Planning
division
I'll
be
giving
a
presentation
on
I
have
the
staff
that's
reviewing
this
project
Bingham
Center.
These
are
the
agenda
topics
for
today's
meeting
on
the
screen
here.

My
presentations
largely
going
to
focus
on
on
County
policy,
outstanding
issues
and
things
that
we
really
want
to
get
your
perspective
as
sprc
members,
so
before
diving
into
the
various
topics.
I
want
to
just
take
a
second
to
zoom
out
and
look
at
the
history
of
the
site
in
some
site
context
and
I
know.
This
might
be
repetitive
for
some
of
you,
but
just
want
to
bear
with
me.

I
want
to
point
out
that
in
2006
is
when
the
Clarendon
sector
plan
is
approved
by
the
county,
not
identified
goals
and
objectives
for
this
area.
That
also
led
to
the
effort
in
2019,
where
the
county
undertook
a
redesign
of
the
intersection
Clarendon
Circle,
and
that
intersection
was
Notorious
notoriously
problematic.

One
aspect
of
that
redesign
was
the
closure
of
Irving
Street,
so
it
no
longer
connects
to
Washington
the
purpose
being
to
simplify
traffic
movements
and
to
increase
pedestrian
fast
forward.
A
few
years,
the
County
Board
adopted
an
update
to
the
client
and
sector
plan.
This
was
April
22
2022
less
than
a
year
ago
it
specifically
looked
at
a
handful
of
sites,
including
the
Bingham
Center
site
and
updated
recommendations.

Good
portion
of
the
members
on
this
coming
out
of
the
updated
sector
plan.
There
are
several
overarching
goals
that
were
determined
I'm,
just
going
to
mention
two
of
them
here:
one
to
improve
the
public
Realm
by
creating
and
maintaining
a
network
of
walkable
streets
and
attractive,
accessible
public
spaces
and.

So
here
are
the
handful
of
sites
that
the
sector
Plan
update,
looked
at.
It's
kind
of
small
on
that
screen
our
way
but
site.
Number
three
is
the
Bingham
Center
site
and
that's
what
we
will
primarily.

The
plans
holistically
and
I
know
it's
kind
of
small
on
the
screen,
so
I'm
going
to
point
out
some
features
just
to
draw
attention
to
some
of
the
things
that
the
sector,
so
first
the
sector
plan
recommends
and
through
these
projects
of
Bingham,
Center
and
Wells
Fargo
of
pedestrian
Plaza
will
be
implemented
between
Bingham
Center
and
Wells
Fargo
Additionally.
You
can
see
on
these
orange
boxes.
These
are
the
loading
locations
of.
B

So,
as
you
come
in
the
10th
road
kind
of
zigzags
a
little
bit
and
on
their
portion,
they're
proposing
a
drive-through
staff
is
continuing
to
work
on
them
to
see
it
if
that
can
be
reduced
or
eliminated
altogether.
There'll
be
more
information
on
that.
The
Nexus
peers.

Then
I
want
to
look
at
the
uses
surrounding
this
Northern
portion
with
the
plot,
so
Bingham
Center
is
proposing
to
have
a
cafe
on
the
Northern
portion
of
their
building
and
if
you
can
see
the
white
arrows
they're
having
an
entrance
at
the
very
North
portion
and
then
imagine
out
onto
the
Plaza,
the
sector
plan
calls
for
a
continuation
of
retail
or
retail
down
there.

They
are
putting
some
of
their.
What
we
call
back
of
house
uses
kitchen
play,
break
room
along
this
area
and.

Bit
I
can
just
try
my
best
a
project
based
discussion
on
Bingham
Center
most
highlight
they
are
providing
the
a
portion
of
the
new
10th
Road
North
that
is
called
for
in
the
sector
plan.

With
regards
to
parking
and
loading,
we
touched
on
this
a
little
bit
with
parking
and
loading
for
the
residential,
largely
be
off
of
the
alley
between
Joyce
motor
and
residential
building
building
for
Bingham
Center.
There
has
been
a
change
since
last
sprc,
the
residential
parking
ratio
has
increased
from
a
0.57
ratio
to
a
0.7
and
hotel
parking
has
saved
roughly
the
same
with
a
slight
increase
to
a
point.

Oh,
the
applicant
submitted
a
multimodal
traffic
analysis
and
we
can
get
more
in
depth
on
this.
If
you
have
questions,
but
the
long
and
short
of
it
is
that
with
no
mitigations,
the
future
conditions.

Show
that
two
intersections
perform
poorly.
However,
with
mitigation
measures,
analysis
shows
that
the
traffic
operations
are
consistent
with
what
we
call
Lucy
and
what
we
would
expect
last
thing.
I'll
talk
about
before
moving
on
to
community
benefits
is
Landscaping,
and
so
we'll
talk
about
the
open
space,
pedestrian
Plaza
in
a
minute,
but
for
landscaping.
The
sector
plan
has
a
guidance
for
15
tree
canopy.

9,
so
staff
continues
to
we'll
continue
to
work
on
with
them
on
this,
to
identify
ways
that
we
can
increase
the
tree
canopy
across
the
site
to
reach
that
finally,
Community
benefits.
The
final
Community
benefit
package
is
being
negotiated,
still
we're
targeting
areas
based
on
the
sector
goals,
specifically
the
Green
Building
design,
they've
committed
to
a
League,
World
certification
level.
There's
also
discussion
of
having
open
space,
be
part
of
the
kidney
benefits
package.

Potential
funding
for
Community
love
design
process
for
that
Plaza
area
between
Wells,
Fargo
and
being
on
Center,
then
also
affordable,
housing,
transportation
adjacent
to
the
site
are
all
these
things
that
we
look
into
so
in
the
following:
slides
I'm
going
to
talk
about
some
of
the
outstanding
issues,
and
this
is
what
we
would
really
like
to
to
hear
from
you
guys
what
your
thoughts
are.

we
have
kind
of
three
outstanding
issues
with
the
project
and
they
all
are
intertwined
and
become
a
little
bit
connected.
The
first
is
just
the
general
nature
of
10.
The
sector
plan
has
a
vision
for
10th
Road
to
really
be
a
more
of
a
service
oriented
space
parking
and
loading
off
of
10th
Road,
and
the
applicant
has
chosen
to
propose
that
the
loading
the
off
of
Irving
Street
I
do
also
want
to
just
take
a
minute,
since
it
can
be
confusing
with
all
the
plans
here
on
the
screen.

There
are
these
proposed
cross
blocks
here.
That
is
my
understanding
is
that
would
be
implemented
with
the
Wells
Fargo
site,
so
just
something
to
to
remember
as
we're
combining
all
so
with
the
loading
off
of
Irving
Street.
The
applicant
has
provided
these
loading
Auto
turn
movements.

the

the

where
the
sector
plan
identifies
the
loading
to
the
off
of
10th
Road.
The
County's
Master
Transportation
plan
also
has
guidance
regarding
loading
and
curb
cuts
that
states
that
they
should
be

place
where
pedestrian
volume
is
lowest
and
away
from
primary.

then,
moving
on
to
the
final
thing
I'll
talk
about-
and
this
is
related
to
the
location
of
floating
and
10th
Street-
is
the
the
activation
along
the
Plaza.
So
the
you
can
see
on
the
top
image
the
facade
that
was
submitted
and
was
discussed
at
the
first
sprc.

the
applicant
has
made
some
improvements
to
the
facade
by
providing
a
living
green
wall
along
that
Irving
Frontage.
To
provide
some
interest,
however,
they
are
not
needing
the
transparency
requirements
or
the
entry
requirements
or
the
activity
that
we
would
ideally
like
to
see.

as
mentioned
before
and
I
know,
this
was
discussed
at
the
last
sprc,
so
I
won't
spend
too
much
time
on
it,
but
the
sector
plan
calls
for
retail
retail
equipments
to
really
be
winding.
Irving
Street,

more
service
oriented
and
like
I,
mentioned
this
impacts
your
transparency
in
the
entry
Department.

So
finally,
I
just
want
to
kind
of
sum
up.
Our
our
three
big
concerns
are
the
lack
of
activation
on
that
facade
for
that
future
closet.
The
loading
operations
being
adjacent
to
a
future
Park,
creating
an
additional
curb
cut
on
Urban
pedestrian
desire
path
in
that
pedestrian
conflict
in
that
area,
and
you
can
see
kind
of
rendering
that
was
done
in
the
style
of
the
sector
plan
that
shows
the
loading
there
and.

If
you
can
see
my
laser
pointer,
this
is
where
that
Wells
Fargo
drive
through
would
be
so
lots
of
conflicts
that
matter
I'm
gonna
get
the
head
to
this
image
of
the
Hyatt
Place
on
Wilson
Boulevard.

One
thing
that
we've
heard
and
I
think
was
discussed
at
the
last
sprc
meeting
was
the
desire
to
have
a
separation
from
the
entrance
of
the
hotel
and
the
loading
dock
and
I
think
as
staff
we're
a
little
bit
skeptical
about
about
that
being
a
reason
to
not
have
loading
on
10th
road
because
we've
seen
it
be
successful
in
other
places
such
as
the
Hyatt
on
you
know,
just
a
block
down
here.
So
I'll
wrap
up
my
presentation
by
saying
that
and
look
forward
to
hearing

Frankly,
just
a
very
you
know,
unfriendly
pedestrian,
unfriendly
area.
So
we're
really
excited
about
the
opportunity
of
upgrading
this.

a
real
Gateway
to
Clarendon
Tom
has
been
involved
with
this
property
for
I,
don't
know
what
30
Years
Tom
it's
taking
a
long
time
to
kind
of
put
together
the
pieces,
I've
seen
a
lot
of
things
happen
and
come
and
go
in
that
time,
but
anyway
we're
excited
about
the
opportunity
right
now.

lot

streetscape
improvements
that
are
being
requested
by
the
county,
wide
native
Wilson
Boulevard,
which
you
can't
do
on
the
other
side,
because
you've
got
to
storage
buildings
like
Northside
Social,
the
Dominion
power
substation.
So
some
of
that's
shifting
over
to
us
so
we're
taking
I
would
say
the
brunt
of
a
lot
of
these
Street
skateboard
happy
to
do
it,
but
it
presents
some
challenges.
Something
like
38
of
our
site
is
going
towards
streetscape.
You
know
new
sidewalks,
New
Roads
things
like
that.

So
it's
been
a
challenge
for
us
to
work
through.
Let's

the

issues,
just
sort

get

the
meat
of
the
matter.

The
first
one,
that's
very
important
to
us
is
the
location,
loading
dock,
and
let
me
just
give
you
a
little
bit
of
background
about
that.
It's
a
little
complicated
of
an
issue.
We've
spent
once
literally
handbringing
about
how
to
resolve
it,
but,
first
and
foremost,
we've
got
a
three-sided
building
the
triangle:
there's
our
hotel.

It's
not
four-sided
like
a
traditional
hotel
and
there's
Frontage
along
all
sides
with
a
hotel.
You
don't
want
people
stopping
on
your
major
roads,
for
example.
You
would
want
to
have
your
main
vehicular
entrance
on
Wilson,
because
people
would
stop
the
cars.
The
Uber
would
stop.
Many
bus
stops
and
traffic
stops
on
Wilson.

Irving
is
blocked
off
it's
not.
It
doesn't
go
through
anymore.
So
Urban
now
is
a
dead
end
Street.
You
can't
put
your
entrance
there
either.
So
we've
we're
encouraged
earlier
on
and
we
feel
like
really.
The
only
place
for
particular
entrance
is
on
10th
Road
North,
which
is
about
where
coordinates
is
shown
in
the
main
part
of
that
a
potential,
a
potential
loading
dock,
essentially
where
our
entrance
is
to
our
building,
and
so
we've
been
working
with
that
for
a
number
of
times.

This
was
originally
an
office
site
and
for
an
office
things
worked
a
lot
different
than
they
do
for
a
hotel
offices.
Don't
have
you
know
Guest
Services,
they
don't
have
restaurants
on
the
ground
before
they
take
up
the
whole
room.
The
operations
we
have
someone
here
behind
me
from
there's
an
expert
in
hotel
operations.
So
if
you
guys
want
any
questions
about
it,
he's.

Michael
right
behind
me,
but
the
bottom
line
is
it's
very
complicated
to
operate
a
hotel.
What's
special
when
you've
got
all
the
sides
facing
something
or
the
other,
but
so
what
we've
done
is
this
was
an
office
until
about
10
months
ago,
the
county
said
you
could
do
a
hotel
here
at
that
time
they
really
didn't
re-examine
where
the
loading
dock
was,
at
least
in
my
knowledge,
no
discussion
about
that.

It's
sort
of
a
legacy
hanger
on
from
where
this
is
supposed
to
be
home,
which
I
think
is
part
of
the
challenge
here
as
well.
So
anyway.
So
here's
what
we've
done
and
what
we've
analyzed.
You
can
see
the
green
cars
in
that
line
and
we
think
cars.
We
know
cars
will
stack
as
they
pull
up
to
the
hotel
they're
going
to
unload
their
kids,
their
luggage,
the
minivan's
going
to
pull
up,
and
so
we
believe
there's
going
to
be
cars,
stacking
on
10th,
Road
North.

As
you
see
there,
we
show
four
there
I,
don't
know
if
that's
the
right
number,
but
we
know
people
are
going
to
wait
and
get
out
and
check
in
the
hotel
and
have
the
valet
parking
come
and
take
their
car
to
the
valley
parking
area.
The
county
staff
has
asked
us
to
put
the
loading
dock
on
10th
Road.
Let's
go

the

We
can
take
a
quick
look
at
how
we
believe
it'll
interfere.

With
the
hotel
there,
the
second
thing
issue
that
we
have
with
moving
the
loading
dock
is:
let's

back
one

it

the
red
is
now
not

kitchen
anymore.

back
end
of
the
loading

our
kitchen

work

far

kitchen
goes.

that's
the
second
issue
we
have
with
moving
the
loading
dock

things

also
have
caused
us
concern
is
the

guest
arrival
experience.
This
is
intended
to
be
a
four-star
hotel.
We
believe
it's
going
to
be
one
of
the
nicest
hotels,
probably
one
of
the
two
nicest
hotels
in
Arlington.
It's.

is
Marriott's
Italian
chain
if
you
will
brand,
and
so
they
don't
want
to
parking
garage
entrance
right
next
to
the
main
entrance.
We
don't
think
it
works.
You
know
respectfully,
as
relates
to
the
Hyatt
I'm,
not
sure
from
that
photo.
It
works
either,
but
we
could
I
guess
disagree
about
it,
but
our
the
Marriott
folks
are
very
adamant.

we
understand

people
want

upgrade
urban
street.
That
Urban
Street
should
be
a
better
experience.
We
heard
that
our
last
meeting

Upgraded
it
let's
go
to
the
next

Irving
Street
now
has
a
green
wall,
which
is,
we
hope,
will
wrap
up
from
the
park.
That's
intended
to
be
in
that
place,
so
the
park
will
actually
ride
up

wall,

we
think
is
very
exciting.
We've
added
Windows
we've
added
entrances.
There's
got
to
be
some
backup
house
in
a
three-sided
building
when
you
get
Frontage
on
all
sides,
and
so
we
got
some
of
that.
The
kitchen
doesn't
have
a
bunch
of
windows.
It's
just
not.

customer
to
do
that,
so
the
employee
restroom
doesn't
have
a
bunch
of
windows.
So
we've
tried
very
hard
to
stick
as
many
windows
as
we
can
considering
the
operations
of
a
hotel
and
where
we
are
we're,
certainly
willing

think
to
reevaluate
and
continue
to
approve
what
we
have
here.
But
those
are
kind
of
some
of.

the
thoughts
we
