are

to
talk
a
little
bit
about
the
race
to
rebuilding
trust
and
Community
nofa.
This
process
was
informed
by
the
need
to
kind
of
redevelop
the
funding
process
for
nonprofits
in
Arlington,
and
so
just
to
give
you
a
little
background.
We
convened
a
group
of
community
leaders
made
up
of
our
bipod
Community
leaders
and
representatives
several
County
staff
and
subject
matter
experts,
including
the
United
Way
team,
and
we
collaborated
to
develop
recommendations
for
changes
to
Arlington
County's
funding
processes.
A
If
you
look
to
the
right
of
the
screen
when
we,
when
we
talk
about
the
Arlington
Way,
some
of
the
challenges
that
have
been
identified
by
the
community
leaders
group
and
in
our
2021
Dre
report
included
priority
on
relationships,
a
lack
of
transparency
and
access,
predetermined
outcomes
and
then
phased
favoring.
Some
of
the
usual
voices
that
we
hear
from
in
the
county.
A
So
from
those
from
those
conversations
that
we
had
with
Community
leaders
and
subject
matter
experts,
we
really
identify
four
major
buckets
of
recommendations,
the
first
being
to
establish
a
new
no
for
structure
that
consists
of
a
competitive
process,
that's
both
transparent
and
accessible,
and
one
where
we
would
offer
technical
support
throughout
the
process.

The
second
area
of
recommendation
centers
on
developing
a
holistic
approach
to
proposal
evaluation.
We
really
want
to
create
a
process
that
centers
Community
allows
Community
to
play
a
role
in
defining
needs
and
evaluating
the
proposals
that
we
receive
and
encourages
collaboration
and
Community
voice
when
making
those
award
recommendations.

The
third
bucket
is
transparency
and
flexibility
in
funding
Awards
and
making
sure
that
we
are
really
providing
individual
feedback
to
our
applicants.
Just
thinking
about
you
know
the
range
of
non-profits
that
exist
in
Arlington.
A
We
have
some
larger
nonprofits,
smaller
nonprofits,
but
we
really
want
to
be
able
to
provide
feedback
to
all
of
our
applicants
so
that
they
can
use
that
constructively
moving
forward
and
then
the
last
area
or
bucket,
and
our
recommendations
was
to
create
a
balanced
system
of
structured
accountability
and
Reporting,
and
this
is
one
that
should
provide
a
responsive
and
supportive
oversight
and
an
accountability
process
that
that
holds
both
the
county
and
our
nonprofits
accountable.

In
addition
to
some
of
those
recommendations
that
we
receive,
we
use
those
recommendations
to
really
inform
a
set
of
values
that
we
used
as
to
ground
and
guide
this
process.
The
first
of
those
values
being
Community
centeredness.
We
want
to
make
sure
that
our
community
members
have
a
voice
in
evaluating
proposals.

Again,
we
really
want
to
create
a
an
opportunity
for
those
who
have
not
historically
had
access
to
Government
funding
to
be
able
to
compete
in
this
process,
and
we
wanted
to
make
sure
that
we
provide
greater
access
and
support
for
all
of
our
applicants
and
really
make
sure
that
we
focus
our
efforts
on
root,
causes
and
positive
impact
and
using
our
community
organizations
to
guide
that
process,
and
our
last
value
is
accountability
and
transparency.
We
want
this
process
to
be
clear
and
transparent.

And
so,
to
start
out,
with
the
first
recommendation
from
the
Community
leaders
group,
we
looked
at
the
nofa
structure,
what
the
application
would
look
like
and
what
the
process
would
be
structured
like.
So
the
nofa
application
sections
will
be
and
will
include,
but
are
not
limited
to
a
description
of
the
population
that
your
program
intends
to
serve
a
program
description
which
will
include
a
program
logic
model,
as
well
as
a
budget
narrative
evaluation.

How
you're
going
to
evaluate
the
effectiveness
of
your
program,
how
your
program
plans
to
advance
equity
and
then
an
appendix
which
will
include
a
guide,
a
helpful
resource
guide
and
examples
of
things
that
we're
looking
for
so
that,
hopefully,
you
will
feel
supported
as
you
complete
your
application.

In
addition
to
answering
all
of
these
questions
sections,
all
applicants
will
also
be
asked
to
submit
the
following
documents,
which
include,
if
available,
which
include
the
most
recent
annual
report,
your
most
recent
annual
budget,
the
most
recent
audit,
a
501c3
designation
letter
and
an
IRS
Federal
Form
990..
We
do
recognize
that
some
smaller
organizations
may
not
have
some
of
these
documents,
so
we
will
work
with
you
as
far
as
a
few
extra
notes
about
this
application
process.
The
application
form
will
be
translated
into
five
languages.

I
will
accept,
accept
written
and
audio
submissions.
Whichever,
however,
you
feel
you
can
express
your
passion
and
your
program,
the
best
and
submissions
will
be
collected
in
a
streamlined,
centralized
format
and
technical
assistance
sessions
will
be
available
to
support
applicants
as
you're
working
through
these
sections
and
documents.

Looking
at
the
technical
support
a
little
more
in
depth,
we're
starting
out
with
the
nofa
information
sessions
with
the
community,
that's
what
we
had
just
recently
once
the
nofa
is
released
in
September,
there
will
be
three
technical
assistance
sessions
and
those
will
go
more
in
depth
into
the
application
and
review
process,
answering
questions
and
providing
more
details
on
what
exactly
we're
looking
for
and
helping
you
through
the
writing
process,
so
that
you
feel
we
can
make
it
as
accessible
as
possible.

Their
technical
assistance
sessions
will
be
recorded
and
posted
made
available
for
reference
as
you're
going
through
the
writing
process
and
we'll
also
be
taking
down
the
FAQs
and
posting
those
for
everyone
to
review
and
again.
The
idea
is
that
we're
going
to
be
as
transparent
and
accessible
as
possible
with
this
process.

as
we
start
to
take
a
look
at
the
proposal
evaluation,
we
start
with
taking
a
look
at
and
making
available
a
detailed
rubric,
and
this
will
be
available
to
all
applicants
when
the
nofa
gets
released,
ideally
so
that
you
can
use
this
to
guide
your
writing
process
and
kind
of
walk
you
through
the
application,
so
that
you
know
exactly
what
our
viewers
will
be
looking
for.

So
thinking
about
the
language
that
we're
using
where,
where
we
are
promoting
and
how
we're
promoting,
we
really
want
folks
to
see
themselves
as
a
part
of
this
process
and
as
someone
who
who
can
be
a
reviewer
if
they're
interested
and
make
sure
that
that's
accessible
to
all,
we
will
be
providing
training
for
all
of
our
reviewers
to
increase
their
skill
levels
and
confidence
in
providing
unbiased
evaluation
as
they're
reviewing
applications.

funding
recommendations
will
be
formed
by
group
consensus,
so
all
of
our
reviewers
will
meet
once
they've
reviewed
application
and
and
talk
through
talk
through
their
review
processes,
and
then
all
of
our
work
will
be
documented
for
transparency.

the
left
of
the
screen,
you'll
see
just
a
sample
resume
or
sorry,
not
a
sample
resume
a
sample
rubric,
and
this
will
really
act
as
a
checklist
for
applicants
and
reviewers
to
ensure
that
all
criteria
are
addressed
in
their
their
proposal.
As
I
mentioned,
this
will
be
available
within
nofa.
We
are
using
a
likert
scale
for
this
rubric
and
we
really
want
folks
to
use
this
to
guide
their
writing,
so
they
can
make
sure
that
all
criteria
are
addressed
in
their
proposals.

As
we
talk
about
the
training
piece,
all
of
our
reviewers
will
receive
training,
and
this
is
where
we
really
want
our
values
to
meet
the
process.
So,
on
the
left
hand,
side
of
the
Venn
diagram
you'll,
see
our
values
listed
racial
Equity
being
of
value,
making
sure
that
our
reviewers
are
being
objective
as
opposed
to
subjective
in
their
reviews,
and
this
means
you
know
resisting
the
urge
to
compare,
compare
proposals.

will
have
all
of
our
reviewers
complete
a
calibration
application
to
familiarize
themselves
with
the
process.
So
this
will
be
an
opportunity
for
them
to
practice
reviewing
an
application,
a
sample
application
so
that
they
have
a
sense
of
what
their
Baseline
is
and
how
they
score,
how
they
work
through
that
process
and
so
that
the
first
application
that
they
look
at
is
will
be
a
sample
and
not
one
of
someone
who
is
competing
for
funding.

And
so
you
know,
organizations
may
receive
feedback
on
grammar
mechanics
in
the
the
constructive
feedback
that
we
talked
about.
On
that
left
hand,
side
and
really
being
of
value.
And
then
we
really
want
all
of
our
viewers
to
read
and
or
listen
score
and
comment
each
of
the
sections
one
at
a
time,
so
that
they're
not
jumping
around
through
the
application.
They're
really
doing
that.
In
chronological
order.

Once
the
review
panel
is
finished,
reviewing
all
of
the
applications,
they
will
make
the
recommendation
to
the
County
Board,
and
so
this
gets
into
the
process
of
how
the
awards
will
actually
be
funded.
The
recommendations
will
be
made
to
the
County
Board.
The
board
maintains
the
discretion
to
fund
high
scoring
projects
beyond
the
reviewer
recommendations.
However,
the
board
is
not
intending
on
changing
what
the
reviewer
recommend
the
review
panelists
recommend.

Therefore,
if
review
panelists
take
the
entire
amount
of
money
that
has
been
allocated
for
this
funding
process
and
they
divvy
it
up
among
the
top
10
applicants,
then
the
board
has
the
discretion
to
say
well.

and
12
are
very
needed
programs
as
well
and
they
scored
really
high.
So
if
we
find
additional
money
we
can
fund
beyond
the
10.
However,
we
want
to
maintain
the
Integrity
of
the
review
panel's
recommendation
and
keep
not
change
around
any
of
the
recommendations
for
funding,
and
so
we
are.

We
will
fund
those
10
that
the
review
panel
recommends
once
the
County
Board
finalizes
their
decision.
That
decision
is
final.
It's
not
subject
to
review
appeal
or
protest.
The
awards
and
their
amounts
will
be
posted
online
so
to
keep
the
process
as
transparent
as
possible.
Again
once
the
awards
are
approved,
all
applicants
can
view
their
scores
and
anonymize
reviewer
comments
and
feedback,
so
they'll
be
able
to
see
where
they
could
have
done
better
or
where
they
did
well.

In
terms
of
support,
we
will
be
providing
technical
assistance
throughout
the
application
process
and
following
up
with
grantees
who
may
be
experiencing
challenges,
maybe
with
implementation
of
their
program
or
with
you
know,
progress
reports,
things
like
that
and
then
the
last
piece
is
the
process
review.
So
we
really
want
to
make
sure
that
we're
engaging
the
community
for
feedback
on
the
process
and
making
sure
that
we're
efficient
at
meeting
the
needs
of
our
community
and
using
that
information
to
inform
adjustments
in
years
to
come.

And
so
to
put
all
of
this
into
a
timeline,
this
shows
the
earlier
meetings.
We've
had
first
with
the
community
meeting
beginning
in
January
of
this
year,
and
then
the
County
board
established
a
resolution,
a
resolution
committing
to
this
process.
Also
in
January,
a
base
level
of
funding
was
approved
in
the
spring
of
2023,
and
then
we
had
a
community
information
session
just
earlier
this
week.

The
nofa
is
scheduled
to
be
released
in
September
of
2023
and
then
throughout
the
fall.
We'll
have
technical
assistance
sessions
as
referenced
during
that
same
time,
frame
we'll
be
recruiting
reviewers
and
training
them
so
that
they
will
be
ready
to
review
the
applications
as
soon
as
they
come
in.
The
applications
will
be
due
in
December
of
2023
before
the
holidays
and
then
early
winter
2024.
The
review
panelists
will
review
the
applications
and
come
together
and
meet
and
form
their
recommendations.

The
recommendations
will
be
made
in
later
winter
2024
and
awarded
by
the
board
and
throughout
the
spring,
we'll
be
working
with
non-profits,
who
have
been
awarded
funding
to
develop
work
plans
and
Grant
agreements
and
we'll
also
be
offering
all
applicants
the
opportunity
to
receive
feedback
and
any
coaching
or
extra
help
as
they
look
at
their
feedback.
And
then
funding
will
be
distributed
in
summer
2024,
the
beginning
of
fiscal
year,
2025.

we
would
love

take

of
your

but
we
will
be

information
session

past
week
and
hope
that
that
answers
some
of
the
questions

you
all
