to
the
clarendon
sector
plan
and
committee
business.

application
just
as

quick
summary.
These
are
the
actions
that
I
will
be
presenting
on
a
site
plan,
amendment
to
discontinue
the
hotel
site
plan,
a
pentagon
city
phase
development
site
plan,
amendment
and
recommendation
for
approval
of
amended
design
guidelines,
a
site
plan,
amendment
for
the
development
of
pen
place
a
use
permit
for
the
public
park
and
a
use
permit
for
the
public
high
school.

I
think
most
of
us
are
familiar
with
the
current
location,
the
penn
place
site
between
crystal
city
located
in
pentagon
city,
though,
at
the
edge
of
the
border
with
crystal
city
on
eid
street.
It
is
12
and
a
half
acres.
Currently
it
will
be
10
acres
after
dedication
of
street
areas.
It
is
located
in
a
transit,
rich
environment,
close
to
interstate
395,
as
you
see
to
the
north,
here's
a
zoom
in
on
the
site,
the
10
acres.
After
the
dedication
of
the
public
streets.

This
is
the
last
undeveloped
site
within
the
pentagon,
city
phase
development
site
plan
area,
the
proposed
development.
I
won't
read
this
all,
but,
as
you
are
familiar
with
it,
it
is
a
large
mixed
use,
development,
most
notable,
including
a
child
care
center
and
a
26
500
square
foot
community
facility.
Those
are
both
in
the
ground
level
of
the
t3
building,
as
well
as
retail
in
ground
levels
and
possible
mezzanines
and
in
separate
pavilions
1980
total
parking
spaces,
seven
loading
spaces.
There
are
modifications
I
will
speak
to
later
requested
for
parking.

The
entire
block
is
proposed
to
be
redeveloped
and
developed
at
one
time
three
22-story
office
buildings,
one
special
building,
the
helix
at
about
350
feet,
three,
one
to
two-story
retail
pavilions,
a
2.75
acre
public
park,
all
parking
and
loading
is
located
under
the
site
and
all
buildings
to
be
approved.
At
the
same
time.

During
the
one
year
of
review,
staff
focused
on
these
key
areas,
building
form
and
architecture
working
hand
in
hand
also
with
the
pentagon
city
sector
plan.
The
developer
will
show
you
the
presentation,
the
architecture,
how
the
buildings
frame
the
public
space,
but
I
do
want
to
note
that,
with
the
pentagon
city
sector
plan,
this
proposal
does
indeed
shape
transitions
between
public
space
and
development
sites.

There
was
about
two
acres
of
public
open
space
separated
by
public
streets.
The
current
proposal,
as
I
stated
before,
is
about
2.75
acres.
It
incorporates
many
of
the
same
principles
as
the
previous
developer
had
proposed
a
central,
green
retail
plazas.
However,
it
is
not
broken
up
by
public
streets
in
this
situation.
Here.

Planting
areas
should
be
generous
and
layered
to
fulfill
biophilic
principles,
and
you
see
here,
recommendations
from
the
sector
plan
and
below
as
the
developer
will
go
into
greater
detail
an
example
of
the
major,
east-west
15-foot
path
that
the
developer
will
be
the
first
segment
of
the
proposed
green
ribbon
in
compliance
with
the
pentagon
city
sector
plan.

These
internal
paths
also
serve
as
important
transportation
items
too
it's
internal
circulation
for
pedestrians,
bicycles
and
scooters.
However,
during
the
one
year
of
review,
we
also
resulted
in
improvements
to
surrounding
streets.
There
are
bicycle
facilities
on
three
streets.
We
have
a
minimum
10
foot,
clear,
sidewalk
on
all
street
frontages.

the
beginning.
The
developer
proposed
that
all
parking
garages
entrances
would
be
underground
at
signalized
intersections,
and
we
have
worked
closely
with
the
county
with
the
developer.
I
should
say
the
county
has
worked
with
the
developer:
to
coordinate
with
county
initiated
projects
like
the
army,
navy
drive,
complete
street
project,
the
transit
way
on
the
12th
street
south
and
improvements
to
east
street
and
again
just
emphasizing
all
the
parking
and
loading
is
underground
in
a
centralized
location,
not
individual
to
each
building.

With
sustainability
items
we
are,
the
applicant
is
agreeing
to
achieve
platinum,
certification,
energy,
star
requirements
and
thirty
percent
energy
improvements.
Most
of
this
information
is
in
your
staff
report.

The
proposed
community
facility,
which
is
proposed
to
be
the
arlington
community
high
school
design,
construct
and
maintain
the
2.75
acre
public
park,
a
30
million
dollar
contribution
to
the
arlington
housing,
affordable
housing
investment
fund,
a
child
care
center
that
is
available
to
the
general
public
and
will
take
subsidies,
public
access
to
the
helix
county
usage
of
the
conference
center.

The
proposed
zoning
modifications
include
exclusions
from
gross
floor
area
for
below
grade
storage
below
grade
mechanical
rooms
and
air
shafts.
These
are
typical
exclusions
that
are
supported
by
the
zoning
administrator's
advice
document,
a
modification
of
the
parking
ratio
and
permitting
some
compact
parking
for
retail,
which
is
a
typical
modification,
penthouse
screening,
height
and
heights
for
the
solar,
arrays
driveway
apron
widths.

Again,
these
are
the
signalized
intersections
where
the
parking
and
loading
entrances
are,
so
they
act
more
as
street
intersections,
but
for
our
definition
purposes,
their
driveway
apron
woods
and
then
finally,
the
additional
density
that
is
requested
by
the
developer,
in
conformance
with
the
zoning
ordinance
for
sustainable
design
elements,
affordable
housing
contributions,
public
space,
open
improvements
and
off
other
similar
components.

public
review
process
was
a
lengthy
one
launching
in
march
of
2021
three
lrpc
meetings,
a
walking
tour,
an
online
engagement
and
three
sprc
meetings.
Various
commission
meetings,
whose
reports
you
will
hear
today,
culminating
with
the
county
board
action
proposed
for
advertised
for
april
23
of
this
year.

conclusion,
the
staff
believes
the
development
achieves
the
sector
plan,
priorities
and
planning
principles,
as
adopted
by
the
county
board
in
february
2022,
not
to
read
them
all,
but
we
believe
that
it
does
fulfill
these
requirements.

first
crucial
part
of
the
second
generation
of
pentagon
city
development,
and
then
you
staff
recommendations
to
adopt
the
three
ordinances
and
approve
the
two
use
permits.

few

we've
continued
to
meet
with
the
community
and
county

listen
to
their
thoughts
and
receive
feedback
on
how
we
can
deliver
a
project
that
meets
arlington's
needs
and
through
these
conversations
we
know
that
affordable
housing
is
an
important
topic
for
the
county
and
our
neighbors
as
part
of
the
penn
place.
Application
amazon
has
made
a
30
million
dollar
commitment
to
fund
affordable
housing
in
arlington,
the
largest
of
its
kind
in
the
county's
history,
and
builds
on
our
existing
efforts.

a

and

to
start
early
too
by
acknowledging
the
long
and
useful
legacy
of
urban
planning
related
to
the
site.
County
staff
with
planning,
commission
and
community
input
essentially
created
the
guideposts
we
used
to
evolve
the
master
plan.
Most
recently,
the
pentagon
city
plan
has
had
consequential
impact
on
our
design.

But
you
want
to
look
a
heavy
look
at
the
diagram
on
the
right
very
early.
We
recognized
an
opportunity
to
break
up
the
large
block
by
creating
new
connections
at
mid
block
where
we
could
align
with
already
existing
streets
or
driveways,
so
our
master
plan
proposed
new
signalized
intersections
and
crosswalks
that
connect
directly
to
our
entry,
pluses
and
interior
pathways.

Some
key
examples,
starting
with
the
site,
a
15
foot,
wide
east
west,
multimodal
path
that
will
start
the
green
ribbon
in
pentagon
city.
We
agreed
to
a
late
change
in
the
locations
of
our
builder
lines
on
three
of
the
four
surrounding
streets,
which
resulted
in
our
moving
and
reconfiguring
our
buildings,
both
above
and
below
grade.

New
right
turn
lanes
on
our
maybe
drive
and
southeast
streets
and
protected
intersections
at
all
corners
and
in
response
to
our
quest
for
more
direct
north-south
connection.
We
headed
a
generous
stair
at
army
navy
drive
to
complement
the
important
forest
walk
and
with
community
input.
During
the
open
space
engagements,
we
also
modified
our
public
space
design,
including
adjustments
to
our
planting
process,
our
planning
palette.

project

it

surrounding

highlights

diversity
of
the
skyline,
as
well
as
the
relationship
of
the
buildings
to
their
immediate
neighbors,

northeast

was
identified
as
the
preferred
location

signature

platinum
earlier

I
just

highlight
some
other
things,
though,
related
to
the
sustainability
of
the
site.
We
have
100
renewable
energy
is
our
goal
with
amazon
going
all
electric
for
its
energy
needs
and
targeting
a
30
energy
savings
from
the
lead
based
model.

All
bike
facilities
are
at
grade,
including
commuter
bike,
storage
shown
in
brown
and
the
base
of
tower
3
features,
child
care
and
purple,
and
the
artisan
community
high
school
in
lavender
these
and
the
next
one.
The
this
elevated
view
over
12th
avenue
emphasizes
the
welcoming
nature
of
the
project
with
its
broad
entry
corridors,
green
carpet
of
landscaping,
diversity
of
building
types
and
design
and
the
more
intimate
retail
muse
that
provide
a
human
skilled
introduction
to
the
site
on
both
12th
and
eads.

Okay,
I
will
accelerate
considerably.
There
were
some
big
changes,
but
but
we've
got
it
done
and
the
plan,
as
you
can
see,
is
the
better
for
it.
The
result
is
a
greener,
more
pedestrian,
friendly
plan,
which
you
can
clearly
see
in
this
side
by
side
comparison
of
a
year
ago
versus
today,
we've
added
more
planting
areas
introduced
this
east-west
multimodal
path
and
I've
also
consolidated
other
pathways
through
this
site.
It's
a
testament
to
the
process.
We
heard
you,
we
iterated,
we
worked
hard
and
we
were
really
improved.
I
The
end
result,
so
we're
happy
that
you
joined
us
over
this
past
year
through
these
meetings.
So
all
of
this
is
likely
familiar
to
you.
I
will
not
read
through
the
list
of
programs
and
amazing
elements,
but
the
plazas
at
12th
street
fern
street
and
eads
are
welcoming
entries
to
the
site
and
at
the
heart
of
the
park,
the
central
green
is
the
most
programmed
and
active
area.
I
So
the
north,
we
have
the
forest
as
the
most
densely
planted
location,
it's
lifted
above
the
rest
of
the
park
and
creates
a
unique
area
intended
for
relaxation
and
respite
and
threaded
throughout
the
entire
public
space.
In
these
four
rendered
views
is
an
emphasis
on
emphasis
on
biophilia
and
a
connection
to
nature.
We
heard
you
and
we've
implemented
that
into
the
plan.

We
have
diverse
planting
and
a
largely
native
and
native
adapted
palette,
very
intentional
material
choices
and
more
that
I
think,
you'll
see
represented
in
these
than
these
images
that
you're
seeing
tonight
they
highlight
the
park
experiences
around
the
southern
portion
of
the
site
from
the
sunny
pollinator
gardens
at
the
12th
street
meadow
to
the
shady
flexible,
seeding
grove
at
fern
street.
You
can
see
the
cozy
seating
nook,
overlooking
the
central
green
and
a
bird's
eye
overlooking
the
market
promenade
with
the
bustling
market.
I
You
can
also
see
the
east-west
multimodal
path,
which
is
really
important,
bending
in
the
lower
right
hand
to
the
south
of
the
central
green
in
the
bottom
right
hand
corner
so
more
on
this
east-west
east-west
path,
because
this
was
a
major
change
and
and
and
we're
just
couldn't
be
more
thrilled
about
the
result.
It's
a
15-foot,
wide
shared
use
path
and
it's
the
first
conceptualized
link
of
this
new
green
ribbon
concept.
The
colored
lines
on
the
northern
and
southern
edge
indicate
adjacent
conditions,
including
planted
edges
represented
by
green.
I
These
call
out
bubbles
are
pulled
directly
from
your
sector
plan
and
indicate
numerous
strategies
deployed
along
its
length.
The
addition
of
the
path
was
a
late
stage
ad
in
direct
response
to
the
green
ribbons
that
were
developed
during
our
our
process.
So
you
can
see
how
we've
embraced
that,
how
we've
modified
many
many
aspects
of
the
plan,
and
now
it's
really
a
central
and
really
significant
aspect
of
the
design.
I
So
I
know
we
are
short
for
time.
So,
let's

west

street
plaza
to

You
can
see
how
the
distinctive
paving
and
the
conjunction
with
these
planted
buffers
adjacent
seating
nooks
and
a
slight
bend

a
safe
and
dynamic
experience
through
this
site.

as
we

out
to
a
view
and
here's
our
kind
of
final
view
that
really
pulls
together
a
lot
of
these
aspects,
I
will
just

in
this

really
holistic

significant
zone

has
one
or
two
very
good
elements
and
a
number
that
are
not
very
good.
The
the
best
element
here
is
the
white
is
the
planting
schedule,
which
has
a
wide
variety
of
plants
about
more
than
50
spec
different
species
of
low
type
of
ground
covers
and
pollinated
plants.
It's
it
has
about
500
about
to
2,
000
milkweeds,
four
different
types,
including
800,
common
milk.
We
escalate
for
siriako,
which
is
the
first
project
that
has
ever
come
in.

That's
had
that
particular
milkweed
species,
and
actually
probably
the
first
one,
is
actually
for
most
any
milkweed
species.
But
this
flap
france,
should
be
really
an
example
for
other
planting
plants.
Fertility
will
have,
however,
as
you
may
have
heard.
The
architect
lansing
park
said
that
some
of
these
plants
are
native
adapted
to
palette.

I
don't
know
quite
what
that
means,
but
they
all
should
be
native,
because,
if
they're
native
adopted
it
means
they
may
very
well
not
be
really
completely
so
adaptive
they'll
become
invasive
they're,
really
not
native.
You
can't
tell
which
ones
have
become
as
or
when,
but
sooner
or
later,
some
will.
Second
of
all,
if
they're
quote
native
adopted
they're,
not
native,
and
it
won't
feed
pollinated
species
very
much
so
make
them
all
native.
That
should
be
a
pretty
easy
thing
to
do.

Okay,
the
biggest
problem
with
this
project
is
that
the
the
public
space
sixty
percent
of
it
is
hardscape.
Forty
percent
is
landscape.
That's
a
really
small
amount.
It's
it's!
This
would
be
a
poor
example
for
for
other
projects
in
public
spaces.
It
should
be
at
least
50
percent
and
and
more
of
of
landscape.

After
all,
the
iterations
and
all
the
changes
things
will
move
around,
but
that's
what
we
resulted
in
the
you
should
reduce
this.
As
a
result,
you
should
reduce
the
size
of
the
of
the
of
the
essential
green,
which,
after
all,
is
not
biophilic.
It's
mold
water,
little
natural
species.

You
have
you
have
screens
and
lingerie
greens
on
the
metropolitan
park
project
next
door
and
on
the
the
eats
eat
street
project,
the
public
space
the
park
reduce
those
you
get
rid
of
the
of
that
amphitheater
and
the
market
promenade,
which
is
just
paved
space
and
are
not
green
at
all.
So
do
those
changes
increase
that
that
green
space,
the
three
tall
buildings,
two
of
them-
have
spaces
between
the
solar
panels
put
shade
with
shade
tolerant
plants
underneath
those
they
will
grow.

report

calling
for

construction

commission
may

support

should

off
the

about
their
taxes
when

in

who

life
is
being

speak
to
a
few
things
that
we
sent
to
a
letter
and
the
county
board
that
hopefully
ended
up

plates
first,
going
through
kind
of
a
few
of
the
areas
around
this
plan
in
terms
of
architecture
and
particularly
in
terms
of
massing,
and
how
the
particularly
the
three
primary
office
buildings
were
built,
appreciate
that
we
did
see
some
changes
to
those
over
the
course
of
the
site
plan,
particularly
between
lrpc
and
sprc,
where
there's
pretty
strong
agreement
among
with
the
commission
that
the
massing
did
need
to
change
and
so
to
some
good
surprise.

It
did
especially.
I
was
able
to
see
some
more
changes
in
the
massing
of
these
buildings
that
I've
seen
perhaps
in
other
developments,
and
I
appreciate
that.
However,
I
do
think
that
the
three
primary
office
buildings
are
still
boxy
and
imposing
and
that
there's
room
for
breaking
up
the
facades
more
adding
some
potential
colors
further
defining
the
roof
lines,
if
possible,
addressing
the
massing.

Although
we
know
there
are
some
limits
to
the
height
because
of
faa
regulations
and
community
center
space,
we're
really
glad
to
see
the
introduction
of
the
community
high
school
to
our
neighborhood.
It
served
many
many
county
residents.
It's
a
really
great
program.

does
highlight
the
need
that
we
have
for
community
space.
The
space
that
the
high
school
is
residing
in
was
potentially
going
to
be
a
community
center
and
obviously
will
not
be
now,
and
so
this
highlights
that
we
hope
there
will
be
other
avenues
towards
the
community
center
in
the
future.

the
last
spoc
meeting-
and
I
don't
think
I've
gotten
an
answer
on
this,
I
did
raise
the
concern
around
surveillance
and
private
security
and
whether
there
will
be
cameras
on
the
campus
particularly
trained
towards
the
public
space
and
how
that
will
interact,
as
well
as
how
any
private
security
guards
or
forces
will
interact
with
the
public
and
that's
something.
Hopefully
the
commission
can
get
some
answers
on
on
public
space.

particularly
want
to
flag
our
ongoing
concern
that
this
park
is
being
counted
significantly
towards
the
bonus
density
in
this
project,
as
a
community
benefit.
This
park
is
really
going
to
be
used
primarily
by
amazon
employees.
We
really
appreciate
the
really
nice
design
it's
a
really
great
park
in
a
lot
of
ways.

You
know
biophilic,
it's
really
nice
and
it's
surrounded
by
amazon
buildings,
and
certainly
the
community
will
use
it
and
we
appreciate
those
plans
for
programming,
but
it
really
feels
wrong
to
make
this
a
community
park
significantly
offsetting
density,
because
it
is
such
a
benefit
to
amazon
on
transportation
and
I'll
say
additionally,
in
the
park,
we
do
think
there
are
still
some
duplicate
pathways,
duplicative
pathways
that
could
be
eliminated
in
favor
of
more
green
space
and
transportation.

We've
gone
over
it
a
lot
in
this
committee,
I'll
just
say:
we
want
bike
lanes
on
12th
street
and
we
really
appreciate
the
ongoing
conversation
about
that.
We
do
think
that
there's
some
trade-offs
about
the
pickup
drop-off
versus
bike
lanes
and
conflicts
with
the
transitway,
and
we
do
think
that
bikes
and
pedestrians
are
be
giving
we're
getting
the
short
shift
in
that
kind
of
trade-off.

we
don't
like
that-
and
I
do
think
also
that
there
needs
to
be
some
further
conversations
about
entrances
to
the
driveways
and
whether
people
who
are
using
the
retail
in
the
park
space
are
going
to
realistically
going
to
be
using

office
lobby
elevators

access

parking
underground
or
whether
or
not
we
will
see
people
just
using
the
driveways
which
currently
do
not
have
sidewalks,

that
could
be
a
concerning

underground

the
office
buildings
could
lead
to

pedestrian
conflicts

park

retail
space
between
those
who
are
leaving
the
garage
or
entering
it
in
cars
and
then,
finally,
I
do
want

say.

something
that
was
in
the
site
plan
condition,
and
hopefully
we
see
as
good
engagement
with
the
neighborhood
around
the
construction,
the
public
availability
of
clark,
construction,
the
ongoing
newsletters
about
every
factor
in
their
construction.

interesting
things
about
how
buildings
are
made,
which
is
interesting,
and
so
I
appreciate
that
and
I'll
just
finish

lastly
saying
it
is
hopefully

much
money
as
this
project
as
possible
as
going

affordable
housing
trust
fund,
given
the
impact
of
the
new
employees
on
housing

the
area,

It

add

the
populations

amenities

charlottesville
and

we

for

pay

plans,

the

vehicles

plan

is

county
accepted

site
plan
application
in
january
2021,
but
did
not
unveil
community
benefits
until
february
of
this
year.
Leaving
residents
only
two
months
to
analyze
and
weigh
in
transparency
was
also
hindered
as
the
county
withheld
the
value
of
the
affordable
housing
benefit
until
last
friday,
and
it
has
never
provided
us
costs
for
either
side
of
this
ledger.

We
know
that
arlington
has
shifted
most
provisioning
for
infrastructure
parks,
transit,
stormwater,
even
schools
to
developers
as
part
of
site
planning,
exchanging
density
for
benefits.
That's
true
here
too.
As
one
example,
amazon
will
deliver
the
community
benefit
of
lovely
penn
park,
but
the
commission's
responsible
for
the
respective
sectors,
in
this
case
parks
and
rec
commission,
are
left
blind
to
the
bonus
density
process,
not
asked
to
judge
whether
the
developer
should
be
giving
us
one
park
or
50..
This
is
unacceptable
next
slide,
so
we
are
giving
away
chryslers.
What
will
we
get
in
return?

The
county
has
said:
arlington
will
receive
the
benefits
shown
here.
The
main
benefits
I
will
highlight,
if
you're
not
able
to
see
the
slides,
the
high
school,
the
child
care
center,
affordable
housing
contribution,
penn
park
and
some
minor
add-ons
are
worth
about
75.5
million
dollars.
Next
slide,
it
looks
like
the
county
is
preparing
to
leave
substantial
funds
on
the
table.
We
estimated
that
the
amazon
bonus
density
cost
using
three
inputs
with
the
mid-range
of
350
dollars.

A
square
foot
1.396
million
square
feet
is
worth
about
488
million
on
the
market,
substantially
more
than
we
are
getting
in
return
using
the
highest
valuation
in
arlington
for
other
buildings
nearby,
we
would
be
losing
a
billion
dollars

has
sketched
out
added
benefits
worth
for
about
413
million
that
we'd
like
to
see.
You
have
copies
of
my

I
won't
go

but
these
ideas
reflect

part
items
such
as
a
new
school
sought

the
community
as
part
of
the
pentagon
city
sector
plan.

mechanisms

believe
amazon
needs

not

amazon,

this
extreme

bonus

arlington's
overall

planning

the
county
is
not
planning

funding
major
capital
improvements
like
parks
or
storm
water
projects
as
part
of
regular
budgeting,
nor
is
it
getting
close
to
what's
needed
from
developers,
but
this
hasn't
slowed
approvals
of
denser
land
use,
zoning
and
bonus
density
that
will
bring
bring
in
scores
of
new
workers
and
residents
above
the
63
000
we
mentioned
earlier.
This
is
not
sustainable
for
our
community,
whether
it's
diversity,
environmental
viability
or
financial
solvency
we
are
seeking.

lead
platinum,
project's
energy,
related
commitments,
exceed
the
baseline
requirements
for
the
county's
green
building
incentive
policy
and
demonstrates
that
what
can
be
done
achieved
when
goals
are
built
to
the
design
pro
into
the
design

From

outset,
energy
efficiency
gains
over
the
ashrae
baseline
are
the
highest
we've
seen
in
over
at
over
30
percent.

Biophilic
elements
are
included
throughout
the
project
and
will
offer
amazon,
amazon
employees

general
public's
appealing
public
spaces
reduction
in
both
indoor
and
outdoor
water
use
are
impressive,
particularly
in
terms

capturing

cisterns
for
reuse,
bird-friendly,
gas,
glass
and
dark

sky
compliant
lightings
would
reduce
the
threat
of
bird
collisions.

world
is
facing
a
catastrophic
climate
crisis,
which
requires
immediate
action

individuals,
governments
and
businesses
to
avoid
the
worst
consequences
and
all
first
future
development
needs
to
be
aligned
with
these
goals.
We
commend
amazon
for
designing
a
project
that
adheres
to
the
standards
that
will
be.
It
will
advance
arlington's,
energy
and
sustainability
goals.
We
encourage
the
county
and
amazon
to
showcase
this
project
as
an
example
for
other
developers
of
what
can
be
done
when
sustainability
is
prioritized
and
integrated
into
design
for
from
the
beginning.

heard

last
transportation
commission
meeting
it
to
cut
to
the
chase.
It
was
voted
unanimously
to
recommend
this
to
the
county
board
for
passage,
as
recommended

was
actually
very
little
discussion
following
up
or
sort
of
echoing
what
chair
weir
mentioned
about
the
robust
process
leading
up
to
this.
That,
essentially,
was
the
reason
why
we
didn't

much
of
a
discussion.

transportation
related
issues
for
this
project
had
been
very,
very
clearly
heavily
vetted
over
this
long
process,
and
the
explanation
that

given
by
des
for
the,
for
example,
for
the
lack
of
bicycle
facilities
along
12th
street

by
the
transportation
commission
as
much
as
we
desired
and
would
have
loved
to
have
had
a
protected
bike
lanes
along
12th
street.

priority

the
transitway
and
the
narrowness

the
right-of-way
there
and

competing
uses

felt

made
a
compelling
case
to
not
have
them
on
that

that
we
commended
the
other
bicycle

parking
ratio

as
I

been
lots
of
opportunities
to

hear
about
the
project
and
provide
feedback,
as
commissioner
land
tell
me
just
mentioned.
So
we've
come
a
long
way.

There
was
also
a
lot
of
positive
comments
by
the
end
of
the
project
about
the
applicant's
responsiveness
and
I'll
get
into
that
a
little
bit
more
in
a
moment.
So
I'm
going
to
give
a
quick
summary
of
the
major
areas
discussed
during
the
srsprc
process,
including
architecture,
public
space,
sustainability,
transportation
and
community
benefits.
I
sent
you
all
my
report
earlier,
I
think
last
week
and
so
I'll
just
go
over
that
briefly
so
architecture.
During
the
lrpc
process,
many
committee
members
disliked
the
proposed
architecture.

They
felt
like
the
buildings
were
too
tall
too
uniform
too
boxy
and
created
an
uninteresting
skyline
over
the
course
of
the
three
lrpc
meetings.
Members
really
didn't
feel
like
the
applicant
was
responsive
to
their
requests
for
changes.
Then
we
had
a
three-month
break
between
ella,
the
last
lrpc
meeting
and
the
start
of
the
sprc
process.

During
that
time,
the
applicant
did
actually
go
back
and
work
with
staff
and
make
significant
changes
to
the
architecture
of
the
buildings,
and
when
they
came
back
to
us
for
the
sprc
process,
the
buildings
were
differentiated,
a
lot
more
with
their
tops
being
tweaked,
exposing
rooftop
solar
arrays,
the
majority
of
sprc
members
liked
the
new
designs
and
appreciated
the
changes,
and
this
established
a
lot
of
goodwill
for
our
sprc
process.
Because
up
until
that
point,
there
was
a
bit
of
tension
in
the
room
for
public
space.

Everyone
talked
about
looking
forward
to
seeing
how
the
green
ribbon
is
implemented,
since
this
will
be
the
first,
the
first
one
done
for
the
pentagon
city
sector
plan,
both
public
art
committee
and
h-a-l-r-b
offered
their
expertise
for
art
and
historical
interpretation
on
the
site,
since
public
art
will
likely
take
place
on
on
the
site
itself.
I
encourage
the
applicant
to
definitely
make
sure
to
connect
with
the
public
art
committee
for
guidance.

As
you
heard
from
mr
devonzo
earlier
during
public
comment,
there
are
concerns
that
the
public
space
will
primarily
be
used
by
amazon
employees
and
that
will
feel
like
a
privately
owned
space.
So
parks
and
rec
is
part
of
their
process.
We'll
really
need
to
make
sure
the
park
feels
welcoming
to
both
the
community
high
school
students,
as
well
as
neighbors
residents
across
arlington
visitors
to
the
county,
just
in
the
field
when
you
get
to
the
site
as
well
as
through
the
programming.

offered
members,
as
you
again
heard
from
mr
devonzo,
were
concerned
about
the
security
features
such
as
the
bollards.
Will
they
contribute
to
the
space
not
feeling
welcoming,
as
well
as
issues
about
surveillance

security
systems

they're
pointed
at
the
public
spaces,
are
they
going
to
be
capturing
the
faces

people

are
using
public
spaces

being
kept
on
private

submitted
letters
in
support
of
the
project
which
you
all
should
have
received.

members
related
to
sustainability,
you've
heard
from
c2e2,
everyone
was
very
supportive
of
the
project.
Sustainability
features
they
appreciated.
The
applicant
was
leading
the
way
for
arlington's
work
towards
our
community
energy
plan.
That's
often
something
we
discussed
that
we
don't
feel
like
we're
getting
there
yet,
but
I
think
this
project
is
really
kind
of
being
a
leader
in
that
in
that
area.

see
biophilia
bird
friendly
glass,
light
pollution
mitigation
all
were
appreciated
by
everyone
on
the
sprc
transportation.
During
lrpc
there
was
a
robust
discussion
about
moving
roads
under
the
site.
It
was

unique
approach,
addressed
in
part
by
the
community's
desire
for
more
usable
public
space.

There
was
also
discussion
about
the
ramp
and
stairs
on
army
navy
navy
drive
and
whether
that
was
since
it
wasn't
universal
design.
Was
this
acceptable
and
at
the
end
of
the
day,
it
still
was
something
we
were
talking
about
at
the
end
of
the
presentation,
but
the
disability
advisory
commission
representative,
her
concerns
had
been.

been
comfortable
with
the
final
design
community
benefits.
Overall,
the
group
was
very
appreciative
of
the
community
benefits
provided
by
the
project.

are
a
lot
of
them.
There
was
unanimous
support
for
the
community.
High
school
amazon
will
be
building
and
maintaining
the
property
for
a
number
of
years.
At
the
time
of
our
last
meeting,
negotiations
were
still
ongoing
about
the
specifics
of
the
agreement.

but
still

kind

wanted
to

more

Overall
sprc
members
were
very
pleased
with
this
project.

feeling
that
the
project
should
be
held
to
a
very
high
standard,
considering
who
the
owner
of
the
project
is
that
such
a
successful,
high-profile
business
like
amazon,

project
that
will
both
impress
the
community
as
well
as

standard
that
future
projects
can

measured

infrastructure
to
allow
for
going
beyond
the

think
right
now
we
are
on
such
an
early
curve

understanding

evs

commercial
settings,
that
we

feel
that

is
adequate
at
this
