From YouTube: Information Technology Advisory Commission Tech Commission Meeting | February 23, 2023
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
D
Yeah
they
did,
but
they
are.
D
A
All
right
we're
at
the
witching
out
here
so
call
us
to
order
room,
and
you
have
meeting
call
to
order
I
see
we
do
have
some
members
of
the
public.
Do
we
have
any
comment
from
guess.
A
A
A
Start
to
a
couple
of
us,
Phil
Cameron
resigned
his
positions
over.
He
his
term
was
up
in
a
couple
of
months.
He
decided
it
was.
He
was
ready
to.
He
he'd
served
a
long
time,
so
I
think
we
we're
the
record.
We
thank
Phil
for
his
service
and
and
and
wish
him
well,
it's
a
lot
long
time,
contributor.
Anyhow,
we
now
have
four
vacancies.
A
We
did
receive
at
least
one
application,
and
at
least
a
couple
others
have
expressed
interests
every,
hopefully
we'll
try
to
get
back
up
to
full
strength
soon
on
January
30th,
John
and
I
participated
in
the
advisory
commission
chair
orientation
session,
and
they
didn't
talk
about
the
electronic
meeting
rules
and
nothing
too
much
different
than
what
we
already
knew.
A
The
assistant
County
attorney
spoke
and
said
that
any
commission
meeting
requires
three
working
days
notice
with
date,
time
and
location,
since
our
monthly
meetings
are
all
posted,
I,
think
that
provides
all
the
notice
we
need
going
forward.
So.
B
H
A
That,
but
if
we
do
have
any
special
meetings,
we
need
to
provide
at
least
three
working
days
lead
time
and
any
time
three
of
us
or
more
get
together.
It's
considered
and
just
it's
considered
considered
to
be
a
meeting,
so
we
can't
do
that
unless
we
provide
notice
and
it's
got
to
be
open,
our
agendas
need
to
be
made
public,
they
are
always
posted
and
both
our
votes
are
public.
D
Got
some
notes,
you
say
Okay
so
folks
could
send
any
notes.
A
They
haven't
come
home
together,
all
right,
very
good,
but
we
should
I
think
otherwise
we're
up
to
date.
So
all
right!
Well,
everybody
don't
have
November,
but
there
really
wasn't
much
in
the
way
business
transacted
at
the
November
meeting.
So
we'll
maybe
either
put
something
cursory.
You
know
on
that.
One.
C
Yeah,
excuse
me
Frank
the
question.
Yes,
with
regard
to
meetings,
are
we
posting
the
video
say?
Yes,.
A
Them
they
are
there
now.
Anyhow,
January
is
on
our
home
page
there's
a
link
with
the
agenda.
I
think
tonight's
agenda
is
already
out
there.
I
I
and
Richard
taught
me
the
trick.
I
think
they're
actually
linked
also
on
the
big,
the
multi-commissioned
calendar,
but
but.
D
A
And
Clarity
right
yeah
for
our
meetings,
oh
yeah
I
think
there
ought
to
be
a
separate
link
yeah,
but
right
now
there's
a
screen
that
says
digital
Destiny
yeah.
It
looks
like
a
YouTube
screen
digital
desk.
If
you
go
in
the
the
icon
in
the
upper
right
hand
corner
and
that
drops
down-
and
there
are
all
of
our
meetings-
the
recordings
going
back
to
I-
think
August
of
2020.
all
right,
great
I
figured.
D
B
D
Moment
all
right
with
the
Open
Cities
platform.
So
what
the
button
that
Angela
was
retailing.
Was
this
button?
Yes,
which
brings
up
a
list
of
all
the
past
and
I,
put
a
link
to
the
playlist
here,
but
then
I
while
I
was
doing
that
I
was
like
oh
well,
yeah,
so.
A
B
C
We're
catching
on
them
is
this,
the
page
that
we
will
get
to
if
we
do
like
an
itax
search
for
Arlington.
Thank.
A
You
yes,
and
let's
see,
they
also
discussed
for
electronic
participation,
you're
entitled
to
Miss
in-person
meetings
for
two
times
a
year
annually
or
with
a
personal
net
for
a
personal
map
or
25
of
the
meetings.
A
F
Yes,
question:
I
am
participating
in
not
from
there
based
on
medical
reasons.
Do
I
need
to
notify
you
every
time,
I've
done
it
two
or
three
times,
but
I
think
I
forgot
to
do
it
today.
A
Or
physical
year
that
they
were
unclear,
I
think
years
starts
whenever.
D
A
D
D
A
H
A
Calendar
year
for
fiscal
years,
and
so
the
same,
two
or
25
applies
to
all
virtual
meetings,
but
they
what
let's
see
wasn't
it
that
they're
half
they
can't
be?
You
know
you
can't
do
this.
We
couldn't
do
three
in
a
row.
I
think
we're
all
virtual
I
think
there
was
some
something
as
far
as
consecutive
or.
G
A
F
A
G
A
Because
if
we
lose
our
physical
Quorum
here,
basically
we
have
to
shut
down
the
remote
meeting
and
we
can't
take
any
photographs
in
does
that
that
also
any
members
of
the
public
they
have
to
get
off
to
or
just
basically
shut
down
our
streets
and
yeah
yeah.
A
Right
yeah:
let's
keep
those
physical
quorums
coming
here.
The
and
the
email.
Simultaneous
emails
can
be
a
meeting
if
there
is
simultaneous
emails
between
three.
D
G
G
E
G
A
Let
me
just
two
quick
items
before
we
get
to
Our
Guest
Raj
are
the
board
budget
work
session
for
DTS?
Is
March
14th
I'll
be
going
to
see
Bruce
Springsteen
in
Albany,
New
York,
so
John
has
kindly
offered
actually
been
had
his
arms
visited
to
to
represent
I
I'll.
D
A
That's
great
we're
going
to
see
the
boss,
so
anyhow,
so
John
will
be
presenting
at
the
board
budget
work
session
on
March,
14th,
okay,
I
think
those
are
I,
think
those
are
streams.
So
if
you
want
to
give
him
virtual
support,
I'll.
H
D
Kind
of
reiterate
the
letter
that
we
had
already
sent
right,
the
only
thing
that
I
think
has
really
changed
is
the
thing.
That's
new
is
the
Strategic
plan
that
was
issued
by
DTS.
So
I
was
thinking
that
we
could
discuss
our
comments
on
that
a
little
bit
this
evening,
so
I
can
provide
the
commission
sense
regarding
that
and
anything
else
that
folks
see
that
they
think
is
relevant
once
the
counties,
the
managers
budget.
A
As
well-
and
you
know,
our
staff
is
on
and
context
and
I
think
that
was
pretty
much
anyhow,
no
feedback,
so
all
right
anyway,
we're
gonna
add
to
our
agenda
and
we're
very
happy
to
welcome
again
the
I
guess.
Are
you
the
officially
the
CIO
of
Arlington
Public
Schools?
What's
your
title?
Okay,
so
I
I
know
it
was,
might
be
a
slightly
different
title,
but
basically
the
same
thing
as
musili
and
I
hope.
I
got
that
close
perfectly
fine.
Okay,
all
right!
A
Well,
I
rewinded,
to
welcome
you
back,
and
we
are
thankful
that
you've
come
to
join
us,
but
we
wanted
to
sort
of
hear
how
the
we
know
that
big
efforts
were
made
to
you
know
close
the
digital
divide
during
the
pandemic
exponents
get
an
update,
see
how
things
are
going
and
I
think.
H
A
H
E
Actually,
give
you
a
quick
update
from
obviously
digital
Equity
has
been
an
issue
and
we've
been
focused
on
that
we've.
B
E
Working
very
hard
on
that
as
well
and
I'm.
Glad
to
tell
you
two
days,
hundred
percent
of
the
requests
from
students
asking
for
any
connectivity,
resources
or
Solutions
have
been
provided.
I
think
you've
actually
done
that
using
a
combination
of
things
we've
actually
sponsored
Comcast,
obviously
and
Comcast
has
been
upping
their
capacities
as
well,
so
on
our
request
to
support
our
students,
so
they
have
been
very
collaborative
so
through.
H
E
Been
working
as
well,
one
thing
we
learned
in
the
process
is
in
spite
of
having
Comcast
Internet
Essentials.
There
are
some
large
families
which
actually
put.
A
E
Of
logistical
details
that
go
into
it
as
to
why
there's
more
to
children
in
the
building
or
in
the
same
kind
of
condo
or
whatever
the
dwelling
unit
has
so
we
ended
up
having
to
support
them
on
top
of
Comcast,
with
additional
my
advice,
we've
been
using
Khajiit,
which
is
actually
a
K-12
friendly,
MiFi
solution
because
it
actually
has
filtering
on
it.
It.
E
Uses
reporting
and
everything
on
that
one
as
well
so
and
since
then
we
also
engaged
with
the
counties
So.
The.
H
E
Worked
on
campaigning,
the
messaging
that
you
guys
are
actually
going
to
be
doing
with
families.
The
surveys
that
went
out
to
families
I
think
we've
actually
kind
of
reviewed
that
together
to
see
that
you
know
it
was
actually
making
sense
to
our
APS
stood
families
with
children
in
it,
and
we've
also
tried
to
come
in
kind
of
kind
of.
E
For
that,
from
our
side
as
well
so
I
think
we
kind
of
did
a
collaborative
exercise
with
that
one.
So
that's
going
great
so
far,
I
actually
have
to
say
no
questions.
We
even
did
a
very
Innovative
pilot
last
year,
two
years
ago,
with
respect
to
using
some
of
the
the
pan
with
them
is
not
being
used
and.
A
And
has
there
been
any
publicizing
of
the
ACP,
the
American
connectivity
program.
H
E
That
with
the
project
manager
on
that
one,
so
let's
create.
A
A
A
E
H
E
Think
we've
been
very
fortunate
to
be
able
to
accommodate
students,
so
I
think
that's
that's
good
news
on
that
part.
So
we
thank
the
county
for
that.
E
That's
one
obviously
superintendent,
but
it
is
going
to
come
out
next
week.
E
I'll
share
more
information,
so
that's
also
another
one.
So
what
we
did
I
think
more
or
less
is
in
terms
of
situations
where
there
could
be
emergencies.
There
could
be
bad
weather,
there
could
be
whatever
it
is,
and
if
you
were
to
switch
to
a
situation
where
we
would
actually
have
to
do
digital
for
a
day
or
two
depending
upon
the
emergency
situations,
ABS
is
poised
to
do
that.
We
are
ready
to
shift
that
schools
have
an
opportunity
to
test
that
solution
at
different
points
of
time.
To
ensure
know,
everybody
knows
what
we.
E
Maybe
one
sound
bit
I
think
we're
also
looking
at
a
Content
filter
that
we're
actually
changing
to
ensure
that
this
is
more
friendly
for
parents
and
community
and
trying
to
actually
pilot
a
few
things.
We
already
have
a
pilot
underwear
for
that
one.
Those
are
often
importance
for
this
community
as
this
group.
Actually,
there
are
any
other
specific
questions
we'd
like
to
actually
answer
questions.
E
It's
Nelly,
I
I,
think
what
I
was
talking
about
was
not
the
emergency
notification
system.
I
will
actually
let
IRS
this
REM
director
for
safety
security,
Zach
Hope
come
and
actually
talk
about
that.
If
that's
of
interest-
because
we
do
are
looking.
H
E
Certain
products
that
would
send
alerts
to
all
the
student
devices
in
the
case
that
we
are
actually
trying
to
send
the
central
emergency
notification
to
to
students,
that's
underway.
E
Want
to
put
too
many
words
to
it,
but
I
will
let
Mr
Mr
zakbo
who's
a
director
for
Safety
and
Security
to
provide
you
those
details,
we're
working
on
that
solution
for
that
one,
so
that's
more
or
less
on
the
safety
security
part.
What
I
was
mentioning
was
more
of
a
Content
filter
when
students
take
the
aps
devices
home
I
think
we
wanted
to
make
sure
that
if
there
is
a
parent
or
their
family,
that
would
like
to
kind
of
introduce
their
filtering
rules
of
their
routers.
H
G
E
Right
because,
like
you
know,
you
want
to
turn
them
off
at
nine
o'clock
or
something
like
that,
but
there's
certain
things
that
we
want
to
accommodate
parents
requests
so
that
content
filter
we
are
piloting
will
actually
allow
parents
to
be
able
to
do
that.
Like
you
know,
there
are
certain
things
that
you
would
want
to
block
in
your
homes
and
you
wanted
to
actually
do
that
because
in
schools,
obviously,
when
the
devices
are
being
used,
there's
an
adult,
that's
monitoring,
there's
a
teacher
in
the
classroom.
E
There's
a
teaching
assistant
in
the
classroom
there's
somebody
else,
who's,
always
monitoring
that,
but
in
the
homes
in
the
kind
of
okay
in
the
bedrooms,
like
you
know,
it's
important
to
actually
look
up
for
those
kind
of
situations.
So
this
is
a
new
filter
that
allows
people
to
do
that.
It
allows
parents
to.
E
E
Trying
to
access
are
K-12
friendly
resources,
so
obviously
that
is
the
focus.
We're
going
to
be
rolling
that
up
by
April
and
the
second
phase
of
what
I'm
talking
about
the
additional
functionality
for
parents
to
be
able
to
do
more
and
more
reporting
and
those
kind
of
things
we
will
actually
have
more
training
come
out
before
the
start
of
the
new
school
year
did
I
answer
your
question.
Matt!
Yes,.
E
If
that's
of
Interest,
what
we
could
do
is
try
to.
Maybe
we'll
do
a
combination
of
things
we'll.
Let
Zach
give
you
a
written
update
that
you
could
actually
share
with
the
members
that
actually
talks
about
what
that
looks
like,
because
it's
going
to
be
a
public
information
yeah,
and
if
you
have
more
questions,
then
we
can
definitely
follow.
Okay,
yeah
thank.
D
E
Very
happy
to
raise
that
question
and
I'm
also
happy
to
give
you
a
perfect
answer.
I'm
very
glad
that
both
the
County
Board
and
the
school
board
are
very
committed
to
supporting
connectivity
for
students
and
particularly
families.
Abs
school
board
has
taken
that
a
very
serious
cause.
They
really
see
that
it
is
a
very
important
resource
level,
the
playing
field
for
all
children
that
have
and
not
have
access
to
good
Quality
Connections,
so
they
did
actually
put
it
in
the
Baseline.
A
E
E
And
you
can
look
it
up
online,
it's
actually
a
K-12
friendly
solution
that
actually
has
filtering
on
it,
because.
H
A
A
E
They
actually
I
think
they
do
connect
with
different
service
providers.
I
think
they
do
connect
with
Verizon
I
think
it's
one
of
those
that
seems
to
be
their
back
end
actually.
E
That,
yes,.
E
H
H
E
Met
with
you
know
in
the
whole
team
on
our
side
would
be.
We
had
a
meeting
on
our
there.
I
Are
offices
and
they'll
be
coming
over
through
our
spaces
and
doing
children?
Oh
good,
so
really
just
trying
to
get
that
partnership
for
established
all.
E
D
Right,
yes,
sir
one
more,
this
might
be
outside
your
area,
but
regarding
Safety
and
Security,
is
there
been
destruction
or
curriculum
developed
for
kids
in
terms
of
Safety
and
Security
online
and
social
media
and
absolutely.
E
I
can
I
can
touch
on
that
one.
We
have
something
called
digital
citizenship
curriculum
that
is
actually
covered
every
year
in
the
beginning
of
the
year.
We
actually
have
our
technology
coordinators
in
the
building.
They
collaborate
with
different
subject
teachers
and
make
sure
it
is
embedded
and
it
is
also
covered.
We
also
ensure
that
it
is
covered
to
a
hundred
percent
of
children
that
actually
have
access
to.
E
Not
only
is
this
digital
citizenship
curriculum
covered,
we
also
cover
certain
other
topics,
like
you
know,
acceptable
use
policy,
because
you
know,
in
spite
of
all
things
in
place,
there
are
certain
things
that
expectations
on
top
of
candidate
required
and
standard
citizenship
responsibilities.
That
APS
also
has
additional
things
that
we've
kind
of
remind
people
about.
So
all
of
that
is
definitely
covered,
and
we
want
to
thank
the
technology
coordinators
in
the
building
that
actually
do
that
coverage.
A
Another
follow-up
to
I
guess
an
old
issue:
I
just
want
to
make
sure
it's
still
not
I
know
that
back
when
some
a
lot
of
the
new
schools
were
being
built.
There
were
concerns
that
the
Environmental
nature
of
the
schools
was
making
it
difficult
for
some
signal.
Wireless
signal,
Public
Safety
signals
to
get
in
I,
take
it.
That's
all
been
tested
now
and
there's
no
longer
an
issue
absolutely.
E
Because
of
the
nature
of
the
glass
we
were
using
the
thickness
of
the
glass
and
also
some
of
the
old
construction.
There
were
definitely
some
dark
spots
for
First
Responders
to
be
able
to
have
their
radios
work
properly
back
and
forth.
That
was
definitely
interesting
antennas
in
in
every
building
that.
I
H
E
Say
what
I
particularly
thank
our
new
safety
security
director,
Mr
Zach
Pope,
for
that
I
think
he's
very,
very
aggressively
monitoring
that
one
and
is
on
top
of
that
one.
He
works
very
closely
with
the.
A
A
A
You
all
right
all
right,
one
other
member
of
the
public
to
introduce
Jen
Smith
I
mentioned
that
we
did
have
an
applicant
for
the
tech
commission.
Here
is
our
app
so
welcome
Jim.
Do
you
know
if
you
want
to
introduce
yourself
beyond.
C
G
C
New
Frank,
as
a
colleague
for
many
years,
I
was
with
two
law
firms:
Pearson
Ballin
down,
which
later
became
Reed
Smith,
where
I
was
a
partner
and
the
Davis
writer's
name
was
also
president
of
the
industry
Association
of
telecom
companies,
which
then
was
called
comtel
and
now
it's
called
encompass
VP
law
and
public
policy
of
excel
Communications,
which
was
a
service
provider,
and
that
was
the
main
like
late
90s,
early
2000s,
I'm,
a
lifelong
adult,
lifelong
Arlington.
You
have
to
go
to
Georgetown.
A
A
A
A
A
You
know
have
the
full
discussion,
then
I
figured
take
this
opportunity
to
see
if
there
are
questions
that
he
had
now.
I
think
you'll
take
questions
then
too,
but
or
you'd
prefer
to
have
them
in
advance.
So
if.
A
But
you
come
up
between
now
and
March
22nd,
you
can
you
email
them
to
Nora
and
Richard
me
and
John,
please
and
hopefully
catch
them
all
yeah.
D
Yeah
so
I
think
we're
all
kind
of
of
the
opinion
that
the
county
needs
a
strategic
government-wide
strategic
plan
and
that
there
are
various
different
elements
that
that
plan
should
address.
One
of
those
is
around
I
think
what
I'm
going
to
steal.
H
D
Jack
Belcher
Innovation
agenda
for
Arlington,
it's
how
he
phrased
it.
What
should
that
be?
And
so
we
contacted
the
chair
and
vice
chair
of
the
economic
development
commission,
had
some
conversations
about
them
with
them
about
some
areas
of
of
potential
areas
of
mutual
collaboration.
They
were
receptive
to
the
idea.
I
need
to
check
in
with
their
executive
committee,
to
discuss
what
that
might
look
like
from
their
side.
D
Rather
than
sitting
on
our
hands
and
and
and
just
saying
that
over
and
over
again,
we
should
go
about
the
business
of
trying
to
break
off
small
pieces
of
it
that
we
think
are
manageable
for
us:
feasible,
achievable,
high
priority
and
start
producing
some
content
that
we
think
would
feed
into
such
a
strategic
plan
and
help
kind
of
flesh
out
the
vision
of
what
that.
D
But
we
wanted
to
kind
of
have
a
conversation
amongst
ourselves
tonight
about
what
we
think
might
be
areas
that
we
would
want
to
collaborate
on.
If
anyone
had
any
ideas,
suggestions
the
ways
of
thinking
about
the
priorities
that
we
could
take
into
and
then
ultimately,
the
action
I
think
that
we'll
propose
later
is
to
form
a
subcommittee
to
collaborate
specifically
with
economic
development,
on
on
whatever
areas
of
cons
of.
B
D
Interests
that
we
that
we
share
with
them,
that
makes
sense
so
I'll
just
go
around
and
and
throw
it
out
there.
Anyone
have
any
thoughts.
I
have
thoughts.
You
might
not
be
shocked
to
learn,
but
I
want
to
withhold
them
until
other
people
had
a
chance
to
to
talk
a
bit.
H
D
Well,
we
have
to
remember
our
scope.
Our
scope
is
advising
the
County
Board
on
policy.
So
the
question
is:
what
policy
actions
can
the
board
take
to
produce
benefit
change
Improvement
in
this
particular
area?
So
to
me,
I
think.
The
time
frame
of
policy
action
is
probably
over
the
next
five
to
ten
years,
but
we
need
to
be
able
to
say
what
a
concrete
policy
action
might
be
within
the
next
year
that
they
borrowed
that
we
could
formulate
and
the
board
could
take
within
the
next.
G
D
G
H
D
D
They
are
the
voice
of
business
in
Arlington
County
on
County
policy,
and
so
they
have
issued
a
strategic
plan.
You
can
go,
take
a
look
at
us
on
their
commission
site.
It
basically
covers
off
all
all
aspects
of
how
to
create
the
type
of
economy
and
business
environment
that
we
want
here
in
the
county.
Essentially.
A
G
D
D
A
D
F
Ahead,
I'm
sorry
I
spoke
out
of
turn,
but
my
hand
had
been
raised
and
I
don't
think
you
were
watching
the
screen,
so
I
have
a
what
would
probably
be
in
the
in
the
category
of
crazy
idea,
but
maybe
not
it's.
It's
definitely
take
would
be
thought
of
as
tangential,
but
right
now
one
of
the
big
topics
in
Arlington
is
Civic
engagement
and
one
of
the
other
big
topics
is
density
and
zoning
and
development,
and
one
of
the
things
that
both
the
developers
and
Commercial
businesses
alike
say
is.
F
That
is
that
our
planning
process
for
getting
a
building
and
occupying
it
here
in
Arlington
is
is
kind
of
Byzantine
and
what
I'm
thinking
of
is
a
major
push
that
would
be
focused
on
streamlining
our
process
and
building
in
with
our
incredible
capacity
that
we
have
here
that
we
should
highlight
the
ability
to
not
not
decrease
in
order
to
expedite
but
expand
our
methods
of
communication
with
the
community
as
part
of
that,
so
it
would
be.
How
can
we
make
this
by
a
really
rich
Communication
System?
F
How
can
we
help
make
it
simpler,
I'll,
expedite
the
process
and
help
it
be
in
addition
to
our
proud
history
of
of
of
Engagement
in
Arlington
and
and
I?
Think
there's
a
a
Nexus
there,
where
one
of
the
things
we've
learned
from
coven
the
pandemic
is
that
when
pressed,
we
have
set
up
all
kinds
of
different
systems.
Now
many
of
these
are
still
they
were
set
up
in
an
emergency,
so
some
of
them
are
ad
hoc
and
we
don't
have
the
infrastructure
to
support
them
at
a
at
a
Quantum
Leap
level.
F
But
if
we
were
to
think
about
that
and
make
this
a
model
of
how
business
can
interact
with
the
community
on
business,
changes
and
development
and
and
by
the
community,
I
also
mean
the
board
I
mean
to
make
it
so
that
it
is
actually
more
business-like
in
the
way
business
is
transacted
these
days.
F
So
it's
a
thought
and-
and
it
would
be
obviously
it
would
require
significant
development
of
our
interest,
our
our
technology
infrastructure,
to
be
able
to
sustain
this,
and
you
know
even
things
like
making
our
website
a
different
type
of
interactive
than
it
is
now.
For
you
know
getting
information,
and
so
on
and
things
like
our
our
open
data
portal.
F
You
know
thinking
of
that
in
a
different
way,
so
that
it's
considered
part
of
our
our
work
system,
part
of
how
we
do
our
work
is
by
having
data
and
analytics
available
anyway.
So
it's
it's
a
constellation
of
things
with
the
focus
on
communication,
but
communication
for
integrating
business
and
Business
Systems
into
the
way
we
do
things.
D
F
The
charter
for
the
manager,
I,
would
say
than
and
the
board
so
more
policy
than
it
is
how
their
individual
commissions
work,
because
it
is
reimagining
how
we
do
it
and
then,
yes,
you
would
have
to
work
with
the
Planning,
Commission
and
other
commissions.
You'd
have
to
work
with
the
board
and
how
they
do
business.
F
It
would
be
a
way
of
reimagining
how
we
do
that
and
yes,
there
would
have
to
be
changes
in
the
how
we
do
it,
but
it
would
require
working
with
the
through
environment
through
the
economic
development
committee
and
business
connections,
on
what
would
that
look
like
from
a
business
perspective
and
from
a
technology
perspective.
So
how
asking
that
question
of?
How
can
we
we
have
a?
We
have
a
problem.
F
F
G
F
D
F
G
F
A
vision
there
that
most
people,
unless
they're
using
it
in
their
business,
don't
see
and
can't
imagine,
and
so
imagining
that
and
then
saying
well
all
right.
Here's
some
ways
here
are
some
things
we
could
fix.
Yes,
then
you
need
to
get
tactical
and
the
commissions
need
to
be
directly
involved,
but
there's
some
visioning.
That
needs
to
happen
first
about
what's
possible.
D
F
D
D
I
also
think
there's
been
work
done
on
that,
so
we'd
probably
have
to
get
smart
on
the
status
of
it.
I
know
that
Reese
that
several
years
back
there
was
a
trans
transition
to
an
electronic
like
building,
permit
application
system.
Yeah.
F
D
D
F
Think
it
absolutely
is
so,
is
you
know
a
digital
plan.
A
Another
initiative
that
Bill
Dunn
discusses
the
chair
of
aedc.
He
says
as
far
as
Equity
issues
but
they're
looking
at
encouraging
or
fostering
apprenticeship
programs,
employment,
which
I
think
is
I'm,
not
sure,
there's
that
I
suppose
there
could
be
a
technology
issue.
G
D
H
D
Of
the
things
that
we
have,
that
would
be
very
valuable
to
Industry
is
our
public
space
and,
to
the
extent
that
we
can
attract
companies
that
are
building
Internet
of
Things
type
solutions
for
public
space
and
Civic
Tech
type
problems,
one
of
their
main
problems
and
challenges.
D
I
think
is
being
able
to
do
product
development
and
testing
in
the
real
world
and
if
we
could
potentially
solicit
for
the
solutions
that
we
think
are
a
priority
are
the
problems
that
we
think
solutions
for
the
problems
that
we
think
are
a
priority
and
attract
companies
that
that
will,
with
the
promise
of
a
streamlined
pilot
type
approval
process.
D
That
might
be
something
that
generates
some
some
interest
and
provides
another
tool
in
Arlington
economic
development's
toolkit
to
attract
businesses
to
come
work
here
again,
one
of
those
things
that's
not
going
to
be
an
overnight
solution,
Mike,
but
could
create
a
reputation
over
years
and
decade
years
and
Decades
of
Arlington
being
a
great
place
to
come
and
solve
Civic
problems
with
technology
as
a
good
partner,
that's
kind
of
where
I
landed
after
the
conversation.
I,
don't
know,
Frank,
I
think
so,
and
I.
D
Which
is
always
a
nice
feature,
so
that's
kind
of
I
was
I
was
putting
together
the
Nexus
of
the
pilot,
the
policy
around
the
recommendations
we.
H
D
B
D
Have
what
resources
do
we
have
other
than
budget
and
attracting
companies
that
are
are
trying
to
do
what
what
Comcast
Central
County
are
doing,
which
is
test
their
Solutions
in
a
real
world
environment
so
that
they
can
improve
them
to
the
point
where
they
are
valuable
enough
to?
D
And
if
we
can
apply
that
type
of
innovation
and
that
type
of
outside
expertise
to
our
priorities?
I
think
the
public
might
have
a
different
trade-off.
D
I
D
H
D
D
Yes,
all
of
those
all
those
principles
about
what
matters
to
us
in
a
solution,
I
think
will
also
help
attract
the
right.
Partners
businesses
that
are
are
maybe
exploring
different
business
models
and
and
we'll.
A
Technical
Solutions
we
had
had
the
presentation
a
while
back
on
the
wireless
test
bed
down
in
Stafford
County
and
again
that
whether
we
can
somehow
about
that,
but
it's
like
a
like
a
smart
City
type
thing
right,
right
off
of
Garrisonville
yeah,
whether
we
can
somehow
and
also
then
I-
think,
we've
also
discussed
in
the
past
working
with
the
educational
institutions.
That
are
you
know
in
the
area.
You
know:
yeah
Virginia,
Tech,
Maryland,.
A
H
A
G
And
that
that,
in
terms
of
pilot
criteria-
and
is
that
really
is
that
that's
like
a
summation
that
CBR
study
was
a
summation
of
this
of
the
study
that
was
done?
It
actually
wasn't
a
study
out
I
gave
four
bullets
and
said
this
is
why
we
decided
not
to
use
it
but
I'm
sure
there's
a
more
evolved
study
behind
array.
F
G
F
Guys
I
know
I
I
freaked
you
out
with
my
big
my
big
idea,
but
Communications
is
one
of
the
things
that
you
might
apply
to
this.
So
how,
as
an
example,
is
doing
partnership
on
how
you
could
use
something
like
this
to
improve
our
our
consultation
process
on
development?
That
that's
an
example
of
something
I
would
think
universities
I
mean
Communications
is
certainly
a
very
large
issue
and
one
that
there
are
a
lot
of
companies
trying
to
be
trying
to
provide
solutions
for,
and
we
do
have
a
problem
there.
D
H
D
A
couple
of
them:
okay,
I,
know
why
I
just
yeah-
it
just
happened,
so
we
encounter
those
things
yeah.
So
are
there
any
other
thoughts
about.
D
Next
steps
so
I
think
next
steps,
as
I
kind
of
laid
out
originally
at
the
beginning,
would
be
to
pass
a
motion
to
form
a
subcommittee
to
collaborate
with
economic
development
on
Mutual
areas
of
interest,
and
we
would
need
two
people.
I
would
like
to
put
my
name
for
it,
as
as
the.
A
D
Put
a
motion
to
form
a
subcommittee
for
the
purposes
of
collaboration
with
development
on
Mutual
areas
of
of
interest,
to
set
the
foundation
for
an.
D
Agenda
for
Arlington,
with
myself
as
the
subcommittee
chair
and
Laura
as
the
other
subcommittee
member
second.
D
H
D
All
right,
so
we
will
communicate
that
back
to
the
economic
development
chair
and
vice
chair
and
see
if
they
are
also
amenable
based,
after
their
consultation
with
their
committees
and
we'll
get
started.
All.
F
We
couldn't
hear
it
here,
yeah,
very
good.
Thank
you.
A
It
brings
us
to
number
six
legislative
up
report
me
again,
let's
see
actually
on
February
11th,
there
was
a
9-1-1
outage
in
Arlington
and
Alexandria.
Preventing
voice
calls
to
the
emergency
in
line
for
about
I.
Guess
one
and
a
half
hours
in
Arlington
texting
to
9-1-1
was
still
functional
and
there
were
some
alerts
sending
out
the
non-emergency
line.
Number
I
could
not
find
anything
any
follow-up.
What
the
cause
was,
what
the
issues.
I
F
Yes,
if
there's
anyone
here,
who
had
a
part
in
getting
that
fixed
yeah
I
want
to
commend
them,
because
it
was
a
very
rapid
turnaround.
I
got
the
message
and
was
had
had
already
composed
a
note
to
go
to
all
the
Civic
associations,
forwarding
the
information
and
as
I
was
about
to
hit,
send
I
got
the
message
saying
it
was
fixed,
so
it
was,
it
was
pretty
rapid
and
we
are
now
publicizing
that
we
did
it.
We
did
include
it
in
our
newsletter.
This
is
the
Civic
Federation
for
future
reference.
F
You
need
to
know
that
you
can
text
9-1-1
and
that
you
can
use
this
non-emergency
number,
because
that
is
a
something
and
you
may
want
to
communicate
this
with
you.
The
preparedness
work
group
that
this
is
a
very
important
thing
for
people
to
know
when
they're
preparing
is
if,
for
some
reason,
it's
down.
You
have
these
two
alternatives.
A
Yep
I
think
that's
good
all
right.
Thank
you.
Jackie
recent
report,
a
majority
of
Americans
report
that
they
no
longer
have
a
monthly,
cable
or
satellite
TV
subscription.
A
They
provide
to
communities
such
as
support
for
Public,
Access,
educational
government
channels
of
the
peg
channels
toward
the
cap
on
franchise
fees,
which
would
affect
Peg
Channel
funding
so
that
legislation
has
been
adopted
but
introduced,
but
I
would
not
expect
it
to
move
at
T
has
joined
with
Asset
Management
from
BlackRock,
which
is
huge,
huge
in
a
joint
venture
called
gigapower,
whereas
a
giga
or
Giga
I
think
it's
good,
which
will
build
Open
Access
fiber
Broadband
networks
capable
of
Hosting
multiple
isps
and
service
providers.
A
Gigapower
will
initially
Target
1.5
million
customer
locations
across
the
US
and
at
T
will
be
an
anchor
tenant
on
that
Network.
The
Virginia
office
of
Broadband
disputes
the
FCC
Broadband
Matt.
Finding
that
Virginia
has
achieved
100
Broadband
coverage.
Virginia
is
preparing
a
challenge
to
at
least
2
million
addresses
it
says,
remain
underserved
identifying
underserved
areas
which
are
primarily.
H
A
Ting
a
newly
authorized
internet
provider
in
Alexandria
is
building
a
city-wide
fiber
to
home
network
that
will
expand
high-speed
internet
service
options
for
residents.
Construction
is
underway
and
is
expected
to
connect
more
than
90
000
addresses
across
Alexandria
I.
Think
the
time
is
they're
looking
complete
by
next
year,
I
believe
and
I.
Think
I
may
have
reported
at
a
previous
meeting,
but
you
know
rid
been
going
along
for
a
long
time
that
Comcast
was
the
only
yeah
Broadband
provider
in
Alexandria
that
group
Verizon
was
just
providing
DSL.
Then.

Smart

save

gallons

in
the
U.S

and
annually
fiber

100
times
more
energy
efficient
than
copper-based

know
that
and
by
2025
smart
Transportation

will
cut
CO2
emissions
equal
to
removing
19
million
cars
from
the

the

For
you,
that's
my
report
for
this
one.
A

retention?
That's
really
top
of
mind
for
all
the
different
cios
out
there.
The
second
is
cloud
and
data
Texas
technical,
Mutual,
Aid
weapon
is
emerging,
Technologies
fifth

I
I
C
I
A
All

and
Richard
I
tell
you
no
further
progress
on
the
Broadband
feasibility
report.
That's
still.
H
A
D
I
said
Nord

I
would
send
you
an
email
because
I
was
sitting
up
here.
Looking
at
the
digital.
A
Any
other,

have
one
of.
I
A
Any
other
business
I
will
entertain
a
motion
to
adjourn,
don't
move
second,
second,
all
in
favor
any
news

right.
We
are
