celebrate
the
career
of
Kate
Gilbert,
regional
superintendent,
of
the
North
County
and
Chesapeake
clusters,
who
will
be
retiring
as
of
September
1st
Kate
Gilbert
began
working
at
Anne,
Arundel
County
Public
Schools
in
1974.
A
Just
for
some
reference
here
are
some
things
that
happened
in
1974,
President
Richard,
Nixon
resigned,
gas
was
55
cents
per
gallon.
The
55
mile
per
hour
speed
limit
was
imposed
to
save
on
gas
usage.
The
average
cost
of
a
new
car
was
three
thousand
seven
hundred
and
fifty
dollars
an
enrollment
at
Anne,
Arundel,
County,
Public
Schools
was
70
thousand
six
hundred
and
twenty
two
students,
so
it's
safe
to
say
that
a
lot
has
changed
since
Kate
Gilbert
arrived
here's
what
hasn't
changed,
Kate's
commitment
to
middle
level
learners.

Now
we
all
know
that
educators
all
have
a
special
place
in
heaven,
but
some
have
a
few
more
feathers
on
their
angel
wings
and
while
I
will
always
maintain
that
beginning
band
and
string
teachers
have
the
most
feathers
middle
school
teachers
are
a
very,
very
close.
Second,
as
a
parent
of
current
and
former
middle
schoolers
I
know
how
most
parents
breathe
a
sigh
of
relief
when
their
children
are
out
of
that
stage
of
life.
But
then
there
are
the
Angels
like
Kate,
who
were
called
and
chose
to
be
with
middle
level.
A
Students
every
day
for
43
years
bless
her
heart
teaching,
guiding,
leading
and
loving
them
all
along.
The
way
Kate's
journey
saw
her
spend
many
years
as
a
language
arts
teacher
at
Chesapeake,
Mae
middle
school,
and
then
it
is
ministry
in
turn
there
she
became
an
assistant
principal
at
Corcoran
middle
school
in
2000,
then
principal
at
Old,
Mill
middle
school
south
in
2001.
She
stayed
there
until
she
became
a
director
of
middle
schools
in
2005
and
then
regional
assistant
superintendent.
A
Several
years
later,
Kate's
entire
a
ACPs
career
has
been
spent
at
the
middle
school
level,
with
some
others
thrown
in,
but
always
focused
on
the
middle
schoolers.
She
hasn't
had
an
immeasurable
impact
on
thousands
of
students
and
hundreds
of
teachers
as
well.
It
is
safe
to
say
that
Kate
has
truly
led
from
the
middle,
so
this
middle
school
mother
says.

it

been
wonderful
to
see
your
career

it's
going

always
agree
that
you

been
a
calm
voice
reason
and
quite

asset

county.

Last
week,
mr.
Gillan
and
myself
were
able
to
attend
the
fort
Smallwood
ribbon-cutting
worth
four
thousand
solar
panels
were
officially
unveiled
and
over
the
course
of
twenty
years
we
expect
that
that
will
be
a
one-point
at
least
a
one
point:
eight
million
dollars
in
energy
savings
for
the
school
system.
So
that
was
very
exciting.
If
you
ever
have
a
chance,
it's
quite
impressive.
They
go
on
and
on
and
on.

We
also
were
able
to
attend
summer
school
graduation,
which
is
very
exciting,
to
see
some
of
our
students
who,
for
various
reasons,
weren't
able
to
graduate
on
time
with
their
class,
but
they
stuck
it
through
with
summer
school,
and
these
kids
were
amazingly
inspiring
and
the
words
that
they
shared
about
how
special
the
teachers
were
from
summer
school
who
helped
them
to
get
over.
That
last
hurdle,
we're
very
moving
and
hats
off
to
all
the
staff
of
summer
school
who
work
with
those
kids
and
helped
them
all.
To
achieve
that
milestone.

welcome

the
hundreds

new
teachers
who
are
coming
in

brought
bridge,
and
it
was
so
neat
to
have
this
two
events

Judy

women
and
men
who've,
given
years
and
decades
of
their
lives
just
serving
the
children
here
and
then
welcoming
these
new
students,
who
were
new
teachers
who
are
coming
in
and
hopefully
are
starting
that
career
that
maybe
some
day
they'll
be
missin
ally
on
the
board.

I'm,
a
junior
at
Cedar,
Park,
High,
School
and
I'm.
The
president
of
the
Chesapeake
Regional
Association
of
student
councils,
this
summer
crash
broke
the
tradition
of
taking
the
summer
off
and
continued
a
pretty
regular
schedule
of
Wednesday
night
meetings.
This
was
especially
important
because
it
gave
our
new
team
plenty
of
time
to
get
to
know
each
other.
It
is
critical
that
we
establish
a
healthy
team
dynamic
and
that
we
all
feel
comfortable
debating
controversial
topics
with
each
other.

Recently,
our
conversations
have
focused
on
Charlottesville
and
the
outrageous
acts
of
racially
motivated
hatred
and
terrorism,
which
have
dominated
the
national
conversation
for
the
past
few
weeks.
I
am
sure
that
a
number
of
AAC
PS
graduates
are
attending
UVA
in
the
fall,
and
it
is
heartbreaking
to
think
how
this
might
impact
their
experience
here
at
home
in
Anne
Arundel
County.
We
are
not
strangers
to
the
pain
of
hatred.
We
know
that
it
comes
in
forms
of
riots,
petitions,
essays
threats
and
symbols.

We
applaud
the
removal
of
flags
and
statues
that
have
come
to
symbolize
hatred,
especially
those
which
have
been
removed
from
Baltimore
and
Annapolis.
There
comes
a
time
when
something
has
to
be
done
and
something
must
be
said
doctor
our
lotto
I
loved
your
statement
in
that
editorial
in
the
Capitol
on
Monday,
you
captured
the
sentiment
beautifully.
I
love
the
part
where
you
said
we
must.
We
must
replace
conflict
with
conversation,
particularly
with
the
young
minds.
We
educate
daily
I
love
that
sentence
simple,
yet
powerful
in
its
meaning.

I
really
hope
that
everyone
in
our
community
can
be
mindful
of
that
idea.
As
we
begin
the
school
year,
we
have
to
take
time
to
tackle
the
difficult
conversations.
Often,
topics
like
racism,
inequality
and
bias
are
seen
as
too
contentious
for
the
classroom,
but
we
cannot
afford
to
avoid
addressing
this
area
of
this
chord.
Last
January
craft
made
the
statement
at
this
podium,
acknowledging
the
need
for
more
education,
focusing
on
eliminating
bias
and
embracing
ethnic
diversity.
We
said
teaching
tolerance
is
not
enough.
You
tolerate
an
annoying
sibling
or
a
bitter
cough
syrup.

We
need
to
teach
celebration,
it's
great,
that
lessons
about
recognizing
prejudice
are
embedded
in
our
curriculum,
but
since
we
are
not
being
assessed
on
this
message,
it
is
often
not
the
focus.
We
feel
that
stand
alone
activities,
assemblies
and
events
would
be
more
appropriate
venues
to
address
this
concern.
We
are
all
growing
together,
so
we
need
to
work
together.

Nothing
we
stand
by
that
request
for
this
school
year
and
we
additionally
asked
that
special
attention
is
given
to
discussing
how
expressions
of
hatred
while
they
are
protected
under
our
First
Amendment
are
wrong
and
unwelcome.

enough

learn

our
rights.
We
also
need
to
learn
about
what
is
right
on
behalf
of
the
students
of
Anne
Arundel
County

am
asking
you
to
assist
us
and
facilitate
our
growth

that
we

learn

troubling

schools

big
people
key

approximately
10,500
employees
are

principals.
This
year,
19
schools
will
open
with
new
principals.
Eight
of
them
are
promotions
from
within
and
on
the
County
Public
Schools,
and
two
we've
recruited
and
hired
from
outside
of
a
CPS.
Additionally,
28
schools
will
open
with
new
assistant.
Principals.
Second
is
the
little
people,
our
students.

We
are
projected
to
enroll
of
record
82,000

students
this
year
at
the
secondary
level,
our
office
of
school
performances
work
diligently
with
the
office
of
student
data
and
the
division
of
student
services
to
ensure
that
every
secondary
student
comes
to
school
in
the
first
day,
with
a
schedule
and
ready
to
go,
our
counselors
and
schedulers
are
working
diligently
to
our
littlest
learners.
At
the
elementary
level,
home
rooms
are
set
and
ready
to
go
day
one-third.
Our
school
buildings
are
busy
too
this
year,
we'll
have
six
buildings
open
one
day,
late.
I
Two
preparations
due
to
construction
projects
at
the
elementary
level.
They
are
Arnold
Brij
man,
review
and
Shadyside,
also
7,
river
middle
and
chesapeake
high
school
opening.
One
daily
forth
athletics
continues
to
be
awesome
to
understand
the
scope
of
our
athletic
program.
Ten
thousand
nine
hundred
twenty
one
student
athletes
participated
in
the
program
last
year
with
an
additional
eight
hundred.
Seventy
eight
student
athletes
and
our
unified
athletic
program.
This
year,
our
1018
coaches
are
prepared
to
start
the
school
year.

They
are
certified
in
care
and
prevention,
cpr,
concussion
trading
and
heat
acclimatization
training,
in
addition
to
serve
them
now
over
62%
of
non-traditional
classroom
teachers
as
coaches,
we
provide
a
professional
development
in
prioritizing
student-athlete
mental
and
physical
health
and
safety
teaching
life
lessons
through
sport
and
how
to
integrate
student
athletic
voice
at
all
levels
of
programming.
All
of
this
hard
work
pays
off
a
ACPs
brought
home
six
total
state
championships
last
year,
bringing
our
countywide
total
to
373
since
our
first
state
championship
in
1908.

Finally,
fifth,
the
people
in
OSP,
our
team,
has
worked
with
all
hundred
twenty-three
principals
and
their
school
leadership
teams
to
ensure
a
successful
opening
of
the
school
year.
Specifically,
we
hosted
principals
and
lead
teachers
partnering
with
ASI
this
past
Monday
at
our
opening
celebration.
This
day
was
an
opportunity
to
provide
leadership.
Professional
development
for
our
principals
and
then
we
celebrated
our
academic
successes.
Last
year.
I
We
also
announced
that
we'll
continue
with
the
same
intentional
focus
for
the
third
year
in
a
row,
all
students
reading
at
our
break
above
grade
level
by
the
end
of
second
grade,
all
students
passing
middle
school,
Park,
mathematics
and
all
9th
graders
earning
a
successful
promotion
to
10th
grade.

the

team
members
are

Preparations
for
the
start
of
the
school
year

July
curriculum
innovation
and
assessment
writing.
Academy
elementary
and
secondary
teachers
worked
with
department,
coordinators

resource
teachers
to
create
74
new
curriculum
documents,
the
Academy
included
over
a
hundred
and
seventy
writers
and
partners
from
Charles
Prince,
George's
and
Queen
Anne's
County
joined
in
the
experience.

increased
our
opportunities
to
interact
with
both
teachers
and
administrators,
to
focus
on
learning
strategies
to
engage
students
and
critical
thinking,
problem-solving,
communication
and
creativity.
Our
sessions
also
covered
various
topics,
including
unpacking
standards

increasing
curriculum
access.
We
work
with
school
teams
to
build
rigor
and
relevance
for

learning.
We
are
thrilled
to
launch
the
new
3rd
grade
curriculum
through
shared
efforts.

have
produced
a
Student
Center
curriculum
for
our
learners,
built

the
concept
of
investigation

3rd
grade.

summer
enabled
transitioning
middle

High
school
students,
on
the
other
hand,
engaged
in

innovation
Academy
that
included
guest
speakers
field
experiences

design
thinking.
The
culminating
event
was
a
shark
tank
presentation
of
a
collaboration
to
a
community
problem.
Additional
summer
opportunities
were
afforded
to
students
by
Severna,
Park,
High
School's
signature
program
and
the
advanced
learner
office.

actively
participated
in
the
curriculum

with
their
CNI
colleagues.

overlays
and

the

pathway

arts

staff
further

the

students
at
all
grades.

also
establish

relationships

recognizing

teaching

in
our
quest

amazing
learning
for
our
students
and
teachers,
we've
installed
a
black
box
theater
at
Studio

portable
gallery
walls.
We
have
also
planned
for
authentic
learning,
with

in
a
robust

series

field
trips,
guest
speakers,
community
partnerships

extended
day
and
weekend
opportunities
for
the
2017-2018
school
year.

Division
of
Student
Support
Services
has
hired
some
terrific
new
staff.
We
have
a
new
director
of
student
services
for
new
psychologists
and
nine
new
school
counselors
due
to
vacancies
as
a
result
of
retirements
resignation
or
job
change.
We
have
also
increased
our
staff
diversity.
One
of
our
key
areas
of
emphasis
this
year
is
attendance,
an
issue
that
particularly
impacts
disconnected
youth
this
year,
we're
working
closely
with
staff
and
the
Glen
Burnie
cluster
to
implement
and
assist
with
programs
that
aim
to
get
children
at
all
levels
to
school.

Serving
our
population
of
homeless
students
continues
to
be
an
additional
area
of
focus
with
1168
students
in
the
county
identified
as
homeless
this
past
school
year.
At
the
elementary
level,
our
school
counselors
will
continue
to
help
develop
strategies
to
address
the
social
and
emotional
needs
of
children
to
best
address
their
behaviors
at
the
secondary
level.
College
and
career
readiness
and
increased
Naviance
usage
are
an
additional
focus
area.
Counselors
will
be
supporting
our
middle
school
mathematics
focus
by
delivering
classroom
social-emotional
support
lessons
designed
to
increase
success
in
mathematics.

The
division
continues
to
its
outreach
to
students,
families
regarding
immunization
compliance
status.
We
are
now
making
weekly
automated
phone
calls
to
homes
of
students
for
whom
we
do
not
have
documentation
of
required.
Immunizations
current
numbers,
as
of
August
22nd
2017
for
grades
K
and
7,
or
1103
kindergarten
and
1823
grade
seven
for
a
total
of
2,920
six.
Some
of
these
immunizations
we
have
received,
but
they're
not
inputted
into
our
system.
Yet
so
we
monitor

addition,
we
are
continuing
our
collaboration
with
the
County
Health
Department
and
do

anticipate

the

Our
office
of
safe
and
orderly
schools
work
collaboratively
with
school-based
and
central
office
staff
at
all
lovers
levels
over
the
summer
to
update,
revise
and
offer
professional
development
regarding
the
Code
of
Student.
Conduct
staff
will
continue
to
provide
individualized
support
and
professional
development
to
schools,
on
implementation
of
the
code
and
on
proactive
measures
designed
to
keep
our
students
safe
and
in
school.

A
special
note
is
our
divisions,
ongoing
support
of
students,
staff
and
families
with
our
trauma
teams
when
unexpected
traumatic
events
such
as
a
fatal
car
accident
or
untimely
death,
occur
this
summer
alone,
for
example,
two
elementary
students
and
three
high
school
students,
one
in
2017
graduate
passed
away.
Our
division
reached
out
to
provide
assistance
to
the
families
of
these
students,
as
well
as
the
schools
they
attended.

year

contract

Annapolis,
will
be
opening
on

With
close
to
five
hundred

eighty
students,
a
Norma
County
Schools
hosted
a
two-day
positive
behavior
interventions
and
supports
conference
PBIS
in
collaboration
with
Howard
Montgomery
and
Prince
George's
County
school
systems
entitled
using
our
tools
to
support
all
students
with
over
1,000
educators.
Attending
a
highlight
was
a
video
about
a
mentoring
program
in
Annapolis
high
school
for
male
minority
students,
who
were
at
risk
of
not
grad
waiting
ACPs
became
began
implementation
of
restorative
practices.

summer
was
a
very
busy
time
for
the
division
of
human
resources
in
preparation
for
staffing,
our
schools
with
high
quality
candidates
for
the
upcoming
school
year.
As
you
know,
quite
a
bit
of
work
and
processing
occurs
in
order
to
prepare
a
teacher
to
enter
the
classroom
when
school
starts.
Let
me
share
some
numbers
with
you
to
give
you
an
idea
of
what
our
hiring
season
look
like
this
summer
we
have
hired
516
new
Anne
Arundel
County
public
school
teachers.

So
far,
our
new
teachers
came
from
a
variety
of
places,
including
recent
graduates,
other
Maryland
districts,
teachers
from
out
of
state,
and
this
year
we
even
experienced
teachers
from
Puerto
Rico,
currently
21
point.
Seven
percent

public
school

Anne

County

have
up
to
three
cell

system
pardon

opposition

them
is
based
on
diminished
property
values

the
negative
aesthetics
of
them
and
ill
health

Dr.
joshua
booth,
a
professor

computer
science

Marshall

with
EMF
radiation,
calculates

hundred-foot
proposed
cell
tower
would
provide
the
equivalent
power

property

Shadyside

attended

same
footprint

playground,
which
is
rather
small

time

had

ball
field

back

softball

no
longer
there
that
footprint
has
changed
a
little.
The
trees
have
grown.
It's
we're
on
an
area
that
used
to
be
called
the
swamp.

still

swamp
and

trees

on

property
of
Shadyside
are
protecting

property
from
being
a
massive
swamp

school
playground.

isn't
enough
room,
it's

small
playground
and
thinking

trees

small
community
playground
is

to
cause
less
time
on
the
playground

why
would
we

think
of
putting

phone
tower
on
elementary

astounded

consider
putting

a
place
where
the
smallest

every

support

school
system

Henry
will
be
starting
kindergarten

Shadyside
Elementary.
In
a
few
weeks,
my
family
actually
just
moved
to
Shadyside
back
in
March,

we
were
a
big
part
of
what
convinced
us
to
plunk
down
more
money
than
we
ever
imagined.
We
would
on
a
house
was
all
of
the
really
good
things
that
we
heard
about
Shadyside
Elementary.

was

community
meeting
in
Shadyside
a
few
weeks
back
with
over
a
hundred
of
my
neighbors,
which,
if
any
of
you
have
experience
with
community
meetings,
you
know
that
a
hundred
people
don't
show
up
to

community
meeting
in
the
middle
of
August
unless
it's
something
real
serious
that
people
are
really
concerned
about
and
I
went
to
this
meeting
to
find
out
more
about
the
exact
proposal
on
the
table
and
I
left
the
meeting
completely
horrified
by
what
I
saw
and
heard.
Basically,
the
rep
from
milestone
came
over
and
said.

him

cause

Well,
we
don't
think
they
cause
cancer,

school
board's
gonna
make

thousand
dollars
off
of

cost

the

of
Maryland
and
Edgewater
based
school
bus
consultants
remain
local
resources.

the

19th
testimony
for

principal
teachers
and
parents
highlighted
that
they're
already
late
school

developmentally
inappropriate
for
that
title.

had
asked
for
what
could

done

Hebron
Harmon
and
a
CPS
in
my
opinion,
did
not
provide
you
an
adequate
answer.

hope
that
you'll
ask
them
again

help
those
two
schools
that
end
after
four
o'clock.

should
be
noted
that
not
all
elementary
schools
are
automatically
delayed.

chance

gut-wrenching
need
for
change
feedback
times
you
received

a
board
came
on
April
19th.

one

the
few
night
time
board
meetings

working
teachers,

performance

leaders

hear

their
organization's

Well,
they
came
to
you
at
a
risk
of
their
careers.

principal
teachers
and
parents
of
meat,
Heights
Elementary,
a

one
school
of
67
percent,
low-income
students
from
a
large
portion
of
military
families
came
to
explain

you
the
particular
needs
of
their
school.
They
asked

relief

the
inappropriately
structured
bell
times
for
the
school.
Last
year
the
school
started
at
9:25
a.m.
this
year.
It
will
begin
at
9:40
a.m.
they
told
you
that
many
of
their
students
have
to
be
at
military
daycare
at
6
a.m.

their
parents,
physical
training
requirements,
those
5
to
10
year
olds,
can't
start
Elementary
School
until
3
hours
and
40
minutes
later.
They
returned
home
from
a
12-hour
day
when
taking
advantage
of
Department
of
Defense
grants
for
enrichments.
As
a
taxpayer,
I
was
dismayed
at
the
waste
of
DoD
funds,
unexhausted
kids,
as
a
relative
of
military
service
members
I'm
aghast
that
we
would
treat
our
low-income
military
families
this
way,

Imagine

you
accepted
these
phrases
from
your
82,000
students
in
your
system,
we
can't
that's
just
the
way.
It
is
it's
complicated,
but
are
you
willing
to
accept
them
from
your
transportation
department?
You
can
do
better.
You

given

cost

low-cost
options
to
improve,
meet
Heights
and
harm
in
Hebron
by
a
professional
traffic
engineer,
you
had
the
were
offered
the
expertise
of
the
phenomenal
University
of
Maryland
Transportation
routing
professionals
at
no
cost
or
low
cost.

of
balancing
a
flawed
system
on
the
backs
of

elementary
students

military
families
or

22,000
plus
high
school
students,
is
not
acceptable.

know

a
better
way,
but

act

to
build
the
grudging
consent
of
the
public
for

middle
school

the

County
Rotary
clubs,
recently
added
to
the
tradition
of
providing
schools
with
much
needed
technology
at
Tyler,
Heights
Elementary
School,
the
Rotary
Club
of
parole
delivered
an
abundance
of
Google
Chromebooks
in
support
of
student
achievements.

Rotary
Club
really
believes
in
helping
children
helping
the
community,
and
we
had
taken
a
shine
to
Tyler
Heights
quite
a
few
years
ago,
when
we
did
mentoring.
So
in
the
process
we've
been
working,
a
relationship
with
them,
and
we
felt
that
the
kids
here
were,
you
know,
needed
more
than
other
schools,
and
we
felt
this
was
a
great
school
to
provide
Chromebooks
were
the.

Put
it
in
front
of
them,
they
know
how
to
use
it,
there's
joy
in
their
hearts
and
smiles
and
they're
playing
with
it
and
they're
learning
with
it.
That's
the
most
important
thing:
they're,
not
using
outdated
books,
they're
doing
something
their
parents
never
had
an
opportunity
to
do
they're
staying
abreast
of
what
everybody
is
doing
today,
technologically
wise,
which
is
really
important.

Keeps
their
interest
in
class
and
keeps
them
more
check
forward
that
you
know
because
a
lot
of
kids
don't
have
computers
at
home,
so
they
actually
get
to
use
a
computer.
When
you
come
to
school
it
gives
them
that
forward
advantage
over
other
kids,
who
already
have
computers
and
doesn't
leave
them
behind,
and
that's
the
biggest
thing
about
it
and
they
learn
they
learn
better
because
their
interest
is
in
computers.

that

because
then
no
one
has
to
be
running
to
teaching
asking
girls
