past

by
local
state,
federal
and

governments
remove
the

other
indigenous
peoples

threaten

cultural

drive
day,
whereas
every
year
on
the
second
Saturday
in
may,
let
our
carriers
across
the
country
collect
non-perishable
food
as
part
of

nation's
largest
one-day
food
drive
Distributing.
The
donations
to
local
food
banks
such
as
Food
for
People,
the
food
bank
for
Humboldt
County
and
its
partner.

we
appreciate
community
members.
Support
of
the
food
drive
all
of
the
food
collected
in
each
Community
stays
in
that
Community.
Now,
therefore,
be
it
proclaimed
that
the
city
council
of
the
city
of
Arcata
hereby
designates
Saturday
May
13
2023
as
National
Association
of
letter
carriers,
food
drive
day
and
asks
all
residents
to
support
the
food
drive
by
leaving
non-perishable
food
donation
next
to
their
mailbox
for
their
letter
carrier
to
pick
up
on
the
Saturday,
the
second
Saturday
in
May.

Carriers
work
on
the
front
lines
in
our
communities
and
get
to
know
the
people
on
their
routes.
They
often
see
firsthand
the
struggle
of
low-income
families
and
seniors,
and
their
compassion
and
generosity
makes
a
big
difference
to

people
that
we
serve.
Carriers,
work
double
duty
on
the
day
of
the
drive
collecting
donations
while
delivering
mail
and
often
work
longer
hours
just
to
get
the
job
done.

This
is
the
largest
single
day
county-wide
food
drive
of
the
year
and
the
donations
collected
in
a
particular
Community
stay
in
that
Community
to
help
local
folks
in
need.
The
timing
of
the
suit
Drive
is
also
critical
as
pandemic
EBT
assistance
programs
are
coming
to
an
end
and
food
costs
are
on
the
rise,
so
many
people
are
having
a
really
tough
time
putting
food
on
the
table.
Many
of
our
pantry
sites
have
already
distributed
donations
received
during
the
holidays.

Last
year
we
distributed
nearly
2
million
pounds
of
food
to
our
friends
and
Neighbors
in
need,
and
this
year
our
most
needed
food
items
are
protein
items
like
canned
soups
and
stews
canned
meat,
Nut,
Butter
canned
fruit
and
juice
and
canned
vegetables,
and
we
also
request
that
people
avoid
donating
glass
items,
expired,
rusting,
bulging
items
or
home
canned
food
items,
and
we
also
need
volunteers.
So
if
you're
interested
in
helping
out
definitely
check
our

out
and
sign
up,
thank

much.

Whereas
water
week
is
the
unique
opportunity
for
both
water
professionals
and
the
community,
we
serve
to
join
together
in
recognizing
the
vital
role
water
plays
in
our
daily
lives
and
whereas
we
are
thankful

easy

clean
water

recognize
that
many
parts
of
the
world
struggle
with
water
access
and
water
quality,
and
that
we
can
help
bring
education
and
awareness
to
these
important
issues
and
whereas
Clean
safe
drinking
water

for
the
benefit
of
generations
to

important

know
who
I

I

issues

big
believer
now

this
concept
of

strength

know
we

new
ordinance
that
went

effect
this
year
on
to
go
containers
I've
been
traveling
on
foot

lot
or
by
bike
through
town
and
a
lot
of
food
trucks
and
restaurants.

various
to-go
containers
to
be
filled
and
I've
had
mixed
results
in
terms
of
people
knowing
about
it,
giving
me
the
discount
really
promoting
the
concept
of
just
even
the
coffee
cup
concept,
of
bringing
your
own
cup
and
I.
Really,
if
we're
going
to
have
an
ordinance.

it
seriously
and
full
full
force.

lot

ordinances

days

not
being
enforced,

a
whole
other
bailiwick

that
zero
waste
issue

find

get
around
inside
Arcata
and
elsewhere

greater
Humboldt

transit

needs

improve

on
Sunday
and

unhoused

Planning
Commission
there's
some
big
major
changes
that
they're
proposing
and
that's
going
from
low
density
to
high
density
for
the
sunset
Northtown
Bay
View
areas
of
town.
This
is
totally
unacceptable.
I
mean
do
you
realize
low
density
to
high
density?
What
we're
talking
about
high
density
is
a
Sorrel
place
next
to
a
single
family
home.
So
nobody
in
California
is
doing
this
they're.

Basically,
I
spent
like
a
week
in
Los
Angeles,
the
beginning
of
April,
went
on
the
Metro
lines,
went
through
a
lot
of
cities,
I've
read
about
it,
they're,
basically
putting
the
mid-rises
all
along

Metro
lines
and
also
in
commercial
areas.
Where
there's
you
know
a
lot
of
a
bus
service
so
to
just
be
peppering.
You
know
mid-rises
throughout
our
neighborhoods
here
in
Arcata,
is,
is
pretty
bizarre
and
and
I
don't
know
where
this
is
coming
from,
unless
it's
just
we're
so
desperate
for
housing.

going
to
do
this,

you

would
instead
of
spending
like
six
thousand
dollars
for
Ben
Noble
to
show
up
for
a
four-hour
Workshop.
We
should
be
doing
something
like
have
a
balloon,
with
some
helium
and

start
out

going

planning
commissions
houses,
and
maybe
your
houses
and
see
what
that
actually
looks
like
next
to

you're

pumps

panels

investment

locations
vary

some
areas.
There's
some
trips
and
falls
bumps.
There's
one
or
two
bollards
we're
doing
some
new
striping
and
some
portions
of
the
street
and
intersections.

not

great
condition,
so
we're
doing
kind
of
a
dig
out

replace
that
back
so
crosswalk
areas
that
you
know
trips
and
Hazards,
and
things
like
that

would
say

is
probably

majority

re-statement

Transit
Authority

Transit
System

vehicles,
and
to
authorize
the
city
manager
to
execute
all
applicable
documents.
So
we'll
have
a
staff
report
from
city
engineer
at
netra,
katri.

the
contract
Amendment
for
our
annual
maintenance
contract
with
Humboldt
Transit
Authority
over
existing
contract
with
HTA,
which

same

humble
Transit.
Authority
was
executed
originally
in
2006
and
then
amended
in
2020,
which
includes
maintenance,
fielding
and
parking
of
all
our
Transit
vehicles
at
their
ER.

Currently,
our
Transit
operates
with
one
Transit
manager,
one
Transit
operator,
one
free
quarter,
time,
bus
driver
and
five
part-time
bus
drivers.
If
one
of
the
driver
calls
in
sick,
we
don't
have
no
backup.
Currently,
we
don't
have
a
Transit
manager,
Transit
manager
used
to
be
backup
driver
for
our
drivers,
HTA,
which
provides
transit
services
to
the
whole
Humboldt
County,
from
Trinidad

to
add
additional

funding
becomes
available
currently

anticipate
the
amount
would
be
for

contract

will
be
putting
in
next
year's
budget
and

funding
for

at
least
for
one

this
is
a
one-year
contract
and
we'll
see
how
that
goes.

working

we

not
have
part-time
drivers
working
for
us,
so
we've
been
working
with
HTA
staff

they
have
assured
us
that
they

most

drivers

will
be

smooth
transition

is

great
plan.

only
three
percent

population
actually
uses

public
transportation.

how
are
you
going
to
encourage
more
people
to
use
it?

that's
a
pretty
dismal
number

say

the
trustees
of
Cal
State
University
in
the
fall
when
they
had
Cal
Poly,
they
kind
of
put
them
on
a
spot
a
little
bit,
because
one
of
the
trustees
pointed
out
that
he's
visited
every
campus
in

state
and
every
question.

that
comes
out
from
students
is
parking

says,

don't
want

hear
it,

it's

put
Cal
Poly
on

spot

the

Mall

students
and
he
told
basically

unacceptable

felt

it
was
like
abusing
the
students
from
the
standpoint

said
that
they

visited

beautiful
up

students

able
to
drive

Beauty

lot

them
live
in
isolated
areas.

it's
not
easy
for
use

planes

to

from
their
standpoint,

they
both
work
for
the

had
different
visions
of
how
this

all

to
play
out
and

a
full
supporter
of
public
transportation

knock
it

I'm

realistic
when

in
Los
Angeles

spent
billions
of
dollars.

subway
system,

use

subway
system
and
there's
some
real
issues

with

hasn't
quite
worked
out
with
the
buses
and
the
subway
system,
because
not
enough
people
are
using
it,

worse

that

lot
of
you

say
issues
especially
for
women
too.
Basically,
you

there's

lot
of
mentally
ill
people
that
are
on
there
there's

lot
of
homeless
issues.

violence

day

I
traveled
for
a
week.

is
always

incident

on
and
it's
discouraging

lot
of
people,
especially
women
too

mean
it

pretty

them

public
transportation,
and

big

don't
really
feel
too
comfortable.

factors

it
and

use
public
transportation.

York

place

ever
found
when

worked
in
Valencia

a
year

system
worked

everybody

board

poor
to
rich
used
it.

basically,
here

U.S,
it's
a
very

kind

like

working
class
and

very
difficult
to
get
to
your

opportunity

take
the
bus
on

the
schedule

wait

hour

minutes
at
our
Transit
Center
for
the
final
southbound
bus
to
come
and
I
wasn't
going
to
be
able
to
get
a
ride.

car
ride
back

just

kind

challenges,
but

I
was
sitting
at
that
Transit
Center

know
why

lot

people
don't

used

cast
of
characters
that

encounter
when
I
wait
for
a
bus
at
that
Transit
Center,
but

think
we
really
need
to
as

go.

down

Town,

piggyback
and
create

waste

public
transit
and
other
ways
of
getting
around
town
is
the
unhoused
and
the
realities
that
I
am
facing
in
my
attempts
to
get
out
and
walk
around
or
bike
around
or
Bus
Around
the
community,
because
I
notice
a
lot
of
things
because
I
don't
have
a
smartphone,
so
I'm
not
looking
at
it
all
the
time
and
that's
an
advantage
for
me
and
being
able
to
see
some
other
things
when
some
other
people
can
focus
on
that
little
piece
of
equipment,
but
I
just
think
as
I
mentioned
before
we
have
a
lot
of
ordinances
in
place
and
people
are
considering
new
ones,
I
understand
and
I.

Just
you
know.
Why
have
an
ordinance
if
we're
not
going
to
enforce
it,
but
if
we're
going
to
have
an
ordinance
for
certain
things
that
people
need
to
be
called
on
that
they're
not
abiding
by,
we
need
to
provide
a
reasonable,
Humane,
alternative
I
think
for
some
of
that.
So
I
think
this
goes
back
to
experimenting
with
different
locations
for
different
activities
for
different
systems
in
our
community,
trying
different
things
to
see.

we
can't
get
a
handle
on
things
like
dogs
in
places
where
they're
not
supposed
to
be
and
people
blowing
smoke
whatever
kind
of
smoke,
it
is
whether
they're
not
supposed
to
be
blowing
it.

The
one
thing
I
notice
is
there's
a
lot
of
full
trash
cans
all
over
the
place
and
that
gets
back
to
this
whole
zero
waste
ethic
that
we're
not
necessarily
promoting
as
well
as
we
could-
and
you
know,
I
look
forward
to
a
day
where
Arcada
doesn't
have
to
rely
on
trash,
pickups
and
trash
cans
and
that
people
are
learning
to
pack
in
pack
out
and
they're,
also
learning
to
reduce
the
amount
of
trash
they
generate.

just
think
that
we
spend
a
lot
of
money
and
a
lot
of
time
doing
things
that
are.
We
could
do
better
and
they
wouldn't
need
to
happen,
and
we
wouldn't
need
to
spend
money
on
it.

example,
there
was
a
cash
disbursement
and
I
saw
that
a
check
was
made
to
Recology
by
our
Arcata
house
partnership
for
twenty
four
thousand
dollars.

the
city
council
meeting
awarded
a
con
Construction
contract
for
the
phase,
one
of
the
Arcata
wastewater
treatment
facilities,
Improvement
project
for
51
million
495
000..
You
also
authorized
the
city
engineer
to
increase
the
contract
amount
up
to
3
million.
Eighty
nine
thousand.
That's
was
six
six
percent
for
a
total
of
54
million
five
hundred
and
eighty
four
thousand
seven
hundred,
and
this
was
allowed
for
any
unforeseen
additional
work.
This
the
cost
now
is
62
million
dollars.

So
I
don't
know
whether
you're
aware
of
that,
and
if
you
are
aware
of
that,
why
aren't
you
asking
the
question
of
how
they
exceeded
that
amount?

mean
you.
It
was
pretty
generous.
The
amount
that
that
you're
giving

two
bids.
The
first
bid
was
for
54

million
four
hundred
ninety
five
thousand.
The
second
bid
was
62
million,
eight
hundred

was

you
rejected
and
also
they

threatening
to
see

that
that
evening
was
to
spend

lot
of

addressing

the

second
bid
was

what
the
engineer
estimated
at

we're

acknowledged

brakes

he
had
ceased
it
without
any
discussion

the
Planning
Commission
on
April
11,
there
was
a
vote
on
the
elk
and

Street
couplet.

was
to
recognize
that
the
couplet
was
an
option,
one

A
motion
was
made
and
seconded
and
then
there's
a
discussion
of
close
to
half
an
hour.
During
that
half
an
hour,
David
lawyer
suggested
a
different
proposal

somehow
the
motion-
morphed

looked
at
the
transcription.
The

I
know
what
happened,
but
it's
more
from
what
was
perceived
as
a
recommendation.

as
an

options

the
commissioner

motion
retracted

vote

changed

he

Ryan,
is
very
upset.

summary
of

transportation
Safety
Committee

mangled
by
staff
in
its

reflect

all
with
the
transportation
Safety
Committee
said.

commissioner,
has
requested
that
Dave
Ryan
or
another
asani
from
the
Transportation
safety
unit
should
come
to
the
commission
directly.
Typically,
communication
goes
through

lawyer,
but

case
that's
proved

situation
has
occurred
with
economic
development
committee.
Their
recommendations
also
were
very
strongly
changed.

say
they

not

upset
because
they
believe
they're
an
advisory

Committee
is

involved

mentioned
earlier.

Commissioners
wanted
to
have
an
item

agenda
first,

that
people
would
know

come

the
meeting.

same

rezoning
had
been

times
as

commissioner
brought

up
and
twice
and

time
David
Lloyd
put
up
an
argument
against

time

referred

commission
and
in

minutes

agreed
unanimously

meetings
and
not
being
able
to

have

forms

their

electric
bikes,

little

parking

The
point
that
was
made
about
the
number
of
parking
spaces

new
facility

difficult

would

were

fire

all

cars
and
all
those
people
out
of
there
on

almost
just

one-way

request
that

continue

have

discussion

implications

the
discussion

sea
level
rise

all
further
buildings

wise

seven
story,
buildings,
even
four
to
seven

buildings
in
an
area

subject
to

whether
that's
a
smart
thing

benefits

development

designation
for

Trail
and
just

I

in
general.
I
have
asked
more
than
one
time,
because
often
you
know,
we've
been
hearing
trails
to
rails,
and
that
is
really
not
how
we
do
things
in
Arcata
and
I've
double
checked
many
times,
and
we
we
will
keep
our
Trails
one
way
or
the
other,
including
the
great
white
Trail,
and
they
have
some
upcoming
events
which
have
opportunities
for
the
public
to
engage
and
participate
in
and
some
of
those
would.

Alone
are
about
when
it's
built
out
and
functioning
48
million
dollars
to
our
Three
Counties
that
it's
running
through
Mendo
Trinity
and
Humboldt
over
102
million
dollars
so
it'll,
be
a
great
economic
driver
for
our
communities
and
supervisor
of
a
drone
is
vice
chair
of
the
great
Redwood
Trail
committee.

folks

going

be

free

tune-ups

Edge,
you
can
get
free
coffee
and
like
baked
goods
from
the
co-op
and
just
learn
more
about
bike
safety
and
biking
to
work.

and
the
city
is
helping
host
the
Bike
Rodeo
that's
coming
up
this
month
as
well.
