Liberty
and
justice
for
all
fact
of
the
day
on
May
17,
1917,
Domingo,
Russellville
and
Augusta
parlor
became
the
first
aviators
across
the
streets
of
Florida
Brian's
flying
the
Key
West
to
Savannah.
The
flights
from
the
aviators
took
approximately
two
hours
and
30
minutes
to
complete
between
the
U.S
and
Cuba
fact
of
the
day.
A
Ernesto
second:
what's
up
my
commissioner
Velasquez
all
those
in
favor,
aye
opposed
motion
carries
unanimously
all
right.
We've
got
three
proclamations.
I
want
to
start
out
with
a
dear
friend
of
mine
who
passed
away
two
weeks
ago.
I
know
a
bunch
of
folks
that
knew
him
well
and
and
kind
of
a
person.
Personal
Privilege
I
was
able
to
follow
behind
him
in
his
footsteps.
I
served
he.
A
In
eight
years
at
the
County
Commission
I
served
followed
behind
him
at
the
state
level
for
eight
years
and
then
three
years
at
the
County
Commission
and
what
a
wonderful
guy
he
was
kind
of
known
in
in
Tallahassee
is
the
curmudgeon.
But
I
tell
you
he
had
a
heart
of
gold
and
and
when
he,
when
he
stood
up
for
an
issue,
he
was
there
for
you
until
the
end,
and
so
it
was
just
a
wonderful
man
that
we
lost
two
weeks
ago.
A
He
graduated
with
a
Bachelor
of
Science
and
business
administration
and
masters
of
Business
Administration
from
Florida
Atlantic
University
in
1976.
He
earned
qualifications
as
a
certified
public
accountant
and
where
Fred
was
the
president
of
Roman
Rogers
PA
CPAs,
he
practiced
Accounting
in
Apopka,
since
1981.
A
prior
to
the
beginning
is
private
accounting
practice.
Mr
farmer
had
10
years
of
government,
accounting
and
budget
control
experience
and
he
was
a
member
of
both
the
American
and
Florida
Institutes
of
CPAs
inwards.
Fred
bomber
served
as
the
state
representative
district
38
for
the
epoch
area
from
1998
until
2006.
A
during
his
legislative
session
service,
Fred
charity,
appropriation
subcommittee
for
Commerce
and
local
affairs.
He
was
also
a
member
of
several
committees,
including
Appropriations
finance
and
tax
education,
k-120,
education,
K-12
subcommittee
policy
procedures,
rules
subcommittee,
legislative
budget,
commission.
A
As
such,
he
chair
of
the
Orange
County
School
of
accounting
Committee
in
addition,
served
as
a
member
of
Orange
County
membership
and
Mission
review
board,
Orange
County,
Public,
Schools,
Finance
advisory
committee,
apocal,
Historical,
Society,
fundraising,
committee,
Lake,
County,
Fire
and
emergency
service
advisory
committee,
city
of
Apopka
fire
pension
board.
And
lastly,
he
served
as
the
president
of
the
Apopka
rotor
Club
here,
whereas
Fred
was
honored
with
Service
Awards
from
local
Civic
organizations
such
as
the
Apopka
Improvement
Association
and
the
Apopka
Area
Chamber
of
Commerce.
A
during
his
time
on
the
board
of
County
Commissioners
Fred
was
an
advocate
for
Apopka
residents,
making
sure
their
voices
were
heard
and
was
in,
whereas
Fred
was
married
to
Kathy
brummer
since
1972.
they
enjoyed
traveling
together
listening
to
music
and
reading
and
was
We
Gather
here
today,
May
17
2023
at
the
city
council
meeting
to
remember
Fred.
Now
there
are
four
I
Brian
Nelson
Mayer
to
see
what
pocket
Florida
to
hereby
recognizing
honor
representative
brummer
and
asked
all
citizens
to
join
me
in
honoring
his
memory.
F
G
H
While
they're
all
going
back
to
their
seats,
I
I
knew
commissioner
brummer
so
well
and
and
in
fact,
I
know
how
many
of
you
knew,
but
I
I
ran
every
one
of
his
campaigns:
sick
for
the
last
one
and
I
I,
just
can't
think
of
a
person
who
had
a
bigger
impact
in
my
life
and
so
I
teared
up
when
I
heard
he
had
passed.
But
you
know
going
in
his
office
and
sitting
in
his
chair
and
he
appointed
me
to
a
lot
of
committees
over
the
years.
H
Did
you
if
you're
gonna,
if
you're
gonna
make
it
in
politics?
You
got
to
serve
on
committees,
and
so
he
was
always
there
and
I'll.
Tell
you
that
last
campaign,
there's
no
one.
You
run
against
them.
You
run
at
your
peril
because
that
man
in
his
70s
was
knocking
on
doors,
95
degrees,
three
and
four
hours
a
day,
and
so
he
loved
this
community.
He
was
a
bit
of
a
workaholic,
but
we
loved
him.
You
know,
and
so
we're
going
to
miss
him
and
of
course
it
was
as
the
the
Sentinels.
H
A
All
right.
Next
up,
we
have
the
Florida
emancipation
day
Proclamation,
whereas
the
city
of
Apopka
recognizes
that
the
absorbance
of
the
end
of
slavery
is
part
of
history
and
the
heritage
of
the
United
States
and
the
state
of
Florida
and
was,
as
our
government
body,
the
city
council
opposes
and
rejects
any
form
of
Oppression
and
supports
residents
and
organizations
working
to
achieve
genuine
equality
and
protection
of
human
rights
for
everyone.
A
A
A
Whereas
from
the
beginning
of
this
nation
law
enforcement
officers
have
played
an
important
role
in
safeguarding
the
rights
and
freedoms
which
are
guaranteed
by
the
Constitution
and
in
protecting
the
lives
and
prosperity
of
our
citizens
and
where,
since
the
first
recorded
death
in
1791,
more
than
21
900
law
enforcement
officers
in
the
United
States
have
made
the
ultimate
sacrifice
and
been
killed
in
the
line
of
duty,
including
Denson
Hudson.
A
member
of
the
Apopka
Police
Department,
who
gave
the
ultimate
sacrifice
in
1941.
A
A
The
Congress
has
requested
the
president
to
designate
May
15th
of
each
year
as
Peace
Officers,
Memorial
Day
and
the
calendar
week
during
which
May
15th
occurs
as
Police
Week.
Now,
therefore,
I'm
Brian
Nelson
mayor
the
Steve
apocal.
Do
you
hear
about
Proclaim
May
14th
through
May
20th
2023,
to
be
Police
Week.
F
F
A
Here
to
represent,
we
got
the
the
Wolf's
Lake
Middle
School
boys
and
girls,
basketball,
team
County
championships,
so
both
of
them
won
this
year.
So
that's
awesome,
so
I
want
to
go
ahead
and
bring
down
Donald
Jackson
who's.
The
girls
coach
kind
of
give
us
the
the
blow
by
blow
on
this
year's.
How
you
got
to
where
you
yeah
come
on
down
to
the
yes,
sir,
oh
yeah,
you
get
some
big
big.
I
Second
time
I've
been
in
this
room,
I
didn't
get
to
speak
last
time.
The
main
thing
I
just
wanted
to
say
was
that
it's
been
an
honor
and
a
privilege
to
work
with
these
young
people
being
not
only
the
coach
but
the
athletic
director
for
the
school
I've.
Seen
all
of
these
kids,
whether
it's
basketball,
soccer
track
volleyball,
just
seeing
them
all
grow,
especially
from
sixth
grade
to
eighth
grade.
Just
makes
this
job
worth
it.
So
I
just
want
to
give
them
all
a
big
hand.
For
that.
I
More
specifically
to
to
my
ladies
I
got:
maybe
one
or
two
gray
hairs
this
season
dealing
with
them,
but
still
overall,
it
was
great.
My
my
word
for
this
season
would
just
be
perseverance.
I
Every
single
game
that
we
were
in
was
a
slugfest.
This
was
not
an
easy
season,
a
season
whatsoever.
We
ended
up
going
into
the
playoffs
coming
off
of
two
rivalry
losses.
Actually,
so
we
actually
got
seated
pretty
low
coming
into
the
playoffs
and
along
the
way
we
played
five
games.
I
Most
teams
only
played
four
games,
so
we
had
that
extra
game,
but
also
we
were
on
the
road
for
four
of
those
five
games
so
that
in
and
of
itself
just
showed
like
how
these
girls
just
had
the
will
to
win
and
go
on
so
along
that
way.
We
knocked
out
number
two.
We
knocked
out
number
seven
number
six
and
finally,
we
locked
out
number
four
Piedmont
in
the
championship,
so
that
was
just
nice
to
get
that
little
piece
of
revenge
against
them.
I
They
beat
us
by
two
during
the
regular
season,
but
we
got
him
back
when
they
mattered
the
most
so
I
just
want
to
say
again
to
all
these
lovely.
Ladies
just
beautiful
girls
inside
and
out,
it's
just
been
a
privilege
working
with
y'all
and
thank
you.
G
J
Don't
know
if
I
need
this
most
the
time
I'm
too
loud
anyways,
we
had
an
amazing
season.
We
were
one
of
the
old.
Well,
we
were
the
only
undefeated
team,
we
went
10
and
zero.
Nobody
came
Within.
J
Anybody
came
to
our
boys
was
13
points,
so
they
were
an
amazing
group
of
young
men
from
the
the
weakest
player
on
our
team
to
the
strongest
player
on
the
team.
You
didn't
know
who
was
who
the
boys
were
complete
as
a
team,
no
matter
what
went
on
in
practice,
no
matter
what
went
on
in
the
game
never
saw
any.
J
J
Most
of
mine
are
moving
on
to
high
school,
so
I
will
miss
them
terribly.
I
only
got
them
for
one
year,
but
because
this
is
my
first
year
coaching
at
Wolf
Lake,
but
I
truly
appreciate
them
and
their
parents.
We
had
some
amazing
support
from
all
of
you.
I
know
you're
all
over
there,
so
I
appreciate
all
your
support
and
all
the
boys,
hard
work
and
effort
and
I
wish
you
the
best
of
luck
in
high
school
and
the
ones
I
get
to
keep
I
am
excited
about
next
year.
A
F
I
Sorry,
just
before
we
move
on
I
did
just
wanted
to
say
on
our
way
in
I
noticed
this
nice
little
display
case
out
there
and
it
had
a
few
items
in
there
from
like
Apopka
high
school.
So
we
would
like
to
also
donate
an
item
so
that
Wolf
Lake
will
have
a
little
bit
of
History.
Also.
I
A
L
Mayor
and
Commissioners,
the
youth
Council
has
four
seniors
this
year
and
each
of
the
young
ladies
will
actually
come
up
and
share
regarding
some
of
the
projects
that
we
were
able
to
complete
this
year.
Sarah
de
Haiti.
She
is
a
senior
at
Wekiva,
High
School.
She
is
sick,
so
we're
sending
her
love,
but
I
do
have
Ariana
with
us
and
she
will
report
out
first.
N
P
P
We
also
hosted
a
mental
health
Town
Hall,
where
we
highlighted
mental
wellness
and
introduced
the
youth
into
our
community
to
act
accessible,
Mental,
Health,
Resources,
Apopka,
youth
Council
has
knocked
down
barriers
between
our
government
and
our
young
adults,
which
has
allowed
us
all
to
become
change
agents
and
get
involved
into
our
government,
and
for
that
we
will
be
forever
honored
and
grateful
to
have
had
our
government
officials
participate
in
our
lives.
Thank
you.
So
much.
A
Q
Hi
Jim
head
community
development
director.
This
is
a
nice
pleasurable
one
for
for
the
night
to
go
along
with
all
these
others
that
we've
been
able
to
to
see
tonight.
Q
A
pocket
business
owners
and
property
owners
in
the
downtown
area
have
long
been
interested
in
having
beautification
or
downtown,
and
one
of
these
that
we're
looking
at
tonight
is
is
a
mural
program
that
is
being
started
by
Louis
Rivera
from
the
downtown
Barbers.
There
are
I
believe
he
has
about
12
different
artists
that
are
interested
in
doing
murals
in
the
downtown,
and
we
have
a
few
different
locations
as
noted
here.
That
can
be
recipients
of
these.
Q
Obviously,
any
any
wall,
that's
being
utilized,
they're
private
walls,
the
pup,
the
property
owner,
does
have
to
Grant
permission.
In
order
to
be
able
to
do
this,
they
are
looking
to
do
it
to
do
a
kickoff
on
the
murals
I
believe
it's
June
3rd
Lewis
is
going
to
come
up
and
give
you
kind
of
a
rundown
on
on
his
Viewpoint
of
it.
But
just
to
give
you
an
idea
of
what
these
can
look
like
this
is
the
karate
studio
used
to
be
Park.
Q
Avenue
Palm
Matt
Hutchison
bought
the
building
and
has
unified
it
quite
a
bit
done
some
nice
work
on
the
back
on
the
back
side,
cleaned
up
the
front,
and
this
is
obviously
not
our
city,
but
ours
is
going
to
look
a
lot
better
than
this.
So,
but
this
is
this
is
what
we
can
see
in
our
downtown.
Another
area
is
McLeod
McLeod
and
McLeod
attorney's
office.
This
is
the
backside
that
actually
faces
their
internal
parking
lot,
which
is
right
across
the
alley
from
our
Fifth
Street
parking
lot.
Q
These
are
just
three
samples.
These
are
not
necessarily
what's
going
to
actually
be
going
there,
but
they
wanted
to
give
us
some
representation
of
what
we
can.
We
could
experience
as
part
of
an
art
program
and
to
I
just
want
to
also
I'll.
Let
you
know
keep
in
mind.
Art
is
from
the
beholder
everybody
has
a
different
Viewpoint
of
what
they
want
to
see
and
what
they
want.
So
please
keep
an
open
mind
on
when
you
look
at
the
art
and
let
and
just
realize
that
everybody
likes
different
things.
Obviously
so
this
is.
Q
This
is
one
area.
This
is
looking
up
from
the
alley
going
up
into
the
alley,
the
crosswalk.
This
is,
if
you
were
parking
in
the
parking
lot
and
walking
towards
Main
Street.
So
we've
got
all
these
walls
and
there
are
quite
a
few
other
walls-
propagate
social
house
where
we're
where
we
have
the
the
owners
are
currently
building
a
deck
out
over
the
retention
Pond
area
there.
Q
So,
as
we
can
get
very,
very
artsy
doing
this
type
of
a
thing
and
the
the
primary
thing
is
seeing
what
we
can,
what
we
get
as
part
of
an
art
program
in
our
downtown
this
first
time,
I've
seen
I've
had
people
talking
about
art,
the
closest
thing
that
we
had
was
about
25
years
ago
with
the
art
that
was
on
the
back
of
the
old
Firestone
building,
which
is
now
Pep
Boys
and
that
lasted
it
faded.
It
didn't
look
as
quite
as
vibrant.
Q
It
was
what
it
did
when
it
was
first
painted
with
with
some
of
the
flowers
and
things
that
were
there,
but
it
did,
it
did
depict
Apopka
and
the
fields
that
were
that
were
being
utilized
out
at
Lake
Apopka
for
the
growth
for
all
the
vegetables,
from
World
War
one
and
two
so
Louis
I
tell
you
come
on
up
you
doing.
R
S
D
T
Everyone
thank
you.
Thank
you
for
having
us,
along
with
Pedro
Pedro
Bancorp.
My
name
is
Louis
Rivera
I've
been
in
the
downtown
Apopka
Community
for
about
like
15
years,
cutting
hair,
pretty
much
cutting
your
firemen
departments.
You
know
everybody
that
you
can
possibly
think
of
we're
pretty
well
connected
with
the
whole
entire
city.
Internally
and
we've
had
this
idea.
T
For
many
years,
we've
seen
different
cities
being
beautified
I,
don't
think
I'm
here
to
let
you
guys
know
the
importance
of
how
art
and
sweet
art
actually
brings
to
a
community,
especially
a
thriving
Community
like
the
one
that
we're
in
right
now
so
I
think
what
I'm
here
to
tell
you
guys
is
that
I'm
the
person
to
help
you
guys
out
with
it
for
the
past
15
for
the
past
eight
years,
Pedro
and
I
have
put
together
an
art
competition
in
the
central
Florida,
pretty
much
Orlando,
but
in
the
vicinity
of
Central
Florida
and
I've
met
a
lot
a
lot,
a
lot
of
our
artists
and
I've.
T
Given
a
lot
of
opportunity
to
artists
as
well
and
they're,
trying
to
pay
me
back
they're
trying
to
pay
me
back
and
and
I
kid
you
not.
Some
of
these
murals
are
thousands
of
dollars
and
they're
doing
it.
On
the
strength
of
me,
if
there's
any
specific
pieces
of
art
that
an
owner
of
the
building
would
like,
then
they
would
have
to
probably
commission
that
artist
to
do
it.
That's
a
different
story.
T
What
I'm
trying
to
do
is
actually
Revitalize
this
whole
entire
area
right
here
and
I
have
the
tools
and
the
people
and
the
resources
to
do
it.
I'm
ready,
I'm,
ready,
I
kid!
You
not
you.
D
Questions
I'm,
just
you
know,
you've
been
we've
been
speaking
for
probably
about
two
two
years.
D
So,
I'm
glad
that
it's
come
to
this
day
that
it's
going
to
happen
just
walking
into
your
Barber
Shop,
which
I
always
do
it's
like
walking
into
a
little
Museum,
because
you
have
so
much
art
on
display.
Thank
you
so
I'm,
looking
forward
to
it
and
I'll,
be
there
awesome.
T
I
we
we
also
have.
We
also
have
written
consent
from
all
of
the
owners
as
well.
Most
importantly
Matt,
as
well
from
with
the
corner
with
the
cornerstar
karate
spot,
and
that's
where
the
probably
the
main
mural
will
come
in
that
mural
right.
There
might
need
funds,
but
I
just
need
the
okay
that
we
can
do
it,
and
I
can
figure
out
the
funds
ourselves
through
multiple
ways
of
getting
it
through
the
businesses.
T
All
of
the
businesses
around
downtown
apopkar
are
actually
really
in
tune
with
it
and
they're
really
looking
forward
to
it
and
excited
about
it,
including
propagate
and
third,
odd
guys,
cell
Bros,
The
Hoot
the
baseball
spot
around
the
corner.
I
mean
pretty
much.
Everyone
is
in
cahoots
with
it.
I
just
need
the
creativity
to
I,
guess,
I,
guess
the
okay
I.
T
We
have
guidelines
that
we're
going
to
stick
by
which,
of
course,
nothing
nothing,
racial,
nothing,
political,
nothing,
racy,
nothing,
nothing,
violent
everything,
artistic
and
to
the
artist's
preference
at
the
moment
to
the
artist's
preference
until
they
can
get
paid,
and
then
someone
can
tell
them
what
to
do.
You
know
what
I
mean,
but,
but
until
then
they
they're
very
respectful,
guys,
they've
they've
done
multiple
murals
in
and
out
of
Orlando
like
you
would
not
believe.
T
U
T
It
yeah
so
well,
there's
this.
This
is
my
first
time
doing
anything
like
this
anything
remotely
to
to
a
city
into
actually
helping
a
city
like
this,
so
I
didn't
know
whether
I
needed
your
approval
or
not.
I
know
I
needed
the
buildings
approval
and
we
have
that.
But
I
do
know
like,
for
example,
Matt's
building
is
right
on
Front
Street
sticking
out.
You
know
like
a
sore
thumb
and,
and
we
want
we
want,
we
want
to
make
a
look.
A
Q
Yeah
I
actually
had
typed
up
some
general
guidelines
regarding
murals
and
Lewis
and
I,
just
in
talking
with
him
he's
basically
following
everything
that
I
have
written
up
about
a
year
and
a
half
ago.
The
primary
thing
is
that
it
it.
It
can't
be
provocative
in.
Q
But
he's
he's
following
everything
that
I
had
I
thought
about.
We
had
discussed.
B
Appreciate
it
yeah
before
you
go
Lewis,
you
mentioned
the
kickoff
on
June
3rd.
What
what
time
the.
T
So
as
as
of
now,
we
have
the
artists,
the
buildings
are
going
to
be
prepped
up
and
ready
to
be
painted.
I,
don't
think
some,
not
all
of
them
need
prepping.
There
will
be
starting
as
soon
as
possible.
Actually
they're
gonna
they're
gonna
be
doing
it
during
the
weekends
they're
only
going
to
need
about
like
two
days
to
do
it.
T
June
3rd,
we're
looking
to
kick
it
off
at
11
o'clock
in
the
in
the
morning
till
around
roughly
around,
like
five
o'clock,
we're
gonna
have
some
vendors
outside
in
the
parking
lot.
We're
gonna
have
a
huge
tent
for
the
artists
to
be
comfortable
with
have
water
and
food
and
stuff
like
that
for
them
just
so,
they
could
be
comfortable
again.
They
are
doing
it
on
the
strength.
T
You
know
we
well
what
what
you
guys
can
help
me
with
is
Pedro
and
I
are
actually
the
ones
that
are
that
are
funding
the
paint,
we're
funding
all
of
the
paid
and
we're
we're
really
going
to
all
of
the
the
businesses
asking
for
donations
and
stuff
like
that.
I
think
today
is
the
last
day.
This
is
pretty
much
the
last
moment
after
this
I
can
kind
of
Go
full
steam.
T
To
be
honest
with
you,
you
know
and
tell
all
of
the
artists,
Hey
listen,
I,
think
we
have
the
cities
backing
and
if,
with
you
guys,
blessings
I
think
we
can
go
forward
like
Full,
Steam
and
I.
Think
the
only
thing
that
I
need
from
you
guys
is
maybe
a
couple
of
bucks
with
some
paint
yeah.
T
F
T
Three
thousand
dollars
to
do
the
Apopka
mural
right
to
do
the
Apopka
mural.
It
would
take
about
like
three
thousand
dollars
and
that's
probably
including
the
paint
and
and
and
that's
cheap
the
jump.
The
same
gentleman
is
actually
donating
a
mural
on
the
side
on
the
side
of
it
he's
actually
gonna.
Do
a
blue
daughter,
a
life,
a
life-size
life
like
blue
daughter.
Not
not.
You
know
the
logo.
F
T
Actual
an
actual
bird
looking
blue
daughter,
and
it
should
probably
be
what
we
told
you
at
in
the
in
the
alley
driving
into
it.
I
kid
you
not
and
I,
don't
mean
to
hold
you
guys
up
because
I
know
you
gotta
have
a
bunch
of
things,
but
there's
about
like
four
or
five
different
buildings
that
are
actually
ready
to
give
us
the
approval.
So
apoca
is
going
to
be
looking
really
nice.
T
If
you
guys
give
me
the
super
duper,
okay
and
back
me
up
with
it,
I
think
that
we'll
do
something
really
really
nice.
A
T
I'm
speaking
to
everyone,
including
including
a
patriotic
mural,
that
that
McLeod
wants
and
again,
if
any,
if
there's
anything
specific,
then
someone
has
to
fund
that
project.
If,
if
they're,
giving
the
artist
the
creativity
and
the
you
know
saying
creativity,
then
then
then
they
can
just
do
what
they
want
to
do.
But
if
someone's
something
specific
you
might
have
to
fund
the
project
right
awesome,
that's
that's
about
it!.
W
A
Great
way
to
start
out
a
council
meeting,
that's
a
lot
of
good
great
information.
Good
stuff,
okay,
agenda
item
I
know:
are
we
we're
gonna
table
one
Jim?
Is
there
one
of
the
items
we're
gonna
table.
Q
The
North
Star
that
one
they
do
have
to
come
back
and
resubmit.
X
A
Okay,
public
comment.
Okay,
let
me
read
the
the
Quorum
statement.
Welcome
to
the
public
meeting
of
the
city
council
of
the
city
of
Apopka.
Please
turn
off
all
cell
phones
or
set
them
to
silent.
It
is
a
policy
of
the
city
council
to
permit
and
encourage
input
and
in
comments
by
members
of
the
public
on
all
matters
that
may
come
before
the
council
for
Action.
If
you
wish
to
address
the
council,
please
proceed
to
the
podium
when
called
upon
and
speak
clearly
into
the
microphone
stating
your
name
address
of
record
organization.
A
A

shall
refrain
at
all

from

organization
good
evening,
mayor
Commissioners
and
everyone
in
the
rightful
place
this
evening,
I'm
here
to
share
with
you
an
awesome
free
did
I
mention
free
admission
event:
that's
going
to
be
held
one
month
from
today
on
June
17,
brought
to
you
by
Naomi
kids
with
key
sponsors,
Austin's,
Army
and
kashida
firms.
Here
in
Apopka.
Z
Naomi
kids
is
a
non-profit
that
was
started
back
in
2014.
We
provide
a
variety
of
services,
including
low-cost
high
quality
summer
camps,
but
I'm
not
here
to
talk
about
the
organization.
So
please
check
us
out
at
naomikids.com
to
learn
more
about
us
in
life.
You
are
part
of
the
solution
or
part
of
the
problem.
We
decided
to
be
part
of
the
solution
by
bringing
our
city
together
for
a
day
of
fun
and
friendship.
Z
Without
any
talk
on
politics,
you
guys,
when
you
are
part
of
the
solution,
you
make
a
way
when
you're
part
of
the
problem.
You
make
excuses.
I
challenge
you
today
to
make
a
choice
to
join
us
and
be
part
of
the
solution
or
miss
out
on
this
great
opportunity
and
keep
complaining
before
I
continue
I'd
like
to
take
the
opportunity
to
thank
some
awesome
people
who
have
helped
to
pull
the
event
together.
I
always
get
in
trouble
because
people
think
I
have
favorites.
Z
Everyone
is
equally
important
to
this
event,
so
I
place
the
names
in
alphabetical
order
by
department,
so
Apopka
fire
department,
Captain,
holderfield,
Alex,
klepper,
Apopka,
PD,
Chief,
McKinley
and
Sergeant
Wiggins,
Austin,
Ami,
Mike,
Duran
city
council,
commissioner
Becca
commissioner
Nesta
Commissioner
of
Velazquez
and
mayor
Nelson,
kashida
from
Nick
and
Caitlin
Naomi,

my
entire

and
my
board
of
directors.
Pepsi
is
always
there
for
us
all
of
our
vendors
and
all
of
our
volunteers
on
June
17th,
just
wear
a
big
smile
and
comfortable
shoes.
Z
This
event
is
designed
for
kids
and
the
kid
in
you.
There
will
be
lots
of
fun
for
everyone.
Our
dunk
tank
celebrities.
This
year
is
going
to
be
commissioner
Becker
Lieutenant
Clapper
from
the
fire
department
and
chief
McKinley
from
the
police
department.
Try
to
dunk,
commissioner
Becca,
please!
Z
How
can
I
be
part
of
the
solution?
Nikki
I
am
glad
you
asked
you
can
be
part
of
the
solution
by
being
a
vendor
or
being
a
volunteer
event
or
being
a
donor
to
donate
cash
or
prices
or
just
simply
come
out
and
have
an
amazing
day.
Donations
of
cash
and
prices
will
help
award
kids
with
free
tickets
for
vendors,
food,
food
donors,
dough
prices
and
dunk
tank.
Our
goal
is
to
make
sure
all
families
have
a
great
time,
regardless
of
income
level.
Please

AA
K
AA
AA
AA
We've
been
hold
different
opinions
on
politics,
religion
or
social
issues,
but
we
must
always
remember
that
our
ability
to
disagree
and
be
agreeable
is
what
sets
us
apart
from
one
another.
But
it's
also
the
thing
that
brings
us
together.
It's
not
the
absence
of
conflict,
but
the
rather
our
response
to
it.
AA
We
understand
the
consequence
of
such
actions
and
we
strive
to
engage
in
respectful
dialogue
even
when
our
opinions
diverge,
Miss
Naomi
said
it
best
when
she
said.
Let's
leave
all
of
that
other
stuff
aside,
and
let's
look
at
how
do
we
come
to
the
table
with
Solutions
in
times
of
uncertainty?
It's
more
important
for
us
to
respect
our
leaders
and
Trust
in
the
wisdom,
but
it's
not
confined
to
just
our
leaders
or
those
in
power.
AA
Each
and
every
one
of
us
has
a
role
to
play
and
I
truly
believe
that
our
role
to
play
as
not
fighting
with
one
another
I'm
here
today
to
to
speak
about
civility,
speak
about
respect
the
things
that
we
teach.
Our
kids
I
understand,
disagreements
and
I
respect
that
I
live
in
this
city.
I've
lived
here
for
15
years,
but
I'm
married
to
a
woman
who's
been
in
this
city
and
I
hope
I,
don't
get
in
trouble
for
50
years.
AA
K
Dennis
knew
105
West
Magnolia
good
evening
today,
I
come
to
talk
about
leadership
Direction
and
following
the
law,
meaning
local
state
and
federal
ordinances
are
laws.
How
long
will
this
City's
Administration
thumb
its
knows
that
these
laws?
First
it
was
the
Safety
Committee
investigation
of
Austin
Duran's
death.
They
have
not
been
allowed
or
directed
to
complete
the
investigation
as
directed
by
Florida
law.
Now
we
have
a
recall
in
progress
and
the
law
has
been
circumvented
again.
The
statute
for
recall
is
specific.
K
K
This
has
been
explained
to
me
by
the
Florida
Secretary
of
State
to
be
defined
as
voter
intimidation
and
has
been
rewarded
for
an
investigation
next
subject.
Council
did
you
know
that,
currently
in
since
2019,
there
have
been
over
20
court
cases
filed
against
property
owners
regarding
code
enforcement,
liens
and
foreclosures,
yet
the
city
has
many
structures
still
not
up
to
code.
It's
been
pointed
out
many
times
in
the
last
year
and
a
half,
yet
no
action
to
correct
issues
is
taken.
Even
the
chamber,
building
owned
by
the
city
has
been
tarped
for
months.
K
The
mayor
says:
maintenance
is
their
responsibility.
Well,
if
they're
the
tenant
and
they're
not
living
up
to
the
contract,
why
has
no
legal
action
been
taken
against
them?
Why
have
they
not
been
evicted
the
building
repaired
and
leased
to
a
company
that
will
live
up
to
the
contracts?
The
city
legal
department
stops
at
no
level
to
pursue
monetary
action
against
taxpayers,
yet
the
city
fails
to
maintain
its
own
property.
K
Next,
one
development
is
inevitable,
yet
the
city
still
has
no
published
plan
to
accommodate
infrastructure
improvements,
no
written
plan
to
accommodate
Public,
Service
growth,
no
written
plan
to
accommodate
police
and
fire
protection.
The
apartments
approved
last
meeting
are
a
perfect
example.
They
will
be
built
with
no
plan
for
fire
protection
or
additional
Staffing
or
equipment
for
some
time
after
they're
occupied
the
city
is
prepared.
Is
the
city
prepared
to
litigate
the
loss
of
life
and
property
damage?
Lord
forbid?
A
tragedy
happens
prior
to
the
city
plan.
K
To
put
a
station
on
donated
land
when
they
build
a
new
hospital,
which
is
even
hardly
in
the
planning
stage
right
now.
Next
one
now,
we've
weaponized
the
pastors
to
pray
against
elected
members
on
this
Council.
Just
how
Christian
is
that
remember:
Satan
hides
and
acts
through
false
prophets
what
political
payback
has
been
promised
for
such
actions?
Is
it
like
the
South
Apopka
Parkland
promised
without
the
knowledge
of
the
commission?
K
Leadership
in
this
city
is
what's
lacking
leadership
that
cares
about
the
city,
the
residence
and
not
self-gain.
As
for
some
other
information
that
we've
encountered-
and
there
are
no
individuals
on
this
Council
that
are
fifth
or
sixth
generation
of
Hopkins,
only
one
is
claim
something
of
the
sort
as
well.
There
are
no
nephews
of
John
land
on
this
Council.

good
evening.
Commissioners,
it
has
been
represented
that
every
week
four
or
five
residents
come
to
City
Hall
and
make
unsubstantiated
allegations
against
this
Administration.
The
allegations
I
make
tonight.
I
am
prepared
to
substantiate
businesses,
and
residents
of
this
city
have
been
coerced
and
intimidated,
directly
and
indirectly
by
this
mirror.
AB
AB
We're
very
fortunate
to
have
diligent
and
caring
Commissioners
to
represent
us,
the
significant
word
being
represent.
This
does
not
mean
we
require
them
to
sink.
For
us,
as
residents
become
more
aware
of
how
the
city
is
run,
it
becomes
critical
that
we
are
encouraged
to
participate
in
debate
and
public
consultation.
AB
We
require
more
workshops.
It
is
apparent
that
the
city
Charter
requires
urgent
review.
Development
is
a
contentious
issue,
as
is
the
conditions
under
which
are
First.
Responders
are
real.
This
city
requires
change.
Please
Commissioners,
allow
us
to
participate
in
it
by
giving
us
more
consultation.
Thank
you.

R
I
understand
that
the
mayor's
already
approved
this
last
year
and
I
know
that
at
least
one
council
person
has
so
we
already
have
two
votes.
R
We
have
not
yet
had
a
sign
designating
a
street
for
the
firefighter
that
we
lost.
We
already
have
one
up
for
a
Hut,
Denson,
Hudson
and
so
I
have
designed
several
months
ago.
This
sign
and
we
just
need
a
street-
to
place
it
on
and
dedicate
a
street
to
Mr,
Duran
and
I'd
like
to
present
a
copy.
I
do
have
an
extra
copy
for
the
city,
yeah.
R
Glenn
Brooks,
okay
yeah,
we
can
take
it,
but
it
works
then
also,
then
commemorative
ones
can
be
bought.
This
will
be
24
inches.
Commemorative
ones
can
be
bought
by
citizens
to
hang
in
their
home
or
business
or
just
not
on
a
street,
and
so
thank
you.
R
I
have
some
other
points
to
make
we'll
get
a
picture.
Okay,
I
have
a
concern
about
knowing
when
our
commissioners,
our
Council
people
about
them
being
able
to
access
it
there's
a
great
example
on
the
mayor's
page
of
where
he's
from
his
degrees,
his
family,
his
wife,
his
background,
his
governmental
stuff
and
his
aspirations
during
his
education
or
his
years,
all
of
that's
on
the
website,
but
nothing
about
the
terms
of
service
of
the
Commissioners,
nothing
at
all
about
them,
not
when
they
were
elected
in
when
they're
due
out.
R
If
I
want
to
run
for,
let's
say
Diane's
office
I,
don't
know
when
to
start
my
campaign,
I,
don't
know
where
she
went
to
school.
I,
don't
know
that
she
accept
the
fact.
I
was
one
of
the
first
people
she
met
when
she
arrived
in
Apopka
when
she
came
in
my
store.
I,
don't
know
you
know
where
what
Nick's
business
is
sorry,
commissioner,
I,
don't
know
anything
about
these
people
at
all.
I
don't
have
a
phone
number
to
get
a
hold
of
a
map
like
I.
Do
Mr
Nelson's
office.
R
A
If
y'all
will
get
that
to
I,
guess
Kelly
if
you
want
to
get
that
we'll
get
it
on
the
website
be
happy
to
do
that.
Sure.
R
Since
last,
November
or
more
I've
been
turning
in
a
sign,
that's
in
between
two
schools
that
shows
people
how
to
get
a
turn
into
Apopka,
Memorial,
Middle
and
turn
come
out
of
Apopka,
Memorial,
Middle
and
the
elementary
school,
and
that
middle
turn
lane
and
I've
been
turning
it
in
I
turned
it
into
the
city.
R
Then
I
turned
it
into
the
county,
then
the
county
turned
it
into
the
City
and
then
I
contacted
the
wonderful
Miss
Marsh
and
she
tried
to
see
if
it
was
in
the
school
zone,
because
that
was
dangerous
and
I
have
great
concern
because
of
it.
Here's
where
the
county
turned
it
in
December,
2nd
to
the
city
to
be
fixed.
R
Our
wonderful
Ed
bass
turned
it
into
services
to
get
it
fixed.
Then
our
new
city,
administrator
vavrick
turned
it
into
the
to
the
supervisors
to
be
fixed.
So
what
I'm
offering
is
I've
got
gas
in
my
car
I'll
go
to
the
barn
and
one
of
y'all.
Can
you
you,
as
plural
one
of
you,
can
meet
me
down
at
the
barn?
I've
got
wrench
inches
I'll
hire
somebody
down
at
the
park
to
help
me.
Hang
it.

I,
appreciate
you,
commissioner,
giving
me
the
four
minutes
that
your

apparently
unilaterally
determined,
was
not
worthy
of
an

this

So

AD
I
want
to
start
off
by
reading
State
Statute
760.26
prohibited
discrimination
in
land
use
decisions
and
in
permitting
of
development,
it
is
unlawful
to
discriminate
in
land
use
decisions
or
in
the
permitting
or
development
based
on
race,
color,
national
origin,
sex
disability,
familial
status,
religion
or
accept
otherwise,
as
provided
by
law,
the
source
of
financing
of
a
development
or
proposed
development.
Your
city
has
already
been
found
to
be
discriminating
in
land
use
decisions
based
on
this
Statute
in
the
23
years.
AD
Since
this
statute
was
adopted,
Apopka
is
the
only
municipality
in
the
entire
state,
with
the
gall
to
challenge
this
very
clear
directive.
Is
it?
Is
it
the
city's
objective
to
go
to
court
again
for
delaying
permitting
of
this
project?
I,
certainly
hope
not
I'm
more
than
willing
to
oblige
that
wish,
but
I'd
very
much
like
to
avoid
that
outcome.
However,
if
our
permanent
process
for
Southwick
Commons
continues
to
be
delayed,
injunctive
relief
will
be
sought.
AD

at

for

by
the

while
also
constantly
stating

I

the

Mr

stating
at
multiple
recent

at
the

item,

the
whole
project
will
be
taken
to
the

tonight
on

I
work
for
them.
Does
he
a
letter
from
yesterday?
AD
He
basically
deems
himself
the
sole
source
to
approve
and
deny
projects
in
the
city
of
Apopka
and
I've
heard.
Today
again,
he
reitered
that
exact
commentary
to
some
of
you.
He
also
included
false
claims
of
the
DRC
unanimously
claimed
to
deny
our
balcony
request
with
a
vote
in
accordance
with
the
LDC
I
quote
him
again.
This
issue
and
interpretation
is
mine
and
drc's
to
decide
completely
usurping
any
Authority
that
your
board
may
have
in
this
matter.
AD
In
addition,
the
DRC
moved
our
secondary
entrance
from
Southwick
Commons
from
the
northwest
corner
to
the
southwest
corner,
only
to
return
it
back
to
the
northwest
corner
again,
each
time
causing
delays
and
weeks
of
revision
times
and
and
money.
A
week-long
battle
over

fight
at
a

entering
into

which
took
a
lot
of
effort
to
overcome
in
45
minutes
of
your

to
have
staff
eventually
pulled
the
item
after
they
were
questioned
about
it.

finally
using

himself
did
us
a
tremendous
favor
recently
by
writing

asking

using

In
addition,
he
uses
the

of

several
times
throughout
the
letter.
You
are
all
now
part
of
this,
whether
you
like

outlandish

quite
something
for

AE
My

I
live

The
reason
I
want
to
speak
tonight.
I
have
some
concerns
about
paying
the
water
bill
online
I'm
trying
to
find
out
if
there's
any
way
that
your
payment
information
can
be
saved
when
you
pay
the
bill
as
of
right
now,
when
you
go
in
to
pay
it,
you
have
to
enter
your
information
the
same
every
single
time.
If
you
make
a
mistake,
you
don't
know
right
off
the
bat.
AE
Until
you
get
a
notice
saying
that
your
payment
is
late,
you
get
charged
a
late
fee,
plus
a
return
check.
Fee
I
did
call
the
water
department
and
inquired
about
this.
They
said
that
you
know
they
would
check
with
their
I.T
department.
So
this
has
happened
to
me
twice
now.
The
first
has
been
a
couple
of
years
ago
and
they
said
they
would
check
with
it
to
see.
If
anything
could
be
done
in
this
past
month.
You
know,
I
went
to
pay
the
bill.
I
noticed.
AE
Oh
my
gosh,
you
know,
I
must
have
entered
like
a
wrong
routing
number
or
something.
But
like
I
said
you
don't
notice,
you
get
a
confirmation,
you
think
everything
has
gone
through
and
it
really
hasn't
so
again,
I
called
I
said.
Can
you
please
check
with
it?
Of
course
they
said
you
know
we'll
do
it,
but
I
just
wonder
if
anything
can
be
done
because
I
pay
all
my
bills
online
and
I
never
encountered
this
problem
before.
C
This
one's
going
to
be
a
lighter
topic:
it's
regarding
tennis,
Galaxy,
which
contracts
with
the
city
to
use
the
tennis
courts
at
the
Apopka
Northwest
Center.
C
When
I
go
over
there,
the
courts
are
always
full
there's
a
lot
of
demand
for
the
courts.
I
ended
up
going
there
because
my
son
joined
Special
Olympics
to
play
tennis
and
coordination
level
is
horrible.
I,
never
thought
that
he'd
be
able
to
play
tennis
and
we
decided
to
get
him
classes
and
we
signed
up
with
tennis
Galaxy
once
a
week,
instructor
has
been
amazing.
C
I
do
notice
that
the
courts
are
always
full
there's
some
instructors
that
are
not
licensed
by
the
city.
They
use
the
courts,
refuse
to
move
for
some
of
the
other
regular
people
that
come
and
use
supports,
I'm
not
too
familiar
with
how
the
reservation
process
is,
but
it
seems
like
there's
not
much.
Enforcement
on
it.
I
know
that
there's
been
pushback
on
tennis
Galaxy
from
other
community
members
that
want
to
use
the
courts
for
just
their
own
recreational
use,
but
I
find
great
benefit
on
having
professional
instruction.
C
I
see
professional
instructions
going
on
with
little
kids.
That
are
like
three
years
old
to
adults.
I
know
without
woods,
I've
gained
from
it
just
from
watching
the
instruction
being
able
to
play
now
with
my
son
and
help
him
out
on
on
the
off
days.
That
he's
not
doing
instruction
with
his
coach
has
been
extremely
beneficial,
not
only
for
his
confidence,
but
also
you
know
for
a
personal
interaction
between
me
and
my
son
he's
16..
C
He
just
competed
at
the
state
level
in
the
Special
Olympics
over
the
USTA.
He
moved
from
what
they
call
Red
Ball,
which
is
the
beginner
he's
at
Orange
ball,
which
is
the
next
level
he
got
number
one
in
the
state
which
was
very
impressive
and
he
was
thrilled.
We
were
thrilled.
You
know
how
parents
get
very
proud
and
now
he's
like
all
in
for
moving
to
the
next
level,
which
is
the
green
ball,
and
eventually
the
full
court
yellow
ball.
C
But
this
would
not
happen
without
having
professional
instruction
available
here
in
Apopka
and
Tennis
galaxy
has
been
amazing
for
it.
So
if
anything,
you
need
more
quartz,
there's
four
courts.
There's
a
lot
of
land
I
know
that
there's
an
expense
to
it,
but
there's
the
demand
for
it
from
the
community.
It's
obvious,
if
there's
issues
with
people
having
to
complain
that
the
courts
are
full
of
the
time
that
when
I
use
them
it's
for
something,
that's
all
I
got.
Thank.
A
You
I
know
that
Radley
and
his
team
are
working
on
some
some
improvements
to
the
the
policy
for
the
tennis
courts.
We
understand
you
yeah.
We
definitely
need
more
tennis
scores,
but
while
while
we
only
have
four
we'll
need
to
see,
if
we
can't
you
know,
tighten
up
on
some
of
the
the
the
criteria
and
whatnot
yeah
at.
C
Times,
I
go
and
use
Altamont,
they're,
very
good
about
the
the
reservation
system
and
even
having
somebody
coming
around
to
check
the
cords.
Do
you
have
a
reservation?
If
not,
you
can
still
use
them,
but
if
somebody
has
a
reservation,
you
you
have
to
move
and
it
makes
it
fair
and
Equitable
yeah.

time,
living
here,
I've
had
an
opportunity
to
meet
and
engage
with
dozens
of
business
in
the
community
and
and
I
got
inspired,
and
that
inspired
me
and
my
desire
to
see
all
the
businesses
in
Apopka
succeed.
And
two
weeks
ago
myself,
my
wife
and
my
team
hosted
our
first
annual
a
popcon.
A
popcon
is
an
event
that
gathers
communities
around
pop
culture,
including,
but
not
limited
to
superheroes,
film,
comics
and
other
types
of
fandoms.
AF
We
feel
so
privileged
to
have
been
the
first
event
hosted
at
camp
wewa
and
I'm
here
today
to
offer
a
praise
report
from
our
team,
based
on
the
incredible
support
we
received
from
Radley
Williams
and
his
team
at
parks
and
rec.
While
we
had
a
bumpy
start
Radley
and
his
team
came
in
and
pulled
out
all
of
the
stops
for
us
to
host
the
successful
event
we
were
able
to
host
over
700
attendees
200
pre-sales
of
ticket
buyers
tickets
bought
all
the
way
from
California
to
North.
AF
Carolina
to
Georgia
all
coming
to
a
gathering
in
Apopka
and
even
regarding
the
occupancy
rate
you
know
and
talking
to
the
Apopka
Hilton,
which
was
almost
half
full
of
popcorn
residents
and
guests
and
actual
TV
show
Stars.
They
all
came
together
in
Apopka,
which
is
amazing,
a
huge
shout
out
to
Cooperative
Spirits,
martial
arts
for
their
help
with
security
and
breaking
down
and
parking
additionally
to
three
odd
guys
for
their
awesome.
AF
Their
awesome
stage
that
they
offered
to
help
us
with.
Additionally,
my
team
and
I
would
like
to
thank
commissioner
Diane
Velazquez
and
Kyle
Becker
for
their
support
for
this
event,
as
well
as
the
mayor
for
agreeing
to
meet
with
me
to
strategize
the
best
possible
outcomes
for
our
event
moving
forward.
We
are
excited
to
host
yearly
conventions
here
in
Apopka
and
we
already
started
work
for
2024.,
while
this
year
benefit
benefited
Give,
Kids,
the
World
Village
we're
looking
forward
to
meeting
and
supporting
Apopka
based
non-profits
for
the
future
years.
AF
A
A
I
went
out
there:
I
was
busy
on
Saturday
I
want
to
go
out
there
Sunday,
but
I.
Obviously
you
you
dropped
it
down
to
one
day
so
I,
but
anyway,
that
was
yeah.
I'm,
glad
glad
glad
you're
coming
back,
yeah,
Bradley
and
team
really
stepped
forward
and
got
you
some
some
good
things
done
out
there.
Okay.
H
I
wanted
to
to
take
a
minute
to
come
and
talk
to
you
a
little
bit
about
the
CRA
process,
because
you're
at
the
30-year
Mark
in
January
and
and
I
wanted
to
explain
that
a
little
bit
and
make
a
few
suggestions.
So
first
slide
is:
where
is
the
Sierra
now
in
January,
the
city
of
apocal
requests
from
Orange
County
government,
a
10-year
extension
of
your
community
redevelopment
agency
and
and
for
the
I'm
sure
you
all
know
this?
H
For,
for
the
sake
of
the
audience,
I
wanted
to
talk
a
little
bit
about
how
the
CRA
operates.
So
it's
a
tax,
increment
funding
that
was
started
by
the
legislature
and
it
was
a
means
of
helping
cities
to
capture
additional
revenues
generated
by
the
Redevelopment
and
revitalization
in
specific
areas.
And
so
the
idea
is
that
the
revenues
that
would
have
gone
to
County
governments
now
stay
as
extra
share
of
Revenue
to
increase
things
improve
the
area
in
that
particular
section
of
town
and
here's.
H
H
The
goal
of
CRA
is
to
aggressively
apply
County
resources
to
a
series
of
public
programs
which
seek
to
induce
or
grow
the
flow
of
private
Capital
into
that
City's
Redevelopment
area,
and
so
how
the
CRA
money
is
utilized
is
is
fairly
prescriptive
from
the
state.
Florida
Statutes
require
that
of
finding
the
facts,
which
includes
a
substantial
number
of
deteriorating
structures
in
blight,
and
they
Define
blight
am
I
in
the
right
place
here.
H
The
population
is
quite
low.
Only
2
000
this
course
was
2017.
2259
people
only,
which
is
only
4.7
percent
of
your
total
City
population.
The
median
income
is
only
thirty
thousand
five
hundred
and
seventy
six
dollars
versus
a
whole
55
000
for
the
entire
city.
This
next
one.
That
gives
me
a
little
bit
of
pause
and
a
little
concern
is
the
number
of
the
vacant
properties
you
can
see.
It's
actually
gone
up.
1993
was
67
properties
in
the
CRA
242
properties
that
are
vacant
and
and
216,
183
and
I.
H
Don't
know
if
you
have
any
data,
that's
more
current
to
see
if
it's
improved,
so
that
would
be
a
little
bit
concerning
I
the
audience,
probably
not
going
to
be
able
to
read
this,
but
it's
in
your
packet,
I
I
had
Orange
County
staff.
Look
at
all
of
the
cras
county
wide
and
I
know
several
you
are
our
math
whiz
is
up
there
and
you
could
do
better
at
this
than
I
would.
H
But
you
can
see
really
how
the
percentage
of
the
increase
with
some
of
the
other
cras
are
doing,
how
they're
coming
along
and
how
much
revenue
and,
according
to
this
chart,
your
CRA
at
this
point-
is
producing
four
hundred
and
eighty
two
thousand
and
ninety
dollars.
H
H
H
H
You
don't
know
so
that
would
certainly
be
looked
at
favorably
by
by
the
BCC
and
I'm
hearing
about
your
Promenade
and
connections
to
the
West,
Orange,
Trail
and
I'm,
really
really
hoping
you
can
get
that
through
your
procurement
and
start
construction
before
you
come
in
front
of
the
board
in
January
all
right,
so
the
next
I
was
I.
I
went
right
from
your
plan.
I
thought
it
was
very
good.
I
I
just
wanted
to
highlight
a
few
items
that
I
think
with
all
the
energy
in
this
room
and
on
this
board.
H
If,
if
a
few
more
folks
Champion
these
and
help
Mr
hit,
we
might
be
able
to
when
that
presentation
is
made.
January
really
show
a
few
more
accomplishments.
One
directional
signage
way:
finding
features
upgraded
streetscape,
so
that
is
certainly
some
items
that
potentially
could
get
completed
before
January.
H
But
it's
suggested
in
your
plan
developing
an
awards
program
which
recognizes
beautification,
Economic
Development
was
talking
greatly
and
I
I
researched
this
about
creating
a
program
which
recognizes
historical
building
projects
and
that
kind
of
goes
along
with
that
last
bullet
through
the
state
you
can
register
and
get
a
group
of
people,
perhaps
the
museum
to
register
homes
that
have
historical
value,
and
that
could
certainly
be
part
of
your
presentation
to
the
word
about
all
the
historical
homes
that
are
being
preserved
in
the
district
and
I'm
going
to
take
a
I
I
want
to
take
a
little
break
from
this
presentation
just
to
show
you
when
I
moved
into
the
office
after
mayor
Nelson,
commissioner
Burma
there's
a
historical
photograph
in
my
office
and
Kathy's
by
Vanna
White
tonight.
H
So
thank
you,
Kathy
Marsh,
but
that
was
the
old
Edwards
Hotel
down
before
1961,
and
we
were
talking
about
that
being
you
know,
bordering
Central,
Avenue
and
441,
and
when
you
look
at
a
lot
of
the
other
cras
and
things
they've
done,
they've
really
put
a
high
priority
on
preserving
your
historic
stock
and
so
maybe
Mary
Nelson.
H
You
could
tell
me
how
that
got
torn
down
or
why
I
kind
of
wish
it
was
still
there
did
it
burn
it
burnt
down
that,
wouldn't
that
have
been
a
treasure
to
still
have
today,
and
it
would
have
been
amazing
anyway.
So
back
to
so.
Thank
you
for
letting
me
have
that
in
my
office,
you
can't
have
it
business
support
which
you're
doing
quite
well
evaluate
and
support
new
and
existing
businesses.
Project
strategy
update
the
city's
historical
survey.
H
I
just
talked
about
that
and
then
the
historical
markers
which
I'm
going
to
go
to
the
next
page.
My
staff
helped
me
with
this.
Thank
goodness
for
Alex,
we
looked
up.
You
know
on
the
state
registry,
all
your
markers,
which
you
have
six
and
and
we
have
a
picture
all
of
them.
I
think
I've
been
at
most
of
these
dedications
in
one
way
or
the
other,
but
but
you
will
see
in
that
other
booklet
that
I
put
in
your
pamphlet,
which
is
of
Saint
Cloud.
H
They
have
really
used
additional
historical
markers
for
walking
downtowns
to
a
Spur
tourism
and
in
the
city
to
be
a
destination
city,
so
that
would
be
perhaps
maybe
you
can
get
another
marker
done
before
January
I
would
highly
recommend
that
and
I
guess
I
didn't
talk
to
your
earlier
folks.
We
just
are
all
on
the
same
wavelength,
but
I
made
some
pictures
for
you
in
Saint,
Cloud
and
I
took
a
field
trip
down
there.
H
They
have
the
Main
Street
program,
their
CRA
is
working
they're,
adding
on
to
their
their
city
hall
and
they
have
about
10
murals,
and
so,
when
you
go
down
there,
all
of
their
streetscape,
their
roadways
have
been
rebuilt.
Now
I
think
Apopka
still
has
a
lot
more
going
for
it,
but
I
was
quite
impressed
with
how
they've
utilized
these
particular
tactics
to
improve
their
downtown.
H
If
you
want
to
take
a
field
trip
someday,
it's
worth
it,
the
murals
are
not
particularly
large,
but
they
all
have
plaques
on
them
and
they
have
historical
significance
and
your
presenters
earlier.
There's
there's
welcome
to
Saint
Cloud,
so
you're
on
the
same
wavelength
there
as
well
and
in
terms
of
one
other
suggestion
that
I
have
which
I'm
happy
to
help
you
with
I,
have
a
corridor
Chief
program
which
has
been
going
very
well
and
thank
you.
You've
been
your
staff,
has
helped
pick
up
debris
and
different
things.
H
Just
when
we
do
corridors,
we
end
up
with
portions
County
portion
City.
So
that
would
be.
My
suggestion
is
to
find
some
champions
for
each
of
these
streets
in
the
CRA
and
I
would
be
happy
to
help
train
them
and
get
them
involved
and
we're
seeing
great
things
with
Gene
Knight
over
on
Christiana
who's
been
partnering
with
you
and
made
some
what
and
calls
many
of
the
Commissioners
here.
You
know
he
just
thinks
that's
his
straight
and
happy
to
give
it
to
him.
The
work
he's
doing.
H
It's
really
remarkable
and
I
think
that
would
be
a
good
tactic
for
the
CRA
to
find
people
to
adopt
each
Street
and
that's
pretty
much.
All
I
had
I
just
wanted
to
take
a
a
few
minutes
to
come.
Talk
to
you
before
you
have
to
make
the
presentation
in
January
and
help
you
to
have
it
a
very
strong
application
and
presentation.
So.
D
When
so
Mr
chair,
when
will
we
have
the
next
CRA
meeting
like
a
workshop,
to
bring
us
up
to
date?
What
what
we
have
planned
in
CRA
and
how
are
we
spending.
A
W
A
C
A
And
so
we'll
we'll
have
all
those
numbers
for
you.
Blanche
will
put
that
all
together,
so
we'll
know,
and
then
we'll
obviously
ask
for
the
counties.
You
know
if
there's
things
that
we
should
not
be
spending
money
on
fine.
If
money
there's
places
where
we
should,
you
know
we
should
be
spending
more
money,
but
I
also
want
you
know
and
I
know.
You
know
this
is
that
the
city
of
Apopka
doesn't
charge
a
lot
of
the
cities
that
get
CRA
dollars.
They
they
charge
in
the
CRA
directors,
salary
or
piece
of
their
salary.
U
G
U
U
H
Again
it
started
30
years
ago
it
started
a
base
level
of
zero.
With
those
properties,
you
know,
is
whatever
they
were,
bringing
that
was
considered
zero.
Then
you
are
allowed
to
keep
any
of
the
increase
in
the
property
value
and
the
taxes
that
come
in
that
would
have
gone
to
the
county.
So
at
this
point
after
30
years,
you're
at
that
482
000,
ninety
dollar
level-
and
you
know
I'd
love
to
give
you
two
or
three
million
a
year.

Apopka,
Florida
I
normally
got
four
minutes,
so
I'm
not
I'm
gonna
try
to
get
through
this
as
quick
as
possible,
but
I'm
basically
here
to
sound
the
alarm,
not
just
for
the
city
of
Apopka,
not
for
the
State
of
Florida,
but
for
our
country.
Our
country
right
now
is
in
a
national
crisis
too
many
good
people
standing
by
watching
bad
things
happen
and
not
doing
anything
about
it.
I'm
gonna
keep
driving
at
home
to
somebody.
Listen
to
us.
AG
Somebody
listen
to
me
too
many
good
people
sitting
by
watching
bad
things
happen
on
every
level,
whether
it's
in
law
enforcement
or
whether
it's,
whether
it's
been
politics,
medical
too
many
good
people
on
every
level
are
watching
bad
things
happen
and
know
it
and
still
standing
by
being
silent
about
it
until
we
change
that
we're
headed
for
a
national
crisis
in
our
country,
I
keep
putting
this
up
and
this
validate
what
I'm
telling
you
in
the
last
mayoral
election.
AG
You
see
it
right.
There
we
had
35
000,
registered
voters.
Less
than
8
000
people
came
out
to
vote.
I've
been
keep
pushing
this
and
pushing
this
pushing
is
because
we're
all
so
entertained
that
we're
not
listening,
we're
not
seeing
what's
going
on
in
the
wildness.
That
is
a
direct
disrespect
for
every
veteran
and
every
Armed
Force
young
man,
young
lady
sister
mother
daughter,
got
to
serve
in
our
country
today.
AG
AG
We
are
where
we
normalize
the
abnormal
we
just
these
desensitize
the
truth,
people
right
now
they
so
used
to
some
so
much
abnormal
stuff.
If
you
bringing
the
truth,
they
don't
even
want
to
listen
to
it.
AG
AG
If
my
people,
who
are
called
by
my
name,
will
humble
themself
and
pray
and
seek
my
face
and
turn
from
their
Wicked
Ways.
Then
I
will
hear
then
then
I
will
hear
from
heaven
and
I
will
forgive
their
sins
and
I
will
hear
their
land
I.
Want
you
to
look
at
one
when
we
all
come
by
and
we
say:
let's
come
together,
but
here's
the
problem.

I
read
the
the

from

personal

that
there
were
five
people
that

beat

he
called
us
a

That's
what
one
of
the
minister
said.
You
guys
heard
it,
but
then,
after
my
breakfast
didn't
remember
this
Administration
ain't
doing
what
it's
supposed
to
do,
but
yet
and
still
they
can
give
this

You
know
why
it's
very
disappointing
that
it's
the

the

him,
but
a

can
sit
up
there
and
rely

we're

that's

and
everything.

he's

He

Is
that
why
we're
losing
firefighters
is
that
fire
why
our

up
over
a

we're

many

it's
exactly
what's

AJ
We've
done
the
Power

I
have
never
one
time
had
a
problem
out
of
the
mayor
or
the
city
council
doing
anything
that
promoted
Christianity
in
the
city,
the
Apopka
mayor's
prayer
breakfast
was
started
by
Maryland,
who
came
to
us
as
ministers,
and
let
me
make
a
statement
to
you:
you're
talking
about
men,
Baptist
Nazarene,
Catholics,
Pentecostals,
all
having
breakfast
together.
That's
a
miracle
within
itself.
AJ
When
people
ask
me
all
the
time
where
do
you
Pastor
and
I
say
Apopka,
usually
they
come
back
and
say:
aren't
you
that
guy
from
lapuka
and
I
usually
respond
to
Northwest
Orlando
anyway,
I
want
to
read
something
that
I
when
I
first
started,
pastoring
and
I
moved
here
that
a
man
of
God
gave
me
and
and
I
would
I
would
like
you
to
listen
to
it
and
adopt
it.
I
did,
and
it's
helped
me
out
on
the
Western
Plains
of
America
new
immigrant
family
arrived
in
the
town.
AJ
They
haltered
a
wagon
in
front
of
a
farmer's
house
and
asked
him
what
kind
of
people
live
around
here.
Your
farmer
said
well
newcomer
what
kind
of
people
lived
in
the
country
you
came
from.
Oh
the
Immigrant
said
it
was
terrible.
Crooks
Liars
receivers,
dishonest
people
everywhere,
as
businessmen
were
crooked,
the
officials
are
worse.
That's
why
we
left
that
place.
We
want
to
find
a
brand
new
world.
Well,
the
farmer
said
I
expect
that's
kind
of
people
you're
going
to
find
around
here
too.
AJ
The
next
day
another
load
of
immigrants
arrived
and
stopped
to
talk
to
the
Farmer.
They
too
wanted
to
know
what
kind
of
people
were
settled
in
that
area.
The
wise
old
farmer
said
well
newcomer
what
kind
of
people
lived
in
the
country
you
came
from
the
Immigrant
said
it
was
fine
land.
Fine,

Merchants
were
honorable.
Our
people
cared
for
each
other.
It's
hard
to
leave.
We
thought
we
would
come
and
bring
some
of
the
good
out
west
to
help
bring
a
new

V
Good
evening
72
East
Main
Street
I
bought
the
building
over
there.
It
has
been
an
incredible
year,
so
I
want
to
I
want
to
start
by
thanking
the
police
department
because
they
have
been
phenomenal
if
I
call
a
non-emergency
line,
I
get
good
response
and
I
have
a
police
action
quickly
and
I
appreciate
that
I
also
want
to
thank
the
fire
department.
I
had
an
incident
and
9-1-1
came
very
quickly
and
I
appreciate
the
services
it
was
I,
don't
want
to
use
them
anymore,
but
it
was
phenomenal.
V
V
James
hits
been
incredible
to
deal
with
as
well
and
we're
about
11
months
in
and
we've
tapped
into
some
of
those
resources,
we're
hoping
to
do
some
more
of
that
and
and
continue
to
improve
that
that
corner
the
people
at
the
Museum
have
gotten
me
historical
photos
and
we're
going
to
focus
we're
going
to
feature
some
of
those
in
the
hallway
upstairs
so
I
appreciate
the
support
that
the
city
has
shown
through
this
process,
we're
probably
about
80
percent
done
with
the
renovations
on
the
inside
and
we'll
be
moving
to
the
outside,
soon
with
paint
and
we're
hoping
to
get
some
funds
for
the
for
that
featured
mural.
V
V
The
propagate
with
the
new
deck
that
they're
building
is
incredible.
They
I
guess
they
bought
Hall's
Feed
Store
and
are
going
to
put
restaurants
and
there's
other
there's
another
restaurant
coming
in
the
barber
shops
different
businesses
that
try
to
revitalize
this
area.
My
main
concern
that
I
have
and
I've
shared
it
with
the
mayor
and
he's
been.
He
he's
been
listening
to
me
and
proactive,
but
it
is
seems
to
be
a
growing
concern
with
homeless
and
I.
Don't
know
what
the
city's
plans
are.
V
So
but
it
needs
to
be
dealt
with
because,
with
with
the
with
what's
happening
down
there
in
the
revitalization,
with
the
three
odd
guys
and
the
ax
throwing
and
and
the
propagate
with
the
deck
and
New
Halls
Feed
Store
myself,
it
doesn't
take
much
from
these
homeless
people
to
put
us
out
of
business,
and
so,
if
you
guys
want
the
area
to
do
well,
we're
going
to
have
to
come
up
with
a
plan
to
and
I'll
I'll
be
happy
to
help.
V
But
it
there's
got
to
be
something
more
than
what's
happening
right
now,
to
get
rid
of
the
we're
going
to
take
care
of
the
homeless
people
okay,
but
on
the
good
side.
11
months
it's
been
a
good,
it's
been
a
good
situation
over
there
and
I
appreciate
everybody's
support.
Thanks.
A
All
right
call
the
meeting
back
to
order.
We
have
10
consent
agenda
items.
Does
anybody
need
to
pull
any
of
them
or
any
discussion?
The.
U
U
Is
I
mean
it
basically
goes
into
the
Pioneer
agreement?
I
didn't
know
if
we
could
get
an
update
about
that
just
kind
of
provide
where
we're
at
the
Timeline
I
know
that's
yeah.
AM
Thank
you
so
much
y'all
remember
Jacob
Schumer!
Yes,
he's
now
with
with
gross
hands,
he
was
with
Shepard
Smith
home
iron
hand,
did
I,
say
I'm
all
right.
S
AM
In
addition
to
the
this
pioneering
agreement,
we
potentially
have
another
one
coming
up
on
hogshead
Road
and
then
I've
got
at
least
three
agreements
to
take
Orange
County
Roads
that
they've
been
trying
to
give
to
us
trying
to
get
those
agreements
ready
and
then
just
a
few
other
things
related
to
transportation,
and
so,
with
regard
to
the
the
pioneering
agreement,
we
are
we'd
hope
to
be
here
today
with
the
agreement
and
now
I'm
hoping
to
be
here
on
June
7th,
but
I
got
a
little
I,
don't
know
if
it's
alarming
or
happy
Terra
tedro,
who
is
a
counsel
for
the
Evans
Group,
just
sent
me
a
text
and
she's
in
labor
three
weeks
early,
so
I'm
not
really
sure
what
that's
going
to
do
to
our
schedule.
AM
I
hope
it
doesn't
push
us
out,
but
it
may
I,
don't
know
how
they
feel
about
their
Council
not
being
available
for
a
while,
but
Jake
and
I
are
ready
to
get
back
to
work.
Get
the
the
agreement
finalize
with
our
partners.
So
with.
AN
I
I
would
be
surprised,
sorry
I've.
This
is
I
apologize
for
the
timing
of
my
firm
transition.
I'd
hope
to
be
able
to
get
back
to
work
last
city
council
meeting,
but
I
know
that
there
was
a
slight
hang
up
with
the
engagement
agreement,
but
from
what
I
understand
so
I
worked
as
hard
as
I
could
to
get
a
draft
out
to
the
developers
before
I
left.
My
previous
before
I
left,
Cliff
Shepard's
firm
from
what
I
understand.
AN
One
of
the
developers
had
some
kind
of
realization
and
made
some
kind
of
significant
change.
I,
don't
know
what
that
is.
Obviously
because
I
haven't
been
doing
work
on
it.
It
could
have
continued
under
the
shepherd
firm
with
your
previous
contract,
but
obviously
they'd
have
to
relearn.
Basically
everything
we'd
been
working
on
so
it
may
depend
on
the
developer,
but
you
know,
and
when
I
came
to
talk
to
you
in
February,
I
gave
an
optimistic
schedule
when
we
could
bring
back.
The
truth
is
like
you
know:
I
I
gave
that
schedule
thinking.
AN
We
have
four
parties
to
this
agreement.
They
seem
all
in
in
you
know,
in
unison,
on
their
hopes
for
the
agreement
it
should
be.
We
should
be
able
to
bring
it
back
relatively
quickly,
but
the
truth
is
it's
not
just
four
parties.
It's
four
attorneys,
it's
four
Engineers
it's
for
developers,
and
maybe
you
know
we
had
a
term
sheet
lined
up.
AN
Basically-
and
you
know
this
takes
one
engineer
to
realize
some
kind
of
implication
they
aren't
comfortable
with
and
for
us
to
have
to
kind
of,
stop
and
say:
okay,
how
do
we
address
this
and
we
worked
with
all
diligent
speed?
We
don't
want
to
ram
anything
through
unless
it's
ready,
it's
a
huge
agreement.
It's
a
complicated
agreement
and
so
I
I,
obviously
I'd
love
for
it
to
be
come
back
next
week,
but
that
would
be
again
very
optimistic.
Okay,.
AN
Each
of
the
concerns
well,
I,
I,
don't
know
what
the
change
is
that
was
referenced
by
somebody
else.
Each
of
the
changes
that
the
cons
that
the
developers
were
brought
up
were
either
the
city
got
myself
representing
the
city
got
what
we
wanted,
or
it
was
resolved
in
some
way
that
we
were
comfortable
with
so
okay.
U
Because,
obviously,
it's
very
important
for
that.
The
success
of
that
whole
area
to
have
the
correct
infrastructure
for
their
project,
so
right
cool
as
long
as
we're
getting
somewhere
with
it
and
the
sooner
the
better.
Obviously
so,.
AN
Right
and
I
believe
we'll
be
scheduling,
I
mean
we
I've
been
talking
to
Pam,
obviously
not
as
an
attorney
just
to
get
prepared.
We
have
meetings
scheduled
for
tomorrow,
just
think
on
the
assumption
that,
if,
if
you
guys
approve
it
tonight,
obviously
that
wouldn't
take
place,
if
you
don't
the
but
we'll
be
circulating
with
for
anybody
that
would
like
to
talk
about
it
with
a
specific
draft.
So
every
one
of
your
questions
I'll
be
ready
to
answer
awesome.
AM
A
AN
AN
A
A
That
was,
you
know
unanimous
or
you.
It
was
very
didn't
have
to
do
it
and
we're
you
know,
we're
glad.
You
know.
We've
got
a
great
relationship
with
Cliff
Shepard,
so
we
didn't,
but
it
was
it
was.
It
was
his
prerogative,
he
didn't
have
to
do
it
and
we
appreciate
him
stepping
up
and
supporting
this
agreement.
So
thank.
AN
D
E
Robert
Hitler
Information
Technology
director,
so
we
don't
do
the
city-wide
Wi-Fi
anymore.
We
only
have
a
direct
or
select
locations
such
as
Northwest,
Recreation,
Center,
Billy,
Dean,
Community
Center.
That's
not
necessarily
a
rapid
I'm.
Sorry,
a
Motorola
project,
it's
one
of
their
vendors
that
provides
that
for
us
they.
E
E
E
E
The
contractor
that
Motorola
has
for
our
wireless
system
right
is
for
the
maintenance
for
a
wireless
ring
that
provides
voice
and
data
to
our
outlying
locations,
such
as
fire
stations.
Two
through
six
grossenbacher
treatment
facility,
the
entire
Northwest
Rec
complex
right,
Billy,
Dean,
Community
Center.
E
We
was
not
on
it,
yet
we're
using
a
actual
circuit
from
Lumen,
but
they
could
potentially
be
on
it,
but
that's
how
all
of
the
stations
get
their
voice
and
data
back
to
us.
So
there
is
no
more
Wi-Fi
all
these
access
points
out
on
the
road.
Those
are
dead
docks.
There
is
no
transport
for
that.
So.
D
Why
is
it
like
even
when
I'm
outside
and
I
turn
off,
they
offer
that
I
love
Apopka.
G
E
E
Are
still
some
up
there
or
they're
not
being
well,
so
they
are
polling
power.
I,
don't
know
what
the
agreement
was
on
that
that
was
prior
to
my
time
and
the
reasoning
that
they
were
left
up.
There
was
in
case
we
wanted
to
put
other
Hardware
devices
cameras.
We
would
be
able
to
swap
those
devices
out
with
having
to
do
another
agreement
with
Duke,
but
those
devices
have
no
internet
transport.
Sometimes
the
wires
will
fall
down.
E
AF
F
A
A
AM
Okay,
so
the
applicants
of
the
Oaks
at
Monroe
has
asked
that
Council
Council
grant
them
a
waiver
for
the
required
left
turn
line
for
their
project
entrance
on
Monroe
Street.
So
we
have
two
places
in
our
code
that
talk
about
Side
Access.
This
is
the
code
that-
and
this
is
pretty
standard
it
comports
with
state
law.
If
you
looked
at
Orange
County's
code,
it's
going
to
say
the
same
thing
essentially
is
telling
developers
applicants
that
they
are
required
to
provide
safe
and
adequate
access
to
their
site.
AM
These
are
a
list
of
the
of
the
items
that
we
may
ask
for
at
their
expense
to
to
provide
to
make
sure
that
access
is
safe,
and
then
there
here's
the
language
that
specifically
says
there
shall
be
a
rebuttal
presumption
that
a
left
turn
lane
shall
be
required
for
all
residential
and
non-residential
developments
unless
waived
by
City
Council.
AM
So
this
is
the
the
site
plan.
As
you
can
see,
this
site
has
one
entrance.
It's
82
units
one
entrance
on
Monroe
Street,
which
is
a
two-lane
road.
AM
There's
cross
connectivity
on
the
southern
end
of
the
site.
They
we
wanted
it
on
the
Northern
end
of
the
site
so
that,
when
the
property
to
the
West
developed,
we
could
reconfigure
site
access,
have
one
and
line
it
up
with
Christiana,
but
they
didn't
want
to
do
that.
They
put
it
on
the
south,
so
we
can't
we
won't
be
able
to
do
that
which
increases
the
need
for
this
left
turn
lane
at
the
existing
location.
AM
At
one
point,
they
were
asked
to
look
into
connectivity
to
the
east
through
the
parking
lot
either
they
didn't
want
to
do
that
or
they
just
didn't.
We
did
spend
about
six
months
going
back
and
forth.
They
wanted
access
from
State
Road
436,
neither
dot
nor
I
thought.
That
was
a
good
idea
and
when
I
finally
relented
and
said
fine,
you
can
have
a
write-in.
The
conditions
were
always
the
same
about
what
they
needed
to
do.
AM
To
put
that
in
it
was
a
very
expensive
fix
and
and
they'd
been
told
that
all
along
and
it's
it's
not
an
optimal
place
for
an
entrance.
We
talked
to
them
about
cross
access
with
Dairy
Queen
doing
some
other
things,
I
don't
know
if
they
ever
talked
to
Dairy,
Queen
I
think
in
the
end
they
probably
decided
it
was
just
too
expensive
and
I
was
only
going
to
allow
a
ride
in
we
put
a
new
signal.
There.
AM
This
is
the
aerial
of
their
property
and
I
highlighted
that
little
red
square
there
have
been
I've
been
told,
and
they
actually
said
they
when
they
were
in
counts
in
front
of
council.
Before
for
a
previous
phase
of
their
project.
AM
They
said
that
this
was
the
first
that
they'd
heard
of
the
tur
Lane,
and
there
were
reasons
why
they
couldn't
do
it.
One
thing
that
they
pointed
out
was
a
lift
station.
Well,
I
want
y'all
to
see
where
the
lift
station
is.
It
is
not
in
the
road
right
away.
It
certainly
isn't
in
a
place
that
would
interfere
with
adding
a
small
left
turn
lane.
AM
The
applicant
did
submit
a
left
turn
warrant.
He
used
a
standard
methodology.
It
comes
from
report
457,
but
I
would
say
to
you
that
it's
a
guideline.
What
he's?
What
he's
not
going
to
tell
you
and
I'm
going
to
tell
you
is
how
that
how
that
works?
It's
not
necessarily
about
numbers,
but
it's
a
comparison
of
what
the
cost
of
the
turling
is
versus.
What
the
potential
cost
of
of
an
accident
might
be.
So
it's
different
than
just
saying.
AM
Well,
you've
got
this
many
cars
approaching
where
the
turn
lane
would
be
in
this
many
turns
and-
and
it
doesn't
make
sense
to
do
it.
I
would
also
tell
you
that
I
rely
on
traffic
studies
only
to
a
certain
degree.
It's
why
it's
called
planning
and
I'm
going
to
give
you
an
example
of
two
places
where
a
traffic
study
was
done
and
the
by
reputable
firms.
What
the
first
one
is
was
done
by
Dot
and-
and
we
all
know
that
the
outcome
of
that
study
is
false.
AM
The
first
one
is
U.S
441
in
Bradshaw,
we've
been
asking
them
for
a
while.
We
need
protected
left
turnlings.
There
I
doubt
that
there's
a
single
one
of
y'all
that
hasn't
gotten
a
call
about
needing
those
turn
lines,
but
the
study
that
dot
had
done
said
that
left
turn
lines
protected,
left
turn
Lanes
weren't
warranted
another
one
is
at
the
intersection
of
Leicester
and
Plymouth
Sorrento
Road.
There
is
a
turn
lane
on
Lester,
but
what
happens?
Is
traffic
backs
up
and
blocks
off
people
wanting
to
turn
it
blocks
the
through
traffic?
AM
The
operational
analysis
was
done,
for
that
was
done
for
the
the
project.
That's
coming
in
called
Ode
to
be
kids.
That
said
that
that
intersection
works
perfectly
well,
but
we
all
know
that
it
doesn't
well
I
know
now.
Chief
McKinley
brought
that
to
my
attention
and
because
it's
a
safety
issue
they
they
need
to
fix
that.
AM
This
is
a
safety
issue
too
I'm
going
to
ask
deputy
chief
Miller
to
come
up
and
tell
you
he
has
the
authority
to
override
a
traffic
study
override
me
if
it's
a
safety
issue
and
and
he's
going
to
tell
you
why
it's
a
safety
issue.
AK
Mayor
Commissioners,
Jerome
Miller
pop
the
police
department,
when
I
was
asked
to
come
and
speak.
I
spoke
to
our
current
traffic
enforcement.
Some
past
Personnel.
That's
also
worked
traffic
enforcement
and
traffic
homicides,
and
we
were
talking
about
this
development
proposed
development
here
on
Monroe
Monroe
Avenue
is
often
used
by
traffic
as
an
alternative
route
from
U.S
441
and
State
Road
436
in
that
area.
AK
Motorist
s
use
it
to
avoid
the
traffic
law
enforcement.
At
times
here
at
the
poplica
police
department,
we
did
toward
traffic
down
Monroe
when
there's
a
road
closure
on
Main
Street
on
State
Road
436
near
the
merge
near
Dairy
Queen,
the
benefits
of
a
dedicated
left
turn
lane
at
this
location.
It
would
allow
traffic
to
flow
westbound
as
cars
or
waiting
to
turn
left
and
I
believe
this
left
turn
lane.
I
think
it
was
a
unanimous
vote
by
the
DRC
committee.
AK
If
I'm
not
mistaken,
the
volume
of
the
traffic
that
would
turn
left
for
the
initial
project
may
or
may
not
warrant
the
installation
of
a
dedicated
left
turn.
But
you
know,
with
this
development
and
I,
think
there's
a
proposed
Development
coming
to
the
west
of
there.
If
we
don't
do
it
now,
when
are
we
going
to
do
it?
We've
had
accidents
here
on
main
main
street
here
and
we
divert
all
of
our
traffic
back
to
Monroe
and
they
travel
to
the
east
to
come
back
out
on
Shelor
to
dump
back
on
the
436..
AK
We
just
had
a
traffic
accident
here
last
night,
I
wasn't
here,
I,
don't
know
which
way
they
directed
but
I've,
been
here
26
years
working,
and
we
do
it
countless
times
here
right
here
off
of
Main
Street
and
use
Monroe
to
divert
traffic.
So
we
are
here
to
support
this
left
turn
here
of
this
development
and
we
support
Pam
in
this
endeavor.
AM
So
you
know
there
are
places
where
we
don't
have
left
turns
and
you're
probably
wondering
why
you
didn't
get
asked
about
it
and
the
one
that
I'm
sure
is
on
your
mind
is
Win
Dixie
and
we
can
discuss
that.
But
it's
a
separate
issue
I've
been
told
by
two
Council,
our
current
Council
and
our
Council
before
them,
that
there
are
no
precedents
that
each
you
have
to
look
at
each
instant
separately
as
its
own
unique
situation.
AM
AM
It's
it's
not
a
very
expensive
fix,
in
my
opinion,
I'm,
not
asking
for
a
thousand
foot
long
turn
lane
with
a
50
foot,
taper
I'm
looking
for
something
that'll
hold
just
a
couple
cars
to
get
traffic
out
of
the
traffic,
the
the
flow
of
traffic,
so
that
that
there's
no
blockage,
I
think
it's
a
reasonable
request
and
therefore
I'm
asking
you
to
deny
the
request
from
The
Oaks
of
Monroe
and
require
them
to
install
the
left.
Turn
line.
Pay.
A
AM
AM
It
okay
to
add
the
capacity
for
three
more
cars.
I
would
say
this
one
depending
on
what
they
have
to
do
with
there's
an
inlet
out
there.
It
may
be
just
a
little
more
but
not
very
much.
There's
plenty
of
right-of-way
there.
AL
M
The
lens
perspective
I
think
we
got
caught
up
in
this
the
last
time
we
talked
on
this
topic
too.
The
rebuttal
presumption
and
I
I
saw
I
I'm,
always
the
type
that
tries
to
put
a
more
simple
analogy
terms
think
about
when
people
divorce
that
have
kids,
the
presumptive
or
the
rebuttal
presumption
would
imply
that
they
get
equal
custody
of
those
children
and
unless
there's
compelling
evidence
to
suggest
they
shouldn't.
M
So,
if
we're
going
to
cite
this,
which
staff
is
this,
it
doesn't,
it
says
all
residential
on
all
non-residential,
but
the
one
that
we
keep
on
both
the
staff
and
I'm
sure
the
applicant
is
too
is.
However,
there
are
shall
be
a
rebuttal
presumption
that
I
left
turn
lane
shall
be
required
for
all
residential
and
non-residential
developments
unless
waived
by
the
city
council.
M
So
I'm,
assuming
with
that
rebuttal
presumption
that
literally
every
single
development
within
the
city
of
Apopka
would
require
this.
That's
that's
what
we're
saying
by
rebuttal,
presumption
and
I
know
you
don't
want
us
to
talk
about
Winn-Dixie,
but
it's
prevalent
on
Winn-Dixie
and
the
piece
of
business
that
was
tabled
tonight
too,
on
Jones
Road
I.
Do
not
believe
is
required
to
do
a
left
turn
line
into
that
Industrial
Park
either.
So
just
I'm
just
saying
that
there's
examples
here
that
are
both
past
and
future.
M
AM
Sure
there
is
a
very
unlikely
chance
that
you're
going
to
have
any
left
turn
lines
going
into
that
you're
talking
about
the
one
over
on
John's.
M
I
agree
with
you
I'm
just
saying
that
we're
hammering
home
this
underlying
statement
up
there,
as
fact
and
that's
what
I'm
saying
the
rebuttal
presumption,
is
very
clear.
It's
you
have
to
assume
that
it's
going
to
happen
on
every
single
one
of
these
and
I'm
and
I
didn't
see
it
in
the
initial
plans.
I
know
that
they're
coming
back
to
us
with
with
plans
but
the
lead-in
packet.
There
then
ask
the
council
to
waive
that
left.
Turn
lane.
AM
M
U
I
hear
you
yeah,
but
at
the
same
time
to
Pam's
Point
each
parcel
is
individually
different.
They
all
have
different
sure
unique
features,
different
topography,
different
everything,
Frontage
different
uses.
Everything
so
I
hear
you,
but
also
when
Dixie
can't
be
compared
to
this
project,
totally
different
use,
different
everything.
The
time
that
people
are
going
to
be
using
Winn-Dixie
is
different
than
the
traffic
that's
coming
in.
M
And
out
I
think
we're
saying
the
same
thing,
because
what
I
don't
want
to
have
to
happen?
Is
it's
an
adversarial
thing
with
Stafford
we're
up
here,
because
this
is
in
our
code
to
say
unless
waived
by
city
council
and
that's
what
we're
all
up
here
to
do
is
to
hear
both
sides
of
the
argument
to
come
to
a
right
decision,
but
yeah
each
each
one
has
its
merits
and
has
its
own
Dynamic
Design
Elements
to
it.
Yes,.
AM
We
haven't
always
brought
all
these
to
you.
It
just
started
becoming
an
issue:
we've
been
getting
pushed
back
and
there
there
are
times
when
I
mean
if,
if
it's
Shaw's
pleasure,
I'll
be
happy
to
bring
every
single
left
turn
lane
to
you
to
decide
some
of
them.
I
would
tell
you
that
when
Dixie
has
three
points
of
access,
the
access
to
the
rear,
the
one
on
Monroe
because
of
where
it
is
and
how
it's
set
up
with
the
parking
lot,
it's
meant
to
be
more
of
a
service
access.
AM
M
I
I
want
to
take
the
preferential
thing
out
of
it
right
because
again,
I'm
going
back
to
just
factually
speaking
the
code,
the
code
doesn't
have
Provisions
in
there
to
say.
Staff
can
make
an
alternate
decision
based
off
of
what's
in
our
code
and
so
I
want
to
make
sure
that
it's
not
a
preference
of
whether
or
not
I
want
to
view
all
of
them
or
not.
Our
code
suggests
that
we
have
to
assume
that
it's
going
to
happen
and
then,
if
there
is
a
waiver
request,
it
has
to
come
before
this
Council.
M
That's
just
how
the
code
is
written.
Now
this
happens
to
be
tucked
underneath
the
Land
Development
code
under
traffic
impact
analysis.
So
a
lay
person
like
me
is
going
to
say
yes,
a
rebuttal
presumption
on
the
term
laid
necessity.
Unless
compelling
evidence
would
suggest,
through
the
traffic
impact
analysis,
that
there
isn't
a
need
for
it
and
that's
again
the
lens
that
I'm,
using
as
we
hear
proceedings
tonight.
M
Before
we
enter
a
very
weird
Uncharted
Territory,
because
if
we're
going
to
come
up
here
and
make
a
blanken
statement
about
how
tias
are
kind
of
nice
to
have,
but
hey
we're
going
to
disregard
them,
I,
don't
I,
don't
necessarily
agree
with
that
sentiment.
AM
D
AM
Don't
say
we're
not
going
to
use
it,
but
look
when,
when
a
project
comes
in
I
know
where
the
the
trouble
areas
are.
You
know
I'm
not
going
to
argue
whether
or
not
there's
enough
capacity
on
the
roadway
for
the
most
part,
every
roadway
segment
in
our
city,
based
on
the
standards
that
we've
established,
has
roadway
capacity.
AM
It's
the
intersections
inside
access
that
are
generally
the
problems,
so
I
try
and
direct
the
attention
to
those
I'm,
not
throwing
out
the
traffic
study
I'm
just
saying
that
there
are
times
when
we
know
better
than
the
applicant,
the
applicant's
job
and
their
Traffic
Engineers,
to
try
and
show
that
the
impacts
of
their
project
will
not
create
won't,
be
a
negative,
have
a
negative
impact
on
the
city's
roadway,
Network
and
and
so
they're
going
to
use
all
the
tools
that
they
have
and
they
use
the
right
tools.
AM
I'm
just
telling
you
that
the
tools
are
guidelines
and
they're,
not
always
right,
they're,
not
it's
it's
not
black
and
white.
It.
It's
never
been
that
way,
and-
and
so
this
is
one
of
those
times
where
the
tools
didn't
do
justice
to
this,
and
we
just
we
just
have
to
know
that.
That's.
D
And
so
I'm
gonna,
full
disclosure
I,
did
sit
down
with
Miss
Kim
Fisher
over
this
project
and
she
showed
me
three
different
maps
of
the
left
to
left.
Lane
turn:
okay,
because
I
always
kind
of
mix
the
words
up.
D
Were
they
aware
because
then
you
know,
then
you
know
they
share
their
side
of
of
this
project,
so
they
started
in
2021
and
they
said
that
they
were
only
informed
of
the
left
laying
turn
at
the
pnz
on
February
14th.
Did
they
know
before
that?
That
was
something
that
was
required
of
them.
AM
Well,
like
I
said,
we
spent
all
this
time
talking
about
access
on
State,
Road,
436
and
a
lot.
A
lot
of
attention
was
given
to
that.
But
I'll
tell
you
it's
not
my
well.
It's
not
my
responsibility
to
read
the
code
for
them.
They
read
the
code.
They
knew
how
many
units
they
could
do.
They
read
the
code.
They
knew
how
many
parking
spaces
they
needed
to
do.
They
read
the
code.
They
knew
what
their
Landscaping
needed
to
look
like.
AM
So
if
they
had
read
the
code
and
came
to
me
and
said
Pam,
do
we
have
to
put
a
left
turn
lane
in
I
would
have
said
yes
immediately
so
yeah?
If
you
want
to
follow
me
for
that,
but
it's
not
my
responsibility
to
read
the
code
to
them.
It's
their
responsibility
to
read
the
code
and
and
build
that
into
their
their
site
plan,
and
they
aren't
even
yet
at
construction
site
plan
they're
still
at
an
earlier
phase.
So
there's
been
plenty
of
time
for
them
to
read
the
code
and
ask
that
question.
D
X
Good
evening,
mayor
and
Commissioners,
my
name
is
Scott
Baker
and
I
represent
the
property
owner
and
the
applicant
for
this
project.
I'm
a
land
use
attorney
I'm
my
office
is
at
315
East,
Robinson,
Street,
Orlando,
32801
I,
didn't
plan
on
saying
this,
but
before
I
was
a
attorney.
I
was
a
planner
for
a
good
12
to
15
years,
worked
for
a
couple:
local
governments,
I'm
I'm,
basically
speechless
at
what
I've
been
hearing
tonight
about
this
project.
I've
never
heard
anything
like
it.
X
What
I
want
to
do,
if,
if
you
will
indulge
me
mayor,
is
I
want
to
give
a
brief
overview
on
background
of
how
we
got
here
and
then
I'm
basically
going
to
highlight
a
couple
of
the
legal
issues
at
play
because
we
started
to
get
into
them.
I
want
to
frame
it
for
you
and
then
we'll.
Let
the
experts
weigh
in
with
their
evidence.
I
want
you
to
key
in
on
that
word
evidence
please,
because
evidence
has
been
sorely
and
abstractly
lacking
on
the
city's
contribution
to
this
discussion.
X
Up
until
this
point,
the
what
we're
asking
for
is
for
you
to
agree
that
we
have
overcome
that
presumption.
I
I
handed
you
a
definition
of
what
a
rebuttable
presumption
is,
and
it
means
exactly
what
commissioner
Becker
was
saying.
We.
D
X
AB
G
G
D
X
To
you
that
we
meet
your
requirements,
we
did
that
we
got
approval
on
the
master
development
plan
on
March
1st.
Then
a
new
issue
came
up
and
we
have
a
new
burden
to
meet.
That
burden
is
meet
this
rebuttable
presumption
or
address
this
for
buttable
presumption
that
a
left
turn
lane
is
required.
We
went
back
to
the
drawing
board
and
brought
you
a
new
study
by
our
traffic
engineer
conclusively
stating
no
left
turn
is
warranted
at
this
location
and,
yes,
it
was
over
a
year
of
back
and
forth.
X
At
DRC,
our
plan
came
in
April
4th
of
2022,
even
before
that
2021
I
was
doing
a
comp
plan,
Amendment
or
Miss
Fisher
was
handling
that
and
I
didn't
get
brought
in
until
February
14th.
When
we
learned-
oh,
my
goodness,
there's
going
to
be
a
turn
lane
requirement
imposed
on
us
at
pnz.
We
learned
that
yes,
it's
in
the
code,
but
I
want
to
I'll
talk
about
that
in
a
second
where
it
where
it
lives
in
the
code
is
important.
X
So
yeah
you've
already
heard
about
the
scope
of
the
project
I'm
not
going
to
go
into
all
the
meetings
we
had.
We
were
all
at
City,
Council
I
want
to
I,
want
you
to
focus
on
two
legal
principles
and
then
I'll
get
out
of
the
way
with
all
the
legal
stuff,
and
let
you
to
apply
that
legal,
those
legal
principles.
What
you're
hearing
tonight
number
one
is
the
concept
of
the
the
test
that
this
city
has
to
meet
to
exact
something
from
my
client.
X
X
So
that's
a
connection,
we're
causing
a
harm
you
make
us,
give
you
something
to
fix
that
harm
or
impact.
Let's
call
it
an
impact
and,
of
course,
Europe
you,
you
have
every
right
to
demand
an
exaction
from
us.
Maybe
it's
right-of-way,
maybe
it's
a
new,
a
new
signal,
something
like
that
to
address
an
impact
we're
causing
to
this
community,
but
there
has
to
be
a
connection.
Increased
traffic
requires
traffic
improvements.
X
The
other
tests
that
Supreme
Court
tells
us
to
look
at.
It's
got.
It's
got
to
be
be
in
proportion,
you
don't
chart,
you
don't
make
a
single
family
home,
you
know,
put
a
new
Lane
on
I-4,
because
that
would
be
grossly
out
of
proportion
to
the
impact
of
that
new
single-family
home.
So
you
have
to
meet
the
Nexus
test
and
you
have
to
meet
the
proportionality
test.
According
to
our
Supreme
Court,
then
you
get
to
take
stuff
from
us.
X
The
other
principle
is
how
we
make
decisions
in
this
setting
we're
in
a
quasi-judicial
setting
tonight.
You
are
required
to
make
a
decision
based
on
evidence.
It
has
been
presented
to
you
and
testimony
that
you're
going
to
hear
it's
not
based
on
other
things
that
that
come
in
that
have
no
evidence
behind
them
and
the
catchphrase
there
is
competent,
substantial
evidence.
X
We
have
seen
none
from
the
city
on
this
issue,
just
personal
preferences
or
gut
feelings
about
traffic
increasing
or
more
crashes.
Those
don't
count.
What
counts
is
what
we're
going
to
present
to
you
from
from
Kim
and
vasu,
as
evidenced
by
licensed
professionals
that
deal
in
this
area,
and
so
what
evidence
are
we
talking
about?
Usually
there's.
There
could
often
be
debate
about
that.
The
city
has
made
it
very
easy
for
us,
and
you
started
talking
about
that
earlier
city
code
has
a
wonderful
cheat
sheet
at
section:
5.16.5
traffic
impact
analysis.
X
This
is
a
great
tool
because
it
allows
us
to
sit
down
as
developers
as
developers
Council
up
front
in
the
process
with
your
staff
and
make
a
decision.
Okay.
What
kind
of
study
are
we
going
to
provide
you,
and
commissioner
Velasquez
mentioned
this
a
minute
ago?
We
have
to
walk
in
the
door
with
this
agreed
upon
what
kind
of
data
and
Analysis
are
we
going
to
commission
Mr
Persona
to
handle,
and
it's
not
a
cheap
endeavor,
so
we
walk
in,
he
makes
it.
X
He
reaches
an
agreement
with
your
staff
on
what
is
our
study
going
to
say
that
study
meets
your
Supreme
Court
requirement
right,
it'll
show
the
Nexus
and
it's
going
to
show
the
proportion,
it's
going
to
say:
hey
you're,
you're,
generating
5
000
trips
on
441.
You
need
to
put
in
either
put
in
some
cash
or
build
a
new
Lane.
X
X
X
In
in
cases
such
as
this
and
I'm,
quoting
local
knowledge
is
always
a
more
accurate
gauge
than
software
outputs
and
one-dimensional
data
and
Analysis
that
deals
with
every
situation.
The
same
way
staff
knows
the
roads,
traffic
patterns
and
Trends
and
has
the
local
knowledge
that
supersedes
a
traffic
assessment
that
only
looks
at
one
set
of
numbers.
X
If
this
is
what
we're
dealing
with,
why
did
you
make
us
do
a
traffic
study?
We
can't
read
your
staff's
mind
to
know
when
they
think
there's
a
problem
or
not.
We
look
at
data,
so
that's
what
I'm
upset
about
tonight
and
I
don't
get
upset
much
for
these
types
of
hearings,
so
I'll.
Let
that
go
and
I'll
move
on
and
let
I'll
introduce
the
experts.
X
That's
the
best
way
to
handle
this,
and
we
I'd
like
to
answer
any
questions
you
have
later
or
but
the
more
important
people
are
going
to
be
the
ones
that
follow
me
right
now,
so
I
think
it's
going
to
be
Kim
first
or
vasu.
Thank
you.
F
AO
This
is
going
to
be
a
very
difficult
one
for
me,
because
I
have
to
be
very
respectful
and
I
I
respect
staff
very
much
I
have
worked
either
with
or
indirectly
with
staff
for
over
a
decade,
probably
over
15
years
I
was
probably
their
consultant.
I
was
their
consultant
at
one
point
you
know
they
hired
the
firm
I
worked
for
to
advise
them
on
a
continuing
Services
basis.
So
I
will
say
that
you
know
with
all
all
due
respect
right
after
that,
what
I
would
like
to
say.
AO
As
someone
that
holds
you
know,
I
base
my
whole
livelihood
in
traffic
engineering,
I'm,
a
licensed
planner
and
a
licensed
engineer.
I
used
to
be
a
licensed
professional
traffic
operations,
engineer
but
Yeah.
So,
basically,
I
I
used
to
work
at
Seminole
County,
essentially
doing
what
staff
does
now
and
I.
Think
I
did
it
very
well
and
I
I
I,
I,
I'm,
flabbergasted,
I'm
flabbergasted
at
the
point
that
I'm
like?
Why
am
I?
Why?
AO
Why
do
I
work
so
hard
to
do
this
profession
and
hold
it
so
dearly
right
and
I
work
really
hard
everywhere?
I've
ever
been
to
hear
this
type
of
stuff.
If
it
was
this
easy
for
me
to
do
my
job,
you
know
just
pull
things
out
of
thin
air
again.
I,
don't
want
to
be
disrespectful,
so
point
blank
most
of
what
I
heard
in
terms
of
the
technical
nature
of
what
I
heard.
Speaking
as
a
licensed
professional
engineer
on
a
license.
AO
Planner
I'm
doing
this
for
18
years,
working
in
the
city
of
popca,
studying
the
city
Apopka.
In
fact,
I
work
for
all
nine
counties
at
District
Five
doing
this
I
was
a
I
was
in
continuing
services.
Safety
consultant
in
four
districts
in
Florida
to
hear
what
I
just
heard
it
is
is
really
an
insult
to
my
profession.
AO
Okay,
it's
really
insult,
but
what
I'll
do
I'll
tone
it
down
and
I'll
just
go
through
Point
by
Point
the
staff
report
and
again
I
respect
all
staff,
there's
a
way
that
we
review
traffic
in
in
in
in
Florida
there's
a
way
that
we
make
traffic
engineering
decisions.
It
is
not
based
upon
you
know
some
of
these
things
that
I've
heard
tonight.
AO
Okay
and
I'll
just
go
into
that
first
and
so
forth,
for
example
categorically
incorrect
like
as
in
you
know,
if
I
did
this
in
a
test,
if
I
did
this
in
a
PE
exam
I,
would
you
know
it
would
not
be
I?
Wouldn't
it
would
be
incorrect?
You
do
not
use
a
number
of
access
points
to
decide
if
a
turn
lane
is
warranted,
which
is
what
I
just
heard
staff
said.
AO
You
just
do
not
do
that
if
I
did
that
for
my
clients,
I
will
not
get
a
lot
of
work
around
town,
okay,
so
that
is
wrong.
Our
job.
A
stress.
Sorry,
if
I'm
shouting
our
job
as
as
a
traffic
engineer,
I
think
I
heard
was
to
I
paraphrase-
was
to
do
an
analysis
that
that
skews
towards
the
developers
benefit.
That
is
not
true.
We
I
have
to
do
so
much
ethics
tests
and
these
type
of
things
continue
education,
stuff,
I,
I'm,
not
I
can't
do
that
right.
AO
AO
I
disagree
with
those
numbers
that
assignment
to
the
access
but
they're
comparable
to
the
numbers
that
we
have
and
they
are
much
bigger
development
project
and
they
did
not
have
to
do
internally
and
then
we
will
discuss
safety
in
a
little
bit
more
detail
so
from
the
staff
report
and
all
due
respect
to
you
know
all
all
the
staff
that
voted
and
so
forth,
I
want
to
go
to
you
know,
item
by
item
and
make
six
comments.
The
first
point
is
the
left
turn
warrant
analysis
was
conducted
in
assuming
multiple
entrances
and
access
points.
AO
That's
what
the
staff
report
is
saying
about
our
return
line,
warrant,
memo
and
I'll.
Just
read
the
left,
turn
warrant
analysis
would
conduct
and
as
human,
an
axis
on
Monroe
Avenue.
Only
staff
may
have
incorrectly
interpreted
the
context
of
a
past
report,
excerpt
that
was
in
appendix
without
reviewing
the
actual
traffic
numbers
and
figures
and
by
the
way,
I
think
that's
a
theme,
I'm
I'm,
seeing
quite
often
here
you
know
you
really
have
when
you're
doing
traffic
you
really
have
to
get
into
the
numbers.
AO
If
you
don't
have
the
software,
you
may
have
all
the
ancillary
knowledge
and
so
forth
of
the
area.
But
you
don't
you,
don't
you
can't
make
a
numerical
decision
without
running
the
numbers
in
the
software
and
trust
me
that
software
is
very
expensive
and
I
pay
a
lot
of
money
to
have
that
software.
So
it's
very
important
to
run
those
software
I
want
just
you
know.
I
can't
do
my
job
without
having
that
second
comment,
a
left
turn
is
needed
for
safety.
Well,
let
me
discuss
safety.
AO
AO
Why
is
this
because
doing
so
inherently
is
causes
safety
issues
this
the
the
warrant
that
we
did,
that
we
use
that
dot
and
the
national
feds
direct
us
to
use
take
safety
into
account.
That's
why
it
makes
that
decision
and
here's
how
it
takes
safety
into
account.
When
you
have
the
volume
on
Monroe,
you
have
a
volume
approaching
the
left
turn
so
you're
sitting
waiting
to
make
a
left
turn
you're
opposed
by
a
certain
set
of
traffic,
and
these
warrants
evaluate
that
number
of
traffic.
That's
your!
AO
That's
that
you
that's
opposing
you
and
determines
if
it's
a
safe
situation
for
you
to
be
stopped
as
a
left
turn
vehicle
for
an
extended
period
of
time
waiting.
So
I
heard
earlier
that
that
warrant
is
not
based
upon
safety.
It
is,
it
is
completely
based
upon
safety
right
I
mean.
My
report
shows
that
we
have
a
graph
in
there.
It
plots
it
and
so
forth,
and
this
is
based
upon
National
Data
over
several
decades.
That
was
conducted
to
create
the
volume
thresholds
to
determine
if
a
turn
lane
is
warranted,
warranted
or
not.
AO
But
in
preparation
for
this
meeting,
I
did
a
basically
I
took
the
traffic
volumes
we
had
on
Monroe
and
increase
them
by
50
percent.
So
I
said
what
let's
do
a
sensitivity
test.
Indeed,
traffic
does
grow.
It's
been
growing
in
Central
Florida,
we're
a
high
growth
State.
What
happens
if
traffic
volumes
increases
by
50
percent
and
it
the
analysis
showed
that
turn
lane
was
not
warranted
still.
Why
is
that?
Because
the
volumes
of
our
turns
we
have
13
Vehicles,
12,
13
Vehicles,
making
a
left
turn,
which
is
one
turn
every
five
minutes.
AO
So
if
we
go
there
once
every
five
minutes,
you
may
encounter
a
car
that
is
a
low
volume
situation
and
and
and
it's
it
is
the
turn
Lanes
you
know
warrant
is
not
based
upon
it's,
not
it's
not
singularly
based
on
just
the
turn
volume.
It
also
looks
at
the
interaction
of
the
different
movements
and
so
forth,
so
so
I
would
say
that
adding
an
unwarranted
turnle
into
Monroe
could
in
fact
increase
things
like
speeding
and
so
forth,
because
here's
how
it
happens,
Monroe
is
used
for
a
cut
through
people
cut
to
it
right.
AO
If
you
increase
the
capacity
of
that
roadway
I.E,
you
add,
turn
Lanes.
Now
people
have
a
clear
shot,
they
can
speed.
Increased
speed
is
what
causes
accidents
I'll
skip
to
number
six
and
I.
You
know
this
in
response
to
the
the
chief's
police.
Chief's
comments
regarding
safety.
I
will
say
it
like
this.
AO
Traffic
is
about
the
only
thing:
I
focus
on
traffic
I,
don't
know
much
about
policing.
Anything
I
know
about
traffic
and
I
can
say
that
if,
if
13
left
turns
in
an
hour
13
an
hour
or
approximately
one
vehicle,
every
five
minutes
will
cause
accidents
and
then
from
a
traffic
engineering
perspective
in
all
the
journals.
The
issue
is
not
the
turn
lane
it's
a
speeding
issue,
and-
and
this
is
what
the
the
journals
and
the
books
and
so
forth
would
recommend
address
the
speeding
issue.
AO
But
if
we
add
internally
and
we
can
actually
increase
the
speed
and
issue,
if
you
have
a
speed
and
issue
on
a
Monroe,
a
safety
issue,
the
solution
is
not
to
add.
Currently
the
solutions
to
add.
Perhaps
speed,
speed,
bumps
okay.
So
this
is
why
understanding
traffic
engineering
holistically
is
very
important
now
before,
because
I
know,
my
time
is
limited
here.
I'll
mention
a
few
other
things
on
comment.
Number
five.
AO
There
is
a
drawing
that
Miss
Fisher,
who
she
will
go
into
detail
on
that
put
together
to
illustrate
what
a
left
turn
will
look
like,
and
if
I
can
draw
your
attention
to
the
fact
that
to
create
that
left
turn
you
have
to
shift
traffic.
In
other
words,
you
have
to
create
a
bump
out
to
the
South
to
allow
vehicles
to
to
move
around
what
what
is
what
effect?
Are
you
doing
instead
of
having
a
straight
line?
AO
Vehicles
now
have
to
turn,
and
whenever
you
introduce
turns
on
a
roadway
that
is
in
itself
is
a
is
a
is
a
possible,
introduces,
a
possibility
of
of
accidents
and
conflicts
and
so
forth.
But
the
bigger
issue
here,
which
I'm
pointing
out
is
that,
if
you
add
a
turn
lane
at
this
location,
then
you
may
restrict
your
ability
to
add
a
a
turn
lane
in
the
future.
In
Christiana,
Christiana
is
a
is
a
roadway.
It
has
more
volume
than
our
13
Vehicles.
AO
If
you're
going
to
put
a
turn
lane,
that's
where
you
want
to
put
a
turn
lane,
but
if
you
add
an
unwarranted
turning
that
could
have
otherwise
safety
implications
and
therefore
consequentially
cause
caught,
you
know
negate
your
ability
to
put
a
future
turn
lane.
That
is
not
good.
Quarter.
Planning,
okay
and
I
can
speak
to
you
as
a
planner
that
has
done
this
again
all
over
the
state.
AO
So
you
know
again
I'm
a
little
bit.
You
know
again,
it's
fully
respectful
I,
consider
a
lot
of
people
in
our
traffic
engineering
community
in
Central
Florida
a
friend,
and
none
of
this
is
personal,
but
these
these
things
are
are
very
sorry
if
it
got
animated,
but
these
are.
These
are
the
facts.
AO
You
know
and
we
we
tested
it
if,
if
it
was
otherwise
I
would
you
know
I
can
say
I'm
I'm
doing
another
project
and
the
developer
the
Sumter
County
has
asked
for
eternally
and
I
said
they
asked
for
a
turnlene.
It's
warranted.
You
know
you
should
put
it
it's
going
to
be
for
the
safety
of
your
development
and
your
customers
and
residents
and
patrons
so
I
I'm
I'm
not
trying
to
be
biased
here.
But
this
is
my
my
response
to
to
that.
AO
In
other
words
in
in
conclusion,
if
safety
is
the
con
concern,
what
I
would
like
to
say
is
that
an
attorney
May
in
fact
be
of
worse
safety
consequence
and
actually
you
know
and
then
not
doing
the
Turning,
simply
because
it's
not
warranted
because
it
can
increase
speed
in
it.
Can
it
negates
your
future
ability
to
provide
safe
turn
Lanes
on
on
Wilshire
Christiana?
It
also
in
makes
that
Monroe
Avenue
more
attractive
for
cut
through
traffic
right?
None
of
this
is
in
a
book.
AO
Not
all
of
this
comes
from
years
of
doing
this
work,
seeing
developments
get
built,
taking
traffic
counts
manually
out
again
and
all
this
stuff
about
not
working
in
the
city
of
Popcaan
stuff.
All
I
do
is
look
at
traffic
right
and
I
used
to
do
it.
For
you
know,
a
a
county
and
I
had
to
be
a
good
Steward
of
the
county
and
I
understand
the
perspective
of
trying
to
protect
the
safety
of
the
residents
and
so
forth.
I
think
in
this
case,
though,
we
are
actually
making
a
recommendation
or
a
request
that
does
that.
AO
AP
I
handed
you
a
document
and
I
want
to
walk
you
through
it
and
I.
Want
you
to
have
the
opportunity
to
interrupt,
because
whenever
we're
looking
at
plans,
especially
on
11
by
17,
it's
small
I
get
tunnel
vision.
I,
look
at
plans
all
day
every
day.
You
don't
so
feel
free
to
interrupt
me
and
I
will
try
to
walk
you
through
the
11
by
17
exhibits.
AP
The
first
one
is
a
turned
Lane
per
dot
standards,
so
dot.
Whenever
you
do
a
left
turn
lean
into
a
property.
This
road,
this
roadway,
is
30
miles
per
hour.
The
left
turn
Lanes
start
at
a
35
mile
per
hour
guideline.
So
that
is
the
one
we
use
we
had
to
bump
it
up
and
we
have
a
choice
of
wide
in
the
road
on
the
right.
The
center
or
the
left
hand
side.
In
this
case
on
the
right
side,
you've
got
a
pretty
big
slope
difference
going
into
the
driveways.
AP
That's
why
I'm
going
to
guess?
There's
no
sidewalk,
it's
a
50-foot
right-of-way,
and
whenever
we
try
to
do
this
approach,
we've
got
a
deceleration
link
that
the
specifications
are
again
per
Dot
and
then
we
have
a
taper,
and
then
we
have
a
Q
length.
The
only
thing
in
the
dot
standards
that
we
can
have
a
little
bit
of
subjective
to
is
the
Q
length.
The
way
I
did.
It
is
I
put
one
car
in
that
queue.
Staff
just
said
they
would
like
two
cars,
but
so
just
doing
it
for
the
dot
standards.
AP
You
can
see
how
far
this
turn
lane
goes.
It
would
go
all
the
way
and
to
the
right
side
it
would
encumber
the
shopping
center
and
their
radius
onto
the
the
driveway.
There
is
a
lift
station
once
we
widen
that,
whether
staff's
going
to
want
a
10
foot,
11
foot
or
a
12
foot
wide
turn
lane
that
lift
station
is
going
to
be
compromised.
There
is
a
power
pole,
also
servicing
that
lift
station
and
then
there's
guy
wires.
That
would
all
be
in
direct
conflict.
Ransom
Street
would
have
striping
in
front
of
it.
AP
The
shopping
center
to
the
right
would
have
striping
in
front
of
it.
That's
going
to
restrict
their
movements
they're
the
25
000
all
I
could
do
is
is
laugh,
but
that's
what
the
cost
would
be.
There's
drainage,
inlets
in
the
way
there
are
sanitary
manholes
in
the
way,
I
think
we're
clear.
The
fire
hydrant
power
poles
are
in
the
way
so.
AP
Well,
we
would
still
have
the
conversation,
because
we
still
we've
got
constraints
that
are
existing,
that
we
can't
that
it
in
there
by
utilizing
the
dot
standard
criteria
for
a
trendline
design.
So
the
next
diagram
I
said
hey.
Let
me
shift
it.
Let
me
shift
it.
We
would
have
to
redesign
our
site
for
the
entrance,
but
let
me
shift
it
so
that
the
striping
doesn't
interfere
with
Ransom
Street
and
interfere
with
the
lift
station
in
the
shopping
center.
AP
So
then
I
shifted
it
over
and
in
order
to
meet
dot
criteria.
Again,
it's
the
exact
same
length,
the
exact
same
tape
or
the
exact
same
deceleration.
We
would
need
right
away
from
the
property
next
door,
the
Agarwal
property.
We
would
be
donating
right
away,
which
we
don't
have
an
issue
with,
but
then
we
would
need
right
away
from
the
ACT
there's
one
piece
of
property
between
us
and
Winn-Dixie
that
property
we
would
be
encroaching
with
the
taper.
AP
We
would
need
right
away
from
them,
there's
even
more
conflicts,
because
for
some
reason
the
power
starts
on
one
side
of
the
road.
It
crosses
the
road
and
then
it
crosses
back
and
then
the
last
one
that
I
looked
at
is
okay.
What
is
the
cities
I'm
trying
to
just
figure
out
and
I'm
guessing?
What
is
the
city's
ultimate
goal
on
what
they
want
to
do
with
Christiana?
AP
So
if,
if
we
were
to
have
a
left
turn
lane
doing
a
plus
intersection
at
Christiana
and
a
left
turn
lane,
the
taper
back
would
encroach
into
Winn-Dixie's
property
when
Dixie
has
a
buffer
wall
and
a
retaining
wall
that
would
be
in
the
way
and
then
you
would
also
need
right
away
from
Winn-Dixie,
which
I
don't
think
at
this
point,
when
Dixie
is
going
to
give
you
any
right-of-way
and
then
again,
there's
all
kinds
of
hydrants
in
the
way
there's
there's
water.
There
is
storm
and
there
is
sanitary
all
in
the
way,
along
with
power.
AP
So
there
is
there's
a
ton
of
different
restrictions.
I
think
the
site
is
constrained,
I
think
on
a
50
foot
right
away
it
it
doesn't
fit
again.
The
only
way
to
make
it
fit
is
to
donate
right
away.
We
would
only
be
able
to
donate
on
our
property,
not
other
people's
property,
and
the
lift
station
is
definitely
a
big
issue.
AP
That
is
not
true,
and,
quite
frankly,
at
the
October
5th
DRC.
This
was
explained
to
staff
that
we
have
talked
to
Dairy
Queen.
We
have
talked
to
the
agarwals
and
we
have
talked
to
the
shopping
center.
They
weren't
interested
in
working
with
us
at
October
that
same
DRC
staff
had
said,
and
we
also
acquiesced
at
that
same
DRC,
that
we
will.
We
give
up
the
fight
on
State
Road
436,
because
it's
been
six
months,
the
out
the
applicant
needs
to
move
forward.
AP
AP
The
project
January
11th
GRC,
was
unanimously
approved
for
the
major
development
plan,
and
thus
it
moved
forward
to
PNC
on
Valentine's
Day
February
14th,
and
it
wasn't
until
this
meeting
that
we
heard
I'll
be
honest.
I
didn't
even
hear
it.
I
was
talking
to
my
client,
not
this
client
I
had
another
another
project
up
that
same
day
and
I
was
very
hungry
because
it
was
a
very
long
meeting
as
of
tonight
and
I'm.
Very
sorry
for
everybody.
Here
we
didn't
get
a
call
from
staff.
AP
AP
quickly
going
over
the
DRC
comments:
DRC
October
5th
2022.
That
was
our
second
submittal
for
major
development
review,
and
that
was
at
that
DRC
that
we
had
said
we're
going
to
give
up
on
the
436.
There's
no
comment
and
that
packet
about
a
trend
lean
onto
Monroe,
December,
January,
I'm,
sorry,
DRC,
January,
11
2023,
which
was
our
third
submittal
for
a
major
development
review.
No
comments
about
a
left
turn
lane
onto
Monroe
DRC
unanimously
approved,
approved
the
major
development
plan
to
move
forward
DRC
April
5th
2023,
which
was
after
pnz.
AP
AP
I
do
think
that
when
Dixie
is
an
important
topic
that
we
should
discuss,
not
only
does
Winn-Dixie
not
have
a
left
turn
lane
on
Monroe.
They
also
don't
have
a
left
turn
lane
from
McGee.
There
is
going
to
be
an
ale
house
and
Winn-Dixie
I
think
we
can
all
agree
that
the
trips
that
they
generate
far
exceeds
our
little
project.
I
shouldn't
say
little
we're
80
something
units,
but
it's
not
a
very
big
apartment
complex.
AP
So
in
conclusion,
oh
and
I,
yes,
it's
our
job
to
read
the
code.
It's
also
your
staff's
job
to
read
the
code.
If
your
staff
sees
something
in
a
in
a
traffic
study
that
they
don't
like,
that's
something
that
needs
to
be
communicated,
and
not
just
tossed
around
that
it's
the
applicant's
job
to
read
the
code.
I
think
that
goes
both
directions.
AP
So
in
conclusion,
we
feel
that
there
is
no
rational
Nexus
for
this
request
for
a
left
turn
lane.
We
all
know
the
Winn-Dixie
is
there.
We've
said
it
a
few
times
that
they
don't
have
a
turn
lane
on
Monroe.
They
do
not
have
a
turn
lane
on
McGee,
even
though
the
one
on
McGee
is
what's
going
to
service
the
Ale
House
as
well.
We
have
demonstrated
that
the
turn
lane
will
not
fit
into
such
a
constrained
site
existing
right-of-way.
Even
if
we
donate
right
away
on
our
portion
of
land.
AP
AP
Simply,
as
vasu
mentioned,
that
it's
going
to
increase
your
your
rate
of
speed
and
if
somebody
is
turning
since,
on
the
right
hand,
side
the
north
side
of
the
road
that
their
single
family,
residential
driveways,
they
have
to
stop
and
make
a
tighter
turn
into
their
home
than
into
a
driveway
for
the
apartment
complex.
So
we
don't
want
to
give
people
the
opportunity
to
now
use
a
middle
turn
lane
in
order
for
them
to
go
around
people
making
right-hand
turn
Lanes
or
having
it
as
an
opportunity
to
see
what's
further
ahead
of
them.
U
AM
First
of
all,
the
plan
when
it
came
forward
to
planning
was
a
Planning,
Commission
or
Council
Planning
Commission.
AM
When
it
it
got
approved,
with
the
condition
that
this
gets
resolved.
So
this
has
been
out
there
since
Planning
Commission,
so
they
don't
have
anything.
Their
master
plan
was
an
approved
until
this
was
resolved
and
and
it
would,
the
statement
was
made
that
you
know
I'm
trying
to
dismiss
the
whole
study
because
of
the
turn
lane.
The
turn
lane
is
only
one
aspect
of
this
larger
study
that
looks
at
roadway
segments
and
other
intersections.
AM
So
you
know
they
stand
up
here
and
say:
they're
flabbergasted
and
shocked,
well,
I'm
flabbergasted
in
shock
too.
This
is
a
safety
Improvement.
Just
that's
all.
It
is
it's
a
safety
Improvement.
It's
the
same
thing
as
somebody's
saying,
I'm,
flabbergasted
and
shocked
that
somebody
would
say
it's
300
to
500
000
to
add
a
turn
lane.
AM
We
don't
necessarily
have
to
apply
dot
standards.
We
do
it
all
the
time
we
do
abbreviated
turnings
for
this
particular
engineer,
I'm
working
with
them
to
do
an
abbreviated
term
link
to
a
project
she's
working
on
up
on
441.,
so
that
she
doesn't
have
to
put
a
whole
turning
in
a
450
foot
turn
lane
we're
going
to
do
a
an
abbreviated
taper.
So.
AM
That
it
means
that,
if
you
you
could
put
in
the
450
turn
lane
that
lets
you
get
the
whole
way
off
the
road.
This
is
a
right
turn
lane
it's
different
so
that
the
traffic
coming
behind
you,
this
poster
speed,
there's
55.,
you
can
get
off
the
road,
so
you
don't
have
to
worry
about
getting
rear-ended
an
abbreviated
turn
lane
would
be
a
longer
taper.
That's
17
feet
wide
at
a
certain
point
so
that
you
can
actually
get
off
the
road
the
car
behind.
AM
C
AM
Yeah,
okay
I
mean
so
what
I'm
saying
is
it
doesn't
have
to
be?
We
don't
have
to
go
full-blown
dot
standards
and
it's
it's.
It's
just
laughable
that
a
turn
lane
could
cost
of
what
we're
talking
about
could
cost
five
hundred
thousand
dollars
with
five
hundred
thousand
dollars.
I
can
resurface
the
whole
Road
I
mean
I
could
probably
widen
that
section
for
five
hundred
thousand
dollars.
So
as
far
as
the
distribution
of
traffic,
which
is
what
vasu
was
talking
about,
I
have
spirited
discussions
every
day.
AM
That's
not
ethical,
but
from
their
perspective
they
like
to
try
and
see
if
they
can
get
traffic
distributed
in
a
certain
way,
that's
more
beneficial
to
their
their
client,
because
they
don't
have
to
pay
for
anything,
I
get
it
and
in
the
end
it's
it's.
A
lot
of
this
is
a
guessing
game.
That's
why
it's
called
planning.
M
But,
but
to
that
end,
I
mean
I
struggle,
because
I'm
here
in
anecdotal
statements
and
I
want
to
get
away
from
that,
like
I,
don't
I,
don't
care
the
timeline,
necessarily
I,
don't
really
care
about
the
cost.
I
think
what
we're
here
ultimately
trying
to
decide
is
whether
or
not
a
term
Lane
is
absolutely
warranted.
M
M
That's
equally
as
formal
to
State
our
claim
of
its
necessity
to
either
directly
rebut
what
the
Tia
is
saying
versus
just
our
intimate
knowledge
of
the
City
versus
you
know,
evidence
that,
like
what
deputy
chief
Miller
had
to
say
around
rear
end
accidents
or
things
like
that,
do
we
have
any
evidence
that
we
can
help
shape
our
point
of
view
up
here.
AM
I
I
could
give
you
examples
of
other
locations
where
it
was.
It
was
similar
and
a
left
turn
lane
was
installed
and
it
was.
It
was
purely
for
safety
yeah,
because.
M
We're
actually
going
to
make
commissioner
nessa's
Point
made
earlier,
and
rightfully
so
is
each
project
has
its
should
stand
on
its
own
merits,
but
this
one's
unique,
because
it's
literally
a
couple
hundred
feet
away
from
another
larger
development
on
the
same
roadway
system
and
I.
Don't
know
if
you
can
talk
to
I,
don't
know
if
you
saw
these
renderings,
but
it
looks
like
every
single
scenario
blocks
either
current
interest
or
creates
a
grievance
area
on
either
property
they
don't
own
or
like
the
first
one
creates
a
a
block
of
Ransom
Street.
AM
That's
if
it's
designed
strictly
to
dot
standards,
I'm
telling
you
that
we
don't
have
to
apply
those
standards.
There
are
lesser
standards
that
we
can
find.
It
can
be
just
as
safe
she's.
Given
you
the
worst
case
scenario
and
and
there
was
a
mention
of
what
would
happen
when
something
comes
in
and
we
deal
with
the
intersection
of
Christiana
that
would
be
a
plus
intersection,
it'll,
be
a
four-way
stop
and
either
that
I.
AM
M
The
too.
F
M
C
M
Call
me
guilty
because
I
do
the
same
thing
and
I
know
that
there's
speeds
on
that
road
that
are
much
higher
than
30
mile
per
hour
and
so
I.
Don't
know
a
positive
intended
consequence
of
something
like
this,
but
having
a
full
stop
entry
into
that.
That
unit
may
actually
Aid
in
the
speed
issue
versus
make
matters
worse
from
a
safety
perspective,
because.
F
M
If
they've
got
and
again,
I
want
to
be
respectful
of
what
these
things
mean
right,
the
the
taper
area
would
suggest
that
you're
not
supposed
to
Transit
over
that
with
your
vehicle.
If
I
don't
know
what
I
don't
know
what
the
length
of
these
things
are,
but
that
could
span
two
or
three
homeowners
that
are
currently
on
the
north
side
of
Monroe.
If
they
were
the
letter
of
the
law,
they
would
say:
okay,
well,
I
can't
make
an
eastbound
movement
out
of
my
home.
AM
AM
You
know
if,
if
you're
driving
along
in
your
car,
your
Tesla
whatever
and
I,
come
driving
behind
you
in
my
thing
that
I
drive
that's
kind
of
big
and
the
thing
that
you
drive
that's
kind
of
big
and
I'm
doing
something
stupid
like
messing
around
on
my
phone
and
I
hit
you
in
your
Tesla,
your
Tesla's
going
to
be
destroyed
and
you
might
get
destroyed
too.
If
you
were
in
a
turn
lane
you'd
at
least
be
out
of
the
way
the
chances
are
I'm
gonna
I'm
gonna
stay
in
the
lane.
M
U
M
It's
it's
so
so
when
so,
let's,
let's
give
an
example
of
where
we
enforced
a
left
turn
lane
on
a
recent
development,
and
it's.
M
A
little
half
the
size
of
what
the
development
that
we're
talking
about
here
at
the
end
of
Welch
Road,
where
it
intersects
with
Vic
you
used
to
oversee
Arrow
estate.
There
there's
a
there's
a
multi-family
complex
right
there
we
enforced
the
left
turn
because
you
have
a
blind
downhill
curve
going
through
there
now
I
travel
that
roadway
almost
daily
I
can
count
on
one
hand
how
many
cars
I've
seen
make
a
left-hand
turn
from
that
intersection.
M
Now
it
was
warranted
because
it's
a
dangerous
downhill
curve
to
the
left
and,
if
someone's
coming
full
blast
over
Vic
through
that
light,
they
don't
want
to
see
stop
traffic
immediately.
Two
car
Lakes
past
it.
Now
that's
on
a
35
mile
per
hour
street
with
those
scenarios
that
I
just
laid
out
here.
Well,
let's
just
say
double
this,
but
to
the
ti
the
traffic
analysis
again,
the
inbound
outbound
movements,
it
was
outbound,
13
and
Peak,
21
I
believe
inbound
on
Peak
as
well
and
again
on
30
mile
per
hour
traffic.
M
That's
just
the
point:
I'm
making
I
just
again:
it's
30
mile
per
hour:
I
don't
have
the
I,
don't
want
to
suggest
I
know
what
the
volume
is
for
windix,
because
we're
quasi
judicial
here,
but
I
would
have
to
imagine
that
it's
going
to
be
a
higher
in
Ingress
egress
out
of
that
property,
so
I'll,
yell
I,
just
I,
don't
want
to
just
clarify
my
thoughts.
Okay,.
B
AM
It's
not
in
the
road
right
away.
It's
it's
off
the
road
right
away.
It's
parallel,
or
it's
it's
even
with
the
the
property
lines
for
the
property
of
the
of
the
shopping
center
and
their
property.
It's
not
in
the
road
right
away,
I'm,
not
asking
them
to
do
anything
outside
the
road
right
away,
certainly
not
on
the
south
side
of
the
road.
So.
B
AM
B
AM
B
AM
AO
So
there
we
have
had
unwarranted
lanes
that
are
not
warranted
in
the
build-out
year
of
the
project
and
maybe
10
years
later,
as
the
area
develops
massively.
Some
Horizons
West
is
a
great
example.
The
whole
of
Winter
Garden
was,
you
know
pasture
land
and
now
there's
a
lot
more
traffic
there.
So
things
things
can
become
warranted
in
the
future
in
in
preparation
for
this
I
did
a
50
increase
of
traffic
on
Monroe
and
it
still
was
not
warranted
so
that
that's
a
technique
that
we
use
to
test.
AO
Other
municipalities
ask
us
to
do
these
type
of
things.
So
city
of
popcao
is
not
asking
us
to
do
it,
but
we
we
still
do
that,
because
we
want
to
make
a
good
recommend
recommendation.
We
you
know,
and
so
on,
so
on
and
so
forth.
So
yeah.
AM
Commissioner,
can
I
just
I
gave
you
two
examples
where
the
study
showed
that
the
turn
Lanes
the
protected
turn
Lanes
weren't
warranted,
which
essentially
means
the
turn.
Lane
is
not
necessarily
warranted
on
to
a
degree,
and
it's
it's
absolutely
untrue.
So,
yes,
if
it
can
happen
that
way
it
there
are
oftentimes
places
that
we
don't
require
turn
Lanes
or
we're
not
allowed
to
put
in
a
turn
lane,
and
we
wish
later
that
we
had
and
it's
too
late
to
go
back
and
and
and
and
and
fix
it,
and
if
I
was
prepared.
AM
AM
AM
AM
B
U
Well
and
so
I
just
wanted
to
counsel
there's
been
a
lot
of
conjecture
about
a
turn.
Lane
will
increase
or
decrease
safety,
and
there's
been
no
like
data
to
prove
that
so
I,
don't
think
that
should
be
taken
into
account
of
what
we're
talking
about
that
either
way
one
way
or
another,
because
there's
no
other
than
opinion
that
is
proving
whether
or
not
that
is
safe
or
will
or
not
increase
safety
or
will
or
not
increase,
speeding.
U
There's
no
data
to
prove
the
speeding
issue
so
just
put
that
in
the
framework
that
there
was
no
data
to
prove
that.
A
Somebody
else's
now
we
need
to
let
let's
anybody
from
the
public
wish
to
speak
and
then
we'll,
let
you
close
it
out
we'll
let
the
applicant
close
that
come.
M
That's
happening,
I'll
also
disclose
that
I
had
Communications
with
the.
AG
Just
want
to
say
real
quickly
to
Pam's
Point.
She
don't
have
a
planner.
She
don't
have
a
engineer
here,
but,
as
I
stated
on
many
times,
this
is
a
situation
that
I
think
we've
been
on
close
to
an
hour
and
there
should
be
a
simple
procedure
or
a
simple
guideline
that
we
should
be
able
to
follow
and
make
a
decision
on
this.
So
it
wouldn't
take
us
all
day
in
interpretating
interpreting.
AG
There
should
be
a
simple
procedure,
a
simple
instruction
on
what
is
required,
and
this
would
take
no
more
than
five
to
ten
minutes
with
the
proper
Personnel.
AB
Albert
McKinney
3603
golden
gem,
Road
I'm,
just
going
to
Echo
exactly
what
Sylvester
said
just
now.
We
come
here
and
recently
at
meetings.
We've
had
numerous
occasions
when
the
commissioner
assembled
here
to
make
decisions
and
the
information
that
they're
given
isn't
adequate.
The
staff
aren't
up
to
to
date
on
exactly
where
they
should
be.
There
seems
to
be
a
lot
of
prejudicial
matters
raised
when
staff
have
opinions.
AB
We
don't
work
on
opinions,
it's
the
latter
of
the
law.
The
law
seems
to
be
quite
clear
tonight
and,
and
commissioner
Becker
stated
exactly
what
he
thought
it
was
in
the
rebuttal.
I
see
numerous
occasions
where
staff
come
in
here
and
they
say
one
thing
and
then
another
developer
comes
in
and
it's
a
different
set
of
rules.
Next
thing
I
would
Express
is
that
there
seems
to
be
such
a
large
discrepancy
in
between
what
bam
decides.
AB
AB
F
AQ
AQ
We
understand
that
our
traffic
study
is
going
to
show
something
very
similar
to
these
results,
but
it
becomes
hard
when
we're
planning
this
this
project.
When
you
know
the
data
that
we're
going
to
provide
to
show
that
a
turn
Lane's
not
warranted,
may
not,
you
know,
may
not
be
chosen
to
be
followed,
so
I
just
say
as
a
general
guidance
rule,
it
is
helpful
to
to
know
that
kind
of
stuff
will
be
followed
at
the
time.
Thank
you.
No.
AP
AP
I'm
not
going
to
even
comment
on
costs.
You
know
whenever
you
do
a
widening
a
turn
link
is
a
widening.
You
don't
just
pave
that
little
section.
Normally,
you
have
to
do
an
overlay
on
the
entire
area
that
you're
doing
so,
while
I'm
not
a
contractor,
and
it's
really
a
contractor
who's
got
dialed
in
what
the
cost
is.
AP
I,
don't
think
our
decision
as
I,
don't
think
staff
should
be
talking
about
the
decision
being
based
upon
cost
and
we're
not
making
our
decision
based
upon
cost
we're
making
our
decision
decision
based
on
scientific
data
I
am
going
to
keep
coming
to
Winn-Dixie
because,
while
all
projects
are
different,
absolutely,
however,
we
have
a
precedent
set
here
in
the
city
that
turn
lanes
are
not
coming
in
front
of
you
for
a
waiver
as
your
coach
states.
That
is
clear.
That
is
the
precedent
that
has
been
set
the
Winn-Dixie.
AP
Whenever
you
turn
into
their
turn
lane
onto
Monroe,
you
actually
have
clear
shot
to
their
parking
lot
along
their
side.
You
don't
have
to
go
all
the
way
around
it
like
a
Publix.
You
can
go
all
the
way
towards
436
and
then
park
in
the
parking
lot,
but
I
think
it
gets
exacerbated
if,
if
you're
in
the
subdivision
to
the
to
the
north
West
that
entire
you
know
it
opens
up
and
you've
got
feeder
streets
and
coming
from
all
different
directions.
AP
So
on
one
hand
we
don't
want
to
compare
it,
but
then,
on
the
other
hand,
we
do
want
to
compare
it
pick
a
side,
but
I
do
think.
That's
the
precedent
that's
been
established
is
that
they've
got
two
different
access
points.
Neither
both
of
them
are
on
a
local
Road
and
neither
of
them
have
a
left
turn
lane,
and
that
is
a
huge
traffic
generator.
It
is
commercial,
it's
got
turnover,
it's
it's
restaurant,
it's
grocery!
It's
all
day
long.
AP
Our
peak
hour
was
one
per
five
minutes
that
doesn't
mean
every
hour.
It
gets
less.
That
is
our
worst
case
scenario
so
and
just
to
hit
it
again.
I
I
know
the
compute
the
drawing
gets
confusing,
but
whenever
we
do
a
turn
lane
we
are
widening.
So
we
are
widening
and
giving
right
away
on
our
portion
of
the
property,
and
then
we've
got
a
taper
back.
AP
That
taper
back
puts
us
into
direct
conflict
with
the
lift
station
staff
has
said
they're,
not
a
civil
designer
I
am
I
laid
it
out
and
I
measured
it
and
I.
Did
it
yes
per
dot
standard,
because
that's
the
only
standard
we
have
to
go
by.
If
staff
wants
to
lower
the
standard,
give
us
a
standard,
we
don't
have
a
standard.
We
have
to
default
to
Dot.
AP
AP
AP
AO
Real
quick
good
evening
again,
commissioner,
so
just
a
quick
thing.
I'll,
give
you
an
example
where
what
I'm
advocating
for
is
that
when,
when,
when
a
warrant
shows
don't
tells
you
don't
do
something
it's
based
upon
a
lot
of
things,
including
safety,
including
that
it
can
increase
speed
in
I
mean
this
is
this?
Is
this
is
not?
This
is
not
opinion
that
that's
that's,
that's
the
literature
and
the
research
that
has
been
used
to
develop
these
warrants,
for
example,
dot
has
a
warrant
for
when
you
put
in
a
signal.
AO
Is
you
can't
talk
about
safety
on
one
hand
and
then
suggests
a
substandard
tournaling?
On
the
other
hand,
a
substandal
to
turn
Lean
by
definition,
is
less
safe.
Dot
didn't
randomly
create
these
these
standards,
the
taper
that
that
staff
was
discussing
is
to
decelerate
car
safe
safely
to
a
to
a
stop,
so
they
can
make
a
left
turn.
If
you
put
a
substandard
turn
lane
you're.
Actually,
you
could
potentially
be
doing
a
left,
safe
situation.
Now.
Yes,
we
have
very
good
designers
who
can
design
with
with
all
these
factors
in
mind,
but
I.
Just
it's.
AO
It
doesn't
seem
like
a
bounced.
You
know
use
a
judgment
when
you
talk
about
safety
and
then
on
the
on.
The
very
next
automatically
is
talking
about
substandard
turnlings.
I'll,
be
honest
in
unimus
municipalities,
I've
worked
for
either
as
a
consultant
or
personally
for
if
they
had
a
substandard
turn,
lean
sorry.
If
they
had
a
non-warranted
turn
lien,
they
would
not
Advocate
to
put
a
substandard
turn
lien
just
to
have
attorney
that's
just
not
what
you
do
in
Roadway,
Engineering
and
design
and
and
then
the
other
thing
I
just
wanted
to
point
out.
AO
Lastly,
it
I
noticed
again
that
there
was
a
discussion
by
staff
that
said
turn.
Lanes
will
never
be
never
be
needed
at
Christiana,
and
you
know
that
is
actually
what's
going.
That's
the
that's
the
Crux
of
the
issue
here
you
cannot.
I
cannot
make
that
decision.
Now
you
have
to
look
at
some
traffic
numbers.
You
have
to
do
the
analysis
to
make
that
decision.
AO
So
what
what
that?
What
you're
effectively
doing
when
you
do
that,
is
you
make
bad
decisions
and,
frankly
and
I'll
end
with
this?
The
the
recommendation.
A
demand
for
eternalin
is
the
a
bad
decision
and
that's
not
just
opinion.
I
can
back
it
up
with
50
books,
right,
50
manuals,
50
set
of
staff
and
by
the
way
that
that
access
on
436
D.O.T
was
comfortable
with
that
access.
We
were
barred
from
doing
that
access,
and
now
we
hear
here
we
are
talking
about
safety,
but
I
digress.
Okay,
so.
X
Mayor
this
is
a
solution.
Looking
for
a
problem,
we
don't
need
it
with
that.
I
wanted
to
the
only
other
thing
I'll
say
is
I
want
to
thank
all
of
you
for
all
your
attention
to
this
matter.
You've
opened
your
doors
to
see
camera
eye
and
really
take
taking
this
seriously
and
I
really
appreciate.
A
It
thank
you.
Okay,
thank
you
all
right,
we'll
close
public
hearing
and
but
let's
say
you
and
you
and
you
and
you.
M
M
M
M
Again,
the
traffic
wasn't
really
going
that
direction
and
the
study
supported
it
I
think
back
to
times
where
we've
used
a
traffic
impact
analysis
study
to
approve
a
development
I.E,
the
Dollar
General.
A
They're
sorry.
M
M
C
M
The
only
we're
in
a
quasi-judicial
state
here,
that's
the
the
information
that
I
have
in
hand.
I
do
think
that
Beyond
this
too.
AR
M
I'll
buy
for
kick.com
because
it's
not
applicable
to
the
hearing.
But
it's
just
a
procedural
thing
that
we
should
do.
But
at.
B
A
Yeah,
absolutely
and
I.
Quite
honestly,
we
we
need
to
be
a
lot
more
objective
with
this.
This
code's
not
very
well
written.
We
need
to
be
a
little
more
objective
and
that's
pretty
subjective
and
I
think
that
wouldn't
be
a
bad
thing
to
have
an
attorney,
look
at
and
see
if
there's
a
way
to
clean
that
up.
So
it's
so
we
have
we've
had
two
of
these
now
left
turns
have
taken
an
hour
or
or
more
right.
U
M
Have
the
facts
in
front
of
us
as
well?
This
is
the
conundrum
of
a
code
like
this
right.
I
mean
like
I.
Don't
want
it
to
sit
up
here
and
think
that
we're
bashing
staff
I
value
your
opinions,
but
we
have
the
code
here
for
us
to
contemplate
that
City
Council
on
all
five
of
us
have
completely
different
viewpoints
on
this
matter.
Sir
yeah,
all.
D
D
But
you
know,
after
this
presentation,
what
we
have
in
front
of
us
is
a
traffic
study,
that's
saying
that
it
doesn't
and
he
has
all
the
data
and
we
have
nothing
to
compare
other
than
our
own
personal
knowledge
of
the
traffic
in,
and
you
know
in
that
area
and
kind
of
listening
to
this
and
looking
she
had
shared
these
three
scenarios
with
me.
D
It
just
seemed
like
it
created
more
of
of
a
problem
for
other
residents
than
it
did
supporting
of
safety,
but
I
I
understand
what
Pam
was
saying
and
again
I
I
Echo.
What
we
all
feel
up
here.
We
want
to
support
our
staff,
but
we
don't
have
anything
to
really
offset
or
or
compare
and
say
well.
This
is
going
to
really
give
us
the
choice
to
choose
this
over
the
traffic
study
that
the
the
developer
is
bringing
to
us.
D
A
M
I
would
move
to
approve
the
waiver
improve.
A
X
A
We've
taken
in
the
facts
and
the
facts
are
what
were
based
on
our
decision
on.
It's
should
not
be
just
you
know,
so
the
facts
are
the
facts
and
that
you
should
make
your
decision
based
on
the
facts.
D
Okay,
this
is
why
we
needed
an
attorney
here
tonight.
I
mean
that's,
that's
pretty
so
at
the
end
for
the
Commissioners
report,
I
will
ask
about
that
I
think
so.
An
attorney
would
have
helped
guide
us
that,
with
the
legality
of
a
quasi
judicial.
M
I
got
it:
that's
a
further
State
the
claim,
but
again
section
F
of
again
what
we
keep
on
quoting
here
5.16.5,
it
says:
use
of
Tia
the
Tia
will
you'd
be
utilized
in
the
following
ways:
number
one
determination
of
access,
Improvement
requirements,
number
two
determination
of
nearsight
improvement
requirements,
number
three
determination
of
on-site
Improvement
requirements
and
four
verification
of
compliance
with
the
city's
comprehensive
plan.
So
again,
it's
basically
stating
that
the
tias
should
be
used
to
make
the
determination
of
what
we're
deciding
here
tonight,
whether
or
not
to
waive
it
or
so.
That's.

aye.
All

Y
Y
That
I'll
take
it.
Essentially,
you
all
have
the
the
new
fee
schedule.
Yes,
that
has
been.
There
was
a
question
as
to
the
you
know,
the
baby
land
spaces.
So
we
have
adjusted
that,
and
this
would
be.
Y
U
I
appreciate
you
adjusting
for
that
and
just
a
quick
comment:
I'd
asked
Susan
the
last
10
years.
How
many
baby
spaces
do
we
use
how
many
children
space
in
so
I
kind
of
got
those
numbers
and
backed
into
kind
of
that
total
cost
now
with
these
fees?
So
what
I'll
be
doing
is
transferring
over
6
600
into
the
account
you
have
set
up
so
that
for
the
next
10
years,
hopefully
much
longer,
those
face
will
be
covered
for
our
residents,
so
yeah.
So.
A
S
AM
This
is
a
standard
action
when
we
do
something
with
DOT.
We
work
with
them
to
get
the
medians
installed
out
on
us-441
or
Main
Street,
and
in
order
to
do
that,
we
and
we
want
to
put
Landscaping
in
and
we
have
to
assume
responsibility.
So
it's
just
a
formality.
They
require
a
resolution
and
then-
and
what
I
put
in
here
is
that
you
already
had
to
prove
the
the
agreement,
but
you
have
it
you're
you're,
going
to
authorize
the
mayor
to
execute
the
agreement
through
the
resolution.
That's
how
dot
does
it.
O
AM
A
AM
We
got
the
conduit
dot
did
that
for
free
for
us
which
saved
us
a
bunch
of
money,
I
think
they've
got
the
plants
ordered
and
they're
they've
promised
that
they'll
have
everything
ready
and
nice
we're
going
to
do
the
ribbon,
cutting
on
June
6th
and
so
we'll
have
it
all.
Looking
really
nice
and
y'all
all
come
out
there
with
us
and.
B
A
AM
Week
this
week-
and
we
just
it's
just
it's
dot,
they
they're
not
quite
finished
with
the
resurfacing
project
and
they
don't
the
the
company.
That's
doing
it.
They
don't
want
anyone
in
there
because,
if
anything
happens
on
there,
while
they're
still
technically
in
the
corridor,
they
get
dinged
for
it.
So
we're.
A
I
A
U
U
I
read
through
multiple
times,
took
a
lot
of
notes
on
our
investment
policy
that
we
do
have
and
I'm
just
going
to
read
some
quick
notes
on
that.
The
objectives
are
to
ensure
safety
of
principal,
provide
for
liquidity
and
maximize
investment
income
or
yield
we're
supposed
to
be
practicing.
The
prudent
person
rule
basically
would
a
prudent
person
do
that
with
their
own
personal
finances.
U
There's
a
selection
process
that
focuses
on
highest
rate
of
return.
It
also
goes
into
authorized.
Investments
That
savings
accounts
do
count
as
those
authorized
investments
in
that
kind
of
how
we
our
strategy
is
determined
and
revised
by
Council
and
I'm
feeling.
It
says
it
should
be
done
annually.
U
A
AQ
U
U
So,
and
and
what
I
would
like
to
have
happen
is
move
the
two
other
accounts
into
that
one
account
now
or
into
a
Synovus
account
savings
account
with
similar
yield
as
that's
what
our
investment
policy
dictates
and
we're
leaving
a
lot
of
money
on
the
table.
So
this
helps
to
pay
for
what
we
need.
So
I'd
really
like
to
see
that
and
I
would
like
I'd
kind
of
motion
that
I
would
like
to
motion
that
that
we
move
all
the
funds
from
the
two
other
accounts
into
Synovus.
W
U
A
K
U
Either
have
a
they're
somewhere
and
totally
totally
hear
that
I
and
I
understand
that,
and
my
concern
now
is
that
we're
so
her
completely
here.
There's
a
risk
factor
to
that
too.
That
I
don't
want
to
it
kind
of
negates
the
premium
on
the
yield.
So
I
definitely
understand
that
that
that
dichotomy
there,
what
I
don't
want
to
do
is
keep
leaving
money
on
the
table.
There's
nothing
new
there,
so
I.
M
Ask
ask
to
know
the
Synovus
if
they
use
I
apologize
if
they
use
enter
five,
because
some
of
these
Banks
how
they're
getting
around
the
whole
Insurance
piece
of
it
is
these
banks
will
use
intro-fi
to
then
put
monies
into
other
Banks.
So
that
way,
all
the
funds
for
one
single
institution
is
covered.
But
again
we
would
need
to
know
from
Synovus
too,
from
a
public
funds
perspective
if
there's
additional
cost
or
you.
W
K
M
M
M
C
A
100
million
dollars,
because
next
week
they
pay
us
0.1
or
0.2
percent,
more
I
get
what
you
said.
We
we,
you
know
we
have
a
fiduciary
responsibility
to
to
the
members
of
the
public,
but
I
also
got
to
be
careful.
How
we
because
I
think,
then
the
banks
will
say
well.
You
know
if
you're,
just
if
you're
going
to
lead
me
for
0.1,
then
I'm
out
and
then
all
of
a
sudden
we
don't
have,
and
you
know
maybe
we
have
to
go
outside
in
Central
Florida
we
gotta
I,
don't
know
I
mean
I
might
I.
A
B
W
U
U
Just
you
know:
here's
the
problem
with
that
and
why
I
get
frustrated
with
that
is
that
we
have
a
bank,
that's
already
increasing
our
returns
without
us
having
to
ask
so
they're
being
proactive
and
they
have
the
most
amount
of
our
money,
and
we
have
these
other
banks
that
are
not
being
proactive
and
we're
leaving
money
on
the
table.
So
now
it's
now
you
have
to
check
every
week
for
me.
U
U
W
C
W
Competitive
exactly
right
and
our
Benchmark
is
is
SBA
and,
of
course,
that's
not
a
qpd.
You
know
and
we
kind
of
stand
within
the
range
of
the
SBA
rates
right
now
and
again,
as
I
just
mentioned.
Yes,
we
should
be
diversifying
with
the
institutions
as
well.
We've
got
to
look
at
everything
you
want
to
go
into
treasury
bills
at
some
point.
So
from
month
to
month,
we
may
be
losing
a
little
bit
on
interest.
U
But
it's
50
million
dollars
and
that
accounts
to
tens
of
thousands
of
dollars
per
month
so
that
that
is
for
me.
That's
significant.
That
pays
for
salaries
pays
for
benefits,
pays
for
departments
things
like.
W
That
so,
but
I
think
when,
by
the
time
we
get
the
investment
advisor
under
contract,
let
him
come
in.
Take
a
look
at
everything
come
in
and
give
you
a
report.
Give
you
some
suggestions
on
how
we
need
to
approach
this
from
an
overall
standpoint
instead
of
getting
out
here
in
this
market
race.
You
know
moving
money
from
here
to
there.
U
W
U
I,
it's
it's
real
important
again
and
that's
why
I
keep
bringing
it
up.
This
is
really
important
to
me
and
it
should
be
important
to.
It
is
important
to
all
of
us,
so
I
don't
have
to
keep
asking
our
current
Banks
to
please
do
what
other
banks
are
doing
for
us.
So.
B
Well,
I
I
mean
I
would
like
to
see
what
the
investment
people
are
going
to
understand
because
they
want
to
move
the
money
tomorrow.
Then
they
come
in
and
say
you
know.
Why
did
you
do
that?
You
should
have
put
it
here
or
put
it
there.
I
mean
it's
not
like
it's
gonna
be
another.
Six
months
before
we
get
whatever
advice,
they're
going
to
give
us
as
to
where
to
invest,
and
it
might
be
better
than
the
5.2
or
whatever
they're
they're,
giving
and.
U
Can
do
that?
It's
a
savings
account
this
we're
not
locked
in
any
capacity
I.
Think
that's.
My
point
is
that
the
amount
of
money
does
not
dictate
the
difficulty
in
wire
transfers.
I
can
do
100
million
or
I
can
do
100
000
right,
it's
the
same
button
press,
so
we
need
to
do
what's
fiscally
responsible
for
our
residents
and
every
day
is
a
loss
of
Interest.
U
So
that's
what
my
point
is:
let's
ask
them:
let's
get
there
and
I
would
ask
also
they're
a
little
more
proactive,
yeah
I,
don't
like
being
laggards
in
this
so
and
then
is
anybody.
Are
we
is
anybody
else
approaching
the
notes,
Council
report,
the
yes
went
over
Southwick?
Are
you
guys
bringing
that
up?
Should
I
just
bring
that
up
now
right.
S
U
So
we
talked
about
this
about
Southwick,
the
balconies,
all
that
we
all
agreed
at
last
meeting,
including
the
mayor,
to
bring
it
back
here.
There
was
kind
of
a
unilateral
decision
to
not
bring
it
back
here
then
a
lot
of
breakdown
of
communication-
I
guess
can.
Can
we
get
on
the
same
page?
I
know
the
applicants
here
as
well,
so
that
will
help
to
I'd
like
to
like
be
done
with
this
tonight.
One.
K
U
U
That
was
the
that
was
the
everyone
said:
yeah
bring
it
back.
I'm
really
certain
commissioner
Smith
showed
the
same
sentiment.
I
think
everybody
did
so
I
I
said
in
our
in
the
D.A.
It
does
specifically
state
that
it's
up
to
DRC
and
and
Community
manager
to
run
with
that,
but
I
don't
know
if
it
can
be
appealed.
I
didn't
I,
don't
know
that
process
exactly
but
to
us.
I
think
that
was
requested.
It
was
originally
granted
and
then
we're
here.
A
A
Q
You
want
all
right
well
well,
we
could
discuss
it
because
again,
if,
if
it
is
a
DRC
item,
staff
approved
type
type
action,
it's
more
comments
at
this
time.
A
It
was,
it
was
staff
in
in
the
in
the
mayor
and
I
said:
I
didn't
you
know,
and
one
of
the
things
we
did
change
was
I
didn't
want
that
as
a
part
of
the
the
2020
agreements,
I
I,
think
the
agreement
says
we
want
to
come
back
to
city
council,
any
any
major
improvements
or
changes
and
know
what
not
to
come
back
so.
D
A
M
Reality
is
here,
you
know,
and
in
case
of
point
I
mean
the
minutes
tonight
that
we
approved
do
allude
to
the
fact
of
it
being
on
the
agenda.
So.
U
Right
and
so
I
think
this
is
part
kind
of
plays
into
a
little
bit
of
The
Narrative
of
the
applicant
of
that
we're
slightly
delaying
this
now
that
I
can
directly
see
it
because
it
was
asked
to
be
on
here,
but
so
I
don't
know
it's
I
guess
we
need
to
yes,
if
it
does
need
to
be
advertised
put
it
on
the
agenda.
That's
fine,
but
we
have
a
pretty
good
consensus.
Now
of
what
that
looks.
Like
I,
don't
think
I
mean
we've.
We've
all
been
on
the
emails.
We've
all
been
part
of
this.
U
M
It
yeah
and
I
want
to
be
a
stickler
for
policy
here
too,
under
our
table
221
within
our
Land
Development
code,
the
construction
site
plan
says
DRC.
M
AH
U
E
To
I
mean
I,
guess
all
the
improvements
you
know
in
as
far
as
the
balconies
go.
Q
Oh,
there
was
one
this
morning:
I
need
to
clarify
something
real
quick
at
the
last
at
the
DRC
on
May
10th.
We
did
have
a.
We
did,
have
a
roll
roll
call
vote.
The
recording
did
get
no
wrong
the
recording
got
if
I
can
talk,
the
recording
got
cut
off
so
what
we
ended
up
doing.
We
took
another
vote
this
morning
and
it
was
at
the
beginning.
AH
U
U
Q
U
D
Q
Q
Q
Was
going
on
when
I
listened
to
it
it?
There
were
some
talk.
There
was
some
talk
from
a
couple
of
the
commission
or
a
couple
of
the
DRC
members,
but
then
it
stopped
I
mean
I
I.
D
U
F
AL
D
That
I
don't
know
if
you
know
I,
don't
know
Mr
Mayor
this
Dad
vote
matter
this
morning.
Does
it
count?
Is
it
ceremonial?
Is
it
official,
I
I,
don't
know
I.
D
Need
guidance
right
now:
okay,
I,
don't
know,
I
mean
he's
admitting
that
they
were
not
notified
that
you
were
going
to
take
this
vote
again
today.
U
G
C
D
A
new
attorney
do:
are
we
interviewing
for
an
in-house,
or
do
we
as
a
council,
decide
whether
we
want
in-house
or
we
want
to
contract
an
attorney
as
we
once
did
before?
We
went
in-house,
but
I
also
wanted
to
clarify
something
that
was
important
to
me
because
publicly
it's
been
saying
that
this
Council
chased
away
the
last
two,
the
last
two
attorneys
and
I
just
wanted
to
clarify
for
the
record
that
Mr
Joseph
bird
had
resigned
and
I
actually
did
get
his
copy
of
his
resignation.
D
He
did
not
resign
based
on
anything
from
the
council
that
was
in
place
when
he
was
an
attorney.
He
certainly
was
not
terminated
or
asked
to
resign
by
this
Council.
So
I
wanted
to
make
that
clear
that
Mr
Joseph
Bird's
resignation
had
nothing
to
do
with
this
Council.
To
my
knowledge
from
his
letter
he
did
not
resign
based
on
anything
from
the
council.
It
was
contrary
to
that.
He
actually
gave
much
compliments
to
each
of
the
Commissioners
and,
and
basically
it
was
a
family,
a
personal
matter
for
his
resignation.
E
U
D
Word
right:
okay,
yeah,
okay,
good!
So
then
I
will
request
a
copy
of
Mr
Birds
letter
from
2023.
Yes,
happy.
D
Smith
but
I
didn't
get.
We
didn't
get
a
response
to
us.
What
how?
How
does
the
council
decide
whether
we
want
it
in-house
attorney
to
be
hired
or
a
contract
attorney?
How
does
that
work
we'll
put.
A
That,
under
you
want
to
put
that
as
a
we
put
it
as
I
guess.
C
S
AJ
F
M
The
point
is
that
we
have
a
vacancy
at
our
City
attorney,
currently
budgeted
position
so
naturally
on
any
organization.
If
you
have
a
vacancy,
the
head
of
that
organization
is
going
to
work
with
the
HR
Director
to
get
the
job
rack
host
it
interview,
candidates,
bring
it
back
to
city
council
and
ratify
it
for
our
Charter,
so
any
conjecture
any
whatever.
Let's
just
bag
that-
and
let's
just
be
adults
about
this
and
just
say:
hey-
we've
got
to
open
vacancy.
Let's,
let's
try.
AB
M
M
C
A
F
A
B
But
just
want
to
make
sure
that
that
we
are
directing
staff
to
have
so
yeah
on
the
next
agenda.
Okay,
all
right
I
just
want
to
report
or
I-
probably
should
have
already
seen
it-
that
the
Lake
Apopka
Natural
Gas
District
I
received
a
3.1
million
dollar
Grant
to
replace
and
repair
gas
lines
and
to
buy
equipment.
That's
necessary
for
safety
in
that
Grant
is
for
three
years
and
the
grant
will
be
up
for
a
recent
medal
again
in
June,
and
so
they
can
apply
for
the
grant.
B
Again
it's
a
five-year
cycle,
and
so
they
can
apply
for
all
five
years,
but
there
was
only
two
municipalities
in
the
State
of
Florida
that
received
this
rent
and
like
Apopka,
natural
gas
is
one
of
those.
So
I
think
that
was
a
good
thing.
Yesterday
we
was
at
the
ribbon
cutting
at
Advent
health
for
the
infusion
center
I.
Think
that's
a
great
Plus
for
our
community
and
it'll
be
open
for
business
next
week,
I
believe
they
said,
and
then
last
of
all
on
May
20th.
This
is
coming
Saturday.
B
Are
we
having
emancipation
day
at
the
Billy
Dean
Community
Center,
Eliza,
Williams
Park
from
one
to
six
pm?
It's
a
free
event
for
the
family,
entertainment
for
the
kids.
Home
Depot
is
going
to
be
there
with
their
arts
and
crafts
for
the
kids,
as
well
as
fast
painting,
there's
some
poetry,
some
history
in
relevance
to
emancipation
day
and
so
everybody's
invited
to
the
free
event
one
to
six
on
Saturday.
M
Yeah,
so
we
already
kind
of
covered
some
of
the
topics.
My
only
thing
in
circle,
back
on
what
we
discussed
on
the
the
lane
variants.
So
with
the
code,
the
way
that
it's
written,
it
doesn't
give
any
kind
of
gray
area
around
staff
interpretation.
So
either
staff
needs
to
work
to
re,
redefine
how
that's
laid
out,
because
yeah
I
mean
because
again
we
should
assume
at
the
council
for
every
single
development
that
we're
having
to
do
a
waiver
or
not.
Is
how
that
code
reads
so
I.
A
M
D
S
D
Allowing
us
to
to
have
these
discussions.
A
All
right
good
night!
Well,
thank
you.
Okay,
a
couple
things.
One
I
got
a
call
from
Career
Source.
You
know
I'm
on
the
state
board,
for
Career
Source,
been
on
there
for
11
years
and
got
a
call
from
Andrew.
He
said
mayor,
Brian
Nelson
said
this:
will
let
you
know
that
the
new
rules
from
the
federal
government,
because
a
lot
of
the
money
for
Career
Source
comes
from
the
federal
government?
Is
that
you
can't
you
can
no
longer
serve
you
served
too
long.
A
I
said:
okay,
yes,
he
said
I
love,
that's
a
good
thing
or
bad
things.
I
said
well,
I've
enjoyed
my
11
years
on
that
you
know
and
we
we
as
a
city
won
the
the
award.
I
got
to
go
to
fly
to
Chicago
in
January,
which
was
probably
not
the
best
place
to
go
in
January,
but
to
receive
award
for
our
our
summer
program.
So
yeah
I've
enjoyed
my
service
at
career
source
and
but
time
to
time
to
move
on
the
next
up.
A
Popca
the
act
of
Transportation
Network
studies
tomorrow
at
6
p.m,
at
the
VFW
so
come
on
down
and
kind
of
see
what
what
we
have
to
offer
there.
Commissioner
Smith
all
brought
up
the
Emancipation
Day
celebration:
graduations!
Congratulations
to
our
seniors,
Apopka
high
schools.
Their
graduation
is
on
May
22nd.
We
Cabo
high
school
is
on
May
30th.
A
We've
got
the
Memorial
Day
service
coming
up
on
Monday
May
29th
11
A.M
at
Edgewood,
Greenwood
Cemetery,
and
then
the
VFW
will
have
a
you
know:
hot
dogs,
hamburgers
at
the
VFW
thereafter,
budget
Workshops
the
dates
and
times
have
remained
the
same,
but
Chief
McKinley
had
a
conflict,
and
so
we
had
to
Flip
Flip
them.
So
just
so,
just
everybody
knows
that
you
know
we
put
out
their
last
council
meeting.
A
We
needed
to
change
it,
so
Monday,
July
24th
at
5
PM
will
be
Community,
Development,
Economic,
Development,
Parks
and
Rec
and
administration
budgets
on
Tuesday
July
25th.
It
will
be
information
technology
and
Public.
Safety
budget
review
and
Wednesday
July
26th.
Also
at
5
PM
will
be
our
Public
Services
budget
review.
So
just
a
little
change
there.
A
The
last
thing
I
want
to
bring,
which
is
a
great
partnership
with
the
the
the
post
office
here
in
Apopka
Rich
Carter
good
friend,
I've,
been
a
friend
for
a
long
time
was
in
charge
of
it
this
year
and
we
last
year
you
know
they
they
collect
food
for
lows
and
Fishes.
So
last
year
they
collected
3
900
pounds
of
food,
and
this
year
they've
collected
20
or
12
103
pounds.
So
almost
almost
a
quadruple.
A
So
it's
kind
of
interesting
we're
talking
about
them.
You
know,
there's
you
have
to
the
foods
have
to
be
within
the
there's,
their
dates
and
if
they're
out
of
