you
good
evening.

As
you

the

So
please
make
sure
you
read
those
if
you
have
not
already.
You
may
have
noticed
that
there
is
a
Prohibition
against
carrying
things
on
sticks,
Flags,
Etc,
so
I
would
ask
I
realize
many
people
have
brought
them
there.
D

D
D
Do
I
have
consensus.
Thank
you
before
I
move
to
the
next
item.
I've
neglected,
to
mention
this
at
the
beginning.
I
do
apologize
for
how
late
we
are
in
starting
I
know.
We
have
many
people
who
were
waiting
here,
students
and
we
simply
had
some
matters
that
took
our
attention.
So
our
apologies
for
the
time
that
you
had
to
sit
here
and
wait
for
us
now
that
will
move
us
to

D
H
H
If
you
pass
this
bill,
teachers
cannot
support
our
nation's
youngest
Heroes,
our
military
students
by
displaying
their
family's
Branch
flag,
because
it's
not
explicitly
taught
in
our
curriculum
teachers
are
at
the
mercy
of
a
civilian
principal
who
may
not
see
the
connection
between
the
meaning
of
that
Branch
flag
and
the
students
ability
to
succeed
while
their
parent
is
deployed.
I
know
firsthand
the
hardship
that
separation
can
cause.
H
My
husband
served
20
years
in
the
United
States
Air
Force
before
retiring
eight
years
ago,
our
16
year
olds
still
cannot
watch
their
deployment
Reunion
video
from
10
years
ago.
The
impact
on
their
academic
growth
and
this
social,
emotional
well-being
is
significant.
My
son
faced
a
lot
of
bias-based
bullying
in
middle
school
for
coming
out
as
part
of
the
lgbtq
community.
I,
don't
know
how
he
would
have
survived
without
the
compassion
of
some
of
his
teachers
and
the
regulations
that
supported
the
forming
of
all
clubs.
H
His
principal
at
the
time
didn't
want
a
GSA,
but
regulations
supported
the
students
in
the
club
formed
this
policy.
Should
it
pass
would
give
that
principal
the
grounds
to
say
no
to
a
pride
flag.
I
was
nervous,
sending
my
son
to
high
school
after
his
experiences.
He
had
a
middle
school,
but
it's
been
amazing.
The
admin
team
at
Crofton
high
school
and
have
worked
so
hard
to
create
an
environment
where
everyone
belongs.
Powerful
symbols
like
Pride,
Flakes
and
black
live
matter.
Flakes
can
be
seen
in
classrooms.
Teachers
have
pronouns
on
their
chores.
H
H
Remember
that
middle
school
principle
that
principal
could
use
this
policy
to
say
no
to
Flags
I,
don't
want
to
think
of
the
consequences
of
those
actions,
but
we
have
to
National
Data
from
the
Trevor
Project
shows.
The
lgbtq
teens,
who
are
not
affirmed
are
at
a
higher
risk
of
committing
suicide
than
their
non-algbtq
peers.
A
teacher
putting
up
a
pride
flag
or
black
lives
matter.
Flag
doesn't
hurt
anyone,
but
taking
it
down.
Could
I
leave
you
with
this
quote
from
Martini
Muller.
H
I
D
J
School
to
emulate,
Claude,
Rains
and
Casablanca
I
am
shocked.
Shocked
of
the
gambling
going
on
with
the
policy
committee
and
proposed
policy
is
given
its
underlying
ability
of
banning
certain
Flags
feeding
into
the
intersectionality
of
the
systemic
hatred
of
all
who
are
oppressed
and
marginalized.
This
policy
should
have
been
rejected
from
the
start.
J
That
is
not
a
school.
Nor
is
it
clear
what
display
means
in
this
context
or
what
national
state
or
local
government
Pride
means
voting.
The
policy
out
of
committee
did
not
avoid
it.
Having
the
appearance
of
being
political,
but
instead
is
the
very
essence
of
making
what
should
be
common
sense.
Protection
of
Human
Rights
into
a
political
issue,
as
you
enter,
reduce
a
policy
that
goes
against
current
policies,
striving
to
protect
our
students
of
color
lgbtqia
students,
refugees,
Muslims,
Jews,
students
with
disabilities.
K
Good
evening,
I'm
speaking
tonight,
as
a
representative
of
the
Anne
Arundel
County
NAACP,
with
respect
for
this
body
and
for
my
NAACP
I,
will
speak
in
the
appropriate
tonality
to
the
appropriate
issues.
Our
passion
is
no
less
great
than
those
who
are
moved
to
Tears.
By
this
issue
we
find
the
proposed
flag.
Poly
sea
leaves
too
many
important
questions
unanswered
and
too
many
dangerous
loopholes
open
for
example.
Why?
K
K
K
Naacp
is
deeply
concerned
that
the
more
that
the
limiting
of
symbology
is
of
more
interest
to
aacps
than
determining
and
displaying
Who
belongs.
That's
the
issue.
What
are
we
saying
with
this
symbology
restriction?
Who
are
we
saying,
doesn't
belong?
We
are
a
county
of
immigrants.
We
are
multi-ethnic
County,
where
a
county
heavy
with
a
transient
population
of
government
and
military
personnel
do.
D
L
Hello,
my
name
is:
can
you
hear
me?
Yes,
okay,
my
name
is
Professor
Forrest,
Caskey
and
I'm
speaking
against
the
flag,
Bill
I'm,
a
professor
of
Developmental
English
American
studies
and
LGBT
plus
studies
I've
taught
over
a
thousand
students
in
the
county
who
come
from
the
public
school
Anne
Arundel,
County,
Public
Schools,
one
of
the
most
prevailing
Reflections
that
students
write
about
in
their
essays
is
the
amount
of
bullying
that
occurs
during
their
K-12
experience
in
the
county.
It's
absolutely
horrifying.
L
The
number
one
reason
I
hear
for
the
bullying
is
because
the
student
is
LGBT
plus
I'm,
a
professor
I
have
a
PhD,
it's
my
job
to
be
on
top
of
the
latest
research
concerning
the
topics
that
I
teach.
Additionally,
it's
my
job
to
be
on
top
of
the
data
concerning
the
students.
I
teach
so
I
can
best
help
them
succeed
with
data
I,
formulate
Theses
based
on
the
data,
and
the
data
says
this
28
to
40
percent
of
lgbtq
Youth
report
experiencing
homelessness
or
housing
instability
at
some
point
in
their
lives.
L
On
average,
an
LGBT
high
school
student
will
hear
26
anti-lgbt
slurs
a
day,
84
percent
of
LGBT.
Your
youth
report,
verbal
harassment
at
school
because
of
their
gender
identity
and
sexual
orientation,
28
of
LGBT
youth
drop
out
of
school.
Due
to
this
harassment,
41
of
LGBT
youth,
seriously
considered
death
by
suicide.
In
the
past
month,
LGBT
individuals
account
for
30
percent
of
all
deaths
by
Suicide
each
year.
Despite
this
fact,
every
single
major
mental
health,
psychiatric
medical
and
public
health
group
has
come
to
the
conclusion
that
being
LGBT
is
normal
natural
and
not
contagious.
L
Most
importantly,
all
data
shows
that
when
lgbtq
students
can
find
at
least
one
person
who
supports
them,
the
statistics
concerning
mental
health
are
reduced
to
that
of
their
heterosexual
and
cisgender
peers,
all
data.
How
can
students
know
who
to
who
to
go
to
a
safe
person
to
go
to
Flags
these
signs,
these
flags?
They
save
lives.
Nautical
and
Maritime
flags
are
used
to
save
lives.
Military
flags
are
used
to
save
lives.
Swimming
flags
are
used
to
civilize,
as
are
Railway
Flags.
The
origins
of
flags
began
with
finding
friends
and
avoiding
foes.
L
D
M
Good
evening,
president
Tobin
vice
president
silkworth
members
of
the
board
and
Dr
Bedell
I'm
Russell
Leone,
a
fifth
grade
teacher
at
Crofton,
Elementary
School
tonight,
I'm
speaking
against
the
proposed
policy
is
display
of
flags
Anne
Arundel
County
has
made
great
strides
in
addressing
equity
and
fostering
safe
spaces
for
our
students
and
staff.
I
encourage
you
to
carefully
consider
the
possible
consequences
of
this
policy
to
this
work.
Aacps
has
promoted
and
supported
our
Educators
to
build
community
in
our
classrooms.
Flags
are
symbols
of
community
and
belonging.
M
This
policy
would
greatly
limit
the
Educator's
ability
to
visually
demonstrate
that
all
of
our
students
are
welcome
in
our
schools.
The
terminology
of
limiting
the
flag
to
those
with
bona
fide
educational
purposes
is
troublesome.
Does
this
mean
that
all
Flags
must
have
a
curricular
connection
as
an
educator?
I
know
that
social
emotional
learning
is
key
to
our
students.
Readiness
for
academic
learning.
Social
emotional
learning
is
not
a
curriculum,
but
is
deeply
rooted
in
fostering
relationships
and
helping
our
students
develop
empathy
for
others.
M
M
Consider
a
colleague
of
mine
who
has
spent
years
collecting
flags
from
around
the
country
and
the
world
for
his
classroom
when
his
students
from
various
places
are
in
his
classroom,
the
flags
of
those
students
Origins
become
more
prominently
displayed
for
that
year.
This
is
a
way
his
students
know
that
he
has
taken
time
to
learn
about
them
and
respect
who
they
are.
This
policy
will
communicate
to
our
marginalized
groups
that
they
aren't
fully
welcome
in
our
schools,
black
lives
matter
and
pride
Flags.
M
Let
our
students
know
that
we
see
them,
we
value
them
and
that,
even
if
we
aren't
ourselves
part
of
their
Community,
we
respect
them
and
we
are
a
safe
place
and
a
safe
person
for
them.
Displaying
these
and
other
flags
literally
opens
doors
for
our
students
to
initiate
conversations
when
they
are
ready
with
Educators
that
they
can
trust.
Please
vote
against
this
policy
and
allow
our
Educators
the
ability
to
create
safe
spaces
for
our
students.
Thank
you.
Thank
you.
N
Hey
please
vote
against
the
policy
regarding
the
display
of
flags.
You've
received
my
written
testimony
about
what
black
brown
and
lgbtq
plus
students
have
been
experiencing
in
Pasadena.
Today,
I'd
like
to
remind
you
of
the
safe
and
inclusive
environments
policy
that
the
County
Board
of
Education
passed
in
2021.
N
That
policy
shows
that
the
board
recognized
problems
that
lgbtq
plus
students
face
in
schools,
including
this
statement
from
the
policy
students
who
experience
discrimination
or
harassment
based
on
their
sex,
sexual
orientation,
gender
identity
or
gender
expression
are
at
a
significant
risk
of
a
range
of
health,
safety
and
educational
problems.
The
prevention
of
such
discrimination
and
harassment
requires
a
concerted
effort
to
support
a
whole
school
based
bias,
prevention
and
Intervention
Program
that
involves
all
stakeholders
in
the
school
community.
N
The
Board
of
Education
also
voted
to
rename
a
middle
school
in
Pasadena
that
had
been
named
for
a
segregationist,
even
though
some
outspoken
community
members
wanted
to
keep
the
name
of
the
bigot
and
the
board
of
education
has
also
addressed
racist
occurrences.
In
schools
in
the
past,
such
as
the
petition
at
Arundel,
High
School
flags
that
state
that
black
lives
matter
should
be
welcome
in
classrooms
as
part
of
the
recognition
of
in
response
to
racial
bias.
N
The
numerous
instances
of
racist
speech,
imagery
and
vandalism
in
the
county
schools
illustrate
the
need
for
flags
that
indicate
a
safe
space
and
teacher
for
targeted
students
to
turn
for
the
safety
of
the
students.
Please
vote
against
this
policy
regarding
the
display
of
flags,
and
you
can
see
right
here
how
many
education
and
how
many
Educators
agree
and
how
many
community
members
agree
as
well.
O
O
Thank
you
may
I
start
over
Dr
Tobin.
Thank
you
as
I
was
saying:
I'm
Carrie
Gillespie
a
mama
bear
for
and
proud
daughter
and
sister
of
U.S
veterans.
I
vividly
remember.
One
morning
before
school,
I
overheard
my
parents
discussing
breaking
news,
Operation
Desert
Storm
had
begun
and
my
mom
was
concerned.
My
dad
might
have
to
deploy
I
held
in
my
emotions,
but
when
I
sat
down
on
the
school
bus,
the
tears
began
to
fall
as
I
realized
that
my
dad
might
have
to
leave
to
serve
our
country
in
the
Gulf
War.
O
This
emotional
roller
coaster
is
a
reality
that
many
in
aacps
face
daily
is
we
have
over
8
000
military
connected
students.
I
can't
take
credit
for
the
service
my
father
gave
to
this
country,
but
families
of
those
serving
in
our
country,
Also
Serve
throughout
my
life,
I've
lived
in
eight
states
in
Puerto,
Rico,
uprooting
and
moving
leaving
family
and
friends
and
starting
over
is
tough
even
for
experienced
adults,
but
imagine
being
the
child
who
must
start
over
finding
your
way
in
place
as
the
new
kid
in
school
as
one
of
those
children.
O
The
one
staple
that
greeted
me
in
every
new
classroom,
I
entered
was
the
American
flag,
so
many
sadly
take
for
granted.
The
stars
and
stripes
are
the
importance
of
having
it
featured
within
our
classrooms,
but
that
flag
is
the
one
and
only
symbol
that
unites
us
all
in
the
freedoms
that
Encompass
us
As
Americans.
O
There
are
people
here
tonight
speaking
out
against
this
policy,
who
are
right
now
trying
to
get
me
to
stop
speaking.
The
irony
is
I
respect
their
rights
as
Americans
to
speak,
but
their
right
is
embodied
by
the
red
white
and
blue
in
the
thousands
who
came
before
us
like
Miss
Antoine,
who
laid
down
their
lives
to
protect
our
freedoms,
especially
our
freedom
of
speech.
O
Though
our
country
isn't
perfect,
no
country
is
we're
learning
from
our
past
mistakes
and
working
to
overcome
them
and
more
than
one
country
that
thousands
still
flock
to
every
year
in
search
of
a
better
life,
the
American
way
of
life
and
yearning
for
the
freedoms
that
that
flag
embodies
for
all
of
us.
The
reality
is
some
aacps
students
might
be
left
with
nothing
but
a
flag
that
was
draped
over
the
coffin
of
their
loved
one
folded
neatly
and
handed
to
them
with
white
gloves.
O
I
want
to
end
with
this
quote
reminding
us
well
all,
while
we're
able
to
gather
here
this
evening
and
free
all
gave
some
some
gave
all
some
stood
through
for
the
red
white
and
blue
and
some
had
to
fall,
and
if
you
ever
think
of
me,
think
of
all
your
Liberties
and
recall
some
gave
all.
Thank
you.
Thank
you.
Q
Good
evening
for
the
record,
Jaden
Ferris
I'm,
representing
Annapolis
Pride
tonight
across
the
country,
there's
been
a
strategic
attack
on
our
democracy.
This
proposal
is
part
of
that
attack
in
our
democracy,
like
this
board
does
often
you're
seeking
to
create
a
problem
where
there
is
none
as
written.
The
draft
policy
states
that
the
display
of
flags
shall
be
limited.
The
government
Flags
or
those
with
the
quote-unquote
bona
fide
educational
purpose.
This
could
be
interpreted
to
mean
that
pride
and
black
lives
matter
Flags,
which
are
not
government.
Q
Flags
cannot
be
flown
in
schools
unless
they
are
being
used
for
an
educational
purpose.
Pride
in
Black
lives
matter.
Flags
are
an
important
part
of
our
history.
They
should
be
celebrated
not
censored.
They
also
serve
as
a
visual
representation
of
a
safe
space
for
lgbtqia,
plus
Youth
and
students
of
color.
For
these
students,
school
can
be
a
place
of
intense
fear
and
anxiety.
Q
The
display
of
these
messages
can
send
a
message
to
these
students
that
they
are
welcome
and
accepted
and
that
they
matter
according
to
the
Trevor
Project,
nearly
half
of
all
LGB
dqia
plus
youth
have
seriously
considered
attempting
suicide.
In
the
past
year,
the
same
study
found
that
lgbtqia
plus
youth,
who
found
their
school
to
be
affirming,
reported
lower
rates
of
attempting
suicide
symbols.
Like
the
pride
flag,
save
lives.
The
motto
of
aacps
is
elevating
all
students
eliminating
all
gaps.
This
policy
would
do
the
opposite.
Q
It
would
create
a
gap
between
those
who
feel
a
sense
of
belonging
and
those
who
don't
it
seeks
to
eliminate
visual
symbols
and
are
affirming
and
inclusive.
Let's
be
frank,
some
on
the
sport
have
lost
their
focus.
It
is
clear
that
some
are
more
interested
in
appeasing
hate
groups
like
Monster
Liberty
than
providing
a
safe
and
inclusive.
Please.
D
Q
D
R
R
Just
say
good
evening,
thank
you
for
the
record.
My
name
is
Alina
Lee
I'm
here
with
my
husband,
young
and
our
daughter
Camille.
We
do
have
three
daughters,
all
of
whom
were
accepted
via
Lottery
to
Chesapeake
science,
Point,
Elementary,
School
and
we'll
be
starting
there.
This
fall
I'm
here
to
Advocate
tonight
for
the
board's
approval
of
the
Chesapeake
Lighthouse
foundation's
proposed:
merge
merger
for
the
new
CSP
Elementary
School
charter,
with
the
CSP
middle
and
high
school.
R
More
importantly,
I'm
here
as
an
example
and
support
for
our
daughter
who
who's
going
to
to
talk
in
a
few
minutes,
because
she
wanted
to
be
here
to
provide
her
own
comments
because
her
future
education
is
so
important
to
her
I
want
to
take
an
opportunity
to
thank
to
thank
you.
Thank
you,
superintendent
Bedell,
the
aacps
team,
Chesapeake
Lighthouse
Foundation
staff
and
the
Chesapeake
science
points
staff
for
their
efforts
to
get
us
to
this
point.
R
Young
and
I
made
the
difficult
decision
with
their
input,
to
pull
to
pull
our
kids
from
this
current
school
that
they
love.
We
have
a
rising
fifth
grader
who
has
spent
the
past
five
years,
developing
friendships
at
the
school
which
she
as
I
said.
She
loves
it
she's
going
to
enter
Elementary
School
career
in
an
entirely
new
setting.
R
This
is
we're
doing
this
because
we
are
so
very
focused
on
stem
and
and
the
CSP
philosophy.
Others,
families
made
the
same
tough
choice.
The
incoming
CSP
fifth
graders
will
be
most
negatively
impacted.
If
this
merger
isn't
approved,
they
will
need
to
enter
another
Lottery
just
months
after
they
start
in
a
completely
new
school,
then
they're
going
to
spend
the
rest
of
the
school
year,
knowing
that
they
or
about
65
of
their
friends
won't
be
lucky
enough
to
win
the
lottery
a
second
time.
R
This
anxiety
and
uncertainty
will
be
our
daughter's
reality
in
the
fall
plus,
eventually
for
our
other
two
daughters
in
every
single
future.
Fifth
grader
at
CSP,
Elementary
School.
Unless
the
board
approves
this
merger,
do
I
have
a
couple
more
seconds
since
I
was
interrupted.
Thank
you.
So
much
I
appreciate
how
much
time
and
energy
goes
into
negotiating
these
types
of
solutions.
R
I
believe
the
current
proposal
is
a
great
collaborative
effort
and
it
has
achievable
goals
that
will
give
all
students
the
opportunity
and
the
stability
that
they
need
to
progress,
naturally
from
elementary
school
to
middle
and
high
school.
The
the
new
proposed
expansion
growth
plan
will
also
provide
new
opportunities
for
non-csp
students
to
gain
a
seat
in
the
middle
and
high
school,
which
should
help
to
bake
more
pie
and
find
solutions
to
the
access
and
Equity
concerns
that
have
been
erased.
R
I
respectfully
ask
you,
approve
this
proposal
and
allow
the
CSP
elementary
students
to
start
their
new
experience
with
all
the
excitement
and
enthusiasm
that
they
deserve
without
unnecessary,
unnecessary
fear
or
uncertainty
for
the
future,
especially
the
incoming
10
and
11
year
old
fifth
grade
students.
Thank
you
for
your
for
the
opportunity
and
for
your
consideration.
S
Hi,
thank
you
all
for
your
time
tonight
and
thank
you
for
hearing
us
out.
I
too
myself,
I'm
Tracy,
Starr
I
have
a
rising
fifth
grader,
who
is
also
going
to
be
coming
into
the
elementary
school
in
the
fall
I'd
just
like
to
talk
to
you
a
little
bit
about
why
I
made
that
choice,
also
like
my
friend
here
to
do
that.
My
son
currently
attends
an
elementary
school
where
he
is
completely
bored
out
of
his
mind
and
needs
extra
stimulation
and
learning
opportunities
that
will
match
his
current
educational
needs.
S
What
we
would
like
to
do
is
ask
each
of
you
to
consider
the
aspect
of
continuity
and
the
importance
of
that
continuity
of
learning
and
the
different
learning
plan
that
is
in
place
at
the
elementary
school
versus
learning
plans
that
are
in
place
in
other
elementary
schools
that
are
not
a
part
of
this
Charter.
S
What
I
fear
it
might
do
to
my
son
and
to
other
children
in
the
school
is
that
it
might
pull
them
out
of
their
comfort
areas.
It
might
also
disrupt
any
kind
of
learning
that
they
might
have
gotten
in
lower
grades
to
move
into
higher
grades
and
be
able
to
finish
off
what
they
are
currently
learning.
S
What
I
would
like
also
to
mention
is
that
one
of
the
other
things
that
we
considered
is
the
great
diversity
that
the
school
offers,
not
only
in
its
student
body,
but
also
in
its
breadth
of
programs
and
initiatives
that
it's
going
to
take
with
each
of
its
students.
I
believe
that
Chesapeake,
just
throughout
up
to
high
school,
will
offer
that
to
my
son
and
to
many
others.
S
D
You
thank
you.
Miss
camilli,.
T
Hello
Board
of
Education
members,
my
name
is
Camille
Lee
I'm,
a
rising
fifth
grade
and
I'll
start
with
the
new
Chesapeake
science
Point
Elementary
School
in
August
I'm
super
excited
for
this
new
school,
the
opportunities,
the
curriculum
and
that
and
diversity
all
make
me
really
really
interested,
but
knowing
that
I
might
not
be
able
to
go
to
the
middle
and
high
school
makes
makes
it
less
exciting.
Consumerizing
fifth
grader
I
only
get
one
year
at
the
elementary
school
starting.
This
school
means
so
much
to
me.
T
It
would
be
devastating
to
know
that
I
might
not
get
into
sixth
grade
Chesapeake
science
point.
It
will
be
very
interesting
to
meet
new
people
from
other
backgrounds
and
cultures
and
if
I
met
someone
that
was
really
great
and
fun.
The
possibility
that
they
or
I
may
not
be
able
to
get
into
sixth
grade
together.
Chesapeake
science,
one
is
scary,
and
it
would
be
really
hard
knowing
that
I
might
only
have
one
year
with
them
and
then
lose
touch,
it
would
be
even
scarier
to
start
Middle
School
without
any
friends.
By
my
side.
T
Also,
the
inclusivity
of
this
school
was
super
important
to
me,
especially
because
I
am
an
amazing,
Asian
American.
The
fact
that
so
many
ethnicities
and
cultures
are
going
to
be
a
part
of
our
school
Community
is
super
cool
and
important
to
me.
Most
other
schools
might
not
have
so
much
diversity,
and
that
is
one
more
thing
that
makes
the
school
special
and
unique.
Another
reason
this
opportunity
means
so
much
to
me
is
because
of
the
stem
Focus
I
love
being
challenged,
I
have
always
loved
stem,
and
this
school
has
so
many
amazing
opportunities.
T
These
opportunities
and
this
amazing
Focus
might
not
be
a
possibility
if
I
don't
get
into
the
middle
in
high
school.
Thank
you
for
all
you
do
and
for
listening.
I
hope,
you'll,
take
my
opinion
into
consideration.
I
may
just
be
a
kid,
but
I
have
opinions
on
matters.
Big,
Ideas,
Big,
Dreams,
I
want
to
change
the
world
for
the
better.
Thank
you
again.
V
I
I
did
not
write
or
hear
or
participate
in
that,
so
that
was
the
first
time.
I
heard
it
as
well,
so
just
for
the
record
Dr
Tevin
super
nun,
Bedell
esteem
board
members.
Thank
you
for
this
opportunity
to
speak
before
you
for
the
record.
My
name
is
Young
Lee
and
I'm
thrilled
to
be
here
in
my
capacity
as
the
father
of
students
who'll
be
attending
cspml
Elementary.
V
This
fall
I
live
in
Pasadena
with
my
wife
Alina,
who
you've
heard
from
and
I
feel
incredibly
fortunate
that
all
three
of
our
girls
were
accepted
by
a
lottery
to
attend.
The
new
Elementary
School
I
know.
You've
all
received
many
emails
and
heard
testimony
about
how
important
the
merger
is
to
ensure
continuity
of
education
for
the
CSP
Elementary
School
students
I'm
here
tonight
to
try
to
offer
an
additional
perspective
in
hopes.
V
My
parents
came
to
the
US
from
Korea
to
provide
a
better
life.
For
me
and
my
sisters,
we
arrived
with
nothing.
My
parents
only
knew
a
handful
of
English
words
growing
up.
We
lived
in
some
of
the
toughest
neighborhoods
in
and
around
Philadelphia
Above
All
Else,
my
parents,
valued
family
and
education.
They
sought
out
opportunities
to
ensure
that
my
sisters
and
I
could
have
the
best
education
possible
and
made
extremely
tough
choices
and
sacrifices.
V
So
that
me
and
my
sister
would
have
access
to
schools
and
programs
that
would
nurture
us
academically
while
challenging
us
to
meet
our
potential.
They
also
sought
to
ensure
that
we
would
have
continuity
and
feel
secure
in
that
education,
especially
with
so
much
uncertainty
around
us.
Thank
you
for
your
time.
I
appreciate
the
opportunity.
Thank.
D
F
Good
evening,
ladies
and
gentlemen,
so
now
we're
going
to
move
to
our
virtual
comments
for
our
agenda
items.
Ladies
and
gentlemen,
speakers
will
be
a
lot
of
two
minutes
each
and
may
not
allocate
their
time
to
others.
This
is
how
we're
going
to
get
when
your
time
has
exposed.
The
board
asks
that
comments
remain
several
and
appropriate
for
the
various
audiences
that
may
be
watching
or
viewing
this
meeting,
students
specific
and
personal
matters
or
confidential,
and
cannot
be
discussed
in
this
form.
F
It
is
not
the
board's
general
practice
to
engage
in
question
and
answer
session
with
speakers
for
the
record.
Please
give
your
name
before
speaking
our
first
Speaker
this
evening.

Flags
I'm
speaking
in
opposition
of
this
move
for
our
County.
There
are
many
other
types
of
flags
currently
on
display
in
our
schools.
In
all
of
for
a
myriad
of
positive
reasons.
W
If
this
proposed
policy
is
enacted,
it
would
certainly
Target
the
removal
of
flags
that
create
a
positive
and
welcoming
environment
for
students
to
learn
in
and
will
significantly
impact
school
climate,
but
especially
flags
that
support
student
safety,
such
as
a
pride
or
black
lives
matter
flag.
These
flags
have
unfortunately,
been
seen
as
divisive
or
political,
but
in
actuality.
W
I
am
an
aacps
teacher
but
I'm
also
a
GSA
sponsor
that
works
with
many
lgbtq
youth
directly,
whether
a
little
or
a
lot.
All
lgbtq
youth
deal
with
safety
concerns
related
to
harassment,
bullying,
hate
speech
and
often
a
lack
of
supportive
adults
in
their
life
just
because
they
choose
to
be
themselves
lately.
It
seems
every
day
our
lgbtq
youth
wake
up
to
learn
about
a
new
anti-lgbtq
bill
around
our
nation.
W
The
message
lgbtq
youth
in
America
are
receiving
right
now
is
that
they
are
not
free
to
be
themselves
or
should
not
be
brave
to
come
out
to
those
around
them
and
that
they
cannot
be
trusted
to
form
their
own
sense
of
self
or
there
will
be
consequences.
Well,
a
flag
may
seem
performative
to
some
I
know
firsthand.
Seeing
the
pride
flag
can
immediately
put
a
student's
mind
at
ease
in
the
classroom.
W
Often
when
a
student
needs
help
is
in
crisis
struggling
with
the
situation
at
school
or
home,
they
are
more
likely
to
seek
the
support
of
an
adult
who,
they
know
will
be
present
to
listen
and
help.
Those
conversations
can
and
have
saved
lives.

I
love
teaching
for
AAC
be
hard
to
support.
Our
diverse
Learners
I
know
that
we
are
different
from
what
we
see
Across
the
Nation
as
a
district,
we
have
already
chosen
to
support
students
with
necessary
policy
and
regulations
such
as
the
safe
and
inclusive
environments
for
lgbtq
students,
as
well
as
as
proclaiming
that
black
lives
matter.
It
would
be
backwards
to
rescind
our
current
stance
of
support
by
taking
down
our
supportive
Flags.
Now
is
the
time
to
reinforce
to
our
students
that
we're
actively
creating
safe
spaces
in
our
schools
and
not
taking
them
away.

B
X
I
want
reason
why
I
want
to
speak,
because
I
believe
that
the
school
system
needs
to
put
out
letters
to
all
parents
to
keep
their
sick
children
at
home
as
safety
for
other
children,
because
children
have
been
going
to
school,
sick
and
causing
other
children
to
become
sick.
Like
my
daughter,
my
daughter
has
to
miserable
for
me
some
days
because
of
strep
throat.
Even
the
teachers
have
told
us
that
strep
throat
is
going
through
your
school.
Why
isn't
there
been
a
letter
sent
out
to
these
parents
or
whatever
or
to
our
parents.

D
Ms
Howard
before
you
go,
we
want
to
thank
you
for
all
your
work.
I
see
at
least
one
light,
but
you
have
done
incredible
work,
especially
through
a
very
difficult
time
in
covet.
I
do
remember
at
least
once
you
had
to
deliver
a
report
at
two
in
the
morning.
I
think
it
was
so
but
I
see
Miss
crocodiles,
like.
AA
Yeah
I
just
wanted
to
personally.
Thank
you.
As
a
past
president
I
I
was
you
know
we
had
to
Pivot
the
entire
design
of
how
the
CAC
met
and
you
did
not
skip
a
beat.
You
worked
closely
with
staff,
you
were
man,
calm
and
you
kept
the
members
engaged
and
it
shows
by
the
level
of
of
high
level
of
type
of
applicants
that
we
get
and
such
a
strong
willingness
to
want
to
work
with
the
CAC
you
took.
AA
Our
new
policy
helped
us
work,
shape,
mold
update
what
the
CAC
has
the
potential
to
be
and
has
laid
such
a
great
Foundation,
I
know
both
past
and
current
members.
Well-Valued,
your
leadership
and
personally
I
just
want
to
thank
you
because
you
know
you
know.
Advice
comes
in
a
lot
of
different
ways,
but
when
the
advice
is
strong,
solid
built
with
a
foundation
of
not
just
logic
but
compassion
too,
and
you
have
to
love
all
of
our
students
and
I
know
you
do
and
you
will
be
greatly
missed.
AA
H
Z
AB
Yes,
Miss
Howard,
you
were
someone
to
lean
on
during
some
very
difficult
times
when
I
was
president
and
you,
the
whole
committee,
I've
I've,
seen
such
a
transformation
over
the
last
couple
years,
and
so
you've
got
some
big
shoes
to
fill
so
I
just
want
to.
Thank
you.
Your
your
commitment
to
to
the
entire
student
body
has
been
remarkable
and
thank.
F
Thank
you,
president.
So
I
know
there
have
been
a
couple
times
when
you
have
felt
that
as
a
result
of
the
crash
report,
that
that
was
a
tough
act
to
follow
always.
AC
D
All
right
so
that
goes
to
item
4.03,
the

Cheryl

Marinette
also
like

including
our

related

and
temporary
supportive

AD
Thank
you.
Sorry.
That's
been
wrong.
We
would
also
like
to
thank
all
the
parents
staff
and
board
members
who
attended
our
meetings
this
year
this
year.
We
have
continued
to
make
modifications
to
remaining
format,
to
allow
maximum
flexibility
for
working
with
families,
and
why
can
our
participation?
The
seek

committee,
continues:
hybrid
meeting
from
that
to
conduct
meetings,
recordings
and
presentation
materials.
Past
meetings
are
posted
on
a
Hershey
hack
website
to
allow
families
to
review
asynchronously.
In
addition,
this
year
we've
made
strides
to
expand
access
to
our
meetings
to
Spanish
speaking
families.
AD
Sorry.
In
addition,
he
had
tables
provided
by
Community
Partners,
including
the
Cisco
Center
Pathfinders
for
autism,
the
American
Coalition
of
families,
Arc
of
central,
near
Oakland,
New,
Hampshire
and
parents
place
of
Maryland.
We
would
also
like
to
think
of
the
anonymous
CPL
staffer,
who
stepped
up
to
provide
Spanish
language
interpretation
for
families
at
her
resource
parents
we
need
an
interpreter
did
not
arrive.
AD
In
general
education,
Dr
Kirk
didn't
laid
out
strategic
initiatives
for
her
school
system
that
our
school
system
couldn't
take
to
improve
our
performance.
In
response
to
our
discussion
with
the
MCI
in
January,
the
Baruch
depart
director,
Sonny
McElroy
announced
an
initiative
to
getting
for
her
half
day,
Early
Childhood
Intervention
classrooms,
two
full
day,
co-taught
Pre-K.
The
proposed
expansion
to
our
Continuum
of
surfaces
would
provide
the
opportunity
for
more
students
with
disabilities
to
achieve
kindergarten,
Readiness
and
inclusive
educational
setting.
AD
Also
in
January
of
the
elementary
Reading
office
announced,
it
says,
refunded
her
Early
Intervention
Program
for
reading
this
program
provides
a
critical
early
interventions
in
reading
for
students
in
kindergarten
through
third
grade.
Furthermore,
this
program
will
provide
training
for
teachers
in
teaching
assistants
in
ordering
him
and
Wilson
reading
programs.
We
applaud
the
board's
support
for
Early
Childhood
literacy
and
encourage
you
to
bring
all
possible
resources
to
Bear
to
continue
this
important
work.
AD
Spoke
about
the
importance
of
building
a
culture
of
inclusion
for
students
with
disabilities
in
the
Anne
arundelk
County
Public
Schools.
After
her
horrific
bullying
incident
at
Severna,
Park
High
School,
our
membership
was
greatly
moved
by
the
incident
and
wishes
to
see
meaningful
improvements
to
build
a
truly
inclusive
culture
for
students
with
disabilities,
Anne
Arundel,
County,
Public
Schools,
the
federal
individual
with
disabilities.
Education
Act
requires
school
systems
to
implement
a
Continuum
of
services
from
general
education
to
self-contained
classrooms
to
non-public
placement.
The
evidence
indicates
the
outcomes
for
her.
AD
Students
with
disabilities
are
significantly
improved
when
special
education
services
are
provided
in
the
general
education
classroom.
If
students
with
disabilities
are
primarily
taught
in
segregated
classrooms
in
Anne
Arundel
County,
there
are
less
opportunities
for
students
with
and
without
disabilities
to
build
important
peer
relationships
across
differences.
AD
Our
membership
was
greatly
disappointed
to
learn
that
the
he's
here
I
had
to
pre-k
expansion,
wrote
him
proposed
by
the
birth
to
five
office
was
not
funded
in
this
year,
his
County
budget.
We
would
like
to
ask
the
board
to
be
her
Partners,
as
we
make
the
case
for
systemic
change.
To
this
end,
we
have
brought
presence
if
we
brought
two
books
on
conclusion
that
we're
giving
away
at
her
last
Seacock
meeting.
We
encourage
you
all
to
read
the
books
and
share
them.
AD
D
D
All
right
that
brings
us
to
item
4.04
the
president's
report,
which
I
guess
is
me:
let's
find
this
here
so
again
we're
at
a
very
busy
time
of
the
year.
D
A
few
things
I
wanted
to
mention
on
Saturday,
May,
13th,
Dr,
Bedell
and
I
were
delighted
to
attend
the
opening
of
these
seven
intergenerational
Community
Center,
which
has
been
a
long
time
coming.
D
It
was
a
joyous
Gathering,
marking
the
end
of
many
many
years
of
work
culminating
in
a
beautiful
Center
that
will
serve
the
entire
Community
from
the
youngest
to
the
oldest.
It
is
thrilling
to
finally
see
this
building
on
what
was
originally
acps
property
and
know
that
it
will
benefit
so
many
of
our
students
and
their
families
and
Community
for
many
many
years
to
come.
D
I
would
like
to
spend
a
send
a
special
thanks
and
congratulations
to
miss
G,
who
was
and
is
one
of
the
singular
persistent
forces
who
made
the
center
a
reality
and
whose
beautiful
likeness
Graces
the
mural
that
you
see
as
you
enter
the
building
on
Tuesday
May,
16th,
Mr,
silkworth,
Ms,
shulheim,
Dr,
Bedell
and
I
had
the
pleasure
of
attending
the
cat
North
Awards.
Congratulations
to
all
the
attendees
of
the
awardees.
The
students
at
cat
North
are
doing
incredible
things
and
it
is
amazing
to
see
the
many
scholarships
and
awards
they
have
won.
D
Congratulations
also
to
the
entire
Administration
staff
and
faculty
of
cat
North
for
their
incredible
work
in
training
and
mentoring,
their
students
and
launching
them
onto
what
will
no
doubt
be
impressive
careers.
Judging
by
what
we
saw
and
heard
that
night
also
a
huge
thank
you
for
the
cheesecake
on
Tuesday
May,
23rd,
Mr,
silkworth
and
I
had
the
opportunity
to
attend
the
PVA
Apex
alumni
panel
at
Annapolis
High.
What
a
truly
remarkable
and
talented
group
of
students.
D
It
was
a
thrill
to
hear
what
graduates
of
the
program
have
gone
on,
to
do
everything
from
training
to
be
veterinarians,
to
becoming
a
professional
makeup,
artist,
specializing
in
special
effects.
Congratulations
to
Mr
Kaufman,
Ms
Hathaway
and
the
many
many
teachers
who
bring
their
talents
and
training
to
the
work
of
cultivating
craft
discipline
and
talent
in
all
their
students.
Apex
is
yet
another
gem
among
the
many
gems
of
aacps
and
we
and
our
students
are
all
the
better
for
it.
D
Finally,
on
Friday
May
12th,
Mr,
silkworth,
Miss,
corcodile,
Ms,
shalheim,
Dr,

and
I
had
the
opportunity
to
attend
the
presentation
of
the
green

award
to
Mayo
Elementary
School
in
recognition
of
their
extraordinary
work
in
the
area
of

This
is
an
international
Award
of
huge
significance
and
a
tremendous
tribute
to
the
administration,
teachers,
staff,
students
and
families
of
Mayo
Elementary
and
their
commitment
to
ensuring
that
the
Next

fully
appreciates
and
understands
how

for
not
only
their
own
beautiful
corner
of
the
world,
but
also
the
larger
environment.
D
They
will
inherit
congratulations
and,
as
you
see,
many
were
in
attendance
for
that
wonderful
wonderful
day.
So
that
ends
my
report,
which
takes
us
to
item
4.04.
The
budget
committee
report
Ms
shulheim.
Yes,.
E
So
we're
kind
of
in
this
lull
before
we
understand
what
the
County
Council
is
going
to
do
with
our
budget,
and
so
we
didn't
really
have
much
to
discuss,
and
so
therefore
we
decided
to
give
that
hour
back
or
I
decided
to
give
that
hour
back
to
all
involved
and
we
will
meet
again
next
month.
That's
the
end
of
this
report.
AE
Thank
you,
president
Tobin
I
have
just
a
few
items
today
and
I
want
to
start
with
another
Statewide
honor
for
one
of
our
staff
members,
Molly
Middle
School
principal
Kim,
winterbottom,
has
been
named
principal
of
the
Year
by
the
Maryland
Association
of
secondary
school
principals
in
announcing
the
award,
the
organization
cited,
miss
winterbottom's
leadership,
qualities,
data-driven
approaches
to
increasing
student
achievement
and
ability
to
build.
Partnerships
I
also
want
to
point
out
that
our
school
district
Now
features
the
state,
Elementary
and
secondary
principles
of
the
year.
So
that's
something
that
we
should
all
applaud.
AE
As
one
of
the
IB
principles
of
taking
action
with
your
learning,
the
Mead
High
School
mural
Club
created
a
70-foot
music
department,
mural
highlighting
influential
talents
in
the
music
industry
in
collaboration
with
the
school's
music
department.
The
Mead
Middle
Club
spent
four
months,
transforming
the
hallway
by
painting
music,
artists
and
composers
from
the
past
and
present.
It
is
the
longest
mural
at
Mead
high
school,
and
it
is
not
only
educational
but
inspires
students
to
strive
towards
their
music
aspirations.
AE
One
of
those
adjustments
is
another
piece
in
our
ongoing
effort
to
show
appreciation
to
our
hard-working
employees,
I'm,
recommending
that
the
board
approved
closing
the
school
system,
not
just
schools
for
the
entirety
of
the
Christmas
in
in
well
the
winter
and
East
in
spring
break.
This
won't
impact
students
at
all,
and
it
is
a
way
to
allow
our
12-month
staff
to
get
a
bit
of
time
away
and
refresh.
It
will
also
help
us
in
the
recruiting.
This
board
has
been
totally
supportive
of
the
appreciation
measures
we
have
enacted
to
date
and
I.
AE
Thank
you
for
considering
this
one
as
well,
and
just
a
piece
of
data
to
share
with
this
community.
We
are
a
hundred
less
retirements
compared
to
last
year
at
this
time,
so
I
think
a
lot
of
the
things
that
we
are
doing
and
approving
and
this
board
is
supporting
us
on-
is
making
a
difference
and
should
have
us
in
a
much
better
situation
when
we
open
up
the
school
year
again
in
August
Madam
president.
That
concludes
the
superintendent's
report.
D
All
right,
thank
you
very
much,
Dr
Bedell,
okay,
so
that
takes
us
to
item
five
consent
items
Award
of
contracts.
AC
AE
The
superintendent
recommends
that
the
Board
of
Education
authorized
the
award
of
contract
items
dated
5.01
through
5.06.
AF
G
Miss
Frank
aye
Miss
Ellis,
aye
Ms
crocodile
Michelle
Heinz
aye,
Miss,
Dent,
aye,
Mr,
McGrath.
B
D
Thank
you
that
takes
us
to
section
six
action
items
as
we
moved
earlier.
We
will
hear
item
6.09
out
of
order
and
we
will
hear
that
prior
to
item
6.01.
So
we
will
now
hear
item
6.09
ratification
of
the
negotiated
agreement
between
the
Board
of
Education
and
the
American
Federation
of
state
county
and

tonight
I'm
here
to
speak
on
behalf
of
aacps
unit
3
employees,
which
includes
the
maintenance
operations,
transportations,
FNS
and
Logistics

unit.
3

would
like
to
say
thank
you
to
Dr

Mr,

board

I'm,
sorry,
board
of

members
and
Dr
Bedell
for
your
support
in
completing
a
successful
fiscal
year,
24
negotiations.
We
are
pleased
with
this
year's
contract
and
know
that
this
agreement
shows
unit
3
employees
have
that
they
are
appreciated
for
their
hard
work
and
important
contributions
to
Anne
Arundel
County
Public
Schools.
AG
We
appreciate
the
long-standing
collaborative
relationships
between
ask
me
and
the
board
and
look
forward
to
working
with
you
in
the
future
to
continue
our
Partnerships
and
supporting
the
students
staff
in
Anne
Arundel
County
community.
While
there
has
been
great
progress,
progress
in
gaining
at
least
a
15
starting
wage
for
unit
3
employees,
Acme
would
like
to
continue
to
work
together
to
make
significant
improvements
in
employee
salaries,
a
great
majority
of
unit
3
employees
working
at
aacps.
AG
However,
they
cannot
afford
to
live
in
Anne,

or
the
few
that
can
afford
to
live
in
in
our
County
are
working,
multiple
jobs
to
provide
for
themselves
and
their
families.
An
ongoing
asking
priority
is
to
work
with
the
board
to
increase
compensation
and
provide
a
livable
wage
for
unit
3
employees
within
the
near
future.
G
D
G
AE
So
for
this
item
we
have
Miss
Grace
Wilson
here
who
will
present
to
you.
The
first
reading
of
this
proposed
policy.
AH
Thank
you,
okay
award
for
the
record
Grace,
wolf,
son,
legislative
and
policy
specialist
for
the
school
system.
As
Dr
Bedell
said,
new
policy
is
display
of
flags
is
before
the
board
on
first
reading
this
evening,
this
policy
was
created
at
the
request
of
a
board
member.
The
purpose
of
the
policy
is
to
provide
for
the
display
of
flags
on
Board
of
Education
property
and
in
Anne
Arundel
County
Public
Schools
facilities,
including
the
display
of
flags
for
educational
purposes.
AH
Specifically,
the
policy
defines
a
flag
as
a
piece
of
fabric
or
similar
material,
usually
rectangular,
that
is
used
as
a
simpler
decoration.
It
encourages
the
display
of
the
Maryland
state
flag,
the
Anne
Arundel
County
flag
and
the
Annapolis
City
flag,
wherever
appropriate
and
practicable
and
limits
the
display
of
flags
other
than
the
American
Maryland
Anne,
Arundel,
County
and
Annapolis
city
flags
to
those
with
a
bona
fide
educational
purpose,
as
determined
by
the
principal
or
the
principal's
designee.
D
AE
Yes,
thank
you,
madam
president,
thank
you
for
the
chance
to
offer
some
comments
that
I
hope
will
clarify
things
for
some
people
in
this
audience
and
those
who
are
watching
this
meeting
online
or
on
television,
usually
I,
speak
without
notes,
but
this
is
a
very
important
discussion
and
I
wanted
to
make
sure
I
didn't
miss
any
key
points.
So
please
allow
me
to
read
this
statement.
I
want
to
talk
first
about
process
and
then
about
philosophy.
AE
This
policy
is
before
the
board
today,
after
being
requested
by
a
board
member
and
created
by
our
legislative
and
policy
office.
In
conjunction
with
that
board,
member
and
members
of
that
committee.
The
policy
was
then
properly
discussed
by
the
policy
Committee
in
a
public
meeting.
The
committee
did
not
vote
to
approve
it
and
that's
an
important
distinction,
but
to
move
it
forward
to
the
full
board
so
that
a
broad
public
and
transparent
discussion
could
take
place.
This
is
the
same
process.
AE
The
Committees
follow
with
all
policies
that
come
before
the
full
board,
and
that
is
what
happened
here.
It
is
also
important
for
me,
as
your
superintendent,
to
really
highlight
the
four
primary
purposes
that
school
boards
have
in
running
school
districts,
One,
hiring
the
superintendent
and
evaluating
the
superintendent
budget,
approval,
governance
and
policy.
They
have
a
responsibility
to
create,
revise
and
revoke
policy
as
needed.
AE
As
such,
this
board
determines
policies
for
the
school
system,
which
is
no
different
than
the
last
six
years
of
me,
being
a
superintendent
in
the
Kansas
City
Public
School
District
discussions
such
as
these,
especially
on
policies
are
good
because
they
allow
everyone
to
be
aware
and
have
voice
in
some
form
or
fashion.
This
policy
will
receive
at
least
three
readings
before
this
board
at
televised
meetings.
All
with
a
chance
for
ample
public
comment,
it
will
and
as
Miss
Wilson
said,
also
go
out
for
a
30-day
public
comment
period.
AE
After
this
meeting,
no
one
will
be
able
to
say
there
was
not
a
chance
to
weigh
in
on
this
policy
now
as
to
philosophy.
This
policy
stems
from
a
board
member
request,
as
we've
all
stated,
not
from
one
of
the
offices
or
departments
I
supervise,
although
there
seems
to
be
Infamous
news
traveling.
That
is
something
that's
stemming
from
our
office
and
because
it
does
not
stem
from
our
office,
it
is
inappropriate
for
me
to
offer
an
opinion
at
this
time.
AE
The
proper
course
of
action
for
me
as
the
superintendent
to
take,
is
to
listen
to
and
read
the
public
comment
to
listen
to
the
discussion
of
this
board
and
to
see
what
the
policy
says
after
second
reading
my
obligation
to
offer
a
recommendation
comes
at
third
reading,
and
it
will
be
improper
for
me
to
decide
on
that
stance
at
this
juncture
without
all
of
the
feedback.
AE
I
will
say,
however,
that
what
is
critically
important
to
me
in
this
policy
in
all
policies
is
what
I
have
said
across
this
County.
Since
I
began
this
job
as
superintendent,
we
need
policies
and
programs
that
help
us
Foster
environments,
where
our
students
are
accepted,
provided
access
and
feel
supported.
AE
We
have
to
be
intentional
about
that
throughout
the
educational
Journey
for
every
single
student
I
will
also
say
that,
in
my
mind,
policy
should
be
clear
in
terms
of
enforcement.
They
should
not
have
gray
areas
that
make
them
difficult
to
implement
in
any
policy
that
comes
to
this
Administration
to
implement.
Finally,
let
me
say
this:
it
is
my
job
as
superintendent
to
see
that
the
policies
of
this
board
are
implemented
with
Fidelity
in
every
school
and
office.
That's
what
I
do
with
every
policy
and
that's
what
I
would
do
with
this
one.
D
E
Yes,
thank
you.
I
have
a
few
questions,
they're
all
real,
quick,
but
my
questions
are
well
they're,
not
very
lengthy,
I'll,
just
I'll
just
jump
right
in
so
traditionally
this
board
adopts
policies
that
address
issues
within
our
school
system.
So
I'd
like
to
know
what
the
Genesis
is
of
this
policy.
What
issue
this
policy
is
addressing
and
is
this
coming
to
us
as
a
result
of
any
type
of
change
in
state
or
federal
law?
That's
my
first.
AH
Sure
that
schmalsi
was
created
at
the
request
of
a
board
member.
It's
not
the
result
of
the
change
in
state
or
federal
law,
and
the
purpose
of
the
policy,
as
is
stated
in
it,
is
to
provide
for
the
display
of
flags
on
Board
of
Education
property
and
aacps
Facilities,
including
the
display
of
flags
for
educational
purposes.
E
Thank
you.
How
is
bona
fide
educational
purpose
defined
and
is
this
definition
consistent
across
all
schools,
or
would
this
definition
be
consistent
across
all
schools.
E
Okay
and
then
my
read
of
this
policy
is
that
the
consequences
would
result
in
the
Banning
of
military
Flags,
Pride
Flags
black
lives
matter
flags
and
what
about
versions
of
the
American
flag,
like
the
back
the
blue
flag,
or
about
team
sports
Flags
military
Flags
flags
that
promote
Autism,
Awareness
I?
Think
you
get
the
point
where
in
this
policy
is
written?
Does
it
confirm
that
this
is
not
the
case?
Nor
may
it
be
interpreted
this
way.
AH
The
policy
as
drafted
has
the
potential
to
prohibit
any
flags
that
are
not
explicitly
named
in
the
policy
so
that
being
the
American
flag
to
the
Anne
Arundel
County
flag
to
the
Annapolis
City
flag
and
the
state
flag.
So
there's
no
language
that
would
prohibit
the
the
display
of
the
flag.
The
prohibit
the
prohibition
of
the
prohibition
of
the
display
of
the
flags
that
you
mentioned.
Okay,.
N
E
This
policy,
which
disturbs
me
on
many
levels,
appears
to
be
a
terrible
solution
in
search
of
a
problem
that
doesn't
exist.
American
flags
are
not
being
replaced
by
other
flags.
So
again,
I
ask
what
problem
this
policy
seeks
to
solve.
If
this
policy
were
to
be
passed
by
this
board,
the
First
Amendment
rights
of
our
students,
teachers
and
staff
would
be
trampled
most,
notably
freedom
of
speech
and
expression.
E
One
of
the
founding
principles
of
this
country
is
freedom
of
speech
and
expression.
As
an
example,
a
teacher
may
wish
to
display
say
the
Ukrainian
flag
in
solidarity
with
that
country
at
his
or
her
desk.
Similarly,
another
teacher
may
want
to
display
flags
that
represent
their
students,
countries
of
origin
in
their
classroom
or
college
Penance
of
all
the
schools
that
their
children
attend,
and
neither
example
does
this
give
us
the
right
to
disallow
the
display
of
those
flags,
thus
preventing
others
from
exercising
their
first
amendment
rights.
E
The
same
goes
for
the
pride
flag,
which
some
may
not
agree
with.
This
does
not
give
any
of
us
the
right
to
impose
a
ban
on
displaying
a
flag
which
promotes
inclusion
on
our
students,
teachers
and
staff,
and
what
about
pow,
Mia
or
military
service?
Flags
I've
already
received
an
email
from
a
member
of
the
veteran
affairs
commission
concerned
about
the
consequences
of
implementing
this
policy,
as
well
as
from
many
many
constituents
and
community
members.
At
the
end
of
this
day.
This
policy,
if
implemented,
will
hurt
our
students,
our
most
most
marginalized
students.
E
E
The
school
you
attend
or
where
you
are
employed
should
not
determine
the
rights
of
teachers,
students
and
the
staff
we
serve.
In
my
opinion,
this
policy
also
appears
to
fly
in
the
face
of
our
lgtbq
plus
policy
passed
by
this
board
on
a
7-1
vote,
as
well
as
the
resolution.
The
board
passed
overwhelmingly
when
Drake
Smith
was
our
smob,
stating
that
black
lives
matter
Pride
flags
of
all
types
and
flags
with
the
wording.
Black
lives
matter
are
not
political
Flags.
Nor
are
they
part
of
any
specific
political
ideology.
E
AA
Thank
you,
I,
don't
know
if
this
is
a
statement,
but
I
did
want
to
just
sort
of
share
how
I
intend
to
approach
deliberate
and
formulate
my
decision
and
I'm
reading,
because
I
shared
it
already
and
I
want
to
remain
consistent.
AA
Prior
to
this,
as
we
know,
the
policy
is
on
first
reader
and
so
I
do
intend
to
listen
to
all
of
our
students,
our
staff,
our
parents,
our
stakeholders
and
our
communities
as
a
whole.
AA
Further
I
seek
the
best
approaches.
Other
leas
have
used
to
build
community
consensus
and
consider
challenges
they
may
have
encountered
along
the
way.
Ultimately,
I
intend
to
make
my
decision
when
it
is
up
for
final
vote
in
a
few
months
now.
How
we
move
forward
together
as
a
community
on
these
topics
will
depend
on
the
civility
respect
and
consideration
of
others.
AA
I
hope
that
everyone
engaging
in
these
Democratic
deliberations
recognize
that
as
adults,
each
and
every
one
of
us
must
find
our
inner
strength
to
do
our
best
to
Model
Behavior
that
we
Aspire
for
all
of
our
students,
especially
when
engaging
on
topics
that
tend
to
invoke
High
emotional
responses
from
all
sides
and
I'm.
Only
adding
a
sentence
to
this
because
it
was
brought
up.
AA
AC
Thank
you
just
respect
for
everybody,
so
I
would
just
like
be
brief
on
this
policy.
My
current
thoughts.
J
AC
This
moment,
like
many
people
within
this
discussion,
I'm
the
son
of
a
veteran
of
the
arms
Services,
my
father,
who
served
the
United
States
Navy,
he
taught
me
that
he
served
to
uphold
American
values.
One
of
that
was
respect,
respect
for
your
community
respect
for
fellow
people
within
your
community
and
I'm
not
going
to
try
to
impound
anyone's
character
on
the
other
side
of
this
issue,
but
part
of
that
respect.
AC
Part
of
that
American
values
is
doing
anything
you
can
to
respect
your
fellow
student,
especially
ones
who
are
marginalized
and
any
way
that
this
board
can
even
save
one
life,
make
one
student's
journey
through
our
system.
Better
I
would
support
and
I,
don't
think
anyone
here
is
hateful
I'm
just
trying
to
say
that
we
really
need
to
support
every
student
and
I
think
we
need
to
think
about
the
unintended
consequences
this
policy
could
have
if
we
rush
through
it.
Thank
you.
F
Thank
you,
president
open
just
the
point
of
clarification
in
case
someone
may
not
understand
this
says
to
provide
for
the
display
of
flags
on
board
of
education,
of
Anne
Arundel,
County
property
and
in
Anne
Arundel
County
Public
Schools
facility,
so
we're
not
just
talking
about
flags
that
go
up
on
the
flagpoles
out
in
front
of
the
schools,
we're
talking
about
flags
that
go
anywhere
within
that
school,
correct!
Okay,
thank
you.
F
Having
said
that,
we
have
a
process
when
it
comes
to
our
policies,
and
I
certainly
will
be
respecting
that
process,
as
I
always
do
I
will
be
a
good
listener.
F
I
myself
am
a
veteran
but
I'm,
also
a
veteran
teacher
and
as
a
veteran
teacher
as
a
veteran
in
the
military,
we
put
our
country
first,
as
a
veteran
teacher.
I
always
put
my
students
first.
So,
as
I
said,
I'm
going
to
be
a
great
listener
and
I'm
going
to
respect
the
process,
let
it
go
through
and
we'll
decide.
AF
But
I
will
also
say
that
it's
not
because
of
any
reason
other
than
constituents
coming
to
me
with
concerns
and
my
job
as
a
board
member
is
to
then
take
concerns
that
are
inherent
in
our
schools
and
and
adjudicate
cases,
past
budget
and
past
policy
that
addresses
what
our
students
need.
To
that
end.
There
were
a
lot
of
complaints
about
this
issue.
One
of
the
first
conversations
I
had
with
some
board
members
was
over
the
disruption
of
certain
things
that
were
going
on
schools
relating
to
Flags.
AF
So
the
Genesis
of
this
policy
is
because
of
concerns
that
were
brought
to
me
and
then,
as
we
saw
in
the
beginning
of
the
year,
we
had
students
who
wanted
to
have
a
red
white
and
blue
day
and
were
told
that
they
were
not
allowed
to
do
that.
So
it
has
been
inconsistent
already
as
a
result
of
these
inconsistencies
and
concerns.
I
asked
the
policy
committee
to
please
create
a
policy
and
I
think
that
that
this
was
very
well
done
and
I
appreciate
the
efforts
of
the
policy
committee.
Thank
you.
AB
AB
AB
The
entire
time
I've
been
on
the
policy
committee
I,
don't
believe,
there's
been
a
single
policy.
We
have
not
brought
forth
to
the
board,
except
for
one
that
I
can
recall
and
I
think
that
was
because,
if
I
recall
it,
the
committee
determined
that
it
was
rather
redundant
with
policy
that
we
already
had,
and
we
just
Incorporated
into
those
policies,
so
I'm
just
giving
a
little
bit
of
background
for
people
to
understand
how
policy
Works
and
again
this
is.
AB
This
came
through
the
policy
committee
when
the
committee
felt
like
it
was
ready
to
be
presented.
Thank
you,
Miss
Wilson.
You
did
a
great
job,
putting
it
together
and
we
will
continue
the
process.
30-Day
public
comment
and
I
remain
fully
open
to
receiving
all
of
that
comment
and
considering
all
points
of
view
as
we
consider
this
policy
thanks.
Thank
you.
Miss.
AI
So
I
am
the
policy
chair
and
I've
done
a
lot
of
comments
about
the
policy,
so
what
I
will
tell
the
public
is
continue
to
submit.
Your
comment
continue
to
comment
over
these
next
30
days,
but
understand
the
process
and
respect
the
process,
because
by
not
bring
in
this
policy
forward
or
as
someone
stated
earlier,
about,
allowing
it
not
to
come
out
of
committee
that
just
does
exactly
what
we're
trying
to
prevent.
Transparency
is
important.
I
think
that
everyone
wants
to
be
heard.
AI
Everyone
wants
to
be
taught,
everyone
wants
to
be
educated,
I,
think
our
school
system
has
to
be
a
holistic
location
for
everyone
to
learn,
grow
and
thrive,
but
I,
don't
think
that
you
should
ever
somehow
another
impede
the
Democratic
process.
So
I
agree
with
Miss
Ellis
when
she
says
that
as
a
policy
committee
that
we
pride
ourselves
on
ensuring
that
everyone
is
hurt
and
that
we
don't
limit
a
policy
because
we
don't
agree
with
the
policy
I
think
that's
what
makes
us
great
as
a
policy
committee
is
that
we
are.
AI
D
Thank
you,
Ms
Dent
I
would
just
like
to
add
a
couple
of
words.
First
of
all,
I'd
like
to
reiterate
something
that's
been
said
a
number
of
times,
because
it
really
did
become
clear
to
me,
as
this
came
out,
that
there
is
confusion
about
the
fact
that
the
policy
process
here
is
not
the
same
as,
for
example,
in
the
general
assembly,
our
committees
do
not
hold
public
hearings.
D
So
in
order
for
there
to
be
input
on
a
policy,
it
must
be
voted
out
of
committee
and
come
before
the
board
and
come
before
the
public.
As
I
said
earlier
tonight,
as
was
evident
earlier
tonight,
there
are
strong
feelings:
I
understand
that
that's
the
nature
of
democracy,
as
as
Miss
Frank
has
noted.
I've
often
said
it's
messy,
but
it's
better
than
the
alternative.
In
my
view,
and
the
fact
remains
that
we
have
a
process
which
enables
Ample
Ample
public
comment,
opportunities,
we've
already
gotten
a
lot
of
them.
D
D
I
would
say
in
many
ways
along
the
lines
of
some
of
what
Dr
Bedell
said.
My
own
approach
is,
first
and
foremost,
are
we
continuing
to
build
a
school
system
where
each
and
every
student
feels
supported
and
feels
a
sense
of
belonging
in
their
school?
That
is
one
of
my
Essential
goals,
along
with
transparency
and
ensuring
that
our
student
outcomes
are
the
best
they
can
possibly
be
so
I
believe
that
concludes
I,
don't
see
any
additional
lights,
so
I
believe
that
Inc
concludes
this
item.
Unless
there's.
AB
AE
She
will
take
us
through
this.
This
policy
revision.
AH
D
Yes,
Ms
Johan.
E
Thank
you.
I
got
some
questions
from
constituents
about
the
change
of
of
wording
from
groups
to
organizations,
and
so
I
just
would
like
to
put
that
on
the
public
record.
If
you
can
sure.
AH
So
currently,
the
terms
organizations,
groups
and
clubs
are
used,
interchangeably
and
inconsistently
throughout
the
policy
and
regulation.
There
is
a
provision
of
the
code
of
Maryland
regulations
which
governs
this
action,
and
that
only
refers
to
student
organizations.
So
in
an
attempt
to
clean
up
the
regulation
and
policy
and
to
promote
consistency
with
our
Maryland
regulations,
I
decided
to
only
use
the
word
organization
moving
forward
to
apply
to
all
of
these
groups
and
clubs.
AI
AB
Yes,
so
I
just
want
to
quickly
take
the
opportunity
and
just
really
recognize
the
partnership
between
our
community
and
our
and
our
schools
and
I'm,
going
to
give
kudos
both
to
Eastport
Elementary
is
that
PTA
and
the
Glen
Burnie
High,
School,
music,
boosters
and
everyone
involved
in
supporting
our
students
in
this
way?
It's
just
this
is
some
of
the
best
stuff
I
see
happening.
Thank
you.
D
Yes,
I'd
like
to
add
that
I
know
this
was
a
huge
huge
piece
of
work
for
the
Eastport
Elementary
PTSA
I
want
to
thank
them,
and
this
is
going
to
bring
a
wonderful
addition
to
that
to
that
school
I
know
this
is
represents
a
lot
of
hard
work
and
a
lot
of
big
fundraising.
So
thank
you.
Thank
you
very
much
all
right,
seeing
no
no
more
lights.
D
F
G
AE
F
AE
President,
the
superintendent
recommends
approval
of
the
adjusted
2023-2024
school
year.
Calendar
Mr,
Bob
Moser,
will
take
us
through
these
five
slides.
AJ
AJ
The
calendar
that
is
online
meets
all
of
the
state
requirements
with
regard
to
student
days
holidays
and
all
of
our
negotiated
agreements
for
you
tonight.
Our
three
proposed
adjustments.
The
first
is
one
that
comes
about
as
a
result
of
general
assembly
legislation
which
moved
the
date
of
the
2024
primary
election
from
April
23rd
to
May
14th.
So
the
proposal
is
to
close
the
school
system
on
May
14th
for
elections
and
open
it
on
April
23rd.
AJ
So
we
couldn't
have
an
early
dismissal
on
that
day
and
the
third
one
as
Dr
Bedell
alluded
to
earlier,
is
the
change
in
the
Christmas
winter
and
Easter
Spring
Breaks,
which
would
close
the
school
system
on
those
five
days
and
we
would
make
arrangements
and
Ms
Rawls
has
talked
with
bargaining
units
about
what
would
happen
for
employees
who
would
need
to
work
for
continuity
of
operations
purposes.
So
those
are
the
three
changes,
we're
asking
for
and
be
glad
to
answer
any
questions
you
may
have.
E
There
we
go
I
just
have
a
couple
really
quick
questions
were
Student
Activities
that
normally
take
place
after
school
on,
say,
Tuesdays
Thursdays,
taken
into
account
when
moving
the
unity
days
from
Wednesdays
to
Tuesdays.
AJ
AJ
E
Excellent
and
just
for
those
tuning
in
home
or
in
the
audience
when,
when
these
sorts
of
tweaks
that
that
happen
almost
every
year
happen
after
the
calendar
committee
process,
can
you
just
briefly
explain
why
we
don't
send
it
back
to
the
calendar.
AJ
Sure
so
the
calendar
committee's
role
is
to
create
a
recommendation
to
bring
to
the
board
each
fall
so
that
you
can
then
work
on
the
calendar
for
the
next
year
or
in
in
the
case
of
your
latest
deliberations.
You
want
them
two
years
in
advance
right,
so
that's
their
role.
We
don't
take
changes
like
this
back
to
the
calendar
committee
because
putting
that
committee
back
together
at
this
point
and
then
going
through
that
process.
AJ
E
Absolutely
thanks:
I
I,
don't
know
if
there
was
a
motion
in
a
second
yet,
but
at
the
appropriate
time,
I'll
move
to
approve
this
as
amended.
F
G
AE
All
right,
Madam
president,
as
Pat
crane
comes
up
and
our
guests
from
our
teammates
from
Chesapeake
Lighthouse
I
mean
check
a
piece
yeah
Lighthouse
Foundation
as
they
come
up.
I
just
I
want
to
make
a
couple
of
remarks
before
I
I
say
something
about
my
superintendent's
recommendation,
because
I
think
this
is
important
for
the
community,
the
people
who
were
here
probably
a
month
ago
when
we
presented
to
the
board.
You
know
our
recommendation,
this
school
boards,
you
know,
had
a
lot
of
questions
and
they
basically
said
hey.
AE
We
really
want
to
table
this
and
we
want
you
all
to
go
back
and
take
another
look
at
it
and
we
went
back
into
executive,
closed,
I,
believe
and
at
that
time
I
said
to
the
school
board.
You
know
this
is
this
is
how
a
school
board
should
operate
right.
It's
not
about
rubber,
stamping
and
just
agreeing.
AE
If
you
don't
have
all
of
the
information,
you
should
be
challenging
us
to
make
sure
that
we
figure
out
a
way
to
to
try
to
get
it
right
and
at
least
try
to
get
to
a
yes
and
if
there's
not
a
yes,
we
have
our
data
and
we
have
a
compelling
reason
as
to
why
not
so
what
you
see
tonight
is
the
result
of
us
going
back
to
the
table
and
meeting
with
our
Public
Charter
High
School
Chesapeake
science,
Point
public
charter,
I'm,
sorry
Chesapeake,
science
point
and
we
wanted
to
make
sure
that
we
collaborated
to
try
to
figure
out
how
to
how
to
make
this
happen.
AE
So
at
this
point,
I'm
proud
of
the
work
that
Pat
crane
has
done
in
the
response
to
what
this
board
asked
us
to
do,
and
so
I
want
to
present
to
you
my
superintendent's
recommendation
in
order
to
make
in
order
to
maximize
access
opportunities
for
students
across
Anne,
Arundel
County
and
to
help
ensure
that
all
CSP
Elementary
fifth
grade
students
gain
a
seat
in
the
CSP
Middle
High
School.
The
superintendent
recommends
that
the
board
approved
the
merger
alone.
AK
Great
thank
you
Dr
Bedell
good
evening,
so
president
Tobin
vice
president
silkworth
members
of
the
board
and
Dr
Bedell,
we're
back
with
a
recommendation
as
Dr
Bedell
just
outlined.
We
have
a
short
presentation
today
for
you,
but
before
we
get
started,
I
would
like
to
provide
an
opportunity
for
those
joining
me
tonight
to
introduce
themselves.
P
AK
Right
so
back
in
November,
the
Chesapeake
Lighthouse
Foundation
submitted
a
proposal
requesting
to
merge
both
the
newly
developed
CSP
Elementary
with
the
CSP
middle
high
school,
with
the
hopes
of
developing
one
school
in
order
to
provide
families
with
the
continuity
and
a
seamless
transition
for
their
students
from
elementary
to
Middle.
School
provide
sibling
priority,
ensuring
that
the
acceptance
of
the
elementary
student,
if
there's
a
sibling,
already
accepted
into
the
middle
high
school,
and
provide
flexibility
and
sustainability
for
the
operations,
finances,
budgeting,
accounting
and
Staffing.
AK
On
April
12th
I
came
before
you
all,
with
a
recommendation
from
Dr
Bedell
to
deny
the
merger
but
to
approve
a
35
guaranteed
enrollment
for
CSP
elementary
students
moving
to
CSP
Middle
High
School,
and
at
this
meeting,
the
board
discussed
the
recommendation
and
tabled
the
item
asking
aacps
and
clf
staff
to
work
collaboratively
to
a
mutual
agreeable
outcome.
Shortly
after
that
meeting
I
met
with
Mr
Ock
and
Miss
Chang
from
clf
to
begin
exploring
various
options
that
could
accomplish
the
following
outcomes:
number
one.
AK
AK
And
finally,
that
clf's
Lottery
procedures
align
with
aacps
Lottery
processes
and
practices
and
I
think
that's
a
really
key
Point.
There's
a
lot
wrapped
up
in
this
recommendation.
There's
a
lot
around
waiting
of
lotteries
and
the
lottery
process
itself,
and
it's
important
for
clf
and
CSP
to
follow
the
lottery
procedures
that
we
follow
in
our
magnet
programs
and
that
currently,
our
charter
schools
are
required
to
follow
that
just
helps
us
track.
Student
data
helps
us
run.
Reports
helps
us
be
able
to
track
what
students
are
in
the
school.
AK
What
students
are
accepting
seats,
so
they're
already
trained
in
those
processes
and
procedures,
but
we
need
to
make
sure
that
they
continue
to
follow
through
with
that.
If
this
were
approved
tonight,
foreign
to
ensure
that
this
seat
availability
exists,
the
following
six-year
430
seat
expansion
plan
is
being
proposed.
You
can
see
in
front
of
you
so
next
year,
23
24.
There
would
be
no
change
for
the
24-25
school
year.
We
would
increase
60
seats
for
the
25-26
and-
and
these
are
at
the
CSP
Middle
High.
AK
AK
Again,
this
was
developed
in
collaboration
between
aacps
staff
and
the
staff
and
board
of
the
Chesapeake
Lighthouse
Foundation.
Currently,
in
order
to
memorialize
this,
there
is
a
draft
mou
that
we
are
currently
working
on
that
outlines
all
of
the
specifics
behind
this
recommendation
and
and
what
both
parties
are
agreeable
to
when
that
mou
is
finalized.
That
will
come
back
before
this
board
for
your
approval
and
will
be
part
of
the
charter
contracts
moving
forward.
AB
AB
So
that's
a
hefty
increase
in
seats,
so
there
are
plans
and
and
full
confidence
that
that
will
be
able
the
space
needs
will
be
able
to
be
met
and
the
whatever
facilities,
adjustments.
That's
all
planned
for
I
assume.
AL
I
think
I
can
address
that.
Yes,
we
are
planning
to
either
build
or
lease
a
new
facility
within
three
years.
If
you
look
at
the
numbers,
there's
an
increase
next
year
for
60
students,
another
60
after
that,
during
these
three
years,
we'll
actually
keep
the
sixth
graders
at
our
elementary
location,
because
our
Middle
High
School
doesn't
have
the
capacity
to
increase
enrollment,
but
our
elementary
school,
as
you
know,
is
starting
small
with
370
or
so
students
and
the
full
capacity
of
that
building
is
600
over
600.
AL
So
we'll
keep
the
sixth
graders
well
during
this
expansion
period
for
the
initial
two
years
and
within
those
three
years
we
anticipate
to
locate
the
facility.
We
have
already
started
this
search,
but
we'll
move
forward.
If
the
board
approves
this
merger
and
expansion,
once
we
have
located
a
facility
we'll
convert
it
into
a
school
building,
we
are
hoping
to
find
something
that
is
closer
to
the
current
locations
of
CSV,
math,
high
school
or
the
ml
Entry
School
and
the
third
year
you
see
a
higher
increase
of
215
students.
AL
That's
when
we
will
have
a
new
facility,
we'll
probably
locate
the
Middle
School
to
the
new
facility,
because
that's
an
easier
transition
than
locating
relocating
high
schoolers,
and
it's
also
cheaper,
because
the
current
facility
already
has
a
gym
built
into
it.
So
relocating
the
middle
school
is
really
much
easier
for
a
charter
school,
but
these
are
plans
when
you
talk
about
facilities
or
Charter
Schools,
that's
the
biggest
challenge
and
those
plans
may
always
there's
always
a
risk
that
we
may
not
finish
this
facility
in
time.
AL
I'm,
not
promising
here
anything
because
we're
just
starting
this
search
for
a
piece
of
land
or
a
facility.
We
have
identified
locations
and
Facilities
already
because
we
want
to
do
some
work,
but
we
have
plans
to
for
to
to
adjust
and
go
along,
because
we
will
provide
the
increased
seats
to
the
students
that
we
wanting
and
Rule
to
our
students.
So
far
when
you
look
at
our
history,
we
have
built
seven
schools.
We
have
never
missed
any
deadlines
in
building
facilities,
so
three
years
is
a
good
enough
time
for
us.
AB
Thank
you
and
then
my
other
question
is
Chesapeake
lighthouses
preparedness
to
potentially
offer
more
supports
to
have
more
students
that
might
need
additional
support
than.
AL
In
that
regard,
we
are
partnering
with
the
school
district
and
it
has
been
a
great
partnership
so
far
in
providing
services
to
students
with
special
needs
or
students
who
need
language
support,
and
so
far
are
the
reports
that
the
district
has
seen
about
the
school's
performance
for
all.
Demographics
has
been
Stellar,
I
believe
so
I
think
we
will
continue
to
work
with
those.
AL
Our
demographics
and
our
other
schools
are
very
different
from
an
Arnold
County
demographics,
because
they're
in
different
areas
and
other
counties,
and
if
you
look
at
the
demographics
of
those
schools,
they
we
have
similar
achievement
in
those
schools
as
well.
So
that
should
give
you
the
confidence.
I
think
that
we
can
address
the
needs
of
all
students.
AB
Thank
you,
and
just
finally,
the
entire
time
I've
been
on
board
member.
This
is
one
of
the
best
things
I've
seen
happen
as
far
as
the
process
and
the
collaboration
between
the
board
and
the
superintendent
and
the
school
system
and
our
Charter
partner,
I
I
I'm,
just
thrilled.
Thank
you
and.
AL
AF
My
questions
were
answered
with
the
comments
provided.
I
do
have
some
comments,
but
if
you
would
like
me
to
it,
I
just
also
wanted
to
say
how
thrilled
I
was
that
you
were
able
to
come
out
here
tonight
and
that
we
got
to
hear
from
you.
I
really
appreciate
the
collaboration
and
I
agree
with
Miss
Ellis.
That
I
think
this
was
very
well
done.
AF
The
merger
proposal
that
we
got
last
time,
I
really
you
know
I-
wanted
to
support
the
efforts
but
I
just
I
I
wasn't
comfortable
with
that
particular
merger
and
then,
when
I,
when
I
see
this,
it
really
encompassed
a
lot
of
the
concerns
that
everybody
had
and
somehow
it
still
worked,
and
everybody
seems
happy
so
I
think
that
it
we
really
did
get
to
such
a
much
better
place
and
I
am
really
thankful
that
we
got
there.
AF
AF
So
if,
if
your
student
can't
get
into
this
particular
program,
there
are
other
programs
that
you
can
get
into,
but
having
said
that,
I'm
thrilled
that
the
folks
that
grow
up
in
this
school
Community
will
be
able
to
continue
their
school
experience.
I
think
that
enshrining
that
was
really
important
and
so
I
appreciate
it.
Thank
you.
AA
So
I'm,
a
big
fan
of
you
know
lock
all
the
respective
parties
in
the
room
and
don't
come
out
unless
you
have
an
agreement.
Type
of
approach,
so
I
and
I
encourage
that
at
every
juncture,
especially
when
there's
an
impasse,
because
usually
you
can
come
out
and
I
think
we've
demonstrated
that
multiple
times
and
say.
Thank
you
so
much
for
the
collaboration
and
the
willingness
to
go
back
to
the
table.
That
is
a
choice.
I
do
have
a
question
on
the
process.
AK
The
mou
is
not
available
tonight
correct
the
the
merger
or
the
superintendent's
recommendation.
Well,
I'm,
not
going.
Obviously
you
all
have
a
process,
but
I
in
my
mind
you
would
approve
the
superintendent's
recommendation.
We
would
then
come
back
to
you
with
an
mou
that
you
would
then
review
and
approve.
Okay.
AB
AA
D
E
First
I
want
to
say
thank
you
for
your
patience
in
this
process
and
letting
us
or
letting
you
all
go
off
and
have
your
discussions
and
come
back
to
us
with
something
a
bit
more
palatable.
I
have
a
question
about
student
transportation.
Are
all
students
provided
transportation
for
your
charge
to
the
elementary
or
will
they
to
the
elementary
school
and
the
middle
and
high
school?
So.
AL
To
that
question,
we
don't
provide
fully
free
transportation.
We
provide
subsidized
transportation
to
our
students,
the
charter
school
laws,
don't
require
charter
schools
to
provide
transportation.
However,
we
have
sign
an
agreement
with
the
district
that
we
will
provide
subsidized
transportation.
We
allocate
a
certain
amount
in
our
budget
for
transportation
and
we
charge
our
students
A
reduced
cost
for
transportation.
However,
if
families
have
difficulty
if
they
have
financial
difficulty
in
paying
for
that,
we
have
provided
half
cost
or
no
cost
transportation
to
our
students
as
well.
The
elementary
school
will
also
provide
transportation.
AL
We
have
already
allocated
three
buses
for
the
elementary
school
so
far
about
90
students
have
signed
up
for
transportation
and
if
any
families
there
have
hardship
will
also
provide
reduced
cost
or
no
cost
to
those
families
as
well.
The
elementary
school
has
a
rather
limited
area
that
we
can
provide
transmission
because
of
the
limited
finances.
The
school,
as
you
know,
is
starting
small
and
our
we
have
a
limited
budget,
so
we
only
were
able
to
allocate
three
buses
this
year.
E
AI
E
I
appreciate
that
I
I,
just
don't
want
it
to
be
a
limiting
factor
or
create
a
barrier
or
an
obstacle
for
any
or
All
Families,
especially
from
you
know,
clusters
that
that
generally
have
a
higher
percentage
of
families
that
are
challenged
in
this
way
to
to
attending
yeah.
AL
We
absolutely
understand
that,
because
Equity
means
access
and
without
that
activity
we
can't.
We
also
want
to
reach
a
wider
demographic
area
in
terms
of
farm
students
or
other
students
that
don't
have
access
to
the
school
right
now
and
that
weighted
Lottery
will
hopefully
bring
in
more
students
off
to
different
demographics
that
we
would
like
to
represent
and.
E
The
goal
of
the
the
weighted
lottery
for
the
various
types
of
students
that
were
described
in
the
presentation
would
that
bring
your
numbers
that
match
percentage-wise
to
other
schools
in
the
district
I.
Something
like
the
amount
of
the
percentage
of
students
on
IEPs
and
other
schools
is.
AK
AK
Think
the
district
average
is
11
11,
yes
and
yes,.
AL
The
goal
in
that
that
we
are
discussing
the
mou
is
to
reach
at
least
the
district
averages
in
all
those
different
demographics.
AI
A
couple
of
questions,
so
I
too,
am
very
excited
that
we
are
in
a
collaborative
environment
versus
just
a
separation,
so
I
think
that
that's
a
kudos
to
both
of
you
all
for
starting
to
move
in
that
direction.
I
do
tell
you
that
you're
opening
up
candles
to
all
the
schools
now
so.
AI
But
how
many
students
are
enrolled
right
now
in
the
elementary
school?
This.
AI
AL
This
expansion
is
for
the
middle
high
school
that
elementary
school
is
starting
with
376,
but
we
already
have
approval
to
go
up
to
584
students
if
I'm
not
wrong.
That's
the
maximum
capacity,
unless
we
add
Pre-K,
which
is
another
issue
that
we
have
been
talking
with
the
school
district
about.
We
didn't
have
pre-K
in
our
charger
petition,
but
we
know
that
with
blueprint.
AI
I,
yes,
you
are
talking
about
that,
but
I'm
not
I'm
talking
about
exactly
what
she
just
said,
because
what
I
wrote
down
was
560.
So
thank
you
for
the
clarification,
so
it's
584
students
that
was
going
to
go
into
school.
We
spoke
earlier
about
making
sure
that
you
know
the
students
that
start
there
is
able
to
graduate
there
at
least
through
high
school.
AI
So
the
additional
430
I
think
it
is
positions
that
you're
adding
will
that
cover
if
you
did
expand
to
full
capacity
584,
but
those
students
be
able
to
to
include
the
lottery
still
continue
to
have
enough
expansion
so
that
everyone
could
graduate
together.
AI
Yes,
okay,
and
my
last
question
is:
is
that
the
challenges
that
you
talk
about
about
IEPs
Farm
students,
students
that
have
access
and
miss
y'all
have
added
another
Edition,
so
that
was
talking
about
Transportation,
where
all
those
challenges
are
there
any
unforeseen
consequences
that
we
should
consider
that
we
need
to
look
at
right
now,
as
we
try
to
implement
this
process
and
I'm,
not
asking
you
to
you
know,
be
the
forward
thinker
I'm,
asking
you
to
think
out
of
the
box
about
those
challenges,
because
I
don't
want
us
to
take
on
a
more
than
we
can
chew
right
off
more
than
we
can
cheer.
AL
I
absolutely
understand
that
I
have
worked
in
different
states
and
I
can
talk
about
the
different
experiences
of
charter
schools.
Charter
schools
in
other
states
have
a
lot
more
autonomy
and
that
autonomy
means
the
charter.
School
has
to
take
care
of
special
education
and
other
issues
on
their
own.
Here
are
special
education
department
at
the
school
works
together
under
the
district
special
education
department.
That
means
a
higher
collaboration,
so
we
don't
make
decisions
on
our
own.
AL
We
always
work
with
the
school
and
if
a
student
cannot
be
provided
any
services
at
the
school,
it's
not
our
decision
to
say
that
it's
the
school
district's
department
chair
to
make
those
decisions
to
look
at
whether
the
students
can
be
served
at
the
charter
school
art,
another
location.
So
because
of
the
supports
here
and
the
greater
partnership.
AL
Special
education
is
actually
not
as
big
an
issue
as
it
is
in
other
charter
schools
in
other
states,
where
they
have
the
full
autonomy
that
autonomy
comes
with
its
advantages
and
disadvantages
where
you
are
left
on
your
own,
and
sometimes
some
charter
schools
end
up
with
higher
student
numbers
in
those
specification
environments
that
they
can't
handle
with
because
they
have
a
limited
budget.
So
the
corporation
here
in
the
partnership
is
much
bigger.
That's
why
we're
confident
that
it
won't
be
an
issue.
AL
F
F
D
Forward
with
this
so
and
forgive
me
for
putting
on
my
Charter
School
evaluation
hat,
it's
good
to
see
you
all
by
the
way,
so
I
have
a
couple
of
questions
about
how
we're
going
to
monitor
this
moving
forward.
D
Yeah.
So
I
presume
this
is
probably
best
directed
to
Mr
Crane.
That
will
have
some
sort
of
update
from
you
about
sort
of
how
the
how
we're
doing
with
meeting
these
average
numbers
for
the
schools
moving
forward
is
that
in
the
plan.
AK
It
is
now
yeah,
no
certainly
so
what
what
I
would
say,
Dr
Tobin
is
is
really.
This
is
going
to
be
done
through
their
marketing
efforts
on
the
front
end,
if
they're
going
to
wait,
lotteries
for
students
with
IEPs
farms
and
ell
they've
got
to
go
out
and
Market
this
school
to
those
student
populations
in
those
communities,
so
that
that's
certainly
a
heavy
lift
on
their
end
and
then
I
would
say
on
our
end,
it's
student
Information
Systems,
it's
good
data
and
good
data
out.
AK
So
we
want
to
ensure
that
they're
using
our
magnet
tracking
system
to
to
track
data
so
that
we
can
get
good
reports
out
of
that.
And
then
it's
it's
oversight
by
my
office
and
accountable
accountability.
There
will
be
at
least
two
audit
points
in
the
school
year
where
we'll
go
in
and
we'll
audit
their
enrollments
to
make
sure
that
at
least
half
of
the
students
that
they
accepted
fall
into
one
of
those
three
categories
and
then
some
point
later
in
the
spring.
AK
We'll
audit
them
again
to
ensure
that
there
is
not
a
withdrawal
rate
that
we
see
as
a
red
flag,
meaning
that
you
know
it's
one
thing
to
students,
but
then
it's
another
thing
to
make
sure
they're
successful
and
get
through
and
graduate
from
the
middle
high
school.
So
we
just
want
to
make
sure
that
there
are
no
alarming
withdrawal
rates
from
students
with
IEPs
or
ell
students
or
or
Farm
students,
so
that
that
falls
on
us.
D
So
I
would
thank
you
because
that
was
sort
of
my
further
question
and
I
would
just
I
would
just
ask,
because
this
is
a
new
we're
setting
in
a
sense
a
new
precedent.
M
D
With
this
merger-
and
I
too,
am
very
happy
that
we
we
got
to
this
position,
but
I
also
feel
it's
incumbent
upon
us
to
ensure
that
we're
doing
what
we're
we
we
say,
we're
we're
doing.
B
D
So
I
think
I
think
I
would
hope
that
we
would
have
some
sort
of
reporting
back
to
the
board,
ultimately
at
an
appropriate
point,
so
giving
us
the
updates
of
of
how
this
is
proceeding
and
what
the
numbers
are.
Looking
like
and
I
I'm
glad
my
colleague
raised
the
question
about
Transportation.
D
Obviously
that
can
be
a
significant
barrier
and
I'm
glad
to
hear
that
you
have
some
sort
of
waiver
process
or
something
for
students
that
whose
families
are
not
able
to
to
pay
that
additional
cost,
and
it
just
occurs
to
me
as
I.
Listen
to
this
and
I
haven't
asked
this
question
before
I've
certainly
seen
these
weighted
lotteries
in
other
districts,
where
I've
looked
at
Charters
and
I
I,
it's
it's
made
a
significant
difference.
Did
we
do
that
with
our
magnets.
D
I,
don't
think
we
do
I
think
there
might
be
good
reason
to
think
about
that.
With
regard
to
our
magnets,
because
I
think
this
has
been
an
issue
at
times,
I
just
throw
that
out
there
we're
not
going
to
answer
that
question
necessarily
tonight,
but
I
just
brought
this
up
in
my
mind,
as
we
were
thinking
about
this
so
Ms
Shawn.
E
About
the
three
buses
for
elementary
school
and
transportation
in
general,
what
are
the
ride
times
like?
So
if
your
catchment
area
is
the
whole
County,
but
predominantly
what
Glen
Burnie
Old
Mill
Chesapeake
Northeast,
so
how
long
of
a
ride
time
is
that.
AL
So
for
the
elementary
we
decided
to
go
up
to
a
six
or
seven
mile
radius
and
it's
not
an
exact
measurement,
because
it
depends
on
the
students
who
are
actually
signing
up.
Currently,
the
school
principals
will
have
to
sit
down
if
our
current
Middle
High
School
principal
was
here.
You
could
answer
those
questions.
AL
Better
I'm
usually
not
involved
in
the
route
decision,
it's
the
principal
and
the
school
secretary
and
their
staff
sitting
together
with
the
looking
at
the
addresses
and
then
deciding
on
the
routes,
and
usually
that
determines
also
the
distance
they
can
go
depending
on
the
number
of
students
on
each
bus.
So
it's
unless
we
know
all
those
addresses
of
the
students.
We
can't
really
tell
right
now
of
what
that
Rod
would
look
like.
E
P
They
can
be
I
think
they
can
get
up
to
about
an
hour.
Maybe
a
little
bit
over
depending
majority
of
our
students
live
within
five
to
six
miles
of
the
school.
But
we
do
have
students
that
are
coming
from
like
Pasadena,
that's
probably
one
of
our
farthest
biggest
areas
of
population
for
students
and
sometimes
they're
getting
on
the
bus
at
seven
to
get
to
CSP
at
eight
yeah.
E
P
They
can
be
yeah
I'm,
not
familiar
with
every
route.
I
carpool,
most
of
most
of
a
lot
of
the
local
parents,
can
carpool
there's
a
big
opportunity
for
that
in
some
of
the
out
of
area.
Students
too,
but
I
mean
providing
a
bus.
You
know
for
the
students
that
need.
It,
obviously
is
a
good
thing,
but
the
con
is
sometimes
they
have
a
long
ride.
Thank.
AB
I
moved
to
approve
the
merger
as
proposed.
Second.
G
P
G
D
So
we've
now
reached
our
second.
That
brings
us
to
section
seven.
D
Public
comments
on
non-agenda
items
and
these
same
the
same
statement
holds
that
I
read
earlier.
I
will
not
take
more
time
to
read
it
yet
again,
so
with
that
Mr
David,
moresberger
speaking
on
non-pub
non-agenda
items.
AM
So
is
it
working
yep,
okay,
I'm
David
moresberger
from
David
Seville?
First,
congratulations
Zach
for
graduating
and
welcome
superintendent
vidala
we've
never
met
so
first
I
want
to
call
this
under
your
watch.
It's
how
we
gauge
our
leaders
at
work:
I'm,
a
lifelong
resident
of
Anne
Arundel
County
I
graduated
from
Brock
Bridge
Elementary,
MacArthur,
Middle
Meade
high
school
and
received
my
Master's
in
engineering
from
the
University
of
Maryland
as
that
lifelong
resident
and
graduate
I
find
the
relative
state
of
our
County
Public
Schools,
totally
unacceptable.
AM
According
to
the
latest
U.S
news
and
World
Report
South
River
High
was
the
was
the
highest
ranked
high
school
in
Anne
Arundel
County,
and
it
was
23rd
in
this
state
out
of
269
schools
and
it
was
929th
nationally.
My
alma
mater
mean
ranked
11th
out
of
the
17
in
the
county,
118th
in
Maryland
and
6679
in
nationally
and
as
a
comparison
in
2016.
Severna
Park
was
ranked
eighth
in
Maryland
299th
National,
whereas
today's
Smyrna
Park
is
29th
and
and
1183
Nations
I
mean
that's
a
significant.
AM
So
what
what
caused
that
significant
drop
in
Severna
Park
scores
and
rankings?
In
my
opinion,
from
my
business
experience,
there's
no
excuse
for
these
rankings
and
no
excuse
that
multiple
Anne
Arundel
County
schools
are
not
ranked
in
the
top
ten.
We
we
have
the
resources.
We
have
the
tech
businesses.
We
must
set
high
expectations.
I
have
race,
gender
and
blind
high
expectations
for
everybody.
I
grew
up
in
Maryland,
City
I
went
to
mean
I,
understand
that
underprivileged
and
low-income
children
are
capable
if
they
are
challenged
and
we
set
high
expectations.
AM
So
why
are
we
spending
just
today?
Why
are
we
spending
so
much
time
on
social
and
political
issues?
While
you
know
using
the
phrase,
Rome
is
burning.
The
flag
debate
earlier
is
a
perfect
example.
The
counter
argues
overtly
and
correctly
implied
that
those
in
favor
are
racist
and
hate.
Others
like
them,
but
I
mean.
Let
me
be
clear:
I
have
no
haters,
please
summarize.
Okay
I
just
want
the
best
for
our
children.
AM
We
have
to
succeed
in
this
complex
Global
Market,
going
forward
so
set
high
expectations
challenge
the
students,
students
of
all
ethnicities,
all
Races.
All
incomes
are
smart.
If
you
challenge
them
and
and
I
see
you
nodding
there,
Dr
Bedell
I
mean
we
can
do
this.
We
our
children,
deserve
it.
This
County
deserves
it.
Thank.
W
F
Do
Madam
president
I
moved
at
the
board
going
to
closed
session,
to
consult
with
the
council
to
obtain
legal
advice
on
a
legal
matter
to
obtain
board
Council
advice
on
budget
laws
and
negotiations
to
conduct
collective
bargaining
negotiations
or
consider
matters
that
relate
to
the
negotiations
and
to
consider
matters
reported
by
Chief
negotiator
and
discuss
something
wrong
with
fiscal
supplemental
physical
items?
Second,.
