B
Welcome
to
this
meeting
of
the
board
of
education,
this
meeting
is
being
televised,
live
on
aacps
tv
and
live
streamed
on
the
internet.
General
information
and
protocols
for
the
meeting
are
posted
on
the
sign
by
the
doorway
as
you
enter
the
room.
So
please
make
sure
you
read
those
if
you
have
not
already
item
2.03
is
approval
of
the
minutes.
Is
there
a
motion
to
approve
the
minutes?
B
C
Yes,
I
move
that
we
add
item
2.11,
the
student
member
of
the
board,
smob
update
to
the
agenda.
B
There's
a
motion
and
a
second
discussion
on
that,
seeing
not
all
in
favor,
say:
aye
aye,
aye,
aye,
aye,
aye,
aye,
aye
aye.
No,
the
ice
have
it
at
this
time.
Would
any
other
board
member
like
to
add
anything
to
the
agenda?
That's
not
currently
printed
see.
None.
Then
the
agenda
will
stand
as
revised
item.
2.05
is
board
recognitions.
I
know
we
have
two
very
special
recognitions
of
tonight.
D
Corcodell,
dr
arlatto
and
members
of
the
board,
I
am
janine
robinson,
the
regional
assistant
superintendent,
for
the
severna
park
and
glen
burnie
clusters,
and
I
have
the
pleasure
of
introducing
this
evening's
first
board
recognition.
Before
I
begin,
I
would
like
to
ask
members
of
the
board
and
dr
alato
to
come
forward.
D
Though,
most
of
you
probably
don't
know
it
severna
park
is
the
home
of
an
internationally
recognized
surfer.
Alex
sheckles
is
a
sophomore
at
severna
park
high
school
and
is
a
competitive
surfer,
skin
boarder
and
snowboarder.
In
fact,
he
was
one
of
only
four
american
skin
boarders
to
compete
internationally
last
month
at
dory
beach
in
japan
on
skim
team.
Usa
alex
didn't
just
go
to
japan,
but
he
took
the
country
by
storm
like
a
teenage
godzilla.
D
Along
with
his
fellow
team
members,
he
represented
the
united
states
in
dory
beach
of
the
shizuka
prefecture
of
japan
and
undertook
an
ambitious
schedule
of
events.
Alex
entered
the
competition
in
three
divisions,
open
expert
and
professional.
He
won
first
place
in
the
open
and
expert
divisions
and
took
second
place
in
the
professional
division.
D
The
best
part
about
it
all,
perhaps
is
alex's
resourcefulness.
When
his
skin
board
broke
and
his
spare
one
wasn't
any
place
nearby
alex
borrowed
a
board
from
another
contestant.
He
took
that
borrowed
board
and
rode
the
waves
to
the
top
title,
even
though
he
is
the
youngest
member
of
team.
Skim.
Usa,
alex
first
tried
the
sport
while
on
vacation
in
the
outer
banks
of
north
carolina.
D
Alex
is
an
honor
roll
student
who
is
currently
taking
all
honors
and
ap
classes
and
is
in
the
project,
lead
the
way
engineering
program
at
severna
park
high
school.
He
also
plays
soccer
and
competes
in
snowboarding
and
surfing
competitions
year
round
alex's
favorite
class
this
school
year
is
ap
environmental
science
and
alex
hopes
to
go
into
oceanography
and
marine
biology
in
college,
while
continuing
to
compete
in
surfing,
snowboarding
and
skim
boarding.
D
Alex
is
also
the
son
of
acps
his
own
gabby
sheckles,
a
literacy
special
in
the
department
of
special
education
and
dan
sheckles
teacher
specialist
for
professional
growth
and
development.
His
brother
eric
is
a
seventh
grader
at
severna
park
middle
school
who
also
surfs
skin
boards
and
snowboards
as
alex
comes
forward.
Please
join
us
in
congratulating
this
very
special
young
man.
F
H
Good
evening,
I'm
christiana
walsh,
coordinator
of
health,
physical
education
and
dance
with
me
tonight
is
denise
harbaugh
from
the
american
heart
association.
We
are
pleased
to
be
here
to
present
tonight's
second
recognition,
members
of
the
board
and
dr
alatto.
As
you
know,
employee
and
student
wellness
are
key
components
of
our
school
system,
strategic
plan
as
part
of
that
effort
to
emphasize
wellness
and
to
help
others,
schools
across
our
county
participate
in
american
heart
association
events
each
year.
I
Thank
you
christiana.
I
first
want
to
thank
all
42
anne
arundel
county
public
schools
that
partnered
with
the
american
heart
associate
association
last
year
to
promote
the
importance
of
heart,
health
and
physical
activity
to
their
students
and
their
families
through
our
kids
heart
challenge
program,
formerly
known
as
jump
rope
for
heart
and
hoops
for
heart.
I
The
american
heart
association
has
been
partnering
with
schools
nationally
for
over
40
years,
our
youth
programs
teach
students
and
their
families
simple
ways
to
live
heart
healthy
by
focusing
on
physical
activity,
nutrition
and
the
avoidance
of
tobacco
and
now
vaping
products.
Students
have
fun
being
physically
active,
while
also
learning
the
importance
of
helping
others
by
raising
life-saving
donations,
to
fund
heart
disease,
research
and
advocate
for
healthier
communities.
I
Tonight
we
are
here
to
recognize
the
top
five
participating
schools
from
last
year,
as
well
as
a
top
student
in
the
county.
These
schools
went
above
and
beyond,
to
encourage
students
to
get
physically
active
to
eat
healthier
and
to
make
heart
health
a
priority
as
part
of
their
kids
heart
challenge
program,
students
and
their
families
were
encouraged
to
take
a
heart-healthy
pledge.
They
were
asked
to
do.
I
One
of
three
heart-healthy
activities
every
day
those
activities
included
drinking
water
instead
of
sugary
drinks,
doing
a
kind
deed
for
someone
every
day
or
taking
part
in
an
additional
60
minutes
of
physical
activity
every
day.
So
without
further
ado,
I'd
like
to
present
our
honored
schools-
and
I
would
ask
them
to
please
stand
as
we
call
their
name
monarch
academy
in
glen.
Burnie
is
our
number
five
kids
heart
challenge
school,
led
by
principal
kimberly.
I
Our
number
thank
you.
Our
number
four
kids
heart
challenge
school
is
lake
shore
elementary
led
by
principal
julie,
little
mcveary
and
teacher
dave.
Makoff.
More
than
35
percent
of
students
took
the
heart
healthy
pledge
and
they
raised
thirteen
thousand
seven
hundred
and
eighty
five
dollars
in
life-saving
donations.
I
I
I
Our
number
two
kids
heart
challenge
school
for
anne
arundel,
county
and
number
10
in
the
state
of
maryland
is
bodkin
elementary
led
by
principal,
andrea
roche
and
teacher
michelle
corey.
Over
50
percent
of
the
enrollment
took
a
pledge
to
be
heart
healthy
and
together
they
raised
24
hundred
and
twenty
two
dollars
in
life.
Saving
donations.
I
And
our
number
one
kids
heart
challenge
school
for
anne
arundel
county,
also,
the
number
seven
school
in
the
state
and
my
home
school
as
well
is
crofton
woods
elementary
led
led
by
principal,
led
by
principal
lynn,
beerus
and
teachers.
Nick
seitler
and
ken
fowler
40
of
students
took
a
pledge
to
be
heart
healthy
and
they
raised
a
record-setting,
29
000
to
save
lives
and
advocate
for
healthier
communities
in
our
state.
I
I
I
Lexi
is
in
fifth
grade
and
attends
crofton
woods
elementary.
She
has
consistently
been
the
top
fundraiser
in
her
school
and
has
saved
countless
lives
in
her
short
time
here
in
the
school
system,
and
because
today
is
a
uni
day
of
unity.
I
feel
it's
important
to
point
out
that
lexi
does
this
not
because
she
is
a
survivor,
but
solely
because
she
wants
to
help
others,
and
that
is
just
a
wonderful
thing.
I
And
last,
but
certainly
not
least,
I
would
like
to
thank
anne
arundel
county
public
schools
for
their
continued
support
of
our
mission
to
save
lives
and
to
advocate
for
healthier
communities.
There
is
no
doubt
that
anne
arundel
county
public
schools
has
a
lot
of
heart,
a
valued
partner
for
many
years.
You
are
the
number
three
school
district
for
the
american
heart
association
in
the
state
of
maryland
and
the
number
four
school
district
in
the
whole
mid-atlantic
region.
Thank
you.
I
Last
year
you
raised
246
thousand
three
hundred
and
thirty
three
dollars
to
help
save
lives
on
behalf
of
the
american
heart
association
and
survivors
everywhere.
Thank
you.
Please
accept
my
heartfelt
thanks.
We
could
not
do
what
we
do
without
your
support
and
we
are
very
grateful.
So
obviously,
representatives
from
all
of
our
schools
and
the
cosmiscus
family
are
with
us
tonight
as
they
come
forward.
Can
you
please
join
me
in
saluting
their
efforts
on
behalf
of
the
county.
A
B
B
J
I
just
wanted
to
say
that
I
was
I
had
the
opportunity
to
visit
cat
north
the
other
day
for
their
open
house
and
I
was
mind,
blown
and
I
loved
every
second
of
it,
and
we
just
do
a
great
job,
making
kids
career
and
college
ready
and
I'm
mad
props
to
everyone
who
is
involved
with
their
programming
and
the
business
relationships,
and
all
that
that's
all
I
wanted
to
say
so.
Thank
you.
G
I
would
like
to
thank
meade
high
school
for
inviting
several
of
us
out
several
legislators
out
for
a
legislator
legislative
day
at
with
the
government
students
at
meade
high
school,
we
had
a
panel
of
senator
bidel.
Several
several
delegates,
and
I
was
able
to
be
there
representing
the
board
of
education,
had
a
lot
of
great
questions
coming
from
the
government
students,
and
I
just
want
to
really
thank
that
whole
school
for
that
invitation.
C
Yes,
I
want
to
echo
michelle
heim
I've
thoroughly
enjoyed
cat
north
and
if
you
have
never
been
to
cat
north
open
house,
you
need
to
go
because
they
have
a
bake
sale
that
is
to
die,
for
it
is
amazing,
the
food
we
loaded
up
and
took
the
food
home,
the
baked
goods
and
things
from
the
students
so
watch
for
it
next
year
in
the
fall
and
make
sure
you
go
to
cat
north
and
get
the
food.
C
But
I
also
I
had
the
the
pleasure
of
attending
the
education
support
personnel
professional
development
day
last
week,
during
the
first
day
of
parent
teacher
conferences
and
over
300
of
our
education
support
personnel
were
there
for
to
have
their
first
day
that
was
dedicated
just
to
them
for
professional
development.
It
was
an
amazing
turnout
to
see
these
are
the
people
that
helped
our
schools
run.
It
was
our
secretaries,
our
behavior
interventionists,
our
tas.
C
They
were
all
there
taking
their
day
to
get
extra
training
on
just
a
wide
array
of
really
great
topics,
and
so
I
want
to
thank
the
professional
development
part
department
for
helping
organize
that
and
say
yak
who
did
that
for
their
employees.
I
hope
it
will
become
an
annual
tradition
because
it
was
a
it
was
a
great
day
and
the
energy
was
very
high
and
I
think
everyone
there
felt
very
positive
about
it.
So.
B
In
indeed,
thank
you,
that's
a
sales
pitch
for
next
year.
Item
two,
any
other
board
members
on
school
and
community
highlights
seeing
none
item.
2.07.
Is
the
policy
committee
update
and
we'll
turn
to
vice
president
corcodale.
K
Thank
you,
president
gilliland,
so
the
policy
committee
met
today
at
4
pm
in
the
board
room
and
reviewed
policies,
jc
policy
regulations,
jc
rah,
religious
observation,
observance,
leave
and
jcc
dash,
rak
students
charged
with
community
offenses,
as
well
as
a
initial
review
of
policy
bf
on
policy
setting
and
at
the
request
of
several
board
members.
At
our
previous
meeting.
K
These
policies
have,
the
review
has
been
initiated
by
the
staff
and
the
priority
that
it
was
requested
in
the
policy
committee
did
review,
initiate
a
review
of
these
and
a
report.
K
A
detailed
report
on
some
of
the
initial
recommendations
and
feedback
will
be
available
for
the
board
members
on
on
the
site,
but
in
general
we
we
definitely
were
in
concurrence
that
both
of
these
policies
are
very
good
policies
to
be
reviewing
we're,
therefore,
keeping
this
open
so
that
at
such
time,
if
there
are
policy
recommendations
to
to
to
bring
forward
that,
we'll
be
able
to
do
this.
K
It
was
also
agreed
that
jcd
in
particular,
was
a
policy
that
had
a
large
express
of
interest
by
all
committee
members
and
to
the
extent
that
we
would
like
to
explore
possibly
a
more
enterprise
level
review
of
the
policy
to
see
where
we
could
have
opportunities
that
we'll
be
taking
on
discussion
further
and
violence
and
vandalism
is
also
being
held
open
for
additional
commentary
and
recommendations.
K
B
G
G
G
So
we
we
reviewed
items,
we
reviewed
our
spending
and
we
don't
at
this
time
anticipate
any
additional
spending
for
the
upcoming
year.
But
I
guess
we
have.
G
G
So
currently
the
kerwin
commission,
they
came
up
with
their
recommendations
and
then
a
subcommittee
of
that
commission
met
to
discuss
the
funding
that
would
be
necessary
to
to
pay
for
those
recommendations
and
so
we're
watching
it
closely.
All
the
school
just
districts
are
watching
it
closely
because
it
can
impact
how
we
build
our
budget,
so
we'll
have
to
stay
tuned
because
there's
still
a
lot
of
steps
to
go
there.
G
They
they
have
to
the
kerwin
commission,
has
to
meet
again
as
an
entire
entity
and
and
approve
what
their
recommendation
is
going
to
be,
and
then
it
will
go
to
the
governor
and
the
legislators.
So
we're
watching
that
closely
and
how
that
could
impact
anne
arundel
county
and
our
next
meeting
would
be
will
be,
is
currently
scheduled
for
november
20th
at
5
p.m.
B
Thank
you,
mrs
ellis,
and
just
I
just
got
a
note
from
our
tv
production
crew.
Somebody's
cell
phone
is
interfering
with
the
the
feed
and
that's
what's
causing
the
the
noise
that
we're
hearing,
isn't
mine
so
so
item
we'll
now
turn
to
item
2.09.
The
crash
report
miss
jerry.
L

a

at
the
first
meeting
of
the
joint
initiative
to
eliminate
the
achievement
gap,
we
discussed
the
past
efforts
by
the
blue
ribbon
project
and
how
these
goals
are
not
easy
to
achieve
or
measure.
We
reviewed
comments
from
the
public
meeting
held
on
september
23rd,
organized
the
comments
into
categories
and
established
subcommittees
on
october
15th.
Our

took
part
in
a
panel

the
mental

faced
by
the

support
the
mental
health
needs
of
members
in

liaisons
will
begin
contacting
senators
and
delegates
to
invite
them
to
speak
or
to
simply
open
their
offices
to
student
visitors.
L
Collectively
we
have
decided
to
add
three
positions
to
our
executive
board
and
brainstorm
duties.
At
our
last
meeting.
The
three
positions
include
outreach
coordinator,
mental
health
liaison
and
another
middle
school
co-chair.
The
job
of
the
outreach
coordinator
would
be
to
increase
awareness
and
market
to
underrepresented
schools.
The
mental
health
liaison
would
attend
mental
health
events
across
the
county
and,
finally,
the
middle
school
co-chair
would
be
a
fourth
vote
by
a
middle
schooler
and
decisions
made
by
the
executive
team.
L
The
middle
school
wellness
workshop,
our
first
general
assembly,
will
be
held
at
november
13th
at
george
fox
middle
school.
We
have
scheduled
two
guest
speakers
from
pathways
on
the
topics
of
danger:
the
dangers
of
drooling
and
vaping,
and
social
media
safety
officers
are
planning
activities
currently
for
student-led
breakout
sessions.

B
M
Good
evening
board
members
good
evening,
president
gillan
good
evening,
dr
arlato,
my
name
is
vanessa
rivera,
I'm
the
anne
arundel
county
council
pta
president.
I
just
wanted
to
provide
you
with
all
with
an
update
since
the
last
time
I
was
up
here.
We
are
continuing
to
work
closely
with
all
our
local
units
to
keep
them
with
compliance
issues.
M
In
october,
we
heard
we
held
our
general
membership
meeting
and
we
provided
training
for
the
reflections
program
that
the
pta
holds.
Our
next
meeting
will
be
november
11th
at
5
30
here
at
the
board
of
education,
and
we
have
invited
mr
matthew
stansky,
the
director
of
financial
operations
to
provide
our
local
units
with
some
information
on
the
school
budget.
N
Good
evening,
members
of
the
board
of
education,
superintendent
staff
and
the
public,
I
made
a
special
request
for
a
smob
update
on
today's
agenda
to
discuss
some
of
the
potential
solutions
I've
been
working
on
alongside
the
superintendent
and
his
team
to
tackle
inequity
in
anne
arundel
county
in
the
anne
arundel
county
school
system.
In
efforts
to
maintain
transparency,
I
will
discuss
these
potential
solutions
briefly
tonight
to
clarify
these
are
goals
I
hope
to
accomplish
by
the
end
of
my
term
and
the
assessment
of
their
possibility
and
plans
for
their
achievement
are
still
in
development.
N
Finally,
the
establishment
of
a
specialized
program
to
create
a
community
for
high
achieving
students
of
color
in
our
high
schools.
This
program
will
invite
students
of
color
to
partake
in
a
group
made
of
other
students
of
similar
backgrounds
in
magna
and
advanced
placement
classes.
The
idea
is
to
create
a
support
system
in
which
they
can
receive
mentoring
from
older
students,
discuss
experiences
of
identity
and
understand
their
capabilities
and
challenges
in
the
professional
world
led
by
teachers
who
identify
as
members
of
minority
communities.
N
Although
similar
programs
exist
in
many
of
our
high
schools,
this
goal
aims
to
solidify
their
existence
by
implementing
a
consistent
structure
until
our
advanced
classes
are
reflective
of
our
school's
population,
both
in
literal
diversity
and
thus
diversity
of
thought
which
enhances
student
achievement.
I
look
forward
to
working
with
the
superintendent's
team
and
my
fellow
board
members
to
hopefully
perfect
these
plans
to
best
suit
our
students,
their
success
and
the
quality
of
their
education.
Thank
you.
B
Thank
you,
miss
alvin,
we'll
now
turn
to
the
public
comment
portion
of
the
meeting.
Anyone
wishing
to
speak
on
an
item
not
on
today's
agenda
may
offer
testimony
during
this
public
comment
portion
of
the
meeting
speakers
are
allotted
three
minutes
each
and
may
not
allocate
their
time
to
others.
A
tone
will
sound
when
time
has
expired.
The
board
asks
that
comments
remain
civil
and
appropriate
for
the
various
audiences
that
may
be
watching
or
viewing
this
meeting
student
specific
and
personal
matters
are
confidential
and
cannot
be
discussed
in
this
forum.
O
Thank
you,
president
gilland
good
evening,
members
of
the
board
of
education,
of
course,
good
evening
to
you,
dr
arlato,
and
to
the
entire
staff
who's.
Here,
though,
I
am
councilwoman.
Sarah
lacy,
I
represent
district
one
on
the
county
council
and
I
came
specifically
to
speak
to
the
board
members
in
a
sense,
we're
a
coordinate
level
of
of
government.
We
are
close
to
some
of
the
the
policies
and
the
the
goals
and
the
hopes
and
the
dreams
of
the
people
who
live
in
this
county,
and
so
I
speak
to
you.
O
One
of
the
things
that
I
learned
in
the
course
of
campaigning
is
is
about
a
project
that
has
been
long
hoped
for
and
desired
by
the
community
around
reece
road
and
that
this
this
project,
which
the
community
likes
to
call
the
community
center
at
reese
road
and
which
has
been
funded
in
the
county
budget
under
the
name
severn
intergenerational
center.
This
is
a
project
that
community
members
have
been
working
on
for
more
than
30
years
total.
O
I
came
to
speak
to
you
about
it
because
I'm
carrying
a
torch
that
was
previously
carried
by
by
pete
smith
before
him,
by
darrell
jones
and
before
him
by
now
senator
pam
bidel
and
I'm
both
honored
to
carry
it
forward
and
also
determined
that
I
would
be
the
last
council
member
to
need
to
carry
this
torch
forward.
O
So
in
upcoming
meetings
you
may
be
receiving
a
request,
I'm
not
sure
from
whom
it
will
come,
but
a
request
to
you
to
begin
the
process
of
designating
that
10.6
acre
parcel
as
surplus,
so
that
eventually
it
can
be
become
county
property
and
we
can
get
get
going
with
the
construction
because
we've
got
the
money.
So
let's
get
going,
there's
no
time
to
waste.
Thank
you
for
your
time
this
evening,
best
wishes
and
all
of
your
meetings
and
see
you
in
may.
Perhaps
thank
you.
B
Thank
you
councilwoman.
We
have
a
one
board
question
from
mrs
hummer.
C
Yes,
I
just
want
to
say
thank
you,
councilwoman
lacey,
for
continuing
holding
the
torch.
I've
been
involved
in
this
as
well
for
several
years
and
attended
some
of
the
meetings,
and
I
want
to
give
a
special
shout
out
to
lisa
shore
who
has
truly
been
carrying
the
weight
on
this
and
speaking
for
the
community,
and
we
want.
I
can
say
I
want
to
see
this
done
for
mrs
g,
but
you
know
she
deserves
to
see
this
and
get
it
finished.
And
so
I
appreciate
your
support
and
work
on
this
as
well.
O
P
Councilwoman
lacey,
thank
you
for
being
here.
Thank
you
for
your
advocacy
for
our
school
system,
as
well
as
for
our
community
in
district
one
as
your
district
fellow
district,
one
board
member
here,
I'm
very
much
so
aware
of
the
the
advocacy
for
the
community
center,
the
location
and
otherwise
and,
of
course,
the
need.
I
appreciate
miss
shore,
miss
henriquez
and
others
who
have
kept
me
informed
and
including
dr
alato.
When
we
had
our
discussions
about
this,
when
I
was
first
elected,
I'm
confused
about
the
request
tonight,
though,
could
you
just
state
it
again?
O
My
understanding,
which
I
did
not
have
until
recently
this
particular
understanding,
is
that
there
is
a
a
process-
that's
potentially
lengthy
and
full
of
potential
pitfalls
that
hopefully
we
will
not
fall
into,
but
that
it's
not,
I
thought
you
know.
Maybe
the
school
system
can
just
deed
back
to
the
county
land
that
the
school
system
doesn't
need,
but
apparently
there's
a
there's
quite
a
process
behind
that
and
that
process
is
going
to
begin
with
you
the
board,
deciding
to
begin
that
process.
O
P
It
to
dr
alato,
if
I
could,
dr
at
our
at
our
next
meeting,
could
we
just
get
in
not
the
public
meeting,
but
maybe
our
closed
meetings
and
update
on
our
relationship
to
to
this
project
and
what
are
the
status?
Please
glad.
F
To
this
project
is
well
underway,
this
is,
there
are
so
far.
Two
official
drawings
have
been
have
been
presented
from
the
county
side,
and
our
group
has
been
working
with
them
very
closely
and
we
are.
We
are
very
much
in
support.
I
know
the
board
is
as
well,
but
as
far
the
administration
variance
very
much
in
support
of
the
project.
I've
had
several
conversations
with
the
county
executive
about
this,
as
well
as
his
team
and
our
team.
So
we
are
very
much
in
support
of
it.
B
O
B
Q
Q
That
night,
our
daughter
was
on
the
dance
floor
with
her
friends
at
approximately
7
39,
a
boy
came
up
behind
her
reached
his
arm
around
her
waist
put
his
hand
under
the
front
of
her
dress
and
grabbed
her
over
her
undergarment
shocked
what
was
happened.
She
was
able
to
remove
his
hand
she
exited
the
dance
at
approximately
7
45
and
went
to
a
parent
volunteer
to
let
them
know
what
had
occurred
at
approximately
7
50.
She
was
met
by
administrators
to
inform
about
the
assault.
Q
Q
Q
Q
At
that
time,
our
daughter
asked
if
it
would
be
okay,
if
she
continued
with
her
plans
and
went
home
with
her
friends
that
night
we
re-entered
the
school
and
let
the
administration
know
that
she
would
be
staying.
It
was
strongly
suggested
that
we
take
both
of
our
daughters
home,
because
it
would
be
too
much
drama
if
they
stayed.
We
were
not
okay
with
this
comment
and
we
informed
them
that
she
would
be
staying
with
her
friends,
but
she
actually
left
with
us.
She
actually
left
behind
us
with
her
friends
after
not
being
contacted
on
tuesday.
Q
I
called
the
board
on
wednesday.
I'm
sorry.
I
called
the
school
on
wednesday
and
left
a
message
for
the
principal
to
call
me
back
when
she
called
me.
She
informed
me
that
they
looked
at
the
cameras
and
that
they
she
could
assure
me
that
none
of
the
students
that
entered
the
side
door
from
another
school
matched
the
description.
An
administrator
returned
my
call
again
that
morning
and
told
me
that
they
could
not
confirm
that
my
request
for
this
valence
footage
to
be
saved
or
that
I
was
not
allowed
to
review
the
surveillance
footage
myself.
Q
Q
Q
Without
identifying
the
suspect
we
decided
to
post
about
the
situation
on
social
media,
the
post
then
went
viral
and
quickly
prompted
outrage
from
our
community
soon
after
after
the
school
released.
What
I
call
a
damage,
control
letter
containing
misleading
information
about
the
incident
and
the
school's
response.
Q
If
every
protocol
was
followed
wearing
the
protocols
that
state
it's
acceptable
to
leave
my
child
with
the
parent
volunteer
after
an
assault
wearing
a
protocol,
does
it
state
one
waiting
over
an
hour
to
contact
the
parents
of
an
assault
victim
is
appropriate?
Where
does
it
state
what
it
offers
or
is
to
be
called?
And
within
what
amount
of
time?
Q
Q
Q
I
have
provided
the
board
with
statements
from
additional
students
and
parents
concerning
similar
experiences
and
how
the
school's
policy
has
failed
them
on
so
many
levels.
It
also
includes
suggestions
from
the
director
of
the
aacpc
on
policy
and
protocols.
Protocol
changes
that
we
would
like
to
see
implemented.
R
R
Tell
me
that,
because
he
admitted
fault
and
that
his
mother
was
very
ill
and
that
the
hsas
were
underway,
that
they
would
not
give
him
any
repercussions
for
his
actions
from
that
moment
forward.
For
the
rest
of
my
time
at
arundel,
I
was
bullied
by
administration
whenever
there
was
any
sort
of
issue,
and
I
was
labeled
as
a
liar.
R
R
R
S
Well,
my
name
is
marvin
wallace.
I
live
down
by
shady
side,
I'm
here
today,
because
giorgilando
put
my
son's
life
in
danger.
He
put
my
son's
life
in
danger
by
changing
his
bus,
stop
to
where
people
have
been
killed.
I
got
some
pictures
here
to
show
you.
People
been
killed
at
this
bus,
stop
where
he
wants
my
son
to
catch
the
bus.
I
got
pictures
of
accidents
that
happen
where
he
wants
my
son
to
catch
the
bus.
S
I
talked
to
george
gelato
and
he
informed
me
to
have
my
son
stand
in
my
front
yard.
I
lived
down
the
shader
side.
Here's
the
little
rain
we
had
yesterday
has
five
inches
of
rain
sitting
in
my
front
yard,
where
he
wants
my
son
to
stand
so
where
is
he
going
to
stand?
Also
when
the
snowing
outside
and
the
snow
plows
put
snow
on
side
the
road?
S
I
informed
george
alato,
that
he
had
also
allowed
the
bus
to
ride
right
by
my
son's
bus,
my
house,
right
by
our
turn
and
picks
up
the
kid
at
the
end
of
the
street.
That's
the
car
keys
and
kids
in
the
street.
I
informed
george
orlando
that
he
said
that
kid
that
is
too
dangerous
to
come
for
that
kid
to
come
down
that
road
and
stand
on
on
that
corner.
S
I
said,
then,
why
isn't
it
is
it
okay
for
my
child
to
stand
there?
I
told
you
now:
what's
the
difference?
Only
difference
I
can
see.
Is
the
color
george
out
loud
hugging,
the
phone
up
on
me.
This
daddy,
you
just
had
something
on
facebook,
about
buyers,
buyers,
presidents,
presidents,
in
favor
or
or
against
one
single
person
compared
to
one
another,
usually
and
considered
to
be
unfair.
S
B
S
P
P
P
G
I
would
like
to
ask
a
couple
questions,
dr
a
lot
of,
if
you
please
so
I
do
know
that
a
letter
went
out
from
the
principle
indicating
protocol
was,
was
followed
in
in
this
incident.
G
F
Sure
the
the
the
short
answer
to
that
miss
ellis
is
there
should
be
several
things
the
school
should
do.
Certainly
they
want
to
counsel
with
the
student
they
want
to
contact
the
parents.
F
They
want
to
offer
the
student
any
support
that
the
student
and
or
family
desires
regarding
counseling
and,
of
course
it
then
has
to
be.
It
has
to
be
reported
to
the
police.
What
in
in
this
case,
what
has
been
reported
in
case
of
any
time?
It's
reported
sexual
assault,
the
allegation,
that's
a
crime,
so
that
becomes
the
responsibility
of
the
police
department
to
follow
through
because
a
crime
has
been
committed
and
that's
the
way.
F
We're
sort
of
we
divide
where
there
are
rules
that
that
are
governed
or
or
oversought
by
the
school
administration
right.
Breaking
a
school
code
versus
and
the
reason
the
sros
are
there
or
or
other
district
officers
say
at
a
dance
or
a
football
game
is
in
case
laws
are
broken,
and
so
it
would
be
absolutely
we'd
want
to
counsel
the
child.
F
F
I
believe
the
statement
was
given
on
the
next
tuesday.
I
don't
have
a
timeline
in
front
of
me
because
the
dance
was
on
a
saturday.
There
was
no
school
on
monday.
I
believe
the
student
was
then
set
and
interviewed
back
at
school
on
tuesday
and
I
believe
that's
when
a
statement.
I
don't
have
those
in
front
of
me,
but
yes,
statements
were
then
collected
over
the
course
of
that
week.
As
the
investigation
went
on
right.
G
And
I
do
know
that
in
in
certain
incidents,
letters
do
do
go
out
to
parents
can.
Can
you
share
why
that
did
not
occur
until
after
social
media.
F
Yes,
ma'am
because
this
is
a
clearly
a
very
personal
event
for
student
and
and
our
experience
is
that
we
don't
want
to
at
any
time
over
identify
a
student
that
has
been
involved
in
a
sexual
assault,
and
so
we
don't
typically
put
out
a
letter.
The
police
certainly
didn't
ask
us
to
put
out
a
letter
to
solicit
more
information
about
what
about
the
any
more
information
than
we
had
at
the
time
is
my
understanding,
but
no,
we
don't
in
a
situation
around
sexual
assault.
We
want
to
work
with
the
family.
G
G
As
a
woman-
and
I
think
we
all
we
all
know
now
just
from
the
past
very
recent
years-
about
education
on
this
issue
a
lot
of
times-
something
will
happen
to
a
woman
or
a
young
lady
and
she
doesn't
feel
comfortable
speaking
about
it.
G
Had
a
letter,
gone
home
and
and
others
knew
that
this
happened.
I
I'm
wondering
if
that
that
could
have
brought
further
light
or
shed
further
light
on
what
else
could
what
could
have
happened
that
night?
So
okay,
so
I
guess
you've
answered
those
questions
and
one
more
question.
I
I
do
know
that
when,
when
we
have
students
and
families
in
distress
for
a
variety
of
reasons,
let's
say:
there's
a
death
in
the
family
or
for
a
variety
of
reasons.
We
we
offer
support
in
any
way
that
we
can.
G
If
the
family
was
was
having
difficulty
with
the
communication
and
the
and
the
reporting
of
this
as
a
crime
and
and
and
really
getting
the
ball
rolling
with
an
investigation
and
this
crime
happened
in
our
school,
could
we
not
offer
that
sort
of
support
to
step
in
and
and
talk
with
the
police
ourselves
to
make
sure
that
they're
rolling,
they're
moving
things
along.
G
F
A
J
First,
I'd
like
to
address
you
all
who
came
and
testified.
Thank
you
for
your
bravery
and
thank
you
for
speaking
your
truth,
and
I
know
that
it's
difficult
and
you
know
me
too,
so
I
just
I
had
one
question
for
dr
alato.
We
touched
on
us
a
little
bit
the
other
day,
but
in
terms
of
providing
supports
to
this
young
woman
so
that
she
can,
you
know
successfully
move
forward.
F
J
J
Perfect,
wonderful
and
sorry,
one
more
thing:
you
know
we
we
go
through
these
incidents
and
you
know,
of
course
we
wish
that
they
never
had
occurred
in
the
first
place,
always
but
there's
always
room
to
to
learn
from
our
our
actions
in
every
instance,
and
I
I
assume
that
we're
we're
picking
apart
the
timeline
and
seeing
what
we
can
do
better
in
the
future.
I'm
I'm
hopeful.
That
is
that
is
that
an
accurate
statement.
F
Absolutely
absolutely
so,
we
are
talking
administrators
putting
together
a
timeline
so
that
I
have
information
when
I
meet
with
miss
watson
on
monday.
F
We
are,
we
are
far
from
perfect,
far
from
perfect
and
so
I'll
look
forward
to
having
conversations
and
if
she
has
got
some
information
that
she
can
share
regarding
how
where
we
can
do
better
right,
because
I
haven't
lived
the
experience
as
an
example
that
she
is
living
as
a
parent
and
that
her
child
has
lived.
So
while
we
have
protocols
that
we
follow
that
have
worked
in
the
past.
F
If
something
hasn't
worked
in
this
case,
I
want
to
learn
from
it,
so
I've
reached
out
and
she's
agreed
to
meet
monday
morning
and
we'll
have
a
chance
to
she'll,
have
a
chance
to
share
information
by
then
I'll
have
a
complete
timeline
from
the
school
and
those
that
have
been
involved
up
to
that
point.
J
I'm
really
delighted
that
you
two
are
meeting.
Are
those
protocols
written
out.
J
Protocols
like
a
two
to
in
if
an
incident
happens
is
you
know,
judge
general
thing
step
one.
We
do
this
step
two.
We
do
that.
Are
they?
Is
it
something
that's
written
or
is
it
I'm
just
wondering
because.
F
Not
not
written
per
se
with
regard
to
a
specific
event
or
occasion,
but
the
principles
and
assist
principles
are
trained
on
in
events.
These
are
the
protocols
that
they
get.
J
Hold
up
because
I'm
really
trying
to
help
y'all,
okay,
okay,
all
right
so
they're
they're
training
what
to
do
and
if
an
incident
occurs
but
the
the
this
there
aren't
like
sort
of
written
standards.
Then
it's
just
sort
of
in
the
abstract
or
I'm
just
trying
to
understand.
F
J
E
F
E
Do
we
know
if
there
was
a
breach
of
whatever
security
is
around
these
events?
I
don't
know
of
any
okay
hold
on.
I
don't
know
this,
because
my
kids
are
little.
I
just
don't
know
what
is
done
if
anything,
to
record
the
identities
of
students
who
are
not
students
at
the
school
attending
the
event.
F
There
are
they
if,
if
a
student
at
a
school
wants
to
bring
somebody
from
outside
the
school,
they
have
to
alert
the
administration
and
sign
a
contract
with
that
person's
name,
they're,
bringing
somebody
from
outside
the
school
to
their
to
that
school,
dance,
yeah.
E
But
this
this
is
to
me
these
are
steps
to
try
to
this
can't
remedy.
What's
happened
to
your
family
but
to
try
to
make
things
better
going
forward.
This
is
not
in
any
sense
it
gotcha.
That,
obviously,
is
not
working.
So
again,
I
don't
know
my
kids
are
little,
but
if
somebody
just
signs
a
name
on
a
contract
you're
just
putting
not
you
but
we're
just
putting
it
incumbent
on
that
student,
that's
not
enough.
Obviously
we
need
to
get
some
kind
of
a
picture
id
for
these
folks.
E
Anybody
who's,
not
a
student
at
the
school
and
record
all
that
information,
and
I,
as
I
understand
it,
that
you
know
if
we
want
to
do
that.
That's
more
policy
and
we
can
just
set
that
going
forward
that
any
time
a
student
who
is
not
at
the
school,
you
have
to
record
that
so
that
I'm
just
trying
to
figure
this
out.
E
So
we
do
not
have
people
coming
into
our
schools
that
we
don't
know
who
they
are
because,
obviously,
if
my
son
wants
to
bring
jane
doe
to
the
dance,
he
could
just
write,
jane
doe
and
we're
not
doing
anything
to
confirm
that
and
that's
obviously
not
enough
anymore.
Maybe
it
was
enough
ten
years
ago,
but
it's
not
enough
anymore,
so
I
I
throw
that
out
there
for
fellow
board
members
to
consider
that.
E
Maybe
we
need
to
take
kind
of
take
the
reins
on
this
and
just
institute
that
as
our
policy
that
for
all
social
functions,
any
student
that
is
not
at
that
school
there
needs
to
be
a
recorded
id.
There
needs
to
be
some
kind
of
picture
id
of
that
person
and
not
just
this
signed
form
and
again
this
is
not
a
gotcha.
This
just
demonstrates
what
we
had
in
place
is
no
longer
sufficient
for
these
times.
G
So,
as
a
parent
with
high
school
students,
I
know
my
kids
high
school,
my
son,
invited
his
girlfriend
had
to
get
a
form
filled
out
that
form
had
to
go
to
her
principal
plus.
She
had
to
provide
a
copy
of
her
driver's
license
and
then
and
then
that
had
to
be
approved
by
the
administration
of
of
his
school.
G
G
But
we
also
don't
know
that
the
perpetrator
was
not
is
not
a
student
of
arundel
high
school
correct.
We
don't
know
that
right
right,
so.
G
But
so
you
say:
you're
still
investigating
I'm
sorry,
dr
alato
you're
still
obviously
investigating
the
timeline,
and
so
you.
G
You'll
investigate
whether
outside
students
were
there
that
were
not
did
not
come
in
through
secure
means.
F
F
I'm
not
aware
that
they've
been
outs
that
that
this
issue
is
connected
to
students
from
the
outside
okay
and
then
we
can
follow,
and
if
that
is
in
fact
the
case,
I
could
follow
up
with
the
school
to
find
out
what
protocols
were
followed
in
terms
of
having
those
students
enter
and
be
approved.
Thank
you.
J
If
we
can't
investigate
what
we
don't
know
and
if
you
have
more
information
than
we
do
we're
going
to
need
that
so
that
we
can
solve
these
things,
and
so
these
things
don't
happen
again,
so
we
don't
have
another
upset
parent
of
a
child
who's
been
violated.
I
have
a
daughter
too,
and
I
I
pity
the
fool
I'm
just
saying
so
you
know,
if
you
have
more
information
board
office
at
aacps.org
and
diane
will
will
make
sure
it
gets
the
appropriate
staff
members
so
that
we
can
help
get
a
resolution.
Thank
you.
B
Okay,
thank
you
very
much.
We'll
now
turn
to
the
special
presentation
item:
4.01
sustainability
and
energy
conservation
presentation.
B
At
this
point,
ma'am
you've
got
the
meeting
with
dr
arlato
on
monday
morning.
I
would
invite
anything
else
that
you
have
to
say
we
we,
we
can't
get
it.
We,
the
board,
can't
hear
this
at
this
point
and-
and
I
just
want
to
just
emphasize
and
over
emphasize
that
if
the
board
gets
too
involved
too
early,
we
can't
help
you
when
the
right
time
comes
to
us
fair
point,
but
we
can't
get
into
that
right
now.
Thank
you.
B
T
We
are
a
national
green
ribbon
school
district
and
that
what
does
that
mean?
Each
year
the
united
states
secretary
of
education
invites
state
education,
officials
from
all
50
states
to
nominate
schools,
districts
and
post-secondary
institutions
that
they
have
determined
as
meeting
the
criteria
to
be
a
national
green
ribbon
school.
T
Each
state
authority
is
permitted
up
to
five
entries
each
year
in
2016,
the
state
of
maryland
nominated
broadneck,
high
school
and
anne
arundel
county
public
schools.
As
a
district
through
the
work
of
the
sustainability
committee,
aacps
received
this
national
green
ribbon,
designation
and,
of
course,
with
their
environmental
signature
program
at
broadneck
high
school
excuse
me.
They
received
the
honor
in
2016
also.
T
T
Another
great
example
is
a
project
of
our
own
initiative,
the
living
shoreline
at
arlington
echo
through
melanie
parker's,
great
vision
and
work
to
secure
grant
funds
and
the
design
and
construction
staff's
oversight.
This
project
was
completed
and
recognized
and
received
an
award
from
maryland
environmental
service
for
business
leadership,
environmental
excellence
for
a
restoration
project.
T
Other
important
projects
include
the
installation
of
a
sewer
line
from
southern
middle
to
southern
high
school.
This
eliminated
the
sewage
treatment
plant
at
the
middle
school
and
increased
the
efficiency
of
the
plant
at
the
high
school,
protecting
the
surrounding
waterways,
from
high
levels
of
nitrogen,
some
water
conservation
techniques,
we're
employing
turf
fields.
It's
a
benefit.
One
might
not
think
we're
eliminating
the
need
to
water,
the
stadium
fields,
we've
been
installing
closed
loop,
air-cooled
chiller
systems,
rather
than
water
cooled
in
most
of
our
new
and
renovation
projects,
the
use
of
low
flow
plumbing
fixtures.
U
Thank
you
very
much.
Lisa
recycling
has
been
embedded
in
our
culture
since
1991..
Our
team
collaborates
with
schools,
departments
and
anne
arundel
county
in
an
effort
to
maximize
all
recycling
efforts.
Examples
of
materials
that
are
recycled
include
paper,
plastic,
metal
batteries
and
equipment
that
has
reached
the
end
of
its
useful
life.
U
Lastly,
diversion
of
materials
from
landfills
during
demolition
and
construction
adds
to
the
overall
recycling
program.
Ms
monique
jackson
leads
the
wellness
council
and
the
division
of
facilities
contributes
to
the
overall
program.
In
several
ways.
All
janitorial
products
are
certified
to
have
only
environmentally
friendly
ingredients.
Non-Wax
flooring
completely
eliminates
the
need
for
wax
and
stripper
materials.
U
The
objective
of
this
office
is
to
identify
opportunities
to
conserve
energy
and
resources
and
to
develop
projects
to
achieve
this
objective.
In
addition,
exploration
and
adoption
of
alternative
or
renewable
energy
sources
is
an
important
goal
as
well.
Lastly,
the
eco
continuously
tracks
and
audits
information
to
provide
advice
on
the
implementation
of
additional
cost
energy
savings
measures.
U
V
John,
the
energy
conservation
program's
primary
focus
is
on
the
first
pillar
of
our
sustainability
policy,
reducing
environmental
impact
and
cost
and
not,
unlike
most
other
organizations,
our
facilities
contribute
the
greatest
to
our
environmental
impact.
Therefore,
most
of
what
you'll
see
today
is
focused
on
our
facilities
in
conserving
energy
and
identifying
alternative
sources
of
how
to
how
to
power
them.
V
The
first
natural
step
for
an
energy
conservation
program
is
to
baseline
and
benchmark
your
facilities,
because
you
cannot
improve
what
you
don't
measure.
Therefore,
we
initiated
that
effort
in
2012
and
have
continued
it
today
by
recruiting
the
support
of
a
work
study
student
who
helps
us
track.
Our
monthly
energy
performance
identify
poor
performers,
address
unfavorable,
unfavorable
trends
and
communicate
the
favorable
ones.
V
V
V
Additionally,
aacps
has
an
agreement
within
lx
north
america
to
review
and
analyze
real-time
energy
usage
in
our
50
largest
schools.
Through
this
agreement,
we
are
rewarded
for
reducing
electric
load
during
peak
times
of
grid
stress
where
brownouts
or
even
blackouts
could
occur
in
the
mid-atlantic
region.
V
V
eco
also
utilizes,
the
real-time
electric
data
made
possible
by
our
demand
response
platform
in
combination
with
building
automation,
automation,
data
to
identify
costly
rogue
equipment,
for
example.
Our
software
automatically
identifies
and
alerts
us
of
elevated
night
base
loads
or
abnormal
weekend
usages.
V
The
energy
team
will
then
review
building
automation,
data
and
make
site
visits
as
necessary
to
audit
facility
operations
and
provide
energy
conservation
recommendations.
For
example,
the
images
above
depict
seven
days
of
a
facility's
electric
trend.
Before
and
after
the
eco
team
identified
and
implemented
an
operational
change,
we've
used
this
software
to
identify
and
implement
hvac
related
measures
such
as
chiller
plant
enable
programming
at
several
schools
leading
more
leading
to
more
than
370
thousand
dollars
in
annual
avoided.
Electric
costs.
V
Eco
also
uses
this
real-time
electric
data
to
administer
energy
saving,
competitions
over
long
weekends
and
holiday
breaks
and,
as
a
result,
has
captured
over
two
hundred
thousand
dollars
in
electric
savings,
since
2014
by
engaging
the
students
and
staff
participating,
schools
are
ranked
on
their
energy
reduction
during
the
current
holiday
break
comp
as
compared
with
previous
holiday
breaks.
The
winners
are
recognized
amongst
elementary
middle
and
high
school
levels.
V
Eco
has
implemented
over
65
strategic
projects
since
2000
lighting
projects.
Excuse
me
strategic
lighting
projects
since
2013,
which
not
only
save
energy
but
reduce
operating
and
maintenance
costs
and
provide
much
needed,
improved
lighting
levels.
These
strategic
lighting
projects
have
generated
over
three
hundred
fifty
thousand
dollars
in
annual
savings
and
another
five
hundred
thousand
dollars
in
bge
rebates.
V
Aacps
also
recently
signed
two
power
purchase
agreements
in
2018
worth
over
three
megawatts
of
solar
energy.
The
first
is
located
at
our
fort
smallwood
facility
in
pasadena,
and
the
second
is
located
just
north
of
defense.
Highway
atop,
a
capped
landfill
is
also
known
as
the
city
of
annapolis
solar
project.
V
V
Finally,
there
are
several
promising
future
eco
initiatives
under
development
and
consideration.
For
example,
we
are
developing
a
contract
to
upgrade
the
parking
lot
lighting
at
several
of
our
large
complexes
and
facilities.
We're
also
collaborating
with
planning,
design
and
construction
to
address
additional
interior
lighting
needs
across
our
portfolio.
V
Eco
is
also
executing
pilot
projects
that
include
interval,
water
meters
and
plug
plug
load
management
systems
to
be
used
in
our
schools
at
a
future
date.
Additionally,
we
are
investigating
the
feasibility
of
expanding
our
renewable
energy
portfolio
through
rooftop
solar
at
eligible
schools
and
ground
mount
solar
on
eligible
property.
V
W
Aacps
currently
has
three
schools
that
have
achieved
the
certification
and
three
more
that
are
just
finishing
or
under
construction,
although
not
required
to
achieve
leed
certifications,
our
renovations
additions
and
systemic
projects
include
energy,
efficient
and
sustainable
features.
These
projects
provide
the
funding
to
make
improvements
to
existing
building
systems
and
components.
B
Thank
you
so
much
for
a
wonderful
presentation,
very
thorough
presentation-
and
I
know
this
took
a
lot
of
time
to
bring
to
come
together
after
the
the
initial
request
came
in.
We've
got
a
couple
of
board
questions,
but
first
I
just
want
to
ask
mr
ander.
B
I
know
we
were
supposed
to
be
twins
tonight,
but
you
got
your
suit
from
the
same
company.
I
got
my
suit
from.
J
How
I
follow
that
I
have
no
idea.
Firstly,
thank
you
for
this
presentation.
You
know
I'm
all
about
this
and
I
requested
this,
and
this
is
a
lot
of
fabulous
information
to
the
point
where
I've
filled
up
my
page
and
I'm
now
going
to
ask
that
I
get
the
slide
deck
if
that's
possible.
J
T
We
are
looking
at
old
mill
west
as
a
possibility
as
we're
setting
it
up
so
that
it
could
hold
the
load
of
rooftop
solar
units.
If
we
choose
to
go
that
way
and
the
as
with
the
other
ones,
they're
ppa,
which
is
a
power
purchase
agreement.
So
there
is
no
upfront
cost
yeah.
O
T
J
Sure
I
mean
where
I
said:
I
don't
understand
how
it
wouldn't
be
really
a
fabulous
investment,
because
a
lot
of
other
school
systems
around
the
country
have
done
this,
and-
and
I
know
that
our
cost
per
kilowatt
hour
here-
is
lower
than
other
parts
of
the
country,
some
other
parts
of
the
country,
but
how?
How?
How
is
it
not
a
win-win,
especially
when
there's
a
zero
capital
outlay?
On
our
part,
I've
heard
other
districts,
you
know,
saving
five
ten
percent.
I
know
our
our
power
and
light
bill
annually
is
north
of
eighteen
million
dollars.
J
T
J
Okay,
and
so
when
you're
look
you're,
not
just
looking
at
them
that,
like
some
school
districts
have
done,
you
know
like
covered
parking
with
solar
panels.
I
know
that
some
of
the
school
districts
that
this
happens
on
don't
have
snow,
but
we
thought
about
those
sorts
of
opportunities
too
or
the
roof
tiles
that
are
actually
solar
panels.
T
T
J
J
Geothermal
right
is
that
is
that,
in
your
in
y'all's
mind
a
more
proven
technology,
you're
still
trying
to
weigh
the
payback
of
the
solar
and
that's
various
forums.
What
what
are
you
finding
in
terms
of
payback
for
geothermal.
T
Geothermal,
we
actually
did
piney
orchard
in
2000..
That
was
the
first
one
that
was
done
so
we've
been
following
it
all
along
and
it's
just
one
of
the
options
that
our
mechanical
engineers
look
for
for
every
one
of
our
renovation
projects,
and
you
know
the
soil,
the
locations
of
the
pits
and
things
like
that,
just
making
sure
that
it
will
work
with
the
site
we
have.
So
we
evaluate
that
with
every
one
of
our
projects,
perfect.
J
And
you
were
mentioning
hvac
and
in
one
of
our
last
when
we
had
the
the
ream
of
paper
and
the
design
which
I
read
all
of
it,
it
mentioned
economizers
it
can.
Can
you
can
we
make
use
of
economizers
over
in
more
of
our
hvac
units
in
this
climate
with
the
humidity?
Is
that
do
we?
Are
we
still
able
to
get
the
savings?
Utilizing
the
the
sort
of
the
free
air
conditioning
I'll.
T
V
Yeah,
I
can
take
that
we
definitely
utilize
free
cooling
economization
as
much
as
possible,
but
in
this
part
of
the
climate
yeah
there
are
times
when
high
humidity
precludes
us
from
doing
that.
So
there's
building
automation,
systems
that
look
at
humidity
in
addition
to
outdoor
temperature
and
determine
whether
free
cooling
is
appropriate
or
not,
cool.
J
J
T
J
Great
well,
I'm
I'm
delighted
by
this,
and
I
thank
you
for
doing
this
and
thanks
for
keeping
us
going
forward
in
the
in
the
know
of
progress,
because
I
definitely
want
to
hear
it
and
I'm
just
really
grateful
for
all
that.
You
do
to
help
save
money
and
save
the
planet.
And
thank
you
so
much.
G
Thank
you
just
two
quick
questions
and
thank
you
for
a
wonderful
presentation.
So,
just
following
on,
I
was
listening
to
the
discussion
on
solar
on
the
roof
and
I
just
I'm
not
familiar
with
the
technology
and
how
it
works.
But,
based
on
what
you
were
saying,
are
you
saying
that
as
we
build
a
school,
would
there
be
additional
construction
costs
that
go
into
creating
a
roof
to
be
able
to
support.
G
The
facility
and
then
so
are
we
recycling
in
all
of
our
schools.
U
Recycling
program
is
ever
evolving,
so
we
are
engaging
with
all
of
our
schools
on
a
regular
basis
to
try
to
do
the
best
we
can
with
recycling
there's
challenges
that
are
always
presented
to
us
in
that
regard,
but
we're
continuing
to
educate
our
students
to
educate
our
staff
when
they're
taking
care
of
our
recycling
system
or
a
program
out
there.
So,
yes,
we
are
continuing
to
recycle
to
the
best
of
our
abilities.
G
The
best
of
our
abilities,
so
is,
is
the
problem
people
recycling
improperly,
is
that
what
you're
I'm
trying
to
understand
what
the.
U
G
I've
I've
had
people
inside
of
a
couple
of
our
high
schools.
Recently
tell
me
they
just
don't
recycle.
U
G
U
U
X
N
Cannot
be
recycled
so
there
are
recycling
bins
in
every
classroom.
There
are
bins
specifically
for
paper
in
every
classroom,
but
some
type
of
plastics
cannot
be
recycled
and
have
to
be
thrown
away,
so
our
teachers
are
definitely
educating
us
about
that,
but
sometimes
just
like
you
don't
want
to
think
about
like,
oh,
where
which
box
does
my
you
know
lunch
go
in
that
being
said,
there
is
a
heavy
emphasis
on
it
and
we've
had
advisory
lessons
on
it.
So
it
is
something
that's
being
told.
K
Actually,
I
wanted
to
go
back
in
time
to
the
closer
to
the
beginning,
where
we
were
discussing
the
living
shoreline
at
arlington
echo.
One
of
my
favorite
projects-
and
I
was
just
kind
of
wondering-
community
associations
and
similar
organizations
are
eligible
for
certain
grants
through
mde
on
living
shorelines.
K
T
T
And
we
work
with
the
county
individuals
too,
and
they're
part
of
our
sustainability
committee
awesome.
Thank
you.
Y
B
B
We'll
now
turn
to
our
action
items
for
this
evening.
Item
5.01
is
just
the
administrative
personnel
appointment
placeholder.
There
are
no
appointments
being
requested
tonight.
Item
5.02
sunset
elementary
school
kindergarten
edition
design
development.
This
is
an
action
item.
Dr
arlato,
can
we
have
your
recommendation?
Please?
Yes,.
F
B
We've
got
a
motion
and
a
second.
There
is
no
formal
presentation.
Are
there
any
board
questions
or
comments
at
this
time?
Seeing
none?
Is
there
any
public
comment
at
this
time?
Seeing
none
misses.
How
would
you
please
call
the
role
on
item
5.02.
B
B
B
Z
B
Thank
you,
we'll
move
to
our
first
reading
calendar
item,
5.04,
employee
leave
policy
code,
gc
and
we'll
turn
now
to
miss
ortiz
and
mrs
kutches.
Thank
you.
AA
One
particular
type
of
leave
that
is
now
included
is
sick
and
safe
leave
and
it
is
new
and
in
accordance
with
the
maryland
healthy
working
families,
act,
regulations,
gcraa,
annual
personal
business
leave
and
gcrab
sick
leave
were
also
updated
in
accordance
with
the
new
law
regulation.
Gcr,
a
k,
sick
and
safely
for
permanent
and
temporary
employees
is
new
and
has
been
created
to
implement
the
new
leave
requirements
under
the
law.
AA
B
Great
thank
you
so
much
for
for
the
overview.
I
will
turn
to
board
questions
and
and
first
just
as
policy
chair
as
well.
Mrs
corcodell.
K
Thank
you
guys
so
very
much
for
all
your
hard
work.
K
I
know
that
so
just
for
the
benefit
of
the
board
members
there
were
in,
there
was
raised
in
our
policy
committee
a
couple
questions
from
the
auditor
and
he
subsequently
reported
that
there
were
still
questions
ongoing,
and
so
I
just
wanted
for
the
benefit
of
the
board
members,
to
know
that,
although
conversations
may
continue
that
we'll
remove
that
this
does
not
affect
the
the
conversations
that
we're
having
about
this
particular
policy
or
its
regulations
here,
just
to
close
a
loop
for
every
for
everyone.
Thank
you.
Thank.
P
Hello,
my
question
was
the
sick
and
safely.
Could
you
please
share
with
us
what
the
difference
is
is
sick
and
safe
leave?
Is
that
a
subset
of
sickly
or
what's
the
difference,
please.
AA
That's
a
good
question.
Thank
you.
Yes,
and
so
the
general
assembly
passed
legislation,
the
maryland
healthy
working
families
act,
and
it
requires
the
vast
majority
of
employers
in
the
state
of
maryland.
Aacps
is
impacted
to
provide
40
hours
of
what
they
call
sick
and
safe
leave
to
employees
who
meet
the
criteria
under
the
law.
AA
So
the
way
the
criteria
was
drafted
in
the
law,
it
would
impact
all
of
our
permanent
employees
and
the
vast
majority
of
our
temporary
employees,
and
so
we
already
provide
sick
leave
to
permanent
employees,
but
the
sick
and
safely
goes
a
little
bit
further
in
that
it
applies.
It
provides
additional
types
of
leave
that
would
fall
under
that,
and
it
also
applies
to
temporary
employees
before
this
law.
AA
There
was,
no,
you
know,
sick,
leave
or
safely
that
could
be
that
was
provided
to
temporary
employees,
and
so
the
regulation
kind
of
breaks
down
the
different
types
of
sick
and
safely.
One
thing
I
just
want
to
point
out
is
that
the
40
hours
for
permanent
employees-
it's
not
in
addition
to
what
we
currently
earn.
It's
just
part
of
what
our
current
sick
leave
is,
and
so
one
thing
I
can
point
out
is
the
sick
and
safe
leave
provides
leave
for.
AA
If
you
go
to
page
three
of
four,
it
says
use
of
sick
and
safe
leave
and
it
talks
about
physical
or
mental
illness
or
injury
right,
and
so
that's
already
covered
for
permanent
employees.
But
if
you
go
down
to
domestic
violence,
sexual
assault
or
stalking
like
permanent
employees
can
use
sick
leave
or
annually.
AA
P
N
Pardon
me
if
I
missed
this,
but
I
remember
in
policy
committee,
we
were
discussing
something
along
the
lines
of
state
legislation
that
was
causing
an
issue
for
our
substitutes
being
paid
when
they
shouldn't
be,
or
something
of
that
sort
is.
Do
we
have
to
wait
for
the
legislative
legislature
to
fix
that
in
order
for
us
to
put
that
in
this
kind
of
a
policy?
Yes,.
AA
Okay,
this
law
and
this
regulation,
so
our
subs,
the
vast
majority
of
our
substitute
teachers,
meet
the
minimum
requirements
set
under
the
law,
and
so
essentially
we
could
have
a
substitute
teacher.
That's
earned
sick
and
safely
call
out
sick
and
then
we'd
have
to
get
another
substitute
teacher
to
cover
the
initial
substitute,
and
so
we
would
be
paying
money
out
for
three
individuals
for
one
position,
and
so
that
was
a
concern
when
the
law
initially
passed,
you
know,
learn
long-term
temporary
employees.
AA
It
was
a
different
matter,
but
we
had
concerns,
particularly
with
substitute
teachers.
The
general
assembly
seemed
to
think
that
the
law
applied
to
substitutes.
AA
We
were
actually
miss
catches
and
myself
very
involved
in
trying
to
educate
them
that
the
way
that
it
was
drafted
actually
didn't
cover
substitute
teachers
and
lo
and
behold,
there's
an
attorney
general's
opinion,
saying
yes,
they're
covered
if
they
meet
the
requisite
the
minimum
requirements,
and
so
we've
been
working
with
the
general
assembly
and
trying
to
address
this
matter
because
you
know
having
to
pay
three
individuals
for
one
position
is
not
exactly
the
most
fiscally
prudent
thing
that
we
can
be
doing,
and
so,
while
we
recognize
that
individuals,
you
know,
may
need
a
sick
leave.
B
All
right,
thank
you.
I
see
no
further
board
lights.
Are
there?
Is
there
any
public
comment
on
this
tonight,
seeing
none
so
we'll
be
back
in
30
days,
plus.
A
B
B
AB
And
thank
you
for
the
pleasure
presenting
it
in
5.05
to
your
attention.
It
is
an
action
item
this
evening
regarding
the
first
quarter
operating
budget
fund
transfer
for
2020..
AB
This
fund
transfer
request
essentially
entails
transferring
5
million
fifty
four
thousand
nine
hundred
eighty
five
thousand
dollars
from
the
unrestricted
fy
twenty
budget,
categorization
to
the
restricted
side
of
the
ledger
dollars
per
dollar,
in
accordance
with
recent
guidance
that
we
received
from
msd
regarding
senate
bill
130,
which
is
the
blueprint
for
maryland's
future
the
outcome
of
phase
one
of
the
crown
commission's
work.
AB
AB
Therefore,
it's
really
just
a
bookkeeping
or
accounting
depiction,
an
adjustment
of
that
the
timeline.
I
guess
this
is
unique.
I've
never
brought
I've,
never
been
part
of
a
first
quarter
budget
transfer.
So
this
is
new
for
me
as
well,
but,
as
you
know,
the
the
superintendent
brings
his
budget
forward
in
december.
It
goes
to
the
board.
It
concludes.
In
february.
Goes
to
the
county
executive
of
march
goes
to
the
county
council
in
may.
The
county
council
has
to
conclude
their
work
in
june.
AB
We
found
out
about
this
past.
You
know
past
those
decision
points,
so
this
adjustment
wasn't
able
to
be
enacted
back
when
we
were
doing
actively
developing
the
budget
or
budget
deliberations.
I
will
say
that
you
know
well
to
begin
with
the
blueprint
money.
Even
at
the
outset,
some
of
it
was
unrestricted
and
some
of
it
was
restricted
and
we
knew
going
into
it
what
those
elements
are
now
kind
of.
AB
AB
I'm
going
to
foreshadow
for
you
that
as
more
kerwin,
related
monies
come
out
or
blueprint
monies
come
out,
the
the
flavor
will
increasingly
be
more
restricted,
less
unrestricted.
There
will
be
increasing
accountability.
There
will
be
increasing
directive,
language
on
how
it's
to
be
spent
accounted
for,
etc.
So
I
think
this
is
something
that
we
have
to
become
accustomed
to,
but
I'm
hoping
that
all
of
us
as
we're
sort
of
building
this
plane
while
we're
flying
it
at
the
same
time,
get
much
better
and
much
more
timely
in
terms
of
figuring
out.
AB
B
J
Hi,
thank
you
for
the
rationale
behind
the
the
transfer.
I
appreciate
it.
I
was
looking
at
the
approved
budget
for
2020
versus
the
revised
and
the
beginning.
Balance
is
2.26
million
dollars
larger
than
what
we
kind
of
thought
we
were
going
to
land.
So
does
that
mean
that
we
we
have
a
a
surplus
that
exceeds
what
we
thought
it
was
going
to
and
and
if
so
are
there
reasons
why
that's
occurred.
AB
So
13
million
is
the
is
the
revenue
is
the
going
forward
revenue
that
we
are
essentially
declaring
budgetarily
that
we
have
to
use
as
revenue
source
in
the
next
year?
Okay,
so
this
is
essentially
unassigned
fund
balance.
We'll
get
we're
actually
going
to
be
able
to
answer
your
question
in
the
ver
in
the
next
item.
So
when
we
get
the
6.0
on,
we
can
talk
about
that.
I
think
a
little
bit
better
than
at
this
juncture.
AB
A
B
B
J
So
then
the
same
question
stands:
did
we
did
we
have
more
than
we
thought
we
were
going
to
or
yeah
and
if
we
do
y.
AB
A
AB
You
see
in
the
bottom
right
hand,
corner
an
unassigned
fund
balance
of
2
332
832,
which
is
north
of
the
number
that
I
said
earlier.
It's
important
to
note
that
this
is
a
0.1
percent
0.18
of
our
budget,
our
daily
cash
flow
here
in
this
organization
just
to
survive.
One
single
calendar
day
is
three
million
four
hundred
eighty
one
thousand
7783,
so
the
2.33
million
dollar
unassigned
fund
balance
is
less
money
than
we
need
in
this
organization
to
pay
our
bills
for
one
single
calendar
day.
AB
J
Prior
to
my
confusion,
but
in
years
past
we've
had
fund
balances
at
year's
end
that
have
been
13
million,
and
one
year
that
was
25
million
you're
saying
we
only
had
2.3
million
this
at
the
end.
A
AB
AB
Thankfully,
the
county
government
works
with
us
to
allow
us
to
reappropriate
those
dollars,
one
second,
after
the
stroke
of
midnight
on
july
1,
so
that
it
becomes
a
unrestricted
revenue
stream
for
us
to
pay.
Our
bills
got
it.
So
this
is
so
we
always
if
we
build
a
budget
around
having
at
least
13
million.
We've
got
to
hit
that
mark
by
june
30th,
otherwise,
we'd
be
upside
down
as
an
organization
and
not
be
able
to
pay
those
bills.
So
this
is
savings
that
accrued
in
excess
of
that
obligation.
Wonderful.
AB
No,
I
mean
again
year
in
and
year
out,
there's
you
know,
activity
levels
go
up
so
yeah
our
fund
balance
in
total
year
over
year,
you'll
see
to
the
left
the
bulk
of
it
about
3.1
million
dollars.
You
know
changing
fund
balance
on
the
general
fund
side
of
the
ledger.
So
it's
not
it's
not
really
a
surprise.
Okay,.
