board
meeting.
This
is
board
chair,
Christian,
Dorsey,
presiding
and
joining
me.
Are
my
colleagues
Vice
chair
Garvey,
as
well
as
board
members,
Katie,
Crystal,
Matt,
diferanti
and
Takis
karantonis.
We
are
going
to
begin
our
meeting
today
with
some
recognition
and
reports
from
board
members,
as
well
as
the
county
manager
and
I'd
like
to
kick
us
off
with
actually
a
Proclamation
surrounding
National
Social
Work
month.
A
We
have
a
number
of
guests
today
who
are
going
to
be
the
recipients
of
this
Proclamation,
but
each
month
each
March
of
every
year
is
National
Social
Work
month
and
this
year
the
theme
is
breaking
barriers.
Social
workers
work
in
many
different
places,
including
schools
and
hospitals,
mental
health
practices,
veteran
centers,
child
welfare
agencies,
the
criminal
justice
system
in
corporations
and
working
for
the
state,
federal
and
local
governments
just
to
name
a
few
places.
A
And
although
there
are
many
kinds
of
Social
Work
members
of
the
profession
all
share
some
common
principles,
an
intense
dedication
to
the
people
they
serve,
including
a
commitment
to
equity
equality
and
social
justice
for
all
communities
and
really
helping
each
and
every
individual
under
their
charge,
achieve
their
full
potential.
Every
day.
A
Social
workers
help
break
down
barriers
that
prevent
people
from
living
more
fulfilling
and
enrich
lives
and
our
own
social
workers
at
the
Department
of
Human
Services
exemplify
this
theme
of
breaking
barriers
in
their
work
for
Arlington
families,
adults,
children,
people
with
disabilities,
as
well
as
anyone
who
may
need
their
support.
So
at
this
time,
I
would
like
to
recognize
and
bring
up
a
few
of
them
to
receive
the
proclamation
which
I
will
read
a
little
bit
of
in
just
a
moment.
A

A
Yes,
great,
wonderful,
wonderful,
we
would
love
to
invite
you
up
after
I
read
the
proclamation,
if
that's
okay,
so
whereas
millions
of
Brave
Americans
have
demonstrated
their
courage
and
commitment
to
Freedom
by
serving
in
the
armed
forces
of
the
United
States
on
active
duty
and
in
mobilized
National,
Guard
and
Reserve
units
during
our
nation's
Wars
and
armed
conflicts,
and
whereas
one
of
those
is
the
Vietnam
War
conducted
between
1954
and
1975,
when
the
United
States
and
other
members
of
the
Southeast
Asia
Treaty
Organization
joined
forces
with
the
Republic
of
South
Vietnam
to
contest
Communist
forces
comprising
South
Vietnamese
guerrillas
and
regular
Force
units,
generally
known
as
the
Viet
Cong,
and
the
North
Vietnamese
Army,
and
whereas
540
000
Americans
served
in
this
war
with
over
58
300,
dead,
300,
000
wounded
and
over
2
400
missing.

And
whereas
many
of
those
who
return
home
from
what
was
considered
an
unpopular
War
were
not
given
the
same.
Respect
and
acknowledgment
given
to
Veterans
of
previous
Wars
and
whereas
Arlington
County
is
home
to
over
3
000
Vietnam
veterans
and
is
proud
of
all
of
our
veterans
and
is
dedicated
to
honoring
all
of
them
in
order
to
ensure
that
we
never
forget
them
for
their
specific
service
and
their
sacrifices.

Day

Arlington

and
commend
its
observance

all

our

we
work

employees

a
variety

sectors
in
the
county,

well
as
property
managers

educate
their
employees
and
tenants
about
their
sustainable
car,
free
or
car
life
travel
options
in
Arlington
and
the
Champions
recognition
program
gives
atps.

Transportation
Partners
little

clients

road
map
to
implement
a
real
mode
shift
in
their
businesses
in
2022

organizations
enrolled

the
Champions

and

we
are
excited

honor

have
earned
the
highest
Platinum

Platinum
level
Champions
go
above
and
beyond,
to
provide
employees,
commute
commuter
benefits
and
programs

to
meet
sustainability
goals

office
and
residential
buildings
with

shift

amenities.

Innovation
contributes

Arlington's
status
as
a
top
destination

and

employee

Spotlight
every
month
and
this
month,
oh
my
God,
it's
Monica
Cannon,
so
I
want
to
tell
you
Monica
just
raise

hand

a

So
everybody
knows
where
you
are
there.
You
are
okay,
so
now
I
can
embarrass
you.
Monica
joined
Arlington
County
back
in
1999
as
an
administrative
assistant
for
the
convention
and
visitors
service
within
Arlington,
Economic,
Development,
and
so
in
the
early
2000s.

She
began
supervising
all
visitor
service
Services
activities
so
as
a
result
of
the
9
11
terrorist
attack
on
the
Pentagon
acvs
received
a
Federal
Grant
in
2002,
and
some
of
you
may
remember
this-
establishing
a
brick
and
mortar
Visitor
Center
at
Pentagon
row
and
Monica
LED
that
entire
process
from
the
planning
through
the
opening
and
she
managed
the
facility
through
its
existence,
and
that
was
the
first
time
she
became
a
prominent
member
of
acvs,
but
then
moving
on
to
2008.
She
played
a
role
in
putting
together
our
new
visitor
service
initiative.

This
was
my
favorite
one
I'm
surprised
you
didn't
use
it
today.
The
rolling
concierge
on
Segways.
Remember
that,
yes,
a
touch
screen
information
kiosk
in
one
of
the
first
mobile
visitor
centers
in
the
nation
and
with
the
success
of
Arlington's
Innovative
all-electric
mobile
Visitor
Center
Monica
led
the
closure
of
that
original
Visitor
Center
storefront
and
has
managed
the
operation
of
the
more
efficient
and
cost
effective
one
since
2010..

So
during
the
pandemic,
Monica
once
again
showed
exceptional
performance.
You
know
that
was
a
real
challenging
time
for
the
hospitality
team
and
she
shifted
responsibilities
to
address
different
tasks
and
and
really
an
amazing
way.

She
assisted
with
the
hundreds
of
event,
cancellations,
rebookings,
major
adjustments
and
she
really
has
been
I
just
think,
an
absolute
Superstar
for
the
acvs
team,
with
our
Hospitality
stakeholders
and
so
for
that
two
decades
of
contribution,
I
felt
a
little
bit
awkward
when
I
was
down
talking
to
her
earlier,
I
feel
like
she's,
always
greeting
me
and
welcoming
me,
but
I
would
like
to
welcome
her
into
the
county
boardroom
and,
as
a
token
of
our
appreciation,
give
her
their
certificate
and
something
that
will
last
you
a
lifetime
a
photo
with
the
County
Board.

We
had
intended
and
hoped
that
during
this
month
we
may
consider
one
of
the
last
steps
to
their
organizational
process,
and
that
is
the
adoption
or
approval
of
an
mou
with
Arlington
County
Police,
the
independent
police
auditor
and
the
county
manager.
That
is
a
process
that
is
still
ongoing.
A
My
colleague,
Mr
diferanti
may
be
able
to
recall
that
more
quickly
but
they're
going
to
have
an
event
that
is
widely
publicized
on
our
website
on
the
cob
page,
where
they
invite
the
community
to
interact
and
engage
with
them,
and
we
encourage
any
members
of
the
public
who
are
interested
in
law
enforcement,
civilian
oversight
to
attend
that
event
and
congratulate
them
on
the
work
that
they've
done
to
get
here.
Thus
far.
A
Second
piece
of
news
concerns
the
Amazon
announcement
on
Penn
place.
I
know
for
a
lot
of
people
in
the
community.
There's
a
lot
of
news
about
Amazon
that
they're
working
hard
to
try
and
assimilate
between
layoffs
and
the
announcement
about
pen
place.
So
I'll
try
to
put
it
all
into
the
necessary
context.
So
Amazon
has
determined
that
they're
going
to
indefinitely
suspend
their
activity
on
working
towards
developing
the
pin
Place
portion
of
hq2
the
Met
Park
portion.
The
first
phase
is
nearing
completion
and
actually
will
have
a
grand
opening
sometime.
A
This
spring
I
think
that's
expected
for
June
and
Penn
place,
which
is
the
second
phase
has,
is
going
to
be
postponed
indefinitely,
while
they
figure
out
what
their
long-term
strategies
are.
Now
that
doesn't
mean
that
Amazon
is
reducing
their
commitment
to
Arlington.
In
fact,
they
have
affirmed
that
their
commitment
to
fully
developing
hq2,
as
was
envisioned
when
they
chose
Arlington,
is
still
on
track
and
to
ground
everyone
that
was
expected
for
full
build
out
by
2035..
A
What
we
saw
in
the
early
in
the
last
few
years
was
an
acceleration
of
their
hq2
plans,
but
that
is
shifted,
but
there
are
long-term
prospects
of
doing
it
by
2035,
as
agreed
to
still
remain
in
place.
So
at
this
point
in
time,
they
have
exceeded
their
performance
agreement
requirements
for
the
number
of
jobs
that
they
brought
to
Arlington,
which
at
last
count
Mr.
Two
Hill,
you
can
correct
me,
I,
believe,
is
over
8
000
and
they've
also
exceeded
their
square
footage
targets.
For
this
point
in
time.
A
A
feature
of
the
agreement
that
we
have
with
Amazon
is
that
those
targets
must
also
be
matched
with
a
growth
in
the
transit
occupancy
tax
that
Arlington
County
receives
from
a
pre-coveted
baseline,
since
that
has
not
materialized.
Arlington
County
has
not
needed
to
pay
any
incentives
to
Amazon,
despite
their
meeting
the
targets
for
growth
in
jobs
and
office,
space
that
we
agree
to,
and
lastly,
I'd
like
to
now
Spotlight
something
that
was
consummated
this
past
Saturday.
A
While
the
board
was
in
the
midst
of
some
other
things,
but
there
was
a
truly
truly
wonderful
thing
that
occurred
as
our
community
has
struggled
to
help
and
support
families
who
have
continued
to
struggle
despite
the
pandemic's
end
with
job
stabilization
that
has
put
them
in
position
that
would
otherwise
result
in
eviction.
There's
lots
of
resources
that
were
stood
up
federally
from
the
state
locally
to
ensure
that
that
didn't
happen.
While
we
were
experiencing
the
Health,
a
global
Health
Pandemic,
those
resources
are
drying
up
and
dissipating
and
Arlington
County's
ability
to
provide
eviction.
A
Assistance
is
constrained
by
our
budget,
even
though
we
are
doing
substantially
more
than
we
had
before.
This
leaves
quite
a
lot
of
families,
vulnerable
and
figuring
out
how
to
help
those
families
is
something
that
has
primarily
been
something
that
governments
good
governments
have
done,
but
our
ability
to
continue
being
limited
as
it
is,
creates
a
gap.
This
past
Saturday
Arlington
Presbyterian
Church
consummated
a
gift,
two
hundred
thousand
dollars
to
ensure
that
approximately
200
families
who
live
at
Arlington
partnership
for
affordable
housing,
owned
sites
on
and
near
Columbia
Pike
are
not
subject
to
eviction.
A
The
two
hundred
thousand
dollars
goes
to
clear
their
arrears
to
support
200
families
from
not
being
removed
from
their
homes,
specifically
at
Gilliam
Place
Columbia,
Gardens,
Columbia,
Hills,
Buchanan,
Gardens
I
believe
I
may
be
missing
one,
but
those
sites
were
partnered
with
by
Arlington
Presbyterian
Church
to
ensure
that
those
families
could
remain
in
place,
and
so
I
wanted
to
Spotlight
this,
because
it's
truly
an
example
of
help
being
delivered.
A
Even
if
it's
not
the
government
being
the
ones
to
deliver
the
help-
and
at
this
point
to
say
a
few
words
about
this
incredible
Act
of
generosity
and
to
just
really
that
bask
in
our
appreciation
for
what
you've
done,
I'd
like
to
invite
the
pastor
of
Arlington
Presbyterian,
Church,
Reverend,
Ashley
Goff,
please
come
up
to
the
front
and
say
a
few
words.

So
Carmen
Romero
came
to
me
a
few
weeks
ago
and
shared
this
perfect
storm
that
we
are
in
that
any
the
pandemic
subsidies
that
people
had
were
ending,
particularly
by
the
end
of
February,
and
that
they
were
carrying
in
the
extra
load
of
rental
debt
and
they
could
carry
it
no
longer
and
they.
The
last
thing
they
want
to
do
is
evict
anyone,
but
they
were
seen
what
was
on
the
horizon.
I
So
I
asked
Carmen
to
give
me
a
number
and
I
asked
her
her
and
Marquan
Jackson
the
residence
director
of
resident
services
to
come
to
worship
or
to
APC
on
a
Sunday
and
speak
to
us
after
worship,
and
they
did
so
and
after
Carmen
and
Marquan
kind
of
laid
out
the
perfect
storm.
Someone
asked
well.
How
much
do
you
need
and
Carmen
said
a
hundred
thousand
dollars
and
I
asked
the
congregation?
I
What
do
we
do
and
someone
said
well,
we
need
to
write
a
check
and
I
kind
of
playfully
asked
raise
your
hand
if
you
want
to
write
a
check
and
everyone
raise
your
hand
and
then
good
Presbyterian
fashion.
We
mocked
that
the
motion
had
passed
when
there
was
no
motion,
so
we
did
and
actually
we
increased
it.
I
We
doubled
it
so
because
the
need
came
in
you
know,
Carmen
came
back
and
said
the
need
was
greater,
so
we
did
and
we
did
that
because
we
are
neighbors,
and
this
is
what
neighbors
do
when
there
is
a
crisis
and
that
we
rest

Promise
of
Gilliam
place
and
this
promise
of
our
faith
and
not
doing
so.
What
we
did
would
have
been
breaking
a
promise.

And
so

amazing
things

other
side

what
we
hope
people

updates

boards

is
the
Crystal
City
citizens
review
Council
and
I
actually
started
that
way.
When
I
got
on
the
board
in
2012.,
it's
been
a
while
I
haven't
done
it

total
time,
but
that
was
been
a
long
time
and
over
time
things
change
and
Mike
Dowell,
who
is
available,
I
think
on
the
phone
participating
virtually
with
us
came
and
said.
You
know
we
really
need
to
update
our
Charter
and
clearly,
after
all
of
these
years,
we
did
so.

mission
really
hasn't
changed,
but
the
name
has
we're
calling
it
The,
Crystal
and
Pentagon
City's
Council.
If,
if
my
board
colleagues
approve
and
the
mission
is
basically
the
same
and
I
think
there's
one
more
slide

there's
some
changes
to
the
membership
basically
evening
it
out
and
and
bringing
in
more
people
and
stakeholders
from
the
Civic
associations-
and
you
have
before
you-
the
the
proposed
new
Charter
with
the
changes
I'll
just

I
have
sent
you

a
change
up,
markup
which
you
may
have
looked
through.

pretty
basic,
basically,
every
time
it
says
the
cccrc.
It's
changed
to
CPCC,
so
we've
gotten
the
name
straight:
we've
done
things
like
change,
Jefferson,
Davis,
Highway
to
Richmond
Highway,
as
we
have
done.
We
now,
because
it's
expanded
did
to
Pentagon
City
that
we
now
refer
to
the
Pentagon
City
sector
plan,
as
well
as
the
Crystal
City,
a
sector
plan
which
the
original
Charter
did
and
as
I
say,
balance
the
memberships.

are
five
ex-officio
members
which
are
basically
commission
Liaisons.
They
don't
have
a
vote,
but
they
do
and
they
do
not
count
in
the
in
the
Quorum
against
a
quorum,
but
they
are
there
as
stakeholders
to
help
in
their
advice
process.
So
what
I'd
like
to
do
is
propose
that
the
board
adopt
the
the

changes
that
you
have
that
are
Incorporated
in
the
charter
that
you
have
before
you,
and
that

straightforward

County

in
getting
access
us
to
the
critical
tools
that
can
save
lives.

Narcan
training.
I
know.
Many
of
you
have
actually
already
been
through
one
of
these,
but
I
appreciate
the
opportunity
to
just
illustrate
exactly
how
simple
this
medication
is.

the
very
first
thing
when
we
talk
about
Narcan
is
what
is
it
and
why
do
we
use
it
right?
So
Narcan
is
a
medication
that
quickly
reverses
the
effects
of
an
opioid
overdose.
It
works
in
about
20
to
30
seconds.
It
is
a
super
simple,
nasal
sprays,
just
a
very
quick
nasal
spray.
You
insert
it
into
a
nostril,
you
spray
and
you
have
administered
the
medication.

It
only
works
to
reverse
the
effects
of
opioid
overdoses,
but
it
is
really
important
that
when
we
talk
about
what
an
opioid
overdose
is
that
we
understand,
we
are
not
just
talking
about
illicit
opioids
like
heroin
or
illicitly
obtained
a
legally
obtained
fentanyl.
We're
also
talking
about
prescription
pain,
medications
like
oxycodone
Percocet,
those
sorts
of
things
that
doctors
prescribe
us
when
we
have
a
serious
surgery
when
there's
a
wisdom
tooth
removal
right.
So
this
medication
works
in
the
event
of
an
overdose.
On
any
of
these
things,
we
also
are
very
concerned
now
about
counterfeit
pills.

It
is
so
simple
and
you
cannot
cause
harm
if
you
administer
it
when
it's
not
needed
so
I
always
say
when
I'm
giving
the
training
I've
got.
Two
young
kids
at
home
I've
got
a
five-year-old
and
a
two-year-old.
This
is
the
only
medication
my
kids
have.
Access
to.
This
is
the
only
thing
they
can
reach.
When
my
father
was
going
through
treatment
for
cancer,
he
had
tons
of
opioid
prescriptions
in
the
house.

My
parents
had
to
have
it
in
this
in
the
house
for
my
kids
to
be
in
the
house
right,
because
this
is
so
safe.
My
five-year-old
could
be
up
here,
teaching
the
training,
that's
how
safe
and
easy
this
medication
is
to
use.
There
are
two
laws
that
are
really
very
important
to
know.
One
is
the
Good
Samaritan
law.
If
you've
been
through
CPR
training,
it's
the
same
law
that
you
would
have
learned
in
CPR
training.
We
are
not
civilly
liable
for
the
outcome.

If
we
are
doing
working
in
our
best
efforts
to
reverse
an
overdose,
we
are
not
liable
for
the
outcome.
The
other
is
the
safe
reporting
of
Overdose
law.
This
law
is
pretty
new.
Still
it's
about
it's
not
even
quite
three
years
old,
but
this
law
is
also
safe,
reporting
of
overdose
or
Safe
Harbor
Law.
This
law
states
that
anyone
who
calls
for
help
for
someone
who's
overdosing
and
the
person
who
is
overdosing
will
not
be
charged
with
a
misdemeanor
related
substance
use
crime.

So
that's
going
to
cover
underage
drinking,
public,
intoxication,
drug
paraphernalia
and
other
illicit
substances
on
scene.
Again,
it's
going
to
be
just
for
misdemeanor
related
crimes;
okay,
so
it
doesn't
cover
like
a
felony.
We
highly
encourage
folks
that
when
they
come
across
someone
that
they
think
may
have
overdosed
that
they
administer
this
medication.
How
do
we
know
someone's
overdosed?
Really
what
you're
looking
for
is
if
the
person's
unresponsive,
because
this
medication
is
so
safe,
you
don't
need
to
be
a
medical
professional
to
determine
what
is
really
happening
right.

You
just
want
to
see
this
person's,
not
responsive,
hey,
Emily,
Emily,
you,
okay,
I,
don't
respond!
Do
a
sternum!
Rub
your
fist
up
and
down
my
sternum
or
or
pinch
my
earlobe.
If
I
don't
respond,
you

a
medical
emergency.
You
want
to
administer
this
medication
and
call
9-1-1
again.
Super
simple
insert
it
into
the
nostril
spray
one
time
step
back,
give
the
person
a
little
bit
of
space
to
recover
if
they
don't
respond
within
a
minutes
time.
You
want
to
do
chest
compressions
or
rescue
breathing.
At
this
point.

you

9-1-1
and
they'll
prompt
you
through
the
rest.
What
I
always
like
to
make
sure
our
community
understands?
Is
you
don't
have
to
be
good
in
emergency
situations
either
right?
You
can
kind
of
turn
your
brain
off.
If
you
administer
this
medication,
then
call
9-1-1
and
let
them
do
all
the
thinking
for
you.
They'll
walk
through
everything
else
with
you.
So
the
key
thing
is:
don't
wait,
don't
worry.
You
won't
cause
harm,
just
administer
it's
incredibly
safe
and
it's
safe
for
kids,
it's
safe
for
Animals,
it's
safe
for
pregnant
women.

are
very
few
contraindications
besides
the
fact
that
what
you're
doing
when
you
administer
this
is
you're,
knocking
all
the
opioids
off
the
person's
brain,
so
you're
immediately
sending
someone
who

physiological
dependence
on
opioids
into
withdrawal,
so
they
will
be
feeling
very
sick
if
they
have
a
physiological
dependence.

business

not

residential,

which
case
I
would
have
gone
on
a
bit
longer.

buildings

to

the

zoning

Arlington
County,
because
even

2011,
the
population
in
Arlington
has
been
increasing
at
a
decreasing
rate,
so
it
grew
by
1.5
percent
in
2011..
It
grew
by
its
forecasted
or
projected
to
grow
by
only
1.27
percent
in
2023.
So
this
population
increase
has
been
going
down
even
since
before
covet
hit
and
there's
research.
That
shows
that
that
trend
is
going
to
continue.

So
I
think
that
the
research
that
was
done
maybe
needs
to
be
updated.
To
take
this
into
account,
and
the
second
thing
I
would
like
to
say
is
that
I
think
you
should
consider
other
options.
For
example,
there's
18
percent
vacancy
rate
in
Office
Buildings
in
2021.
That's
now
increased
almost
21
percent
in
2023.

There
are
estimates
that
say
that
while
it
is
expensive
to
convert
office
space
into
residential
space,
it
makes
sense
and
it
is
profitable
and
about
three
percent
of
the
buildings.
So
if
you
take
that
three
percent
times
the
35
million
square
feet
of
office
space
Arlington
has
it's
a
million
square
feet.
Basically
700
units
at
1500
square
feet
per
unit
700
units.

There
are
250
units
in
the
Reserve
at
Clarendon,
so
it's
a
roughly
three
apartment
complexes,
the
size
of
the
Reserve
at
Clarendon,
which
would
result
in
700
additional
units,
and
so
I
just
asked
you
to
please
think
about
your
research,
maybe
consider
rerunning
and
also
consider
all
their
Alternatives.
That
would
be
beneficial
to
both
our
empty
office,
space
and
homeowners.

housing

neither
affordable
nor
assist
with
diversity.
It
has
never
been
an
open
or
transparent,
Community
engaged
process.
The
proposal
ignores
the
county
manager's
own
2019
report
by
failing
to
study
the
impact
on
the
infrastructure,
stormwater
School,
enrollment,
fire
and
EMS
The
Proposal
is
a
classic
bait
and
switch
scheme
by
the
county,
its
own
report
States.
It
will
not
eliminate
single-family
zoning,
which
is
a
Lie.

The
County
Board
may
have
the
right
to
adjust
zoning,
but
it
shouldn't
need
Meet,
Virginia
code
requirements,
which
it
is
not
done
just
because
you
can
does
not
mean
you
should.
Most
importantly,
the
County
Board
has
divided
our
community
by
pitting
neighbor
versus
neighbor.

conducted
this
scheme
under
the
terrible
auspices
of
the
covid
pandemic.
You,

members
of
the
County
Board,
who

elected
to
represent
us
with
utmost
Integrity,
have
shown
yourself
to
be
self-serving
and
worse
yet
sacrificing
the
very
communities
your
constituents
call
home
the
residents
of
Arlington.

people
moving

not
the
thousands

Amazon
employees

invited
have
made
this
County
to

it
is.

We
pay

taxes,

responsible

what's
seen
around

deserve

middle

a
well-crafted
marketing
effort
by
well-moneyed
out-of-state
interests
and
you

bought

this
scheme

are
on
snake
Charmers
on
their
behalf
preying
on
residents.

deceived.

changed
in
recent

County

manner

County
Board

executed

projects
in
this
County

own

plan

drastic
negative
consequences
on
the
already
outdated
infrastructure.

again
the
county
failed
to

proper
planning
for
this
type
of
project
on
Saturday

listened
to

professional
engineer
licensed
in
the
state
of
Virginia,
explained

currently
wrong

our
infrastructure
and
how
this
will
make
it
worse.

in
Arlington
strung

changed
and
unattainable
promises
are
made
and

heard

residents
who
have
invested
immense
amounts
of
their
lives
here

deep

Dismissed
and
trivialized
is
scared
of
change
or
simply
called
racist.

Instead
of
community
building
and
Leadership
Civic
associations
have
been
discounted
and
polarizing
groups
are
left
to
drive
wedges
between
our
community,
but
it's
today,
it's
missing
middle,
but
these
same
things
have
happened
time
and
time
again
on
your
watch.
Just
one
week
ago,
under
over
100
Civic
Federation
delegates
representing
communities
across
the
county
voted
to
demand
change
in
our
government
and
the
vast
majority
of
them
70
voted
specifically
that
they
want
to
see.

You
do
better
a
whole
lot
better
and
they're
not
going
to
take
no
for
an
answer
anymore,
not
just
on
missing
middle,
but
on
every
process
and
every
issue.
Residents
far
and
wide
have
lost
confidence
in
your
governance.
Please
stop
making

same
mistakes.
You
still
have
outstanding
concerns
here.
You
still
have
people
who
care
and
demand
better,
and
you
still
have
well-researched
plans
coming
out

this
early

guidebook.

quality

As
someone
who
built
a
house
here,
one
of
the
things
I
learned
was
that
zoning
affects
land
prices
simply
put
land
that
is
zoned
for
more
density
is
more
expensive,
much
more
expensive.
If
this
zoning
change
passes,
how
is
that
going
to
affect
land
prices?
We
have
a
natural
experiment
in
my
neighborhood
Penrose
that
can
help
us
answer
this
question
on
South
Wayne
Street,
the
house
is
on
one
side
are
duplexes
and
on
the
other
side
are
single-family
homes.

The
lots
are
the
exact
same
size,
5500
square
feet.
We
can
look
at
land
prices
on
one
side
of
the
street
versus
the
other
to
understand
how
density
affects
land
value.
What
we
see
is
that
Arlington
assesses
the
land
with
the
duplesses
significantly
higher
versus
the
single-family
homes,
how
much
146
percent
to
put
that
in
real
dollars.
That
same
lot
is
worth
291
700
more
on
the
other
side
of
the
street.
The
reality
is
the
moment
you
allow
multi-family
dwellings
on
every
lot
in
Arlington.

You
will
greatly
increase
the
value
of
every
single
lot
and
completely
change
the
Dynamics
of
the
real
estate
market
we
built
in
2016
and
would
never
consider
selling
under
current
zoning.
But
if
this
change
passes,
the
value
of
what
could
be
built
goes
up
substantially.
In
fact,
it
now
becomes
profitable
to
tear
down
my
relatively
new
house
and
build
three
town
homes.
Instead
This
will
be
true
for
many
homeowners
in
Arlington
and
will
drastically
increase
the
number
of
tear
Downs
I
want
to
conclude
by
noting
that
Arlington,
as
you
know,
is
a
very
liberal
Community.

Eighty
percent
of
us
voted
for
President
Biden
you're,
not
seeing
pushback
on
this,
because
Arlington
is
not
Progressive
you're
seeing
pushback,
because
this
proposal
is
Rife
with
negative
externalities
and
unrealistic
assumptions.
Please
don't
launch
this
experiment
on
a
county-wide
scale.

voices
to
the
diverse
Coalition
of
renters,
homeowners
and
people
of
all
ages
and
backgrounds,
calling
on
you
to
pass
the
most
expansive
version
of
this
plan.

heard
that
we
need
caution
that
we
don't
know
what's
going
to
happen,
but
we
do
have
some
Pilots
to
look
to
they're
called
Penrose
Westover
fairlington
these
neighborhoods
even
go
beyond
the
purview
of
this.
They
go
beyond
the
eight
plexus
that
you
struck
in
January
and
my
neighborhood
of
Westover.
We
have
12
plexes,
some
of
them
with
no
off-street
parking
and
guess
what
no
one
complains
about
them.
They're
great.
In
fact,
my
neighborhood
of
Westover
is
a
diverse,
vibrant
and
desirable
Community,
because
that
housing
is
there.
The
ground
is
not
magical
beneath
Westover.
O
There
was
no
detailed
impact
study
done
before
the
housing
was
built.
We
just
built
it
sometimes
as
a
board
member
you're.
Faced
with
a
tough
decision
between
good
policy
and
good
politics,
luckily,
in
this
case
you
don't
have
to
choose
missing.
Middle
is
popular
outside
of
civic
association
meetings
and
disproportionately
white
and
Wealthy
meetings.
Most
of
your
residents
support
this
when
you
surveyed
renters,
who
are
majority
in
this
County
77
percent,
wanted
at
least
eight
plexes.

Even
at
these
past
three
meetings,
which,
as
I
said,
are
disproportionately
made
up
of
people
who
are
privileged
and
against
change.
The
supporters
of
the
most
expansive
form
of
this
plan
have
outnumbered
the
opposition.
That's
saying
something:
we've
also
engaged
people
at
the
farmers
market
and
found
just
as
broad-based
and
robust
support.
You
know
people
supported
for
different
reasons.
Some
were
looking
for
a
place
to
move
up
into
young
families.

So
this
is
a
start,
there's
more.
We
need
to
do
in
the
future
right
I
think
we
need
to
look
at
more
options,
especially
for
the
wealthiest
neighborhoods
of
the
largest
Lots.
We
should
look
at
exempting
certain
requirements
for
committed,
affordable
projects,
I
want
those
projects
everywhere,
including
in
North
Arlington,
but
we
need
to
start
strong.
We
need
to
start
bold
and
I
call
on
you
to
do
that.

good
politics
and
it's
good
policy.

failure

imagination
that
something
could
go
wrong.
Asf
has
not
lacked
for
imagination.
We
reported
concerns
in
2020.
You
told
us
it's
only
a
study
and
we
should
read
the
reports
fast
forward
is
not
just
a
study
and
the
reports
are
recommending
huge
change
on
the
basis
of
unproven
hypotheses.

We've
read
the
reports
and
we've
done
our
homework.
This
plan
does
not
deliver
affordability,
diversity
of
people,
ownership,
opportunity
or
three-bedroom
homes,
ASF
showed
in
January
that
eho
violates
parts
of
the
comp
plan.
For
example,
staff
is
advising
the
board
to
exceed
by
a
factor
of
five
the
allowed
density
limits
for
low
residential
glove
categories.
The
staff
report
says
the
affordable
housing
master
plan
will
help
those
left
out
a
vho.
Well.

of

borne

by

listings
of

properties

were
almost
universally
supportive
of
the
policy
objectives
for
originally
convening
the
missing
mental
housing
study
to
provide

affordable
housing,
but
it
should
be
striking
that
now,
75
percent
of
residents
surveyed
oppose
the
eho
plan.

thousand
people
have
signed
a
petition
opposing
it
and
hundreds
more
have
written
letters
and
testified
against
it.
Was
this
a
Viewpoint
change
in
a
matter
of
months,
of
course,
not
rather
Arlington's
educated
Community
has
evaluated
the
ho
plan
on
the
merits
and
has
concluded
it
is
a
failure
on
arrival.
The
county
has
refused
to
do
impact
analyzes,
but
Arlington
has
many
local
experts,
economists,
real
estate,
urban
planning,
Mortgage,
Banking
and
other
professionals.
These
experts
have
stepped
in
and
done
their
own
analyzes
and,
they
all
say,
stop
eho,
but
the
county
continues.

highlighted

hypothetical
planning

mere
five-week

used

consider
the
substance

the

thought
so
highly
of
the
County's
process

that

for

members
to

responsible

commitment
and
Arlington

community

developing

by
rejecting

divisive
distraction

Arlington
residents

real
housing
needs,

what
we

heard
brings
us

to
enthusiastically
urge

pass
the
Glock
and
Zoning
amendments
and
allow
expanded
housing
options

many
more
Arlington
residents
throughout
the
county.

goal
requires
maximum
flexibility

policy

the
preservation
of
trees
and
open
space
in
the
county
that
this
proposal
will
not
help

major

to
help
diverse
in
immigrant

generational

will
not
get
that
through
rental
housing
that
will
be
built,
I
know,
and
so
what
I
ask
you
to
do
is
take
take
a
moment
here.

be
passed,

those

lot

in
these
neighborhoods
will
further
add
stress
to
the
parking
situation.

population

by

surrendering
its
leverage

developers
elsewhere
in
the
region.

require
site
plans
and
give
and
take
with
developers
on
community
benefits.

alliance
for
regional
cooperation
implores
you
to
take
your
foot
off
the
accelerator
and
realize
that
what
you
will
do
on
this
issue

make
the
county
and
the
region

less
attractive
place
to
live
for

golden
eggs
in

name
of

important
environmental
issue
of
our
generation
is
climate

by

would

this
isn't
the
primary
motivation

many
of
my
fellow
supporters.
Many
are
people
who
would
love
to
own
or
rent
housing
in
Arlington,
but
see
no
Prospect
of
ever
being
able
to
own
a
rent.

group
of
supporters
is
focused
primarily
on
the
fact
that
Arlington's
single-family
zoning
was
instated
in
the
Jim
Crow
area
as
a
way
to
keep
African-Americans
out
of
all
white
neighborhoods,
while
I
can't

myself
in
their
place
the
prospect
of
getting
rid
of
one
small
reminder
of
centuries
of
racial
oppression
so
that
future
Generations
don't
have
to
live
with
this
every
single
day
of
their
lives.
That's
a
powerful
argument
for
a
missing
middle
policy
that
covers
every
neighborhood
in
Arlington.

opposing
this
policy
are
almost

person
like
me
old
enough
that
will
be
dead
before
the
worst
life-threatening
aspects
of
climate
change
hit.
The
supporters
of
this
policy
are
much
more
diverse,
with
young

old
people

ethnicities.
Those
young
people
are
the
ones
with
the
biggest
stake
in
this
policy
they're.
The
ones
who
need
you
to
make
sure
Arlington
does
its
part
to
address
the
environmental
challenge
of
our
age.
So
you
have
a
chance
choice.

confronts
Arlington

tragedy

effect
across
the
neighborhood
of
neighbors.
Choosing
to
sell
up
this
plan
will
result
in
an
actual
reduction
in
home
ownership.

simple
economics
of
redeveloping
single-family
homes
into
multi-family
properties
creates
more
net
income
for
the
owner
when
the
units
are
rentals,
if
done
at
a
large
enough
scale,
this
proposal
will
reshape
our
neighborhoods
from
owner
occupied
to
rental
unit
communities.
Many
of
those
unit
units
will
be
out
of
area
investors,
maximizing
short-term
profits
at
the
expense
of
Home
Maintenance.

a
free-for-all
for
absentee
voters
or
absentee
owners
which
will
create
private
wealth,

a
public
liability.
As
others
have
noted,
the
removal
of
setbacks
will
increase
the
quantity
of
impervious
surfaces,

exasperate
flooding
and
overwhelm
our
inadequate
storm
water
systems.

dream

Lowering
the
inventory
of
owner-occupied
units
forces,
professional
households
to
seek
home
ownership
dreams
elsewhere.
This
will
lower
Arlington's
attractiveness
for
the
businesses.

we
see

first
version
of
expanded
housing
option
since
the
conversation
started,
I'm

homeowner
here
in
Arlington
I'm
on
the
Housing
Commission
I'm
on
the
home
ownership
study,
currently
underway
in
Arlington,
but
tonight
I'm
here
to
speak
in
my
capacity
as
the
president
of
the
NAACP,
the
largest
and
oldest
civil
rights
organization
in
America.
I
want
to
start
by
expressing
my
gratitude
to
staff
and
consultants
and
the
Commissioners
who
have
spent
thousands
and
thousands
and
thousands
of
hours
on
this.

Some
have
claimed
that
the
process
was
rushed
and
not
enough
time
was
given.
We
know.
That's,
not
true.
Groups
like
the
NAACP
and
many
others
behind
me
have
been
following
this
from
the
very
beginning.
In
fact,
the
NAACP
has
been
following
this
for
almost
100
years
when
the
first
initial
restrictive
housing
practices
like
Banning
row,
houses
took
place
at
a
at
a
time
in
Arlington
when
it
was
38
black.
Today,
Arlington
is
only
nine
percent
black
and
getting
smaller
each
year.

It's
well
established
that
black
Americans
today
have
accumulated
only
one
tenth
of
the
wealth
that
white
Americans
have.
We
know
that
the
federal
government
has
taken
explicit
action
to
prevent
black
people
like
myself
from
ever
owning
a
home.
We
also
know
that
when
the
jury
segregation
was
banned,
localities
like
Arlington,
began
using
different
tools
to
accomplish
the
same
effect.
There
are
deed
restrictions
across
this
County
that
exist
even
today,
that
say
things
like
black
people
shall
never
be
allowed
to
own
here.

The
black
white
homeownership
disparity
is
five
percent
larger
today
than
it
was
a
hundred
years
ago.
For
for
decades,
white
Americans
began
amassing
wealth
by
way
of
home
ownership,
equity
and
appreciation.
Restrictive
housing
practices
are
one
of
the
greatest
forms
of
segregation
still
persisting
today,
we
know
the
whole
region
and
regions
across
the
entire
country
are
watching
Arlington
tonight.
Even
now,
the
general
counsel
of
the
NAACP
is
watching
and
waiting
in
an
extremely
rare
move.
The
office
of
general
counsel
has
weighed
in
on
this
issue.
