chief
human
resources
officer,
dr
robert
martinez,
who
comes
to
us
with
30
years
in
education,
those
as
human
resources
assistant
superintendent
in
fairfield,
so
we're
very
happy
to
have
him.
This
is
his
first
meeting
and
I'd
like
to
welcome
him.

not

not
that
far.
I
want
to
give
you
an
update
on
staffing.
As
you
know,
there
is
a
great
national
teacher
shortage
that
is
prevalent
in
our
state
and
also
in
our
county
and
also
something
known
as
the
great
resignation
where
a
lot
of
not
just
teachers
but
classified
staff,
have
moved
on
to
a
different
paths,
and
so
this
summer
we've
spent
an
enormous
amount
of
work.
Just
I
want
to
thank
our
certificated
and
classified
human
resources.
Department.
They've
literally
filled.
A
What
do
you
think
over
hundreds
of
positions,
which
has
been
a
monumental
feat,
especially
during
a
protracted
summer
that
we
had
and
and
then,
as
you
know,
the
state
gave
us
money
to
put
in
extra
supports
which
we
chose
to
do,
which
meant
we
added
more
vice
principles.
We
added
more
counselors,
well,
a
lot
of
those
individuals
applied
from
within
the
district
which
left
some
vacancies,
and
so
we're
still
filling
some
of
those
positions.
We're
monitoring
our
staffing
very
closely
to
see
if
enrollment
didn't
wasn't
what
was
projected
say.

Unfortunately,
it's
necessitating
that
we
move
those
individuals
to
different
positions,
which
we
always
hate
to
do,
because
it's
hard
to
think
that
you're
ex
you
wake
up
thinking,
you're
going
to
be
teaching
something
and
it
just
doesn't
materialize,
but
we
have
to
weigh
the
needs
of
students
also,
but
I
do
want
to
thank
the
individuals
who
have
moved
for
their
incredible
flexibility
and
just
dedication
to
students.

This
year
came
here
to
talk
about
the
vacancy
at
park
middle
school
for
school
counselor,
leading
to
the
counselor
school
counselor
at
fremont,
and
the
school
counselor
at
kimball
being
involuntary
transferred,
so
the
school
counselor
at
fremont
will
be
split
between
kimball
and
fremont.
I
So
now
they
have
to
build
new
relationships
with
the
kimball
students
and
kimball's
counselor
is
going
to
have
to
go
to
park
middle
school
and
build
new
relationships
there,
and
this
will
be
the
first
time
that
she's
working
at
a
middle
school
where
she's
been
these.
I
think
past
eight
years
working
just
elementary.
I
So
to
me,
the
equitable
solution
would
be
to
move
one
of
the
four
ahs
counselors
to
park
middle
school,
sorry
park
middle
school.
This
would
preserve
the
counselor
student
relationships
that
have
been
built
at
fremont,
kimball
and
park.
Middle
school
and
ahs
would
still
have
three
counselors
to
serve
their
students,
and
this
way
students
would
have
access
to
a
counselor
at
their
school
site
and
not
be
left.
Wondering
is
my
counselor
here
this
week.
I
What
days
can
I
go
see
my
counselor?
If
I
need
help?
What
are
the
resources
I
have,
if
my
counselor's,
not
here,
if
I
need
help,
so
I
think
that
would
help
that
not
be
a
problem
to
our
students
and,
as
a
parent
to
me,
it'd
be
important
to
have
a
school
counselor
at
the
school.
If
my
daughter
needs
help
with
issues
that
she's
having
of
maybe
a
conflict
between
with
her
and
another
student
or
just
having
a
bad
day
that
day
where
something
is
bothering
her
and
she
needs
somebody
to
talk
to.
I
So
I
think
that's
an
important
resource
for
our
students
to
have
at
their
school
sites
and
just
in
addition
to
that
issue.
It'd
also
be
nice
to
or
great
to
have
librarians
back
at
the
elementary
school
so
that
our
students
can
have
a
familiarity
with
using
a
library
and
learn
that
culture
of
having
a
library
and
that
resource
of
exploring
books
where
you
have
the
librarian
read
his
story
and
you're
like.

We
should
all
be
proud,
because
that
is
the
work.
She
is
an
academic
scholar.
Yes,
an
academic
scholar,
she
was
a
student
athlete
in
high
school,
but
she
is
continuing
on
giving
and
continuing
her
community
service
for

district

so
I'm
super
proud.

mom
of
her
work
and
her
tenacity,
despite
those
that
come
against
her,
despite
those
that
want
to
try
to
compete,
but
yes,
she
is
a
youth
young
adult
that
has
been
thriving

doing
some
phenomenal
things.

school
board
trustees
continually

share

We
have
got
partnership
again
from
the
golden
state
warriors.

picked
up
that
stuff.
Yesterday
donald
foyle
just
blessed
us

lot
of
school
supplies,
we
are
still
trying
to
get
actually
more
backpacks,
but
the
event
is
going
to
be
filled
with
community
resources.

be
filled

first
live
performance
by
that
math,
magician,
jordan,
orozco
from
deer
valley,
high
school
and
also
grio

from
schoolyard
rap.
They
are
going
to
engage
these
students
in
what
a
new
age
of
learning
looks

about
our
new,
our
kids
today.

of
this
moment,
and

just
want

also
remind

we
have
a
total
of
777
students
on
my
caseload
this
year,
ranging
from
tk
to
5th
grade
and
who
will
have
inequitable
access
to
a
counselor,
because
I
will
only
be
there
two
days
a
week
with
alternating
wednesdays.

I
also
want
to
talk
about
equitable
access
to
the
mental
health
resources
across
all
grade
levels.
I
know
that
high
school
has
been
a
heavy
focus,
but
I
just
want
to
know
why
elementary
schools
do
not
have
enough
mental
health
supports
at
sites.
I
am
well
aware
that
wellness
together
is
at
kimball,
but
nothing
is
available
at
fremont,
so
it
is
inequitable.
I
know
that
high
school
is
a
focus,
but
why
are
we
leaving
out
our
youngest
students
they're,
the
ones
that
we
start
from
the
top
from
the
bottom?

Who
needs
all
these
supports
and
when
they
get
to
high
school
they're,
not
ready,
they're,
not
ready,
emotionally
they're,
not
ready
academically,
and
that's
because
they
don't
have
those
resources.
We
don't
have
librarians
at
any
of
the
elementary
schools
either.
So
we
need
them
to
be
able
to
read
that
was
being
one
of
our
lcap
goals,
and
yet
we
don't
have
libraries.

tonight
not
just
as
a
teacher
at
fremont
elementary,
but
as
a
parent
of
a
student
who
is
about
to
start
kindergarten
there.
I
came
to
you
a
few
months
ago
and
I
talked
to
you
about
my
concerns
about
our
facilities
and
their
upkeep
and
weeds
continued
to
be
a
major
concern
at
fremont
elementary.

In
fact,
I
was
about
to
send
you
all
a
picture
of
my
five-year-old
son
who
is
tall
for
his
age
with
the
weeds
that
are
taller
than
him
right
outside
the
bathrooms
across
from
the
cafeteria
they're
all
over
the
campus
that
I
trip
on
them
to
my
classroom.
Every
day
there
was
a
gentleman
out
last
week
to
cut
them
all
down,
but
all
of
the
weeds
that
he
grinded
up
while
he
was
on
the
lawn
mower,
are
now
sitting
outside
my
classroom
and
it's
in
a
big
pile.

We
have
people
with
allergies.
It
gets
tracked
into
my
classroom.
My
classroom
is
on
a
four
night
rotation,
so
once
every
four
nights
my
classroom
gets
vacuumed.
So
everything
that
is
outside
that's
cut.
That's
not
cleaned
up
gets
tracked
into
my
classroom
and
it
sits
there
for
four
days
until
the
custodian
has
the
time
to
come
into
my
classroom
and
vacuum.

to
alexis.
She
was
very
short
with
me,
told
me:
he
had
a
test
out
of
sped
and
that
he
was
going
to
be
put
on
a
resource
caseload
for
our
resource
specialist.
I
have
no
idea
what
he

go

sped
for.
He
was
in
special
ed
because
of
behavior
and
some
auditory,
because
he
has
speech
problems
concerns,
so
I
have
yet
to
sign
a
new
iep.
I
have
no
idea
what
he
would
go
there
for.
So
we
definitely.

fremont
have
a
high
need.
We
need
our
counselor
there.
We
were
so
excited
to
have
vp,
full-time
and
counselor
full-time
and
a
couple
days

be
told,

you're
only

counselor
two
days
a
week.
My
kids
ask
me
on
the
daily
hey.
I
need
to
talk
to
miss
preciado
and
now
I'm
gonna
have
to
tell
them.

she's,

budget

june

we

be

revision

changes

state
level
and
there
were
significant
changes

state

going
to
outline
those
for
the
board
and
the
community.

With
a
adjustment
of
what
was
anticipated
at
that
time
of
3.29,
we
have
increased
at
I'm.
Sorry,
it
was
6.28
is
what
it
has
changed
too.
So
that
is
the
the
likely
change
that
you
are
the
change
that
you're
going
to
see
here,
and
it
is
about
5
million
dollars
to
antioch
unified
that
is
broken
down
to
our
base.
Grant,
as
well
as
our
supplemental
and
concentration
monies,
which
I
will
outline
below
we
do
have
carryover
in
our
sr2.
Sr2
is
about
13
million
dollars.

The
amount
doubles
when
you
hit
75
percent
unduplicated
we're
at
about
74.1,
so
we
receive
1250
per
student
in
tk
through
six
because,
as
the
board
will
recall,
the
after
school
program
must
be
run
for
our
through
our
sixth
grade
students.

So
I'm
going
to
break
down
a
little
bit
on
the
expanded
learning
opportunities
program.
Funding
that
was
increased
significantly,
so
antioch
is
receiving
9.9
million
dollars.
If
the
board
recalls,
we
did
have
a
plan
that
we
put
out
that
is
going
to
increase
a
lot
of
that
is
through
contract
services
with
bacr,
and
we
will
be
required
to
increase
the
availability
for
more
students
at
all
of
our
school
sites.
So
we
have
put
that
program
in
at
all
of
our
elementary
schools.

We
also
have
administrators,
who
are
now
at
our
elementary
schools
that
will
cover
the
after
school
program
as
well,
and
then
finally,
the
thing
that
we
didn't
think
about-
and
that
is
the
workload
on
our
custodians,
and
that
is
also
a
an
expense
that
will
be
against
the
e-lap.
And
then
we
will
look
as
we
increase
students
how
that
money
will
be
spent
moving
forward.

This
is
a
little
bit
to
show
you
how
how
the
elap
is
going
to
work.
We
were
allowed
carryover
last
year
as
the
decisions
around
how
the
program
should
work
were
developed
and
we
did
carry
over
that
money.
So
we
do
have
a
starting
fund
even
as
we're
getting
this
year's
money.
The
audit
on
e-lop
has
been
delayed
slightly,
so
we
won't
be
looked
at
for
this.
That's
why
they
allowed
the
carryover
until
the
23-24
school
year.

The
other
change
that
they
made
before
it
was
a
you
made
one
mistake
and
all
money
was
jeopardized
now
the
penalties
will
be
prorated
if
there
is
say
one
school
that
was
not
offered
to
all
students,
not
that
we
would
do
that.
But
that
is
a
significant
change
to
the
program
and
again,
the
biggest
change
was
the
75
percent
in
over
on
duplicate
account
and
for
those
there's
nothing
in
between
you're
over
you
get
double
the
amount.
If
you're
unduplicated
is
over
75
percent
at
74.1,
we're
the
same
as
if
we
had
10
percent.

And
starting
in
2324,
we
must
provide
have
it
available
for
after
school
before
school
and
intercession
for
all
unduplicated
students,
and
we
do
have
a
plan
to
do
that.
If
we
were
not
offering
at
all
school
sites,
we
would
have
to
provide
transportation.
Our
plan
is
to
have
it
at
all
school
sites
so
that
it
is
equally
accessible
to
all
of
our
students.

We
have
determined-
and
these
are,
these-
could
change
as
the
plans
are
developed,
but
we
anticipate
that
the
most
of
the
money
will
be
portioned
to
certificated
and
classified
salaries
and
benefits.
Because
most
of
these
programs,
you
have
to
hire
people
in
order
to
implement
them
materials
and
supplies,
and
then
again
in
the
after
school
program,
that
is
going
to
increase
our
services.
Our
contracted
services,
because
you
know
that
would
make
a
very
long
day
for
our
employees
to
go
to
six
o'clock.

We
do
know
that
we
are
going
to
have
increases
because
on
the
board
agenda
this
evening
is
to
increase
our
substitute
rates,
and
our
hourly
rates
for
teachers
would
be
a
lot
of
your
tutoring
things
like
that
that
are
after
school.
We
all
see
it.
Every
time
you
go
to
the
gas
station,
gas
has
gone
up
tremendously,
so
we
have
had
to
account
that
for
that
in
our
transportation
department,
along
with
continuing
with
our
ppe,
because
covet,
is
still
ongoing
everywhere.

But
you
know
we
are
seeing
that
in
our
schools
as
well,
so
we
have
increased
our
expense
accounts
for
that,
so
that
we
can
continue
to
provide,
and
then
we
do
know
we
have
some
additional
special
ed
education
contracts,
along
with
our
guardian
security,
to
try
to
keep
down
our
our
liability
and
risk
in
that
regards.

The
fiscal
impact
to
our
esr2
ester
2,
I'm
going
to
talk
about
on
the
next
slide,
but
it
was
very
flexible
and
how
to
spend
the
money.
If
you
recall
at
the
beginning
of
the
covid
pandemic,
this
stimulus
through
the
federal
government
really
was
to
provide
for
whatever
helped
you
keep
the
doors
open.
So
it
is
a
very
flexible
amount
of
source
of
revenues,
but
we
do
anticipate
that
again.

People
are
who
provide
services
in
our
district,
so
we
anticipate
that
it
will
be
certificated
in
classified
salaries
and
benefits,
materials
and
supplies,
and
then
some
outside
service
contracts,
indirect
costs,
is
the
cost
that
we
can
charge
back
for
the
work
that,
in
particular,
our
business
services
and
other
departments
have
to
do
to
support
these.
These
various
grants
or
funds
that
we
receive.

As
I
said,
the
next
sheet
is
all
of
the
allowable
activities,
and
it
really
does
talk
about
providing
additional
supports
to
our
students
providing
things
around
mental
health,
providing,
for
you
know,
educational
technology,
which
we
have
spent
a
lot
of
our
ester
funds
on
our
instructional
materials
and,
again
anything
that
allows
us
to
maintain
the
operation
of
the
district.
One
of
the
things
that
has
not
been
covered
in
the
budget
from
the
state
is
our
increase
in
our
stirs
and
pers.

We
are
showing
a
deficit,
and
that
would
normally
be
very
concerning-
and
I
would
be
here
telling
you
that
I'm
not
as
concerned
on
this
one
and
you
will
see
over
the
three-year
period
because
it's
not
a
true
deficit.
What
we
have
is
a
carryover
of
one-time
money
and
we
have
expenses
that
we
are
going
to
put
in
this
year.
That
will
will
bring
that
down.
If
we
continue
a
lot
of
those
programs
and
I'm
going
to
talk
a
little
bit
about
some
funding
sources
to
do
that,
we
would
have
to
find
another
funding
source.

I
do
want
to
talk
about
the
bottom
on
this.
However,
if
you
look,
our
ending
fund
balance
is
was
anticipated
at
8.55.

So
the
state
also
provided
some
additional
funding,
which
is
one
time
in
nature,
and
I'm
going
to
talk
a
little
bit
about
the
learning
recovery
block,
grant
and
the
art,
music
and
instructional
materials
block
grant
for
antioch.
Our
learning
recovery
is
24
million
dollars
again.
That
is
one
time
the
funds
can
be
used
through
the
27-28
school
year.
The
funds
were
allocated
to
the
district
based
on
your
2122
ada
multiplied
by
our
unduplicated
count.
So
to
us
that
again
is
24
million
dollars.

The
uses
that
are
allowed
under
the
learning
recovery
is
to
increase
or
stabilize
instructional
learning
time,
that
is,
a
negotiable
item
decrease
or
stabilize
your
staff-to-people
ratios
close
learning
gaps.
People
supports
to
address
other
barriers
to
learning
instruction
for
credit
deficit
students
and
then
additional
academic
services.

The
next
funding
source
is
what's
called
the
arts,
music
and
instructional
materials.
Discretionary
block
grant
it's
a
little
misleading
on
the
title,
because
when
we
go
over
the
available
uses,
you'll
see
they
are
very
wide
and
this
funding
source,
which
is
nine
million
dollars
one-time
money
to
antioch,
must
be
expanded
by
the
end
of
the
25-26
school
year.

The
as
you
can
see
again,
it's
a
lot
more
flexible
than
just
arts
and
music,
so
it
can
be
used
for
product
professional
development.
It
can
be
used
for
instructional
materials
as
we're
looking
at
any
new
adoptions
that
we
have,
it
can
be
used
to
purchase
materials
that
are
culturally
relevant
in
homeless,
different
home
languages.

So
that
is
our
additional
funding
through
the
45-day
revise.
Not
all
of
these
have
been
set
up
at
the
state
system
to
date,
so
we
don't
have
necessarily
resource
numbers
and
all
of
that,
but
you
will
be
seeing
more
plans
about
how
we
are
going
to
move
forward
with
this
particular
funding.
So
with
that,
unless
the
board
has
any.
Oh
I'm
sorry,
next
steps
forgot
a
sheet.
We
will
be

september

our
unaudited
actuals
and
in
october,
for
our
year-end
audit.

really
good
job

lot

complex

think
that
that's
great
the
only
thing

I

concerned
about

we're
kind
of
just
going
through.
Well,
it's
really
awesome

our
projections
are
looking
better
than
they
were

days
ago.
So
I'm
excited
about
that.

However,

little
bit
concerned-
and
I
don't
know
if
conservative
is
the
right
word
to
use,
but
I
feel
like
especially
in
the
budgeted
kind
of
plans
for
indirect
cost-
and
I
understood
you
kind
of
mentioned
that
you
know
the
kind
of
like
management
and
oversight
of
these
funds
and
making
sure
that
we're
you
know
on
top
of
everything,
that's
that's
what
we're
talking
about
with
indirect
costs,
I'm
sure
there's
all
sorts
of
like
little
aspects
to
that
too.

But
when
I
look
at
it,
I'm
like
okay,
1.05
million
plus
a
600
000
plus
450
000,
and
those
are
like
the
three
pots
that
I
just
flipped
through
that
that's
more
than
enough
money
to
hire
more
counselors
at
the
elementary
schools
right,
which
is
I'm
just
connecting
it
to
a
comment
that
was
made
earlier.

And
I
am
just
a
bit
afraid
that
it
feels
like
as
I'm
looking
at
this.
There
might
be
some
administrative
bloat
that's
going
on,
and
I
wonder
if
the
funds
could
be
better
spent
on
so.

Increasing
indirect
cost
is
a
calculation.
It's
not
anything
that
the
district
can
say
this
person
is
in.
There
is
not
in
there.
It
is
actually
based
on
a
calculation,
and
I
want
to
clarify
the
we
do
have
counselors
budgeted
for
all
of
the
schools.
The
issue
is
not
about
funding
it's
about
finding
the
people,
so
I
I
hear
you,
but
it's
it's,
it's
not
being
used
in
that
manner.
What's
the.

is
applied
to
all
these
programs
like
title
one:
we
have
indirect
cost
for
that
as
well
and
then
actually
this
a
credit
to
our
general
fund.

it's
adding
to
our
fund
balance.

if
I'm
understanding
correctly,
there

a
fixed
percentage
that
the
state
mandates

pencils
cost
10
percent
more
to
be
able
to
cover
those
costs
without
it.

to

be
necessarily
tied
to
a
specific
sax
code
for
that
funding

the

on

where
we

program
changes.

mentioned
that
the
audit
was
postponed

didn't
run
the
program
last
year,

we
carried
over
all
of
the
funds.
We
ran

regular,
but
we
didn't
charge
any
of
our
funds
back
against
that
program,

did
many
districts,

rules
weren't
yet
known.

they're
doing
is
saying
we're
going
to
not
audit
it
in
your
funds
this
year
we
will
audit
it
in

They
pick
different
things
every
year
of
which
they're
going
to
audit
any
special
programs.

that's
the
only
change-

I
am
very
confident
in
how
we
are
portion
for
how
how
the
board
has
approved
for
this
program
that
we
will
meet
any
audit
that
comes
up

understanding
currently
that
if
they

audit
next
year

we
were

ramp
up,
you

tomorrow,
you
know
the
what
is
that
the
2021
school
year
wouldn't
be
