legislative
fix
didn't
come
at
one
point:
we
thought
that
there
was
going
to
be
some
language
in
legislation
that
was
going
to
give
a
carve
out
for
Orange
County.
That
did
not
happen.

The
legislation
passed
without
any
carve
out
for
Orange
County
and,
in
fact,
the
legislation
that
passed
included
some
pre-emptive
Tory
language,
so
it
essentially
says
almost
the
opposite.
It
says
that
the
law
as
it
applies
in
that
you
had
that
Orange
County
and
every
other
county
in
the
state
of
Florida,
must
give
a
dollar-for-dollar
credit
toward
impact
fees
for
anything.
That's
paid
through
any
kind
of
agreements
such
as
the
CEA
applies
in
its
preempted
Tory,
so
in
other
words,
there
is
no
legislative
fix.

Accordingly,
I
made
a
phone
call
to
general
counsel
for
OCPs
and
when
I
didn't
receive
a
response,
I
followed
up
in
an
email
to
say:
hey
I.
You
know
I'm
aware
now
that
there's
no
legislative
fix
where
we
add
in
the
response
that
I
got
was.
Essentially
we
don't
know
everything
every
time
we
every
every
solution,
we
have
seems
to
lead
to
litigation
and
I'm
gonna
forward.

essence,
I
interpret
that
as
a
municipal
attorney
as
we're
back
to
where
we
were
July
1
that
they're
not
giving
us
any
indication
that
they're
going
to
be
promoting
or
they're
going
to
be
considering

issuing

development

forward
unless
there's
some
litigation.
My
concern
for
that
is
not
to
make
an
issue
of

we

other
pressing
matters
with

council

pull

financially

slump

be
caused
by

stimulus

any
city,
and
it
would
be

my
opinion,

is
not
my

development

economic,

economic

doesn't

how
they
work

just
work

find

be

cannot

situation

and

discussions

municipal

county

are

few
outliers

have
tried
to
do
some
of
these
virtual
meetings,
but
one
of
the
first
things
that
I'll
just
tell
you.

you
do
try
to
do
a
virtual
meeting
where
you
have
individuals
being
able
to
participate.
You
have
to
understand
two
things:
there's
a
difference
between
a
meeting,
that's
open
to
the
public
and
there's
a
difference
between
that
and
a
meeting
where
the
public
has
a
right
to
participate
in.
It
always
keep
those
two
separate.
So,
for
instance,
tomorrow
Thursday
we're
going
to
have
a
bid
Review
Committee
about
a
bid
going
on.
Well
we're
we're
streaming
that,
but
we're
not
worried
about
participation.

So
no
one
gets
an
opportunity
to
participate
in
that
and
we're
doing
that
in
a
way
that,
while
we're
going
to
have
a
physical
presence,
the
the
individual
bidders
will
be
able
to
be
there
present
in
a
virtual
online
manner.
The
problem
as
as
the
attorney
seat
is
over
here
those
participatory,
so
think,
quasi-judicial,
okay
on
quasi
judicial
matters.
Not
only
do
you
have
it's
fine
that
you
all
wouldn't
have
to
necessarily
be
here
physically,
but
there
are
other
roadblocks
to
being
able
to
to
pull
this
off.

a
right
to
cross-examine

a
right
for
individuals

be
present,
so

the
attorneys
that
have
pushed

virtual
meetings
when,
when

they
are
saying
you

tell
you
what
the
vast
majority
outside
of
the
two
or
three
outliers
who
have
said
what
we're
gonna
do
them.
They
would
say,
number
one
push
any

measure
or
issue
that's

significance
off
your
agendas.
Don't
do
anything,
and
that
includes
all
land-use
issues.

anything

controversial,

be
very
difficult
under

don't
do
anything
land

avoid

quasi-judicial

basically

decide
on,

measures

you
do
decide
on
understand
that

probably
going
to
end

later
meeting,

reaffirm
all

those
decisions
that
you
made.
So
what
that
means
is
is
it
makes
the

my

complications

certain
level

hurdles
