Description
Jack Belcher, Chief Information Office and the Director of Technology Services for Arlington County VA, speaking to the Arlington Civic Federation on April 14, 2016.
A
B
Thank
you
all
for
inviting
me
tonight.
Well,
where
are
we
we're
at
the
verge
of
a
digital
revolution
and
it's
taking
place
we're
in
the
third
decade
of
that
digital
revolution
and
it's
having
impact
in
many
many
ways
today
and
it's
going
to
have
many
many
impact
on
us
in
the
future?
A
gentleman
at
intel
corporation,
gordon
moore,
projected
that
this
is
an
increase
of
twofold
every
year
in
terms
of
power
and
performance
of
technology,
and
he
went
back
30
years
and
found
a
desk
and
continuing,
and
you
say
well
what
does
that
mean?
B
There's
an
Indian
fable
that
talks
about
this
gentleman
who
invented
it
would
develop
the
chessboard
and
he
presented
to
the
Emperor
of
India
and
I,
find
out
for
my
deputy
who's
in
indy,
and
he
said
that
must
have
been
many
many
years
ago
and
he
said
it
was,
and
he
said
to
him.
What
do
you
think
of
this
in
the
emperor
of
india
said
this
is
fantastic.
I
want
this.
You
can
have
anything
in
my
kingdom
today.
No
questions
asked
and
he
said,
I
just
want
one
thing.
B
He
said:
what's
that
I
want
a
single
piece
of
grain,
put
on
one
of
the
squares
on
the
chessboard
and
I
want
you
to
double
that
for
every
square,
on
a
chessboard
for
those
who
don't
know
and
I
didn't
know
this
until
earlier.
This
is
64
squares
on
the
chessboard.
So
what's
the
total
number
and
it
comes
out
of
that
18.4,
quadrillion,
grains
of
rice,
and
so
when
you
thought
about
this,
a
second,
the
Emperor
said:
well
I'm
money
in
this,
and
so
he
had
him
beheaded
and
kept
the
chessboard.
A
B
A
digital
revolution-
and
it's
happening
right
now
in
front
of
us
imagine
if
he
can
30
gutenberg
moments-
the
Gutenberg
press
I'm
talking
about
met
another
change,
the
world
we
could
have
as
many
as
30
taking
place
right
now.
The
whole
mindset
is
changing
now
in
terms
of
how
we
do
things
it's
being
turned
over
topsy
turvy.
We
used
to
think
that
building
industry
you
need
to
have
people
places
things
it
took
time
to
do
it
think
about
what's
the
largest
taxicab
company
in
the
United
in
the
world
today,
it's
uber.
B
They
do
not
own
a
taxicab
who
got
to
run
on
a
taxicab.
What's
the
largest
hotel
chain
in
America
in
the
world
today,
air
in
the
they
do
not
own
the
hotel
and
that's
what's
happening
on
us,
some
projections
and
I'm
going
to
look
a
little
closer.
Then
Victor
did
I'm
going
to
come
right
in
the
next
few
years
here
what's
happening,
what
do
we
see
happening?
B
The
price
of
solar
energy
is
decreasing
at
such
a
rate
that
what
cost
thirty
dollars
to
up
in
1984
to
produce
a
kilowatt-hour
soul
of
energy
now
costs
less
than
fifteen
cents.
Fifteen
cents,
the
oil
industry
is
not
now
it's
going
to
go
away.
So
if
Tom
Whooper
was
he
I,
don't
see
him
in
the
audience
he'd
be
saying?
But
what
is
that
going
to
happen?
Yeah,
it's
going
to
happen,
medicine
who
have
you
remembered,
Star,
Trek
watch,
Star
Trek,
you
remember
to
Leonard
Nimoy,
and
he
had
this
thing
called
a
tricorder.
B
Remember
that
and
he
took
it
in
one
of
your
body
and
he
could
find
out
what's
going
on
and
you
could
say:
well
you
got
this
injury
of
that
I,
don't
know
how
many
you
know
this,
but
Qualcomm
has
a
ten-million-dollar
competition
going
on
where
they
want
to
find
somebody
who
can
do
vent
a
device
just
like
that.
That's
less
than
5
pounds.
They
be
consumed
erised.
B
They
could
go
to
a
body
be
used
by
someone
at
home
and
they
could
run
it
up
and
down
the
body
and
find
out
whether
or
not
they
had
certain
diseases.
What
your
heart
rate
was
much
the
things
we
just
related.
We
can
talk
about
there
in
the
final
stages
they
to
win
that
award.
You
have
to
be
able
to
do
a
diagnosis
better
than
10
board
qualified
physicians.
They
have
seven
teams
like
done
ready
to
go
they're
going
to
make
the
award
in
March
of
this
year
coming
up.
B
Imagine
that
I
defy
you
to
go
to
your
doctor
and
ask
him
about
this.
He
will
have
no
idea
about
it.
Why?
Because
his
whole
fields
being
being
disrupted
his
the
way
he
does
business
every
job
do
exist.
Today,
every
occupation
has
been,
is
being
and
will
be
disrupted
in
the
next
10
years.
It's
going
to
happen,
we
can't
ignore
it.
Staying
with
medicine,
just
the
something
called
micro,
biomes
I.
B
Don't
would
not
know
what
that
means,
but
there
is
the
bacteria
in
the
stomach
we've
been
able
to
map
the
DNA
of
the
human
body
and
what
they've
been
able
to
find
out
that
mixing
and
matching
the
bio,
this
micro
biome
the
good
and
the
bad
bacteria
they
can
cure
and
prevent
type
2
diabetes.
Think
about
that
not
doing
any
in
it
not
do
any
surgeries
being
doing
thing.
Something
like
that.
So
that's
medicine
transportation
talk
a
little
bit
about
transportation
right
now.
B
There
are
a
19,000
taxi
cabs
in
Manhattan
and
at
190
thousand
cars
that
occurs
through
Manhattan
in
a
day.
The
estimates
are
that
you
could
take
9,000
autonomous
vehicles,
those
are
dry
over
lyst
vehicles,
the
Google
vehicles.
They
could
serve
the
entire
New
York
City
and
they
you
would
have
a
weight
of
no
longer
than
36
seconds
to
get
a
ride
so
think
about
what
that
means
in
terms
of
what
we're
doing
what
we're
investing,
what
our
priorities
are.
We
just
talked
about
metro
and
what
metro
means,
what
it?
How
do
we
keep
it
running?
B
Government
government
is
one
of
the
few
organizations
that
has
not
changed
our
policies,
procedures,
regulations.
They
were
developed,
30,
40
50
hundred
years
ago.
They
serve
government.
We
do
a
very
good
job
here
in
Allen
County
we
provide
great
services.
The
problem
is
that
our
residents
don't
want
to
do
that.
They
used
to
a
different
type
of
service.
They
and
I'm
sure
you
are
when
it's
holiday
time.
You
go
onto
Amazon,
you
find
a
good
you
want.
You
find
the
best
price.
You
see
what
others
have
said
about
it.
You
ought
of
it.
B
You
have
it
delivered
when
you
want,
if
you
don't
like
it,
you
put
in
the
box
and
ship
it
back.
They
want
government
to
act
that
way,
but
government
is
based
on
status,
keeping
the
status
quo,
making
sure
that
everything
is
going
on
fine
and
now
what
we're
saying
is
this
digital
revolution?
Hey
taking
place?
What
do
we
do?
How
do
we
handle
that
so?
Where
we're
at
now
is
at
a
crossroads?
Where
are
we
going
what's
going
to
be
our
digital
destiny?
B
Where
are
we
going
as
a
as
a
community
we're
doing
connect
down
thing?
You
just
talked
about
it.
Fiber
optic
network,
we're
putting
in
the
robust,
powerful
fiber
optic
network
ever
put
in
a
way.
I
will
challenge
the
quality
of
that
against
anything
anywhere
Google.
Anyone
else
very
shortly
will
be
coming
to
the
county
board
and
we
have
a
major
university.
B
That's
going
to
ask
us
if
they
could
set
up
a
terror
pop
in
Arlington
County,
a
terror
pop
will
be
43
links
of
a
hundred
to
300
gigabytes
per
link,
coursing
out
of
Hamilton
County
off
of
the
network.
Now
you
say:
what's
that
mean
to
me
that's
3,000
times
what
you
have
at
home
today,
xing
Comcast,
Verizon,
just
think
of
the
possibilities
that
are
kind
of
come
out
of
that
so
we're
starting
to
lay
that
foundation.
The
question
is:
how
do
we
define
Arlington's
digital
destiny
and
what
we
want
to
do.
B
What
I
would
like
to
do
is
ask
your
help.
The
one
thing
you
people
have
done
you
and
the
people
before
you.
You
don't
do
the
easy.
You
can
figure
out
anything
if
given
a
challenge
given
them
both
map
to
where
to
go,
you
can
figure
how
to
get
there.
So
this
revolution
is
happening.
We
know
it's
coming.
So
how
can
we
as
a
community,
go
after
that
and
attract
address
that?
Because
if
we
don't
things
are
going
to
happen,
that
may
be
good
and
it
may
be
bad
security
issues
privacy.
