lived
in
apopka
for
most
of
my
life.
I
love
apopka
and
that's
one
reason
I
want
to
see
it
grow.
Why
I'm
here
tonight
last
year
I
started
playing
disc
golf
or
frisbee
golf.
Some
call
it
and
I
quickly
fell
in
love
with
it.
Not
only
was
this
a
free
activity
once
you
purchased
your
discs,
it's
easy
to
learn
and
anyone
could
do
it.

Even
my
wife
joins
me
from
time
to
time
and
my
two-year-old,
even
my
two-year-old,
enjoys
trying
to
throw
a
disc
in
the
basket
after
a
little
convincing.
I
got
my
friends
to
join
and
they
too
fell
in
love,
and
now
we
don't
like
going
more
than
a
week
without
playing
sixty
percent
of
all
disc
golfers
around
the
world
play
at
least
once
a
week,
and
over
50
million
rounds
were
played
in
2020,
with
35
to
37
million
of
those
played
in
the
united
states.

wanting
to
play,
we
often
find
ourselves
trying
to
figure
out,
which
course
is
best
for
us
to
play
due
to
distance
and
time
restraints,
whether
it's
the
closest
course
in
mount
dora
with
a
quick,
nine
hole
game,
a
ways
further
in
claremont
or
going
to
bill
frederick
park
where
there,
where
they
have
three
different
courses
to
choose
from.
If
we
want
an
18-hole
course,
we
are
traveling
at
least
30
to
45
minutes
to
play.

It's
affordable
and
accessible
with
91
percent,
of
course,
is
free
to
play.
That
means
all
you
need
is
a
single
disc,
which
you
can
purchase
for
less
than
15
and
you're
ready
to
play,
or
you
can
just
borrow
one
of
mine.
It
promotes
health
and
well-being
with
players
walking
over
three
miles
during
an
18-hole
round.
That's
more
than
half
of
their
american
heart
association
recommended
daily
step
count
in
under
two
hours.

It
serves
more
of
the
community
with
more
than
70
players
able
to
fit
on
an
18-hole
course
at
one
time
it
stimulates
the
local
economy.
It
doesn't
just
do
it
with
the
big
events,
though
ben

The
course
designer
in
canada
found
that
a
single
course
brought
in
more
than
11
000
in
annual
economic
impact
for
its
small
municipality
in
hillsboro
in
less
than
six
months,
with
fewer
than
700
rounds
scored.

Lastly,
it
can
be
used
to
repurpose
neglected
spaces
when
the
time
when
the
time
came
to
install
a
disc
golf
course
in
bringel
terrence
park
in
vista
california,
local
law
enforcement
welcomed
it
with
open
arms.
That's
because,

san
diego
aces,
disc
golf
club
president
alan
reisley,
the
course
will
be
helping
to
clear
out
an
era,
an
area
that
was
often
rife
with
drug
use.

are
many
more
statistics
and
figures
I
could
give
but
wanted
to
at
least
present
the
city
council
with
the
idea,
and
let
them
know
that
the
people
of
apopka
want
this,
I'm
even
willing
if
the
land
would
be
donated
to
raise
the
necessary
funds
to
make
this
happen.

believe
this
could
be
a
great
benefit
to
the
people
of
apopka
and
to
the
city
as
a
whole.

caught
flipping
through
the
channels.

other
day
I
came
across
one
of
these,
these
disc
golf
tournaments
and
I
was
surprised
because
you
don't
use
the
same
disc,
really
the
whole
the
whole
round.
There's
like
it's

golf
right.

have
different
discs
for
driving
mid-range
putters
and
that
sort
of
stuff,
but
no,
I
and
I've.
I've
heard
this
feedback
from
quite
a
few
residents
in
terms
of
the
of
the
disc
golf
so
and
people
that
are
passionate
about
it
are
very
passionate
about
it.

see
if
there
are
people
interested

just
within
the
past
month,
because
I
created
it
maybe
a
month
ago,
there's
over
160
people
joined
and
it's
regularly
getting
more
people
joining

saying
you
know
they're
interested.
They
want
to
see
it
happen
in
apopka.

so
if
a
small
like
nine
hole
course,
you
can
do
two
to
three
acres.
It's
pretty
small,
but
if
you
wanted
to
do
a
a
major
championship
level,
disc
golf
course:
you'll
need
about

to
40
acres

designed

built

course
project
in
lake
county
and
it's
subsidized

the
lake
county,
economic
development
and
sports
tourism.

they

putting
20
000
in
and
the
municipality
that
hosts
it
puts
in
the
other
20-

this

a
all
of
these
courses-
are
dual
t:
dual
basket
courses
and
the
reason
behind
that
is.
It
creates
a
lot
of
variety
and
accommodates
four
different
skill
levels,
and
so
that
way
people
don't
get
bored
and
that
it
accommodates
several
different
people
or
types
of
player.

Depending
on
how
much
woods
you
have
the
more
wooded
the
less
space
you
need,
because
the
fairways
have
trees
for
buffers
in
between,
and
so
you
can
condense
it
a
little
bit.

general
cost
would
be
people
constantly
asking
what
it
costs
to
put
a
course
in.
It's
almost
like
asking
how
much
a
steak
costs.
Well,
if
you
buy
it
at
the
grocery
store,
it's
kind
of
cheap,
you
go
to
a
regular
steak
house.
It
might
be.
You
know,
12
bucks,
you
go
to
a
really
expensive
steakhouse.

could
be
100
bucks
and
that's
kind
of
the
case
with
disc
golf.
It
depends
on
what
you
want
to
put
into
it.
I've
put
in
courses
that
you
know
have
come
in
roughly
a
thousand
dollars
a
whole
and
there's
currently
one
being
built,
and
I
apologize
I'm
not
sure
exactly
where
they're
putting
it's
going
to
cost
about
a
half
a
million
dollars,
so
they're
really
doing
it
right.
So
obviously
we
can
find
a
much
more
economical
version
of
that,
but
yeah.

some

three-time
world
champion

obsession

this

thoroughly
enjoy
doing
the
work
and
playing
the

love
seeing
new

getting
into
it

bring
people

town,
but
it
also

people

locally
love

go
out
and

it's
it's
not
going

golf
just
had
its
first
10
million
dollar
player
contract.

rise

association
saw

people
join

it's
one

people
who
want

districts

is
the
infrastructures
can
be
paid.
The
community
you
get
back
track.

community
development
district
has
the
authority
to
issue
levy
bonds
for
the
construction
of
infrastructure
bonds
to
then
to
be
paid
by
the
members
of
the
residents
within
the
community
development
district
as
part
of
assessments
in
their
on
their
tax
bill.
This
is
a
cost-effective
way
to
incorporate
construct
infrastructure
and
basically
large-scale
projects.

other
advantages,
certain
advantages
for
the
community
development
district
is
this
is
a
quasi-governmental
entity
which
is
subject
to
sunshine
and
subject
to
the
other
ethics
rules
of
states.
Therefore,
the
governing
body
of
this
entity

abide

and
it's
a
transparent
mechanism
in
order
to
to
generate
funds.
Some
of
these
larger
scale
communities
do
have
the

have

undertake
to
approve
community
development
districts,
the
ordinance

a

there's
benefit

residential
homes

apartments,

feet
of
commercial

square
feet
of
industrial.
So
it
is
a
a
truly
a
mixed
use
project.

also
has
a
beautiful
lake:
that's
out
there
right
now,
that'll
be
enhanced,
it
will
be
there'll,
be
a
trail
system
connected
to
it
and
that
entire
lake
system
and
whatnot
will
be
open
to
the
public
as
well,
because
it's
part
of
a
cdd.
So
that's
the
project
as
a
whole.
In
terms
of
the
cdd
benefits,
I
sort
of
see
them
as
fitting
into
three
different
buckets.

First
off,
as
our
your
staff
told
you,
you
know,
community
development
district
has
access
to
tax
exempt
bonds,
and
so
the
you
know,
roughly
25
and
a
half
million
dollars
worth
of
public
infrastructure.
That's
required
for
the
project
would
be
financed
through
that
tax
exempt
mechanism.
It's
a
very
efficient
way
to
do
it.
It
also
spreads
the
cost
over
a
30-year
period,
which
is
beneficial
and
very
efficient
as
well.
So
you
have
the
that
benefit.

The
second
sort
of
bucket
of
benefits
I
think
of-
has
to
do
with
defaults
right
if
you
are
in
a
traditional
model
and
that's
what
you're
really
comparing
the
cdd
model
to
is.
You
know
traditional
developer
built
infrastructure
with
an
hoa
doing
the
maintenance
versus
the
cd
with
the
cdd.
The
money
is
actually
held
in
a
trust
estate
bank,
a
u.s
bank
regions
bank.
It's
a
certified
bank
with
certain
restrictions
on
being
able
to
get
the
money
out.
You
know
in
in
a
traditional
scenario.

The
money
is
actually
sitting
in
the
developer's
pocket
if
the
developer
goes
belly
up
the
project,
tanks
out
and
there's
no
money
in
in
the
case
of
a
cdd,
though,
the
money's
actually
sitting
in
this
trust
estate
bank,
which
is
overseen
by
the
bondholders
in
the
bank-
and
you
know
the
only
way
to
get
the
money
out-
is
through
a
requisition
process
with
engineers
signing
off
and
managers
sign
off
and
and
there's
much
more
oversight,
and
so
in
the
event
of
default,
the
bundlers
have
the
right
to
that
money.

They
can
help
continue
the
project
and
keep
the
construction
going.
They
can
pay
for
foreclosure
fees
and
also
whether
foreclosure
is
going
on.
They
can
keep
the
landscaping
water
the
amenity
center
running
all
those
sorts
of
things
during
the
default
scenario.
So
that's
the
second
sort
of
benefit
is
that
default
scenario,
and
then
the
third
set
of
benefits
are
all
these
ancillary
benefits
that
hoa
the
hoa
structure
really
isn't
very
good
at
so.
The
cdd,
for
example,
can
collect
on
the
tax
roll,
whereas
hoas
have
to
put
liens
on
homes
and
things
like
that.

It's
much
more
efficient
to
collect.
On
the
tax
roll
cds
have
some
immunity
protection,
so
they're
not
going
to
get
sued
for
frivolous
lawsuits,
which
happens
all
the
time.
The
other
thing
that
cds
have
is
they've
got
the
they
have
fema
funding.
So
if,
if
there's
a
giant
storm
that
goes
through
and
tears
up,
your
stormwater
ponds,
we've
had
cdds
in
florida,
get
access
to
fema
funding
which
hoas
can't
access,
and
so
it's
just
a
very
and
there's
other
benefits
as
well.

the
bottom
line
is
it's
a
it's
a
really
great
long-term
maintenance
entity.
That's
going
to
maintain
your
property
values
and
relative
to
the
developer
hoa
structure,
it's
just
a
better
structure.

real

by
multiple
interests

idea

sell

harman,

expense

part
in
terms
of
the
communication
tower
right,
so
can
staff
give
us
a
point
of
view
on
what
that
what
potential
cost
might
be
triggered
by
the
sale
of
that
property
I.e,
we
would
have
to
relocate
potentially
buy
new
equipment.

sort
of
thing.

expectancy
on
that
tower

the
next

or
three
years

deal

cellular

verizon
or
somebody
so
that
we
can
help
that,
maybe
they
pay
for
the
tower

give
them
access
to
that
tower.

that's

a
possibility.

working
through

if
there's
some
interest

from
a

a
provider
that
needs
you

with
5g.
They
need
a
lot
more
bandwidth,
and

if
we
can
give
them
bandwidth
for

not
have

to
hassle

you

trying
to
get
their
own
tower
permitted.
