we

employee,
we'll

get
their
certificate
and
their
pin
and
then
they'll
come
over
here
at
the
next

the

stand
and
wait
for
everyone
else,
and
then
we'll
all
get
a
picture

them.

city
engineer,
he
continues
to
serve
our
community
in
this
position.
Today,
richard
was
born
in
gulf
breeze
florida
and
moved
to
central
florida
in
1989
to
attend
the
disney
college
program.
He
holds
a
bachelor
of
science
degree
in
health,
leisure
and
sports
from
the
university
of
west
florida,
as
well
as
a
bachelor
of
science.
Degree
in
civil
engineering
from
the
university
of
south
florida
he's
very
proud
of
the
work
he
has
done.
A
Streamlining
and
modernizing
the
engineering
division,
one
of
richard's
fondest
memories
involved,
assisting
an
elderly
resident
following
hurricane
irma
to
help
restore
both
her
hot
and
cold
water
due
to
electrical
damage
in
the
spare
time,
richard
loved
to
spend
time
with
his
two
perfect
daughters,
son-in-law
and
grandson.

find
him

jogging
a
5k
a
day.

he's
celebrating

years
today,
earl
began
his
career
with
the
city

apopka

june
4
2012,

a
firefighter

class

suppression

promoted
to
fire
engineer.
He
continues
to
serve
in
this
position
today.

jared
bess
emergency
medical
services,
15
years
celebration
today,
lieutenant
best
began
his
career
with
the
city
of
apopka
on
may
13
2007
as
a
firefighter
first
class
for
suppression.
He
was
transferred
to

november
17
2010
as
a
firefighter
first
class
on
december
3rd
2017.
He
was
promoted
to
fire
engineer
and
then
to
fire
lieutenant
on
november

the

I
was
here
a

months
ago
and
I
talked
to
you
about
people,
weaponizing
city
departments,
I'm
here
today
to
remind
all
the
council
members
that
we
elected
you
into
the
position
you
are
to
represent
us,
not
rule
us.
I
We
have
an
ex-commissioner
a
compadre
of
mayor
nelson's,
who
is
playing
out
his
political
vindictiveness.
Two
days
after
I
put
up
a
kyle
becker
from
air
sign,
I
got
my
visit
from
code
enforcement,
who
openly
admitted
it
was
bill
aerosmith
that
called
him
a
man.
That's
never
been
to
my
house,
never
been
in
my
yard,
and
I
can
most
assuredly
tell
you
is
not
my
friend
or
a
friend
of
this
city.
His
political
reward
for
his
under
dealings
has
been
to
be
appointed
to
the
lake
apopka
natural
gas
district.
I
Another
entity
which
does
very
little
for
the
city
of
apopka
its
dividends
that
it's
paid
this
city
over
the
last
few
years
is
a
pittance
compared
to
the
money.
It
takes
in
its
managers,
make
over
two
hundred
thousand
dollars
a
year
more
than
the
mayor,
and
what
does
it
benefit
the
city
with
there's
no
come
back,
it's
all
political
payback.
I
Those
people
get
paid
a
hundred
dollars
a
meeting
which
is
just
the
pittance.
It's
the
other
sweetheart
deals
they
get
from
their
contractors
that
make
the
difference.
So
here's
where
we
are
code
enforcement
came,
and
I
have
to
clean
up
my
yard
granted
and
by
admission
it
was
a
mess,
my
backyard
behind
privacy
fence.
So
I
thought
today
I'd
come
up
here
and
say
something
about
all
the
other
houses
in
my
area
that
have
problems
bigger
than
mine,
but
nobody
says
anything
to
them.
Why?
I
Because
bill
aerosmith
hasn't
rubbed
elbows
with
lieutenant
brick
from
the
code
enforcement
department
and
called
in
on
them.
Some
of
them
have
bigger
messes
in
their
front
yard
than
I
had
in
my
backyard.
Yet
nothing
is
done,
but
you
know
what
I'm
not
going
to
throw
my
neighbors
under
the
bus.
I've
come
up
here
today
and
I'm
going
to
use
city
buildings
as
examples
and
the
examples
that
I've
looked
at
and
seen.
I
took
a
little
ride
around
and
I
looked
at
there's
a
building
out
by
the
lake.
I
Apopka
wildlife
drive
an
old
warehouse
from
when
it
was
the
muck.
I
think
it
was
the
carrot
processing
house
covered
in
graffiti
weeds
above
your
head.
The
building
looks
like
it's
a
derelict
building.
It
belongs
to
the
city
of
apopka.
What
kind
of
impression
does
that
make
for
our
wildlife
tourists
that
come
out
to
see
the
wildlife
and
the
first
thing
they
see
is
a
building
that
looks
like
it
belongs
in
a
cartoon.
I
The
second
building
the
forest
avenue
pump
station
down
by
where
the
hospital
used
to
be
next
to
the
frank,
carlton
center,
the
building
looks
abandoned.
It's
got
weeds
growing
from
the
roof.
The
building
is
overtaken
with
vines,
the
general
condition
of
the
property.
The
grass
is
waist
high
and
it
looks
like
a
derelict
facility
next
door
to
that
is
the
area,
for,
I
believe,
is
the
cemetery
caretakers.
I
They
got
a
building
in
there.
That's
got
no
less
than
four
layers
of
temporary
tarps
from
the
hurricane
covering
the
roof
and
the
city
has
employees
working
in
that
building.
God
only
knows
what
kind
of
mold
is
growing
in
the
roof
of
that
structure.
On
top
of
that,
they
have
various
outside
storage,
which
I
was
told
wasn't
allowed
and
again
the
grass
is
waist
high,
the
next
property.
I
can
talk
to
you
about.

Is
the
conley
house
on
dream
lake?
The
city
owns
it
today
the
grass
is
to
the
top
of
my
shoulders
in
the
backyard
there's
no
privacy
fence,
there's
mold
and
mildew
growing
up
the
side
of
the
structure.
Anybody
that
looks
at
these
structures
that
belong
to
the
city
say
wow,
the
city
doesn't
take
care
of
its
structures
and
the
last
one
I
wanted
to
talk
to
you
about.
I
went
and
looked
at
on
the
way
here
this
morning.
Somebody
actually
cleaned
it
up.
I
The
old
cobb
printing
building
the
windows
are
broken
out:
there's
a
colony
of
feral
cats
living
inside
and
outside
the
building.
Nobody
cleans
it
I'm
out
of
time.
I
got
a
whole
lot
of
other
stuff.
The
last
thing
I
want
to
say
is:
I
want
to
request
that
mayor
nelson,
be
censored
in
all
activities
with
the
city
regarding
property,
deals,
zoning
planning
and
permitting
his
dealings
with
families
trying
to
coerce
them
into
property
sales
and
hassling
widows.

His
attempt
to
get
to
miss
rudin
taunton
before
she
passed
his
attempt
to
get
to
mrs
bray
to
have
her
sell
property
that
is
adjacent
to
the
cities.
His
bullying
of
mrs
sumner
and
mrs
page
he's
recently
tried
that
one
too,
the
man
is
doing
thing
outside
the
scope
of
his
governance's
mayor.
He
doesn't
bring
the
council
up
to
date.
He
approached
mr
sumner.

he's

smyrna
beach,
enjoying
retirement
biking
and
walking

we
do
have
a
vacancy
on
the
planet,
commission
they
they
do
not
come
up.
All
that
often
we've
found
that
our
planning
commission
is
probably
one
of
the
one
of
the
best
commissions
that
I've
ever
worked
with
in
37
years
of
doing
this
kind
of
stuff,
and
so
we
we've
got
a
an
opportunity
to
to
get
somebody
that
had
run
for
an
office
here
in
in
for
the
city,
and
we
are
pleased
with
getting
westside
as
a
as
a
as
a
planning
commission,
member
with
everybody's
approval.

course,
these
are
three-year
terms,
and
and
that's
why,
during
the
for
the
consent
agenda,
we
had
two
other
people
that
I
had
contacted,
make
sure
that
they
still
wanted
to
serve
and
they
do
so.
It's
a
once

month
meeting.
Unless
we
have
a
whole
lot
of
items
and
then
then
we,
you
know
we
do
call
special
meetings
for
the
for
those
opportunities.
But
it's
the
second
tuesday
of
each
month
for
those

you
that
would
like
to
join
us.

looking
when
we
were
trying
to
fill
this

saying
geographically

want

fill

areas

nowhere
in
our
code
that

dictates
districts
or
anything
like
that
so
and
it
does
physically
dictate
that
somebody
with
real
estate
experience
things
like
that.

be

we
need

change
it
or
add
it
or
do
something
just
so
that
again,
it
kind

gives

more
concise,
clear
understanding

what
we
need
to
be
looking

secured

contract

miller
construction
management

cmar

part

that
was
retainment
of
miller
as
the
continual
use
for
the
pre-construction
contract
services.

going

help
us
work

pre-construction
process
and
they've
told
us
they
have
a
deadline
of
three
to
four
months

us
our
gmp,
which
is
our
guaranteed
maximum
price.
So
this
time
we're
just
asking
permission

execute

pre-construction
contract
for
29
283
dollars
with
a
seven
percent
contingency,
any
questions,
any
questions.

property

north
side
of

lake.
Across

the
lake
from
camp
wewa,
we
had
gotten
an
appraisal
for
the
property.

does
not
include
the
additional
cleanup
that
would
be
required
in
in
accordance
with
the
environmental
study.
One
of
the
things,
though,
that
we
did
find
out
is
that
the
there
is
apparently
a
contract
to
buy
the
property
already
and
in
case
that
property
buyer
does
fall
through
during
their
due
diligence.
We
never
know
how
that's
going
to
occur.
We
kind
of
want
to
be
waiting
in
the
wing
to
be
able
to
negotiate
the
purchase
of
the
of
the
property
to
complement
the
camp
weave
portion
of
that
side
of
the
lake.

general
plans
that
we
had
kind
of
sketched
out
was
to
be
able
to
have
parking
coming
off
of
the
road
here,
an
entrance
driving
here
we
were
looking
to
possibly
do
a
gate
here
for
special
events
and
extra
parking

events

camp
weewa
and
then
a
series
of
pavilions
also
on
the
north
shore,
and
the
other
thing
that
we
were
looking
at
was
to
preserve
the
there's,
a
some
palm
trees
there
that
were
actually
seedlings
that
were
brought
over
from
israel.

that's

whole
idea
is
to
you
know,
make
some
preservation
and
historical
nature
for
the
property
itself.

contract

guess
everybody
might
have
thought
it
might

been,

they
firmed
up
the
offer
for
an
end.

nuts

like

thought
is
if
at
least
we
had
a
backup,

commission
agreed
to
it,
we

backup

falls

could,
we
could
close
on
the
property
sometime

future,

that's
kind
of
where
we're.

best
deal

benefit

lake

best

concerns
over
the
environmental.

phase
two
brought
up

that

costs
associated
with
that
that
aren't
built
into
this

if
we
can
find
some
additional
funds
too,
like
the
mayor

saying

be
awesome.

didn't
realize
those
would
be
available
to
us,
so
that
would
be
great
to
tap
into
as
well,
and
then
I
liked
the
fact
that
it's
it's
not
just
a
camp,
we
wall,
it
would
be
a
kind
of
a
public
park
effectively.

goal

camp
we
was
running
overnight
camps,

we
can't
mix
non-uh
credentialed
adults
in

that
camp,

it

give

the
families

place

go,

then,
when
we
weren't
having
overnight
camps,
then
you
could
mix
and
match
across
those
properties.
