B
Second,
those
wishing
to
offer
comment
during
the
public
comment
portion
of
the
meeting
that
is
for
items
not
appearing
on
the
agenda
must
fill
out
cards
prior
to
the
board
establishing
the
agenda
order
in
the
early
portion
of
the
meeting.
So
if
you
want
to
speak
today
and
have
not
yet
filled
out
a
card,
please
do
so
quickly.
B
Anyone
arriving
after
the
agenda
order
has
been
established
or
who
does
not
fill
out
a
card
to
speak
during
the
public
comment
portion
will
be
unable
to
speak
but
may
submit
written
testimony
to
the
board.
Written
testimony
is
also
accepted
at
any
time,
so
please
be
assured
that
the
board
will
continue
to
hear
in
some
form
from
everyone
wishing
to
offer
comment.
Testimony
on
agenda
items
will
continue
to
be
heard
when
those
items
are
before
the
board.
B
Hold
on
just
a
minute
all
right
now
now
approval
of
the
minutes
does
any
board
member
have
any
changes
to
the
minutes.
Okay,
hearing,
none
the
minutes
stand
as
written
item.
2.04
is
established,
agenda
order
and
the
agenda
stands
item.
2.05
is
recognitions
and
there
are
no
recognitions
today.
D
Thank
you.
Madam
president.
I
just
wanted
to
extend
thanks
to
much
of
the
the
senior
staff
who
are
here
today
and
dr
arlatto,
and
certainly
our
principals
and
leadership
community
within
the
schools.
I
had
the
privilege,
along
with
president
hummer
of
attending
portions,
of
unlocking
our
potential
just
a
few
weeks
ago
at
northeast
high
school,
and
I
was
at
the
session
the
opening
session.
D
I
think
of
day
two
that
I
said
at
the
time
that
that
was
since
being
back
on
the
board
has
been
one
of
the
best
events
that
I've
been
privileged
to
attend,
and
I
I
really
want
to
certainly
acknowledge
dr
arlatto
for
his
his
comments
and
then
mr
carroll
state
teacher
of
the
year
gave
what
I
thought
to
be
an
awesome
speech.
D
Talking
about
how
some
of
the
non-um
core
courses
are
are
part
of
the
the
academic
experience
for
students,
but
I
I
do
need
to
say
I
I
think
miss
jackson
and
and
dr
mcmahon,
the
laughter
is
there,
so
I
don't
need
to
say
any
more.
The
you
stole
the
show,
and
I
I
really
want
to
acknowledge
what
went
into
that.
I
know
there
was
some
debate
over
top
ten
versus
top
five
and
I
think
it
ended
up
being
top
six.
D
My
only
problem
with
it
was
after
I
left
there
for
the
rest
of
the
day.
It
was
that
sound
of
music
song
that
was
stuck
in
my
head,
which
was
the
wrong
one
to
be
stuck
in
my
head,
but
thank
you
for.
For
that
event,
I
think
that
was
one
of
the
most
inspirational
events
that
I've
seen
not
just
here,
but
in
my
entire
professional
career
and
your
leadership
that
day
really
signals
that
our
school
system
is
poised
for
continued
success.
D
B
Last
night
was
the
kickoff
of
the
inaugural
summer
sessions.
They
will
be
for
the
next
six
weeks
on
different
here
at
the
board
office
on
tuesdays
from
six
to
seven.
Different
topics
will
be
addressed
with
the
presentation
by
the
staff
and
then
accu
question
answer
period
and
then
they're
also
posted
online,
so
people
who
can't
attend
can
be
there.
I
came
last
night
for
the
discussion
on
transportation.
B
We
had
a
good
turnout
for
the
first
night
and
lots
of
good
information
and
lots
of
good
questions
asked.
So
I
encourage
the
public
to
come
out
for
the
next
one,
so
the
next
one
is
next
week
on
the
student
code
of
conduct,
so
it's
a
great
way
to
get
a
little
more
in-depth
information
about
different
areas
of
the
school
system
coming
out.
So
I
encourage
people
to
come
out
for
that.
B
B
They
served
over
100
kids
on
just
their
section
of
route
yesterday
and
that
was
great
to
see
how
many
families
were
coming
out,
and
so
just
I
know,
I've
said
it
before,
but
just
hats
off
to
food
nutrition
services
for
the
great
work
they're
doing
there
and
it
was
orange
chicken
yesterday,
which
is
really
a
big
hit.
You
know
all
my
kids
ate
it,
so
I
encouraged
to
get
out
there
and
I'm
going
to
give
a
kudos
to
dr
arlatto.
B
He
is
going
to
be
sworn
in
today
today,
as
I'm
a
on
the
governing
board
of
the
american
association
of
school
administrators
as
the
mid-atlantic
rep,
so
we're
very
glad
to
have
his
representing
our
school
system
and
all
the
superintendents
in
the
country
on
there.
So
thank
you
for
that,
and
congratulations
and-
and
one
other
thing
that
I
forgot
to
mention
our
new
student
board
member
has
been
sworn
in.
Josie
urea,
unfortunately,
josie
had
a
previously
scheduled
appointment
today.
B
That
could
not
be
postponed,
so
she
will
be
joining
us
for
her
first
meeting
in
august
and
we
look
forward
to
having
her
appear
then.
So
now
we
will
move
on
to
the
public
comment
portion
of
our
meeting.
Anyone
wishing
to
speak
on
an
item
not
on
today's
agenda
and
who
was
signed
up
prior
to
the
board
establishing
the
agenda
order.
A
few
minutes
ago
may
offer
testimony
during
the
public
comment
portion
of
the
meeting.
Speakers
are
allotted
three
minutes
each
and
may
not
allocate
their
time
to
others.
B
A
tone
will
sound
when
time
has
expired.
The
board
asks
that
comments
remain
civil
and
appropriate
for
the
various
audiences
that
may
be
watching
or
viewing
this
meeting
student
specific
and
personnel
matters
are
confidential
and
cannot
be
discussed
in
this
forum.
It
is
not
the
board's
general
practice
to
engage
in
question
answer
session
with
speakers.
Questions
may
be
posed
by
speakers,
but
any
answers
will
count
as
part
of
the
three-minute
limit.
For
the
record,
please
give
your
name
before
speaking
and
handouts
should
be
given
to
the
board
assistant.
E
Good
morning,
everyone
good
morning,
dr
alato
and
board
members,
I'm
holly
clyderline,
I'm
the
school
counselor
at
oak
hill
elementary
in
severna
park.
Yes,
I'm
a
10-month,
employee,
but
advocacy
does
not
end
in
june,
so
neither
do
mental
health
concerns,
as
we
had
the
moment
of
silence
earlier
I
want
you
to
imagine
sending
your
second
grader
to
school
and
finding
out
they
will
be
one
of
41
students
in
the
classroom.
E
That's
the
ratio.
When
an
elementary
school
counselor
has
600
students.
This
fall.
There
will
be
18
schools
with
600
or
more
students
to
one
school
counselor,
adding
four
new
positions
this
year.
Thank
you
took
care
of
the
schools
with
a
ratio
equivalent
of
54
second
graders
in
one
class,
but
there
are
plenty
of
us
with
an
equivalent
ratio
of
about
48..
E
E
B
H
B
F
I
F
B
H
B
Thank
you,
maria,
so
there's
no
other
comment.
Miss
connelly!
Please
call
the
roll
on
the
motion
to
approve
the
board
president,
mr
brannon.
I
J
It
is
my
pleasure
to
nominate
terry
gilliland.
As
for
the
position
of
vice
president
of
our
board
for
the
school
year,
2018
terry
has
been
an
outstanding
vice
president
and
has
really
worked
hard
on
this
board.
B
F
I
B
K
Regarding
item
5.1,
first
of
all,
congratulations
to
julian
terry.
I
just
wanted
to
recommend
that
the
board
policy
committee
convened
during
the
1819
school
year
to
decide
if
election
of
officers
should
continue
in
july
now
that
we're
going
to
be
elected
in
november,
so
this
election
was
for
1819,
but
so
that
would
be
a
decision
going
forward
for
july,
19
or
july
of
2020.
That
needs
to
be
discussed.
B
H
Stacy,
can
you
give
us
some
rationale
to
the
public?
Why
you
think
there
should
be
a
change.
K
We've
we've
always
elected
our
new
board
president
and
vice
president
in
july,
because
we
were
always
appointed
effective
july
1st,
so
the
new
board
members
would
come
on
and
we
would
have
an
immediate
election
if
the
new
board
members
are
going
to
come
on
in
the
first
meeting
in
december
now,
then
I
think
they
should
have
the
right
to
pick
their
their
leadership.
Just
like
we've
always
had
the
right
to
pick
our
leadership.
H
B
All
right
so
that
will
be
referred
to
the
policy
committee.
Okay,
item:
5.02,
appointment
of
board
council,
mr
gilliland
thank.
B
B
All
right
item:
5.03
is
administrative
personnel
appointments,
dr
arlatto,
your
recommendation?
Yes,.
B
L
I
I
B
Item
five
point:
zero:
four:
is
personnel
appointments
draw
a
lotto.
You
reckon
your
recommendation.
Yes,.
H
I
B
Item
5.05
is
filling
the
vacancies
on
the
executive
committee
of
the
county-wide
citizens
advisory
committee.
We
have
13
seats
that
are
currently
vacant
that
will
be
filled
on
this.
Do
I
have
a
motion
from
the
board?
Second,
okay.
Is
there
any
board
comment
there?
Any
public
comment
miss
connolly.
Please
call
the
roll
on
item
5.05,
mr
groudon.
F
B
Okay-
and
I
just
want
to
say
the
citizens
advisory
committee
is
just
a
wonderful
resource
for
the
board
to
have,
and
I
served
on
the
committee
that
as
we
reviewed
the
applications-
and
we
just
had
an
amazing
outpouring
of
parents
and
citizens
that
wanted
to
be
a
part
of
this.
And
so
I'm
excited
about
the
new
appointments
coming
in,
and
I
think
we're
going
to
have
a
great
team
that
to
be
advising
the
board
on
different
issues
coming
through.
A
M
N
The
morning
good
morning,
richard
berger
advanced
studies
and
programs
office
teacher
specialist
signature
support
team.
There
you
go
good
morning
board
members,
the
anne
arundel
county
police
came
to
us
a
year
and
a
half
ago
asking
to
run
a
911
call
taker
course,
which
we
found
to
be
an
incredible
idea.
N
It's
a
very
high
demand
field
right
now,
there's
tremendous
opportunities
for
students,
whether
they
go
into
911
call
taking
for
police
for
fire
for
emergency
medical.
This
course
will
prepare
them
for
all
three.
Although
it
is
specifically
being
done
through
the
police
department,
the
police
will
be
teaching
the
course
the
police
will
be
supplying
a
computer
lab
at
glen
burnie
high
school.
It
fits
in
perfectly
with
our
public
service
signature
at
glen
burnie,
and
it's
just
an
incredible
opportunity
for
a
group
of
students.
B
I
think
it's
fabulous,
you
know,
and
so
these
students
will,
when
they
finish
the
course
they'll,
be
certified
to
be
911
operators.
So
they
could
go
right
into
that
as
a
as
a
field
or
they
could,
while
they're
in
school,
they
could
be
working
part-time
to
have
that
position
as
well.
How
many
students
will
be
able
to
take
the
class
there.
B
B
B
B
All
right
is
there
any
public
comment
all
right,
miss
connolly.
Please
call
the
roll
on
item
5.07.
B
I
O
Ma'am
for
the
record
alex
chechnova
chief
operating
officer,
so,
as
you
know,
the
board
is
required
to
complete
its
operating
and
capital
budget
submissions
and
transmit
them
to
the
county
executive.
No
later
than
march
one
of
every
fiscal
year,
the
general
assembly
didn't
conclude
their
work
until
the
beginning
of
april.
So
it's
a
timing
issue,
so
the
board
was
not
a
position
to
even
be
able
to
anticipate
that
these
funds
were
available
until
after
the
general
assembly
concluded.
O
So
it
was
not
a
part
of
your
official
request,
so
we
are
now
asking
that
you
make
it
a
part
of
your
official
request.
The
county
has
acknowledged
that
the
funds
exist.
It
is
all
state
money,
no
local
match
required.
So
we're
simply
going
to
ask
that,
with
your
concurrence
we
sent
a
request
to
the
county.
The
county
will
introduce
legislation
before
the
council
on
july
to
16th.
O
It
will
become
eligible
for
a
vote
likely
in
the
month
of
september
and
with
that
we'll
have
the
legal
appropriation
authority
to
begin
utilizing.
These
funds
for
the
improvement
of
these
two
schools
that
being
broadneck
high
school
and
glen
burnie
high
school.
I
A
B
G
B
O
Yes,
ma'am
again
alex
schachno's
chief
operating
officer,
as
you
recall
you,
dr
alato,
and
several
brothers
joined
county,
executive,
shu
and
other
members
of
the
county
administration
over
in
the
foyer
of
annapolis
high
school
just
two
months
ago
to
celebrate
the
county
executive's
announcement
of
enhanced
security
funding.
This
is
the
first
portion.
It
was
always
intended
that
it
was
going
to
a
portion
of
it
was
going
to
be
for
the
fy
19
fiscal
year
and
then
a
second
portion
of
it
will
come
as
part
of
the
fy
20
budget.
O
Again,
it's
a
timing
issue,
because
the
announcement
by
the
county
executive
came
after
your
adoption
and
transmittal
of
the
budget.
We
have
to
handle
this
one
as
a
supplemental
when
it
comes
time
for
the
fy
20
budget,
we're
going
to
work
cooperatively
and
we
actually
already
have
initiated
those
conversations
with
the
county
to
have
the
fy
20
portion
will
be
part
of
your
formal
request
upfront,
so
we're
not
going
to
have
to
go
to
supplemental
route
the
next
fiscal
year
after
this
one.
H
O
H
Our
office
of
our
office.
O
Is
school
security,
the
facilities
branch
and
the
police
department
work
collaboratively
on
a
list
of
eligible
components?
Principally
it
falls
into
the
following
categories,
so
it
will
be
the
double
vestibule
doors
at
the
front
entrance
of
schools.
That's
going
to
be
one
of
priorities.
There's
going
to
be
enhanced
security
cameras
installed,
there's
going
to
be
additional
locking
devices
put
on
both
interior
and
exterior
doors.
Some
of
those
are
going
to
be
mechanical
conventional
mechanical
locks.
O
O
I
B
G
P
P
The
negotiating
teams
diligently
reached
an
agreement
that
best
serve
the
interest
of
all
afscme
members
and
recognizes
their
commitment
to
aacps
students,
staff
and
community.
I
would
like
to
take
a
moment
to
thank
corey
blake
special
assistant
to
the
executive
director
of
afscme
council
67
and
roland
johnson,
the
president
of
afscme
local
1693,
for
their
ongoing
partnership
with
the
board
on
june
28
2018
afscme
approved
this
agreement
and
I
respectfully
request
your
approval
and
ratification
of
the
noted
summary
of
changes.
L
Any
oh
go
ahead.
Thank
you.
Thank
you,
dr
alato,
and
members
of
the
board
for
the
record.
My
name
is
corey
blake
and
I
am
the
chief
negotiator
for
afscme.
In
our
contract
negotiations.
You
know:
ratifying
a
contract
midway
through
the
month
of
july,
underscores
the
unique
challenges
that
we
face
in
collective
bargaining.
L
But
I'd
be
remiss
if
I
didn't
state
that
our
negotiations
are
not
just
collective
bargaining,
but
they
are
collaborative
bargaining
and
even
when
the
topics
being
bargained
are
difficult,
like
health
care
and
wages
and
family
medical
leave.
The
collaborative
relationship
that
exists
between
this
union
in
this
administration
and
this
board
provides
that
when
we
reach
agreements,
I
can,
in
all
confidence,
tell
our
members
that
their
contract
is
not
only
fair,
but
it's
as
good
as
it
can
get.
L
B
Are
there
any
board
comments,
any
public
comment
and
mr
blake?
I
would
like
to
echo.
I
love
that
you
said
it
is
collaborative
bargaining,
because
I
think
that
we
all
feel
that
way
that,
when,
in
all
of
our
dealings
with
afscme,
that
it's
very
collaborative
of
trying
to
do
what's
best
for
the
school
system
and
for
the
employees,
so
I'm.
L
I
F
B
Q
So
we
have
policy
iif,
high
school
courses
taken
by
middle
school
students
and
second
reading.
We
did
have
one
public
comment
and
the
parent
just
wanted
to
know.
If
there
was
a
listing
of
these
courses
available
online.
That
would
be
eligible
for
high
school
for
high
school
credit
for
middle
school
students
and
also
wanted
to
know
if
particular
middle
school
courses
that
were
similar
to
high
school
courses
would
be
eligible.
Q
So,
in
collaboration
with
michelle
and
her
team,
we
were
able
to
respond
to
the
parent
and
advise
that
the
the
middle
school
program
has
the
list
of
courses,
and
you
know
that
will
be
updated
if
those
courses
change
as
far
as
what
is
available
for
high
school
credit
and
that
the
middle
school
courses,
although
they
might
have
similar
titles,
they're,
not
being
taught
at
the
same
level
as
the
high
school
level,
so
they
would
not
be
eligible
and
that
satisfied
her
question.
B
Q
Q
The
updated
policy
is
aligned
with
state
law
regarding
vehicles
on
private
property
and
school
property,
and
it
identifies
the
kinds
of
vehicles
that
are
prohibited
from
aacps
property.
At
all
times.
The
policy
will
be
posted
on
our
website
for
30
days
for
public
comment,
and
I
forgot
to
allow
my
colleagues
to
introduce
themselves
for
the
public.
Q
So
that's
our
list,
so
state
law
essentially
prohibits
any
vehicle
that
doesn't
have.
You
know,
permission
to
be
on
school
property,
private
property
from
being
on
that
property,
and
so
we,
you
know,
have
that
language
in
the
in
the
policy
language,
but
we
also
wanted
to
specify
vehicles
that
will
not
be
prohibited
at
any
point
in
time.
K
R
Good
morning
again,
dole
baton,
office
of
school
security.
The
food
truck
prohibition
would
not
apply
to
any
vehicle
that
hadn't
or
nor
would
any
of
these.
That
has
specific
permission
for
a
specific
function,
so
the
school
principal
or
my
office
or
an
authorized
component
of
our
school
system
can
authorize
any
of
these
vehicles
for
a
specified
reason
that
falls
within
the
parameters
of
risk
management
also
to
such
as
a
food
truck
one
of
the
to
be
on
school
property
for
a
period
of
time
for
a
specified
reason.
R
One
of
the
concerns
with
items
such
as
this
are
individuals
coming
from
outside
who,
on
a
weekend,
who
do
not
have
authorization
to
utilize
school
properties
where
they
might
already
be
permitted
by
recreation
and
parks
and
other
types
of
activities
that
recreational
parks
would
sanction
individuals
showing
up
with
food
trucks
or
with
other
equipment,
fire
hazard,
grills
explosive
hazards,
with
propane,
et
cetera,
on
our
property
without
our
permission
and
authorization.
So
that
is
specifically
why
it's
specified.
Q
So
we
can
work
on
that
wording
and
saying,
unless
they've
received
specific
exception,.
I
O
Written
permit
the
written
permission
element,
madam,
is
in
section
one
where
it
says:
possession
possession
of
written
permission.
But
again,
as
ms
ortiz
said,
we
can
refine
the
wording
so.
B
Q
This
policy
was
last
updated
on
february
7
2007,
the
updated
policy
clarifies
the
board's
position
regarding
public
comment
at
board
meetings,
including
a
provision
requiring
board
procedures
on
public
comments
to
be
posted
in
the
board
room.
The
policy
will
be
posted
on
our
website
for
30
days
for
public
comment
and
I'd
be
happy
to
answer
any
questions.
Okay,.
B
Q
So
if
the
superintendent
is
recommending
that
the
following
policies
be
rescinded
policy,
g-a-b-b,
formerly
800.26
pay
schedules,
policy,
id,
formerly
603
organization
of
instruction
policy,
jcg,
formerly
902.07,
care
of
school
property,
my
students,
policy,
jcn,
formerly
902.14,
liability
insurance
for
student
automobile
use
policy,
kfa,
formerly
505,
505.01
relations
with
the
county
health
department
and
policy,
kfb,
formerly
505.02,
police
reporting
delinquent
x.
Q
Q
Human
resources
already
addresses
this,
the
the
pay
schedules
and
then,
with
regards
to
kfa,
we
have
a
memo
with
the
a
memorandum
of
understanding
and
mou
with
a
county
health
department
that
goes
into
much
greater
detail
as
far
as
the
world's
responsibilities
and
the
collaborative
relationship
with
with
the
county
health
department,
and
so
the
others
are
already
incorporated
into
other
policies
and
regulations.
So
they're
essentially
duplicative
and
we
don't
feel
they
were
needed.
Q
B
Q
And
so
for
the
rescinding
of
policies
like
we
did
last
year,
they
will
be
posted
on
a
on
our
website
for
a
30-day
public
comment
period,
but
then
they
will
come
back
to
you
once
that
30-day
public
comment
period
is
over
for
you
to
vote.
As
you
know
whether
or
not
you
resend
them,
they
won't
go
through
a
third
reading,
as
you
would
with
policy
revisions.
Okay,.
B
J
C
Thank
you
for
the
record
lisa
seaman,
crawford
director
of
facilities.
We
are
working
through
chesapeake
bay,
middle,
we'll
start
construction
in
early
fall.
That
is
the
last
of
our
open
space
in
that
project
category.
Obviously,
we
have
rippling
woods
and
some
of
the
other
schools
in
our
capital
program
that
still
old
mill
complex
that
will
be
done
during
capital
projects.
Major.
J
B
B
B
There
will
be
a
board
retreat
on
july
28th
at
from
nine
to
one
eight
nine
a.m
to
1
p.m.
At
maryland,
hall
the
board
retreat
is
open
to
the
public.
However,
the
public
can
not
participate,
but
they
may
be
there
to
to
observe
during
the
board
retreat.
Mr
gilliland.
S
Nice
having
use
of
the
program
as
well
as
operating
the
program.
Yes,
so
if
a
viewer
was
watching,
you
know
tell
us
a
little
bit,
you
know
what
programs
do
you
offer
because
it's
so
vast
I
mean
we
did
say
before
and
after,
but
tell
us
a
little
bit
about
the
programs,
and
I
would
love
for
the
viewers
to
hear
what
a
typical
day
is,
but
first
we'll
just
start
with
a
big
overview,
sure
sure.
