of
bills
that
have
come
in
from
the
health
care.
I
think
we'll
have
a
bigger
picture
when
he
strikes
his
budget
or
even,
but
certainly
by
the
time
the
county
council
has
to
strike
theirs.
H
B
I'll
just
respectfully
respond,
madam
president,
that
I
I
hear
what
you're
saying,
and
it's
specifically
the
point
that
you
made
about
the
negotiations.
I
think
that
our
negotiations
will
be
hampered
in
achieving
what
I
think
would
be
an
appropriate
bringing
into
line
of
the
9010
contribution.
Split
that,
like
I
said,
is
the
highest
in
the
state
and
higher
than
for
all
the
county
employees.
If
we
go
into
those
negotiations,
not
having
presumed
that
this
change
is
made.
I
I
H
H
E
Madam
president
and
members
of
the
board,
with
the
amen
with
the
amendment
passing,
which
would
increase
the
superintendent's
recommendation
for
the
fy
2018
budget
year
by
seven
million
seven
hundred
ninety
three
thousand
one
hundred
forty
four,
that
would
bring
the
requested
boards
requested
fy18
operating
budget
to
a
new
total
of
1
billion,
172
million
four
hundred
and
fifty
thousand
nine
hundred
and
six
dollars
and
I'll.
Read
that
one
more
time
one
billion
one
hundred
and
seventy
two
million
four
hundred
and
fifty
thousand
nine
hundred
and
six
dollars
in
total.
H
H
J
Excuse
me:
yes,
ma'am.
I
recommend
approval
of
the
fy
2018
capital
budget
and
six-year
plan,
with
a
total
of
240
million
624
thousand
dollars.
H
H
G
D
D
The
second
section
contains
bills
for
the
board's
information,
and
a
position
is
not
being
requested
at
this
time.
The
third
section
contains
bills
addressed
by
the
board's
legislative
program
adopted
on
november,
2nd
2016..
Accordingly,
no
vote
is
needed
and
staff
will
advocate
for
the
board's
interest
on
these
bills.
D
The
first
bill
house
bill
174
education,
children
with
disabilities,
individualized
education,
program
process,
parental
consent
house
bill
174
would
require
the
iep
team
to
obtain
written
consent
from
a
parent.
If
the
team
proposes
to
use
restraint
or
seclusion
to
correct
a
child's
behavior
or
to
reduce
or
terminate
the
amount
of
instructional
or
related
services
that
are
provided
to
a
child
or
to
initiate
a
change
in
a
child's
educational
placement.
D
The
bill
sets
forth
the
requirements
if
consent
is
not
obtained.
We
feel
that
this
bill
would
have
a
negative
impact
on
the
family,
school
relationship
and
strip
away
a
collaborative
tone.
The
school
system
would
have
to
file
due
process
proceedings
against
parents
and
guardians
any
time
they
refused
to
consent
to
any
changes
to
the
iep.
Even
if
the
change
is
a
result
of
updated
state
regulations
so,
for
example,
the
park
assessments
further,
the
bill
essentially
calls
into
question
the
educational
expertise
of
administrators,
school
psychologists,
school
counselors
and
instructional
staff.
D
In
order
to
testify
at
these
hearings,
teacher
absences
would
be
disruptive
and
have
a
negative
impact
on
student
learning
and
achievement.
Such
absences
would
also
have
a
substantial
impact
on
anne
arundel
county
public
schools,
as
substitute
teachers
would
be
needed
to
cover
the
time
teachers
are
away
at
due
process
hearings.
D
As
such,
we
respect
fully
recommend
the
board
oppose
this
legislation.
H
D
The
next
bills
are
house
bill,
259
and
senate
bill,
264,
maryland
transportation
authority,
public
school
buses
exemption
from
tools.
This
is
a
simple
bill.
These
bills
would
extend
to
public
school
buses
owned
and
operated
by
county
boards
of
education
from
tolls,
fees
or
other
charges
related
to
the
use
of
transportation
facilities
such
as
bridges
and
tunnels.
K
K
K
D
Yes,
so
the
just
in
drafting
style
it
would
be
or
because
or
also
encompasses,
and
so
the
amendment
I
would
propose
would
just
have
or
but
it's
also
understood
that
and
is
covered
okay.
A
Yeah
I
was
having
the
same
thoughts
as
miss
hummer
and
I
I
actually
argued
my
way
out
of
them
because
at
first
I
was
like
well
that
doesn't
cover
all
of
our
school
buses
and
then
I
thought
wait.
But
if
it's
our
contractor,
they
don't
just
drive
for
us.
So
how
do
you
work
it
so
that
they're
only
getting
free
free
tolls
when
they're
driving
for
us
and
not
when
they're
you
know
taking
the
college
kids
to
their
formal
or
whatever
else
it
is
they've
been
hired
to
do
so?
K
A
That's
why
they
only
did
the
ones
owned
and
operated,
because
that's
really
easy.
We
don't
rent
out
our
buses
for
private
events
right,
but
whereas,
whereas
a
private
bus
company
does
bus
driving
for
a
lot
of
different
people,
so
I
actually
talked
myself
out
of
your
amendment
because
I
thought
man
that
would
be
a
logistical
nightmare
for
whoever
it
is
that
has
to
give
them
the
the
waiver
to
decide.
When
do
they
get
the
waiver
and
when
don't
they
get
the
waiver?
A
A
H
D
J
H
D
So,
basically,
currently
rental
vehicles
are
exempted
from
getting
this
citation.
This
bill
will
enhance
safety
levels
for
school
buses,
their
drivers
and
their
occupants
occupants
by
eliminating
an
exemption
that
permanent
presently
exists
within
the
transportation
article
for
motor
vehicle
rental
companies.
We
recommend
that
the
board
support
this
legislation.
C
H
D
Finally,
the
implementation
of
cep
would
require
aacps
to
provide
free
lunch
to
more
than
eighteen
hundred
additional
students
at
an
approximate
cost
of
four
hundred
sixty
six
thousand
dollars,
and
this
was
based
on
a
fixed
fiscal
year,
2016
estimate.
As
such,
we
recommend
that
the
board
oppose
this
legislation.
D
H
D
The
next
bill
house
bill
344,
state
retirement
and
pension
system,
disability
retirement
and
workers
compensation
benefits
offsets
this
bill
would
remove
the
right
of
the
self-insurance
fund
to
take
credit
in
the
form
of
an
offset
for
injured
workers
receiving
an
ordinary
disability
retirement
from
the
state
house.
Bill
344
would
apply
to
injured
workers,
the
county
insurers
as
employees
of
anne
arundel
county
public
schools,
which
is
more
than
half
of
the
county's
insured
population.
D
A
review
of
claims
during
a
recent
five-year
period
reveals
offsets
of
various
weekly
rates,
with
a
potential
of
up
to
four
thousand
in
weekly
benefits
over
a
one-year
period.
This
could
result
in
an
increased
expenditure
of
two
hundred
thousand
dollars
by
the
self-insurance
fund
and
the
taxpayers
of
the
county.
As
a
result,
we
recommend
that
the
board
oppose
this
legislation.
D
D
The
proposed
legislation
would
require
that
50
percent
of
participating
students
in
the
program
be
students
eligible
for
free
or
reduced
meals.
Last
year,
two
baltimore
city
schools
began
the
pilot
one
in
a
health
pathway
and
the
other
in
an
I.t
pathway.
Each
school
currently
has
50
students
enrolled
in
the
program.
D
The
provision
of
these
bills
would
expand
the
opportunity
to
other
schools,
including
aacps,
to
participate
in
the
program.
If
these
bills
pass,
an
rfp
would
be
developed
for
further
school
sys
for
other
school
systems
to
apply
for
funding.
Such
an
expansion
of
the
program
would
help
to
support
college
and
career
readiness
for
our
students,
and,
as
such,
we
recommend
that
the
board
support
these
bills.
C
D
D
C
D
The
next
spill
house
bill
497
education
grounds
for
discipline.
This
one
would
significantly
alter
current
anne
arundel
county
public
schools
policy
and
procedures
concerning
employee
discipline.
The
bill
would
allow
an
individual
recommended
for
termination
to
request
a
hearing
before
the
county
board
of
education
or
an
arbitrator.
D
If
an
arbitrator
is
selected,
the
arbitrator
would
determine
whether
a
county
board
has
sufficient
cause
for
suspension
or
termination
of
the
individual
house.
Bill
497
would
essentially
strip
the
authority
of
the
board
of
education
to
determine
the
suitability
of
employees
in
the
public
school
system
which
they
are
accountable
to
govern.
D
This
bill
would
place
the
decision
of
whether
or
not
to
continue
an
individual's
employment
with
aacps
in
the
hands
of
an
independent
third
party
who
may
or
may
not
have
the
best
interest
of
students
in
mind.
The
bill
is
also
an
unfunded
mandate
that
could
have
significant
fiscal
impact
on
the
school
system.
G
Note
that,
while
you're
voting
on
this,
this
proposed
legislation
you're
having
the
fifth
daytime
meeting
in
a
row
where
none
of
your
teachers
can
I
do.
I
would
think
some
of
your
teachers
might
want
to
comment
on
this
on
this
proposal
before
you
and
give
you
some
explanatory
reasons
why
they
do
or
do
not
think
it
is
a
good
idea,
but
their
voices
are
silenced
because
you're
again
having
a
daytime
meeting
where
they
cannot
participate.
G
D
Anne
arundel
county
public
schools
supports
local
school
systems,
retaining
control
of
discipline
procedures
for
coaches
in
a
current
accordance
with
current
policies
and
regulation,
as
well
as
the
guidelines
outlined
in
the
aacps
athletic
handbook.
As
such,
we
recommend
that
the
board
oppose
this
legislation.
L
Thank
you,
madam
president,
on
this,
I
I
you
know,
delegate
chang.
I
know
him
very
well,
you
know
he's
a
friend
and
I
I
know
some
of
his
rationale
behind
this.
I
I
see
in
the
comments
you
were
talking
about:
local
autonomy
and
yes,
my
my
question
is:
do
we
does
msde?
L
Have
any
type
of
statewide
policy
is
not
the
word
I'm
looking
for,
but
you
know
is:
is
there
some
way
of
oh.
L
I
just
want
to
make
sure
that
there's
some
sort
of
threshold
that
from
yeah
I
know
we're
looking
at
this
from
anne
arundel
county's
perspective.
But
my
sense
is
that
you
know
he's
worried
about
what
we're
seeing
with
nfl
players.
I
mean
that
that's
that's
where
this
is
coming
from,
and
you
know
the
consequence
of
concussions
in
in
later
years,
and
you
know
a
student
graduates
from
here
graduates
from
garrett
county
and
you
know
they
go
to
college,
whatever
happens
and
then
at
the
age
of
25.
L
You
know
this
concussion
flares
up.
You
know
the
you
know
what
what
had
happened
during
that,
that
sporting
event
flares
up
and
then
there's
consequences
to
them
later
in
life,
and
I
guess
my
question
is
even
though
local
jurisdictions
are
left
as
as
I
I
think
they
should.
You
know
to
have
that
local
autonomy
is.
Is
there
sort
of
a
what
the
word
I'm
looking
for?
I'm
fried
here
guidelines.
C
L
Guidelines,
but,
but
just
I,
I
guess
a
floor
on
the
investigation
component
of
it.
I
I
don't
necessarily
want
to
get
into
the
discipline
of
coaches
and
all
of
that,
but
are
there
procedures
that
all
of
the
coaches
follow?
If,
if
and
when
there
is
a,
I
heard
somebody
say
yes
yeah
all
right
but
is.
Is
that
consistent
across
all
of
our
schools
in
the
county
and
then
do
you
know,
are
other
counties
doing
something
better
than
we
currently
are
that
we
ought
to
examine.
J
So
I
think
you
asked
a
really
good
question.
I
can't
speak
to
the
other
23
leas.
In
fact,
we
are
known
across
the
state
as
we
are
on
the
forefront
of
this.
A
number
of
years
ago
we
started
requiring
impact
testing,
which
is
prior
testing
to
athletics,
beginning
in
contact
sports,
so
that
we
had
a
baseline
for
every
one
of
our
students
in
a
number
of
sports.
In
case
we
needed
to
go
back
to
we
had
a
baseline,
and
then
we
could
determine
also
when
they
returned
to
play.
J
So
we've
taken
out
of
the
hands
of
coaches,
head
coaches,
don't
have
that
ability
to
return
a
student
to
play.
It
has
to
be
through
the.
We
have
athletic
trainers
on
the
field
at
contact
sports.
So
if
it
is
suspected
that
a
child
one
of
our
student
athletes
has
suffered
a
concussion
that
that
child
can't
return
to
play
through
the
coach,
it
has
to
be
through
the
trainer.
So
what
this
bill
is
doing,
though
this
billy
in
case
that
were
to
happen,
we
would
need
to
have
the
autonomy.
J
D
In
addition
to
the
staffing
increase
in
building
space,
aacps
would
also
be
impacted
by
the
number
of
approved
non-public
pre-k
programs,
which
are
severely
limited
in
portions
of
the
county.
Aacps
currently
partners
with
head
start
to
provide
some
pre-k
programs.
As
such,
we
recommend
that
the
board
support
this
legislation.
D
K
Certainly,
we
support
and
want
to
look
at
expansion
of
pre-k
and
receiving
as
much
funding
as
we
can.
My
concern
with
this
bill
is:
isn't
the
kerwin
commission
that's
currently
meeting
already
doing
this
with?
Wouldn't
this
be
duplicative
and
maybe
have
two
groups
that
are
not
sharing,
perhaps
rather
maybe
to
keep
it
in
the
kerwin
commission
of
one
group.
That's
studying
this.
D
So
that's
a
very
good
question.
The
bill
hearing
on
the
house
bill
was
actually
yesterday
and
this
question
came
up
and
the
sponsor
of
the
bill
emphasized
that
she
didn't
believe
that
the
cohen
commission
was
spending
enough
time
on
pre-k
issues,
and
so
she
felt
that
by
establishing
this
work
group,
where
the
sole
purpose
of
the
work
group
would
focus
on
pre-k,
that
would
be
best
and
then
the
work
group
would
provide
its
recommendations
and
findings
by
september
1st
of
this
year
to
the
kerwin
commission
to
basically
supplement
the
work
of
the
kerwin
commission.
D
So
that
was
her
explanation
for
why
she
thought
the
bill
was
necessary.
She
just
felt
that
the
kerwin
commission
and
all
of
the
priorities
it
must
you
know
all
of
its
priorities-
that
pre-k
really
wasn't
a
high
priority
and
it
wasn't
going
far
enough.
K
D
H
D
D
These
bills
would
increase
the
indemnity
exposure
to
the
board
and
will
have
a
negative
fiscal
impact
to
the
anne
arundel
county
self-insurance
fund.
In
that
there
is
no
total
payout
limit
referenced
in
the
bills.
These
bills
would
increase
the
expenditures
for
events
that
are
beyond
the
responsibility
of
the
employer.
D
H
D
These
bills
would
essentially
require
all
school
systems
to
have
policy
and
regulation
addressing
parenting
and
pregnant
students,
and
then
it
would
prescribe
what
those
policies
and
regulations
would
include.
Anne
arundel,
county
public
schools
already
has.
The
policy
and
regulation
has
policy
and
regulation
that
are
aligned
with
state
attendance
guidelines.
D
As
such,
we
propose
that
these
bills
be
amended
to
remove
subsid
section
c,
which
prescribes
what
each
local
school
system
must
include
in
a
pregnant
student
attendance
policy
as
amended.
The
bill
would
instead
require
each
county
board
of
education
to
adopt
a
policy
to
address
the
needs
of
pregnant
and
parenting
students.
F
D
C
H
K
D
Anne
arundel
county
public
schools
and
the
public
expect
that
driver's
license
to
operate
school
buses
are
trained
and
certified
at
the
highest
practical,
practicable
levels
by
federal
and
state
government.
The
elimination
of
the
s
endorsement
on
a
cdl
would
work
counter
to
that
expectation
and
potentially
lessen
the
safety
levels
for
students
traveling
via
school
buses,
as
well
as
the
greater
public
as
at
large.
As
such,
we
recommend
that
the
board
oppose
this
bill.

All
right,
I
have
a
couple
of
announcements
before
we
move
back
into
closed
session.
The
first
is
that
the
upcoming
board
budget
committee
is
meeting
today
one
hour
after
the
public
meeting
ends
two
hours
up:
okay,
three
o'clock
today
and
again
on
wednesday
march
15th
at
4
30..
The
next
board
policy
committee
meeting
is
wednesday
february
22nd
at
1
pm
here,
and
the
next
board
of
education
meeting
is
wednesday
march
1st
at
10
a.m.
