A
Today
is
Wednesday
June,
21st
2023.
This
is
the
Arlington
County
Virginia
Board
of
Equalization
hearings.
There's
three
cases
on
the
agenda.
The
first
case
is
RPC
one:
eight
zero,
six,
four:
zero
zero;
six.
The
property
is
located
at
2608
3rd
Street
North,
the
agent
for
the
owner
emailed
yesterday
at
4
22,
and
asked
to
postpone,
because
he
has
a
court
case
that
just
came
up
that
he
has
to
address.
So
how
does
the
board
feel
about
the
late
notice?
C
A
Go
ahead
and
notify
him
that
it's
moved
to
July
5th,
but
there's
there's
no
exceptions,
I
mean,
if
he's
still
in
court,
then
we
hear
it
without
it
or
the
owner
can
show
up.
Okay,.
A
A
Do
we
have
the
third
appellate
Richard
DeVore
on
yet
I,
don't
see
him
Rosa.
Has
he
checked
in
no
okay?
Then
let's
go
ahead.
The
second
appellate
waived
the
hearing
so
we'll
go
ahead
and
hear
that
one
so
do
we
have
there?
We
go
the
assessor,
perfect,
okay.
So
the
first
case
we'll
hear
is
RPC
one:
two
zero
two
one:
zero
one,
one
at
961,
North,
Lebanon
Street
and
with
the
waving
of
the
hearing
by
the
appellant,
we'll
go
ahead
and
start
with
Mr
Mills.
You
can
tell
us
about
the
property,
sir.
D
Good
morning
board,
today
we
have
RPC
12021011
at
961,
North
Lebanon
Street,
a
two-story
brick
veneer
with
vinyl
siding.
It's
got
three
bedrooms,
two
baths.
The
built
year
is
1947
and
the
effective
age
1970.
the
quality
has
been
set
at
average
plus.
The
finished
square
footage
is
one
thousand
four
hundred
fifty
five
with
zero
finish
square
footage
in
the
basement
in
neighborhood,
50,
40
28,
the
appellant
feels
that
the
property
is
assessed
more
than
the
fair
market
value.
D
Homeowner
believes
his
assessment
should
be
805
200,
due
to
a
sewer
line,
easement
and
poor,
remodel
done
by
a
flipper
21
years
ago.
He
provided
a
lot
of
comps,
so
I'll
go
through
each
one
of
them.
He
provided
879
North
Lebanon,
which
is
also
a
two-story
brick
veneer
vinyl
siding
three
bedroom
two
bath
built
year,
1947
effective
age,
1982,
quality
average,
plus
the
difference
in
this
one
is:
this
house
is
smaller
than
the
subject
with
a
higher
effective
age.
D
The
other
comp
949
North
Lebanon
Street,
is
a
two-story
brick
veneer
with
wood
siding.
Also,
three
bedroom:
two
bath
year
built
1947
in
effective
age,
1972
quality
set
at
average
plus
this
house
is
smaller
than
the
subject
with
a
lower
effective
age.
D
Another
comp,
952
North
Lebanon
Street,
is
a
two-story
brick
veneer
with
vinyl
siding
also
with
three
bedroom
two
bath
the
year
built
1947
in
effective
age,
2007,
Quality
average
plus
with
1200
finished
square
foot
450
square
foot
in
the
basement.
This
house
is
also
smaller
than
the
subject
with
a
higher
effective
age.
968
North
Lebanon
Street
is
a
two-story
brick
feet
near
with
wood,
siding
three
bedroom
two
bath
year
built
1947
and
effective
age,
1947
quality
average
plus
finishes
1410
square
foot
and
the
basement
finish
is
300..
D
This
one
is
in
the
original,
effective
age
and
then
the
last
one
1000
North
Lebanon
Street,
which
is
a
two-story
brick
veneer
and
aluminum
siding
also
three
bedroom.
This
one
has
one
bathroom
year
built
1947
in
effective
age.
It's
the
same
as
a
built
year
in
1947.,
the
quality
average
plus
the
finished
square
footage
is
1
200..
This
house
is
also
smaller
than
7
subject
with
the
original
effective
age,
the
appellants
neighborhood
50
40
28
increased
on
average
of
5.8
percent
due
to
the
sales
that
occurred
within
the
knowledge
period.
D
The
subject
property
increased,
5.5
percent,
the
property's
grade
appear
in
line
with
the
neighborhood,
as
well
as
the
current
condition.
The
effective
age
seemed
high
after
the
inspection,
interior
and
exterior
inspection.
Considering
the
kitchen
improvements
were
falling
apart
and
no
insulation
to
the
old
Edition
after
the
property
where,
after
the
property
was
inspected,
a
few
changes
were
made.
We
added
one
extra
fixture.
We
added
the
utility
shed
updated.
D
The
sketch
changed
the
masonry
to
masonry,
stick
with
Rail
and
decreased
the
effective
age
from
1977
to
1970,
so
an
improvement
effectively
dropped
from
107
170
500
to
152
000,
which
brought
the
total
assessment
down
from
877
200
to
8,
58
700
and
as
well
as
the
result
of
the
review,
the
department
request
the
confirmation
of
the
revision
of
the
2023
assessment
at
8
58
700..
Thank
you.
A
B
Yeah
I
agree,
I
mean
I,
didn't
have
a
problem
with
the
original
assessment,
but
yeah
I
think
decreasing.
The
effective
agent
was
a
good
mood,
I'm,
okay,
with
it.
A
All
right,
then,
I
will
move
to
accept
the
County's
reduced
number
of
858
700
do
I
have
a
second.
B
A
Thank
you.
Mr
Mills
did
a
nice
job
and
then
I
guess
we'll
move
to
the
final
case.
A
No,
no
all
right
the
final
case
without
the
appellant,
then
rpc-03047093
properties
located
at
42,
43,
31st
Street
North,
with
the
absence
of
the
assessor,
we'll
go
ahead
and
let
the
county
start
start
with
your
eight
minutes
and
tell
us
about
this
property.
E
Hello
good
morning
board
I'm
the
appraiser,
who
did
the
review
for
this
property
located
at
42
43
31st
Street
North,
the
property
was
inspected
on
April
27th.
It's
a
one-story,
brick
house
with
three
bedrooms:
two
full
baths,
one
one
upstairs
one
in
the
basement.
The
house
was
built
in
1952
the
effective
age
of
1967.
E
E
Also.
He
mentioned
that
the
kitchen
and
bathrooms
had
had
mostly
Regional
finishes,
but
I
did.
This
is
the
property
with
him.
We
did
that
walk
through
the
house
and
basically
I
confirmed
the
measurements
of
the
house
and
square
footage.
Also
confirmed
the
interior
bedroom
and
bathroom
count.
Three
bedrooms:
two
bath
I
noticed
that
the
bathroom
downstairs
is
known
as
comparable
to
the
bathroom
I
mean
the
bathroom
in
the
basement
was
installed
after
the
house
was
built,
but
it
still
is
a
functional
bathroom.
E
You
know
you
can
see
that
the
appliances
the
plumbing
fixtures
work
is
is
usable
and
also
the
owner
mentioned
that
the
back
of
the
house
isn't
a
slope
that
goes
up
to
the
golf
course
that
is
behind
the
house,
but
I
didn't
see
any
negative
effect
that
I
can
you
know,
make
adjustments
based
on
that
situation
or
location
of
the
house.
Next
to
the
golf
course
looks
like
it's
part
of
the
backyard.
You
know
it's
a
gardening
area,
so
basically,
after
the
review,
I
made
some
view.
E
Adjustments
to
the
effectivenation
house,
but
I
confirmed
the
interior
account
I
confirmed
the
quality
of
the
house,
and
my
recommendation
to
the
board
is
basically
to
confirm
the
assessment
based
on
the
inspection
and
the
quality
and
effectivenation
of
the
house.
The
re,
the
main
the
main
reason
for
the
increase
of
the
assessment
compared
to
2022
is
the
land
value
increase.
That
applies
to
the
whole
neighborhood.
A
E
Okay
for
all
the
properties
located
in
this
neighborhood,
we
see
that
the
main
reason
for
the
increases,
basically
the
land
values
that
are
updated
year
over
year.
Improving
values
are
already
adjusted
based
on
depreciation
and
the
house
type
of
of
this
kind
of
property.
So
again,
the
most
Fair
estimate
for
this
property
will
be
996
400
for
this
2023.
Thank.
C
Mean
I
think
it
looks
pretty
good
and
and
just
kind
of
looking
at
the
neighboring
properties.
You've
got
some
that
are
similar
age
and
all
assessed.
Equally,
you
know
backing
up
to
the
golf
course
or
whatever
it's
behind
it,
and
then
the
newer
stuff
is
obviously
much
more.
So
it
seems
like
it's
an
equalization.
A
Yeah
I
would
agree,
I
mean
the
effective
age,
it's
still
a
56
year
old
house.
You
know
it
sounds
like
there's
a
lot
of
deferred
maintenance
and
he
wants
a
reduction
for
the
Deferred
maintenance.
You
know,
but
with
a
building
assessment
of
90
700,
that's
pretty
low
yeah,
so
I'm
I'm
totally
fine
with
it.
B
Anybody
else,
yeah
I,
agree
with
that.
He
brought
the
fact
that
the
house
next
door
is
being
sold.
You
know
it's
in
good
condition,
but
he
was
listed
for
a
million
59..
It
sold
for
a
million
or
146.
So
almost
100
000
more
than
the
listed
price.
A
A
A
Right
well
that
completes
the
agenda.
That
was
quick
does.
A
I
wish
we
had
them
on
the
schedule,
because
you
know
yeah,
but
anyway,
all
right.
Well,
then,
with
nothing
furthering
business-wise,
then
we'll
go
ahead
and
adjourn
at
9
15
9
14.,
which
is
amazing,
and
we
will
reconvene
next
Tuesday
Morning
June
27th
at
9am.
