begin
our
afternoon
session
with
some
recognitions
and
reports
from
board
members,
as
well
as
the
county
manager.
To
start
us
off.
We
have
a
couple
of
we
have
an
employee
care,
Spotlight
I'd
like
to
turn
it
over
to
Mr
Schwartz.

couple
of
special
spotlights
today.
First,
we
want
to
start
off
with
libraries
which
are
well
represented
here,
and
you
know,
as
libraries
and
Librarians
across
the
country
are
being
challenged
just
for
performing
their
jobs.
It's
important
to
recognize
those
professionals
who
work
every
day
to
provide
a
broad
and
diverse
Library
collection
to
our
community,
so
Sarah
davio.
You
can
stand
up
when
I
I
say
your

she's!

Not

apparently,
she
thought
going
to
the
dentist
would
be
more
pleasurable
than
being
at
a
County
board.
Meeting
I
can't
figure
that
one
out
who
leads
the
collection,
development
team
and
she's
the
architect
for
Arlington
public
libraries,
special
Collections
and
whether
it's
a
graphic
novel,
a
picture
book,
an
American,
Girl
doll
or
a
best-selling
novel
she's
played
a
role
in
selecting
each
item
in
our
libraries.

Rebecca

you
know
our
employees
are
so
dedicated
that
they
can't
pull
themselves
away
from
their
work.
Rebecca
case
who's,
the
library's,
cataloging
and
metadata
manager,
and
you
know
what
she
may
be.
The
first
metadata
manager
I've
ever
met
and
she
leads
the
team
that
makes
all
the
library's
material
accessible
to
the
community.
She,
in
her
term,
work
tirelessly
to
help
patrons
and
share
every
book
in
the
library's
collection
is
searchable
and,
more
importantly,
findable.
Peter
petrusky
agrees
with
that.
So
it
must
be
true.

She's
currently
hard
at
work,
revitalizing
the
con,
the
County's
Detention
Center
Library,
to
enhance
the
services
there.
So
since
they
are
not
here,
I'm
going
to
ask
the
entire
Library
team
to
come
up
and
I'm
going
to
give

and
I'm
going
to
give
these
two
certificates
to
Diane
crash
and
the
gifts
you'll
have
to
fight
among
yourselves
and
give

Rebecca

Sarah.

Spotlight
the
work
of
your
employees
to
also
offer
for
consideration
or
resolution
to
be
adopted
by
the
County
Board
on
this
afternoon
as
County
Manager
Schwartz
alluded
to.
This
is
an
interesting
time
for
for
libraries
and
Library
staff
is
as
close
as
Front
Royal
Virginia.
We
have
this
ongoing
battle
as
to
the
role
of
libraries
to
be
independent,
curators
of
works
that
are
available
and
accessible
to
all
in
a
community
without
interference
from
government
or
people
with
agendas
that
are
inconsistent
with
the
mission
of
a
library.
A
Fortunately,
here
in
Arlington,
County
I
believe
we
have
the
kind
of
Backbone
in
the
community
that
resists
such
efforts,
but
it
never
hurts
to
positively
affirm
who
we
are
and
what
we
believe
in
and
so
to
that
end,
I'd
like
to
offer
this
resolution
and
I
believe
our
clerk
has
it
and
it
can
be
projected.
But
if
not
I
will
read
it,
whereas
public
libraries
have
come
under
increasing
pressure,
Nationwide
from
groups
and
individuals
seeking
to
restrict
access
to
books.
Where
is
the
County?
A
Board
supports
Arlington,
Public,
Library
and
communities
and
the
community's
freedom
to
read.
And
whereas
Arlington
County
is
a
signatory
to
the
freedom
to
read
statement
provided
by
the
American
Library
Association,
which
declares
the
importance
of
protecting
the
freedom
of
all
individuals
to
read
freely
without
fear
of
suppression
or
censorship.
And
whereas
upholding
the
freedom
to
read
and
supporting
public
libraries.

Calls
for
active
engagement
from
community
members
to
resist
attempts
by
individuals
or
groups
to
limit
access
to
information
ideas
and
the
diversity
of
viewpoints,
as
provided
by
the
public
library
and
whereas
apl's
mission
is
to
Champion
the
power
of
stories.
Information
and
ideas
to
create
space
for
culture
and
connection
and
to
embrace
inclusion
and
points
of
view.
And
whereas
APL
ensures
a
safe
welcoming
environment
for
the
free
exploration
of
a
broad
range
of
ideas
and
provides
encouragement
and
opportunities
for
all
community
members.

Arlington
County
Board
declares
Arlington
County
Libraries
as
book
sanctuaries
committed

protecting
banned
and
challenged

right

the
residents

Arlington

that

adopt

the
Justice
Center
and
their
contributions
often
go
unrecognized,
but
their
dedication
is
truly
commendable.

opportunities

people
of
all

enjoy
an
outdoor
Festival
in
the
nation's
capital,
and
this
event
has
had
some
satellite
events
that
have
occurred
in
Arlington,
County
and
they're,
sponsored
by
The
Art
of
Living
Foundation.

a
non-profit
that
was
established
in
1981
by
gurudev
SRI
SRI,
Ravi
Shankar,
who
is
a
renowned
Guru,
and
this
non-governmental
organization
has
been
devoted
to
working
on
Mental
Health
initiatives
with
veterans,
Healthcare
professionals,
law
enforcement
and
students
from
elementary
through
University
ages.

I

if
this
summer
didn't
persuade
to
everybody
that
you
needed

prepared

all
kinds
of
crazy
stuff
and
places
you
didn't
expect
it
you're
not
paying
attention.
So
anyway,
are
you
prepared
for
all
kinds
of
things?

None
of
us
are
as
much
as
we
could
be.
We
all
could
do
a
little
bit
more
and
I
find
myself
at
this
time
of
year,
always
trying
to
put
together
this
presentation
and
I'm
discovering
like
I,
don't
have
the
batteries
I
thought
I
had
and
things
like
that.
So
everybody
should
pretend
they're
going
to
do
a
presentation
and
check
that
you
got
the
things
that
you
think
you
have
and
should
need
next
slide.

important

to
get

alerts

you
don't
get,
maybe
an
alert
in
the
middle
of
the
night

sometime

you
don't
want

it's
really
a
good
idea

sign

never
know
what's
happening
and
it's
really
important
to
have
information.
That's
probably
the
key
thing
in
an
emergency
is
to
have
good
information
to
know
what's
happening
and
what
you
need
to
do,
protect
yourself
and
your
loved
ones
and
others

things
going

an
emergency
we
can
use
that
radio
station
to
broadcast
information
for
Arlington's
specifically
great
place
to
get
information
next

so
let's
say
the
power's
out

you

go

information,
because
maybe
your
computers
don't
work
because
the
internet's
not
working-
and
maybe
your
phone's
not
working.
What
are
you
gonna
do
so?
There's
this
handy
thing
called
emergency
radios
which
you
can
get
they're
various
kinds,
this
one's
pretty
handy.

It
will
be
in
an
emergency.
I
should
have
told
them.
I
was
going
to
try
this
this
handy
little
device.
So
I
turn
it
off
all
right.
One
of
the
things
you
want
to
do
is
practice
your
devices.

This
is
the
one
I
found
out.
I
didn't
have
the
batteries
for
and
got
it
actually
does
have
a
handy
cramp,
because
it's
got
a
rechargeable,
so
you
can
crank
things.
It's
got
a
handy
solar
thing
on
the
top
and
best.
Yet
it
has
a
little
attachment.
I
can
put
in
my
USB
port
and
plug
in
my
phones,
and
it
will
charge
my
phones
I've,
checked
that
that
does
indeed
work.
These
aren't
very
expensive.
It
will
come
in
really
handy
if
nothing
else
is
working.

It's
a
whole
lot,
so
I
just
think
it's
really
much
easier
to
get
a
few,
just
one
of
these
little
bottles
of
these
pills
that
purify
water,
so
that
you
get
some
water,
that's
maybe
not
safe
to
drink.
You're,
not
sure
you
just
put
a
pill
in
it.
Wait
15
minutes,
follow
directions
and
you
can
drink
it.

It
got
us
through
Africa,
just
fine,
but
it's
a
lot
handier
than
having
one
so
I
always
like
to
have
one
of
these
on
hand,
because
you
just
never
know
and
I
just
don't
want
to
Lug
a
whole
bunch
of
water.
If
I'm
trying
to
carry
some
other
things
all
right,
so
the
power
might
be
out
and
I
know,
your
phone
has
got
a
you
know,
flashlight
on
it,
which
is
really
handy
and
people
think
they
have
that.

So
that's
great,
but
you
don't
want
to
wear
down
your
phone
battery
at
night
and
if
you've
got
kids
or
something
like
that,
a
little
NightLight
would
be
nice.
So
a
little
electric
candle
always
good
again
batteries
check
that
it
works.
Then
it
gives
a
nice
little
ambiance
if
you're
in
an
emergency,
and
you
need
to
do
things
right
and
you
need
a
flashlight,
because
there's
no
light
and
I
will
touch
if
any
of
you
haven't
been
like
camping
or
anything
at
night.
If
there's,
no
electricity,
it's
really
dark
outside.

You
really
can't
see
anything
can't
see
anything
in
the
house
either.
So
a
little
flashlight
like
this
is
Handy.
It's
got
three
different
settings
and
you
wear
it
on
your
head.
So
if
you're
trying
to
do
something
with
your
hands,
you're
not
having
to
hold
it
with
one
hand
and
do
it
with
the
other
hand
or
try
to
hold
your
phone
in
your
teeth
or
something
I've
seen
people
hold
flashlights
in
their
teeth.
That's
really
awkward!

is
much
handier,
just
put
it
around
your
head
and
you
can
where
you're
looking
is
where
the
light
will
go
so
I
just
put
it.
Those
are
just
a
few
little
things
that
I
like
to
say
because
I
think
when
you
look
online,
you
can
get
totally
overwhelmed
and
decide
I'm
not
doing
anything.
It's
too
much
I,
don't
even
want
to
think
about
it.
What
we
really
do
need
to
think
about
it.
If
there
is
a
major
emergency,
I
mean
our
emergency
spot
responders
can
have
a
lot
to
do.

really
ought
to
be
able
to
be
on
your
own
for
three
days.
Food
is
good.
Canned
food
is
good,
think
it
through
do
you
have
a
can
opener
that
works
without
electricity,
make
sure
you
do
it's
hard
to
have
a
can
of
food
and
no
can
opener.
So
there's
just
a
few
things
like
that
to
think
through.
If
this
is
out
and
you're
separated
from
your
family,
what
are
you
going
to
do?

a
plan

you're
going
to
kind
of
meet
up,
everybody
try
to
get
home
or
everybody
try
to
get
to
the
nearest
fire
station
or
just
talk
it
through.

just

matter

kind

thinking

we
have
a

number

members
of
our
housing
division.

are
here
today

there's
a
lot
of
information
that
they've
provided
us

show

they're
working
very
hard
during
affordable
housing
months.

first
Proclamation,
whereas
it
is
the
vision
of
Arlington
County
to
ensure
an
economically
and
culturally
diverse,
inclusive
and
sustainable
Community,
whereas
access
to
expanded,
affordable
housing
choices
for
our
low
and
moderate,
moderate
income,
households
and
workers
in
the
form
of
both
rental
and
Home
Ownership
is
fundamental
to
maintaining
healthy
neighborhoods
and
families,
whereas
the
County
Board
pursues
the
preservation
and
creation
of
affordable
housing
through
ordinances
plans,
site
plan
approvals,
publicly
funded,
affordable
housing
programs
and
other
policies
and
programs,
and
whereas
the
county
has
adopted
the
affordable
housing
master
plan
that
outlines
goals,
objectives
and
policies
to
ensure
an
adequate
supply
of
housing
to
meet
the
community's
needs,
enable
access
to
housing
and
services
and
to
contribute
to
the
community
sustainability.

county
completed,
13,
moderate
income,
purchase,
Assistance
or
mypap
loans,
provided
a
home
buyer
training
to
77
households
and
initiated
with
our
housing
Arlington
efforts
in
2019
to
pursue
new
and
creative
ways
to
expand
the
supply
and
diversity
of
housing
in
Arlington
and
to
increase
and
preserve
Arlington's,
affordable
housing
stock.

a
lot
of
other
stuff
that
we're
doing
I'll
just

to
the
the
ultimate.

is

Therefore,

month

October
as
affordable
housing
month
and
encourage
our
residents
in
Arlington
to
join

County
Board

striving
for
broad
Community
understanding
of
the
importance
of
affordable
housing
and
housing.

our
County
sustainability,
reaffirming
the
benefits
of
affordable
housing
as
a
community
value
and
promoting
affordable
housing
choices
for
all
arlingtonians,
and
to
that
end
there
are
a
number
of
events.
We
have
a
little
slide
presentation
to
alert
you
on
first
on
Wednesday
tomorrow,
there's
an
event
that
will
feature
renowned
sociologist
and
Princeton,
professor
Matthew
Desmond
who's,
doing
a
bulk
talk
at
Central
Library,
and
it
is
his
book
that
is
going
to
be
the
subject
of
the
conversation.

Poverty
by
America,
that's
b
y
by
America,
investigates
why
the
United
States
is
more
poverty
than
any
other
Advanced
democracy.
This
event
is
being
hosted
in
partnership
with
the
Arlington
County
Department
of
Community
planning,
Housing
and
Development,
the
Arlington
County
Department
of
Human
Services,
as
well
as
the
Arlington
Community
Foundation.

will
be
an
opportunity
for
an
audience.

to
to
have
a
book
signed
by
the
author
and
partnership
is
the
Bookseller
for
the
event
is
Arlington's
own
one,
more

books.
We
also
have
a
lunch

learn
event
scheduled
for
Tuesday
October
17th.

there

Home
Maintenance
Workshop,
so
one
of
the
ways
in
which
we,
of
course
ensure
habitable
living,
is
for
people
to
have
a
basic
understanding
of
things
that
they
should
be
doing
as
far
as
Home
Maintenance
and
understanding
how
to
take
care
of
basic
repairs
and
wonderful
stuff.
I
may
even
take
this
up
myself,
getting
some
essential
basic
Plumbing
electrical
work,
drywall
drywall,
repair
and
energy
saving
skills.

So
if
you're
interested
go
to
the

and
then
we
also
have
some
other
engagement
opportunities
with
Arlington
standing
commissions
that
address
issues
related
to
affordable
housing
and
and
home
ownership,
as
as
well

landlord

tenant
relations.

tenant
landlord
commission
will
be
having
a
conversation
on
best
practices
for
property
management.
Certainly
something
useful
for
landlords,
but
also
tenants
should
be
advised
of
of
what
landlords
should
be
responsible
for
in
this
area.

11th
at
seven
o'clock,
P.M,
our
Housing
Commission,
their
home
ownership
subcommittee,
is
going
to
be
discussing
some
important
work
as
it
relates
to
the
County's
home
ownership
study
and
that
meeting
will
occur
on
October
18th
in
the
afternoon.

libraries
and
the

related

how
we
can
strengthen
the
American
dream.

of
that
I
think
is
addressing
hunger

urban
agriculture

linked

Chesapeake

million
adults

live

whom
live
in
Arlington
County.
This
is
a
week
that
was
designed
to
mobilize
the
disability
Community
to
prepare
to
participate
in
elections
and
voting,
and
we
were
honored
to
support
that
effort
with
a
proclamation
declaring
disability
voting
rights
week.

also
honored
earlier
this
month,
a
Hispanic
Heritage
Month
with
which
covers
the
period
from
September
15
through
October
15th
and
at
an
event
board.
Member
Tanya
talento
read
the
proclamation,
but
due
to
some
technical
difficulties
that
was
not
televised.
So
we're
going
to
have
an
opportunity
to
have
a
full
reading
of
that
Proclamation
here
this
afternoon,

able

read

I
am
not

therefore,
our
chair,
Christian
Dorsey,
chair
of
the
Arlington
County
Board,
does
here
probably
came
September
15th
through
October
15
2023
as
Hispanic
Heritage
Month
in
Arlington
County,
and
urge
our
residents
to
join
and
support
the
county
celebration
of
the
rich
Heritage
of
our
Hispanic
residents.
Thank

Whenever
they
emerged
for
those
people
who
knew
Joe
well,
they
knew
they
know
that
public
service
was
really
not
his
lifelong
ambition.
In
fact,
he
wanted
to
be
a
math
teacher
and
that's
reflected
in
his
undergraduate
and
graduate
work
in
in
mathematics
and
for
those
who
who
knew
and
had
an
occasion
to
talk
to
Joe.
They
would
not
be
surprised
to
know
that
his
other
graduate
study
centered
on
philosophy.
A
He
was
able
to
take
those
academic
interests
and
have
a
career
in
Academia,
but
also
in
sort
of
the
burgeoning
industries
in
the
the
federal
city,
which
included
work
as
an
analyst
working
on
security
issues,
but
also
working
in
the
nonprofit
world.
A
He
also
was
one
of
the
very
influential
board
members
in
the
formative
years
of
the
Washington
metropolitan
area,
transit
authority
Metro
and
earned
a
great
deal
of
respect
from
the
region
for
his
effective
service
in
that
capacity
and
did
something
that
is
certainly.
You
know
not
typical.
After
two
terms
on
the
County
Board,
he
decided
that
he
wanted
to
return
to
civilian
life
and
spend
more
time
with
his
family
and
also
devoted
to
his
religious
and
philosophical
studies
and
professionally.
He
engaged
in
sulting
being
a
professor
where
he
enjoyed
working
with
doctoral
students.
A
He
was
certainly
a
fixture
in
Arlington
County,
one
whose
Council
I
greatly
benefited
from,
and
it
was.
It
was
a
pleasure
to
to
know
him
throughout
his
life.
Joe
was
pre-deceased
earlier
this
year
by
his
wife
Midge,
but
they
do
have
four
children
who
who
survived
both
of
them,
and
you
know
I
think
in
summing
up
Joe's
contributions.
The
Washington
Post
said
it
best
upon
the
occasion
of
his
deciding
not
to
run
for
reelection
to
the
County
Board.

but
also

service
that
they
both
gave
to
Arlington
County

other

on
Joe,

with

chair

and
I
think
you
sort
of
mentioned
this,
but
the
reason
we
have
all
of
these
metro
stops
in
Arlington
and
we
have
all
of
this
height
and
all
of
this
smart
development
is
really
Joe.
Holy
I
mean
there
were
a
number
of
people
involved,
but
he
was
absolutely
key.
I
mean
it
was
really
his
vision
that
really
made
Arlington
what
it
is
today
he
and
Midge
I
think
are
maybe
one
of
the
original
power
couples.
They
were
a
force.
They
were
amazing.

was
lucky
enough
to
have
them
sort
of
support
me
early
on
in
my
early
on
in
my
career,
and
it's
probably
part
of
the
reason
I'm
here
today,
because
they
were
very
respected
in
the
community
and
nobody
kind
of
knew
who
this
upstart
was,
and
they
weren't
so
sure
about
me,
but
with
their
imprimatur
that
helped
quite
a
bit
just
marvelous
folks,
one
story
that
the
his
granddaughter
told,
which
is
just
sort
of
what
a
great
grandfather
he
was
and
taught
you
know
all
the
time
playing
with
the
children
all
this
and
she
said
when
she
was
about
13.

She
happened
and
to
be
looking
at
some
books
on
the
shelves
and
realized
they
were
all
written
by
your
grandfather.
She
didn't
know
he
wrote.
Books
is
just
a
brilliant
man
in
his
career
and
a
wonderful
person.
I
think
this
picture
kind
of
says
it
all,
and
we
certainly
could
use
more
people
like
this
in
the
world,
and
we
owe
him
oh
him
and
Midge
really
a
great
debt
of
gratitude
in
the
family
too,
for
sharing
him
for
so
many
years.

helped
make
Arlington
such
a
success
as
a
community,
perhaps
Joe
holy
might
have
been
the
father
of
a
lot

that,

with
Ellen
Bosman
and
some
others,
but
such
an
extraordinary
leader,
my
experience
with
him
there's
a
Code.

indeed,
we
lost
one
of
our
spiritually
and
and
conceptually
foundational
members
of
this
board
and
and
one
of
the
literally
one
of
the
most
influential
and
I
agree
with
your
assessment.
Mr
chair
in
this
region,
I
had

immense
privilege
to
have
a
lot
of
conversations
with
Joe
Holly,
both
in
conjunction
with
my
own
public
service,
but
also
before
that,
just
trying
to
understand
the
county
I'm
living
in
and
what
struck
me
always
as
as
absolutely
immensely
nominative
was
his
ability
and
capacity
to
be
both
things
in
one.

He
could
be
an
immensely
Visionary,
Progressive,
compassionate
responsive
leader
and,
at
the
same
time
he
could
be
very
you
know
careful
with
public
finances,
careful
how
we
budget,
and
he
was
really
a
hawk
on
good
governance.

I
believe
that
we
have
a
document
every
year.
It's
almost
a
thousand
Pages
strong
and
a
big
reason
why
it
is
a
thousands
Pages
big.
It's
our
budget
is
because
Joe
Holly
was
one
of
the
people,
one
of
the
leaders
who,
in
this
region,
and
specifically
in
this
County,
introduced
zero-based
budgeting.
This
is
the
type
of
budgeting
that
every
year
has
to
explain
and
justify
every
single
expenditure
everywhere
from
zero,
and
this
is
an
amazingly
no,
it's
a
it's
a
tough
exercise
every
year
to
do
that,
but
it's
a
good
exercise.

Every
year,
all
our
linked
onions.
We
have
the
opportunity
to
see
how
this
machine
of
our
local
government
works
and
we
can
extract
from
this.
You
know
mechanism
the
best
outcomes
and
he
was
really
focused
on
excellence
in
outcomes.
His
commitment
to
affordable
housing
was
exactly
for
that.
The
reason
why
transportation
and
affordable
housing
have
to
click
together
for
to
to
really
work
for
people.
This
was
Joe
Holly.

was

of
these
pioneers
and
it's
an
extremely
inspiring
personality,
and
since
we're
talking
about
libraries
today,
there
is
a
pre,
a
part
of
the
libraries
which
is
part

oral
history

Arlington.

are
two

Joe
Holly

really
invite
you
to
to
to
to
go
and
hear

One

from
1999
he's
alone,
it's
just
right
when
he
left
office
about
a
little
bit
later
and
then
another
one
he's
with
Ellen

really
very
interesting

in
the

always

them

new
and
upcoming
leaders
come
to
the
table
to
step
up
and
serve
and
Joe
holy
was
one
of
those
people
and
I
would
campaign
and
I
would
see
this
older
gentleman
come
in
and
saying

you're
going
to
do

he

organizations

efforts

well
as
her
children,
Juliet
and
Adam,
and
one
thing
that
I
did
not
know
but
found
out
upon
Miriam's
passing,
and
it
should
be
noted

she

breast
cancer
for
the
last
seven
years
of
her
life,
but
she
had
a
a
motto:
if
you

it's
one
that
well

just
think
is
quite
powerful

profound,

is

our
world
and
leave.

many
in
positions
of
poverty
and
powerlessness
question
ourselves
about
what
we
are
doing

change
those
arrangements
and
feel
more
than
a
little
uncomfortable.

participate
in
a
event
that
celebrated
the
newly
naturalized
U.S
citizens
here
in
Arlington
people
from
35
Nations,
more
than
35
Nations
indeed,
and
they
they
all
gathered
in
in
Arlington
Mill,
and
the
reason
why
they
gathered
there
is
because
they
had
the
they
were
all
students
or
alumni
of
a
program
that
we
actually
offer,
and
these
are
citizenship
classes.

As
many
know
who,
like
I,
have
been
naturalized
here,
you
have
to
prepare
for
your
citizenship
and
part
of,
and
that's
not
a
trivial
task.
It
needs
a
lot
of
preparation
and
I
was
absolutely
immensely
impressed
by
the
number
of
volunteers
who
have
who
offer
a
lot
of
time
and
talent
to
this
program.
Preparing
our
fellow
citizens
for
their
citizens,
citizen
exams.
These
classes
are
offered
they're,
they're
free.

They
are
part
I
mean
when,
when
somebody
is
already
in
the
process
of
attaining
U.S
citizenship,
they
are
available
to
to
them
here
in
Arlington.
They
are
about
Civics
and
they
practice
English,
because
they
have
also
the
certify
or
to
show
that
they
have
a
a
level
of
command
of
the
language
that
the
censorship
process
demands.

They
are
offered
at
different
times
morning
evening
and
Saturday.
They
are
learning
to
Middle
Community
extenders.
This
is
where
the
program
is
located,
and
the
most
important
thing
is
that
the
the
kind
of
Faculty
you
have
there
is
one
of
a
kind
you
there
are
even
people
who
who
are
public
servants
who
have
worked
for
the
Department
of
State
I,
had
the
opportunity
to
just
converse
with
the
former
ambassador
of
the
United
States.
So
this
is
really
some.

amazing
program

opportunity

thank
these
volunteers

also
Arlington
County
staff,
mostly
part

the

Department
of
Human
Services,
who
are
organizing

people

the
scholarships

can

a
higher
income,
but
the

have

are
still

the

bracket

lower
to
moderate

in
Arlington.

the

guidelines

to
describe
the
great
work
that
the
county
manager,
Deputy
County
Manager,
have
been
doing
in
conjunction
with
our
Department
of
Human
Services
on
a
food
set
of
food
security
mini
grants
that
is
now
live.
As
of
this
past
Monday
and
the
if
you
Google
food
security
mini
Arlington
food
security
mini
grants,
you
can
find
it
on
our
site.
These
are
up
to
150
000
total
in
Grants
that
can
range
small
to
law,
quite
larger,
towards
25
000.
It's
still
relatively
modest
sum
of
money.

We
started
our
food
security,
strategic
plan
in
and
in
October
2022
is.
When
we
adopted
that
plan,
we
identified
a
number
of
strategies
in
five
categories
that
we
have
been
working
on
since
then.
I
really
think
this
is
a
great
partnership
and
effort.
The
monthly
meetings
are
well
attended
and
there's
thoughtful
work
happening.
Applicants
must
be
a
501c3
or
a
faith-based
organization,
so
visit
the
County
website,
a
big
thanks
as
we
work.
Through
this
we
have
built.
We
have
a
full-time
food
security
coordinator.

also
now
have
a
Americorps
member,
and
this
is
the
next
logical
step.
Without
a
huge
amount
of
investment,
but
still
thoughtful
to
building
our
ability
to
address
hunger-
and
there
was
a
Washington
Post
article
based
on
the
capillary
Food
Bank,
where
we
have
one
of
the
localities
in
Northern
Virginia
that
has
been
found
to
have
mitigated
and
slightly
reduced
food
insecurity
over
the
past
year.

jurisdictions

put
their
demographic

and

deliver
data

are

and
reconciled

a
reasonable
forecast.

we
are
in
around

since

biggest
questions
that
we

recently
was
what
happens
with
the
office
occupancy

vacancy
rates,
and

first
insights
from
the
current

steadily
declining
since
the
1990s
and

an
all-time

we
need
to
pay
attention
to
and
just

good,

it's

should
never
be
looked
at
as
the
complete
burden
of
illness
in
the
community.

is
actually
just
who
felt
sick
enough
had
enough
fears
of
serious
illness
or
whether
they
may
need
to
be
hospitalized
that
we're
getting
that
information.
But
this
is
not
unusual.

is
how
we've
always
gotten
data,
because

don't
get
reports
of
everyone
who's
ill.
It's
not
it's
not
practical
to
be
able
to
do
that.
And
yet,
when
you
follow
this
data
over
time,
you
can
see
when
there

seasons

it
goes
up,
you
can
make
inferences
that
if
this
is
what's
happening
in
the
ERS,
imagine
what's
going
out
there
and
so
just

remind
people
it
there's
validity

But
we
can't
say
this

all
the
illness
that's

early

public

neighborhood

to

which
illness
you
have

handle

so

one

vaccine

is
the
first
fall
and
winter
virus
season,
where
we
have
vaccines
for
three
major
respiratory
vaccines,
viruses,
covid-19,
RSV
and
flu,
updated
covid-19
and
flu
vaccines
are
recommended
for
everyone.
Six
months
and
older
some
and
some
people
remember.

You
cannot
predict
which
people
are
necessarily
going
to
have
the
bad
reactions
or
the
bad
complications
under
a
certain
age,
so
in
general,
where
the
CDC
is
based
on
the
evidence,
it's
recommending
that
those
six
months
and
older
get
these
two
vaccines
and
now
CDC
is
recommending
the
RC
vaccine
for
adults,
ages,
60
and
over,
as
well
as
for
children.
Eight
months
and
younger.
The
RSV
vaccine
for
adults
is
a
true
vaccine
in
the
traditional
sense
to
stimulate
the
immune
system
to
actually
create
the
antibodies
to
fight
the
virus.

similar

many

to
how
why
we
encourage
new
mothers
to
breastfeed
their
children,
because
the
breast
milk
actually
passes
the
maternal
antibodies
to
protect
children,
but
we're
also
recommending
to
pregnant
women

to
get
vaccinated
so
that
if
they
get
vaccinated
in
time,
their
child
may
not
need
the
passive
immunization

they
can

Tax
list.

as
you
just
mentioned,
to
talk
to
you
today
about
Arlington
County's
tax
delinquencies
for
FY
23.,
but
first
I
want
to
take
you
back
to
October
of
2022.
O
when
we
were
faced
with
skyrocketing
car
tax
values
and
despite
everything
that
you
did
to
mitigate
the
to
mitigate
the
the
the
the
taxpayers,
the
results
of
this
from
the
taxpayers.
O
O
O
So
I
thought
it'd
be
a
good
time
to
maybe
go
into
a
vehicle
tax
delinquencies
and
a
little
bit
more
depth.
This
time,
oops.
O
Sorry
I'm
coming
shoes
here
if
I
can
get
back
to
that
last
slide.
It
shows
you
that
and
it's
abundantly
clear
that
vehicle
tax
delinquencies
surged
last
year
they
were
despite
a
very
moderate
increase
in
the
number
of
tax
delinquent
accounts
and
I.
Think
that
was
3.4
percent
tax.
Actual
vehicle
tax
delinquencies
went
up
33
percent,
typically,
the
largest
number
of
accounts
of
delinquent
accounts
are
opened
the
year
prior
and
you
can
see
that
from
this
chart.
This
is
a
reflection
of
Arlington's
transient
population.
O
A
lot
of
people
move
here
from
areas
that
don't
have
vehicle
tax
taxes
at
all,
so
they
don't.
Even
they
don't
know
that
this
tax
is
coming
and
they
don't.
They
are
really
shocked
by
it
and
even
if
they
didn't
move
from
out
of
state
A
lot
of
people
come
from.
Let's
say
Fairfax:
they
don't
realize
that
they
have
to
change
their
DMV
address,
and
so
they
end
up
paying
Fairfax
and
and
going
delinquent
here.
O
But
in
addition
to
that,
we
heard
from
a
lot
of
taxpayers
who
had
bought
new
cars
and
had
really
no
idea
what
that
new
car
was
going
to
do
to
their
tax
liability
it,
and
it's
it's
it's
exacerbated
by
the
fact
that
the
first
year
you
usually
get
a
partial
year
tax
bill.
So
the
second
year
is
also
a
very
big
shock,
a
shock
to
them.
O
O
Moving
on
to
real
estate
tax
delinquencies,
real
estate,
taxes
represent
over
88
percent
of
our
of
our
Levy
and
thankfully,
only
six
percent
of
our
delinquent
taxes.
As
you
can
see
from
this
chart,
tax
delinquents
real
estate
tax
delinquency
peaked
during
the
pandemic
and
has
been
slowly
coming
down
ever
since
they
too
just
like
Vehicles
happen
all
across
the
county.
But
you
can
see
that
by
the
end
of
the
tax
year,
we
have
reduced
the
number
of
delinquencies
dramatically
business.
Tangible
tax
delinquencies
were.
O
O
People
ask
me
all
the
time.
How
is
it
that
we
have
such
a
low
tax
delinquency
rate
I
like
to
say
that
delinquency?
Prevention
is
a
big
part
of
that,
and
the
customer
assessment
and
pavement
portal,
Otherwise,
Known
or
fondly
known
as
cap
is
one
of
the
most
important
tools
we
have
to
prevent
delinquency.
We
sent
over
a
half
a
million
email
reminders
about
upcoming
tax
due
dates.
We
had
51
million
dollars
worth
of
taxes
paid
to
us
in
the
what
I
call
the
set
it
and
forget
it.
O
Method
of
automatic
bank
debit,
we
research
and
re-mail
out
real
estate
assessment
letters
as
well
as
real
estate
tax
bills,
and
the
fan
favorite,
as
you
know,
is
the
robocall
reminding
taxpayers
of
a
real
estate
due
date.
If
we
haven't
received
their
payment
a
couple
days
before
the
due
date,
but
some
people
don't
want
to
or
can't
pay
online
and
for
them
we
go
into
the
community
again.
O
This
year
we
have
are
accepting
payments
at
both
the
lover
run
and
Arlington
Mill
community
centers
we're
open
actually
this
week
from
10
a.m,
to
6
p.m.
Yesterday
we
did
700
and
50
percent
more
than
at
the
same
time
last
year,
so
people
are
really
really
flocking
to
these
centers
to
pay
their
taxes.
We're
also
adding
a
new
convenience.
This
year,
which
is
Saturday
hours
from
8
A.M
to
1
pm
I,
would
of
course,
be
remiss
if
I
didn't
if
I'm
talking
about
tax
delinquency,
prevention
and
not
mention
our
taxpayer
assistance
program.
O
We
have
talked
about
this
before
short-term
loan,
no
credit
check
and
a
loan
origination
fee
of
only
seven
and
a
half
percent,
substantially
less
than
the
cost
of
going
delinquent.
With
penalties
and
interest
last
year
we
had
a
record
number
of
loans
191
with
payments
of
over
six
hundred
thousand
dollars
in
taxes.

grateful
to
the
county
departments
that
help
us
out:

Human,
Services,
Parks
and
Rec
technology
and,
last
but
not

the
sheriff's

of
each
owner
of
occupied
residential
and
Commercial
Real
Property
to
to
conduct
up
to
cut
the
grass
or
lawn
area
of
less
than
one
half
acre
on
which
such
for
us
such
property
within
10
days
after
notice
from
the
county
manager
or
designee,
when
the
growth
on
each
grass
or
lawn
area
exceeds
10
inches
in
height
the
County
Board
added
the
words
ad
commercial
during
a
meeting
last
March.
The
the
item
that
contained
the
words
was
within
the
consent
agenda
for
the
meeting.

As
a
result,
the
board
has
never
previously
discussed
this
action
during
a
public
hearing.

therefore
remove
the
words
and
Commercial
during
this
meeting.
The
county
manager
report
states
that
the
board
added
the
words
to
to
eliminate
quote,

eliminate
confusion
about
the
application
and
subsequent
enforcement
of
the
ordinance
based
on
property
type.

Rather
than
move
the
words
residential
from
the
item
and
commercial
was
added,
this
made
a
bad
situation
worse,
if
not
removed
the
word
and
and
commercial
was
substantially
reduce
the
amount
of
pollinated
and
wildlife
habitat
within
the
county
for
the
following
reasons.

Unlike
frequently
mowed
lawns
areas
containing
Tall
Grass
usually
contain
many
flowering
plants
that
feed
pollinators,
Tall,
Grass,
shelters,
pollinators
and
thirds
from
and
protects
them
from
predators
and
inclement
weather.
There's
a
common
misconception
that
tall
grasshop
is
grass
that
is
not
correct,
rats
feed
on
trash
containing
food.
They
live
underground.
They
do
not
find
a
feed
on
tall
grass
or
find
any
more
shelters
than
they
do
in
Hedges
and
other
vegetation
it
is.
It
is
important
to
remove
trash
from
all
properties.
P
However,
it
is
harmful
to
the
environment
to
remove
tall
grass
and
flowering
plants
that
grow
together
with
the
grass
further.
Unlike
vacant
properties,
the
county
has
received
few
if
any,
the
complaints
about
Tall,
Grass,
unoccupied
commercial
properties.
Perhaps
more
importantly,
however,
I
ask
you
to
advertise
the
removal
of
the
entire
present
Texas
section
from
1013b
from
the
code.
There's
actually
no
valid
reason
to
require
co-owners
of
Residential
Properties
to
cut
their
grass
or
lone
areas.
This
is
just
Aesthetics,
nothing
more
further.
The
proposed
changes.
Add
new
deficiencies.
To
the
count.

Excuse

do
add
new
definitions
to
the
county
code.
Each
of
these
definitions
is
complex.
Together
they
will
contain
a
bureaucratic.
They
will
create
a
bureaucrac
nightmare

they

too
much
subjectivity

enabling
legislation

and
prior

actually
had
no
tools
to
address
commercial
properties
that
had
overgrown
issues,
but
very
much
like
the
Residential
Properties
in
what
we're
speaking
about
today
with
the
language

native
vegetation.

if
it's

commercial
property

owner
of
that
property
is
claiming
that
it
is
native
vegetation.

would
take
the
same
course
as
residential
and

to
miss

evaluation

we
took

should
be
happier

argument

that
commercial
property
owners,

not

going

very
well
managed
at

is

owner

get
rid

cost
of
doing
business
is
much
easier
to
just
knock
out.

compliant

opposed

fighting

bureaucracy
to

be
able
to
maintain
it
and,

that
sense,
I'm
not
sure
that
a
commercial
property
owner
would
be
all
that
different
than

resident.

building
a
managed
natural
landscape,
because
you
think
it
enhances
the
value
of
your
commercial
property,
whether
it's
your
residence
or
something
that
is,
is
you
hold
for
under
another
form
of
ownership,
I
think
you're
going
to
fight

the
basic
proposition
that

commercial

owners

likely
