project
Crystal
Plaza,
one,
which
is
located
at
two
thousand
one
South
Clark
Street.
This
presentation
is
going
to
give
you
an
introduction
to
the
project.
In
a
brief
background
on
the
zoning
and
policy
guidance
that
directs
staffs
review
throughout
the
process
to
view
plans
and
more
information
on
the
project
visit
the

shown

bottom
of
the
screen
so
jumping
into
the
proposal.

The
site
is
located
in
Crystal
City
at
the
northwest
corner
of
20th
Street,
which
I'm
highlighting
on
the
screen
here
and
South
Clark
Street
in
South,
Clark
Street,
runs
just
adjacent
to
Richmond
Highway.
The
site
is
also
located
north
of
the
Crystal
Plaza
apartment
buildings,
which
you
can
see
on
the
left
image,
I'm,
circling
that
in
yellow
and
it's
west
of
Crystal
Drive.

The
site
is
currently
a
part
of
site
plan
number
11,
which
was
originally
approved
by
the
county
board
in
1963
and
site
plan.
11
currently
extends
across
the
entire
block
and
is
made
up
of
a
permanent
office
retail
development
and
is
owned
by
multiple
property
owners.
Additionally,
the
Crystal
City
underground
is
located
on
this
block,
and
the
Crystal
City
sector
plan
has
named
this
block
block
M
the
site
for
the
proposed
project
is
located
in
the
northwest
portion
of
the
block
which
is
shown
outlined
in
right
here.

site
has
an
existing
office,
building
on
it
that
JB
G
is
proposing
to
demolish
as
a
part
of
this
new
project
block
M
and
this
site
is
located
within
the
entertainment
district,
as
defined
by
the
Crystal
City
sector
plan,
and
you
can
see
some
of
the
changes
that
are
called
to
this
block
shown
on
the
screen
here.
To

Behind
document,
the
general
land
use
plan
commonly
referred
to
as
the
club
designation
for
the
site
is
high
office
apartment
hotel.
This
allows
for
an
apartment
density
up
to
four
point:
e,
f,
AR
and
three
point:
eight
f
AR
for
office
use
above
the
F
AR
that
is
allowed
through
the
club.
The
applicant
must
earned
the
additional
density
through
community
benefits.

In
order
to
facilitate
the
proposed
project,
there
are
four
applications
that
are
required.
The
first
is
a
block
plan,
that's
required
by
the
Crystal
City
sector
plan,
because
it's
east
of
Richmond
highway
and
that
will
look
at
the
whole
block
end
and
analyze.
The
deviations
are
being
proposed
by
JB
gene
there's
another
site
plan
project,
that's
located
on
that
block,
and
that
is
the
223
23rd
Street
project,
and
so
they
are
combined
in
that
block
plan
and
we
will
be
looking
at
that
holistically.

second
application
type
is
a
site
plan
amendment
that's
to
remove
the
site
plan
area
from
site
plan
number
11,
the
third
a
view
application
is
a
rezoning
to
rezone
that
portion
of
the
site
to
Co
Crystal
City
and
the
fourth
application
is
a
new
site
plan
to
construct
the
two
residential
buildings
for
more
