the
day
september
17
1976,
the
first
ever
space
shuttle.
The
enterprise
is
unveiled
by
nasa.
It
costs
10
billion
dollars
to
create,
as
well
as
10
years
to
develop
the
aircraft-like
shuttle
in
1977
nasa
tested
the
shuttle
by
releasing
it
from
a
boeing
747
at
a
height
of
25
000
feet
and
it
successfully
glided
back
to
edwards
air
force
base.
The
shelter

program
began
regular
flights
in
1981
and
continued

2011

the
program
ended
and

remaining
shuttles
were
retired

percent
merit
raise
increase
when
you
had
previously
proposed
giving
them

percent
merit

raise.

help

This
comes
after
the
apd
officers
stood
at
the
podium,
complaining
and
griping
about
their
jobs
and
the
various
issues
that
they
were
unhappy
about.

this
how
the
city
council
responds
to
the
squeaky
wheel,
whining
with
giving
them
more
oil
or,
in
this
case,
more
money
for
their
complaining?
I
am
amazed
that
you
know
you
all
negotiated
this
extra
pay
raise
when
your
own
city
attorney
told
the
city
council
that
the
meeting
after
apd
officer
spoke
no
more
negotiating.

Why
would
you
have
a
city
attorney?
If
you
don't
heed
his
advice,
I
think
you
will
discover
soon
that
people
are
never
satisfied
and
if
they
aren't
satisfied,
then
they
should
leave
and
go
else
for
employment
as
they
are
disruptive
and
it
is
insulting
considering
across
our
entire
nation.
Thousands,
maybe
even
millions
are
out
of
work
with
no
money
coming
in,
and
here
it
is
for
our
elite
police
force.
Complaining,
complaining
and
complaining
they
need
to
be
thankful
is
what
they
all
need,
I'm
against
the
any
millage
rate
increase
at
this
time
of
desperation.

unthinkable

valuable
city-owned
assets
to
give
away

additional
pay
raises
to
the
already
highly
compensated
jobs
they
do.

needs
to
stop
and

and
the
future

dream
lake

across
the
frontage.
It
looks
terrible,
it
needs
to
be
cleaned.

park

near

county

on

the
road

and
we
also
need

veterans
park
to
honor
our
veterans,

they

of
the
country
and
giving
their
lives

gave
all
the
corner
of
martin
street
and
park
avenue
would
be
a
great
location
for
a
veterans
park.

street
next
to
chase
bank
is
really
rough
central
avenue.

live

1710,
hermit
smith,
road,
the
road
which,
at
last
week's
budget
meeting,
was
brought
up
by
commissioner
becker.
Thank

commissioner,
becker
for
bringing
that
up.
I'd
like
to
start
with
some
history
of
hermit
smith,
road,
specifically
the
section
between
vale
view,
road
and
engelmann
nursery.
This
was
not
the
intended
placement
for
hermit
smith
row.

To
me,
when
I
asked
this
question
gives
all
those
details
and
those
declared
facts
in
2008
we
bought
our
property
and
built
our
home
after
being
bounced
back
and
forth
between
the
city
of
apopka
and
orange
county
on
who
had
to
take
care
of
it.
We
annexed
we
were
annexed
here.
We
solved
the
water
runoff
the
best
we
could.
We
created
a
berm
with
the
land
in
front
of
our
property
and
installed
a
culvert
underneath
our
driveway
to
flow
the
water
between
the
property
lines
from
2008
to
2017.

The
following
happened
has
happened
on
a
regular
basis,
cars
crashing
into
our
fence
cars
hitting
our
vehicles
because
they
can't
see
coming
around
the
bend
cars
running
over
the
mailbox
repeatedly
due
to
near-crash
misses
because
of
speed
or
road
narrowing
we
contacted
at
that
time.
The
city
administrator,
jay,
duvall
and
asked
for
help,
went
through
rounds
of
phone
calls
and
meetings
and
what
happened?

A
traffic
speed
study
suggested
chevron
signs
curve
ahead
signs,
the
drainage
was
never
dealt
with
and
those
signs
were
never
installed
from
2017
to
2020
the
car
crashes
into
our
fence
and
berm
continued
car
crashes
continued
to
happen
in
front
of
our
house
until
spring
2020.
Just
this
past
spring,
when
I
woke
up
to
a
minivan
in
my
backyard
gentlemen,
how
many
of
you
can
say
you
routinely?
Have
your
property
violated
to
something
you
can't
control?

We
were
referred
to
pam
richmond
in
a
list
of
studies,
both
traffic
and
speed
were
repeated,
but
this
time,
thankfully,
an
independently
owned
engineering
company
nei
was
asked
to
review
the
road
for
safety
results.
The
traffic
going
past
our
house
in
a
10-day
period
in
the
last
two
years
has
doubled.
Why?
Because
chandler
estates
was
put
in
the
light
at
plymouth,
sorrento
road
and
the
others,
the
light
at
441,
hermit
smith,
road
and
the
racetrack
also
cars
are
routinely
going
faster
than
the
suggested
speed
of
25
miles
per
hour.
But
that's
not
enforceable.

We've
been
told
by
apd.
Most
recently,
we
received
an
email
from
jeff
weatherford
in
a
five-step
action
plan,
and
we
see-
and
we
had
significance
concerns
because
it
seemed
that
the
city
of
apopka
has
decided
to
waste
taxpayer
molly
money
spent
on
that
engineering
study.
The
center
line
striping
was
his
first
task,
but
no
reflectors
to
assist
drivers
at
night
where
there
isn't
any
lighting,
no
white
lines
showing
the
drivers
where
the
edge
of
the
road
is.

The
nei
report
suggested
widing
the
road
to
meet
the
minimum
10
foot
per
lane
for
a
35
miles
per
hour
road.
This
is
not
on
the
action
plan
number
two.
We
look
relocate
or
re
the
existing
curve
sign
ahead,
and
this
hasn't
happened.
Chevron
signs
to
date,
this
hasn't
happened
or
utility
flags
indicating
where
they
can
be
placed,
remove,
trim,
remove,
brush
and
trim
the
tree.
That
wasn't
the
recommendation.
The
recommendation
was
to
remove
the
tree
because
it's
in
a
curve
and
drivers
can't
see
around
it.

And
the
last
item
was
another
tree
item
again,
not
the
recommendation.
So
what
about
the
drainage
filling
up
the
roadway?
What
about
the
recommendation
to
scrape
the
sides
of
the
road?
Lastly,
this
road
was
not
planned
and
engineered
to
stop
would
not
play
in
an
engineer
so
stop
expecting
us
just
to
deal
with
its
problems.
I've
always
been
taught
if
you
do
a
job
to
do
it
right.
Mayor
nelson
leaders,
like
yourself,
show
others
how
to
act
and
react
and
shame
on
you
for
not
communicating
with
your
concerned
citizens.
I've
sent
emails.

addressed
this
issue,
but
over
the
last
year
we've
addressed
the
issue.
We've
spent
upwards
of
10
000
on
a
study,
because
the
study
that
we
did
in-house

weren't

with

performed
that
study.
The
study
came
back.
It
made
recommendations,
we've
had
the
police
department
out
there
to
to
to
to
to
do
their
their
study
for
speeding
so
and
that
we
have
that
study.
We
have
that
information,
so
we've
worked.
We've
been
out
to
visit
the
property.

One
of
the
issues
you
have
on
the
property
is
that
the
drainage
that
is
coming
on
to
the
city
road
is
coming
from
the
property
owner,
so
the
property
owner's
drainage
or
flooding
is
coming
off
their
property
and
going
onto
the
road.
So
that's
an
issue
that
the
property
owner
is
going
to
have
to
address,
to
be
able
to
keep
their
their
their
dirt
and
their
runoff
on
their
property.

owner

week.
The
striping
has
gone
down
that

sign

chevrons
have
been
ordered
when

they're
supposed
to
have
been
in
already,
but
we

shipment
when
they
go
when
they
come
in.
We
will
be
installing
the
chevrons
and
relocating
the
sign
on
the
north
side
that
I
need
to
check
and
see.

sure
that
they
have
trimmed
the
tree
yet,
but
they're
scheduled
to
trim
the
tree
and
we're
going
to
get
with
mr
foreman
to
see
if
he
can
have
some
people
take

look

stability

at
the
drainage
is
an
issue.
It
is
runoff
from
a
property
to
the
north
that
when
it
rains
it
has
a
dirt
driveway.

roadway

good
solution

the
right
of
way.

will
cure

should
we
necessarily
invest.

significant
funds
to
do
that.
We've
looked

different
ideas
and
such
the
city
attorney
has
issued
a
letter
to
the
property
owner
explaining
the
issue
saying
we're
willing
to
talk
to
them
and
work
with
them
for
a
solution
as
far
as
staff
talking
to
them.

highest
priority
is,
and
so
I

need
to
know-
and
I
know
that
edward
said
it's
not
our
responsibility,
but
it's
our
responsibility

maintain
a
safe
roadway
and
if
it's
being
impeded

forces,
we
need
to
bring
those
people
to
the
table
to
have
that
conversation

say

our
plan
of
attack.
This
is
what
we
need.

city's
perspective,
as
far
as
the
easy,
simple
solution,
is
to
remove
the
connection
between
the
property
where
the
dirt
is
running
off
and
the
roadway,
so
that
anything
would
flow
into

ditch
instead
of

roadway.

believe
that
your
intent
is
that
you
want
us
to
basically
remove
the
driveway
and
that's
what
we're
trying
to
avoid.

asphalt

another
on
the
driveway
itself,
on
the
private
property

keep

soil

facts
in
taxes,
one
no
one
likes

taxes

two

get
what
you
pay
for.

operate

one
of
the
lowest
tax
bases
in
all
the
county.
The
average
is
4.7
across
the
county.
Our
new
4.28
is
moving
in
the
right
direction.
Again,
I
don't
like
taxes,
but
you
get
what
you
pay
for.
When
you
look
at
our
road
conditions,
I
coach
and
involve
with
my
granddaughters
in
soccer
moving
across
various
parks.
We
have
a
wonderful
park.
The
fields
are
maintained
well,
but
when
you
look
around
the
rest,
the
trash
pickup
and
the
other
things
around
the
parks.
It's
it's
sad
with
regard
to
new.

one
other
thing
on
that
is
that
community
can
we
have
a
community
project?
I
don't
know
what
the
liability
is
with
the
aspect
of
help
pick
up.

think,
if
we
ask
for
volunteers
to
help
pick
up
around
things,

it

work
with
developers
to
ensure
current
homeowners
are
also
the
rights
are

protected.
