The 20th Annual James B. Hunter Human Rights Awards were held in Arlington County VA on Dec. 13 2018. The awards are sponsored by the Arlington County Human Rights Commission. The James B. Hunter Award goes to individuals, community groups, non-profit organizations and business establishments that promote cultural diversity and equal rights for all residents.
The award is named for former Arlington County Board member James B. Hunter, who dedicated many years to helping underserved groups access government services designed to protect their rights.

thank
you
for
being
here
tonight.
At
the
20th
James

hunter
award
ceremony,
the
James
B
hunter
award
was
first
given
in
1999
and
his
name
for
former
County
Board
member
James
B
hunter,
who
dedicated
many
years
to
helping
underserved
groups
access
government
services
designed
to
protect
their
rights.

The
James
B
hunter
award
goes
to
individuals,
community
groups,
nonprofit
organizations
and
business
establishments
that
promote
cultural
diversity
and
equal
rights
for
all
residents.
In
this
spirit,
the
theme
of
tonight's
event
is
rise
up
equity
for
all
the
members
of
the
Arlington
Human
Rights
Commission
are
listed
on
the
program.
However,
I'd
like
to
recognize
my
fellow
commissioners
and
request
that
all
members
of
the
Commission
stand
at
this
particular
time.
Let's

them
a
round
of

I
also
want
to
just
take
this
opportunity
to
ad-lib
a
second,
how
rollin
introduced
the
members
of
the
Human
Rights
Commission
here
in
the
county
and
the
Human
Rights
Commission,
of
course,
is
just
one
of
about
50
different
advisory
boards
and
commissions
that
we
have,
ranging
from
you
know
the
kind
of
the
the
big
prestigious
Commission's
like
the
Planning
Commission,
the
Transportation,
Commission
and
so
forth.

And
then
we
have
still
very
meaningful
and
important
Commission's
like
urban
forestry
like
Human
Rights,
and
then
we
have
some
rather
obscure
Commission's,
which
still
do
a
lot
of
important
work
like
the
fire
trial
board
and
the
towing,
Commission
and-
and
so
I
say
this
to
everybody
in
this
room.
Who
has
not
thought
about
kicking
up
their
civic
engagement,
a
knotch
and
getting
involved
and
taking
your
activism
to
a
new
level,
and
you
may
all
be
involved
in
nonprofits
or
political
opportunities
and
and
other
types
of
active
is
activism
in
the
county.

But
that's
not
quite
the
same
as
being
at
the
community
table
here
in
our
County
when
we're
looking
at
different
issues
that
the
county
board
or
the
county
manager's
office
deals
with
on
a
day
to
day
basis,
so
I
would
encourage
you
to
go
on
our
website.
Look
at
all
the
Commission's
that
are
available
to
you
fill
in
an
application.
Give
us
your
first
or
second
choice
and
it's
a
very
free
and
open
process
and
really
think
about
it.

At
and
of
course,
one
of
the
honorees
tonight,
my
former
colleague

facade,
I,
don't
know
if
there's
any
other
former
county
board
members
here
or
not.
Okay.
So
thanks
to
the
Human
Rights
Commission
for
the
work
you
do
to
receive,
investigate
and
reconcile
complaints
from
those
who
believe
that
they
have
been
victims
of
unlawful
discrimination.
But
that's
not
the
only
thing
that
the
Human
Rights
Commission
does.

These
include
community
outreach
events
that
you
have
organized
on
issues
pertaining
to
all
manner
of
human
rights.
Events
have
addressed
LGBTQ
rights,
hate
crimes
in
Arlington,
employment,
barriers
to
minorities,
females
and
people
with
disabilities.
The
other
interesting
thing
about
the
Human
Rights
Commission,
which
I,
which
I
think
is
significant
just
about
more
than
any
other
of
our
Commission's,
we're
here
at
2100,
Clarendon,
Boulevard
tonight
and
most
of
our
advisory
boards
and
commissions
meet
here.
But
one
of
the
singular
accomplishments
that
endorse
with
the
Human
Rights
Commission
year
after
year.

Is
you
go
out
into
the
communities
and
you
have
these
sessions
and
these
forums
at
places
like
the
Walter
Reed
Community
Center,
Arlington,
Central
Library,
the
Langston
community
center
Arlington
mill.
You
penetrate
this
community,
and
that
is
absolutely
the
right
thing
to
do
so.
Give
yourselves
a
hand
for
that
as
well.

in
addition,
the
Human
Rights
Commission
equality
task
force
has
been
instrumental
in
helping
Arlington
County,
provide
the
best
possible
services
to
the
LGBTQ
community
by
aligning
its
services
and
its
programs
to
the
Human
Rights
campaign's
municipal
Equality
Index.
An
annual
survey
which
looks
at
how
inclusive
municipal
laws,
policies
and
services
are
to
this
community
and
I'm
pleased
to
say
that
once
again,
Arlington
is
leading
the
way
across
the
country
we
scored
a
92.

senior
citizens

remembers

days
when
James

hunter

county
board
as
the
board
liaison
to
the
Human
Rights
Commission.
It
has
been
a
pleasure
to
be
a
part
of
these
efforts.

work
of

Commission
is
incredibly
important
to
ensure
lling,
ensuring
that
our
lling
'tony
remains
and
builds
on
its
reputation
as
an
inclusive
and
welcoming
community
for
every
single
human
being
that
walks
the
face
of
this
county.

the
20th
anniversary
of
the
hunter
awards
and
the
themes.
The
theme
of
tonight's
meeting,
as
you
just
heard,
is
rise
up
equality
for
all
tonight's
keynote
speaker,

the

by
the

I'm
happy
to
say
that
I
guess
maybe
it
was
about
a
year
ago,
I'm
also
liaison
to
Arlington's
community
criminal
justice
board,
and
we
got
mr.

Now
I
am
pleased
to
introduce
tonight's
keynote
speaker.
Professor
Spencer
Crewe
is
a
Clarence
J
Robinson,
professor
of
American
african-american
and
public
history
at
George,
Mason
University.
He
has
worked
in
public
history
institutions
for
more
than
25
years.
He
served
as
president
of
the
National
Underground
Railroad
Freedom
Center
for
six
years
and
worked
at
the
National
Museum
of
American
history,
Smithsonian
Institution
for
25
years
nine
of
those
years
he
served
as
its
director
at
each
of
those
institutions.
He
sought
to
make
history
accessible
to
the
public
through
innovative
and
inclusive
exhibitions
and
public
programs.
A
His
most
important
exhibition
was
the
groundbreaking
field
to
factory
after
American
migration,
from
1915
to
1940,
which
had
generated
a
national
discussion
about
migration,
race
and
creating
historical
exhibitions.
He
also
curated
the
American
presidency,
a
glorious
burden,
which
is
one
of
the
Smithsonian's
most
popular
exhibitions.

The
National
Underground
Railroad
Freedom
Center
has
attracted
worldwide
attention
because
of
the
quality
of
his
presentations
and
his
focus
on
race,
interracial
cooperation
and
issues
of
contemporary
slavery.
Professor
Crewe
has
published
extensively
in
the
area
of
african-american
and
public
history.
Among
his
publications
are
filled
to
factory
african-american
migration
1915.
To
1940
published
in
1987
and
black
life
in
secondary
cities,
a
comparative
analysis
of
the
black
communities
of
Camden
and
Elizabeth
New
Jersey
between
1860
and
1920,
published
in
1993.
A
Professor
Crewe
is
an
active
member
of
the
academic
and
cultural
communities
serving
on
many
boards.
That
work
to
generate
enthusiasm
for
history
among
the
public
is
the
past
chair
of
the
National
Council
for
history,
education.
It's
trustee,
emeritus
of
the
board
of
the
National
Trust
for
Historic
Preservation,
and
he
served
on
the
nominating
board
of
the
Organization
of
American
Historians
and
the
board
of
the
American
Association
of
museums.

long
list
of
stuff
I
think
it
comes
with
forgetting
to
be
older,
so
I
think
I'm
gonna
try
something
a
little
bit
different
this
evening.
My
students
have
given
me
a
hard
time
about
having
notes-
and
they
said
I
should
be
more
electronic,
so
I'm
gonna
try
this
tonight
and
you're
gonna,
be
my
guinea
pigs.
So
if
it
goes
well,
you
can
report
back
to
them
that
I
did
all
right,
but
if
I
mess
up,
don't
tell
them
a
thing.

Please
I've
been
here
in
Fairfax
County
for
about
10
years
and
at
George
Mason
for
about
the
same
amount
of
time
and
one
of
the
things
that's
really
sort
of
grabbed.
My
attention
is
trying
to
learn
more
about
the
local
history
of
african-americans
in
Fairfax,
County
and
connected
areas,
and
so
the
opportunity
to
come
tonight
to
speak
to
you
gives
me
a
chance
to
sort
of
do
more
of
that.
Research.
C
I've
done
a
lot
of
research
on
Fairfax,
County
and
the
area
run
rest
and
where
I
lived,
but
if
not
had
a
chance
to
look
as
much
into
Arlington
County
and
to
understand
it
better
and
also
to
understand
the
relationship
between
Fairfax
County,
Arlington,
County,
Alexandria,
County,
Alexandria
City.
It
can
be
very
confusing
to
sort
it
all
out.
So
tonight,
I
wanted
to
really
focus
in
on
our
Arlington
County
understand
the
history,
or
least
the
activities
of
African
Americans
in
that
County
in
a
small
way.
C
Clearly,
I
can't
cover
everything,
but
I
want
to
bring
out
some
of
the
highlights
to
better
understand
the
challenges,
but
also
also
the
successes
that
African
Americans
have
had
now.
African
Americans
have
always
been
a
large
part
of
the
population
here
in
the
state
of
Virginia.
In
fact,
Virginia
had
the
largest
african-american
population
in
the
country
up
through
the
American
Revolution,
actually
up
through
the
Civil
War
in
the
1860
census.
They
had
about
half
a
million
African
Americans
living
within
this
county.
C
So
when
the
Virginia
House
of
Burgess
first
established
the
original
Fairfax
County
in
1917
42,
we
know
that
people
of
African
descent
were
very
much
a
part
of
that
population
when
it
got
established
by
1782
the
enslaved
population.
In
this
county,
Fairfax
County
was
41%
of
the
population,
a
large
percentage
of
those
living
here.
Most
of
those
individuals
either
arrived
by
ships
that
came
up
the
Rappahannock
or
the
Potomac
River,
or
were
descendants
of
those
original
individuals
who
came
to
live
in
this
area.
C
Most
of
them
wound
up
working
for
large
landowners,
people's
names,
who
you
know
very
well.
People
like
william
fitz,
hugh
george
washington,
george
mason,
the
namesake
for
the
university
of
our
work
and
robert
carter,
all
of
them
only
in
large
numbers
of
enslaved,
enslaved
people.
However,
most
enslaved
people
who
lived
in
this
county
into
that
time
period
really
didn't
live
on
a
large
plantation.
Most
farm
operations
were
pretty
small
operations
in
terms
of
the
number
of
enslaved
people
they
included
most
had
just
four
or
five
individuals
who
were
part
of
that
population.
C
Early
on
the
primary
crop
that
was
grown
here
was
tobacco,
and
that
became
the
cash
crop
that
sort
of
fueled
the
economy
of
virginia.
He
demanded
a
lot
of
intense
labor
by
individuals
and
it
was
a
long
season
of
hard
work,
but
at
this
very
same
time
it
was
a
very
exhausting
work
for
those
individuals
who
were
enslaved,
who
worked
on
those
on
those
plantations,
and
it
also
had
an
important
impact
upon
the
system
of
enslavement
in
the
state
of
virginia
in
the
colony
of
Virginia.
At
that
time,
slaves
found
themselves.
C
Slave
owners
found
out
the
fact
that
they
really
didn't
need
as
many
workers
as
time
went
forward.
What
happened
was
that
first
of
all,
tobacco
began
to
lose
its
impacts.
The
cash
crop
as
other
places
around
the
world
began
to
grow
it.
It
became
more
and
less
and
less
important
here
in
the
state
of
Virginia,
when
the
colony
of
Virginia.
C
C
So
in
the
state,
in
the
colony
of
Virginia
after
a
genesis
became
a
state,
the
need
for
enslaved
workers
in
the
state
began
to
dwindle,
and
this
court
created
somewhat
of
a
problem
because
the
issue
became.
What
do
you
do
with
the
excess
labor
that
you
have
working
the
plantations
and
land
here
in
Virginia?
C
And
what
began
to
happen
is
that
Virginia
shifted
its
focus
on
enslaved
individuals
and
had
to
figure
out
what
to
do
with
those
individuals
that
were
left
over
and
slowly
but
surely
what
Virginia
became
was
a
nursery
of
slavery,
as
some
people
call
it.
What
happened
was
that
with
the
invention
of
the
cotton
gin
and
the
growth
of
the
demand
for
cotton
in
northern
industries
in
England
and
other
places
that
new
lands
began
to
open
up
in
what
is
now
the
United
States
new
states
began
to
appear.
C
New
territories
began
to
appear
places
like
Georgia,
Louisiana,
North
and
South
Carolina
Mississippi
in
places
like
that
Texas
began
to
open
up
and
become
places
where
cultic
or
cotton
was
cultivated
along
the
way.
They
also
created
a
larger
demand
for
enslaved
laborers
to
work
that
land.
So
for
Virginia,
this
became
a
net
positive
because
it
meant
that
the
excess
workers
they
had
here.
They
could
now
send
further
south
and
allow
them
to
become
workers
in
that
area,
and
they
could
not
only
send
them
but
sell
them
and
make
a
profit
in
the
selling
these
individuals.
C
This
is
why
you
began
to
see
Virginia
as
a
nursery
as
they
say
of
slavery,
because
you
began
to
see
more
and
more
individuals
sold
and
sent
further
south
to
work
in
those
plantations
down
there.
In
fact,
the
sale
and
the
exportation
of
slaves
in
Virginia
became
a
big
business.
Two
of
the
largest
slave
selling
operations
in
the
United
States
were
located
right
here
in
Virginia,
one
was
called
price
Bert,
&,
Company
and
the
other
was
Franklin
an
iron
field,
both
here
in
the
state
of
Virginia
actually
nearby
in
Alex
you're,
a
city
you
can.
C

So
the
irony
is
interesting,
but
they
understand
that
and
what
they've
done
I
think
we've
been
very
wonderful.
Is
they've
created
an
exhibition
in
the
basement
that
speaks
about
slavery
and
speaks
about
its
role
in
the
state
of
Virginia,
so
they're
recognizing
the
history
of
the
building
and
also
why
what
they
do
is
so
important
in
the
country
in
the
nation
as
well.
C
It's
estimated
that
in
Virginia
during
this
time,
the
exportation
of
enslaved
people
that
about
a
thousand
people
per
year
in
slave
individuals
were
sold
and
sent
south.
So
you
can
see
the
population
beginning
to
dwindle
in
size
and,
in
fact,
by
the
eve
of
the
Civil
War,
the
enslaved
people
in
this
in
this
state
represented
only
26%
of
the
population.
C
That's
about
3,000
individuals,
so,
at
the
start
of
the
creation
of
Virginia,
the
african-american
population
was
about
forty
of
46
percent
by
1860
and
rude
window
to
27
percent
and
larger
part
of
this
is
the
fact
that
people
were
being
sent
further
south
to
work.
The
plantation
is
not
there,
but
also
they
weren't
just
enslaved
individuals.
This
also
was
a
pretty
healthy,
free
black
population.
In
this
in
the
state
as
well
by
1860,
there
were
about
1700
free
african-americans
living
in
the
state.

Out
of
a
total
population
of
thirteen
thirteen
thousand
individuals
in
the
county,
so
you
still
have
a
pretty
large
african-american
population
here
in
what
is
been
Fairfield
County
now
in
relationship
to
the
county,
you
most
care,
most
about
which
is
Arlington
County,
the
largest
landowner
here
during
this
time
period
was.
This
was
the
slave
holder
by
the
name
of
George
Washington,
Park
Custis,
who
was
the
adopted
grandson
of
George
Washington
and
the
grandson
of
Martha
Washington?
He
owned
an
estate
and
what
was
still
part
of
Fairfax
County
at
the
time
he
turneth
him
before.

Yes,
okay,
have
you
heard
of
Arlington
House?
That
was
his
originally
you
think
of
it.
Now
is
robert
e
lee's
house,
but
I'll
show
you
how
that
connection
happens.
Well,
he
owns
an
estate
that
was,
as
I
said
at
that
time,
still
part
of
fairfax
county
and
as
the
point
of
information,
something
that
I
learned
along.
The
way
who
was
trying
to
figure
out
was
the
connection
between
fairfax
county
Allington,
county
and
alexandria
county
in
terms
of
the
evolution
of
these.
These
places.
C
Do
you
all
know
that
already
so
I'm
telling
you
something
you
already
know
because
for
me
it
was
a
real
eye-opener.
So
let's
just
walk
through
this
slowly
and
I'll.
Try
not
to
confuse
you
or
confuse
myself
along
the
way.
Now,
originally,
what
is
Arlington,
County
or
Allen's
area
was
part
of
the
original
city
of
Washington
DC
that
it
was
given
to
that
city
as
part
of
the
original
surveying.
In
fact,
there
are
some
surveyed
stones
here
that
were
part
of
that
surveying
process.
C
Benjamin
Banneker,
who
lived
in
Maryland
and
was
part
of
that
group,
was
one
of
the
people
that
helped
lay
the
stones
here.
So
originally,
this
area
was
part
of
Washington
DC
and
the
hope
was
that
he
would
develop
economically.
It's
the
part
of
the
cap
nation's
capital.
Well
that
doesn't
work
out,
and
the
businessmen
here
decide
that
that's
not
doing
us
much
good,
let's
sort
of
get
Congress
to
give
this
land
back
to
Virginia,
and
they
do
do
that.
C
Finally,
in
1846
at
that
time
it
still
is
part
of
Fairfax
County
and
it
remains
a
part
of
Fairfax
County
for
about
20-some
odd
years.
Finally,
in
1870
it
separates
from
Fairfax
County
and
is
then
called
not
Arlington
County,
but
it's
called
Alexandria
County.
But
what
happens
that
people
found
that
confusing,
because
you
also
had
this
city
called
Alexandria
you've
heard
of
that
right?
Okay?
Well,
the
confusion
was
people
keep
confusing
the
two
together,
so
eventually
what
happened
in
1920?
Not
that
long
ago
a
new
name
was
given
to
the
county
of
Arlington
County.
C
So
this
is
how
you
wind
up
with
the
name
Arlington
County,
but
as
the
historian
trying
to
figure
out
how
these
things
work
together
is
really
very
confusing,
but
I
think
I
finally
got
a
handle
on
it
now.
Sort
of
share
that,
with,
as
we
go
forward
said,
Custis
was
the
largest,
probably
one
of
the
largest
landowners
in
fairfax
county,
our
Ellington
County.
C
Later
during
the
time
period,
he
had
under
his
control
over
200
enslaved
individuals
who
helped
build
his
home
work,
the
land
and
supply
the
wealth
that
kept
him
and
good
standing
and
included
a
wide
variety
of
individuals.
Some
whose
names
I
don't
know
originally
their
primary
crop.
As
we
talked
about
was
tobacco,
but,
as
was
the
case
with
other
landowners,
he
had
to
shift
over
time
because
it
wasn't
making
the
kind
of
profit
that
he
wanted.
C
That
would
have
been
enough
to
discourage
me
from
thinking
about
running
again,
but
this
did
not
deter
dick
because
later
on,
we
find
out
that
he
has
disappeared
from
the
rolls
of
George
Mason's
at
home,
and
we
believe
it's
because
he's
run
away
again.
This
time
successfully
running
away
also
had
a
challenge
in
the
land.
You
know
on
the
land
of
Custis
when
Custis
died,
ownership
of
the
property
went
from
him
to
his
daughter,
Mary
Custis,
who
was
married
to
and
who
became
famous
later
on
by
the
name
of
robert
e
lee.
C
And
to
do
this,
he
begins
to
hire
out
many
of
the
enslaved
people
through
different
parts
of
the
state,
to
try
to
generate
enough
money
to
pay
off
those
debts.
But
the
enslaved
people
didn't
appreciate
this.
They
had
heard
they
wouldn't
being
promised
their
freedom
and
they
wanted
to
happen
right
away.

He
eventually
does
recaptured
them
and
he
brings
them
back
to
the
to
the
plantation
itself
and
he
punishes
them
by
having
the
local
sheriff
come
and
whip
them
for
having
had
the
audacity
to
try
to
run
away
now,
not
only
the
enslaved
people,
and
not
only
enslaved
people
lived
at
Arlington
House
during
this
time
period.
They
were
also
free
individuals
who
lived
there
as
well.
What
we
want
to
understand
is
the
variety
of
stations
for
enslaved
individuals.
C
Free
african-americans
lived
on
that
plantation
and
probably
the
most
well-known
of
them
is
the
siphons
family.
Showell
syphax
was
a
free
man
who
married
Mary
Carter,
who
was
an
enslaved
woman
who
came
to
the
the
Custis
house
from
Mount
Vernon
when
she
married
Charles,
she
was
given
her
freedom
by
Custis,
and
then
they
lived
and
worked
at
our
engine
house,
a
state
where
they
had
five
children.
So
you
have
a
mixture
of
individuals
living
on
the
lands
of
Arlington
House
slaved
in
some
free,
and
they
have
descendants
that
still
lived
here
in
Arlington
County.

The
plantations
and
many
of
them
landed
in
this
area,
settling
down
near
the
Union
Army
near
Washington,
DC,
where
they
could
have
their
freedom.
Their
settlement
was
called
Friedman's
village,
again
a
place
I'm
sure
you've
heard
of
it
was
supposed
to
be
a
temporary
home
for
a
wide
variety
of
enslaved
individuals
who
have
gained
their
freedom
with
the
idea
that
you
would
get
education,
you
get
training
and
then
you
would
leave
and
go
on
to
places
where
you
couldn't
settle
in
there
to
start
a
new
life.

But
the
reality
is
that
this
is
not
how
it
worked.
Many
people
decide
to
stay
there
and
not
leave
for
a
long
period
of
time.
Many
one
up
spending
several
years
there,
rather
than
leaving
the
land
itself,
was
eventually
bought
by
the
federal
government
and
a
tax
sale,
because
the
Lee,
the
Lee
family,
lost
control
of
the
land
itself.
During
the
course
of
the
war,
some
of
it
subsequently
became
the
home
for
a
large
number
of
African
American
families
in
Friedman's
village
for
several
decades
going
forward.

It's
interesting
to
note
that
one
of
the
individuals
who
work
to
bury
many
of
the
dead
who
were
buried
in
Arlington
Cemetery
is
a
man
by
the
name
of
James
Park.
He
was
the
son
of
the
of
an
enslaved
couple
that
worked
at
Arlington
House
and
was
born
there
as
an
enslaved
person
themselves
and
he
helped,
as
I
say,
to
create
some
of
the
early
graves
that
were
dug
at
our
Arlington
Cemetery
when
he
dies
he's
also
buried
there
on
the
cemetery
grounds.

Finally,
in
1900
the
federal
government
is
able
to
push
the
people
who
are
living
in
Friedman's
village
off
the
land
and
forced
them
to
go
other
kinds
of
places.
What
happens
is
that
he
becomes
more
and
more
of
a
place
that
developers
want
to
get
holed
up
and
to
turn
into
something
different.
They
feel
it's
land
that
they
could
use
better
and
the
federal
government.
Finally,
after
years
of
trying
to
encourage
and
push
people
off,
the
land
of
freedom,
village
are
able
to
do
that,
and
the
village
is
closed.

Officially,
at
this
time,
about,
38%
of
of
residents
of
Arlington
were
African
Americans,
so
you
have
a
pretty
good-sized
population
here
in
1900
and
also
what
happens
is
that
there
emerges
in
County
several
African
American
communities,
some
of
which
are
result
of
people
moving
away
from
Friedman's
village
and
trying
to
find
new
places
to
live
among
the
most
notable
ones.
That
I
was
able
to
find
are
our
places
such
as
Green
Valley,
now
called
nook?
Is
that
right,
knock.
C
Like
knock
knock,
it's
not
spelled
that
way,
but
I'll
take
your
word
for
it:
you're
the
experts
all
right,
Johnson's,
Hill,
now
Arlington
View
and
Butler
homes
now
Penrose
in
the
areas
around
Columbia
Pike.
So
these
aren't
the
only
ones
with
some
of
the
larger
areas
of
for
african-americans
that
emerge
during
this
time
period.
Unfortunately,
during
most
of
the
part
of
the
nineteenth
century
and
well
into
the
first
half
of
the
20th
century,
Ireland
seemed
pretty
much
neglected.
C
These
african-american
communities
that
emerge
from
Friedman's
village
and
after
the
war
it
spent
a
minimum
amount
of
money
on
the
schools
that
were
provided
for
african-americans.
It
would
not
give
licenses
to
many
black
businesses
that
wanted
to
get
started
there.
It
refused
to
pave
the
streets
in
their
neighborhoods
and
would
not
provide
water
or
sewage
pipes
into
these
neighborhoods
at
all,
so
that
there
they
existed,
but
it's
in
some
ways.
They
were
the
orphans
of
the
county
because
they
were
not
getting
much
attention.

One
of
the
communities
I
think
which
best
exemplifies
the
problem
was
faced
by
these
communities
is
the
community
of
Ireland
view
of
Arlington
view.
It
first
was
established
in
the
1870s
on
what
is
now
Columbia
Pike
in
Ellington
Ridge
Road.
Do
you
all
know
that
I
live
in
Reston?
So
this
is
all
Greek
to
me?
Okay,
but
it
by
the
eighteen
hundreds.
There
were
several
houses
in
that
area.
C
C
In
this
area,
you
have
a
number
of
individuals
who
are
willing
to
buy
land
and
then
resell
it
to
African,
Americans
I,
think
part
of
it
has
to
do
with
the
number
of
union
officers
and
others
who
settle
in
the
area
in
Northern
Virginia
and
are
less
biased
about
sharing
these
lands.
But
the
Johnston's
do
this,
and
this
helps
to
create
the
start
of
what
is
then
Alexandria
Heights
one
of
the
earliest
and
largest
purchasers
of
land
from
them
was
a
man
by
the
name
of
Emmanuel
Jackson
who
lives
in
Washington
DC.
C
He
is
willing
to
biological
amounts
of
land.
Has
the
money
to
do
that
and
then
he
begins
to
resell
it
in
smaller
Lots
can
Americans
who
wanted
to
settle
there,
but
by
1900
there
were
nearly
400
African
American
families
living
in
this
area
of
Arlington
I.
Think
it's
Arlington
Heights
wanted
to
trade,
the
right
Island
view
they
had
a
Masonic
Lodge.
They
had
a
Music
Hall
and
they
had
a
schoolhouse
which
I
mentioned
before
it
was
very
much
a
self-contained
community
where
African
Americans
were
able
to
live,
largely
unbothered,
although
neglected
by
the
county.
C
Unfortunately,
world
war
ii
does
not
augur
well
for
that
community.
The
greatest
impact
upon
it
was
the
decision
to
create
this
new
huge
building
called
the
Pentagon
and
the
roadwork
created
to
access
it.
One
of
those
roads
was
the
shirley
highway,
which
was
one
of
the
new
rule,
ways
that
was
put
into
place
to
do
this
to
create
this
place.
What
the
government
does
is
to
use
its
tool
of
intimate
eminent
domain
and
condemns
the
land
on
which
these
individuals
lived.

They
gave
the
residents
30
days
to
pack
up
their
things
and
leave
and
they
paid
each
household
a
flat
rate
of
about
$2,000
for
their
property,
which
is
far
underneath
the
value
that
it
should
have
had.
It's
estimated
that
in
this
process,
225
families
are
exist,
evicted
and
70
acres
of
land
are
taken
away
from
them.
One
of
the
main
houses
of
worship.
There
also
was
forced
to
move
that
was
Mountain
Zion
Baptist
Church,
which
had
to
relocate
to
a
new
place.

The
process
as
it
was
displaced,
a
number
of
African
American
homeowners,
one
former
residents
who
have
talked
about
this
when
she
was
interviewed
many
late
years
later.
At
the
time
she
was
12
years
old,
but
she
remembers
very
clearly,
but
it
was
like,
and
she
says
you
were
such
a
sad
story,
because
so
many
people
had
nowhere
to
go.
No
idea
of
what
to
do
all
the
government
was
thinking
about
was
building
the
Pentagon
and
running
or
running
us
off,
and
it
worked
that
way
too.
It
was
sad,
a
sad
situation.
C
You
could
see
people
standing
outside
with
their
few
belongings
and
some
of
those
people
had
no
place
to
go
30
days
to
find
something
else,
someplace
else
to
live.
Imagine
yourself
if
they
showed
up
in
your
doorstep
and
said
you
had
30
days
to
clear
out
and
move
somewhere
else.
It
would
be
a
devastating
thing
to
have
to
go
through.
C
The
problem
also
is
at
this
time
the
housing
available
to
african-americans
in
Arlington
County
was
very
much
restricted.
State
laws
and
local
laws
created
segregated
communities
in
which
African
Americans
were
not
allowed
to
move
into
these
areas
so
that
their
struggle
to
find
a
new
place
to
live
was
very
much
challenging.
To
accomplish
some
were
able
to
move
into
other
African
American
communities,
but
there
were
not
enough
houses
or
enough
space
in
these
communities
to
accommodate
all
these
individuals
who
were
forced
off
the
land.

The
alternative
provided
by
the
government
was
to
create
government
housing
and
also
to
create
a
trailer
camp
and
temporary
housing
for
these
some
of
these
individuals.
Unfortunately,
the
living
conditions
were
not
very
good.
The
trailer
camp
was
crammed
together
on
25
acres
of
land.
Now
it
sounds
like
a
lot
to
remember.
They
took
75
acres
worth
of
land
to
begin
to
create
the
Pentagon
and
living
conditions
in
these
trailer
camps
were
very
difficult
and
not
very
good.
In
fact,
they
were
very
cramped
tight
living
quarters.
C
The
other
thing
that
federal
government
did
was
to
create
new
federal
housing
called
the
George
Washington
Carver
housing
project
in
the
homes
were
also
which
were
which
were
constructed
by
the
federal
government
as
the
Pentagon
project
moved
forward.
One
of
the
things
that
they
began
to
do
is
to
create
a
great
deal
debris
in
order
to
clear
out
the
land
for
the
Pentagon
and
what
they
begin
to
do
is
to
dump
that
debris
into
these
areas
where
African
Americans
were
living.

The
George
Washington
Carver
project
homes
after
a
while
were
sold
off
by
the
federal
government,
and
it
created
a
crisis
on
one
level,
because
the
individuals
weren't
sure
where
they
could
go.
So
what
happens
is
that
the
African
American
community
there
comes
together
and
what
they
decided
to
do
is
to
create
the
first
African
African
American
cooperative
in
the
United
States,
and
they
come
together
and
pull
their
money
and
buy
this
housing
project,
and
then
they
use
their
control
of
it
to
provide
low-cost
housing
for
moderate
income
and
look
and
poor
individuals
in
the
community.

So
you
really
begin
to
see
the
community
coming
together
to
try
to
take
care
of
itself.
Now,
as
an
aside,
you
can
see
a
similar
process
of
displacement,
often
taking
place
in
another
part
of
fairfax
county,
but
the
name
of
boston,
you've,
all
heard
of
boston,
you've
ridden
the
route
some
way.
You
know
that
that
actually
initially
was
largely
an
african-american
community.
But
what
happens
to
that
again
developers
become
excited
about
it
and
they
begin
buying
off
the
land,
offering
people
enough
money
to
move
away.
C

Unfortunately,
I
think
life
for
african
americans
in
allegan
county
really
does
not
begin
to
improve
until
you
get
into
the
civil
rights
movement
in
the
second
half
of
the
20th
century.
There,
then
you
begin
to
have
a
number
of
activities
take
place
that
begin
to
push
change
within
the
county.
You
have
a
number
of
sit-ins
and
boycotts
that
emerge
in
the
county
during
that
time
period
and
they're
boycotting
and
having
sit-ins
and
establishments
such
as
people's
drugstore,
Howard,
Johnson's,
restaurant
and
land
Berg's
department
store.
C
How
many
of
you
know
those
names
you're,
giving
away
your
age
because
that
goes
back.
That's
probably
those
was
probably
not
a
business
but
in
the
80s,
probably
if
that's
about
that
time,
but
the
idea
was
to
force
them
and
push
them
to
desegregate,
which
these
activities
were
able
to
do,
but
the
real
folks
I
think
in
terms
of
change.
In
the
count,
it
was
really
focused
on
the
area
of
Education
for
african-american
children
until
1932
public
education
for
people
of
color
and
knowledge,
and
it
was
limited
mostly
to
primary
school.
C
There
were
no
high
schools
for
African
Americans
to
attend
the
highest.
They
went
was
a
place
called
Hoffman
Boston
junior
high
school
or
later
Hoffman
Boston
Junior
Senior,
High
School.
At
lay
in
later
years,
it
opened
in
1930
at
1932
and
allowed
African
Americans
to
have
a
little
bit
higher
education.
C
The
problem
was
that
it
was
not
certified
by
the
county,
so
he
could
go
there
and
get
an
education,
but
what
you
got
there
wasn't
seen
as
up
to
par
and
therefore
wasn't
certifiable,
and
instead,
what
many
African
Americans
wanted
having
to
do
was
to
go
across
the
river
across
the
bridge
into
Washington
DC
and
to
go
to
the
segregated
african-american
school
schools.
There
and
many
people
decide
to
do
that
rather
than
to
stop
their
education
here.
C
But
you
also
have
individuals
who
push
for
change
and
are
not
willing
to
accept
this
kind
of
a
setting
as
early
as
the
1940s,
the
origin
chapter
of
the
n-double
a-c-p
begins
to
bring
pressure
to
bear
on
the
school
system
for
better
facilities
in
1947.
They
bring
a
suit
against
the
Arlington
County
Public
Schools,
saying
that
the
education
provided
for
African
Americans
was
not
equivalent
to
or
equal
to
the
education
provided
for
white
citizens
in
the
end
they
in
this
in
the
state
or
in
the
county.
C
Now
this
fits
in
with
a
larger
set
of
strategies
created
by
the
n-double-a-cp,
where
their
first
idea
is.
Maybe
we
can't
end
segregation,
but
we
can
make
separate-but-equal,
which
is
the
rule
and
in
fact
separate
and
equal,
and
maybe
it'll,
make
it
so
expensive
that
the
schools,
rather
than
trying
to
create
separate
and
truly
equal
facilities,
will
just
merge
them,
and
this
was
part
of
what
they
had
in
mind.
Well,
Arlington,
the
the
first
response
was
look.
C
We
will
then
put
more
money
into
the
schools
to
try
to
make
them
work
better
and
they
did
begin
to
funnel
more
money
into
them
still
weren't
equivalent.
So
in
1950,
the
n-double-a-cp
here
in
Arlington
County
again
brings
suit
against
the
school
system
to
equalize
education,
educational
expenditures.
C
This
builds
and
finally
becomes
connected
obliquely
to
court
cases
brought
before
the
Supreme
Court
that
result
in
the
1954
Supreme
Court
decision
of
Brown
versus
the
Board
of
Education,
which
says
that
separate,
but
equal
is
no
longer
acceptable,
and
this
then
puts
pressure
on
Virginia
and
on
Arlington
County
to
begin
to
look
differently
at
their
schools.
Now,
as
you
may
know,
Virginia
does
not
respond
to
that
court
decision
very
positively.
They
created
a
system
of
massive
resistance
in
which
they
refused
to.
C
That's
correct,
you're,
right,
distressed,
Stratford,
High
School
is
where
they
go.
You're
right
again,
don't
tell
my
students,
they
think
I'm
perfect.
This
happens
in
February
of
1959
and,
what's
important
is
that
it's
the
first
school
to
integrate
in
the
state
of
Virginia,
so
Arlington
County
has
that
on
it
on
its
on
its
side
and
I.
Think
what
it
does
is
to
mark
the
first
steps
towards
change
both
in
Arlington
County
and
in
the
state
of
Virginia.
These
changes
begin
to
move
forward
slowly
but
regularly
into
the
future.
C
In
fact,
you
can
see
a
number
of
other
first
that
are
beginning
to
take
place
in
1967.
They
hire
their
first
african-american
police
officer
officer
by
the
name
of
Irving
comer,
who
died
not
too
long
ago
and
I
was
just
reading
the
newspaper
recently
that
Arlington
in
Northern
Virginia's,
first
african-american
female
battalion
chief
of
the
fire
department,
Tiffany
Wellesley
Wesley,
was
appointed
in
September
of
this
year.

So
you
begin
to
see
some
change
taking
place
many
years
later,
with
change
come
slowly,
but
it
comes
to
where
hopefully,
I
think
this
marks
continuous
efforts
and
pressure
by
African
Americans
and
by
their
allies
to
move
more
and
more
towards
equity
in
the
county
itself,
and
the
kind
of
work
that
you're
doing
I
think
helps
to
move
that
forward.
This
is
the
County.
As
you
well
know,
this
it's
increasingly
diverse
I
was
just
looking
up
the
statistics
and
from
what
I
found
out.
63
percent
of
the
population
is
white.

15
percent
is
Hispanic,
10
percent
Asian
and
eight
percent
African
American,
so
the
African
American
representation
in
the
county
is
slowly
dwindled
over
time.
I,
don't
know
what
to
read
from.
That
was
an
interesting
thing
for
us
to
think
about,
but
I
think
by
talking
about
African
American
history.
What
I
hope
to
do
is
to
point
out
the
importance
of
understanding
the
challenges
that
people
have
faced
in
past
years.

What
are
the
roadblocks
were
put
in
the
way
and
were
the
steps
that
people
had
to
take
to
try
to
work
around
those
roadblocks,
and
what
can
we
learn
in
terms
of
applying
strategies
to
prevent
this
from
confronting
other
groups
that
come
before
us

the
strength
of
history
is
that
it
allows
you
to
draw
lessons
from
the
past
and
to
front
find
creative
ways
to
embrace
change
for
the
future.

Jeff
narrowly
lost
an
opportunity
to
serve
on
the
county
board
with
James
Hunter
after
losing
election
in
1993
by
just
a
little
over
200
votes.
Many
in
the
county,
myself
included,
believed
that
Jay
lost
this
election
because
of
his
sexual
orientation.

When
Jay
first
ran
for
office,
he
was
serving
as
the
director
of
Northern
Virginia
aids
project
of
Whitman's
Walker
clinic,
which
was
a
non-profit
community
health
center.
That
was
a
leader
in
HIV,
AIDS
and
AIDS
education,
prevention,
diagnosis
and
treatment.
Prior
to
that,
Jay
had
worked
as
a
consultant
to
the
Senate
working
on
health
issues,
with
a
primary
focus
on
HIV
and
AIDS
legislation.

was
first
elected
to
the
county
board
in
November
1997
and
was
reelected
four
times
retiring
last
year
after
20
years
of
distinguished
service,
that
included
serving
as
the
chair

County

in
the

Commonwealth.

his
years
of
service

our

aged
through

with
the
Arlington
retired
retirement
Housing
Corporation

disabled
through
his

with

people

his

his

could
investigate

proposed
remedy,
but

still
cannot
enforce
it.

the
basis
of
the
discrimination
because
still
by
state
law,

Dillion
rule
precludes
us

going

next

in

board

was
the

up
from
the
community

have
been

everybody's
happy,
because
a
compromise
has
been
found
and
I
got
up
and
I
wasn't
happy
and
I
still

critical
of
this

recognized

compromise,
but
was

this
was

was
respectfully
appreciative,
but
not
satisfied.
Just
at
the
moment
didn't
sit
that
well
over
the
years
we've
continued
to
work
on
things
by
the
time
I
got
on
the
board.

Honestly,
there
wasn't
anything
left
to
do
that,
wasn't
already
done
that
we
could
legally
do
so.
The
effort
really
had
to
switch
to
Richmond,
so
I
I
will
leave
you
with
this.
This
thought,
just
that
Arlington
is
remains
from
the
time
I
got
here
and
to
today
a
beacon
in
this
region
for
human
rights.
It
is,
it
is
a
place
where
we
have
a
history
of
being
a
welcoming
community
welcoming
of
people's
differences,
and
that
is
a
core
virtue
of
Arlington
County.

is
a
recognition
here
that,
whatever
our
differences,
whether
that's
your
gender,
your
race,
your
gender
identity
or
ethnicity
or
disability,
whatever
that
difference
is
that
it
is,
in
fact
a
part
of
this
community
strength,
not
its
weakness.
So
we
work
hard
to
find
those
common
things
which
are
far
more
far
greater
far
more
important
and
far
more
bountiful
than
the
differences,
and
that
is
a
testament
to
everyone
in
this
room
to
the
Commission,
for
keeping
that

forefront

teacher

Public
Schools
from
1984
to
2001
and
she's
a
co-founder
of
challenging
racism.
An
organization
that's
based
here
in
Arlington
I
recently
heard
her
share
about
her
experience.

it
was
such
a
pleasure
for

meet
her
and
and
speak
with
her
about
her
efforts
and
mostly
I'm
really
struck
with
how
she's
inspired
so
many
people
in
Arlington.
She
really
sparked
and
nurtured
a
number
of
white
allies
in
our
community
by
equipping
them
with
the
skills
to
have
these
conversations
and
I
think.
As
we
heard
with
our
keynote
speaker
earlier,
it's
really
important
to
remember
the
history.

this
country
tends
to
be
a
historical
when
we
think
about
our
history
with
race
and
talking
about
racism
and
it's
important
to
focus
also
on
anti
black
races.
Racism
as
a
person
of
color

hope
to
be
an

around
that
conversation

a
non
black
person
of
color

hope
to
be
an

this

allies

normalize

just

front

people
and
talk
about
this
subject
that,
as
you
very
kindly

is
dear
to
my
heart,
I'm
in
fact,
truly
truly

Human
Rights
Commission

this
award
for
many
reasons,
I'm
grateful
because
the
award
acknowledges
the
importance
of
eliminating
racism
to
all
of
us
in
Arlington.
I
hope
that
this
may
begin
a
conversation
about
what
actually
eliminating
racism
might
look
like.

The
award
also
gives
public
recognition
to
the
work
of
keeping
these
conversations
going
over
time.
Sometimes,
the
work
of
co-facilitating
groups
for
challenging
racism,
learning
how
for
those
13
years
was
actually
hard
in
ways
large
and
small.
Just
a
small
example.
The
conversations
are
usually
7:00
to
9:30
on
weeknights.
That
has
been
a
lot
of
late
nights
in
really
dark.
Arlington
public
school
parking
lots
with
a
cart
full
of
materials
to
load
into
the
car,
and
even
with
the
help
of
my
co-facilitator.
H
This
is
really
not
my
favorite
time
or
place,
and
some
years
to
be
honest
with
you
doing,
the
conversations
was
lonely
too,
because
I
did
not
often
meet
people
who
look
like
me
who
took
seriously
racism
and
it's
terrible
impacts
on
all
of
us,
white
people
and
people
of
color.
Therefore,
your
affirmation
of
this
work
by
this
commission
is
encouraging
to
me
and
to
my
colleagues
who
have
developed
around
this
work.
We
appreciate
encouragement.

I
want
you
to
know
that,
for
me,
the
work
is
no
longer
lonely
because
of
those
colleague
facilitators
and
participants
who
have
joined
it
together.
We
have
created
a
diverse
community
and
a
space
of
honesty
where
we
work
to
be
anti-racist
individuals
to
support
the
social
justice
activities
of
people
of
color
and
white
people
and
to
educate
more
white
people
every
day
about
racism
and
support
each
other
in
that
work.

For
that
matter,
I
am
especially
grateful
for
this
award,
because
it
gives
me
a
chance
to
lift
up
for
your
now
the
parents
and
facilitators
who
built
these
conversations,
particularly
in
the
last
five
years,
how
they
did.
This
is
a
good
story
that
I'd
like
to
share
for
eight
years:
I
co
facilitated
a
single
group
each
year
and
in
the
spring
of
2013,
the
group
of
parents
at
Oakridge
elementary
school
finished,
challenging
racism
conversations
and
of
the
last
session.
They
said,
okay
now
we
know
all
this.
H
They
build
a
website,
they
shot
a
video,
they
learned
to
facilitate
and
they
doubled
and
tripled
that
single
group.
So
in
five
years
we
have
multiple
groups,
as
you
referenced
earlier,
a
501
C
3
enough
money
to
pay
off
staff
only
three
days
a
week,
but
still
staff,
a
written
book
and
the
facilitators,
workbook
and
facilitators
handbook
on
race
and
racism
that
most
participants
find
persuasive.
If
not
transformative.
These
alums
are
a
hard-working
group.
H
H
Colleagues
about
race,
diverse
communities
can
hear
and
listen
to
each
other's
stories,
and
we
all
couldn't
recognize
the
great
loss
to
us
all
when
the
talents
and
energy
of
people
of
color
are
marginalized,
and
this
is
the
healing
community
that
we
envision,
because
Arlington
publicizes
a
vision
statement
that
supports
diversity
and
that's
very
important
that
we
do
that.
It's
easy
to
say
to
ourselves
that
racism
does
not
happen
here.
I
hope
you
all
who
are
sitting
in
the
audience
can
acknowledge
the
possibility
that
for
many
aren't
onehans
of
color.
This
is
just
not
true.

I
want
to
talk
about
three
examples.
First,
in
these
challenging
racism,
conversations
in
Arlington
in
15
years
I
have
never
met
an
adult
person
of
color
who
did
not
recount
experiences
today
yesterday,
our
month
ago,
in
which
the
Arlington
white
person,
speaking
to
them,
communicated
directly
or
indirectly
that
they
a
person
of
color,
was
a
lesser
person.
What
kind
of
experiences
would
they
be,
for
example,
serving
on
an
Arlington
advisory
panel
and
hearing
I
want
to
tell
you
that
you
speak
so
well
being
asked?
H
Where
are
you
from,
and
you
give
the
answer
saying,
I'm
from
Arlington,
because
you
were
born
here
and
then
being
asked
nah?
Where
are
you
really
from
being
asked
by
a
passing
driver?
How
much
do
you
charge
for
mowing
a
lawn
when
you
are
mowing
your
own
lawn
being
asked
by
a
realtor
to
please
finish,
cleaning
the
downstairs
when
you
are
the
buyer
coming
to
check
on
them
on
the
home?
H
Now
take
it
moment
to
think
to
yourself
about
how
hurtful
this
would
be
for
you
to
be
so
demeaned
and,
furthermore,
as
happens
in
some
circumstances,
for
your
child,
to
witness
some
of
the
ways
you
are
demeaned.
I
want
you
to
hold
that
feeling
just
for
a
second
such
experiences:
diminish
the
school
success,
the
energy,
the
happiness
and
life
expectancy
of
people
of
color,
and
thus
they
diminish
us
all.

Second,
if
race
is
not
important
to
people
in
Arlington,
why
do
we
live
in
such
segregated
housing?
We
have
a
history
of
segregation
from
the
19th
century,
true
reinforced
after
World
War
Two
by
FHA
lending
practices
that
supported
low-cost
mortgages,
primarily
for
white
homebuyers
in
white
neighborhoods.
H
Third,
while
Arlington
invested
in
schools
and
never
defeats
a
school
bond
which
I
am
eternally
grateful
as
both
a
parent
and
this
is
and
a
former
teacher.
In
fact,
we
have
achievement
or
opportunity
gaps
for
a
significant
number
of
our
students
of
color.
This
remains
true,
even
though
the
Alton
Public
Schools
has
actually
decreased
the
size
of
the
gaps
over
the
last
ten
years
and
spends
almost
$20,000
per
year.
H
Think
with
me
about
this
conversation
that
we
had
in
the
challenging
racism
group
at
Yorktown
last
year,
when
that
group
looked
yorktown
sol
scores,
it
appeared
as
if
the
math
Sol
scores
for
students
of
color
the
previous
year
showed
the
25%
or
1/4
of
the
students
of
color
at
Yorktown
were
girl
below
grade
level.
Can
you
imagine
the
outcry
if
1/4
or
250
of
a
thousand
white
students
at
Yorktown
were
below
grade
level
in
mathematics?
Just
think
about
that?
H
For
a
minute
black
parents
in
fact
do
protest,
but
the
larger
arlington
community
accepts
such
a
rate
of
non
success
for
students
of
color.
This
isn't
normal,
it's
not
necessary,
and
it's
not
just
as
long
as
these
qualities
of
life
exists
for
people
of
color.
We
are
experiencing
racism
here.
All
of
us
enclosing
white
supremacists
are
much
in
the
news
with
their
denigration
of
people
of
color,
but
they
are
just
one
kind
of
white
person
and
only
one
kind
of
story.
H
We
white
people
who
do
not
support
white
supremacy
need
to
take
over
this
story
anywhere.
We
can
right
here
in
Arlington
right
now.
We
need
to
break
white
silence
about
how
racism
and
white
privilege
just
roll
on.
We
need
to
use
as
many
ways
as
possible
to
develop
and
show
another
white
story
that
is
anti-racist
as
well
and
Braden:
a
legendary
white
race
anti-racist
from
Louisville
Kentucky.
Her
husband
went
to
jail
because
he
made
the
arrangements
to
sell
a
property
to
a
black
family.
He
served
serious
time
lost
his
illegal
license.
H
H
In
this
moment
those
of
you
who
are
in
county
government
and
in
schools
and
churches
and
community
groups
have
an
unmatched
opportunity
to
change
this
negative
about
people
of
color,
which
we
are
all
taught
unconsciously
in
this
country,
is
a
root
cause
of
racism
and
thus
helps
to
produce
the
symptoms
of
racism.
What
can
you
do?
H
You
can
make
training
on
race
available
to
all
staff
and
any
community
people
who
will
take
it
start
with
those
people
who
volunteer
this
I've
learned
from
hard
long
experience,
trained
leadership,
teachers,
policemen
and
health
care
workers
and
offers
school
electives
for
secondary
schools.
When
your
group
organization
does
the
training
look
for
those
individuals
who
are
the
most
interested
who
listen
and
grow?
H
Those
are
the
people
you
need
to
build
capacity
in
conversations
on
race,
train
these
early
adopters
to
be
your
in-house
trainers
and
use
them
to
train
everyone,
and
then
the
individuals
who
refuse
the
training.
Eventually
they
have
to
leave,
don't
they
finally,
training
on
race,
racism
and
white
privilege
can
change
the
environment
in
which
all
students
and
families
experience
school
public
services
in
their
community
from
one
that
assumes
that
students
and
families
of
color
have
deficits
to
an
experience
for
everyone
that
recognizes
the
strengths
in
diverse
communities,
shows
compassion,
supports,
difference
and
builds
relationships.

I
believe
such
gains
can
move
all
of
us
in
it
to
an
Arlington
that
has
no
achievement
gaps
or
opportunities,
gaps
and
Arlington
with
housing
for
all
in
different
parts
of
the
county
and
in
Arlington
we
we
are
able
to
have
honest
healing
conversations
with
each
other
join
us
in
challenging
racism
to
work.

biggest
part
of
the
privilege
is
this.
I
came
home
from
federal
prison
April,
the
8th
of
2014
and
I
came
home
from
federal
prison
on
fire
ready
to
help
help
people
who
have
had
live
life
experiences
just
like
mine
I,
had
my
very
first
drink
of
alcohol
at
the
age
of
6.
Now
I.
Remember
that
I
remember
the
whole
incident
because
it's
relevant
and
I
talk
about
it
regularly
on
a
daily
basis
at
trainings
that
I
do
regularly.
J
That
drink
came
as
a
result
of
a
dear
by
my
brother
and
my
sister
as
we
were
upstairs,
because
the
kids
got
to
go
upstairs,
while
the
grown-ups
have
fun
downstairs
in
the
basement.
Had
a
party
and
my
brother,
my
sister
dared
me
to
what
we
all
dared
each
other
to
go
downstairs
and
get
a
drink
and
I
took
the
Dare
and
I
went
downstairs
and
I
got
a
beer
and
kind
of
made.
My
way
around
the
crowd.
I
was
very
small
at
the
time.
J
6
years
old
made
my
way
back
upstairs
when
I
got
back
upstairs
we
drink
that
beer.
Now
we
may
have
gotten
a
little
buzz
off
that
beer,
but
I
was
high
high
high,
because
I
have
stepped
up
to
the
plate.
I
had
actually
taken
the
challenge.
You
see,
I'm
the
baby
of
seven
children
and
I
had
a
very
poor
self-image
from
an
early
age.
I
had
teases
by
my
brothers
and
my
sisters
to
them.
It
was
just
teasers.
J
I
was
telling
my
mom
how
much
I
wanted
to
be
a
geologist,
and
that
is
my
greatest
fan
still
today.
So
she
always
told
me
boy,
you
can
be
anything
you
want
to
be,
you
know,
but
what
happened
was
as
I
continued
to
look
around
at
my
condition
where
I
lived,
my
environment
I
began
to
believe
it
less
and
less
and
besides
it
just
wasn't
cool
and
every
young
man
or
woman
wants
to
be
cool.
J
We
want
to
be
in
with
everybody
else,
so
I
began
to
gravitate
much
more
towards
the
negative
that
was
I
was
seeing
in
my
community,
because
there
was
a
whole
lot
in
the
70s
and
early
80's
and,
as
I
began
to
gravitate
even
more
into
that
I
found
myself
a
heck
of
a
lot
easier
and
smoother
with
women
when
I
had
a
drink
in
me.
So
by
the
time
I
was
14
year
old
years.
Old
I
was
a
full-fledged
alcoholic
and
I
admitted
to
someone
else
for
the
very
first
time
that
I
was
an
alcoholic.
J
I
had
already
known
basketball
games
football
games
tests
in
school.
Things
of
this
nature,
I
had
to
have
that
I
had
to
have
my
age
and
that's
what
my
age
was.
I
joined,
the
military
and
I'm
a
Desert
Storm
veteran,
so
I
did
four
years
in
the
military,
and
by
that
time
Desert
Shield
turned
in
a
Desert
Storm
and
once
there's
a
shield
turned
in
a
Desert
Storm.
We
were
on
a
heyyou
roster,
which
is
where
our
commander
comes
in.
You,
you
and
you
go
home,
get
some
time
with
your
family.
In
a
week.
J
You're
going
to
Fort
Campbell
for
desert
training
and
on
the
tel-aviv
I
just
married.
This
beautiful
lady
over
here
that
has
the
the
iPad
aimed
towards
me,
and
this
was
in
1990.
I
was
scared
to
death.
I
had
no
idea
what
it
was
like
to
be.
A
man
that
was
responsible,
I
had
no
idea
what
it
was
like
to
be.

A
husband
I
had
no
idea
what
it
was
like
to
be
a
father
and
she
was
now
pregnant,
and
so
what
I
wonder
the
things
that
I
did
was
ran
and
that
running
was
something
I
continued
to
do.
For
the
next
17
years,
I
was
released
from
the
where
I
got
out
of
the
military,
with
an
honorable
discharge
rarely,
but
at
that
time,
I
was
still
trying
to
find
my
way.
There
was
something
that
I
wanted
to
be.

I
knew
I
was
not
nothing
but
I
just
didn't
know
how
to
be
something
and
as
a
result,
what
I
ended
up
doing
a
whole
lot
was
running.
I
ran
to
drugs,
I
ran
to
alcohol,
I
ran
to
other
women.
I
ran
into
particular
neighborhoods,
where
people
would
not
look
at
me
as
different,
and
that
is
where
I
will
stay.
I
left
my
beautiful
home,
interesting
and
moved
into
an
alley
do
not
just
say,
moved
into
an
alley.

J
My
last
drug
or
alcohol
I
was
arrested
at
that
time,
and
the
judge
said
to
me
son,
you
standing
before
me
for
charges
you're
due
to
come
before
me
for
in
30
days
and
I
told
him
that
I
was
an
addict.
He
helped
me
to
get
into
a
program
and
I
love
to
say
that
I
just
went
into
a
program
once
and
I
was
good
I've
been
to
in
14.

And
treatment
programs
14,
and
that
was
the
last
one-
I
had
a
feeling
that
I
was
going
to
die
and
my
life
would
have
been
for
nothing,
and
that
is
all
I
can
tell
you
as
far
as
my
impendent
feeling
that
I

there
was
a
change,
I
lost,
my
desire
to
get
high
I
lost,
my
desire
to
to
drink
I
had
a
for
life,
but
at
that
time
this
woman
was
having
nothing
else
to
do
with
Kelvin

years
of
pain.
She
wasn't
having
it
and
she
wasn't
hearing
it.

So
I
went
into
a
shelter
and
what
happened
was
this?
If
anyone
knows
about
the
shelter
like
this
certain
amount
of
time
that
you
could
get
in
and
as
I
went
into
this
shelter,
what
happened
was
I
will
continue
when
I'd
wait.
I
would
go
up
to
Eris
that
I
knew
14th
in
jerrod
in
certain
parks
and
things
of
this
nature
as
I
did
that
what
happened
is
I
would
run
around
I
would
run
into
guys
that
were
still
selling.

That
knew
me
from
back
in
the
day,
and
they
eventually
gave
me
a
package
that
a
20
bag
of
weed,
so
I
could
get
money
and
put
it
in
my
pocket.
Well,
three
years
later
that
transferred
into
me
transporting
drugs
across
our
country-
and
that
was
my
introduction
to
honorton
Virginia,
it
wasn't
a
come
through.
Alton
was
a
an
area
that
I
came
through
on
my
way
to
do
what
it
was
that
I
did
and
I
was
the
eventually
right
up
the
street
right
by
Whole.

J
J
Striving
I
started
fighting
against
it.
You
know,
I
was
at
this
time,
I
had
not
used
drugs
or
alcohol,
I
sold
them
to
make
a
living
to
be
somebody,
and
what
I
did
was
talked
to
at
that
time.
We
had
a
re-entry
counselor
that
used
to
come
by
and
and
I
talked
to
her
about
what
I
was
dealing
with
at
night,
because
at
night
my
stomach
would
flip
and
I
would
miss
and
longed
for
the
lifestyle.
Oh
I
would
miss
it,
but
what
happened
is
as
a
result
of
talking
with
her.

She
says
Kelvin
what
you
write
something
up
and
that's
where
arm-in-arm
initially
started.
It
started
as
a
drug
as
a
for
drug
dealers,
because
I
knew
I
wasn't
alone.
In
that,
when
I
went
to
federal
prison,
we
began
to
incorporate
more
people.
We
began
to
not
only
drug
dealers,
but
individuals
who
were
incarcerated
for
felony
convictions
of
murder,
individuals
who
had
been
bank
robbers
and
things
of
this
nature.
I
came
home
from
federal
prison.
As
I
said,
April,
the
8th
of
2014
and
I
had
a
packet.
J
In
my
hand,
that
may
have
been
a
little
bit
thicker
than
this,
and
it
said
arm-in-arm
and
I
was
going.
I
went
to
the
jail
and
I
went
to
the
courthouse
and
I
went
to
OER
and
I
was
going
around.
All
these
places
saying
I
can
work
with
returning
citizens.
I
can
work
with
returning
citizens.
I
can
make
a
connection,
I
know.
What's
going
on
with
them,
and
I
eventually
came
across
a
lady,
dr.

J
Taylor,
Alfred
Taylor,
and
he
says
you
need
to
come
down
to
knock
and
you
need
to
talk
to
the
folks
down,
and
the
first
thing
that
I
did
was
this
I
took
a
survey
down
there
and
axed
just
simply
asks
who
do
you
think
is
the
problem.
The
problem
target
population
and
I
had
some
neck.
Some
numbers
on
there
and
the
problem
tarah
age
range
of
the
that
was
selected
was
what
age
that
he
said
high
school.
What
age.

When
we
finished
the
survey,
the
target
age
range
was
from
49
to
61
is
what
the
community
members
say.
It
themselves
was
the
problem
target
population
I
began.
We
started
our
train,
it
was
support
groups
then
down
in
that
area,
and
we
started
out
reaching
down
in
that
area.
Talking
with
people
and
our
biggest
connection
was
simply
our
live
life.
Experience
sharing,
who
we
were
in
our
linguistic
connection,
with
individuals,
meeting
individuals
where
they
are,
and
we
began
to
make
great
connections
with
individuals
and
individuals,
began
to
come
on
board
with
arm-in-arm.

Today
we
have
at
Lomax
AME
Tuesday
nights
6:30
to
8:00
also
support
training
that
is
held
right
there.
Now
it's
called
game
on
align
emergent
training.
Well,
we
do
cognitive
work
as
well
as
somatic
work
to
help
individuals
deal
with
the
trauma
that
they
face,
not
so
much
as
someone's
been
shot
and
things
of
this
nature.

Much
of
the
trauma
is
what
we
believe
about
ourselves
and
how
we
refuse
to
step
outside
of
that,
because,
if
I
take
this
suit
off
and
what
the
hell
would
I
be
and
individuals
are
afraid
and
I'd
love
to
say
that
many
individuals
are
younger.
But
still
today
the
average
age
of
individuals
in
arm-in-arm
is
45
45.

That's
why
I
connected
with
New
Directions,
because
that
we
are
now

able

start
trainings
with

help

Mason
University

Mason
University
has
funded
the
work
that
I
do
for
the
next
year
in
peer
recovery,
specialist
training
and
I
have
some
of
our
trainees
here
right
now,
when
you
ladies
stand
up.

We
have
an
outreach
team.
Our
outreach
team
goes
throughout
Arlington
week
at
different
times.
We
talked
to
people
who
are
right
here
in
this
area
who
are
struggling
in
different
facets:
mental
health
individuals
with
substance
use
disorder
that
leads
to
homelessness
and
incarceration.
We
deal
with
the
pre-existing
conditions
to
incarceration
today.
We
help
individuals
to
see
that
they
are
significant.

the
secret
that
is
literally
the
secret.
When
individuals
see
that
they
are
significant,
that
they
matter
they
come
on
board
and
they
want
to
work
and
then,
when
they
begin
effecting
change
in
the
lives
of
other
people,
they
continue
to
double
it
and
they
double
it.
And
you
know
what
they
called
me
say:

going
on,
and
this
is
what
we
do
so
what
we've
done
is
started.

myself
and
I
saw
how
much
they
talked

the
fact
of
who

was
and
that's
how
shot

and
he
talked
he
spoke.
Members
of
arm-in-arm
were
talking
to
their
mothers
and
grandmothers.

This
is
what
it's
about,
because
in
order
to
have
a
hole
in
a
healthy
community,
it's
going
to
take
us
all.
It's
gonna
take
absolutely
every
one
of
us.
We
can
be
helped
or
have
a
semblance
of
health,
but
we
won't
be
whole
if
we're
missing
those
brothers
and
sisters
that
have
certain
challenges
or
looks
or
lifestyles
or
categories
that
are
just
not
like
us.
So
that's
why
we
have
the
better
Kissel's
who
no
matter
what
is
always
available.

have
people
like
mr.
Spain
who's
always
available
in
offering
a
helping
hand.
These
are
the
things
that
are
so
necessary
for
us
to
behold
and
to
be
healthy.
We
have
to
come
together,
I'm
looking
around
at
everybody
that
looks
so
different.
I'm
gonna
give
you
guys
a
phrase
that
I
coined
I
think
right
here
at
the
wax
at
the
courthouse
at
the
community
criminal
justice,
advisory
board
and
I
said
we
enjoy
comfortable
separatism.

Now
we
have
heard
a
lot
about
how
incredible
our
community
is
tonight
and
even
in
a
wonderfully
progressive
community,
like
Arlington
County,
there's
still
significant
barriers
to
entry
for
women
business
owners.
Okay
in
2014
there
was
a
US
Senate
report
on
entrepreneurship
in
this
country
and
what
that
report
found
was,
even
though
women
business
owners
represented
30
percent
of
small
business
owners,
they're
only
getting
access
to
16
percent
of
small
business
loans
right.
The
report
is
finding
as
well
that
small
women-owned
businesses
lack
access
to
government
contracts.

Thank

We
are
so
honored
to
be
nominated
and
recognized
with
this
award.
When
we
started
in
my
living
room
almost
five
years
ago,
we
had
a
simple
idea
to
promote
a
space
for
women.
Business
owners
like
us
to
get
together,
support
one
another
and
share
our
experiences
with
peers
who
understood
what
our
lives
are
like
the
juggle
and
the
struggle
as
we
like
to
call
it,
because
being
an
entrepreneur
can
be
hard
and
lonely.
So
we
provide
a
place
for
our
members
to
connect
collaborate
refer
one
another
and
hire
one
another.

We
also
make
inclusivity
a
priority,
so
Kelvin
I
want
to
know
that
we
have
definitely
right
from
the
start.
We
don't
want
that
healthy
separatism.
We
really
try
to
embrace
a
lot
of
different
voices.
Helen
mentioned
our
podcasts,
but
we
actually
have
a
weekly
radio
program
that
we
do
every
week,
Thursday
at
10:00
a.m.

on
wera,
which
is
our
community
radio
station,
and
we
interview
women
entrepreneurs,
but
also
influencers,
and
we
try
to
get
a
whole
variety
of
voices,
because
the
diversity
and
the
inclusivity
is
very
important
to
us
and
we
we
really
encourage
women
from
varied
backgrounds,
to
join
all
it's
vital
to
our
mission
and
and
it's
vital
to
our
success.
So
we
have
would-be
entrepreneurs,
women
that
are
just
thinking
about
starting
a
business
to
women
who
are
have
just
started
a
business
and
they're
still
unsure.

And
then
we
have
women
who
are
seasoned
pros
and
we
try
to
have
them
be
mentors
to
the
younger
women
or
that
the
the
new
entrepreneur,
because
age,
actually
it
can.
It
can
be
young
up
to
65
70.
However,
and
all
those
diverse
voices
are
really
what
make
our
community
so
awesome
across
the
u.s.
women
own
40
percent
of
businesses
generate
1.7
trillion
in
sales
and
employee
nine
million
people,
and
here
in
Arlington,
women
have
8,000
incredibly
varied
businesses
and
contribute
to
our
commute.
So
in
countless
ways,
that's.

and
it
is

including
several
here
tonight,
such
as
Angelica
Talon,
who's
on
our
Board
of
Advisors
and
Patty
Chisholm,
and
we
had
some
other
members,
but
they
unfortunately
had
to
leave
who,

whose

we

this
award.
