starting
an
explorer
program,
so

able

kids

this
explore
program
that
we've
needed
for
many
years.

this

help

little

of
our
recruiting
issues.

can
help
continue
to
mentor
these
kids
and
groom
them
and
then
obviously
they
have
an
interest
in
law
enforcement.

intersection

them

ahead
and
take
you

spent
a
lot
of
time
working
on
this.
We
should

up
towards
a
little
closer
to
the
end
of
the
year,
but

think
you're

to
like

we
came
up
with

we'll
answer
questions

any

recommended
alternatives
from
the
study,
which

also
be
presented
in
more
detail
at
a
public
meeting
scheduled
for
this
september.
So
more
information
will
be
presented
about
that
shortly.
That

go
through
the
presentation.

we're

about
our
study.
Progress
we've
as
pam
mentioned,
we've
been
in
front
of
you
a
couple
times
talk
about
what
we
came
up
with
for
rock
springs
road
for
our
recommendations,
as
well
as
the
recommendations
for
west
orange
trail
and
then
go
over
our
next
steps.

We
had
a
kickoff
survey
early
in
the
project
we
received
627
respondents
on
that
survey,
so
it
was
great
input
we
received
again.
That
was
for
both
projects,
western
women's
trail
and
rock
springs
road.
We
held
a
virtual
community
meeting
back
in
february
and
got
a
lot
of
great
input
from
that
virtual
meeting.
We
did
have
a
follow-up
survey
number
two
from
that
virtual
meeting
and
received
628
respondents.

So
this
is
what
we
are
considering
for
improving
our
operations,
starting
at
number,
one
which
is
at
the
welch
road
intersection,
we're
looking
at
adding
additional
turn
lanes
a
raised
traffic
separator
and
sidewalk
at
the
intersections
of
welch
and
rock
springs.

We're
looking
at
adding
a
new
signal
to
the
north
of
welch
road
at
the
publix
entrance
at
the
public's
north
entrance,
we're
looking
at
adding
a
new
mid-block
crossing
south
of
tanglewood
drive.
This
will
be
considered
later
after
we
install
the
signal
at
the
publix.
We
want
to
see
how
that's
going
to
operate
and
how
people
are
using
that
signal
as
a
crosswalk
first
and
then
we'll
go
back
and
look
at
the
tanglewood
crosswalk
we're
doing
some
minor
intersection
improvements
at
leicester,
road
and
rock
springs
road
and
then
also
further
south.

So
this
is
a
little
bit
more
detail
of
those
recommendations.
So
now
we're
looking
at
the
welch
road
intersection
with
rock
springs
road,
so
we'll
be
adding
dual
southbound
left
turn
lanes.
This
is
also
going
to
include
a
raised
traffic
separator
which
will
restrict
the
left
turns
and
out
of
the
adjacent
driveways.

Adding
new
sidewalk
on
the
north
side
of
welch
road
from
rock
springs
road
over
to
the
palm
isle
community
and
then
we're
adding
some
access
and
enhancements,
such
as
dedicated
right
turn
lanes
for
rock
springs.

plaza

walgreens
entrance,
as
well
as
the
southern
entrance
at
the
rock
springs
plaza.

So
now
we're
looking
north
of
welch
road
on
rock
springs
road
at
the
northern
public
plaza
entrance
a
little
bit
further.
We
are
again
looking
at
a
new
signalized
intersection
at
this
location.

So
now
we're
moving
further
south
down
to
park,
avenue
and
sandpiper
street.
You
can
see
the
proposed
realignment
to
tie
in
sandpiper
street
at
more
of
a
t,
intersection,
realigning
that
straight
on
the
east
side,
adding
that
signal
and
again
adding.
First,
the
I'm
sorry
on
the
west
side
of
the
intersection,
adding
sidewalk
on
the
north
side.
Currently,
there
is
sidewalk
on
the
south
side,
so
we're
just
filling
in
the
gaps
here
on
the
east
side
of
park
avenue.

There
is
currently
sidewalk
on
the
north,
so
we
will
be
adding
it
to
the
south
side
of
park
avenue.
So
in
the
end,
there
will
be
sidewalks
on
both
sides
of
the
road,
so
the
anticipated
impacts
of
the
project.
We
are
lucky
looking
at
approximately
0.56
acres
of
right-of-way
needed
to
accomplish
everything
that
we
just
talked
about.

A
portion
of
the
right-of-way
that
is
needed
is
already
planned
for
donation
from
the
development
coming
in
at
the
northwest
corner
of
welch
road,
and
we
talked
about
that.
The
last
meeting,
our
estimated
construction
costs
for
the
rock
springs.
Road
improvements
are
5.2
million
dollars
and
for
the
sandpiper
street,
improvements
which
includes
the
sidewalks
is
1.3
million
dollars.

compared
the
the
no
build
which
is
essentially
if
we
don't
do
anything.
If
we
don't
do
any
of
these
project
improvements
and
compare
that
with
the
build
alternative
that
we
talked
about
with
all
the
improvements
everything
all
the
operations
are
within
the
target
level
of
service,
which
is
an
e
as
far
as
the
intersection
goes
of
welch
road
and
rock
springs
road.
The
improvements
will
reduce
the
overall
delay
at
the
intersection
by
74
percent
in
the
morning
and
72
percent
in
the
evening,
when
the
welsh
road
intersection
will
operate
sufficiently.

kelly
park
road

ties
into
the
proposed
wakaiba
trail.

wekiva
spring
state
park,
boundary

a
portion
of
this
alignment
is
going
to
require
the
realignment
of
a
portion

welch
road
east
of
usler,

you

on
the
bottom

some
potential
natural
habitat
observation
areas

people

stop
off

enjoy

nature

the

sweetwater
park

reasons
for
doing
that
is
many

you

As
you
run
down
welch
road
to
connect
to
akiva
springs
road.
It's

tight,
a
very
tight
turn
there
with
a
gas
station
where
we
know
that
there's
already
vehicles
running
over
the
curb.
So
we
wanted
to
move
that
trail
away
from
that
intersection.

other
spur
that
we're
looking
at
is
the
pumpkin
road
trail
spur
we're
recommending
a
long
rock
along
pumpkin
road,
of
course
running
from
the
south
side
or
along
the
south

of
punkin
road

rock
springs

that
point,
we
crossed
the
trail
over
punkin
at
vic
on
the
east
side
at
this
at
the
signal,
and
then
that
runs
along
the
north
side
of
punkin
over
to
the
schools.

for
drainage
impacts,
there's
some
moderate
potential
for
impacts
to
the
drainage
system.
We
are
anticipating
impacts
to
three
of
the
elongated
ponds
along
welch
road,
anticipating
impacts
of
three
cross
strains
from
welch,
road
and
and
on
rock
springs
road
and
anticipating
impacts
to
soils
along
weltrode.

The
necessary
adjustments
for
this
drainage
impacts
will
be
determined
during
design
in
order
to
provide
the
adequate
stormwater
system.
As
far
as
construction
costs
go
are
estimated
for
the
rock
springs
road
segment
up
to
kelly
park.

million
for
welch
road
spur,
we're
looking
at
4.4
million
and
for
the
pumpkin
road
spur
we're
looking
at
5.4
million
dollars
for
construction.

that

be

the
beginning

the
new
year

2.2
miles

10
foot
wide
multi-use
trail
in
the
downtown
apopka
area,
it's
going
to
include
street
lighting,
we're
going
to
have
new
trees
planted
after
construction
and
along
the
segment.
That's
on
6th
street,
we're
going
to
have
resurfacing
of
the
asphalt
pavement
and
reconstruction
of
the
curb
and
gutter.

project
was
primarily
broken
into
four
segments
and
we
started
three
of
them
are
moving
forward
to
construction.
With
this
push,
the

first
two
segment
segments
to
get
built
will
be
along
michael
gladden,
from
park
avenue

hawthorne

5th
street,
from
michael
gladden
to
5th
street
and
5th
street.
From
hawthorne
to
right
at
central
avenue,
the
west
side
of
where
the
station
street
project
downtown
will
eventually

projects

expect

months

the

by
my

name
and
slandered
both
myself
and

becker
me.

lawsuit
for
defamation

character

john
land
was
mayor
and
merrick
hillsmore
with
mayor,
why
did
they
not
ever
think?

I
came
here,
I

character

and
question
why
children
in
the
residential
area

downtown

to
walk
in
the
roads
to
get
to
school
because
there's
no
sidewalks
on
many
streets.

the

department

parks

not
been
returned
or
the

tripped

destroyed

campaigned,

had

the

deal

signs

candidates

local

federal
levels
by
phone
text,
facebook
and
his
or
her
email
politely
suggesting
that
an
eager
staff
member
made
a
mistake
once
asked,
one
asked
his
staff
to
help
clear

errant
signs.

called
the
city
clerk
and
she
politely
offered
to
write
the
local
candidates
in
june.

One
candidate
removed
some
of
the
signs,
and
you
can
ask
him
only
one
was
abusive
to
me
in
writing
on
june
29th,
when
I
politely
suggested
that
a
staff
member
erroneously
place
the
signs,
I
guess
it
was
guilt
or
entitlement
august
3rd.

city
employee,
asked
the
clerk
to
send
out
a
letter
to
21
candidates
for
an
innumerable
number
of
signs
in
nearly
75
locations
and
all
easements
throughout
apoca.

one
paragraph
letter
demanding
immediate
removal
of
the
signs
went
out
on
june
12th.
That's
that
saturday,
sunday
and
monday
resulted
in
a
pandemic
of
more
signs.
Blanketing
the
area,
the
one
abusive
reelection
candidate,
placed
additional
signs
all
over
apopka
and
unincorporated
orange,
which
requires
written
permission
from
the
property
owner,
including
digging
holes
without
eight
one.

calls
you

city
are
removing
signs,
as
required
upon
site
as
illegal
leaving
the
adjacent
political
signs
here,
and
I
have
a
picture
of
several

sent
in
of
both
political
signs
and
citizen
signs
and
then
below

next
day,

political

there,
the
politic,
the
politicians
are
warned
not
to
put
their
signs
there
and
the
citizens
aren't,
and
then
the
citizen
signs
are
taken
up,
and
this
is
a
legal
quagmire
of
equal
rights

the
constitution

inequitable
application
of
constitutional

city
has
decided

maintain
the
status
quo,
violate

statutes

county

codes

allowing

signs

and

the

high

result
of
poor

that
we
are

the

portables

girl

she
was
born
without
an
arm.
