A
A
Let's
pray,
Heavenly
Father,
we
thank
you
so
much
for
your
goodness
Lord
I
Thank
you
for
this
city
and
what
it
means
to
me
and
fathers
were
gathered
here
as
Citizens
together.
We
ask
that
you
would
give
us
wisdom.
You
said
in
your
word,
if
we
ask
you'll,
give
it
abundantly
so
give
us
wisdom
to
make
the
best
decisions
for
all
and
follow
that
together
we
would
draw
together
as
one
heart
as
we
continue
in
our
future.
A
We
ask
you
to
bless
these
proceedings
and
we
give
you
all
the
praise
in
Jesus
name,
amen,
I,
pledge
allegiance
to
the
flag
of
the
United
States
of
America
and
to
the
Republic
for
which
it
stands.
One
nation
of
God
indivisible
with
liberty
and
justice
for
all
and
fact
of
the
day
on
November,
2nd
1983,
President
Ronald
Reagan
signs
a
bill
in
the
White
House
Rose
Garden,
designating
a
Federal
holiday,
honoring,
Martin,
Luther,
King
Jr,
to
be
observed
on.
A
D
C
All
opposed
motion
carries
unanimously,
I
need
to
apologize,
I
gone
last
week
and
then
had
a
didn't
get
a
proclamation
on
to
the
agenda.
But
I
do
want
to
read
it
because
it
is
very,
very
important
to
me
and
I
think
to
a
lot
of
people
in
this
room
and
it's
about
it's
the
week
of
the
the
family.
And
so
let
me
read
the
proclamation
and
I
know.
I've
got
my
good
friend
Victoria
Laney
here
to
to
accept
that
Proclamation,
whereas
the
family
is
the
foundation
of
the
city
of
Apopka.
C
E
These
conventions
and
stuff
I
see
there's
a
veterans
event
on
the
on
the
calendar
for
the
city
and
I'll,
see
you
there
great.
H
Okay,
I'm,
assuming
most
people,
can
do
two
things
at
one
time,
so
you
can
watch
the
state
of
Clearwater
Lake
cresting.
Well,
while
I'm
breaking
it
down.
My
name
is
Gregory
Griffith
I'm
in
Apopka,
live
in
Apopka
and
to
man
Nelson,
and
to
the
Commissioners.
I,
basically
have
one
question,
as
you
can
see
from
these
videos
that
were
recently
taken,
the
trees
continue
to
die
or
are
dead
now,
starting
to
fall
over
from
their
own
weight
and
the
water
I
was
promised
by
you
Brian
two
weeks.
C
C
So
we're
just
waiting
on
on
the
a
date
from
the
St
John's
Water
Management.
They
were
going
to
send
their
their
the
pr
person
and
I
didn't
think
that
was
appropriate.
I
wanted
an
engineer
there
from
St
John,
so
I
was
hoping
to
have
the
answer
or
a
time
for
everybody.
I
will
I've
got
the
group
and
we'll
send
you
an
email,
hopefully
by
you,
know
close
a
business
today.
Okay,.
C
H
I
H
H
H
C
C
J
J
Is
not
true
because
I'm
home
every
day-
and
you
could
arranged
my
bell
and
said
Venus
I'm
here-
I-
think
that
is
cancer
causing
agents
in
that
water.
25
years
from
today,
you
hear
people
getting
sick,
it's
a
smell
in
my
house.
Now
from
all
of
that
stuff,
that's
out
there
and
what
do
you
guys?
Do
you
sit
here?
You
talk
about
it
for
two
weeks.
J
J
Y'all
have
power,
there
is
an
election
coming
and
Mr
Smith
I
hope
they
vote
you
out,
because
you're
an
embarrassment
to
Apopka
out
there
I
have
more
fans
than
Michael
Jackson,
because
I
can
walk
the
streets
and
they
say
Venus
give
them
hell
and
I'm
here
to
tell
you
that
you
guys
need
to
do
something
about
that
water
or
you
want
everybody
to
evacuate
their
house
because
they
can't
stand
the
smell
out
there
or
the
cancer
causing
agents.
That's
out
there.
J
I
could
prove
that
or
should
I
go
to
the
state
and
the
federal
government
and
Mr
Mayor
I
hope
you
enjoyed
your
trip
in
Washington.
Maybe
you
asked
President
Biden
for
some
money
or
something
like
that
to
help
out
out
there.
I
have
people
in
the
state
I
have
people
in
the
federal
government.
Now,
if
you
guys
want
want
some
help,
I
got
the
heat
and
I
don't
want
to
bring
it
because
I
live
here
in
Apopka,
I
love,
Apopka!
J
That's
why
I'm
still
here
but
I
will
not
have
people
saying
two
weeks
by
next
week
or
a
week
after
that.
That
stuff
is
going
to
be
done.
Stuff
needs
to
be
done
and
Mr
Smith
I'm
ashamed
of
you,
because
you
sit
here
and
say:
yes,
yes,
okay,
but
you
do
nothing
about
it,
get
off
your
butt
and
do
something
right
now
about
that
lake
or
I
will
go
to
the
state.
I
will
go
to
the
federal
government
and
I.
Have
civil
rights.
Lawyers
on
this
and
I
will
get
it
done.
K
Foreign
good
afternoon
concerned
citizen
city
of
Apopka.
I
am
here
today
to
express
my
concerns
and
require
some
answers
to
some
to
some
questions
in
a
quiet,
peaceful
manner,
without
alluding
to
threats
or
fear-mongering
in
1839
the
other.
The
author,
Edward
Bulger
Linton
penned
the
metonomic
adage.
The
pen
is
mightier
than
the
sword
for
a
fiction
full
of
conspiracy
and
Intrigue,
which
peels
into
insignificance
to
that
which
appears
to
be
surrounding
Us
in
Apopka.
Today,
the
right
to
bear
arms
has
been
not
been
diminished
by
incursions
under
civil
liberties.
K
A
new
generation
has
found
empowerment
with
Black's
dictionary
of
law,
a
mobile
phone
to
document
due
process
and
the
internet
to
publicly
Express
their
descent,
rumor
and
conspiracy
thrive
in
an
atmosphere
where
transparency
and
accountability
are
repressed
in
this
prevailing
environment.
Normally
quiet
citizens
with
no
political
aspirations
or
desire
for
publicity
feel
the
need
to
stick
a
stand.
I've
appeared
here
before
and
was
happy
to
give
my
name
an
address.
K
Change
in
accountability
will
inevitably
have
to
be
addressed
in
incrementally
small
steps.
However,
these
small
steps
will
encourage
the
people
to
show
patience
and
understanding
that
progress
can
be
made.
Today,
I
questioned
the
City
attorney
on
the
constitutionality
of
being
forced
to
sign
in
prevent
present
my
identity,
but
I
wish
to
remain
anonymous
in
view
of
what
happened
to
Dennis
knew.
There
are
numerous
citizens
in
Apopka
now
who
live
in
fear
of
repercussions
from
stating
what
they
believe.
K
K
I
I
have
some
problems
with
the
fact
that
some
people
are
accredited
with
three
or
four
minutes
here,
and
other
people
can
speak
for
a
long
time
and
therefore
having
conjunction
with
others,
practiced
a
domain
name.
It's
called
city
of
Apopka
dot
info
and
we
intend
to
give
platform
for
freedom
of
speech,
and
accountability
will
not
be
censored.
Normal
contributors
have
to
identify
for
fear
of
reprisals
against
their
concerns
and
opinion.
No
one,
man
or
body
of
government
should
hold
a
balance
of
power
that
intimidates
others.
K
I
Good
afternoon,
mayor
council
and
The
Beautiful
People
of
Apopka,
my
name
is
Paul
Billings
I'm,
a
citizen
resident
of
Apopka
producer
of
the
Heart
and
Soul
Music
Festival
that
occurred
on
October,
the
8th
on
October
8th.
We
had
the
Isley
Brothers
Confunction
among
other
National
celebrities,
along
with
over
4
000
people
at
the
popcampa
theater
I'm.
Only
here
addressing
this
event,
because
at
the
last
City
Commissioner
meeting
our
event
was
cast
in
a
negative
light
and
it
was
offensive
over
4
000
people
were
there.
Majority
of
them
were
from
out
of
town.
I
I
The
mayor
and
commissioner
Smith
have
been
very
supportive
of
this
event.
Commissioner
Vasquez
commissioner
Smith
was
a
sponsor.
He
paid
for
his
tickets.
I
didn't
send
him
an
invite,
and
this
is
our
second
year
we
did.
We
had
a
big
event
there.
Last
year
the
mayor
paid
for
his
tickets
to
come
to
this
event,
so
I
thought
you
were
kind
of
like
out
of
line
to
publicly
cast
doubt
on
the
Integrity
of
our
event.
I
We
put
a
lot
of
effort
into
this
event.
It's
not
easy
to
bring
the
number
one
old
school
artist
to
Apopka,
so
I
would
appreciate
if
we
can
handle
things
more
tactfully,
I,
I
own
radio
stations,
I,
wouldn't
dare
attack
you
on
radio,
for
something
small
like
that.
If
I
would
have
known
that,
you
was
at
that
event,
I
would
have
put
you
on
stage
same
thing.
That
happened
with
mayor
Nelson
last
year.
He
was
there
reported
him
on
stage
so
to
cast
doubt
when
I
event.
It
takes
a
lot
of
work.
I
A
lot
of
Pride
goes
into
what
we
did.
It
was
a
major
event.
You
were
there
I
heard
you
were
there
you've
seen
it,
it
was
peaceful
I
just
asked:
did
you
give
us
the
same
respect
and
dignity
that
you
gave
of
the
events
and
I'm
a
proud
citizen
of
the
city?
Yes,
I'm
a
Michigan
resident
too,
but
I
love,
Apopka
and
I'm
here
by
choice.
I
chose
to
bring
this
event
to
the
pop
Amphitheater,
because
I'm
a
resident,
it's
close
to
my
house
and
I,
have
pride
for
this
city.
L
Let's
all
forget
all
the
areas
having
flooding
issues
due
to
overbuilding
poor
engineering
oversight,
also
due
to
lack
of
transparency
such
as
the
substantial
pay
increase.
The
mayor
was
included
in
the
budget
without
discussion.
Well,
the
commission
and
taxpayers
were
distracted
by
Staffing
and
safety
concerns
for
the
fire
department.
I
have
stated
on
many
of
those
occasions
that
I
have
concerned
for
retaliation
and
attempts
and
intimidation
such
as
the
continued
weaponization
of
City
departments,
selective
limiting
of
speech
demonstrated
by
the
fact
that
without
fail,
the
four-minute
cutoff
is
used
on
certain
speakers.
L
While
others
are
allowed
to
go
six
eight,
even
fifteen
minutes,
Mr
binge
and
Mr
Rankin
are
perfect
examples
of
the
extreme
time
limit.
Overrun
I
am
sure
today
will
be
the
same.
I
ask
again:
what's
happened
to
this
city
that
I
love
so
much
and
our
other
residents
willing
to
stand
up
and
step
the
challenge
to
corruption,
challenging
intimidation,
remind
people
that
they
were
elected
to
represent
the
taxpayers,
not
rule
them
to
represent
all
of
the
taxpayers,
not
just
the
large
developers
and
Builders.
L
This
is
not
a
kingdom
seeing
that
my
words,
which
I
think
a
lot
of
people
are
listening
to
and
feeling
are
not
being
heard
by
certain
people
in
the
city.
I
come
today
to
talk
about
a
city
code,
reference
I
use
the
rest
of
my
time
to
read
some
of
that.
For
you
city
code,
section
four
period,
zero,
five
recall
any
member
of
the
city
council
may
be
removed
from
office
by
the
electors
of
the
city.
Following
the
procedures
for
recall,
established
by
the
general
law
and
ordinance
of
the
city.
L
Title
IX
chapter
100,
.361,
Municipal,
recall
application
and
definition
any
member
of
the
governing
body
or
municipality
or
Charter
County
here
in
after
referred
to
in
this
section,
as
the
municipality
may
be
removed
from
office
by
the
electors
of
the
municipality,
when
the
office
represents
a
district
that
is
elected
by
only
the
electors
in
that
District.
Only
the
electors
in
that
District
are
allowed
to
vote
and
sign
a
petition
for
recall
when
the
official
represents
a
district
and
is
elected
at
large.
L
L
M
M
M
If
I
may
respond
to
this
public
record,
the
mayor
has
taken
nothing
away
from
the
museum
and
nothing
has
been
given
to
me.
Francis
portalatin,
Seacoast
Bank
of
Apopka
approached
me
months
ago
months
ago,
to
do
a
tree
Festival
as
Seacoast
Bank
would
like
to
financially
be
the
sponsor
of
this
event.
The
epilepsy
Association
of
Central
Florida
is
a
customer
at
Seacoast
Bank.
M
So
it's
all
very
simple.
I
have
requested
to
meet
with
commissioner
Velazquez
several
times
to
review
with
her
that
I
was
not
approached
or
asked
by
members
of
the
museum
to
assist
or
co-sponsor
any
form
of
a
Christmas
event.
This
year
the
epilepsy
of
Association
of
Central
Florida
has
rented
camp
wewa
for
the
jingle
Mingle.
They
have
an
amazing
event
planned
with
over
60
decorated
trees
over
20
decorated
wreaths
for
silent
auction
s'mores
around
the
fire
pit.
M
M
We
could
not
ask
for
any
better
environment
for
these
children
to
enjoy
the
great
outdoors
and
structured
events.
I
certainly
wanted
this
opportunity
to
correct
any
misinformation,
so
everyone
can
come
and
enjoy
the
jingle
mingle
with
an
open
heart.
Epilepsy
has
touched
many
families,
and
this
is
a
non-profit
organization
that
does
tremendous
things
in
Central
Florida.
M
By
having
the
jingle
mingle
at
Camp
wewa,
the
event
will
be
introducing
the
camp
to
many
businesses
and
families
that
have
not
ever
seen
this
beautiful
property.
My
participation
in
community
events
is
not
new.
I
have
volunteered
for
many
events,
including
the
national
Wild
Turkey
Federation,
the
VFW,
the
Apopka
Police
Department,
the
Apopka
fire
department.
The
Apopka
Museum
Vision
2020
and
many
prior
epilepsy
Association
events
I
know
that
if
anyone
has
a
question
about
this,
that
I
am
certainly
easy
to
find
in
town.
M
N
If
you
can
I'll
respond
to
that,
because
you
obviously
did
not
read
the
entire
email,
nor
did
you
mention
the
email
that
shortly
followed
after
that,
in
which
I
had
spoken
to
you
and
said
why
I
canceled
the
meeting
so
and
for
the
record
I
will
submit
both
emails
for
public
comments
so
that
everyone
can
see
that
there
was
a
second
email
that
was
sent
to
you
shortly
thereafter
and
I
did
thank
you
for
your
community
service
and
I
did
say
that
what
you
do
for
the
city
did
not
go
unnoticed
and
I
told
you
why
I
canceled
the
meeting
so
for
the
record
it's
going
in
for
public
comment
so
that
everyone
can
see
the
second
email
that
you
did
not
mention
go
into
file.
B
Thank
you
all
for
allowing
me
to
speak
here
today.
As
you
all
are
aware,
I
have
been
motivated
and
inspired
by
my
son
Austin
and
by
the
letter
that
he
had
wrote
only
10
months
into
his
career
as
a
firefighter
EMT
Austin
was
able
to
point
out
some
things
that
he
felt
he
could
improve
into
the
apartment
in
which
he
Faithfully
served.
B
B
He
was
the
type
of
person
that
would
give,
and
by
that
way
he
continues
to
inspire
me
through.
My
son.
I
am
inspired
to
give
something
back
and
today
is
my
incredible
pleasure
to
be
able
to
publicly
announce
that,
in
partnership
with
my
employer,
the
Clydesdale
team
or
city
leadership
and
the
Apopka
Fire
Department
that
the
world
famous
Clydesdale
team
will
be
brought
to
Apopka
by
Austin
durian
Austin's
Army.
B
O
Good
afternoon,
mayor
commissions,
how
everybody
doing
my
name
is
Sylvester
Hall,
391,
Rolling,
Hills,
Lane,
Apopka,
Florida
I
could
make
the
last
city
council
meeting
because,
like
some
of
my
neighbors
I
heard,
I
had
a
severe
case
of
the
flu
and
I
would
encourage
anybody
out
if
the
flu
is
going
to
the
flu
season
is
going
to
be
one
of
the
worst
we
have
seen
in
the
country.
In
a
long
time,
I
had
a
temperature
of
106
degrees.
O
I
was
planning
on
staying
at
home
that
night
and
weather
this
storm.
If
I
had
done
that,
I
probably
wouldn't
be
standing
here
today,
but
what
I
want
to
bring?
What
I
want
to
talk
about
today
is
the
elephant
in
the
room,
and
it's
something
that
this
city,
this
state
and
this
country
need
to
hear
it's
the
state
of
racism
in
our
cities,
in
our
states
and
in
our
country.
O
O
O
O
O
O
O
O
Should
conquer
when
you
look
at
this
picture,
thank
you,
Mr
Hall!
Yes,
when
you
look
at
this
picture,
some
seal,
a
beautiful
young
lady,
some
see
your
old
lady.
My
point
is:
most
of
us
can
see
that
it's
a
lady,
so
how
in
our
beautiful
country,
we
can't
see
wrong.
We
can't
see
right.
We
can't
see
good,
we
can't
see
evil.
We
can't
see
fearing
what's
unfair,
why
all
right!
So!
Thank
you.
Thank
you.
I
remind
you
of
these.
That
I
have
remind
you
so
many
times
I
probably
would
have
saved
son.
O
P
Motion
to
approve
I
had
one
I
just
want
to
talk
about
real
quick.
It's
number
eight
in
reference
to
the
floating
holiday
for
next
year
other
and-
and
this
is
just
a
first
that's
coming
in
front
of
us-
and
that's
the
only
reason
I'm
questioning
it
is
just
if
we
instead
of
selecting
a
day
up
here,
is
it
possible
for
us
to
just
have
each
individual
staff
member
choose
what
day
they
would
like.
So
it's
it's
their
own
floating
day.
F
Commissioner,
we've
already
done
that
what
you
have
before
you,
if
your
employees
have
Vogue-
and
this
is
a
great
they
have
selected-
and
so
this
is
the
day
we're
asking
for
to
be
approved
as
the
additional
holiday
that
everybody
will
get.

Dennis
new

Magnolia

in
regard
to
the
master
plan
change
zoning
changes,
annexations
I've,
been
hearing
from
a
lot
of
people
and
I
know
some
of
the
Commissioners
have
too
lack
of
proper
infrastructure
runs
rampant
throughout
the
city,
specifically
Road
improvements,
Public
Safety
improvements,
proper
planning
for
drainage,
causing
flooding
in
many
areas.
Clear
Lake
is
one
of
them.
The
taxpayers
of
this
city
spoke
out
when
they
thought
there
were
too
many
type
dollar
stores
and
put
a
moratorium
on
building
them.
They're,
currently,
speaking
out
about
car,
washes
they're.
L
Also
speaking
about
Road
use,
the
larger
problem-
roadways
like
Golden,
Gym,
Road,
Kelly,
Park
Pond,
can
King
Street,
437,
Orange,
Avenue,
Vic
Road
only
to
name
a
few.
All
of
these
roads
are
now
congested,
yet
the
city
still
approves
hundreds
of
homes
down
each
of
them.
Are
the
schools
ready
for
the
growth
I
know
the
roads,
aren't
I,
know
the
infrastructure.
Isn't
it's
my
belief?
Like
many
other
communities
around
us,
we
need
to
do
a
moratorium
on
building
until
our
infrastructure
has
caught
up
to
support
all
this
greed.
L
L
K
As
a
resident
in
Golden
gem
Road,
who
is
said
to
suffer
on
golden
gem
Road
for
a
number
of
years,
I'd
like
to
bring
to
your
attention
that
golden
gem
Road
has
been
permitted
to
have
numerous
new
planning
developments
on
it.
Yet
golden
gem
Road
doesn't
have
proper
foundations.
It's
not
fit
to
travel
on.
K
I've
complained
to
the
city.
Engineer:
I've
complained
to
Orange
County
damage
to
my
vehicle
I
suffered
about
three
thousand
dollars
worth
of
damage
to
a
Range
Rover
because
of
the
the
roads
not
been
up
kept
there
I,
don't
know
how
you
can
continue
to
to
give
more
planning
on
golden
gem
Road.
There's
a
new
development
I
believe
now
for
3
000
houses.
K
I
did
ask
if
the
city
were
good
to
endorse
that
I
also
asked
police
chief
McKinley
if
he
was
going
to
endorse
that,
because
both
the
city
and
chief
McKinley
denied
my
application
in
the
grounds
and
it
wasn't
fit
for
the
traffic
that
was
currently
carrying.
Thank
you,

O
91
Rolling
Hills
Lane
I
have
a
dear
neighbor
who
want
to
come
in
and
speak
about
this
occasion,
but
he
can't
make
it
because
he's
recovering
from
the
flu
the
answer
that
I
want,
if
you're
not
able
to
make
the
meetings,
and
you
want
something
right
into
the
minutes.
What
is
the
procedure
because
he
was
told
he
couldn't
do
it
and
I
know?
If
you
go
back
and
watch
the
tape,
you
don't
saw
that
we
had
public
comments
read
into
the
minutes.
So
what
is
we
want
to
know?
O
Q
Did
not
policy
has
been
that
we
do
not
accept
submissions
to
be
read
into
the
record
as
part
of
public
comments.
The
resolution
that
governs
the
decorum
for
the
council
States
it
for
public
comments.
You
have
to
be
present,
however,
any
Resident
can
submit
written
comments
on
any
subject
matter
that
is
on
the
agenda.
Copies
will
be
made
distributed
as
part
of
that
packet.
That
is
to
be
considered.
So
in
this
case,
if
comments
are
to
be
made
on
this
item,
somebody
can
submit
those
in
writing.
Q
They
then
become
part
of
the
record
and
they
are
a
public
record
they're
just
not
read,
but
that,
because
they're,
not
read
or
audibly
stated
does
not
make
them
does
not
exclude
them
from
being
public
records.
The
written
comment
is
a
public
record
and
can
be
taken
into
consideration
by
each
commissioner,
as
for
their
the
basis
of
their
vote,
support
or
denial
of
an
item.
So
members
of
the
public
can
write
in
their
comments,
write
in
their
feelings.
Q
Those
are
copied
and
given
to
every
commissioner
and
then
you
as
a
commissioner
can
consider
it
as
you
please,
just
as
you
can
consider.
Somebody
who
comes
and
audibly
makes
a
public
comment
before
you
during
during
public
comment
or
comments
on
a
matter.
That's
under
the
that
is
on
the
agenda.
N
So
obviously,
the
email
that
was
received
from
one.
N
Sorry
from
one
of
our
residents,
which
is
Mr
Rod
Olson,
he
sent
an
email
and
his
email
really
pertains
to
all
the
developments
that
we
are
going
to
vote
on
today
and
his
contention
is
as
it
as
he
has
done
in
the
past
has
to
be
with
the
school
capacity.
So
I
will
take
his
email,
which
he
sent
to
us
I
think
yesterday,
I
was
opened
it
today
and
then
it
will
be
public.
It's.
Q
N
P
N
P
N
Q
Q
Q
N
Yeah,
but
it's
public
record,
but
then
the
audience
that
Tunes
in
doesn't
know
it
and
the
audience
that's
sitting
here.
Does
it
know
what
Mr
Rod
Olson
wanted
to
say
so
I'd
like
to
read
it
because
he
is
a
he
is
a
resident
that
is,
has
continuously
shared
his
concern
for
the
school
overcrowding,
so
I
will
read
it
as
quickly
as
I
can
hope.
All
is
well
with
you
and
yours,
although
I
will
not
be
able
to
attend
the
November
2nd
city
of
Apopka
council
meeting
I
must
weigh
in.
N
We
are
dealing
with
the
shortage
in
police,
fire
and
other
critical
personnel
flooding
roadways,
topped
with
infrastructure
not
able
to
adequately
meet
our
current
needs.
Continued
school
overcrowding
has
resulted
in
a
disciplinary
and
academic
achievement,
challenges
for
the
children,
not
to
mention
the
remnants
of
hurricane
eon.
N
N
The
school
designations
do
not
appear
to
make
sense,
yet
just
another
rubber
stamp
rewarding
out
of
town
developers
and
letting
the
citizens
of
Apopka
deal
with
the
Fallout,
inadequate
roadways,
inadequate,
Staffing,
inadequate
infrastructure
and
overcrowded
schools.
If
it
looks
like
a
duck
and
quacks
like
a
duck,
it's
a
duck.
What
happened
to
getting
together
with
ocps
and
Orange
County
government
in
a
united
front
in
addressing
our
concerns
with
our
school
overcrowding
in
Apopka
as
the
fight
as
the
fastest
growing
county
in
the
state
of
Florida?
N
N
We
must
set
a
date
to
meet
the
aforementioned
before
the
next
council
meeting,
our
children
or
our
future.
We
are
better
than
this
as
the
fourth
largest
school
district
in
the
state.
Why
do
we
enjoy
nearly
20
percent
of
our
students
in
Portables,
when
the
top
three
school
districts
by
rank
are
2.5
percent
14
and
2.5
percent?
In
Portables?
We
did.
We
deserve
better
than
this.
N
N
The
last
paragraph
and
thank
you
for
your
patience.
We
need
to
put
the
brakes
on
any
development
in
Apopka
until
our
community
can
get
our
legs
under
us
and
grow
and
develop
as
a
community
in
a
straightforward,
measured
and
metered
manner
makes
one
Wonder
what
happened
to
crawling
before
walking
and
walking
before
running.
What
can
I
do
to
help
stay
safe
and
God
speed,
Mr,
Rod,
Olson.
A
Sure
can
I
absolutely
yeah.
I
actually
did
reach
out
to
our
Orange
County
representative
Miss
Byrd,
and
go
over
some
of
these
issues.
Here
she
said
that
the
the
portable
numbers
are
different
than
this
I
had
asked
that
she
would
come
and
be
bring
a
presentation
to
the
city
of
Apopka
so
that
we
can
understand
what
we
can
do,
because
there
is
a
frustration.
Everybody
feels
it
there's
a
frustration
when
you
have
citizens
that
say
I
have
a
right
to
sell
my
property
for
it
to
be
developed.
A
A
You
know,
and
so
that's
what
we're
we're
really
trying
to
to
figure
out,
and
so
she
did
say
that
you
know
she's
willing
to
do
that
and
you
know,
would
work
with
us
to
try
and
bring
a
clear
picture.
I
I
always
appreciate
Rod,
because
he's
passionate,
but
he's
always
you
know
just
brings
it
with
a
real,
sincere
sincerity,
respect
but
says
hey.
We
need
to
do
something
and
so
again
she's
willing
to
work
with
us.
I
think
she's
been
a
good
advocate
for
us.
This
is
a
it's
an
interesting
situation.
A
I
guess
that's
not
the
best
word,
but
the
bottom
line
is
part
of
what
pays
for
our
infrastructure
and
pushes
Orange
County
to
bring
give
us
more
funds
to
build
our
relief.
Schools
is
the
the
process.
So
it's
like
this
chicken
egg
thing
and
it
you
know
so.
You
know
we'll
I'll
know
after
next
week
whether
I
can
try
and
hit
that
from
a
different
level.
But
I'm
really,
you
know
I'm
passionate
to
try
and
address
this,
find
the
right
way.
A
The
legal
way
that's
really
going
to
bring
in
alleviating
to
our
need
and
yet
still
help
us
to
fund
the
mechanism
for
the
very
things
we're
Desiring,
such
as
the
publics
wanted
to
see.
Four
thousand
house
tops
before
they
would
develop
in
Kelly
Park,
which
is
the
beginning
of
bringing
in
our
restaurants
these
different
things.
Of
course
we
need
more
business,
you
know.
So
all
of
these
things
are
intricate
and
I
know.
For
me,
there's
been
no
attempt
to
bring
a
deaf
ear
and
you
know
I
could
sit,
say
hey.
A
This
is
my
last
meeting:
I'll
just
stay
low
and
not
say
anything,
but
yes,
this
is
important
and
we
do
hear
that
and
you
know
Solutions
are
being
sought,
it's
not
simply
being
ignored,
but
trying
to
deal
with
Orange
County's,
very
intricate
formula
for
how
they
fund
our
schools.
A
It's
one
of
the
reasons
we
got
our
Kelly
Park
School
bumped
up
on
the
list
because
of
some
of
that
growth
I'm
frustrated
that
our
own
dollars
don't
stay
here
for
us
they're
put
into
the
pot
and
then
they
put
it
wherever
they
want.
So
some
of
that
may
be
squeaky,
we'll
get
in
the
grease.
You
know
and
again
I'm
sure,
as
as
you
continue
in
that
you
know,
we
can
continue
to
advocate
for
that.
I
just
think.
There's.
The
frustration
here
is
okay.
When
are
we
going
to
deal
with
it?
A
And
you
know
I
would
be
in
favor
of
doing
those
things
and
again,
I
believe
that
Miss
birdie
is
as
well
and
so
let's
move
forward.
T
I
know
that
we've
had
this
conversation
before
and
it's
not
just
a
city
problem,
but
the
state
plays
a
role
in
this
as
well,
and
so
I
agree
with
Mr
ocean
that
we
need
to
meet
with
our
legislators
and
see
what
we
can
do
in
order
to
change
the
rule.
That's
in
place
that
determines
when
the
school
is
then
built,
and
so
legislature
will
be
back
in
session
in
January,
and
so
we
need
to
be
prepared
to
have
that
conversation.
C
Yeah
yeah
we
tried
I
was
trying
to
just
bring
him
as
a
presentation,
but
they
wanted
to
go
workshops,
I
guess,
since
they
haven't
done
presentation,
maybe
we'll
have
to
go
to
a
workshop.
So
with
that
look
for
a
motion
to
approve
the
master
plan
Amendment
for
the
crossroads
at
Kelly
Park,
so
I'm
kind
of
motion
by
commissioner
Nesta.
Second,
second
by
commissioner
bankson,
all
those
in
favor.
F
D
C
Okay,
so
we
have
a
four
to
one
with
commissioner
Smith
in
the
up
position:
okay,
next
up
the
Second
Amendment
to
the
amended
and
restated
Land
Development
agreement
for
Hamrick
property,
future
land
use
agreement;
okay,
Vladimir,
good.
U
Afternoon,
everyone
Public
Services
Department
mayor
commissioner.
What
we're
bringing
to
you
today
is
the
Second

to
amend
it
and
restated

the

associated
with

Amendment
and
then
on

I'm
here
to
ask
you
to
approve
an
agreement
between
the
city
of
Apopka,
cfx
and
blue
scope,
Properties
Group
that
has
to
do
with
the
property
swap
I.
Have
this
slide
so
that
you
can
see
the
area
that
we're
talking
about
I,
think
nope.
V
Sorry
got
ahead
of
myself,
we're
talking
about
the
properties
on
the
west
side
of
429
south
of
where
you
see
Peterson
Road,
you
see
the
the
property
that
kind
of
juts
out
from
the
expressway
here
is
shown
better.
You
now
that
you
know
the
area.
What
we're
trying
to
accomplish
here
is
the
developer.
Blue
scope.
Properties
is
trying
to
add
on
to
the
existing
large
Industrial
Development
to
the
north,
known
as
Mid
Florida
Logistics
they've
been
so
successful.
V
There
they're
going
to
expand
so,
unfortunately,
the
property
that's
shown
as
existing
cfx
property
is
kind
of
in
the
middle
of
their
property
and
it
limits
their
ability
to
lay
out
their
site.
So
we've
we've,
we
meaning
me
and
the
developer-
went
and
talked
to
cfx
they're
willing
to
swap
that
property
with
another
property.
That's
that's
under
contract
to
the
developer,
down
on
the
the
southwest
corner.
V
Make
that
swap
they'll
build
a
new
Pond
for
cfx
they'll
have
their
own
Pond
separate.
This
shows
it
a
little
better
and
what
we
get
for
being
the
sort
of
intermediary
in
this
is
the
Wetland
shown
in
the
Southeast
and
what
we
will
end
up
with
all
the
Industrial
Development
will
be
to
the
top
and
our
lovely
Wildlife
Park,
which
is
to
the
South.
V
When
I
have
this
this
wonderful
buffer,
it
will
be
ponds
and
wetlands,
and
you
won't
even
know
that
there's
development
to
the
north-
and
it
will
definitely
enhance
the
experience
of
all
our
guests.
So
I
think
this
is
a
win
for
us
no
cost
to
the
city,
and
it
just
shows
that
what
a
good
partnership
that
we've
developed,
the
mayor
and
I
have
spent
a
lot
of
time,
developing
a
relationship
with
cfx.
V
N
So
any
questions
for
Pam.
No,
thank
you
for
the
time
that
you
gave
me
yesterday
in
order
to
kind
of
explain
this,
so
I
saw
the
benefit
of
it.
Thank
you.
Thank
you.
C
Anybody
else,
okay,
anybody
from
the
public
wish
to
speak
on
this
matter.
Close
the
public
hearing
and
just
I
want
to
thank
Pam
yeah.
It
was.
It
was
a
you
know,
one
of
those
unique
agreements
that
you
know
was
going
to
help
us
and
help
obviously
develop
a
nice
clean
squared
up
property
for
them
to
develop,
and
and
yet
we
get
that
buffer
for
our
our
birding
Park,
which
is
I,
think
really
critical
and
and
pretty
exciting.
So
thank
you,
Pam
for
all
your
help
on
that.

Have
a
question
sure
the
it's
56
more

53
50
56.!
Thank
you.
That's
basically,
an
additional
building,
correct
one
more
multi-family
or
I.
Guess
how
are
they
adding
those.
R
Good
afternoon
Jason
Mahoney
nv5
6200
Lee
Vista,
Boulevard,
Suite,
400,
Orlando
Florida,
we're
the
engineer
of
record
for
the
PD
and
to
answer
your
question,
the
units
likely
being
inserted
into
the
same
number
of
buildings.
So
in
this
case
we're
we're
talking
about
the
northwest
corner
of
the
property
where
we
show
looks
like
five
residential
buildings.
So
they'll
get
the
same
number
of
units
within
those
five
residential
buildings.
P
R
If
you
give
me
one
second,
I
can
tell
you
it
would
be
lot
B5
on
that
plan.
C
C
C
Okay,
we
got
one
more
reading,
so
I'm
come
back.
I
just
want
to
make
sure
that
we've
got
some
flexibility
there,
because
Jim,
if
you
make
sure
or
Gene,
make
sure
that
like
if
we
need
to
get
to
15
Acres
I
want
to
make
sure
we
got
enough.
If
that's
the
cut
off.
So
we've
got
some
more
flexibility.
T
C
A
Right
yeah
I
talked
with
staff
about
that
I
thought.
I
thought
you
had
said
that
they
were
going
to
go
up
higher,
but
it's
going
to
be
the
same
height
on
the
buildings
that
was
Prior
you're,
just
getting
more
units
into
it.
The
units
are
just
smaller
or
that.
A
Is
the
same
yeah,
yeah?
Okay,
because
that
was
my
first
question.
You
know
before
realizing
this
was
the
same
one
that
actually
Rod
had
written
about
was
my
concern,
obviously
being
in
vicinity
to
Clear
Lake
and
we're
still
trying
to
find
out
what
is
the
true
source?
Is
it
underground?
You
know
the
water
table,
Rising,
that's
affecting
us
all.
Is
it
runoff?
Is
it
building
and
so
I
mean
I,
just
I
kind
of
had
a
hesitation?
Are
we
going
to
add
this?
Doesn't
change
any
of
the
percolating
which
has
already
been
engineered?
A
This
just
changes
the
number
of
units,
so
that's
correct,
but
I
did
have
several
other
questions.
I
don't
know.
If
now
is
the
time
to
do
that
or
we'll
just
wait
till
my
section,
because
it
kind
of
affects
some
of
the
research
I've
been
trying
to
do
with
Clear
Lake
and
again
we
can't
talk
until
we
get
here
so
I,
don't
know
what
you've
done.
You've
done.
You've
done.
You
know
we
all
do
our
part
and
then
we
can
bring
it
together
here
because
of
sunshine
lost.
A
So
maybe
I
should
just
save
the
rest,
but
there's
ideas
that
are
looked.
C
C
C
I
think
as
he's
coming
up
just
realize
that
the
engineer
brings
us
a
plan
and
their
plan
is
supposed
to
be
able
to
keep
100
of
the
water
on
site
period.
Now
we
don't
double
check
their
numbers,
but
at
the
point
where
it
doesn't
meet
that
standard,
then
they
have
a
problem.
Would
that
be.
D
W
Richard
orp
city
engineer
it
so.
Yes,
the
City
reviews,
construction
plans
and
stormwater
reports
and
calculations
that
are
submitted
both
to
the
city
and
the
St
John's
River
Water,
Management
District,
and
in
this
case
the
city
in
St
John's
approved
the
permits
for
those,
because
we
couldn't
find
anything
wrong
with
the
engineering.
W
The
city
in
the
St
John's
River,
Water,
Management
District,
both
review
the
storm
water
systems
when
they
are
originally
designed,
and
so
we're
looking
at
the
city
is
looking
to
make
sure
that
the
stormwater
calculations
and
the
plans
meet
the
city
regulations
and
the
St
John's
River,
Water
Management
District
does
the
same
thing
with
their
regulations
and
in
the
case
of
all
of
the
stormwater
systems
in
this
subdivision,
the
the
city
and
St
John's.
Neither
one
of
us
could
find
anything
wrong
with
the
calculations.
W
Well,
we've
approved
the
stormwater
report,
they've
submitted
it
and
we've
approved
it
for
this
new
change
in
the
master
plan.
Okay,.
A
Okay,
okay,
so
then
I'll
just
put
this
in
here
on
my
questions
on
that
again:
I've
spoken
with
Elena
out
there
who's
over
the
HOA
and
with
Richard
reckling
as
well,
and
just
trying
to
piece
through
and
and
say,
okay,
we
know
we
have
a
problem.
What
can
we
do
about
it?
What
are
the
possibilities
and
again
I'm
sure,
you'll
Enlighten,
us
I,
assume
you
have
more
information
later.
A
My
first
question
was:
can
Clear
Lake
residents
use
the
water
for
their
own
irrigation
and
before
I
say
that
Elena
confirmed
that
it
is
a
private
Lake
owned
by
all
the
associations?
And
she
says:
let
me
be
clear
about
that
it.
It
is
not
the
city's
Lake.
It
went
from
the
lust
family
to
the
developer.
The
problem
was
that
I,
don't
think
the
developers
signed
it
off
correctly,
but
it
does
they
do
own
it,
and
so
then
that
goes
to
okay,
then
who's
responsible
for
this
is
it
the
city.
A
W
A
So
number
one
again
can
Clear
Lake
residents
use
the
water
for
their
own
irrigation.
That
would
be
a
benefit
to
all
the
communities.
It
would
use
it
up
minimally
I
understand,
but
it
also
help
them
cut
back
on
some
of
the
cost
of
water
usage,
the
cost
that
that
there
may
be
involved
in
the
HOAs
dealing
with
this
situation.
So
again,
these
are
just
ideas,
I'm,
just
trying
to
think.
What's
the
best
way,
how
can
we
do
something
about
this?
A
If
I
lived
there,
I
would
want
to
be
able
to
water
my
lawn
and
utilize
that
and
that
would
save
me
some
water
bills.
So
one
idea
I,
don't
know
if
that
can
fly,
but
I
turn
that
over
to
staff
to
continue
second
question
was:
can
we
dredge
Mud
Lake
for
the
ability
to
hold
more
water
there
and
I
know,
there's
concern
we've
been
looking
for?
A
Was
there
connection
to
and
I
called
Mr
new
about
that
because
of
the
history
of
his
family
there
and
all
indications
are
that
I
did
call
another
lady
didn't
hear
back
from
her
who
supposedly
had
old
maps
from
back
in
the
70s,
but
what
it
appears
is
when
they
redid
the
road,
because
for
so
many
years
it
was
just
pasture
land.
We
didn't
have
water
retention
issues
that
at
that
point
they
shut
off
the
tie-in
between
there
and
Mud
Lake.
The
problem
is
Mud.
A
Lake
then
goes
to
Lake
doe,
upper
and
lower,
and
so
that's
a
bigger
issue.
But
one
question
I
was
asking
yesterday
with
Ed.
Is
there
a
way
to
make
more
retention
in
the
mud
lake
side
and
be
part
of
the
solution
there
again,
that's
something
that
I
guess
as
they
say,
higher
parigray
gets
to
solve,
but
just
a
a
possibility.
Next
can
we
use
the
lift
station
to
remove
for
the
removal
of
excess
water
and
I
Know
It
talked
about
that?
That
was
suggested.
I
think
that's.
A
A
Then
we
have
to
process
all
that
correct
and
then
it
would
go
to
reclaim
water,
so
there
would
be
cost
involved
there,
but
at
least
it's
an
emergency
stop
Gap
measure
and
again
this
is
something
that
will
be
continued
to
be
debated,
but
hopefully
not
long
and
the
third.
The
last
question
was
about
the
spillway
was
the
spillway
designed
for
the
water
retention
areas
when
they
overflowed,
then
that
brought
it
all
over
or
was
it
for
a
runoff
from
that
new
development
over
there
and
my
understanding
is.
W
Well,
there's
there's
one
Spillway
that
that
you
could
see
it's
it's
between
the
Grand
avian
Parkway
and
Clear
Lake.
It's
kind
of
a
linear
storm
water,
Pond.
A
And
I
was
referring
the
other
development
that
that
is
real,
close
to
yeah.
W
Okay,
yep
that
that
Spillway
is
a
high
level
overflow.
So
if
we
exceeded
100
year
storm,
then
the
lake
would
be
expected
to
go
over
that
we're
and
into
the
lake
and.
A
So
that
overflow
is
for
runoff,
not
just
water,
Retention
Ponds.
W
Right,
it's
a
high
level
overflow.
So
so,
if
that
pond
in
avian
Point
were
to
over
top
it
wouldn't
just
over
top
a
dirt
embankment,
because
that
would
cause
the
whole
embankment
to
erode
and
form
a
big
gully.
So
what
Engineers
do
is
we
create
a
if
it's
going
to
overflow,
it
overflows
in
a
very
specific
place,
and
that's
what
that
concrete,
Weir
is
and.
W
Appears
to
still
be
intact
and
I
haven't
seen
any
erosion
I've
been
to
it
several
times.
I
went
either
Monday
or
yesterday
yeah,
okay,.
A
And
apologize
one
more
thing:
the
wall
that
is
near
the
entrance
for
Clear
Lake
Estates
was
not
designed
in
my
understanding
to
be
a
retention
wall
for
water
being
held
there.
Is
there
concern
about
that
wall
being
eroded
and
eventually
being
a
major
issue.
W
Well,
the
the
design
of
that
subdivision
was
before
my
time
with
the
city
here.
I
did
investigate
specifically
all
of
the
ponds
and
the
subdivisions
earlier
this
week
and
the
ponds
at
Clear,
Lake
Estates,
the
one
on
the
north
side
of
the
road
is,
is
dry
like
it's
supposed
to
be,
and
of
course,
the
one
on
the
south
side
of
the
road.
That's
in
the
area
of
the
playground
is,
is
wet
and
it's
supposed
to
be
dry.
A
Okay,
so
then,
to
sum
up,
I
mean
I
would
be
in
favor
again
if
I
lived
there,
but
if
there
was
a
way
to
for
them
to
be
allowed
to
utilize
water
for
their
own
irrigation.
I.
Think
that's
one.
Obviously
it's
not
near
enough
to
deal
with
the
whole
problem.
So
again,
that's
something
that
will
have
to
be
found
out
and
then,
of
course,
any
of
the
other
options.
A
W
Well,
the
lake
is
on
private
property
when
we
meet
with
St
John's
River
Water
Management
District.
A
lot
of
lakes
are
sovereign
submerged
lands.
If
they
were
identified
in
in
the
1850s,
when
Florida
became
a
state,
then
they
have
their
really
state
land.
Even
if
someone
planted
their
land
their
property
over
the
state
lands,
there
could
still
be
state
and
land,
so
we'll
I'll
bring
that
up
with
St
John's
when
we
meet
with
them
and
ask
them
that
question
yeah.
A
W
N
No,
the
only
thing
Richard
when,
when
you
do
meet
with
St
John's,
would
you
just
kind
of
give
us
each
an
update
on
that
meeting?
Yes,.
N
D
X
L
I've
watched
the
great,
consistent
or
I'm
sorry
Dennis
movie,
105
West
Magnolia
Street
I've
watched
with
great
consistency.
These
developers
come
in
and
they
get
their
approvals
and
they
start
their
work,
and
then
they
come
back
and
get
a
change
and
increase
the
density
which
increases
the
population
which
increases
the
load
on
all
of
the
infrastructure.
With
this
one.
In
specifically,
is
there
a
pointer
for
this
thing.
L
Okay,
with
with
this
development,
specifically
in
Clear
Lake,
specifically
only
because
I
know
the
history
I'd
like
to
tell
you
that
one
I
don't
know
how
to
run
this
dang
thing
this
area
right
here.
This
development
right
here
I'd
like
to
remind
the
council
that
it
was
approved
by
the
city
and
the
St
John's
Water
Management
District,
their
drain
water
was
approved
by
those
two
programs.
Clearwater
Estates
never
had
a
problem
with
Clear
Lake,
taking
away
feet
and
feet
and
feet
of
their
backyards
and
endangering
their
property.
L
Until
that
next
development
was
put
in
there,
water's
got
to
go
somewhere,
they
put
in
Retention
Ponds
and
swells
they're,
full
it's
running
over
them.
It's
supposed
to
be
designed
to
keep
the
water
on
their
property.
It
hasn't
done
it
now,
they're
putting
in
more
buildings
I,
don't
know,
I,
don't
care
how
many
people
live
there.
Water
runs
downhill
when
water
falls
on
a
building
or
water
falls
on
pavement
or
water
falls
in
a
parking
lot.
It
goes
into
runoff.
L
The
water
has
to
go
somewhere,
it
flows
downhill
my
fear
as
a
resident,
not
of
Clear
Lake,
but
in
their
defense.
How
much
water
is
this
new
development
going
to
stack
into
Clear
Lake
to
make
the
situation
they're
under
even
worse?
Yes,
it's
a
private
Lake.
You
keep
pointing
that
out,
but
it's
the
public
wonders
of
approvals
by
multiple
departments
that
have
allowed
this
Lake
to
flood
with
no
oversight.
L
So
something
needs
to
be
done
for
those
people
and
that's
just
one
development
in
the
city.
You
still
got
Sheila
Oaks
and
all
the
other
developments
that
are
having
flooding
issues.
Yes,
engineering
and
designing,
approves
it
but
they're,
not
faultless,
they're
sitting
in
an
office
somewhere.
Looking
at
a
map
just
like
this
map
on
a
computer
screen,
they
got
to
get
off
their
Laurels
and
go
out
and
look
at
what
actually
exists.
Water
flows
downhill
that
big
development
is
going
to
add
problem
to
Clear
Lake
Estates
and
those
are
good
people.
L
Those
are
people
that
have
moved
here
from
all
over
the
United
States
they're,
not
the
kind
of
people
that
we
want
to
hear
saying.
We
need
to
leave
Apopka
they're,
the
kind
of
citizens
and
taxpayers
that
we
need
to
keep
here,
because
they're
community-minded
Civic
people
and
we're
going
to
flood
them
out.
O
Sylvester
Hall
3091
Rolling,
Hills,
Lane,
Apopka
Florida,
my
thing
when
you're
looking
at
I'm
sitting
here,
taking
everything
in
when
you
go
back
to
Clear
Lake,
we're
focusing
on
a
lot
of
things
in
troubleshooting
in
my
profession,
there's
a
cause
and
there's
an
effect,
there's
a
cause
and
then
there's
a
an
effect.
A
lot
of
people
focus
on
the
effects.
How
do
I
fix
the
effects?
How
do
I
fix
the
effects?
Maybe
we
can
use
irrigation?
O
Maybe
we
can
do
this
if
you
go
back
to
the
cause
find
out
what
was
the
cause,
then
you'll
get
rid
of
the
problem
and
you
won't
have
future
problems,
but
if
we
try
to
treat
the
effects
we're
going
to
run
into
problems,
so
when
you
go
back
to
Clear
Lake
and
you
look
at
Clear
Lake,
has
it
always
flooded
out
like
that?
Mr
new
has
said:
no,
it
happened,
it
hasn't
so
at
some
point
it
started
flooding
out.
O
J
I'm
listening,
oh
okay,
because
I,
you
know
I
like
eye
contact,
because
I
feel
that
people
ignore
me.
But
anyway,
as
far
as
my
subdivision
is
concerned,
I've
been
there
for
15
years
and
it
has
never
flooded
until
Clear
Lake
Landing.
You
broke
ground
over
there
and
I've
been
working
with
this
for
five
years.
Diane
could
I've
talked
to
her
many
times
about
our
flooding,
and
it
was
inching
more
and
more
and
more
each
year.
J
I
think
five
years
is
long
enough
to
have
this
problem
and
Mr
Richard
said
your
engineer
said
that
he
could
do
an
emergency
signage
to
get
the
water
out
of
our
or
drain
some
of
the
lake.
So
can
we
have
an
emergency
signage
from
St
John's
to
get
some
of
this
water
out
of
there,
because
it
is
an
emergency
today
we're
going
to
have
thunderstorms.
We
have
a
system
out
there
according
to
Tom
Terry
and
Eyewitness
News
and
I.
Don't
I
don't
want
to
leave
my
house
because
of
flooding
all
because
of
error.
J
There
needs
to
be
more
infrastructure
out
there
before
we
have
any
type
of
building
around
Clear
Lake
Estates
in
Clear,
Lake
Landing,
so
I
do
not
vote
for
that
to
happen
because
there
is
going
to
be
more
flooding
and
more
damage
to
people's
homes.
Like
I
said
it
smells
in
my
home
because
of
the
cancer
courts
and
agents
out
there,
that
is
in
the
water.
If
don't
believe
me
test,
it.
A
Again,
for
me,
is
I've
looked
at
this
and
looked
into
it,
I'm
still
looking
for
the
root
cause,
and
that's
the
thing
that
again
before
the
other
letter,
any
of
that
I
had
hesitancy
on
this,
because
this
is
what
has
been
told
me
by
those
who
are
supposed
to
know.
This
is
all
we
can
go
by
that
it
is
a
compound
issue.
I
want
to
know.
Is
it
the
building,
creating
this?
A
If
that's
the
case,
then
we
need
to
stop
that
until
we
have
that
figured
out,
but
what
I've
also
been
told
is
it's
the
level
of
groundwater
that
raises
and
falls
over
time,
so
you
have
a
hundred
year
floodplain
at
some
time
in
that
hundred
years,
you
may
have
flooding
that
didn't
used
to
be
there
and
could
have
not
been
there
for
a
long
time.
So
until
that's
resolved,
is
it
the
groundwater?
That's
raising,
so
that
there's
no
percolation,
because
basically
it's
full
under
underground
or
is
it
because
of
our
building?
A
And
so
that's
my
hesitation
for
this.
If
we
know
that,
then
we're
not
going
to
just
simply
add
to
the
problem,
if
we
don't
know
that,
then
we're
just
kind
of
moving
ahead
blindly,
so
I
I
just
honestly
have
a
hesitation
on
this
right
now
until
we
resolve
that
issue,
when
that's
resolved-
and
you
did
mention
Richard
about
that-
the
engineering
was
tested
over
and
if
I
can
just
ask
one
more
question
from
Richard
it.
A
So,
as
was
pointed
out
here
with
one
of
the
citizens
speaking,
is
this
spilling
over
along
this
area?
Is
the
retention
I
can
pull
up
the
page
here.
A
W
A
W
Well,
right
now
and
I've
spoken
with
St
John's
River
Water
Management
District
about
it.
So
this
is
the
development
up
here.
That
is
the
subject
of
this
master
plan.
Change.
D
W
It
previously
approved
and
constructed
was
a
was
a
dry
retention
Pond
along
here
along
Avon
Point
Boulevard
between
Grand
avian
Parkway
and
Clear
Lake,
and
that
pond
is
not
appear
to
be
operating
as
designed.
I've
gotten
in
touch
with
Saint
John's,
River,
Water,
Management,
District,
and
let
them
know
that-
and
that
is
also
one
of
the
things
that
we're
going
to
talk
about
when
we
meet
with
St
John's.
A
Okay,
then,
and
for
me
one
other
thing,
that's
been
told
to
me:
I
haven't
had
my
eyes
on
this
I
wanted
to
yesterday,
just
couldn't
get
to
it,
but
that
Lake
Henninger
hendiger.
However,
you
say
that
just
to
the
north
is
receding,
but
that
Doe
is
not,
and
if
that's
the
case
I
got
to
say,
let's,
let's
pause
this
thing
until
we
figure
this
out,
because
you
know
and
I'm
not
just
trying
to
get
Applause
or
anything.
A
That's
just
my
honest
assessment
before
that
I,
just
if
I
lived
there,
I
want
to
make
sure
that
was
resolved.
So
I
would
have
that
hesitation
until
St
John's
can
tell
us
okay.
This
is
going
to
work
and
I
know
from
engineering
you're
saying
it's
engineered
correctly,
but
if,
if
we
still
have
those
failing
a
little
bit,
that's.
C
Just
where
I'm
at
how
about
we
do
this,
and
let's,
let's
we're
going
to
have
in
the
next
two
weeks,
we're
going
to
have
the
meeting
with
St,
John's
and
kind
of
go
over
a
lot
of
the
things
you're
talking
about
so
I.
Maybe
look
for
a
motion
to
to
continue
this
into
the
next
council
meeting
and
that
would
give
us
a
chance
to
to
take
a
look
at
all
the
options.
What
what
you
know.
C
The
which
item
29.75
to
the
next
council
meeting,
which
will
be
November
or
16th,
got
a
motion
by
commissioner
Banks
and
the
second
by
commissioner
Smith.
All
those
in
favor.
D
T
Let
me
ask
one
of
the
questions
when
they
come
back.
Can
they
also
tell
us
how
do
you
determine
whether
the
pawn
is
going
to
be
wet
or
dry,
because
I
notice
that
chin
ponds
in
this
particular
development,
but
only
two
of
them
are
wet
and
all
the
other
eight
are
dry?
So
if
you
can
also
explain.
Q
Members
of
the
commission-
probably
for
clarification
for
easier.
Probably
it's
best
I
want
you
to
reconsider
the
motion
to
table
this
matter
to
the
next
meeting,
because
we've
already
opened
it
we've
already
connected
the
first
reading.
Let's
table
it
and
then
we'll
we
will
untable
the
matter
at
the
next
meeting.
Therefore,
we
also
don't
have
any
issues
with
advertising.
I'll.
A
C
S
N
D
D
P
G
Okay,
ordinance
number
2979,
an
ordinance
of
the
city
of
Apopka
Florida
to
extend
its
Territorial
and
Municipal
limits
to
Annex
pursuant
to
Florida
statute.
171.044
the
here
and
after
described,
land
situated
and
being
in
Orange
County
Florida
owned
by
Philip
and
Patricia
Simmons
located
north
of
West
ponkin
Road
and
West
of
State
Road
429,
comprising
9.95
Acres,
providing
for
directions
to
the
city,
cork,
severability,
complex
and
an
effective
date.
C
Y
Reed
with
Planning
and
Zoning
division,
this
is
an
annexation.
The
request
is
to
accept
the
first
reading
of
ordinance
number
2979.
This
location
is
at
3405,
West,
poncan
Road,
the
track
size
is
9.95
Acres.
The
subject.
Property
is
contiguous
to
the
city
limits
and
eligible
for
annexation.
The
applicant
is
intending
to
construct
a
20
lot
residential
subdivision
on
the
property.
C
Any
questions
for
Roxanne,
okay,
anybody
from
the
public
wishes
to
speak
on
this
matter,
not
we'll
close
the
public
hearing
and
look
for
motion
to
approve
ordinance
number
2979
at
first
reading
and
hold
over
for
a
second
reading
and
adoption
got
a
motion
by
commissioner
bankson
second
segment.
Commissioner
Nesta,
all
this
in
favor
aye,
all
opposed
motion
carries
anonymity.
Next
up
resolution,
2022-48.
G
G
Q
We're
ready
to
go:
oh
okay,
good
afternoon,
Michael,
Rodriguez,
City
attorney
the
matter
before
you
is
a
Oddity
and
a
simple
cleanup
matter
of
a
property.
The
lot
in
question
is
illegally
described
as
track
day
of
the
Plaid
of
Palmetto
Ridge.
The
Platt
dedicates
that
property
to
the
Palmetto
Ridge
Homeowners
Association.
Somehow
we
don't
know
how
and
we
were
not
involved.
The
developer
at
the
time
of
turnover
of
the
association
to
the
control
of
the
residents
actually
executed
a
deed
to
the
city
for
track
a
without
our
knowledge
of
it.
Q
So
the
HOA
is
currently
in
the
process
of
trying
to
build
a
totlot
playground
for
the
community
on
that
lot.
During
the
permitting
of
the
construction
for
their
playground,
their
engineers
then
disclosed
to
them
that
the
property
was
not
theirs
and
it
was
actually
titled,
To
The
City.
Now
this
is
not
city
property,
nor
did
we
ever
accept
it
as
city
property.
Q
C
C
F
F
The
first
amendment
is
the
for
the
sanitation
trucks,
as
you
recall,
I'm
sure
you'll
see
your
million
dollars
using
the
cares
act
for
those
experientation
trucks.
The
second
amendment
that
you
see
here
is
a
street
light
for
Oak
Point.
This
is
the
msbu
at
budget
time.
We
didn't
have
all
of
our
revenues.
We
have
a
current
number
at
this
point,
so
we're
doing
a
budget
amendment
basically
just
to
push
the
revenues
and
the
experience
for
your
msbu.
That's
just
a
simple
budget
amendment.
F
So
your
your
total
resolution
is
for
one
million
thirty,
two
thousand
fifty
three
dollars
and
twenty
four
cents,
and
so
which
is
after
your
approval
for
that
and
if
I
am.
C
Okay,
any
questions
for
Edward
anybody
from
the
public
wish
to
speak
on
this
matter,
not
we'll
close.
The
public
hearing
look
for
motion
to
prove
resolution
2022-50.,
so
move
got
a
motion
by
commissioner
bankson.
Second,
second
by
commissioner
Nesta,
all
those
in
favor
aye
all
opposed
motion
carries
unanimously
next
up
city
council
reports,
commissioner
blaskez.
N
N
It's
just
that
I
have
enjoyed
working
beside
you
and
I
know
that
we
sometimes
kind
of
didn't
agree
with
the
reserves,
but
that
has
been
you
know
something
that
you
have
carried
for
all
these
years
and
I
have
a
lot
of
respect
for
you
and
I
I'm
gonna,
miss
you
and
and
I,
look
forward
to
seeing
you
in
Tallahassee
and
that
we
will
be
working
together,
but
I
want
to
say
thank
you.
You
have
been
an
advocate
for
our
city.
N
You
have
been
an
advocate
up
here
and,
most
importantly,
you
have
been
a
gentleman
and
I
want
to
thank
you
for
the
years
that
I
have
sat
here
with
you
and
I've
learned
a
lot
with
you
and
I've
certainly
gone
to
your
church.
You've
had
great
speakers
and
I
just
want
to
say.
Thank
you.
Thank
you
for
your
service
and
I
wish
you
so
much
luck,
but
we
will
be
in
contact
with
you
once
you
get
to
Tallahassee
and
we'll
be
able
to
talk
yeah.
T
Well,
let
me
start
by
saying
I'm
not
going
to
say
farewell,
because
I
hope
that
our
friendship
relationship
and
when
it's
going
to
continue
to
last
and
just
want
you
to
know
that
I've
enjoyed
serving
here
with
you
and
the
relationship
that
we've
established
as
a
part
of
this
Council
and
look
forward
to
that
continued
relationship
in
whatever
your
next
Endeavor
might
be,
and
then
secondly
I'll
just
like
to
say
that
on
September
29th,
when
I
went
out
to
visit,
Clear,
Lake,
Estates
and
clear
Lakes,
Landings
I
did
take
a
look
at
the
situation.
T
Was
there,
and
my
observation
was
that
with
the
recreation
area
was,
is
below
the
elevation
of
all
the
Lots?
That's
built
in
the
subdivision
and
so
I
didn't
know.
If
a
solution
might
be
to
I
guess
just
just
dispose
of
all
the
equipment.
That's
already
there
in
the
playground
and
then
bringing
some
fuel
and
build
those
lots
up
to
the
same.
The
top
lot
up
to
the
same
elevation
as
the
homes
are
and
installed
a
over
detention
wall
to
secure
the
top
lock
didn't
know
if
that
was
a
possibility.
T
But
that
was
my
observation
and
then
it
appears
that
there's
been
quite
a
bit
of
runoff
in
erosion
from
the
laying
around
so
maybe
even
dredging
the
lake
to
make
it
deeper
in
order
to
help
solve
that
problem.
That's
my
observation.
P
Banks,
excuse
me,
commissioner
bankson.
Obviously
I
haven't
served
with
you
with
you
long,
but
we
do
have
a
great
relationship
and
I
actually
am
looking
forward
to
you
not
serving
this
capacity.
So
we
can't
take
deeper
Dives
in
some
conversations
that
we
have
been
voting
on
things
like
that
that
affect
the
citizens.
So
thank
you
look
forward
to
having
a
great
contact
up
in
Tallahassee
and
and
they're
going
to
do
great.
So
thank
you
for
all.
You
do
next
one
on
my
list.
You
guys
always
know
I
have
a
list.
P
November
is
heritage
month
for
indigenous
people.
So
we're
going
to
be
celebrating
that
and
looking
forward
to
that
I
wanted
to
kind
of
give
congrats
to
the
post
hurricane
cleanup.
That
was
great
I,
spoke
to
one
specific
Community.
That's
a
gated
community
that
had
shown
some
concern
that
they
weren't
going
to
be
picked
up
and
they
were
given
the
date
of
the
29th
that
their
items
were
going
to
be
picked
up
and
they
were
picked
up
10
days
early.
P
A
Wow
it's
interesting
all
day
long
I
thought
this
is
the
last
time
I'm
going
to
do
this.
This
is
the
last
time
this
last
time,
I'm
getting
my
car
to
go
to
council
meeting.
You
know,
but
not
to
be
not
not
seen
out
there
as
well
being
a
part
but
I'm
just
going
to
ask
first
that
my
family,
that's
here,
would
that
they
would
stand
up
so
I
want
to
honor
them.
A
Vicky,
you
might
as
well
stand
with
them,
because
she's
she's
part
of
the
family
she's
a
she's,
the
other
half
of
my
brain
over
there
at
the
church,
but
I
want
to
say.
First
of
all,
thank
you
to
my
wonderful
wife,
everything
that
I
walk
through.
You
know
she
has
my
heart.
She
feels
the
joys
and
the
pains
and
all
of
these
things
and
I
I
could
not
be
who
I
am
without
you
and
I'm.
A
Just
grateful
for
you
I
want
to
thank
my
my
father
and
Kelly,
who
is
not
my
grandmother,
not
my
mother,
but
Kelly
is
married
to
my
father.
Now
my
mother
is
in
heaven
watching
down,
and
but
my
my
father
I
want
to
honor
him.
To
me
character
is
everything
and
I
I.
The
reason
that
I
am
who
I
am
is
very
much
a
due
to
my
father,
I've
seen
him
all
his
life
he's
had
opportunities
for
great
notoriety
and
he's
never
sought
those
things.
A
You
know
I
like
bragging
on
him.
He
turned
down
The
Oak
Ridge
Boys
to
sing
tenor
for
them,
because
he
felt
a
call
towards
gospel
music.
That
was
his
calling
didn't.
Didn't
put
them
down,
for
it
just
didn't
go
that
direction
turned
down
the
Imperials.
If
some
of
you
I'm
dating
us,
some
of
us,
some
of
you
don't
know
who
I'm
talking
Nick.
Do
you
know
who
we're
talking
about,
but
I've
seen
him
all.
A
My
life
have
opportunity,
whether
it
be
fame
or
fortune,
and
his
whole
purpose
has
always
been
about
touching
people's
lives
and
instilled
in
me,
the
purpose
to
serve
and
obviously
I
am
a
pastor.
We
came
up
with
the
term
commissionary
because
wasn't
sure
what
to
call
me,
but
the
heart
of
those
things
is
to
serve.
A
A
So,
for
me,
it's
not
about
serving
to
please
the
people
but
serving
to
serve
the
people,
and
at
that
point
I
do
thank
my
good
friend
Mayor
John
land,
who
accounted
it
a
privilege
to
have
him
as
a
friend,
and
he
encouraged
me
in
many
of
these
things
and,
as
he
said,
do
the
right
thing.
You
know
we
all
see
that
sometimes
differently
and
we're
all
responsible
in
our
our
character
to
do
that.
A
According
to
what
we
believe
and
that's
why
I
appreciate
the
differentiation
I
appreciate
that
we
have
different
perspectives
up
here,
that
we
can
work
together
and
sometimes
not
agree
on
the
vote,
but
it
all
comes
from
the
right
place
and
that's
what's
important.
That's
what
the
people
expect
of
us
I
want
to
thank
the
staff
of
this
city,
who
I
think
are
absolutely
amazing:
Ed
you're,
one
of
the
hardest
working
men
that
I
know
you've
worked
through
an
incredible
difficult
challenge
this
year
and
I
have
high
respect
for
you
in
that
and
I
know.
A
You're
doing
this
for
those
right
reasons,
you've
always
been
very
responsive.
When
I
have
a
citizen
reach
out
to
me,
I
call
you
it's
it's
jumped
on
as
soon
as
as
possible,
and
so
I
appreciate
that
I
could
name
each
one,
but
then
I
probably
get
one
of
those
names
wrong,
but
I
want
to
say
to
all
the
staff
I
think
we
have
the
most
wonderful,
City
and
I
think
we
have
a
wonderful
staff.
A
I
think
that
you
work
very
hard
to
make
sure
that
we
cross
that
Finish,
Line
together
and
so
I.
Thank
you
all
for
that
and
I
want
to
thank
this
board
this.
This
Collegiate
board
working
together.
It
is
such
a
challenge
and
until
I
sat
here,
I
didn't
understand
the
Sunshine
Law
and
the
challenge
that
that
is
and
that
we
have
to
be
careful
if
just
two
of
us
are
standing
chatting.
A
Someone
might
think
this
or
that,
but
I
can
say
that
not
one
person
up
here
and
including
commissioner
elect
Becker
ever
broke
that
protocol
with
me,
or
even
tried
to
and
I
respect
that
I
respect
the
opportunity
to
work
together
and
that
the
different
strengths
that
each
one
brings
to
the
table
and
I
I've.
Just
yes,
we've
had
some
challenging
times
and
I
I
again,
I'm,
not
afraid
of
those
challenges
and
yes,
sometimes
that's
necessary.
A
We
need
to
have
a
freedom
of
speech
and
I
love
that
in
our
land,
but
we
can
do
that
in
a
way
that
has
nobility
Civility
and
humility
and
I
would
encourage
us
all
to
keep
that.
And
yet
you
know
when
nothing's
getting
done.
Sometimes
we
just
kind
of
got
to
amp
it
up
just
a
little
bit,
and
we
understand
that
and
so
to
not
take
those
things
personal
and
to
not
be
attacking
personal
in
in
any
way
possible.
I
think
that's
going
to
move
us
as
a
city.
Together,
that's
really
been
my
heart.
A
I
love,
Apopka
and
I
want
to
see
us
always
pulling
together
in
tragedies
in
times
of
need
in
in
storms.
Things
like
that.
It's
amazing
you
see
neighbor
helping
neighbor,
and
that
really
goes
to
to
the
core
of
those
things.
Love
God
with
all
your
heart
love
your
neighbor
as
yourself,
I.
Think.
If
we
follow
that
we'll
do
well
and
follow
that
Golden
Rule
treat
others
the
way
you'd
like
to
be
treated
I.
Try
to
make
all
those
decisions
based
upon
those
things.
A
I
may
not
always
hit
the
mark
on
that,
but
that
is
my
Endeavor
and
will
continue
to
be.
The
people
will
speak
on
Tuesday
and,
if
they
choose
to
employ
me
further
I
will
work
with
the
same
wholeheartedness
either
way.
My
heart
is
here
and
I
just
want
to
see
us
succeed
as
a
city.
We're
changing
we're.
Transitioning
change
is
not
always
easy,
and
sometimes
it's
not
liked,
but
I've
always
said
not.
A
All
change
is
good
unless
it's
good
change
and
so,
let's
always
make
sure
we're
changing
for
the
better
and
when
so
then,
let's
Embrace
that
in
the
right
way
and
go
higher
and
mayor
I
want
to
thank
you
I
respect,
you
I've
seen
you
deal
with
personal
Challenge
and,
and
these
different
things
and
I
know
that
your
roots
go
deep
in
the
city
and
I
know
that's
where
the
decisions
come
from
and
yes,
we
can
all
look
and
say
well,
we
should
have
done
this
better.
A
We
should
have
done
that
better
I
can
look
back
and
say:
yep
I
could
see
times
where
I
could
have
done
things
better
in
all
of
those
things,
but
I'll
tell
you
what
the
bottom
line
is
when
you're
doing
it
for
the
right
reasons
in
the
right
heart,
we
always
end
up
in
the
right
place,
and
so
I
really
want
to.
Thank
you.
Thank
you
all
and
thank
you.
A
G
Z
Oh,
it's
been
quite
the
journey
and
you
make
me
look
like
a
bubbling
mess
up
there.
You
you
handled
this
with
such
composure,
but.
Z
Wreck,
so
maybe
that's
the
pastor
in
you
and
your
experience
doing
this,
but
it's
very
emotional
and
I
applaud
anybody
that
raises
their
hand
and
says
you
know
you'll
do
it,
you
know
and
serve,
and
you
know
everybody
up.
There
has
done
that.
Z
Put
yourself
out
there
and
I
think
you
know
you
nailed
on
the
head
in
terms
of
there's
no
well
based
off
of
your
faith-based
system.
There
are
Universal
truths,
but
really
in
the
world
of
politics.
There's
not.
Z
You
can
pass
an
ordinance
to
say
that
the
sky
is
blue
today
and
it's
going
to
be
met
with
people
that
say
it's
not
and
so
having
the
the
backbone
and
the
thick
skin
that
you've
probably
developed
over
the
course
of
time,
as
we
all
have.
You
understand
that
very
intimately
and
so
I
have
a
tremendous
amount
of
respect
for
what
you've
done,
how
you've
composed
yourself
there's
been
times
like
the
commissioner
of
Velasquez.
Z
At
this
point,
we
were
on
opposite
sides
of
many
votes,
but
yet
we
can
still
sit
here
and
smile
at
each
other
and
have
kind
words
outside
of
a
formal
meeting
setting
so
again
not
violating
Sunshine.
Z
But
we
did
have
a
chance
to
grab
breakfast
a
couple
times
when
I
was
out
of
office,
and
we
didn't
have
to
worry
about
things
like
that
and
I
hope
that
continues
to
your
point
of
the
people
of
a
pop
or
the
people
of
District
39
elect
you.
You
know
there's
going
to
be
a
tremendous
amount
of
opportunity
to
still
work
together
and.
Z
Yeah,
but
you
know
I
I,
you
know
I
enjoyed
our
time
together.
You
and
I
share
a
common
thing
and
that's
a
very
strong
support
system.
I.E
our
family-
that's
evidenced
here
today
with
your
beautiful
family
and
we've
had
a
chance
to
to
share
a
whole
bunch
of
great
experiences
together.
It's
again,
if
there's
people
watching
that's
it's
a
great
experience
to
try
to
and
put
yourself
out
there
and
serve
in
the
Civic
capacity
it's
hard
and
at
times
it's
thankless,
but
it's
it's
very
rewarding
in
terms
of
how
you
can
personally
grow.
Z
So
you
know
one
quick,
antidote,
I
think
the
first
time
that
I
met
you
formally
was
after
I'd,
already
announced
that
I
was
campaigning
for
for
seed
four
at
the
time
you
were
campaign
for
C3
I.
Think
the
very
first
time
that
we
met
each
other
was
actually
at
the
Christmas
parade
and
I
I
got
there.
I
think
we
met
in
front
of
where
I
go
to
church
for
Santa
Memphis
Church
we
introduced
each
other
and
I'm
looking
around
and
the
banks
and
army
was
in
full
effect.
Z
I
mean
I
was
like
I,
don't
I,
don't
think.
I
have
very
good
campaign
strategy,
because
I
think
you
had
about
50
people
on
campaign
t-shirts
and
you
just
it
was
you
had
your
people
there
and
I
was
like
okay.
I
need
to
step
up
my
game
here,
but
no
I
wish
you
all
this
great
success,
regardless
of
what
happens
in
the
next
coming
week
or
the
next
coming
years.
Z
F
Edward
may
I
don't
have
anything,
but
I
do
have
a
few
comments
I'd
like
to
make
so,
commissioner
Banks
and
I'll
miss
you.
This
is
a
little
tough
for
me.
F
F
Airport
you're,
an
airport
guy
of
your
help
to
the
airport
transition
that
we
had
was
remarkable.
I
have
to
thank
you
for
that
when
you
think
ethics,
Integrity,
I,
think
of
commissioner
Banks
and
so
I
want
to
say
that
today,
it's
important
to
me
I
will
miss
you,
but
I'm
excited.
F
I
wish
you
the
best
Tuesday
and
I
hope
we're
working
with
you
in
another
capacity.
So
it's
been
a
long
time
for
me.
You're,
a
commission
I've,
always
valued
that
I
want
so
I
appreciate
all
your
hard
work,
good
luck
to
you
and
your
family
and
I'm
ready
to
work
with
you
I'm
from
the
state
level.
So
good
luck!
Thank
you.
Thank
you.
C
Q
All
right
on
my
report,
I
have
two
items:
they're
going
to
be
kind
of
brief
overviews
of
the
status
of
where
we're
at
on
these
issues.
The
first
one
is
the
noise
ordinance
update.
You
should
have
received
from
me
a
draft
of
of
the
the
first
draft
of
the
noise
proposed
noise
ordinance
for
the
sake
of
transparency.
A
copy
was
also
sent
to
commissioner
elect
Becker
so
that
he
can
join
the
team.
Q
He
can
join
the
discussion
pretty
much
already
running
I
think
it
says
the
fairest
thing
to
do
as
allow
to
to
complete
his
transition
back
to
the
Deus
I.
Welcome
any
comments
set
up
anytime.
You
wish
to
meet
with
me
if
you
want
to
have
some
additions,
or
you
just
have
some
questions
about
what
is
currently
contained
in
the
first
draft,
based
on
the
timing
on
any
other
revisions.
Q
Yesterday,
I
had
a
meeting
with
police
chief
McKinley
and
the
deputy
chief,
as
well
as
the
police
department's
legal
counsel,
in
which
we
hashed
out
some
of
the
issues.
There
were
some
minor
revisions,
then
there's
also
discussion
as
to
it's.
Basically,
what
happens
after
this
ordinance
is
adopted
or
to
speak
in
a
kind
of
a
comical
term?
What
happens
after
the
dog
catches?
Q
The
car
there's
going
to
be
some
administrative
matters
that
are
going
to
be
to
be
resolved,
usually
in
an
ordinance
like
this,
we've
had
other
ordinances
that
we've
adopted,
just
because
it
gets
adopted
doesn't
mean
that
citations
are
going
to
be
issued
the
next
day.
There
is
a
long,
then
there
is
an
administrative
process
in
order
to
make
sure
that
our
officers
are
properly
trained,
that
we
have
obtained
the
proper
equipment
to
effectuate
the
intent
of
the
ordinance.
Q
But
these
are
all
things
we
will
be
working
on
at
this
rate,
however
long
it
takes
for
you
guys
to
contact
me.
If
you
have
any
comments,
so
we
can
work
together,
I
hope
to
present
the
ordinance
for
first
reading
at
our
first
December
meeting
and
that
at
that
point,
hopefully
we
can
move.
If
it
moves
smoothly,
we
may
be
able
to
have
it
to
be
adopted
by
the
second
December
meeting.
Q
The
second
item-
that's
currently
under
consideration,
also
is
when
we've
labeled
as
Public
Safety
on
public
properties.
This
one's
kind
of
a
broad
discussion
on
how
to
handle
kind
of
a
public
health
public
behavior
issues
when
it
comes
to
our
public
properties.
This
was
also
the
subject.
This
was
also
approached
at
my
meeting
yesterday
with
police
chief
Deputy
Chief
and
the
police
department's
legal
counsel,
as
we're
trying
to
hash
out
in
that
case
again,
how
do
we
implement
it?
Q
You
know
health
issues
in
regards
to
public
property,
one
of
the
things
we've
overviewed
is
you
know
when
it
comes
to
health
things
such
as
public
urination
or
public
defecation,
on
public
property,
camping
or
unauthorized
camping
on
public
property,
as
well
as
whether
or
not
we
go
to
the
next
step
in
implementing
a
trespass
ordinance
for
those
that
are
found,
trespassing
upon
public
property,
the
application
of
such
an
ordinance
is
Citywide
to
every
member
of
the
public.
Q
This
is
not
targeting
any
specific
Community
and
we'll
be
very
careful
in
preparing
in
such
a
way.
Unlike
the
noise
ordinance,
there
is
still
not
an
actual
first
draft
written
form
of
this
ordinance.
This
one
may
be
tailing
a
little
bit
behind
the
noise
ordinance
I
mean
if
I
can
get
to
it.
If
I
can
get
to
it.
Q
The
jurisdiction
of
the
city
and
the
city's
special
Magistrate.
The
public
health
ordinance
may
involve
our
officers,
not
necessarily
issuing
civil
citations,
but
potential
notices
to
appear
in
court,
and
then
those
things
will
be
handled
at
the
county
court
level
or
circuit
court
level,
depending
on
the
severity
of
the
of
the
offense.
But
those
are
certain
issues
that
we
need
to
hash
out
before
we
present
it
for
final
consideration,
but
that's
where
we're
at
on
these.
Q
These
two
ordinances
I
hope
to
get
you
the
noise
ordinance
by
December
and
unfortunately,
commissioner
Banks
and
you
won't
be
able
to
see
it
or
work
on
it.
I
wish
you
the
best
of
luck
contingent
on
the
results
of
Tuesday
I,
don't
want
to
jump
ahead
of
myself,
but
if
you
are
to
to
succeed,
I
wish
you
the
best
of
luck
in
in
Tallahassee
and
from
folks
who
I
know
for
years,
working
in
Tallahassee
you're
going
to
need
the
luck,
laughs.
P
Q
Folks
that
have
been
loitering
or
using
public
Properties
or.
Q
They're
welcome,
however,
the
the
real
onus
of
the
ordinance
is
for
it
to
be
a
kind
of
a
general,
a
General
application
to
the
to
the
general
public
in
regards
to
how
the
city
can
regulate
its
property
and
behavior
and
conduct
on
City
public
property.
C
Okay,
all
right
last
I
want
to
get
us
out
of
here
couple
of
things:
Clear
Lake
I
think
we've
brought
up
most
of
the
things
I
had
on
my
list,
so
I
just
assume
wait
until
we
have
our
meeting
with
St
John's
we'll
go
through
the
rest
of
those.
We
got
a
bunch
of
questions
which
We'll
add
another
list.
Richard
to
that
list.
We
started
with
to
try
to
have
those
answers
for
the
council
just
to
let
you
know
Sheila
Oaks,
the
the
project
is
30
complete,
so
we're
should
be
in
the
next.
C
What
couple
of
weeks
should
be
completed?
So
we're
excited
about
that
debris.
Garbage
pickup
update
normal
yard
waste.
Some
bulky
waste
is
back
on
schedule.
First,
pass
for
storm
debris
is
complete.
Final
pass
will
start
Monday
at
33
days,
since
Ian
has
passed
22
days
since
the
start
of
debris.
Removal,
42,
000
cubic
yards,
been
collected
by
the
contractor,
includes
exclude
citizens
drop
off
and
City
loads
100
and
wait.
C
1
151
hanging
limbs
removed
we'll
now
be
focusing
on
the
big
tree
removals
this
week,
grinding
and
Hauling
out
will
commence
at
the
end
of
the
final
pass.
Storm
drain.
Vacuuming
will
commence
once
final
pass
is
completed.
C
C
We've
got
a
Veterans
Day
service,
Friday
November,
the
11th
11
A.M
at
kitland,
Nelson
Park
the
day
before
is
the
Marines
birthday
bash,
but
it's
for
the
Marine
families
and
must
register
for
that
event.
That'll
be
November.
The.
B
C
At
the
VFW
as
well,
South
Apopka
annexation,
Workshop
Wednesday
November,
the
9th
here
at
City
Hall
at
6
pm
I
want
to
recognize
Ryan
lemon
he's
our
new
camp
wewa
camp
director.
So
Brian
won't
you
come
on
down.
Let's
just
kind
of
give
us
your
background.
It's
great.
He
was
last
year.
He
was.
He
was
our
camp
counselor
this
last
well,
not
four
months
ago,
as
a
camp
counselor
and
the
energy
this
guy
exudes
is,
is
amazing
and
lucky
to
have
him
on
on
the
team
here
at
Apopka.
X
Yeah
so
Ryan
lemon
new
camp,
we
will
manager
I
started
at
camp
wewa
in
1997
when
I
came
up
as
a
camper
from
South,
Florida
and
I
worked
at
camp
wewa
for
nine
years
and
then
went
into
education.
Where
I
was
a
teacher
for
about
10
years
and
heard
about
an
opening
and
I
was
like.
Let's
get
back
there
because
I
know
the
the
essential
nature
of
a
space
flight
Camp,
especially
in
these
times
so
I'm,
excited
to
see
what
we
can
do
out
there.
C
It
I
do
have
some
information
I
just
want
to
pass
out.
I
mean
there
was
some
misinformation.
That's
been
put
out
on
on
property
at
105,
West
Magnolias
I
want
everybody
to
kind
of,
have
the
timeline
and
the
facts,
and
so
I'm
gonna
give
that
out
and
well
I'll
give
it
to
the
media
for
their
their
perusement.
So
anyway,
last
but
not
least,
yeah
commissioner
Banks
I
met
him
gosh.
It
was
15
20
years
ago.
You
know
I
remember
when
the
building
was
the
old
Winn-Dixie.
C
So
to
think
my
hair
was
dark
and
the
the
banks
and
family
I
mean
from
top
to
bottom,
are
the
most
first-class
family
of
probably
ever
met
and
and
just
to
watch
him.
You
know,
you
know
the
bottle
that
that
character,
the
integrity
and
and
the
tenacity
that
he
brings
to
this
Council
I
mean
when
he's
when
it's
like
a
dog
on
a
bone.
C
Not
always
we
never
get
them
all
right,
but
but
you
always
know
that
when
he
comes
to
a
decision,
it's
based
on
the
facts
and
how
he
sees
that
issue
and
not
about
he
doesn't
let
the
political
winds
determine
his
Direction
and
that
the
tenacity
to
push
forward
and
make
sure
that
we
put
on
that
the
for
the
last
six
years
been
working
on
a
on
a
Surplus
that
we
were
not
going
to.
C
Let
you
leave
here
without
that,
and
so
I
look
forward,
hoping
to
see
you
back
in
my
old
stomping
grounds
and
and
I'm
always
available
I
guess,
as
of
the
tomorrow
night,
to
talk
about
anything
you'd
like
to
talk
about
at
the
city
level,
so
godspeed
and
and
great
wishes
for
you,
commissioner
Mason
thank
you
and
with
that.
