budget
hearing
to
provide
input
on
the
superintendent's
recommend
recommended
fy,
2022,
operating
and
capital
budgets
this
evening
is
designed
so
that
the
board
can
obtain
public
input
on
the
budget
as
opposed
to
a
back
and
forth
discussion
board.
Members
will
take
what
they
hear
tonight
and
formulate
their
thoughts
and
questions
about
the
budget.
Those
questions
will
be
posed
to
the
superintendent
and
his
staff
at
a
budget
work
workshop
scheduled
for
tuesday
january
19th.

The
workshop
is
open
for
the
public
to
view,
but
no
testimony
will
be
taken
before
we
begin.
The
board
attorney
has
asked
that
I
read
the
following
statement:
the
maryland
open
meetings
act,
a
state
law
requires
public
meetings
to
be
open
to
the
public
and
to
be
held
held
in
places
reasonably
accessible
to
individuals
who
would
like
to
attend
these
meetings.

Various
executive
orders
limiting
public
gatherings,
while
a
virtual
meeting
of
this
type
was
not
envisioned
by
the
open
meetings
act.
Steps
have
been
taken
to
ensure
that
this
virtual
meeting
includes
alternate
accessibility,
features
that
the
open
meetings
act,
compliance
board
and
the
courts
have
reviewed
and
approved
broadcasting.
The
meeting
with
video
and
audio
on
cable
tv
and
on
the
web
and
allowing
written
public
comments
to
agenda
items
be
filed
with
the
board
office
and
considered
by
the
board.

opined
that
the

create
inviting
virtual
classrooms,
we
set
up
our
living
rooms,
our
basements
and
kitchens,
into
remote
classrooms,
and
when
aac
aacps
asked
us
to
make
sure
our
students
were
connected,
we
made
phone
calls
and
emails
to
families
to
get
our
students
ready
and
every
day
in
our
virtual
space.
We
do
what
we
have
always
done,
provide
as
rich
a
learning
environment
as
possible
for
our
students.

So
tonight,
I'm
here
to
simply
raise
just
a
few
important
points
as
we
move
again
into
this
endless
yearly
cycle
of
educators
having
to
publicly
ask
for
resources
and
a
wage
package
that
is
equitable
and
consistent
with
what
our
colleagues
in
neighboring
counties
earn
in
these
difficult
times.
Let's
please
be
transparent
both
publicly
and
at
the
bargaining
table
around
what
resources
are,
in
fact
available
for
potential,
raise
wage
increases
that
can
address
pay,
equity
and
fairness,
because
the
truth
is,
there
are
still
thousands
of
teachers
whose
salary
is
several
steps
behind
their
years
of
experience.

We
are
at
a
critical
point
where
we
must
fight
for
each
and
every
one
of
our
teachers,
just
as
they
stepped
up
to
ensure
our
students
continue
to
thrive,
academically
and
emotionally.
During
this
pandemic,
our
teachers
must
see
aacps
prioritizing
their
greatest
resource
their
educators.
This
must
be
reflected
in
the
budget.

and
will
support
a
budget
that
provides
for
increased
spending
that
enhances
the
education
of
our
students,
provided
it
embraces
and
recognizes
the
value
of
employees.
Any
proposed
budget's
total
requested
amount
should
not
be
the
focal
point.
The
allocation
of
the
request
and
the
equitable
distribution
of
those
funds
are
equal,
if
not
more
important.
With
respect
to
unit
2
compensation,
we
are
currently
engaged
in
the
negotiations
process
and,
as
usual,
compensation
continues
to
be
a
formative
topic.
As
a
result,
ael
is
unable
to
specifically
address
the
unity
salary
increases.

The
last
three
more
specifically
and
continued
erosion
in
that
differential
for
unit
2
employees
as
it
relates
to
units
5
and
unit
6,
need
to
be
assessed.
Unit
2
consists
of
342
employees,
predominantly
school,
based
with
a
few
positions
at
the
board
between
the
2018
and
19
school
year.
Up
through
this
current
year,
2021
unit
2
overall
received
approximately
a
6
salary
increase
on.
A

Employees
receiving
a
20
or
greater
increase
in
salary,
resulting
in
some
instances
of
job
title
reclassification
or
the
creation
of
a
new
position.
This
equates
to
those
individuals
potentially
receiving
anywhere
between
seven
and
ten
thousand
dollars
or
greater
than
pay
increases
unit.
Six,
which
consists
of
55
employees
overall
in
the
same
time
period
has
received
anywhere
between
15
and
18,
with
approximately
six
of
those
members
receiving
between
18
and
20
increases
salary,
resulting
in
similar
greater
pay
increases.

I
urge
you
to
look
at
this
category
and
to
compare
it
to
the
percentage
of
actual
pay
increase
paid
to
all
other
representative
employees.
It
will
be
important
to
identify
growth
changes
in
position,
titles
for
the
creation
of
new
positions
allowing
for
increases
in
salary
for
units
five
and
six
units.
One
and
two
are
not
able
to
have
title
reclassification,
so
there's
no
resulting
potential
for
increased
compensation
where
eight
at
six
employees
also
receive
in
large
part
the
same
benefits
that
you
and
unit
2
receive
under
the
negotiated
agreement.

Increase
is
certainly
welcome,
but
the
allocation
of
those
dollars
associated
with
all
employee
compensation
should
be
re-examined
that
are,
and
excuse
me
and
those
that
are
involved
in
the
daily
and
direct
delivery
of
education
support.

students
at

school
level
should
be
given
a
higher
and
well-deserved
priority.

I'm
lisa
radley
and
I
represent
district
six
on
the
anne
arundel
county
council.
Just
to
be
clear,
I
also
teach
part-time
for
anne
arundel
county
public
schools,
but
I
will
be
advocating,
on
behalf
of
my
constituents
and
specific
needs
that
have
arisen
from
discussions
around
the
community
I'll
start
with
the
two
easy
ones,
so
the
two
straightforward
ones.

First,
the
first
is
an
item
on
the
maintenance
backlog
reduction,
part
of
your
budget,
and
this
is
I'm
advocating
for
boiler
replacement
at
studio
39
in
annapolis.
This
may
seem
like
a
small
thing.
How
did
this
come
to
my
attention?
But
apparently
the
boiler
at
studio
39
when
it
starts
up
it
belt,
is
a
dark
oily,
toxic,
smelling
plume
according
to
the
neighbors,
and
it's
followed
by
hours
of
lingering
smell
and
a
sheen
of
dark
oil.

The
second
item
that
I'm
asking
you
to
advocate
for
or
to
include
in
the
budget
is
sidewalk
funding
near
rolling
knolls
elementary
school
magnet
students
who
are
dropped
off
to,
I
guess,
transfer
from
one
bus
to
another
on
the
way
to
their
magnet
programs
are
dropped
off,
especially
in
the
winter
hours.
They're
dropped
off
in
the
dark
and
they
have
to
walk.
You
know
probably
less
than
a
quarter
of
a
mile,
but
it's
a
completely
unlit
street
with
no
sidewalk.

All
of
the
neighbors
along
this
stretch
of
road
in
front
of
rolling
knolls
are
amenable
to
a
sidewalk
and
it
just
needs
to
be
funded.
So
I'm
hoping
that
aacps
can
include
that
piece
of
sidewalk
for
the
safety
of
our
students
attending
the
magnet
programs
and
that
have
that
particular
bus
transfer,
as
well
as
other
folks
that
use
the
sidewalks
in
that
area
as
well.

We
have
a
very
large
number
of
students
in
poverty,
large
number
of
students
of
farm
students,
students
that
face
food
insecurity,
inadequate
nutrition,
reduced
access
to
health
and
dental
care
and
unsafe
neighborhoods
children
from
poverty
are
more
likely
to
experience,
ace
or
adverse
childhood
experiences
more
likely
than
other
children,
and
I
think
we
can
only,
even
though
we
don't
have
concrete
data
on
what
has
you
know
happened
over
the
past
nine
or
ten
months.

sure
you
can
imagine
that
the
impact
has
been
most
severe
on
our
children
that
were
already
facing
the
the
greatest
challenges
and
the
greatest
needs.
The
time
has
expired.
Oh
I'm

I
didn't

please
do
whatever
you
can
to
make
sure
that
these
children
are
not
left
behind
they've
suffered
greatly
and
the
community
ambassadors
provide
them
enormous
support.
So
I
ask
that
you
include
them
and
fully
fund
them
in
the
budget.

stay
positive

seek

positive
and
encouraging
for
our
students,
when
our
employer
persists
in
maintaining
a
level
of
distance
and
pushback
to
those
of
us
directly
working
with
the
students
of
our
schools
in
the
time
of
a
global
pandemic
that
has
worsened
in
this
new
year.
Our
county
case
rate
and
new
cases
have
hit
all-time
highs.
We
have
an
approaching
date
to
return
to
school
during
a
time
of
a
surge
upon
a
surge.

When
you
compare
us
to
nearby
school
systems,
we
are
lagging
in
so
many
areas,
but
we
are
a
system
that
has
the
hashtags
of
all
means.
All
and
aacps
awesome.
If
all
means
all.
Why
are
more
than
half
of
the
educators
deficient
in
their
pay?
Why
hasn't
tuition
reimbursement
increased
at
all
in
the
17
years?

If
we
were
finally
treated
respectfully
by
having
inclusive
conversations,
that
would
show
that
we
are
valued
as
professionals
that
our
concerns
are
being
listened
to
and
taken
seriously,
not
dismissed.
That's
what
you
want
us
to
do
with
our
students
and
that's
what
we
want
reciprocated
now.

would
be

short
time
my
children
have
attended
the
school
I've
been
involved
with
pta
at
their
school
and
with
understanding
educational
facilitation
at
other
local
county
schools.
I
would
like
to
ask
the
board
and
superintendent
arletto
and
his
staff
to
consider
the
educational
needs
of
all
our
students
at
the
emergent
level.

The
online
model
is
failing
our
youngest
students.
It
is
not
and
should
not
be
the
medium
by
which
children
are
expected
to
learn.
Children
who
cannot
read
children
who
have
attention
deficit
or
other
learning.
Disabilities
are
not
learning,
they
are
struggling.
The
lack
of
peer-to-peer
interaction
is
impacting
them
drastically.
I
There
is
something
to
be
said
for
osmosis
for
being
in
the
classroom
that
cannot
be
achieved
through
a
screen.
If
we've
convinced
ourselves
that
the
remote
learning
is
the
only
option
we
have
right
now,
then
we
are
failing.
I
have
spent
my
entire
career
working
in
public
policy
in
science
and
technology
for
for
the
federal
government.
I
work
side
by
side
with
leading
epidemiologists,
including
ones
who
have
supported
operation
warp
speed.
I
acknowledge
the
science
and
the
realities
of
kovid.
I
I
also
acknowledge
that
information
is
key
and
the
truths
and
facts
surrounding
this
virus
have
evolved
since
march.
Unfortunately,
it
feels
as
if
in
this
county,
our
public
policy
is
refusing
to
acknowledge
that
evolution
and
is
refusing
to
pivot
on
original
positions,
positions
that
I
believe
are
proving
to
be
far
more
harmful
to
the
health
and
well-being
of
our
children
than
covet
ever
was
or
could
be.
We
know
that
to
be
the
truth
right
now.
Why
are
we
not
adapting
my
husband,
and
I,
both
work
outside
of
our
home
staying
home?
I
Full-Time
remotely
has
never
been
an
option.
This
is
the
case
for
countless
other
parents
in
anne
arundel
county.
In
order
to
allow
our
children
to
have
basic
access
to
online
education,
we
must
now
pay
unlicensed
child
care
providers
to
watch
them
while
they
sit,
maybe
for
lucky
10
of
the
time
in
front
of
a
computer
just
so
we
can
keep
our
jobs.
Our
children
are
sad,
they
are
depressed
and
they
are
not
learning,
despite
our
best
efforts
to
help
them
through
the
time.
As
I'm
sure
the
board
knows,
private
schools
in
this
county
are
thriving.
I
Enrollment
rates
are
at
an
all-time
high.
We
tried
this
fall
to
get
into
three
local
private
schools
and
we
were
put
on
a
waitlist.
I
have
two
applications
in
for
next
fall.
As
someone
who
went
to
public
school,
her
entire
life
as
well
as
my
husband,
it
absolutely
kills
me
that
I
know
I
cannot
rely
on
our
public
schools
to
open
and
to
provide
my
children
with
access
to
education.
I
In
closing,
I
would
like
to
say
I
think
that
the
inequality
gap
in
this
county
is
becoming
even
more
severe
between
the
haves
and
the
have-nots,
and
I
would
implore
you,
as
you
consider
coming
up
on
a
new
model
to
look
at
models
in
other
states
like
new
york,
new
jersey,
florida
and
elsewhere
to
come
up
with
something
creative
to
get
children
back
in
the
classroom
as
soon
as
possible.

our
budget,

chapman

I
am
representing
concerned
community
members
in
the
germantown
homewood
neighborhood
in
annapolis,
I'm
actually
following
up
a
bit
on
what
councilwoman
lisa
ravion
had
mentioned.

Our
neighborhood
surrounds
three
schools,
studio,
39,
germantown
elementary
and
the
phoenix
center.
We
have
been
very
supportive
of
and
patient
with
the
years
of
construction
and
upgrades
that
were
performed
at
all
three
schools.
Our
schools
are
the
heart
of
our
community,
and
many
teachers
live
in
our
neighborhood.

I've
lived
in
the
neighborhood
since
2003,
but
it
was
not
until
2012
when
I
moved
to
locust
avenue,
which
border
studio
39
on
the
east
that
I
realized
that
there
are
major
air
quality
issues
for
myself
and
my
neighbors.
Due
to
the
studio
39
boiler
system,
I
began
documentation
in
2013,
which
was
my
first
fall
in
my
new
house.
I
reached
out
then
to
the
school
system
regarding
these
concerns.
Since
then,
we
have
not
gone
a
year
without
issues
of
a
toxic
and
pungent
oil
burning
scent,
often
in
conjunction
with
black
oily
smoke.

Coming
out
of
the
chimney
on
the
building,
the
residue
and
scent
locations
vary
depending
on
the
weather
and
the
wind.
It
seems
to
reach
about
three
blocks
away.
It's
so
bad
that
we
have
some
neighbors
who
have
stated
that
they
need
to
move
from
the
neighborhood,
because
the
toxic
smell
is
so
offended.

I
don't
open
my
windows
because
I
fear
having
the
toxic
air
in
my
home,
it's
not
every
day,
but
it
is
most
days
when
the
boiler
is
put
to
use
I've
spent
years
requesting
a
follow-up
from
the
school
system
and
they
are
responsive
and
they
do
send
a
company
out
for
maintenance.
But
there
comes
a
point
nonetheless,
when
the
band-aids
no
longer
work
and
they
will
cost
more
than
the
major
surgery,
which
is
what
has
been
required
all
along.
The
invisible
costs
are
also
laid
on
to
this
neighborhood.

I
firmly
believe
our
citizens
should
not
fear
that
the
air
they
breathe
is
unhealthy
and
unsafe,
and
I
hope
you
agree.
I
have
also
reached
out
to
the
maryland
department
of
the
environment
and
our
political
representatives
for
support,
but
it's
your
decision
that
counts.
According
to
the
information
that
we've
received
from
the
school
system,
the
boiler
is
up
for
replacement
in
the
upcoming
fiscal
year,
2020
to
2000.

I'm
asking
that
you
approve
replacing
the
old
boiler
system,
both
in
consideration
of
the
health
of
the
students
faculty
and
neighbors,
who
are
affected
by
this
toxic
air,
but
also
in
consideration
of

health
of
the
environment.

I
really
appreciate

teacher
and
a

screams
there
is
no
room

budget

hire
anyone

cover

time

here

teachers
faced
with
a
new
schedule,
including
an
hour
a
day,
more
virtual
learning,
thus
cutting
planning
time
and
students
the
opportunity
to
detox
from
the
harmful
effects
of
staring
at
a
computer.

recommendation

schedule
change
is
solely
based
upon
the
need
for
more
reading
and
math,

tell
me
it
was
based
upon
the
discussion

experience
good

bad
or
indifferent.

this
now

a
sudden
without
any

need
for
