our
county
manager,

the

of
management
and
finance
to
to
provide
a
few
updates
and
a
little
bit
of
additional
contextual
information
that
board
members
had
asked
for
at
the
start
of
the
budget.

our
total
budget
is
coming
close
to
1.5
billion
dollars
and
that's
a
five
and
a
half
percent
increase
from
the
fiscal
year
2022
budget,
and
you
can
see
the
split
between
our
two
main
categories,
which
is
county
operating
budget,
which
is
up
about
3.6
percent
and
the
school's
transfer,
which
is
up
as
you
can
see,
over
8
percent.

disabilities,
like

son,
have
lost
jobs
day
programs
and
the
support
of
attendance
due
to
pandemic
shutdowns
and
restrictions.
Since
lockdown
students
with
disabilities
have
continued
to
exit
our
school
system,
students
graduating
in
2020
and
2021
and
soon
2022
will
have
left
school
with
limited
or
no
services
or
programs.

Short-Term
and
long-term
solutions
are
drastically
needed.
Bringing
this
pilot
program
online
next
year
would
start
to
address
some
of
these
critical
needs.
It
would
also
provide
a
low-cost
means
to
test
program
models
and
evaluate
service
delivery
options
for
creating
long-term
program
capacity
by
2026.

identified

recent

your

a
five-year

work
out

it
in
creative
ways.

need
more
people,

those
of
us

have
had

create

own
programs
at
home,
which

not
a
workable
solution,
but

how
much
it
costs

get
people

quality

deal

Hello,
my
name
is
judy
hughes
and
I
am
speaking
in
favor
of
hiring
a
full-time
transportation
coordinator
to
work
with
csb
clients,
like
my
daughter
sandy,
who
have
developmental
disabilities
sandy
currently
participates
in
the
arlington
weaves
program,
which
she
loves.
Sandy
requires
her
own
safe
and
reliable,
daily
transportation
arrangements.
Given
the
work
schedules
of
the
other
adults
in
her
life,
she
started
at
weavers
in
july
of
2019
her
first
five
months.
There
were
stressful,
discouraging
and
scary
for
both
sandy
and
her
family
because
of
literally
daily
transportation
problems
on
the
motive
care
system.
I
I
No
shows
things
got
so
bad
that
she
asked
to
return
to
her
previous
program,
in
spite
of
preferring
the
arlington
weave's
placement.
Finally,
motive
care
identified,
a
regular
provider
which
worked
well
until
the
coveted
shutdown
when
weavers
reopened.
We
started
all
over
again
with
the
same
problems
and
after
many
months
motive
care
identified
a
consistent
provider
for
now.
I
Arlington
county
is
attempting
to
reduce
costs
by
transitioning
eligible
dd
clients
to
the
motive
care
system
without
county
support.
This
places
a
huge
burden
on
both
clients
and
families,
to
navigate
a
complex
bureaucracy
to
resolve
issues
which
are
bet
at
best
disruptive,
at
worst,
a
threat
to
client
health
and
safety.
I

Our
recommendations,
as
you
just
heard,
was
for
the
addition
of
a
transportation
coordinator
for
the
dd
services
staff,
and
we
think
there
are
really
some
potential
cost
savings
efficiencies
that
could
result
from
the
work
that
this
transportation
coordinator
could
could
do.
Here
are
several
of
them:
better
planning
of
transportation
route
assignments
by
consolidating
riders
to
fewer
vans.

They
usually
require
actions
by
parents
or
other
caregivers
to
resolve
them.
My
autistic
son
has
been
using
this
transportation
system
for
over
12
years,
and
we've
had
a
number
of
significant
issues
that
have
taken
a
lot
of
time
for
us
and
for
our
support
coordinator
to
resolve
having
a
transportation
coordinator
would
support
parents
and
relieve
the
support
coordinators
from
taking
this
action.

Good
evening,
I'm
the
chair
of
the
community
services
board's
committee
on
developmental
disabilities,
developmental
disability
services
has
about
550
clients.
They
tend
to
need
consistent
rather
than
episodic
support,
and
some
of
them
receive
services
from
infancy
until
old
age,
while
most
are
not
capable
of
complete
recovery.

Many
of
these
functions
are
located
outside
of
the
department
of
human
services,
putting
them
beyond
the
usual
purview
of
the
csb.
So
we're
asking
for
your
continued
involvement
as
we
move
forward
with
your
help.
Arlington's
adults
with
developmental
disabilities
will
have
more
opportunities
to
become
fully
engaged
in
community
life.

Ahs
would
like
to
thank
you
for
your
ongoing
commitment
to
affordable
housing
and
related
programs
in
the
fiscal
year
2023
budget
draft
budget,
the
steady
funding
for
ahaf
and
housing
grants,
as
well
as
the
increase
for
permanent
supportive
units,
are
very
welcome.
The
recent
increase
in
the
ftes
for
inspection
and
planning
are
strong
indicators
of
long-term
foundational
support
for
the
quality
and
quantity
of
our
housing
portfolio
and
programs.

To
maintain
this
momentum
and
to
deliver
on
the
county's
quality
of
housing
and
equity
goals,
ahs
believes
that
investing
in
additional
housing
staff
and
committing
to
increasing
ahab
funding
in
fiscal
year
2024
and
beyond,
are
critical
funding
considerations
for
the
upcoming
budget.
That's

the

still
concerned
that
meeting
the
the
affordable
housing
master
plan
goals
may
take
more
staff
than
are
currently
foreseen
and
allocated
that
the
community,
the
caf
portfolio,
is
growing.
It
seems
as
if
these
real
estate
development
deals
get
more
complicated
every
year,
and
so
we
we
are
concerned
again
about
staffing.

Looking
ahead
at
the
work
plans
as
we've
been
reading
them,
it
looks
like
just
in
the
next
year
there's
barcroft
park,
shirlington
crystal
houses,
planning
processes,
including
plan
langston,
boulevard,
the
missing
middle
housing
and
housing,
grant
studies,
the
regional,
fair
housing
plan,
the
serrano
after
action
report,
the
analysis
of
aging
properties.
It
sounds
like
a
lot
of
a
lot
of
activity
for
this
division,
so
we
would
ask
that
you
carefully
consider
adding
additional
staff.

I'm
an
economist
as
an
economist
one
of
the
first
things
I
teach
my
students
is
the
concept
of
opportunity
cost
now.
What's
that
mean?
In
plain
english,
it
means
that
whenever
you
make
a
choice,
the
resources
you
spend
on
one
thing
are
taken
away
from
something
else.
The
next
best
thing
that
they
could
be
used
for.
I
believe
the
resources
currently
spent
on
policing
could
be
better
spent
serving
community
needs,
whether
that's
housing,
disability
services,
public
health,
libraries,
environmental,
cleanup
parks
or
any
number
of
other
projects.

Many
such
projects
can
also
reduce
crime.
For
example,
one
study
found
that
gun
homicides
declined
in
philadelphia
areas
where
vacant
lots
and
dilapidated
buildings
were
cleaned
up.
A
lawn
mower,
a
street
light
or
a
paintbrush
can
be
just
as
effective
of
crime
fighting
tools
as
a
pair
of
handcuffs
or
a
gun.
That's
why
I
support
cutting
the
arlington
police
budget
and
reinvesting
those
funds
in
community
well-being.
The
community
should
have
direct
input
on
how
funds
currently
used
for
police
violence
can
be
used
to
serve
the
community
defund
the
police
refund
the
community.

One
of
the
most
troubling
aspects
of
the
proposed
budget
is
increased
spending
on
the
swat
team,
swat
teams,
symbolize
militarization
of
the
police.
The
first
swat
team
was
established
by
a
vietnam
veteran
based
on
his
experiences
in
an
elite
and
lethal
force
recon
unit,
some
of
the
supplemental
materials
I
attached
show
troubling
empirical
facts
about
swat
teams,
including
their
role,
increasing
violence
against
people,
violence
against
dogs
and
harm
to
minority
communities.

So
and
meanwhile,
the
evidence
regarding
their
effectiveness
for
public
safety
is
decidedly
mixed.
Rather
than
supporting
swat
teams,
we
should
reverse
the
dangerous
process
of
police,
militarization,
fund
care
and
cooperation,
not
violence
against
your
neighbors
defund,
the
police
refund
the
community.
Thank
you
for
your

support
the
county
spending
money
immediately
to
upgrade
the
arts
center's
hvac
system,
lee
arts,
center's,
printing
and
ceramic
studios
are
valuable
and
unusual
community
va
assets.
I
recognize
lex
hvac
system
as
on
its
last
legs,
but
closing
the
building
and
kicking
the
artists
out
when
they've
been
locked
out
for
two
years.

Whenever
it
dies
is
short-sighted
and
disrespectful,
the
langston
boulevard
sector
plan
is
still
being
developed.
We
have
no
idea
what
will
be
the
final
disposition
of
this
land
and
the
cip
currently
has
no
plans
for
a
new
lee
arts
center.
If
approved,
it
will
take
at
least
15
to
maybe
40
years
before
it
will
be
built.
Meanwhile,
an
empty
building
serves
no
one
and
just
makes
people
angry.
There
has
to
be
a
compromise
that
allows
some
hvac
upgrades
without
requiring
a
costly,
total
gut.

Job
lack
would
be
able
to
serve
artists
and
its
community
until
suitable
alternatives
are
available.
No
matter
what
the
county
monk
does,
it
will
cost
money
even
tearing
the
building
down.
Meanwhile,
the
county
manager's
current
cavalier
attitude
regarding
artists
and
arts
organization
needs
to
change
both
are
important
assets
and
must
be
strengthened,
funded
and
acknowledged.

name
is
martin
lewis,
I've
been
an
arlington
resident
for
about
30
years
and
my
husband
and
I
owners
since
well.
For
25
years,
we've
raised
two
children
here.
I
last
spoke
before
this
board
in
2008,
in
support
of
the
keeping
gulf
branch
nature
center
open
when
it
was
proposed
in
the
draft
budget
that
it
would
be
closed
permanently.
Q
My
family
and
I
have
spent
many
happy
times
visiting
the
nature
centers,
so
I'm
back
now,
13
years
later,
to
ask
you
to
make
sure
that
there
is
money
in
the
budget
to
return
the
nature
center's
operating
hours
to
their
pre-pandemic
levels
of
six
days
a
week.
Each
is
now
currently
open
only
three
days
per
week.
Neither
is
open
on
a
sunday
arlington
prides
itself
on
being
a
welcoming
community
and
there's
nothing
welcoming
about
residents
trying
to
visit
a
nature
center
and
finding
a
closed
sign,
particularly
on
sundays.

They
also
save
lives
of
drivers
and
their
passengers
by
making
intersections
and
lanes
safer
biking
and
taking
the
bus
for
appropriate
trips
instead
of
driving
is
also
a
great
way
to
fight
climate
change.
The
more
people
you
get
out
of
cars
and
their
bikes
or
buses
again,
when
appropriate,
can
do
more
for
reducing
carbon
pollution
than
almost
any
other
program
the
county
has.

So,
where
is
the
county
budget
on
this,
including
our
public
schools,
police
department
and
cobia
19
recovery?
Our
1.5
billion
dollar
budget
is
going
to
pay
for
five
miles
of
protected
bike
lanes
and
complete
streets.
I
mean
don't
get
me
wrong,
I'm
happy
for
anything,
but
only
getting
five
miles
of
safe
low
stress,
multimodal
streets
out
of
a
1.5
billion
dollar
budget
isn't
great.
In
my
opinion,
the
county
leadership
talks
big
about
vision,
zero,
eliminating
traffic
fatalities
and
major
injuries
by
twenty
thirty.

At
this
rate,
you
may
as
well
call
it
vision,
zero,
twenty,
fifty
or
twenty.
Seventy
don't
rely
on
our
capital
improvement
projects
to
get
the
to
get
this
done.
It
only
happens
every
two
to
ten
years
and
it's
difficult
to
plan
for
and
rely
on
as
something
that
is
critical
for
public
safety
to
truly
prioritize
public
safety,
fight,
climate
change
and
reduce,
wear
and
tear
costs
of
our
roads.
We
need
complete
streets
with
safe,
low
stress
bike
lanes.
Please
make
room
for
staff
to
plan
more
complete
streets
and
for
the
material
and
labor
cost.

arlington

I
appear
on
behalf
of
the
faith
alliance

climate
solutions,

arlington
hub,
which
is
a
growing
group.
That's
focused
on
environmental
issues,
I'm
here
to
speak
on,
to
ask
the
county
board
to
include
in
its
budget
up
a
place
for
a
chief
sustainability
officer.

I
base
this
on
my
own
experience.
I
am
involved
in
the
sustainability
program
of
a
major
university,
and
this
in
this
region
has
three
campuses:
has
labs,
dorms
grounds
sports,
a
major
in
a
effects
of
an
urban
community?

It
is
a
major
effort
that
they
are
undertaking
to
come
up
with
a
sustainability
plan
that
addresses
not
just
people,
waste
food,
but
buildings
and
transportation,
and
effect
on
communities,
environmental,
equity
and
justice.
This
couldn't
be
done
without
a
chief
sustainability
officer,
that
is
in
fact,
and
the
commitment
from
the
leadership
of
the
university.

to
advocate
for
is
that
the
county
deserves
no
less
a
coordinating
focus
in
its
government
of
the
chief
sustainability
officer.
You
look
at
just
the
programs
that
are
outlined
on
your
environment
and
transportation
placards
they're
great,
but
there
are
a
number
of
activities
that
this
county
undertakes
that
require.
That
would
benefit
from
a
strategic,
coordinated
look
implementation,
follow-through,
better
ma
able
to
make
better
recommendations
to
the
county
manager
and
to
the
county
board.

support

including

fiscal
year
2023
budget
measures
to
fund
a
chief,
sustainable
sustainability
officer
and
to
help
the
county
combat
and
respond
to
climate
change.

These
actions
might
seem
discretionary,
but
they
are
in
fact
essential
energy
conservation,
resilience
measures
are
superior,
long-term
investments
and
neglecting
them
would
cost
the
county
far
more
in
the
future
than
could
be
saved.
Now,
energy
prices
are
certain
to
continue
to
rise
and
fossil
fuel
markets,
especially
to
become
ever
more
volatile.

On
a
more
positive
note,
energy
efficiency
and
electrification
for
county
government
facilities
and
vehicles
will
save
the
government
money
while
insulating
local
government
from
future
turbulence.
Finally,
and
for
the
same
reasons,
any
funds
spent
to
induce
private
companies
and
individuals
to
make
similar
changes
will
be
money
well
spent.

prioritize
the
climate
and

shift

year

budget
is
one
of
the
most
important
tools
the
county
has
to
plan
for,
and
underwrite
actions
that
address
the
climate
crisis.
Yet,
while
there
are
some
positive
elements,
we
don't
think
the
county
has
capitalized
adequately
on
this
opportunity.

Ecoaction
arlington
and
partner
organizations
have
examined
what
neighboring
jurisdictions
are
doing
to
address
climate
change.
Several
are
well
out
ahead
of
us.
In
fact,
and
we've
noted
that
the
ones
making
most
progress
are
modeling
best
practices
that
we
implore
arlington,
also
to
adopt
among
these,
are
establishing
and
exercising
strong
and
visible
leadership
on
climate
change,
including
by
creating
a
chief
climate
officer
position
to
lead
a
whole
of
government
approach.

Second,
to
develop
a
comprehensive
climate
action
plan
with
carbon
emission
targets
and
annual
reporting
requirements.
Third,
adopting
an
unswerving
commitment
to
electrification
of
buildings
and
transport
as
a
critical
strategy
to
achieve
carbon
neutrality
and
fourth,
dedicating
or
seeking
sufficient
resources
to
support
this
work.
We
believe
it
is
imperative
for
arlington
to
capitalize
on
this
budget
cycle
cycle
and
not
wait
to
fund
these
best
practices.

arlington
sent

letter
to
the
board
with
concrete
suggestions
to
strengthen
the
budget
for
effective
climate
action,
and
other
organizations
have
done
the
same.

different
groups

require

allows

time

is
completely
justifiable.

arlington
faces

lot
of

are
not

all
counties
can

that

short

actionable
strategies
that

fact,

effectively
putting
money
where
your
mouth
is
the,
but
it
appears
that
fall
short
and
needed
actions

offer
a
simple
low-cost
way
to
help

someone
from
someone
in
the
trenches
seeking
consumer
reactions
and
knows
what
resonates
with
them

take
action

reduce
that
consumption

the
community
energy

percent

consumption

devoted

must
get
this
under
control

their
own
housing

we

this?

all
about
consumer
awareness

to
spend.

do
not
have

thousands

rebates
and
incentives
that
touch
only
a
few.

recommend
the
county
put
a
small
amount
of
effort
in
community
education
and
media
campaigns
with
a
firm
that
knows
in
the
street
and
they're
out
there,
so
people
care
about
the
comfort
in
their
homes
and
need
to
understand
that.

percent
renewable
energy
loudoun
county
recently
budgeted
a

feasibility
study
at
two
hundred

dollars.

actual
cost
was
less.

of

billion
dollars
by
2033

inject

they're

cases,
uniquely
bad
due
to
the
arrival
of
amazon
hq2,
which,
coupled
with
the
fallout
from
the
pandemic,
has
exacerbated
these
long-term
trends

housing
costs.
While
the
county
has
traditionally
leaned
on
non-profit
housing
developers
to
produce
and
maintain
affordable
rental
units,
there's
been
far
less
attention
to
enhanced
investment
in
affordable
home
ownership.
Mypap,
notwithstanding
giving
unequal
market
dynamics
and
the
systemic
economic
pressures
faced
by
the
working
class,
particularly
blacks,
latinos
and
recent
immigrants.
Homeownership
is
simply
unattainable
for
large
swaths
of
the
local
workforce.

At
the
same
time,
the
county
has
witnessed
decades
of
redevelopment
activity
whereby
modest
terms
are
torn
down
in
favor
of
mcmansions
that
not
only
erase
much
of
the
green
space
and
trees
on
the
lot,
but
sharply
increase
energy
use.
The
antidote
to
this
dynamic
would
be
for
the
county
to
create
and
adequately
capitalize
a
quick
strike,
real
estate
acquisition
fund
and
community
land
trust
that
in
turn
would
seek
to
acquire
land
and
housing
and
remove
it
from
the
spec
real
estate
market
and
keep
it
affordable
and
perpetuity
for
arlington's
working
class.

a
community
land
trust
would
preferably
attempt
to
preserve
existing
housing
forms,
but
also
perform
climate
friendly
renovations
or
build
new
denser
housing
based
on
net
zero
architectural
standards.

rather
than
later.

every
year
the
county
delays
implementation
of
additional
homeownership
affordability
tools,
the
more
expensive
it
will

communities

is
the
county
manager's
proposal

lee
arts
center

small
business
owners.
The
extremely
talented
local
artists
who
are
dependent
on
the
specific
equipment
provided
at
the
center
have
been
completely
unable
to
work
for
the
past
two
years,
just
as
they
celebrated
finally
getting
back
into
the
building.

They
learned
of
the
proposed
budget
for
fiscal
year
23,
which
calls
for
the
artist's
rent
to
increase
more
than
200
percent
exorbitant
increases
like
this
serve
only
to
worsen
existing
inequalities
in
our
county.
As
a
printmaker
myself,
I
know
how
scarce
these
resources
have
become.
I
also
know
what
is
available
in
other
much
less
prosperous
communities
around
the
country
and
would
like
to
emphasize
that
what
the
art
center
artists
are
requesting
is
more
than
reasonable.

to
both
criticisms
of
the
proposed
budget
is
the
need
to
move
our
community
forward
on
a
path
that
leads

greater
equity.

lee
arts
center
artists
and
the
naacp
arlington
branch
would
both

see

county
provide
greater
support
to
those
residents
who
have
been
disproportionately
impacted
by
the
pandemic.

for

programs
and
services

most
widespread
public
benefit
receive
the
greatest
public
subsidy,
whereas
cost
recovery
goals
for

larger

programs
and
services
to

an
individual
benefit
under

manager's

studio
program
is
budgeted
to
fully
recover
all
expenses
beginning
in
the
fy
2023
year.
These
increases
more
than
double
what
you

The
fee
for
printmaking
will
increase
from

dollars
to

annually

artist.

artist,
this
approach
does
not
support
the
artist;
rather,
it
supports
a
very
meek
budget
and
puts

financial
strain
and
responsibility

the
artist

county
is
allowing

only

members
to

eligible

work

studio
with
no
new
members
allowed
to
apply
and
reduce
the
cost
as
well.
The
philosophy
favors
one
group
over
another
with
subsidies,
it
is
focused
on
data
and
numbers,
not
people
and
their
needs
is
a
transactional
approach
and
can
be
also
used
as
a
method
used
to
get
rid
of
unwanted
priorities.

doubling
the
fee
structure,
the
lic
artists
are
being
singled
out
and
treated
differently
than
other
fee
based
subsidized
programs
in
the
county.
This
proposed
fee
increase

not
align

contradicts
the
county's
recent
interest

equity

fees

the
program
inaccessible
to
many

about
numbers

only
sees
data
and
the
worth
of
an

understand

value

their

it

another

of
the

frequently

area

county
owned
hillside

of

that
buys
ether

dominion.

counties

contractors

about
housing,
affordability
and
I'll
start
by
giving
credit
where
it's
due.
The
county
board
rightly
identified
affordable
housing
as
a
priority
for
this
budget
and
the
county
manager
and
his
staff
have
rightly
proposed
a
budget
that
delivers
on
that
priority
in
a
wide
range
of
ways.
I
also
want
to
thank
in
particular,
the
county
manager
himself
for
taking
the
time
to
discuss,
affordable
housing
and
other
budget
related
issues
with
the
naacp
members
at
last
week's
general
membership
meeting.

For
as
long
as
I
can
remember,
housing
affordability
has
been
a
challenge
in
the
county,
but
that
challenge
is
now
threatening
to
become
a
full-blown
crisis.
Inside
nova
recently
reported
that
in
the
last
year
alone,
rents
in
the
county
have
increased
by
an
average
of
over
17
percent
as
the
county
manager.

Excuse
me,
residential
assessments
have
also
increased
substantially
reflecting
a
seller's
housing
market
that
makes
owning
a
home
even
more
difficult
for
working
families,
our
teachers,
our
first
responders
our
nurses,
our
retail
and
food
service
workers.
They
deserve
to
live
near
where
they
work.
If
they
work
here
when
housing
gets
more
expensive,
that
burden
tends
to
fall
hardest
of
residents
of
color,
who
are
disproportionately
lower
income
and
cost
burden.
When
it
comes
to
housing.

The
arlington
branch
naacp
sent
a
letter
on
march
24th
recommending
additional
ways
which
the
budget
can
promote:
housing,
affordability
and
equity.
I
don't
want
to
discuss
all
of
them
here,
but
I
do
want
to
highlight
three
of
those
recommendations.

First,
a
comprehensive
zoning
reform
study
to
address
equity
issues,
while
the
missing
middle
housing
study,
plan
lengths
and
boulevard
and
other
initiatives
may
ultimately
lead
to
reforms
that
promote
racial
equity
and
housing.
A
dedicated
standalone
study
would
better
enable
the
county
board
to
better
understand
and
address
residential
segregation
that
still
haunts
us
today.

community
land
trust
can
acquire
and
maintain

stock
of
housing
for

empowers
localities
like
arlington
to
establish
these
trusts,
and
the
county
can
show
leadership
by
allocating
funds
in
this
budget,
as
mr

recently
told
the
audience
and
branching
the

when

comes

affordable
housing,
we're
proud
of
what
we've
done,
we
can
always
do
more.

running
while
the
proposed
budget
is
substantial.
I
am
here
today
to
talk
about
two
things
that
impact
employees
directly,
salary
increases
and
staffing
increases
first
salary.
There
are
several
aspects
to
the
budget
proposal
regarding
staff
salary
that
are
a
step
in
the
right
direction.

Increasing
the
salary
range
both
floor
and
ceiling
by
three
percent
is
important
for
folks
who
have
hit
the
top
of
their
pay
scale.
A
one-time
bonus
of
sixteen
hundred
dollars
will
go
a
long
way
of
supporting
employees.
The
compensation
maintenance
plan
will
benefit
employees
who
are
not
adequately
paid.
While
these
proposals
are
a
good
starting
point,
they
should
be
more
specific.

Women
and
minority
workers
are
historically
underpaid
and
should
be
the
first
to
see
the
benefits
of
this
study,
while
the
4.25
raise
is
important.
The
proposed
budget
designates
that
it
would
not

effect

the

and
could
add

year,

for

The

should

most

signs
of

necessary
in
regards
to
staffing

The
past
two
years
have
been
difficult
for
many

reasons.

pandemic
has
exacerbated
burnout
and
stress
from
being
overworked.

employees
who,
in

survey
created
by
employees
and
circulated
to
employees,
express
feelings
of
frustration.

receive
responses
from
employees
and
departments
throughout
the
county
on
a
scale
of
one
to
five,
five

burnt
out

one
being
not
feeling
overworked
or
burnt
out.

78
percent
of
respondents
indicated
that
they
were
feeling
a
three
or
higher
when
asked
if
staff
increases
would
mitigate
some
of
these
feelings.

proposed

successful

an
artist

compared
to
all

classmates

graduated

that
has
only

possible

lee
art
center
arts

pandemic,
but
because
liar
center

closed,

the
county
was
trying
to
figure
out

private
studios

afford

According
to
the
new
budget
proposal,
the
cost
of
lac
is
going
to
be
more
than
doubled
and
will
exceed
any
other
private
local
studios.

difficult
for
me
and
my
peers,

emerging
artists,

sustain
our
practice
and
grow
our
small
businesses
with
that,
not
only
that
it
will
discourage
new
members.
If
new
generation
is
not
getting
involved
in

art
scene

our
beloved
city,
art
will
eventually
die
in
arlington.
We
need
to
encourage
the
new
generation
new
graduates
to
find
platforms
and
have
the
resources
not
only
to
grow
individually
but
contribute
towards
the
economic
economics
of
our
city
and
contribute
towards
the
arts.

consider
the
burden

heavy
student
debt
on
us
as
it
is
making
it
hard
for
us

sustain

help

important

few
ideas.

but

artists
to
maintain
the
spirit

000

listed

are

at
the
rate

185
dollars
a
month,
the
county
removes
accessibility
for
the
majority
of
the
existing
members
by
requiring
the
membership
to
recover
100
of
the
operating
costs,
but
prohibiting
membership

increasing
its
enrollment

the

will
decrease

of
the
burden

on
us

told

executive

decided

membership

advisable

the
program
needed
to
be
moved,
the
county
would

accommodate.

living
up
to
its
principles
when
it
comes
to
preventing
predictable
and
unnecessary
deaths
at
our
local
jail.

alliance
considers
substance
use
disorders
to
be
disabling
conditions
that
must
be
addressed
through
health
care.
Further.

recommend
that
you
pursue
in
this
budget
cycle
the
temporary
hire
of
an
addiction
medicine
doctor
to
review
existing
protocols
in
the
jail
and
police
department
and
make
recommendations
for
changes
so

there
will

no
further

use
related
deaths
in
the
jail
the
american
society
of
addiction,
medicine
asam
has
already
brought
together
a
group
of
such
experts.
They
were
recently
awarded
a
grant
by
the
u.s
department
of
justice
and
the
national
institute
of
corrections
to
develop
clinical
guidelines
for
withdrawal
management
in
america's
jails.

these
addiction
medicine
physicians,

names
we
included
in
the
letter
provided

each
of

qualified
to
undertake
such
a

strongly
encourage
the
county
board,
the
county
manager

police

pursue
this
effort
in
coordination
with
the
sheriff's
office.

not

may
be
the
single
most
crucial
step
to
preventing
custodial
deaths

arlington
jail.

landlords

because

the
values

listed
out

really
close
to

the
arlington
county
meet
the
following
demands
to
first
defund,
the
arlington
county
police
department,
and
so
this
means
an
immediate
50
percent
cut
in
the
proposed
budget
for
the
police
department.
So
if
it's
75
million,
this
would
be
37.5
million
at
most
for
the
police
right.
So
second
reinvest
component
of
this
reinvest
into
community
well-being.

So
the
county's
current
approach
is
dangerous
and
doesn't
address
the
core
problems
that
they
purport
to
be
solving.
So,
for
example,
the
budget
calls
for
op
police
officer
raises
to
address
the
so-called
recruitment
problems,
so
we
do
not
need
more
police
officers.
This
is
an
incorrect
problem
to
be
addressing
this
budget
request
is
sometimes
couch
in
this
language
of
trying
to
make
police
more
representative
of
the
communities
that
they're
policing,
but
studies
show
that
there's
no
relationship
between
officer,
race
and
more
effective
policing.
This
means
there's
no
difference
in
bias
between
officers
of
different
races.

Moreover,
2017
analysis
of
police
agencies
across
the
country
found
that-
and
I
quote,
higher
levels
of
departmental
representativeness
are
no
or
not
associated
with
fewer
racial,
ethnic
disparities
and
stops
so
full
stop.

not
work
right,
so
let
me
be
clear:
having
more
police
officers
of
color
or
just
more
police
officers
does
not
address
racial
equity.
Numerous
studies
indicate
this.
So
in
summary,
the
proposed
policing
items
in
a
budget
do
not
solve
the
problem

they
purport
to
solve.

the

proposed

leaving
staffing
of
the
air
team,

is
the
lack
of
expertise

commitment

leadership
on
climate
and
the
environment
at
the
senior
level
of
of
staff
level.

climate
change
and
environment
does
not
have
a
seat
at
the
table
when
key
decisions
are
being
made,
as
others
have
already
called
for.

urges
the
county
to
create
a
chief
climate
officer.
Such
a
senior
manager
would
be
able
to
offer
expertise
and
guidance
on
aligning
government
policies.
Spending
regulations
and
programs
with
climate
imperatives
and
overs,
and
overseeing
programs
and
initiatives
aimed
at
meeting
the
county's
carbon
neutrality
goals.

the
parent,
apparent
unwillingness
of
the
county
staff
to
fully
embrace
electrification

a

as
an
emerging
technology.

may
be
unfamiliar,

the

part
the
technology

some
decisions

by
the
county

they've

opted
to

with
natural
gas
systems
instead
of
electrifying.

and
other
systems

they're,
replacing
hvac
and
other
retrofits
like
at
the
county
jail,
is
again
opting
for
natural
fossil
gas
systems.

afford
business
as
usual,
so
the
county
is
that
c2h2
was
actually
urging
the
county
board
to
issue
guidance
similar
to
what
they
did
with
evs
last
year,
requiring
that
electrification
of
new
facilities,

well

any
upgrades
of
and
retrofits
of
existing
buildings
and
systems,
unless
it
can
be
determined
by
a
qualified
ex
expert
that
there's
no
real,
feasible
alternative,
and
also
that
the
budget
and
the
upcoming
cip
should
actually
reflect

we
stand
on
the
electrification
and
again,
and
the
final
issue
is
focusing
on
incorporating
resources
into
the
budget
to
start
to
build
a
robust
program
with
rapid
ramp
up
of
the
over
the
next
few
years.

robust

Northern
virginia
chapter,
I'm
also
part
of
the
defund
nova
police
coalition,
and
I'm
here
tonight
to
address
this
county's
proposed
budget
increase
for
policing
for
decades.
Black
and
brown
civil
rights
leaders
have
been
calling
upon
all
of
us
to
re-examine
our
relationship
with
policing.

This
need
for
introspection
is
especially
keen
for
those
of
us
who
are
white,
affluent
housed
and
otherwise
privileged
who
often
outsource
violence
to
the
police.
In
the
name
of
our
own
safety,
police
are
increasingly
called
upon
to
resolve
civil
disputes
to
control
the
movements
and
behaviors
of
marginalized
people
and
to
intervene
in
situations
where
force
is
utterly
unnecessary.

Since
its
inception,
police
have
been
used
to
stall,
stifle
and
put
down
social
movements
for
progress,
and
this
kind
of
violence
continues
to
this
day.
We
would
like
to
think
this
county
is
progressive
and
an
exception
to
that
horrifying
record.
But
the
truth
is
that
black
and
brown
people
in
this
county
are
still
disproportionately
affected
by
police
surveillance,
violence
and
imprisonment.

Arlington
county
leadership
is
considering
the
regressive
move
to
increase
funding
for
police
under
the
guise
of
reform.
What
we
need
right
now
are
resources
for
our
communities
that
create
true
safety,
meaningful,
comprehensive
health
care,
more
housing,
increased
investments
in
education
and
food
security.
We
do
not
need
more
armed
patrols.

going

speak
about
briefly
tonight,
one

letter

question

we
sent

you
earlier
on
march
24th
and
then
I'm
going
to
finish
up
talking
a
little
bit
about
restorative
justice,
restorative
arlington.
The
naacp
believes
that
the
difficult
times
the
county
residents
have
experienced
over
the
past
two
years
will
lead
to
unprecedented
demand
for
services.

We
really
want
you
to
look
hard
at
investing
in
the
office
of
human
rights
and
increasing
funding
for
that
office
to
invest
in
staff
capacity
and
online
fair
housing
enforcement
with
the
virginia
fair
housing
law.
We
also
want
you
to
work
with
the
department
of
community
planning,
housing
and
development.
That's
our
cphd,
because
they're
currently
understand
so
we
recommend
the
following
investments:
if
possible
and
add
one
fte
to
cphd's
housing,
division,
to
focus
on
implementing
the
fair
housing
plan
and
recommendations
from
the
regional
analysis
of
fair
housing
choice.

Second,
add
a
deputy
chief
fte
for
the
housing
division
as
the
portfolio
under
the
chief
because
it
has
grown
to
increase
capacity
for
innovation
policy
and
development
and
also
you've
heard
earlier.
We
want
you
to
fund
comprehensive
zoning
reform
study
to
address
equity
issues
with
existing
zoning
codes.

also
want
you
to
invest
in
developing
the
process,
processes
and
staff
needed
to
address
health
and
safety
complaints
from
tenants
resulting
from
the
recent
passage
of
house
bill
802,
which
the
naacp
was
a
was
was
behind
in
the
state
conference,
was
as
well.
It
passed
in
the
general
assembly
and
arlington's
new
authority
to
bring
lawsuits
on
behalf
of
tenants
to
address
these
violations
of
the
virginia
residential
landlord-tenant
act.

proposed
expenditure
budget
for
the
police
department
is
right
at
74
million
dollars,
which
is
three
percent
increase,
sheriff's
department,
46
million,
which
is
about
14,
but
what's
troubling
to
me
right
now,
and
many
others
is
that
we've
been
working
alongside
restorative
arlington
and
there
was
a
request
submitted
for
in
the
amount
of
260
thousand
dollars
in
this
fy
2023
budget
to
support
the
transition
to
private
nonprofit
profit,
as
well
as
to
support
ongoing
restorative
justice
service
provisions
directly
to
community
members.
However,
it
is
to
our
knowledge.

The
request
was
not
approved,
so
this
is
a
is
a
serious
equity
issue
and
I'm
wondering
if
our
priorities
are
a
bit
distorted
if
we're
willing
to
pay
260
000-
and
I
heard
some
folks
talk
about
this
tonight-
in
premium
pay
for
field
training,
civil
disturbance
unit
and
swat
at
the
police
department.
Why
can't
we
find
260
000?

So,
on
behalf
of
our
members
of
the
naacp,
I
respectfully
ask
that
you
reevaluate
the
requests
from
restorative
arlington
and,
if
possible,
fund
the
program
for
fy
2023.
So
I
know
it's
a
lot
of
work.

an
easy
task
with
a
1.5
million
billion
dollar
budget,
but
thank

our
members
of

I'm
john
bloom,
chair
of
the
sierra
club's
potomac
river
group,
which
covers
arlington
alexandria
and
falls
church.
I've
signed
up
for
five
minutes,
but
I
promise
not
to
use
them
all.
So
many
good
points
have
already
been
made.
I
was
especially
impressed
by
those
who
have
shared
their
first-hand
insights.

AS
I've
also
been
working
across
jurisdictions
for
the
sierra
club,
and
my
observation
is
that,
while
our
peer
jurisdictions
have
been
scaling
up
to
meet
the
climate
crisis
and
are
gaining
momentum
in
this
area,
we've
done
some
good
things,
but
we've
also
been
doing
the
opposite
of
of
what
our
peers
have
been
doing.
AS
We
cut
the
airteam
staff
bit
by
bit.
We
defunded
the
incentive
program
that
was
an
evidence-based
approach
to
reducing
greenhouse
gas
emissions
in
the
community.
AS
We
removed
their
program's
dedicated
funding
source
that
was
created
just
for
the
air
program
years
ago.
The
residential
utility
tax
and
now
several
of
our
most
respected
climate
and
energy
experts
are
making
a
big
difference,
but
they
are
doing
it
for
other
governments
because
they
have
left
arlington.
AS
I
think
the
old
adage
that,
if
you're
not
at
the
table,
you're
on
the
menu,
came
true
in
a
in
a
big
way
for
our
climate
programs
in
past
budgets.
So
we
have
work
to
do,
but
we
we
can
think
turn
things
around
this
year.
AS
The
proposed
budget
is
a
good
start,
but
much
more
is
needed.
The
five
top
recommendations
from
the
sierra
club
are
first
to
establish
an
effective
whole-of-government
approach,
including
a
chief
climate
officer
in
the
county
manager's
office,
tasked
with
guiding
the
county's
response
to
the
climate
crisis.

AS
Third
ensure
that
the
county's
budget
and
cip
may
not
be
used
to
purchase
fossil
fuel-powered
equipment
when
emission-free
alternatives
are
available,
and
you've
heard
a
bit
about
that
too.
It's
a
relatively
simple
policy
and
it
is
essential
to
achieving
carbon
neutrality
for
county
government
operations.

Every
new,
fossil
gas,
heating
or
hot
water
system
locks
the
county
into
decades
of
fossil
fuel
dependence,
and
the
alternative
is
this
100
renewable
electricity
that
we've
that
we've
secured
with
great
effort?
AS
AS
Shifting
community-wide
electricity
supply
to
a
locally
controlled
community
aggregation
could
provide
the
county
with
enormous
benefits
and
is
the
most
common
approach.
Other
jurisdictions
are
using
to
meet
their
100
renewable
electricity
goals,
and
I
won't
say
more
about
that
I'll
associate
myself
with
comments,
you've
already
heard
from
ken
hughes
and
virginia
clean
energy.
So
that's
it.

you
do

why
you
need
a
chief
climate
officer.

agencies

in
arlington
county,

guidance,

guidance

the
board.

when
you
make
decisions,
you
know
what
the
impact
is
now
you're,

always
going
to
be
able
to
take
the
guidance
from
the
climate
officer.
I
understand
that,
but
I
can
I'm
I'm
sad
because
I'm
also
a
professor
aside
from
having
a
22
year
old
company
in
this
field
is
you're.

This
is
what
you
need
some
little
bird
on
your
shoulder,
as
do
the
operating
offices
and
organizations
within
arlington
county,
so
they
understand
the
ramifications
of
their
decisions
and
some
of
them
by
the
way
they're
not
being
mean,
but
they're
horrible
and
they're,
going
to
lock
us
in
to
high
emissions
output.

So
this
is
a
simple
way
that
not
only
will
deal
with
greenhouse
gas
emissions
and
meeting
clean
air
act,
regulated
emission
requirements,
but
actually
give
the
county
more
resiliency,
and
so,
if
that
we
have
major
outages
from
whatever
we
can
ride
them
through
and,
lastly,
save
us
money.
So
that's
my
pitch
as
the
last
speaker.
