report,
as
well

the

associated

that
report,

includes

presentation
will
cover
the
proposed
banner
designs
and
locations
the
reference
zoning
ordinance,
article
13-point
11.1
in
staffs
evaluation
of
that
proposal,
as
it
relates
to
those
requirements
which
concludes
in
our
recommendation.

this
item,
see
pro,
as
many
of
you
aware,
has
a
long
history
of
collaborating
with
local
government
and
creating
a
healthy
relationship
with
the
businesses
and
Greater
Columbia
Pike
community
they've
been
established
in
1986
in
1999.
A
similar
banner
program
has
been
approved
by
the
County
Board
that
has
since
been
removed
from
Columbia
Pike.

The
nature
of
this
one
is
slightly
broader
and
we
wanted
to
make
sure
that
a
new
ordinance
was
approved
by
the
County
Board
to
reflect
those
changes
and
the
different
changes
that
have
occurred
since
that
time
in
the
or
zoning
ordinance.
Additionally,
last
year,
the
County
Board
approved
additional
funding
for
C
Pro,
which
also
included
some
guidance
to
pursue
the
banner
program
that
we're
going
to
cover
tonight.

The
program
itself
can
be
divided
into
three
different
phases,
which
is
how
super
plans
to
implement
the
installation
of
the
program.
The
first
one
will
include
several
key
major
intersections
throughout
the
corridor
and
will
focus
on
a
simple
narrative,
calling
Columbia
Pike,
Arlington's
oldest
and
newest
Main
Street.
That
will
be
followed
by
phases
two
and
three
which
identify
and
brand
the
ten
neighborhood
associations
along
the
corridor,
as
well
as
Pike's
major
events
which
have
grown
since
the
last
banner
program
was
installed,
including
the
Blues
Festival
with
farmers,
markets,
Fall,
Fest
and
moving.

initial
phase,
which
concludes
funding
a
little
approximately
include
48
different
installations.
On
the
intersections
I
mentioned.
The
reason
why
we
are
identifying
the
two
intersections
on
the
western
and
eastern
end
of
Columbia
Pike,
so
that
the
ordinance
can
broadly
capture
all
the
different
locations
that
are
proposed
by
C
Pro.
They
are
specifically
identified
in
the
attachment
1
to
the
staff
report
specific
to
face
1.
The
intersections
that
are
anticipated
for
installation
include
Dinwiddie
street
glebe,
Road,
Valtteri,
Drive,
Orange,
Street
and
arm
Street
and
again.

One
of
the
reasons
we
wanted
to
use
this
map,
for
that
exhibit,
is
to
highlight
that
both
no
8
and
no
24
on
the
land
use
plan
identify
special
revitalization
districts,
which
is
something
that
the
zoning
ordinance
calls
for.
When
considering
such
requests
for
banner
systems
in
the
public
right
away.

Zoning
ordinance
article
13
point
11.1,
specifically
point
H,
indicates
several
different
criteria
and
findings
that
the
county
board
needs
to
make
when
considering
such
a
request.
This
is
something
that
was
amended
more
recently
in
June
of
2017
and
has
become
effective
beginning
of
this
year.
So
this
is
the
first
banner
proposal
that
we
are
considering,
and
the
public
right-of-way
using
that
new
language
in
the
zoning
ordinance
specifically
the
way
staff
reviewed
that
language
can
be
broken
up
into
these
two
tables.
Initially,
the
criteria
for
sign
systems
deals
with
either
sector
area
or
revitalization
area
plans.

this
case,
the
entire
Columbia
Pike
corridor
is
covered
between
the
commercial
and
neighborhoods
farm
based
code
and
the
districts
that
accompany
it.
In
addition,
the
ordinance
that's
proposed
attached
to
the
staff
report
does
include
specific
characteristics
of
the
banner
size,
maintenance,
removal,
replacement
standards
and
other
physical
characteristics
that
would
Gide
subsequent
phases
as
they
come
in.
Additionally,
the
County
Board
in
considering
this
request
would
have
to
find
the
banners
do
not
adversely
affect
the
traffic
safety
to
a
significant
degree,
which
staffs
assessment
is
that
it
does
not.

the
banners
would
not
result
in
any
clutter.

worked
closely

and
County
engineer's

sure

adequate
clearance

pedestrians
on
the
sidewalks,
where
the
street
light
poles
would

located
for
these
installations.

banners
would
be
facing
the
actual
sidewalk,
as
opposed
to
the
adjacent
roadway
to
minimize
any
other
issues
with
vehicles
or
buses.
And,
additionally,
any
street
light
poles
attached
to
traffic
signals
or
which
contain
current
signage
regarding
regulatory
nature
would
be
prohibited
from
installations
for
the
banners.
The
maintenance,
removal
and
replacement
will
be
covered
by
C
Pro
and
is
included
in
their
funding.

So
as
a
result,
because
the
banners
would
assist
in
identification
and
branding
of
the
Pike
corridor
because
they
are
in
keeping
with
the
Main
Street
vision
established
in
both
the
Columbia
Pike
initiative
and
a
neighbor
hoods
area
plan
and
because
they're
consistent
with
the
previous
ordinance
approved,
the
County
Board
in
1989
staff
recommends
the
adoption
of
the
proposed
ordinance
to
authorize
the
placement
of
non-commercial
banners
on
street
light
poles
in
the
public
right-of-way
located
along
Columbia
Pike
between
South
Jefferson,
Street
and
South
Arm
Street.

amendment
and
rezoning

Benjamin
Banneker
Park.
A
park
has
been
on
this
site
since
the
1960s,
the
Department
of
Parks
and
Recreation
is
ready
to
make
improvements
to
the
park
and
would
like
to
bring
it
in
a
consistency
for
glup
and
zoning
of
recently
acquired
parcels.

Benjamin
Banneker
Park
is
located
near
East,
Falls
Church
on
the
border
with
the
city
of
Falls
Church
and
North
Sycamore
Street.
As
you
see
on
the
map,
there
are
three
yellow
shaded
parcels.
Those
are
recommended
for
the
glup
amendment
from
low
residential
to
public.
In
addition,
the
parcels
that
are
outlined
in
yellow
are
recommended
for
rezoning
from
r6
to
s3a.

This
park
has
been
shown
in
to
elements
of
the
Comprehensive
Plan,
the
1994
open
space
plan
and
the
200
2005
public
spaces
master
plan
which
both
called
for
expansion
and
improvements.
Past
glup
and
zoning
changes
at
the
park
have
happened
in
two
phases
over
time
board
actions
in
1995
and
1998
approved
BLUP
amendments
and
rezoning
for
previously
acquired
parcels.

The
parks
department
has
accomplished
a
public
planning
process
for
the
design
of
Benjamin
Banneker
Park,
culminating
in
a
framework
plan
which
was
adopted
by
the
County
Board
in
December
of
2017.
This
framework
plan
calls
for
various
improvements
to
the
park
over
two
phases
and
includes
uses
for
the
newly
acquired
parcels
on
18th
Street.

proposed

amendment
is

here.
The
proposal
is
to
change
these
three
areas
from

administrative

parcels,

indicates

administrative

paving
layer

the
park

residential
properties
purchased

Arlington
County
government
at
various
times

incorporated

These
these
residential
properties
were
purchased
over
number

years
and
the
purpose
was
to
be
incorporated
into
Benjamin
Banneker
Park.
However,
please
defer
the
glove
change
in
me.
Zoning
and
until
public
hearings
can
be
scheduled
regarding
the
best
use
of
the
repurposed
residential
parcels.
The
County
Board
recently
purchased
several
large
parcels
on
Shirlington
Road
to
be
used
for
various
parking
purposes.

county
board
also
repurposed
an
office
building
on
Fairfax
Drive
to
be
used
for
childcare.
Over
the
objections
of
the
immediate
neighbors,
the
County
Board
also
recently
approved
the
expansion
of
daycare
in
a
residential
neighborhood
of
single-family
homes
over
the
objections
of
immediate
neighbors
and
these
neighbors
were
very
concerned
about
things
like
safety,
rather
than
continue
to
repurpose
commercial
and
residential
infrastructure
for
purposes.
The
infrastructure
was
never
intended
recently
created.

slated

be
parked

quite
some
time
and,
as
we
know
often

we
have
parks
that
are
a
budding
residential
property,
we
do

county.

the
parcels

available

owners

willing
to
sell,

this
is
sort
of
completing
the
park.

requested
rezoning
at
McCoy
Park.
This
rezoning
is
being
requested
by
the
Department
of
Parks
and
Recreation
in
advance
of
planned
park,
improvements
to
align
the
zoning
with
the
existing
and
future
Park
use.
This
presentation
provides
a
summary
of
the
proposed
action,
the
some
background
information
on
the
park,
some
key
findings
for
a
proposed
rezoning
timeline
and
a
staff
recommendation.

allows
for
the
park
as
it

right
use,
in
which
case
no
use
permit
will
be
needed
for
the
development
of
the
park
permitting
of
the
park,
and
this
zoning
district
is
typically
found
adjacent
to

surrounded

the
timeline
for
this
project
has
tracked
with
Benjamin
Banneker.
So
in
April
we
brought
information
about
this
rezoning
to
the
lrpc
in
May
2018.

improvements

park
would
result
in
the
destruction
of
mature
trees
and
the
Urban
Forestry
Commission
was
never
apparently
consulted.
According
to
the
staff
report

in
a
park
and
I,
don't
see
that

consulted
either.
So
please
defer
this
rezoning
until
the
urban
forestry
commission
and

2,

that's
appropriate,
can
be
consulted
about
tree
loss
and
pre
tree
preservation
in
the
park.

we
see
with
these
neighborhood
parks
being
repurposed,
there,
usually
a
number
of
mature
trees
and
those
are
usually
destroyed
to
make
way
for
amenities
like
shelters,
like
volleyball
courts
like
basketball,
courts
and
so
on,
and
it's
time
to
at
least
do
a
tree
census
and
see
what
we're
losing
here
before
we
go
ahead
and
rubber
stamp
anything
that
parks
and
recs
rec
puts
in
front
of
us.

where
there
is
no
need
for

it
has

well
defined

the

plan
documents,

spaces

the

good

park
improvements.
The
engagement
began
with
the
community
in
2015
in
the
spring
in
the
summer,
to
present
to
them
the
the
idea
of
park
improvements
per
the
developers
donation
for
improvements
to
the
park.
We
had
done
that
in
the
spring
and
there
was
an
additional
in
the
in
the
following
spring
and
then
there
was
a
third
in
August
of
2016,
and
then
we
had
a
final
presentation
of
the
and
then
we
actually
had
some
community
feedback
online
components
in
the
fall
of
2016
and
December
of
2016.

Did
and
in
looking
at
some
of
the
most
basic
improvements
of
an
improved
sidewalk
and
access
and
circulation
for
ADA
accessibility,
the
sidewalk
improvement
was
was
moving
to
the
south
of
the
property,
which
would
remove
an
impact.
Even
replacing
the
sidewalk
in
place
would
impact
the
large
three
cherry
trees
that
were
existing,
which
are
also
at
we're
at
their
lifespan
of
25
to
30
years
and
not
in
the
most
ideal
long-term
health.

So
we
realized
that
by
removing
the
sidewalk
and
improving
it
in
place
with
an
impact
to
the
roots,
but
as
our
develop
in
the
process
evolved
with
the
community,
we
had
identified
that
shifting
the
sidewalk
to
minimize
slope
impact
and
drainage
impact
was
also
going
to
impact
the
trees,
which
were
also
that's
part
of
their
consideration
for
having
them
be
removed.
All
the
other
trees
within
the
park
remain,
as
they
are
down
the
hill
along
the
sides
and
at
the
main
entrance
and.

Are
looking
at
planting
some
understory
native
trees
and
we're
doing
our
ratio
for
urban
forestry
replacement
so
we're
losing
three
ornamental
trees,
we're
replacing
with
nine
trees,
combination
of
shade
trees
and
ornamental
of
red
buds
autumn
cherry
and
there's
some
opportunities
to
get
some
larger
red
red
maples
back
in
as
well,
it's
a
compliment
what's
currently
within
the
park.

duplicative,
so
we've
got

three
trees
that
are
being
taken
out
along
21st,
Street
right,
but
looking
I
guess
looking
at
just
Google
Maps,
it
looks
like
most
of
the
mature
trees
are
north
of

improving

and
that
area
is
what
we're
look
at.
What
I'm
seeing
here
is
that
that
there's
no
improvements
being
contemplated
beyond
this
right
that
that
area
will
just
remain
forested
and
the
mature
trees.
They
will
remain
in
place.

some
openings

them
there's
some
trees
that
have
died
out,
and
so
there's
some
spaces
and
openings
for
improvements
for
planting
and
some
of
the
trees
are
in
secondary
growth,

they're,
not

some
some
unique
ornamentals
that
are
in
there
as
well,
that
are
taking
some
good
form.
So
at
this
time
we
don't
see,
we

the
need
for

extra

terms

those

outside
of
our

scope
for
the

manager

improvements.

one
suggestion

need
to
take
that
into
consideration
and
look
at
how
that
would
impact
the
overall
space
and,
in
particular
in
terms
of
orientation
and
placement.

these
shade
that
that
one
tree
option
that
was
presented
to
the

before
she
manager
was
presented.

plan
review
proposals
are
for
hotel
residential
office
and
mixed-use
development
in
certain
high-density
zoning
districts,
typically
within
metro
station
corridors.
We

is
not
news
to
you
live
in
different
parts
of
the
county
and
we
come
from
different
educational
and
professional
backgrounds.

serve
at
large
and
do
not
represent
any
particular
area
of
neighborhood
or
neighborhood,
although
it's
nice

folks

have

working
and
walking
knowledge

the
amenities
and
concerns
of
a
particular

commissioners,
we
need
to
conduct
SPRC
reviews,

roles

citizen
engagement,

the
whole

make

rule

thumb

commissioners

I've
kind
of
talked
about

that
all
liaison
reports
or
SPRC
reports
can
be
submitted.

busy
with

schools
and
other

report
should
contain
a
summary

issues
and
also
what
motions
are
anticipated
lead
should
indicate
what
the
main
motion
is,
whether
there
might
be
any
significant
differences
with
the
county
managers
recommendation
ahead
of
time,
giving
commissioners
a
chance
to
call
the
lead
up
and
maybe
have
a
little
debate
offline.

course,
we
can't
do
this
on
mass.

sort
of
one
by

I

really

my
time
on
the
Commission
benefited

great
deal
from
those
sort
of
one-on-one
phone
calls

agree
