Arlington
County
Board
kicked
off
2010
with
its
traditional
organizational
meeting
on
January
to
first
the
board
unanimously
elected
Joe
perceptive.
The
new
chairman
with
chris
zimmerman
is
vice-chairman.
Each
member
laid
out
his
or
her
agenda
with
the
new
chairman
laying
out
the
strategic
priorities
for
2010.

2010
will
be
about
sustainability,
with
a
clear
focus
on
our
fiscal
and
environmental
sustainability.
I
define
sustainability
as
living
within
your
means
and
creating
a
community
that
can
be
maintained
without
using
up
our
planet's
resources
and
threatening
the
future.
I
did
a
lot
of
research
on
google
on
the
internet
and
the
most
common
definition
of
sustainability
out
there
that
has
lasted
the
test
of
time,
was
offered
by
the
United
Nations
Commission
in
1987
meeting
the
needs
of
the
present,
without
compromising
the
ability
of
future
generations
to
meet
their
own
needs
on.

The
one
hand
we
must
cope
with
the
impact
of
what
is
already
being
called
the
Great
Recession,
the
deepest
economic
crisis
in
generations.
On
the
other,
we
must
continue
to
make
adequate
progress
in
building
the
long-term
sustainability
of
our
community.
Sustainability
means
living
within
means,
and
we
will
have
to
protect
the
fiscal
health
of
our
county.
It
also
means
helping
to
ensure
that
the
most
vulnerable
among
us
can
sustain
themselves
through
the
crisis,
even
our
even
in
our
affluent
community.
A
Equity
is
a
critical
component
of
any
sustainable
community.
Arlington
has
most
embraced
this
concept
in
our
efforts
to
preserve
and
create
affordable
housing.
Last
year
we
made
a
change
in
our
zoning
ordinance
to
pave
the
way
for
preserving,
affordable
garden-style
apartments.
I
look
forward
to
finding
more
tools
to
promote
investment
in
older
units
while
securing
commitments
to
keep
the
units
affordable,
though.

Business
Week
has
identified
Arlington
as
the
most
likely
jurisdiction
to
weather
a
recession.
We
currently
face
the
most
difficult
fiscal
challenge
we've
seen
in
decades,
over
half
of
our
revenue
comes
from
one
source
property
tax,
while
our
residential
property
assessments
have
been
minor
that
the
obscene
minor
drops
relative
to
our
neighbors.
We
are
projecting
a
serious
reduction
in
our
commercial
assessments
in
this
calendar
year
by
law.
The
challenges,
the
tax
rate,
must
be
the
same
for
both
commercial
and
residential
properties.

My
personal
philosophy
of
the
is
that
if
government
is
done
right,
it's
essential
to
shaping
the
community,
we
live
in,
putting
the
community's
values
to
action
and
actually
enhancing
our
quality
of
life.
I
also
believe
that,
as
elected
officials,
we
have
a
solemn
obligation
to
spend
other
people's
money
wisely.

This
context,
I,
really
do
want
to
reinforce
mr.
facets,
call
for
aggressively
looking
for
efficiencies
and
process
reengineering,
but
I
also
want
to
challenge
us
to
tap
in
new
ways.
The
people
resources
of
our
community
I
think
we've
always
known
that
Arlington's
greatest
strength
is
the
people
who
live
here,
we're
a
community
of
giving
helping
smart,
hardworking
folks
who
care
about
this
community
about
our
neighborhoods
and
about
each
other.

Arlington,
we
in
this
community
have
a
vested
interest
in
reducing
our
reliance
on
carbon-based
fuels
becoming
more
energy-efficient
and
advancing
the
transition
to
renewable
sources
of
energy.
This
will
do
three
things.
It
will
reduce
our
future
risk
of
being
held
hostage
to
those
increasing
prices
that
are
inevitable
and
it
will
position
Arlington
to
be
more
competitive
and
attracting
businesses
and
green
jobs.

And
finally,
it
will
also
put
Arlington
on
the
map
for
doing
our
part
to
protect
our
environment
and
preserve
the
delicate
balance
with
nature
that
allows
us
to
live
and
flourish
on
the
planet
and
within
the
ecosystem.
So
the
green
ribbon
task
force
will
make
recommendations
for
short-term
and
long-term
goal
for
the
reduction
of
our
countywide
greenhouse
gas
emissions,
as
well
as
strategies
and
actions
that
are
necessary
to
meet
those
goals
in
2005.

report
released
by
the
american
geophysical
union
said
the
arctic
could
be
entirely
ice-free
in
the
summer
within
100
years.
This
past
October
an
online
story
in
National.
Geographic
news
began
with
the
words
the
Arctic
Ocean
could
be
largely
ice-free
and
summer.
Within
a
decade
scientists
announced
today
the
consequences
of
such
biosphere
altering
events
preceding
at
such
a
pace
present
a
terrifying
prospect
mesh
only
by
the
daunting
challenge
posed
by
the
scale
of
behavioural
change
is
necessary
on
a
national
and
global
level.

Task
force
will
identify
cutting
edge
emission
reduction
programs
and
will
tackle
the
issues
of
energy
generation,
distribution,
storage
and
use
in
the
greater
arlington
community.
It
is
an
ambitious
task
and
I
would
venture
to
say
few
local
governments
in
the
United
States
have
attempted
it
or
are
up
to
it,
but
as
former
county
manager,
Ron
Carlee
has
said,
we
don't
do
easy
in
Arlington
for.

Of
our
chairman
state
a
priority
of
making
Arlington
a
premier
bicycle
jurisdiction,
I
am
happy
to
work
with
him
and
promoting
the
bicycle
and
pedestrian
access
safety
program.
While
bicycling
is
indeed
a
great
transportation
alternative,
it
is
also
a
fun
way
to
build
a
healthy
and
fit
community.
I
will
work
to
promote
responsible
by
gills
and
throughout
outreach.
Efforts
will
strongly
encourage
the
participation
of
our
young
people
and
our
all
members
of
our
diverse
arlington
community.

Our
2010
bicycle
and
pedestrian
access
and
safety
initiative
will
build
upon
existing
efforts
to
educate,
educate
residents
and
commuters
about
the
benefits
of
cycling
and
walking,
as
well
as
to
implement
planned
infrastructure
and
facility
improvements,
such
as
additional
bike
lanes,
improved
bike,
signage
and
bicycle
parking
facilities
in
our
major
business
districts.

Heard
my
colleagues
talk
about
the
importance
of
transit
and
walking
and
biking.
Those
have
become
kind
of
watch
words
for
how
our
community
works.
At
the
same
time,
there's
huge
swathes
of
our
community
where
those
modes
of
transportation
don't
work
for
folks
either
because
they're
not
available
or
because
their
health
is
poor
or
they're,
elderly
or
whatever,
and
we
do
have
places
where
traffic
on
some
of
our
neighborhood
streets
continues
to
exceed
safe
speeds
and
we've
been
using
traffic
calming
building
as
a
solution.

But
this
year
the
money
isn't
there
and
we
have
more
than
80
streets
that
have
documented
issues.
I'm
really
pleased
to
say
that
the
school
board,
the
Civic
Federation,
the
neighborhood
traffic
calming
committee,
the
Transportation
Commission,
the
partnership
for
children,
youth
and
families
and
some
other
interested
community
groups
and
citizens
are
all
going
to
come
together
to
form
an
ad
hoc
working
group
to
identify
new
low-cost
strategies
that
will
slow
traffic
on
neighborhood
streets.
In
the
absence
of
the
dollars
to
build
something.
I
think
this
has
tremendous
product
promised
for
us
moving
forward.

Another
focus
of
mine
will
be
continuing
to
build
community
through
our
diversity
and
dialogues.
This
year,
community
members
who
be
invited
to
join
small-scale
group
conversations
beginning
in
February
small
groups,
will
provide
opportunities
for
diverse
community
members
to
increase
their
understanding
of
one
another
on
a
deeper
level.
An
exciting
component
will
be
the
partnering
partnership
once
again
with
George
Mason,
University's
Institute
for
conflict
analysis
and
resolution.
We
plan
to
continue
the
momentum
started
by
our
earlier
dialogues
and
those
conducted
by
community
groups
in
providing
opportunities
for
communication
among
diverse
neighbors.
