Description
Teresa talks with the Chair & Vice Chair of Citizens Advisory Committee about topics related to AACPS.
A
B
Thank
you
for
having
us.
We
really
appreciate
it.
My
name
is
Melanie
Teichert
I
am
the
current
chair
of
the
Citizens
Advisory
Committee
to
the
Board
of
Education.
I
represent
the
Arundel
cluster,
the
secondary
schools
in
the
Arundel
cluster.
This
is
my
third
year
my
second
year
serving
as
chair
I
have
three
children
in
the
County
Schools,
one
in
high
school
Arundel,
High
School,
when
a
middle
school
Crofton
middle
school
and
one
in
elementary
school
Crafton
elementary.
B
C
Here
too
Kelly
my
name
is
Kelly
Parnell
and
I
represent
the
South
River
cluster
I
have
four
boys,
a
fourth
and
fifth
grader
at
Central
Elementary
School,
a
eighth
grader
at
Central
Middle
School,
and
a
ninth
grader
at
South
River,
High,
School
and
I
stay
at
home.
Currently,
I
used
to
be
a
school
social
worker.
Well,.
A
B
Cac
stands
for
the
citizens,
advisory,
council
or
committee,
and
we
are
a
subsidiary
arm
of
the
Board
of
Education.
Our
role
is
to
advise
the
board
on
educational
issues
of
interest
to
the
whole
county,
whether
they
be
policies,
activities,
programs,
we're
meant
to
represent
the
community
and
bring
feedback
and
ideas
to
the
Board
of
Education
I'd.
A
Good
well,
I
think
one
of
the
things
you
are
in
the
new
CAC
I
guess
we
would
call
it.
Those
of
us
have
been
around
a
while
because
the
CAC
used
to
be
local
to
the
schools,
and
then
there
was
always
the
county
councils.
You
know
that
the
main
one
I
guess
that
would
work
here
at
the
board
level,
but
there's
a
new
structure.
I
would
say
in
the
last
three
to
four
years
where
they
actually
have
every
rep.
B
Very
representative,
when
active
duty,
military
family
is
separately
represented
the
PTA
right,
we're
really
a
diverse
group,
which
is
fantastic.
We're
about
30
members,
12
high
school
clusters,
like
you
said,
and
we
have
an
elementary
and
a
secondary
representative
from
each
cluster,
and
so
we're
really
a
large
and
diverse
group
and.
D
B
A
I
think
that's
so
good
for
parents
to
know
that.
There's
someone
right
in
your
cluster
that
you
can
contact
whether
it
be
an
elementary
or
the
secondary
level
and
they're
really
specific.
So
they
know
it's
not
like
you're
calling
someone
and
they
don't
live
in
your
part
of
the
county
right
and
our
County
is
so
big
and
in
Toronto
and
so
diverse
that
it
really
you
could
be
living
in
a
city
or
you
can
be
really
role
depending
on
where
you
live.
C
A
B
We
meet
the
second
Monday
of
every
month
with
with
a
break
in
the
summer,
a
break
in
December
and
a
break
in
March,
so
we
have
seven
meetings
during
the
years,
how
we
it's
been
for
the
past
couple
of
years.
Okay,
so
it's
the
second
Monday
of
the
month
from
7:00
to
9:00
p.m.
it
is
open
to
the
public,
so
all
of
our
cluster
reps
will
be
there,
but
public
members
of
the
public
are
certainly
welcome
to
come.
B
B
Sometimes
it's
someone
from
the
staff
on
things
like
PARCC
testing
or
student
services
or
new
grading
policies,
so
those
are
will
be
briefed
to
us,
and
then
we
have
time
to
discuss
items
that
are
brought
up
by
the
private
cluster
representatives
that
are,
they
are
oh
and
I
will
say.
We
also
always
have
a
policy
update,
so
the
Board
of
Education
at
their
meetings,
will
update
policies
for
the
school
system
and
so
we'll
get
an
update
on
kind
of
hot
topics
and
rolla
sees
and.
A
A
Think
it
really
is
informative
for
the
parents
that
are
members
and
then
they
go
back,
and
you
know
the
obviously
the
idea
is
to
share
it
with
everyone
else
in
your
cluster,
but
to
really
hear
the
details
of
the
budget,
because,
honestly,
even
as
an
employee,
until
I
got
in
a
position
where
that
was
something
I
worked
with
regularly.
You
don't
know
the
complexity
of
the
budget
and
where
the
funds
are
coming
from
and
how
its
arranged
it
really
I
think
that's
I
opening
for
so
many
parents.
There
sure.
B
A
C
This
year
we
well
so
let
me
back
up
and
say
within
the
CAC,
we
divide
into
subcommittees
to
try
to
look
at
some
different
issues
and
get
a
little
more
information.
Maybe
do
a
little
more
digging
and
and
see
you
know
and
take
that
information
and
see
what
we
can
do
with
it.
So
some
of
the
topics
this
year
that
seemed
to
be
of
importance,
equity,
is
always
in
a
discussion
topic
and
making
sure
that
people
how
the
students
are
treated
across
the
board
and
looking
at
issues
that
is
impacting
them
and.
B
I'll,
add
to
that
I
think
you're
going
to
move
on
that
with
an
equity.
We
have
so
many
great
programs
in
our
County
right,
whether
they
be
programs
of
choice
or
programs
within
schools
and
so
equity
is
interested
in
just
making
sure
those
opportunities
are
available
to
all
those
are
they're
equally
available
to
all
students
that
are
that
are
in
our
accounting,
yeah.
C
C
Big
one
this
year
is
wellness
kind
of
social
and
emotional
wellness
of
children.
The
issues
that
we
had
multiple
reports
from
different
Board
of
Education
member
Harrison
and
you
can
see
in
the
news
they're
just
the
kids
there's
a
lot
of
social
emotional
issues
that
are
impacting
the
kids
and
we're
hearing
a
lot
about
that.
C
We
recently
had
a
presentation
about
the
services
that
the
county
has
to
offer
for
these
kids,
so
we're
trying
to
dig
a
little
deeper
and
get
some
more
information
that
that
see
what's
offered
and
and
how
we
can
make
sure
parents
are
aware
of
that.
If
you
know
there's
things
that
maybe
where
we
can
advise
the
board
to
that
might
be
further
needed,
I
would
say:
would
you
right.
B
A
B
Want
to
make
sure
the
kids
are
educated
on,
but
then
also
the
makeup
of
our
CAC,
like
Kelly,
said
that
she
had
been
a
social
worker
and
we
actually
have
a
core
of
people
that
are
members
of
the
CAC
right.
Now
that
have
expertise
and
Mental
Illness
counseling
working
with
underserved
populations
and
so
I
feel
like.
We
have
a
really
great
group
to
work
with
the
county
on
identifying
best
practices
and
helping
getting
the
word
out.
Oh
I,.
A
So
what
what's
going
on
that
are
causing
these
issues?
And
these
maybe
disciplinary
issues
are
acting
out
or
whatever
it
is
at
such
an
early
age.
And
how
can
we
work
to
with
a
positive
spin
on
it?
Obviously,
but
to
make
sure
that
they
don't
start
out
negative?
Because
you
know
you
want
this
school,
you
don't
want
to
be
a
child
in
kindergarten,
not
to
like
school
right.
B
A
B
And
I
think
it
advantage
we
having
the
CAC
is.
We
are
because
of
our
cluster
specific.
We
are
in
touch
with
our
schools
and
so
there's
some
really
great
guidance,
counselors
and
social
workers
already
in
our
school
I
think
we
get.
We
can
see
some
of
the
great
things
going
on
and
help
share
that
with
other
members
of
the
CAC
and
other
clusters,
and
really
try
to
help
disseminate
those
best
practices.
I
know
in
the
elementary
school
what
the
guidance
counselors
are
doing
in
in
individual
classrooms.
Alright,.
E
B
B
A
B
To
move
into
anaerobic
county,
it's
a
great
place
to
live,
but
unfortunately
the
budget
didn't
support,
growing
the
staff
to
support
that,
and
so
our
classrooms
have
gotten
bigger.
And
so,
as
a
committee,
we're
interested
in
learning
about
laws
and
policies
that
enable
development
that
allows
new
families
to
move
in
without
the
infrastructure
say
to
to
support
that.
B
And
so
we
have
two
separate
committees,
one
that
is
broadly
called
advocacy
for
now
and
one
that's
looking
in
particular
at
the
school
overcrowding
where
the
goal
of
those
committees
is
to
gather
information
and
help
disseminate
it
to
the
community
and
then
help
and
then
help
mobilize
the
community
to
to
get
involved.
If,
if
we
feel
like
changes
are
necessary,
so.
E
B
D
D
B
People
learn
that
you
know,
maybe
how
one
can
do
that
and
and
how
to
mobilize
for
that
and
then
then,
the
school
overcrowding
is
definitely
related
to
that,
but
understanding
it
gets
somewhat
complex
and
I.
Don't
understand
the
details
of
it
and
won't
claim
to,
but
there's
been
a
lot
of
development
in
our
county
and
trying
to
understand
what
are
the
laws
that
govern
that
and
do
we
do?
We
have
any
way
that
we
can
make
that
work
better
with
her
with
Wright
population
growing
and
work.
A
And
that
kind
of,
sometimes
that's
a
guess-
I
mean
it's
an
educated
guess
and
people
are
looking
at
data
and
looking
at
trends
and
AW.
But
when
a
development
is
built
and
you
think
there's
going
to
be
a
certain
amount
of
students
or
I
know
from
my
community,
it's
an
older
community,
so
the
number
of
students
in
the
community
had
gone
down.
I
would
say
considerably
for
a
while,
but
now
it's
turning
and
as
the
older
people
are
moving
out,
we're
having
all
these
young
families.
A
So
just
in
that
one
little
community,
there
are
all
these
students
now
that
we
didn't
have
before,
and
that
is
something
like
you
said.
It's
a
good
thing
to
have,
because
people
want
to
move
in
our
County
and
that's
exciting
that
we're
doing
so
many
good
things
that
people
want
to
be
here.
But
it's
hard
to
manage,
sometimes
that
growth
right
right.
C
A
A
So
those
are
things
that
you
can't
plan
for
in
advance
that
you
know
that
you're
gonna
get
and
they're
moving
in
with
people
that
already
have
children,
usually
because
it's
family
members,
so
just
those
kind
of
things
people
are
looking
at
all
the
time
and
trying
to
tweak
staffing.
But
sometimes
that's
you
know
you.
You
can't
just
split
a
teacher
or
it's
a
little
big,
but
it's
not
quite
big
enough
to
get
a
second
teacher,
and
that
is
really
hard
if
your
child's
going
in
that
class
I
know
right.
A
But
let's
talk
a
little
bit
about.
We
talked
about
CAC
and
you
touched
on.
You
have
somebody
who
goes
to
the
policy
meeting.
I
need
a
lot
of
people.
Don't
understand
that
what
the
board's
primary
the
board
has
a
primary
function,
and
one
is
the
board-
is
the
superintendent's
boss.
They
only
have
one
employee
and
that's
the
superintendent
of
schools
and
their
assistant,
of
course,
but
then
their
job
is
to
make
the
policies
they
make
policies
and
then
the
superintendent
does
the
regulations
and
staff.
A
These
are
the
details.
Regulations
are
the
details
of
how
that
policy
is
gonna,
work
in
the
school
house,
so
lots
of
times
people
don't
look
at
the
policy.
I
know
we
really
push
that
in
CAC,
but
they're
those
policies
are
affecting
your
child
and
I.
Think
cc's
done
a
good
job
of
trying
to
get
that
message
out.
A
B
Right
and
I
will
say
for
people
that
are
interested
in
learning
about
the
policies.
The
Board
of
Education
has
a
policy
part
on
their
website,
so
you
can
go
and
look
up
any
policies
and
I
was
the
policy
rep
the
first
year
and
it
was.
It
was
really
eye-opening
to
find
out
how
this
happened,
like
you
said
so,
there'll
be
policies
before
the
board,
but
those
are
always
presented
to
the
CAC
and
are
posted
for
public
comments
like
right.
C
B
C
And
I:
that's
what
I
was
thinking
when
you
were
talking
about
being
able
to
comment
I,
you
know
before
getting
involved
in
the
CAC.
I
was
probably
I
would
say:
I'm
wasn't
super
involved
as
a
parent
and
a
community
member
other
than
at
my
local
school.
So
this
was
my
first
involvement
in
a
county
level
and
I
have
found
I
found
board
members
to
be
very
open
to
feedback.
They
come
to
our
meet.
C
You
know
somebody
comes
to
our
meeting
every
month
and
in
listens
and
and
and
I
definitely
seen
a
cause
and
effect
from
even
just
things
brought
up
and
a
board
meeting
or
not
I'm,
sorry,
in
a
board
meeting,
but
in
a
CAC
meeting
and
and
how
that's
impacted
things
you
know
are
directed
things
so
I
I
really
would
encourage
people
to
to
email
or
reach
out
if
they
have,
if
something
doesn't
importance
to
them.
As
that's
up
for
discussion.
A
And
I
think
that
is
important
because
most
of
us
and
I
think
just
the
average
parent
if
you're
involved
you're
going
to
be
involved
at
your
child's
school
large
schools,
your
cases,
because
that's
where
your
child
is
you're
trying
to
learn
about
the
school
you
want
to
know
the
teachers
you
want
to
know
the
administrators,
but
we
encourage
parents.
There
are
always
groups
of
parents
who
want
to
do
more
or
just
answer
the
call
whether
they
want
to
or
not.
A
But
when
you
get
involved
at
the
county
level,
you
do
see
so
many
different
things
and
it
is
I,
like
you
know,
eye-opening
of
how
things
work.
I
know
you
know
the
calendar
that
that
was
something
we
brought
through.
E
A
Of
times
people
think
they're
just
sitting
up
there
right
right.
Why
are
they
saying
this?
Why
didn't
they
think
of
that?
But
sometimes
it
it
really
is
we're
doing
the
best
we
can,
but
we
need
to
hear
the
voice
of
parents
and
I
know
for
the
calendar,
because
I
sit
on
that
committee
as
well.
We
do
change
things
based
on
what
parents
say
and
the
board
is
very
much
listening
all
the
time
to
what
parents
will
tell
them
about
it
and
say
well.
Why
don't
we
try
this?
Let's
see
this
so
I.
A
Think
parents
don't
realize
how
important
their
voice
is
and
I
hope
that
more
will
listen
and
be
involved
in
CAC
so
that
they
understand
that
now,
if
they
wanted
to
contact
CAC,
what
would
be
the
best
way
to
reach
out
if
I
don't
know
who
my
CAC
person
is
and
I
have
a
topic
I
want
to
discuss?
What
would
you
tell
them
to
do?
I
would.
B
B
A
You
did
mention
that
CEC
meetings
are
open
to
the
public
and
there
is
an
actually
a
time
towards
the
end
of
the
meeting
where,
if
it
public
is
there
and
we
had
people
that
have
attended
and
when
it
brings
something
or
just
a
question,
I
think
the
other
thing
about
CAC
that
you
mentioned
earlier
with
having
a
PTA
rep,
a
pie,
a
CREP,
a
military
liaison.
Those
are
groups
of
pockets
of
people
that
we
know
sometimes
aren't
represented.
Necessarily
and
CC
does
a
good
job
of
incorporating
all
of
that.
A
C
A
C
Sometimes
it
can
be
very
similar,
so
you
know
if
there
are
concerns,
parents
can
absolutely
contact
any
of
us
and
we'll
do
our
best,
and
if
it's
not
really
a
CAC
issue,
we
can
also
help
try
to
point
in
the
right
direction.
There's
only
been
topics
that
have
come
up
and-
and
someone
said
well,
this
isn't
really
CAC
but
who
do
I
go
to
and,
and
you
know
we
can
help
them
figure
out,
we'll
go
to
your
principal
or
go
to
you
know
this
person
or
that
person.
A
C
Actually,
Mellon
and
I:
this
is
our
third
year,
so
this
is
our
last
year.
Our
terms
are
up,
so
there's
always
other.
You
know
lots
of
seats
available
and
you
can
apply
there's
a
written
application,
one
line
when
you
go
to
the
CSE
page
and
you'll,
probably
better.
Remember
when
it's
due
I'm
trying
to
wear
steel,
cutting
well.
A
Typically,
in
the
spring
right,
you
you
usually
know
who's
term
is
up
right,
but
then
you
also
kind
of
quiz,
the
group,
because
some
people
have
things
they
might
be
moving
or
they
have
job
obligations
and
they
know
that
they're
not
gonna
be
able
to
do
it
the
next
year.
So
then
our
Public
Information,
Office
and
communications
sends
out
something
it
goes
in
the
press.
It's
a
press
release
it's
on
the
website
and
there's
an
application
process,
and
some
people
don't
wondering
how
that
happens.
But
the
application
process
goes
out.
People
fill
it
out.
A
A
There's
a
selection
committee,
the
superintendent's
representative,
sits
on
that
a
board
member
sits
on
that
a
CAC
representative
and
lots
of
times
it's
a
chair,
but
sometimes
it
could
be
a
member
depending
on
the
availability
and
then
an
AEL
like
a
principals
representative,
sits
on
it
and
I
can
tell
you
the
last
couple
times:
we've
had
so
many
really
qualified
that
it's
it's
hard
and
what
we
do
see.
You
see
we
go
by
the
policy
and
the
regulations.
So
it's
supposed
to
be
a
diverse
group.
A
It's
supposed
to
be
very
mixed:
socioeconomically
race,
male
or
female.
So
we
really
look
at
all
that
and
I
can
tell
you
I
know
you
two
will
second
this,
that
the
group
that
we
have
right
now
is
a
wonderful
group.
So
diverse
really
represents
I.
Don't
think,
there's
a
group
that
we
would
want
to
reach
out
to
this.
Somebody
on
that
committee
right
doesn't
have
a
have
a
basin
at
some
point.
I.
B
B
C
A
Do
know
that's
a
big
thing,
because
the
triac
you
do
that's
the
different,
the
pie,
AK
its
parent
involvement.
You
must
have
a
child
in
the
school
system
at
the
time
you're
sitting
but
CAC
the
citizen.
So
you
can
be
just
a
community
member.
You
can
be
a
business
owner,
you
can
be
a
parent
and
we
do
have
that.
We
have
two
men.
A
Yes,
you
must
live
in
the
cluster
if
your
book
runs
because-
and
the
purpose
of
that
is
obviously
we
want
you
to
be
able
to
reach
out
to
those
schools
that
are
right
by
you.
Well,
we
really
appreciate
you
coming
and
talking
to
us
a
little
bit
about
the
Citizens
Advisory
Committee,
letting
people
know
what
they
are
and
I
think.
The
one
thing
we
want
to
end
with
is
just
having
them
know,
contact
you,
Melanie.
D
B
Just
say
because
we're
military
family
and
have
lived
all
over
the
country.
This
is
a
unique
and
outstanding
County
and,
like
you
said,
to
get
a
glimpse:
it's
a
huge
county
right
over
80,000
students
and
so
get
involved.
There
is
a
lot
there's
a
lot
you
can
get
involved
in
your
voice
will
be
heard
and
it's
just
a
really
great
place
to
live
and
have
our
kids
go
to
school.
Well,.
B
D
I'm
corporal
gamble
at
the
Anne
Arundel
County
police
in
regards
to
school
safety.
There
are
certain
items
that
are
not
allowed
in
school
weapons.
Anything
that
can
be
construed
as
a
weapon
cannot
be
brought
to
school
things
like
switchblades
knives.
Anything
with
the
sharp
point
finger,
nail
files
guns
of
any
sort
cannot
be
brought
to
school.
Also,
illegal
drugs
prescription
drugs
unless
they
are
issued
by
the
health
room
cannot
be
brought
to
school
tobacco
products
of
any
sort
alcohol.
Anything
of
that
nature
is
not
something
that
you
can
have
in
school.
E
The
new
kindergarten,
first
and
second
grade
curriculums
are
designed
to
engage
students
in
a
variety
of
learning
opportunities
that
involve
cooperation
and
problem-solving
student
discourse
and
structure
play
developed
social
foundations
through
peer
interactions.
This
learning
bloc
promotes
curiosity,
imaginative
thought
and
responsiveness.
The
primary
focus
is
on
the
work
of
young
children
play
the
use
of
tools
and
materials.
Allow
students
to
share,
take,
turns
and
develop
the
confidence
to
make
effective
decisions
in
school
and
in
life.
Ask
your
child
how
they
interacted
with
their
friends
today,
while
engaging
in
structured
play.
