During
this
sprc
project,
as
a
member
of
the
Planning
Commission
welcome

subgroup
meeting
for
arba.
This
is
our
second
meeting
for
this
project,
and
tonight
we
will
be
discussing
a
sustainability
and
biophilia
public
spaces,
Community
benefits
and
phasing
and
construction.
We
will
be
holding
a
hybrid
public
meeting
which
enables
remote
electronic
participation
as
legally
authorized
by
the
code
of
Virginia
for
the
planning
commission's
electronic
meeting
policy.

Additionally,
there
is

for
those
who
just
use

joining
virtually
if
anyone
loses
internet

during
today's
meeting,
please
reconnect
with
us
by
phone.
Please
keep
yourself
muted
until
you
are

you
to
minimize
interference.
Please
turn

A
Virtual
members
of
the
public
using
Microsoft
teams,
please
turn
off
your

and
mute
yourself.
Microsoft
team
chat
is
active
to
serve
two
purposes
for
sprc
subgroup
members
who
need
technical
assistance
and
for
members
of
the
public
to
add
their
names
to
the
list
for
public
comment
which
will
be
taken
at
the
end
of
the
meeting.
The
team's
chat
should
not
be
used
for
discussion.
Those
who
were
planning
to
provide
public
comment
will
still
need
to
do
so
at
the
end
of
the
meeting,
as
the
chat
will
be
will
not
serve
as
that
Community.
A
All
public
comments
must
be
shared
verbally
for
the
record
during
the
assigned
public
comment
period.
If
subgroup
members
participating
virtually
wish
to
be
recognized
to
speak
on
an
item
during
the
course
of
the
meeting,
please
raise
your
virtual
hand
and
tees
staff
will
monitor
the
teams
to
see
who
would
like
to
speak.
If
subgroup
members
are
participating
by
a
phone
today
without
the
hand
raise
option,
I
will
verbally
check
in
to
see
if
there
are
members
who
still
want
to
be
recognized
and
you
can
unmute
and
speak
then
for
our
members
of
the
public.
A
Who
would
like
to
provide
feedback
and
comment,
you
will
be
called
on
to
speak
at
the
end
of
the
meeting.
It
will
be
allotted
two
minutes
to
speak
on
tonight's
agenda
item.
If
you
wish
to
speak,
please
enter
your
name
in
the
meeting,
chat
or
virtual
attendees
or
provide
staff
with
your
name
if
in
person-
and
you
will
be
added
to
the
speakers
list.
Lastly,
this
is
a
public
forum.
Tonight's
meeting
will
be
recorded
and
posted
to
the
County
website.
A
All
information
associated
with
today's
meeting,
whether
written
or
spoken,
is
freedom
to
the
subject
to
the
Freedom
of
Information
Pirates.
So
thank
you
all
for
going
through
that,
so
to
get
started.
I
just
wanted
to
give
a
brief
update
about
a
new
change.
That
kind
of
is
first
impacting
our
group,
which
is
that
staff
are
not
doing
the
video
presentations
in
advance
of
our
meeting.
I
know
that
kind
of
came
up,
as
you
all
were
preparing
for
tonight's
meeting.
A
We
are
no
longer
doing
the
videos
before
the
meeting,
because
a
lot
of
all
of
the
information
board
is
in
the
staff
report.
We
noticed
based
on
the
video
counts
that
not
everybody
was
watching
all
of
the
videos
before
the
meeting
so
because
they
were
very
time
consuming
to
make
and
we
need
to
be
as
efficient
with
staff
time
as
possible
due
to
the
number
of
projects
and
we'll
post
cut
in
a
staff.
Member
for
the
ucph
staff,
with
the
budget
cuts
for.
B
A
Of
these
reasons,
let's
not
see
the
videos
in
advance
we're
going
to
do
them
during
the
meeting
themselves,
they'll
be
available
after
the
meetings
in
case
you
want
to
share
the
videos
with
your
colleagues
or
with
your
neighbors,
but
all
the
information
and
more
and
we
still
do
have
access
to
all
of
them
and
like
most
things,
this
is
an
organic
process.
You
find
findings,
aren't
working
it'll
change,
we'll
respond
to
community
feedback,
but
this
is
the
approach
that
we're
going
to
use
going
forward.
It's
very
similar
to
the
approach.
A
A
D
D
So
since
our
last
meeting,
we've
had
several
meetings
with
some
components
of
folks
from
Wellington.
D
Along
with
what
we've
discussed
in
this
BRC
one
into
into
the
design
that,
as
part
of
the
process,
we
are
going
to
consolidate
our
changes
and
submit
them
as
part
of
a
Consolidated
Center
for
I,
don't
know
so
aside
from
comments
that
we've
responded
to
in
sprc
one
sprc2,
we
provided
some
additional
details
on
the
sign.
We've
actually
gone
out
and
surveyed
it
and
made
some
design
modifications
amending
that
survey
and
have
two
options
that
we
discussed.
D
We're
also
after
discussion,
we're,
including
some
of
the
existing
Stone
in
in
kind
or
or
use
as
we
can
at
the
base
of
the
lobby.
We're
also
providing
some
information
on
locations
and
high
level
thoughts
on
what
the
historic
recognition
could
be
could
be
and
where
it
is
really
at
the
intersection
of
Arlington
Drive
we've.
Also,
there
was
a
lot
of
good
s
done
as
we've
actually
modified
the
existing
bike
group
to
accommodate
some
of
these
larger
cargo
bikes
and
additional
scooter
multimodal
rotation
and.
E
D
Little
bit
about
why
that's
the
supplemental
room
and
why
it
doesn't
mean
to
be
the
main
room,
but
we
think
that
there's,
that's
a
that's
a
benefit
part.
Finally,
we're
really
interested
in
Sharing
more
about
the
landscape
of
biophilia.
A
lot
of
this
is
consistent
with
the
original
design,
but
we're
going
to
go
into
it
in
great
detail.
D
We're
also
going
to
share
some
of
the
traffic
management
details
along
the
Muse
I
know:
that's
something
that
that
we've
all
talked
about
abstracted
we're
going
to
talk
about
some
concrete
strategies
to
kind
of
manage
that
safety,
traffic
and
multiple
of
flow.
So
it's
like
things
Central
to
the
goals
of
the
bluff
and
Central
to
and
finally
we're
going
to
talk
a
little
bit
about
the
pet
area.
D
Details
as
well
as
kind
of
the
reasoning
why
this
is
the
right
location
so
with
that
big
introduction,
I'm
going
to
move
through
the
images
before
and
after
very
quickly,
and
we
have
a
lot
of
information
in
the
appendix
to
talk
about.
But
this
is
essentially
before,
where
the
arva
sign
was
in
the
lobby
going
to
the
next
slide.
D
So
upon
survey
the
sign's
actually
a
little
bit
taller
than
we
thought
as
well
as
some
of
these
other
proportions,
but
but
this
with
with
letters
on
both
sides,
we
had
some
great
discussions
with
historic
and
Chris
talking
about
how
we
can
really
work
to
make
that
symbolic
of
what
was
originally
there.
We
are.
We
believe
that
the
reader
side
of
the
sign
should
be
straight
for
a
couple
of
reasons,
but
for.
D
This
sign
it
had
been
three
sides
close
to
the
sky.
It's
going
to
be
two
sides
Justice,
it's
a
very
different
iteration
just
because
of
the
way
it's
interacting
with
the
building
and
in
the
next
image,
you'll
see
the
the
sign
with
the
with
the
rear
crease
on
it,
but
before
we
change
that
image,
I
just
want
to
talk
about.
You
know
some
recognition
of
opportunities
for
historic
recognition
here,
along
where
the
trail
kind
of
culminates.
D
If
you
go
to
the
next
slide,
you'll
see
that
jump
back
and
kind
of
this
tension
between
the
back
side
of
the
side,
sign
and
and
the
building.
Is
it
push
this
close
if
we
pull
the
sign
further
out
from
the
building,
it'll
start
to
encroach
over
the
property
line
possibility,
but
we
think
that
it's
better
to
we're
recommending
the
previous
option.
D
Let's
go:
let's
keep
going
so
for
the
Bike
Room.
One
of
the
things
that
we
talked
about
is
making
that
more
active
and
one
thing,
if
you
jump
to
the
next
slide,
transforming
I
think
the
the
kind
of
presence
of
that,
which
is
something
we've
done
on
a
couple
projects
here
in
Arlington,
but
I
think
we've
had
a
debated
bike
room
where
you.
D
D
To
be
able
to
set
things
up
and
kind
of
have
that
active
active
feature,
so
it's
a
piece
of
really
active
program.
Let's
jump
to
the
next
slide,
which
is
the
view
that's
floating
over
the
Muse
again,
you
know
here
was
that
backing
before,
let's
go
kind
of
the
after
those
larger
Windows
here,
the
other
thing
you
see
again
not
rendered
brilliantly
on
the
screen,
but
hopefully,
if
you've
got
a
chance
to
preview
before
there's
more
detail
on
on
the
pet
area,.
D
B
D
Blocks
and
we
thought
preserving
this
kind
of
softened
Edge
was
actually
a
better
Urban
strategy
kind
of
continuing.
You
know
that
language,
that's
in
front
of
Washington
lead
another
update,
you'll,
see
here,
but
barely
again
because
of
where
this
is.
We
have
some
Zoom
ins
more
as
some
of
the
traffic
management
strategies
and,
finally,
the
supplemental
diagram
that
I
talked
about,
which
we'll
see
in
section
when
we
come
through
the
Muse,
which
is
basically
converting
over
four
parking
spots
here
into
a
bike
ring.
D
That's
really
primarily
serving
the
trail,
go
to
the
next
slide,
which
is
kind
of
a
breakdown
of
some
of
the
plan,
changes
that
are
in
progress
again.
These
are
the
plans
that
we
will
again
revise
and
resubmit
after
this
after
we
collect
their
comments
and
any
other
changes
after
this
meeting.
But
if
these
were
the
parking
spaces
that
you
know
were
are
semi
below
grade
here.
What
we've
done
is
basically
removed
all
the
kind
of
semi
below
grade
friendship,
spaces
and
replace
that,
with
this
bike,
room
that
serves
the
trail
directly.
D
The
main
bike
room
is
still
down
here
and
the
reason
why
this
is
really
important
is
that
it's
proximity
to
program
here
is
the
kind
of
the
service
elevator
and
allows
residents
to
be
able
to
kind
of
Park
their
bike
in
the
back
room
without
having
to
go
through
the
main
lobby
access
their
Apartments.
That's
an
important
feature,
especially
or.
D
C
Building
Partners
some
of
the
things
we
want
to
highlight
sustainability
wise
on
this
project
or
that
we
are
pursuing
the
version
4
multi-family
mid-rise
and
the
goal
level.
Some
things
particularly
to
highlight
this
rating
system
are
the
air
ceiling
details,
as
well
as
the
blower
door.
Duct
leakage
test
that
will
be
performed
on
the
building
to
ensure
kind
of
compartmentalization
of
the
unit.
C
Area
and
durability
management,
Moisture
Control
for
energy
performance,
benchmarking,
we're
targeting
at
least
20
energy
cost
savings,
reduction,
pumps,
energy
star
and
electric
appliances
and
water
sense,
Plumbing
fixtures.
We
will
also
be
needing
ability.
C
D
D
I
guess
yeah:
this
will
transition
to
Gabby.
The
big
story
here,
I
think
to
kind
of
set.
The
biophilia
story
is
the
major
transformation
of
the
site
from
really
parking
in
Hardscape
dominance
site
into
a
planting
company,
and
that's
the
I
think
that
was
the
big
goal
of
the
glove
and
I
think
this
diagram
really
shows
just
the
kind
of
big
picture
story.
That
said.
J
This
is
helpful.
Thank
you.
My
name
is
I
women
assisting
this
incredible
team,
instead
of
being
a
landscape
Journey.
So
hopefully
this
slides
will
make
this.
Our
strategy
of
high
affiliates
are
pretty
exciting,
so
granted
a
lot
of
the
what's
consistent
or
what's
happening
on
the
side
is
a
bigger
building,
which
is
the
foot
print,
but
at
the
end
of
the
day,
when
you
squint
at
it,
the
proportionality
of
green
space
is
increasing
and
the
and
show
you
the
existing
conditions.
J
As
far
as
canopy
exists
exist,
you
have
existing
trees,
they're
light
green
and
some
of
them
will
stay
here
around
the
school
of
our
at
least.
We
tend
them
to
protect
them
and
preserve
them.
In
addition
to
the
rest
of
the
camera,.
J
Next,
one
where
we're
trying
to
emphasize
about
Ophelia
is
really
not
necessarily
agreeing
for
green
sake
of
landscaping,
the
connections
to
Nature
in
human,
human
interaction
with
naturists
or
sensory
sort
of
warmth
and
comfort
through
textures,
through
safety
and
in
the
perception
of
safety
and
the
feeling
of
safety,
and
so
we
are
trying
to
apply
all
of
those
principles
design.
You
know
connection
with
nature
at
all
levels
of
the
landscape,
starting
from
the
round
up
all
the
way
there
other
three
principles
and
not
to
say
that
this
is
the
palace.
J
These
are
the
connections
we're
making.
You
know
from.
G
J
J
So,
starting
with
the
public
space,
this
is
the
updated
plan,
just
in
summary
to
what
Ashland
was
updating
you.
As
far
as
what's
been
updated,
there
have
been
a
few
changes.
J
J
B
J
J
Certainly
can
I
hope
you
can
hear
me
now:
where's
the
microphone
yeah,
okay,
I'm,
happy
to
I'm
happy
to
try
and
certainly
raise
your
hand.
If
you
can
hear
me
so
starting
from
the
Northwest
portion
of
the
plan
is
really
the
open
space
which
we've
started
us
with
a
framework.
But
we
know
that
this
is
going
to
go
through
a
community
input
process.
J
So
for
now,
what
we
can
say
is
that
this
is
trying
to
establish
a
framework
of
a
plan
that
would
incorporate
plan
based
the
recuperate
native
plant
materials,
a
sort
of
surrounded
by
streets
on
both
sides,
layers
of
places
where
it's
soft
escape
and
Hardscape,
where
people
can
gather
and
ultimately
offer
flexibility
of
use
for.
J
Somebody
passing
by
taking
the
bus
you
know,
taking
a
pass
to
the
bus
or,
on
a
weekend
event
like
a
special
event
of
some
sort
and
try
to
you
know
really.
I
started
before
all
those
principles
of
biophilia
just
really
building
up
from
the
ground
up
on
this
space
on
the
next
one
on
the
southwest
corner,
which
is
basically
populated
by
the
dog
area
in
the
streetscape.
J
Across
the
street
there's
a
parking
lot,
so
this
is
starting
to
activate
that
Frontage
and
there's
a
buffer
between
the
dog,
the
usable
dub
space,
which
is
the
area
in
peak
in
units
next
next
to
them.
It
Fosters
interaction,
social
interaction.
It
does
provide
places
for
residents
again.
There
were
some
questions
about
usage,
so
there
will
be
Farm
control
or
gain
control
for.
J
There
were
some
clarifications
that
they
were
asked
of
us
last
time
about
how
The,
Pedestrian
and
particular
environment
starts
to
meld
together,
as
the
Muse
transforms
into
the
arcade,
where
this
connection
goes
under
the
building
and
then
kind
of
goes
all
the
way
towards
the
Boulevard.
And
it's
it's
we're
trying
to
make
it
as
clear
as
we
could
with
a
color
coding.
But
basically
the
access
comes
from
the
muse
to
this,
the
drug
or
this
few
residents
that
have
to
park
under
the
sort
of
that
spouse
arm
of
the
building.
J
J
On
the
comments
we've
received
from
all
of
you,
there
are
more
desirable
sort
of
cats
from
the
public,
transit
Trail
and
the
bus
stop
across
the
street
all
the
way
through
to
the
lobby,
there's
less
sort
of
circuitous
circulation,
even
though
still
multi-pronged
and
very
immersive
into
the
landscape.
L
B
J
Intersection,
however,
there
will
be
some
civilization
that
we
need
to
study
for.
Another
company
just
want
to
do
a
two
minute
time
check.
Yes,
ma'am
Southeast
corner
is
where
I
introduced
by
saying
that
we've
we've
committed
to
make
that
connection
from
the
private
sidewalk
all
the
way
to
the
public.
F
J
Between
the
proposed
streets
came
through
the
at
least
remain
in
Arlington
Boulevard
we're
going
to
go
quickly
through
the
cross
section.
So
you
see
the
improvements,
the
initial
submission
on
Arlington
Boulevard
and
the
current
design,
with
the
berm
and
additional
Landscaping
from
the
units
on
Arlington
Boulevard
on
the
Muse,
the
previous
initial
submission,
and
how
we've
managed
to
increase
the
landscape
in
front
of
the
Stoops
of
the
units
to
create
a
little
more
immersive
environment
for
pedestrians.
J
J
E
I'm
happy
to
touch
on
this
real,
quick
I
think
we've
talked
a
lot
about
it
already.
So,
just
very,
very
briefly,
the
project
does
have
to
earn
some
additional
units
over
and
above
the
base,
which
is
you
know,
really
how
we
achieve
both
the
height
and
the
maximizing
love
study
called
for
me.
We
can
walk
through,
ultimately,
what
we're
proposing
in
terms
of
benefits,
but
you've
seen
a
lot
of
them
tonight,
we'll
probably
be
financing
the
on-site
park,
space,
construction,
Red,
Wing,
right,
Road,
the
sort
of
Trail
improvements.
B
E
C
E
Know
if
I
might,
we
did
get
asked
last
time
to
explore
both
North
and
South
protected
bike
Lanes.
We
think
we
can
get
that
achieved
on
both
the
northern
s.
So
that's
going
to
be
in
there
for
me.
Don't.
M
E
Need
to
harm
on
the
VDOT
Court
Nation.
We
have
had
that
discussion.
It's
in
process
VDOT
ultimately
needs
to
agree
to
what's
happening
out
there.
This
is
their
right
of
way,
but
I
would
say,
I
feel
very
comfortable,
saying
in
principle.
We
have
that
yeah,
it's
just
a
matter
of
fact,
I
really
I'm
going
to
skip
ahead
a
little
bit
to
phasing
construction.
We
can
come
back
to
what
the
park
ultimately
looks
like,
but
candidly
as
Gabby
said
we're
kind
of
legal,
something
just
to
touch
on
it.
E
The
site
won't
be
phased
in
terms
of
the
construction.
This
is
this
will
be
a
single
project
essentially
running
through
demo.
You
know
horizontal
and
vertical
construction
and
ultimately,
at
the
end
of
the
landscape
and
Hardscape,
we
do
anticipate
probably
shutting
down
the
sidewalks
on
a
plane
and
Pershing
throughout
that
process.
But
that's
you
know
ultimately
something
to
be
discussed.
That's
sort
of
our
initial
take
on
it.
Essentially,
you
know
you
want
to
make
sure
that
the
site
construction
can
happen
safely,
but
also
quickly
in
terms
of
the
hauling
route.
E
You
know
we
are
avoiding.
You
know
as
much
of
the
residential
traffic
as
is
possible,
so
we
are
coming
up
on
the
boulevard.
E
We
plan
to
take
trucks
down
Washington
Boulevard
under
Pershing
through
the
site
back
out
to
Arlington
Boulevard,
essentially
using
as
many
major
streets
as
possible,
and
you
know
as
few
turns
in
bottlenecks,
so
I
think
the
primary
advantage
of
this
is
it
avoids
having
to
come
all
the
way
up
our
to
the
light
and
turning
off
of
Pershing
and
then
turning
left
again
across,
and
this
is
something
that
gets
approved
by
staff
in
the
end.
But
this
is
our
initial.
Take
on
construction.
A
B
H
Don't
know
I'm
sorry
it's
because
I'm
I'm
logged
in
on
two
different
computers.
H
H
H
H
The
our
second
sprc
we've
had
an
online
engagement
period
between
November,
22nd
and
December
5th,
and
then
we
had
our
first
sprc
on
January
23rd,
where
our
main
discussions
were
architecture
and
transportation.
Next
slide,
please,
as
you
can
see,.
H
H
H
B
H
Roofs
as
as
we
see
in
so
many
other
projects
today,
the
next
slide
just
to
give
staff's
response
on
their
design
update.
We
are
with
the
further
refinement
of
the
design
that
they've
done
and
including
for
use
of
the
Vintage
stone,
veneer
foundation
and
the
revised
arm
assigned
Concepts.
H
H
H
Developer
has
worked
with
us
to
screen,
but
we
still
recommend
that
any
parking
be
moved
below
grade
and
revised
designs
to
come
with
the
revised
4.1
as
we
go
through
the
commission
process
in
the
coming
months
next
slide,
please
staff
would,
at
the
very
least,
highly
encourage
closing
that
garage
entrance
there.
Removing
those
I
believe
those
parking
spaces
there's
a
second
level
underneath
that
goes
under
the
Muse.
We.
H
H
H
Julia
in
the
next
slide,
just
to
show
you
some
of
these
The
Guiding
principles.
Next
slide,
please,
my
colleague
Laura
shell
reviewed
the
plans
and
she
thinks
there
is
a
possibility
that
you
can
add
trees
in
that
circled
area
to
itself.
I
know
new
trees
aren't
shown
in
that.
Yet
the.
H
Otherwise,
providing
Street
trees
on
all
frontages
and
especially
on
the
Arlington
Boulevard
side,
a
lot
additional,
including
a
burn
just
so
everyone
is
clear.
The
park
design
is
just
to
be
determined
because
it
will
be
a
post-approval
process
by
the
department
of
Parks
and
Recreation
any
trees
or
designs.
You
see
here
by
the
developer,
just
for
illustrative
purposes
on
Street
trees
will
be
provided
and
developer
next
slide.
Please,
the
public
space
they
are
providing
is
meets.
H
The
size
recommendation
of
the
special
glove
study
staff
has
also
worked
with
them
that
they
pulled
back
the
lower
rung
of
the
residential.
You
see
the
orange
residential
so
that
the
access
to
their
units
is
not
does
not
directly
spill
out
into
the
public
access
and.
K
H
H
H
To
pan
out
as
we
wish,
we
would
like
for
approval
when
it
gets
to
the
commissions.
The
developer
have
an
interim
seating
plan,
maybe
some
some
very
easily
removable
planting.
You
know
nothing
too
valuable.
As
a
placeholder,
just
in
case
the
County's
planning
process
gets
stalled
in
some
way
due
to
budget
constraints
or
next
slide.
Please
we
were
asked:
oh
I'm,
sorry,
oh
I
did
not
put
it
online,
but
we
were
asked
about
10
000
square
feet.
H
H
H
Did
recommend
a
escape
and
improve
the
space
to
be
a
micro
Mobility?
Hub
staff
did
here
in
the
online
engagement
period.
Very
very
so.
H
This
desire
for
a
repair
station
for
bikes
and
perhaps
even
a
water
fountain.
H
H
Only
recommendation,
particularly
about
Community
benefits,
talks
about
on-site,
affordable
housing,
so
that
is
a
priority
here.
By
the
time
you
see
the
commissions.
H
Down
and
agree
to
sites,
we
really
want
on
site
ads.
Both
sides
believe
off-site
Transportation
improvements,
including
a
protected
bike
lane
on
the
north
side
of
Pershing
drivers,
the
bike
amenities
at
the
corner
of
Pershing
Drive
and
Arlington
Boulevard
as
an
off-site
improvements.
Now,
what
does
the
nature
of
those
will
be
we're
still
discussing
and
also
getting
prices,
and
things
like
that
nice
things,
sprc
input
is
always
welcomed
on
audits,
when
it
comes
to
phasing
and
construction
vehicle
routes,
we.
B
H
H
Staff
will
review
that
with
it
site
playing
Just
to
let
neighbors
know
who
may
not
be
familiar
with
the
site
flight
process
or
the
last
one
was
15
years
ago.
The
2201
Pershing
project
across
the
street
hauling
routes
are
posted
on
site.
The
civic
association,
given
a
copy
of
the
routing
plans,
Des
could
put
temporary.
You
know
signs
for
haulers,
I,
so,
and
Zoning
enforcement
will
monitor
the
compliance
also
as
a
standard
condition
of
all
site
plans.
There's
always
off
required
parking
off.
B
H
H
B
H
A
Computer
okay,
so
our
first
topic
of
conversation
is
sustainability
and
biophilia
I'd
like.
B
A
We
go
around
the
room.
The
first
go
around.
Please
introduce
yourself
save
your
affiliation
for
this
evening
and
we
have
about
20
minutes
for
this
agenda
item,
there's
10
of
us
providing
their
feedback
and
comments.
So
that
would
be
about
two
minutes
in
person.
But
of
course,
if
you
don't
have
any
comments,
you're
welcome
to
pass
and.
F
C
A
For
this
payment
e
lead
certification,
bird
friendly
glass,
on-site,
solar
landscaping,
pet
relief
staff
mentioned
their
concerns
about
landscaping
and
in
general,
okay,
so.
G
D
That
landscape
can
be
a
thing
unto
itself.
You
know
it
doesn't
have
to
be
about
safety
or
anything
like
that.
So
I'm,
just
reacting
a
little
bit
to
that.
You
know
it's.
It's
got
psychological
benefits
and
thing
into
itself
and
I
think
we
ought
to
be
encouraged
to
just
you
know,
accept
Beauty
for
beauty
sake
and
and
all
the
sort
of
benefits
that
come
from
that,
but
I
think
other
than
that.
I
don't
have
too
much
to.
E
All
I
would
add,
is
we've
seen
all
in
other
jurisdictions,
much
Greener
protected
bike
winds
instead
of
concrete
as
a
separator,
you
know
crash
rated
Planters
with
with
plantings.
I
think
that's
kind
of
a
low
hanging
opportunity
to
further
green
public
space
in
a
site
that
we
don't
that's.
O
That's
all
I
got
hey
Donahue
forestry,
natural
resources.
O
I
would
love
to
see
a
planting
list
yeah,
but
I
I
think
this
looks
really
good.
I
appreciate
all
of
the
like
the
LA
of
trees
around
the
bike
path
and
the
way
you've
tried
to
just
kind
of
envelope
the
entire
space
and
into
the
having
trees
and
Greenery
around
specifically.
What
I
would
encourage
is
wherever
you
can
put
a
large
canopy
tree,
Do
It.
As
we
see
in
a
lot
of
times.
You
know
people
look
at
a
space
and
it's
like
you
could
put
a
white
oak
there.
O
O
Can
have
shaded
sidewalks
and
that
kind
of
thing
the
better,
also
to
go
back
on
what
somebody
was
talking
about
in
the
last
meeting.
It's
many
pollinator
plants
as
you
can
get
they're
beautiful.
We
have
we're
very
fortunate
in
this
area
that
we
have
a
lot
of
gorgeous.
O
Is
it
so
yeah
I'd,
say.
A
The
David
had
emailed
me
in
advance.
O
Yes,
the
bird
friendly
Glass
is
very,
very
important.
I
know
that
that
we
tend
to
think
of
it
as
needing
to
be
higher
up,
but
we
really
needed
kind
of
everywhere
that
we
could
get
I
understand
that
you're
saying
for
the
lobby
area.
I,
don't
know
if
he
was
commenting
on
that.
I
did
not
see
that,
but
the
Burr
friendly
glass
would
be
just
to
have
that
become
standard
with
all
of
these
buildings
throughout
the
county
and
I
like
the
dark
sky
stuff,
our
birds
are
majority
of.
L
Performance
hi,
my
name
is
hlrb
not
too
much
on
the
comments
around
around
the
pollinators.
B
L
Of
the
of
the
corner
of
double
height.
I
At
the
mayor
of
the
show,
this
and
I
represented
lion,
Park
and
I
live
a
block
away
from
the
site.
I
agree
with
Kate
or
trees.
We
need
more
trees.
Mine
Parks
have
been
decimated
in
the
last
decade
or
so
so
we'd
love
to
get
a
few
back.
I
My
only
other
common
ad
is
with
the
dog
issues.
I
think
there
should
be
a
double
gate
like
most
thousand
Parks
have
so
the
dogs.
My
dog,
doesn't
run
out
when
you're
done,
but
also
if
the
dogs
aren't
coming
from
the
elevator
down.
H
K
I
E
F
You
should
higher
gains.
You
can
get
be
better.
That
will
save
both
energy
as
well
as
as
as
save
money
for
the
10.
F
Most
critical
is,
if
what
kind
of
systems
you're
using
in
terms
of
guests
that
they
empowered
systems
is
that
you
know
we're
going
to
get
to
our
goals
that
need
to
you
know,
given
you
know
reiterated
just
today
by
the
ipcc,
is
we've
got
to
cut
carbon
emissions
by
50
percent
by
2030,
so
adding
in
more
fossil
based
systems
is
not
going
to
meet
that
goal,
so
it
wasn't
clear
again.
F
The
energy
model
did
suggest
that
there
was
the
pathway
and
a
pathway
that
would
not
only
reduce
carbon
emissions,
but
also
would
be
my
energy
efficient
by
going
to
all
electric
systems,
so
that
really
should
be
a
goal
and
Target
for
the
project
and.
F
M
Adam
Rasmussen
from
the
partners,
commission
I'm
also
a
line
to
our
president
as
well.
A
little
bit
farther
is
here,
but
so
I
mean
since
the
park
is
the
services
I.
Don't
have
a
lot,
obviously
to
say
about
that,
because
I
do
Echo
the
points
about
the
canopy
trees
which,
like
Park,
will
be
it
and
so
we'll
make
sure
that
that's
part
of
the
park
planning
process
and
then.
B
E
Commission
personal
associate
myself
with
fellow
Commissioners
at
the
table,
I
agree
with
VR
comments.
I
think
that
since
it
doesn't
look
like
the
roof,
it's
going
to
be
amenity
space
for
the
tenants.
If
it's
it
should
either
be
it
green
roof,
because
it
really
helps
a
lot
with
balance
checks.
E
It
can
be
that
the
allele
turn
would
be
solar
panels
up
there
and
then
you're.
Looking
at
that,
one.
E
But
let's
use
that
move
space
rather
than
just
having
to
be
stones
and
asphalt
so
I
appreciate
the
changes
I
like
to
burn
along
around
Wellington
Boulevard
I,
like
that,
it's
not
too
high
that
it's
not
going
to
be
making
hidden
spaces.
People
can
see
across
it,
but
it's
a
good
good
addition
I'm
very
happy
with
that.
N
Thank
you,
madam
chair
Mr,
Roberts
a
couple
questions
for
you.
The
first
is
picking
up
on
commissioner
and
tell
me
on
the
on-site
solar
that
you're
looking
at
I'm
wondering
if
you
could
speak
to
the
applicant's
current
analysis
and
thinking
about
whether
you
might
put
an
array
on
site
and,
if
so
kind
of
the
rough
size
of
that
array.
E
System
of
any
of
any
size,
one
of
the
things
that
I
do
with
my
other.
You
know
the
other
hat
that
I
wear
on
the
land
use
world
is,
you
know
getting
solar
Farms
approved,
so
you
know
this
is
one
thing
that's
near
and
dear
to
me,
but
I
would
say
that
it's
one
of
those
things
that
talk
a
little
bit
about
it
actually
in
terms
of
the
roof
space
and
what
we're
actually
doing
up
there
relative
to
other
amenities
that
you
might
typically
see
so
I
might
compared
over
to
ashes
for.
B
P
D
Significant
amenities
on
the
roof
surfaces
so
on
the
upper
roof.
There's
a
there's,
a
significant
number
of
private
Terraces,
true
story:
the
majority
of
that
surface
area
is
used
upper
roof.
There
are
going
to
be
legal
equipment
for
the
drf
system.
That's
the
use
here
on
the
outside
of
that
the
space
that
remains
is
you
know
it's
in
the
thousands
of
square
feet,
the
three
to
five
thousand
square
feet.
So
you
know
in
that
you
know
the
available.
K
D
E
Areas,
if
you
don't
mind
but
I
would
say
the
way
that
the
plans
discuss.
You
know
on-site,
solar
versus
you
know.
If
you
can't
do
that,
look
for
the
opportunity
to
purchase
a
credit
I
mean
Rachel
I.
Think
that's
the
other
option.
We're
looking
at
is,
you
know,
purchase
a
credit
from
you
know:
project
I
mean
elsewhere
in
this
unsafe.
N
So
yeah,
so
that's
helpful
so
still
hard
to
hear
folks
a
reminder.
If
you
you
know,
please
speak
to
the
microphones,
but
what
I
heard
was
not
meaningful.
Space
looking
into
Rex
is
sort
of
what
I
heard
so
I
think
that's
right
and
I
would
concur
with
commissioner
and
tell
me
that
if
you're
not
going
to
pursue
anti-solder,
then
please
try
to
you
know
Avail
yourselves
of
the
lead
credit.
For
you
know
the
green
roof
and
I
know
it's
not.
N
It
won't
bump
you
up
to
Lee
Platinum
for
that,
but
it's
another
lead
credit
on
the
ants
on
the
ebse
front,
wondering
if
you
could
speak
to
your
analysis
of
increasing
the
on-site,
evse
and
EV
ready
spaces
from
the
kind
of
Green
Building
incentive
minimums
to
something
closer
to
20,
evse,
50,
EV,
ready.
E
Sure
we'll
talk
about
that
a
little
bit.
C
I
know
that
we
have
limited
electrical
capacity,
size
availability
here.
I
know
that
we
have.
We
are
currently
holding
the
four
percent
EV
install
day,
one
and
then
15
DB
ready
available.
C
E
You
want
to
talk
a
little
bit
about
with
the
last
time
we
were
here.
We
talked
a
little
bit
about
looking
at
the
option
for
a
second
Transformer.
D
We
are
we're
currently
studying
what
it
would
take
to
essentially
provide
space
for
a
future
Transformer
in
the
event
that
that
of
service
is,
you
know,
you
know.
Well,
it
makes
sense,
it's
something
that
you
know.
We
have
to
carefully
coordinate
with
our
civil
engineer,
noting
that
we
've
relocated.
B
N
Them
so
that
that's
helpful,
you
know
if
you're
not
able
to
increase
the
electrical
capacity
which
I
know
is
a
barrier
and
may
cause
some
other
some
other
issues.
I,
don't
know
if
you're
looking
at
some
other
more
smart
charging
options
that
would
allow
you
to
have
more
ports
share
the
amperage
across
the
spaces
and
allow
you
to
you
know,
charge
more
vehicles
that,
as
long
as
they
have
longer
12
12
times,
it'll.
Allow
you
to
do
that
particularly
kind
of
for
residential
parking
overnight.
N
So
something
to
look
at
if
you
can't
increase
the
spaces,
the
number
of
actual
Chargers
think
about
increasing
the
ports
so
that
they
can
share
that
that
amperage,
that's
all
I
have
Madam
chair.
A
E
Okay,
you
guys
just
got
one
thing:
we
I'm
really
happy
to
hear
very
little
of
any
lawn
area.
There's
your
plantings.
Look
really
good
that
they're
creative
plants-
that's
great.
If.
M
E
E
A
Thank
you
to
the
group,
so
we've
heard
about
Landscaping
green
protected
by
plane,
lots
of
trees
impeding,
in
particular
canopy
trees
to
reduce
the
heat
island
effect,
pollinator
plants,
bird
friendly
glass
being
important.
The
double
dog
gate
I
know
the
value
of
that.
B
A
Trees,
gas,
powered
versus
and
fossil
fuel
powered
systems
based
as
compared
to
electrical
systems
being
better.
How
are
we
eating
hot
water,
roof
amenity
space
using
solar
or
having
a
green
roof
or
heat
island
effect,
and
on-site,
solar
and
EV
to
staff
or
the
applicant
have
any
responses
to
any
of
the
other
issues
that
were
just
brought
up
that.
C
I
just
went
over
in
in
response
to
the
Natural
Gas
of
highlight
the
delas
symptoms
that.
G
Not
often
just
low
ambient
temperature,
it's
when
that
air
source
heat
pump
just
can't
operate
so
once
you're
down
around
10
degrees,
Fahrenheit,
zero
degree
Fahrenheit
somewhere
in
that
range,
your
auxiliary
is
going
to
kick
in,
but
above
that
you'll
be
predominantly
heat
pumped
and
just
for
clarity
there
we
did
evaluate
the
feasibility
of
an
all-electric
backup
using
electric
resistance
system.
It
would
require
530
KW,
which
was
outside
the
electric
capacity
of
the
current
facility
structure.
G
Similar
narrative,
the
current
basis
of
design,
is
condensing
boilers.
So
we
are
an
all-gas
system
there
in
unit
electric
storage
based
on
our
evaluation
was
actually
a
higher
carbon
system,
a
short
and
long
term
based
on
our
forecasting
and
then
the
electric
capacity
limitations
were
challenging,
we're
still
evaluating
heat
pump
and
we're
looking
at
the
option
of
like
future
proofing
and
doing
a
electric
ready
feature
system.
A
Great,
thank
you
all
I
mean
Peter.
Did
you
want
to
add
anything?
I
don't
have
anything?
Okay,
okay!
So
let's
move
on
to
our
public
spaces
discussion
again,
I
invite
our
virtual
participants
to
turn
their.
A
So
we
can
you,
as
part
of
the
conversation,
so
public
spaces
that
includes
our
ten
thousand
square
foot
Park.
What
will
be
done
with
this
space?
The
interim
condition
of
the
space
before
the
park,
planning
process
the
easement
and
how
to
make
sure
people
know
that
it
is
public
and
not
a
private
space
for
the
residents
of
the
building.
So
let's
again
do
our
round
robin
I'll
start
with
commissioner
sergeant.
D
H
H
O
O
This
goes
for
the
brcs,
just
small
benches,
every
you
know
strategically
placed
here
and
there,
especially
when
you
get
older
residents
and
especially
if
they
can
be
in
shaded
spots.
I've
noticed
that
it
I
do
a
lot
of
work
in
parks
and
I've
noticed
that
those
are
really
appreciated
a
lot
and
you
don't
always
think
about.
I
L
Thank
you
for
the
public
success
wise,
we're
allocating
spaces
I
signed
for
along
that
public
pleasure,
very,
very
good
spot
to
be.
We
saw
that
sort
of
also
sort
of
we're
in
front
of
where
we're
actually
sign
currently
is
well.
B
I
I
I,
like
all
the
open
space
there,
of
course
more
is
always
better
for
trees.
More
grass,
whatever
the
green
stuff
is
I
agree.
The
issue
about
making
the
park
feel
public,
whereas
right
next
to
the
dog
park,
is
private
and
so
we're
trying
to
make
this
contiguous
looking
but
functionally
different
and
just
got
access.
That's
a
little
bit
of
challenge,
especially
when
entrance
to
some
of
the
condos
are
at
the
park
that
looks
like
their
front
yard.
A
public
space
so
I
agree.
I
That's
a
big
challenge
to
try
to
address
right,
maybe
that's
where
the
park
people
deal
with
and
then
the
Muse
I
agree
with
the
staff
that
close
that
garage
and
have
as
much
of
that
Muse
being
off
limits
to
cars,
because
the
occasional
car
on
occasional
cars,
what
I
don't
expect
I
know
in
the
big
traffic
way
to
worry
about
cars.
F
F
K
B
A
I
can
follow
on
that.
It's
a
small,
intimate
areas
versus
like
a
playground.
F
A
A
K
M
M
Question
about
the
timing
of
it
and
when
the
semester
planning
process
is
going
to
take
place
in
relationship
to
the
building
of
the
building,
and
how
does
that
impact
weather
the
park
is
complete.
In
other
words,
is
the
idea
that
the
park
would
be
built
at
the
same
time
that
the
building
is
part
of
the
building
process
or.
B
M
B
E
E
You
know
certainly
be
available
for
it.
I
think,
as
in
terms
of.
B
K
E
K
So,
regarding
the
timing,
that's
something
that
we
still
have
to
discuss
with
the
applicant
and
that
we're
getting
hammered
out
through
the
site
playing
condition,
but
ideally
we'd
want
to
it'd,
be
post
approval
similar
to
other
projects,
we've
done
where
right
after
County
Board
adoption.
We
would
then
ideally
want
to
start
that
process
within
the
next
month
or
two
and
we'd
want
to
have
it
coincide
with
our
project.
So
there
aren't
any
delays
with
their
project
so
similar
process
to
some
of
the
ones
we've
done.
K
Crystal
City
we're
a
post-approval
process
where
we
did
Design
After
approval,
then
the
applicant
has
the
final
design
solicit
feedback.
Do
the
whole
process
through
them.
So
ideally
we'd
want
to
do
it
right
shortly,
right
after
County
Board
of
adoption,
but
given
the
time
currently
I
don't
have
an
exact
date
when
that
would
start,
but
ideally
that
we'd
want
to
work
together
and
have
this
done
sooner
rather
than
later.
E
E
E
Following
up
on
them,
I
got
a
little
nervous
and
Mr
Schultz
is
talking
about.
Well,
we
have
to
know
what
the
interim
would
be
at
the
park
in
case
it
gets
delayed
because
a
bunch
of
concert
that
sort
of
thing
also's
capacity,
because
we
just
had
an
sbrc
where
the
Irving
Street
Park,
is
intended
to
be
built
about
the
same
time
as
those
three
projects
right
around
it.
E
E
I
would
hope
that
developer
and
playing
parks
work
really
hard
to
so
to
keep
the
county
speech
to
fire
on
this,
to
make
sure
it
actually
happens
and
doesn't
get
put
off,
put
off,
put
off
and
put
off,
and
we
just
have
subscriber
grassland
here,
because
oh
it's
going
to
get
done
someday
and
it
doesn't
get
done
so
you
know
I
just
want
to
make
sure
we
get
really
get
a
mark
out
of
it.
E
A
Okay
and
commissioner.
N
Thank
you,
madam
chair
I.
Just
would
like
to
associate
myself
with
Mr
schutz's
comments
about
about
the
Ingress
egress,
the
parking
and
his
concurrence
with
staff's
position
on
that.
Thanks.
A
F
A
So
we
talked
about
for
the
public
space.
What
does
the
public
space
may
look
like
if
that'll
be
a
separate
planning
process?
We
talked
about
making
sure
to
have
small
benches
under
shaded
spots
for
Walkers.
We
talked
about
the
sign
and
the
Gap
in
the
sign
being
nice
and
having
a
nice
angle,
and
we
like
the
work,
that's
been
done
on
the
sign
so.
B
A
As
usual,
more
trees,
more
grass,
we
need
that
for
the
heat
island
effect
like
enclosing
off
the
garage
to
limit
the
cars
on
the
news,
smaller,
more
intimate
spaces
on
the
park
and
concerns
about
phasing
process.
When
are
we
going
to
actually
see
the
park?
What
might
the
park
look
like
before
it's
built?
A
Okay?
So,
let's
now
move
on
to
community
benefits
that
could
be
Transportation
improvements
that
we're
hoping
to
get
approval
from
VDOT
on
on-site,
affordable
housing,
family-sized
units
is
a
new
issue.
We've
been
talking
about
possible
public
art
and
anything
else
that
you
would
like
as
a
community
benefit,
since
that
is
still
being
worked
on
so
I'm
sure
sorry,
I'll.
E
Pass
great
to
hear
about
the
extension
of
the
protective
bike
Lanes
to
the
north
side.
That's
fantastic
I
will
express
my
support
once
again
for
a
water
fountain
with
bottle
filling
station,
in
the
plaza.
O
L
As
far
as
have
you
guys,
discussed,
I
guess
with
ice
cream,
stuff,
I,
guess
sort
of
like
the
responding
or
amount
of
100
percentage
preservation
like
one.
C
E
Thing
I
don't
know
that
we've
gotten
that
far
into
the
detail,
I
think
you
know
what
was
emphasized
up
front
is
find
some
spaces
where
those
things
can
go.
I
think
one
of
the
things
we
are
planning
for
is
you
know
as
part
of
the
community
methods
package,
including
the
signage
out
there.
That's
you
know
developed
specifically,
the
space
will
be
available
and
as
with
most
things,
that
are
historical,
historic
staff.
I
Mr
sarley
on
the
bike
Lanes
great,
both
the
ways,
the
Repair
Station
water,
fountain
out
on
the
route
50
side.
Those
are
all
great
Air
Station
inside
the
bank
room,
but
also
be
great,
but
that's
not
a
community
benefit
family.
I
I
think
is
an
important
thing,
I
think,
especially
those
townhouse
units
being
three
bedroom
being
family
oriented
when
they're
right
on
the
you
know
public
spaces
and
stuff.
That
just
seems
like
a
no-brainer
to
me
when
we
have
so
many
people
with
young
kids
that
are
trying
to
find
a
place
and
obviously
can't.
I
In
Ireland
or
something
eighth
floor
is
not
as
nice.
M
Just
one
question
getting
back
to
the
to
the
cost
of
paying
for
the
cost
of
the
park,
so
I
heard
it
was
mentioned
that
as
part
of
the
community
benefits
a
little
bit
earlier,
but
it
wasn't
quite
clear:
it
wasn't
even
actually
paying
for
the
park
or
just
for
the
kind
of
basic
setup.
So
can
you
clarify
exactly
what
you're
committed
to
in
terms
of
cost
of
sure,
so.
E
B
E
With
the
club
s
the
recreation
area,
so
we're
planning
for
Passive
Recreation
items
and
there's
a
that
number
benches
seating
Landscaping
that
goes
into
it
again,.
B
E
It's
kind
of
a
question
of
timing.
You
know,
if
we're
at
a
point
where
you
know
the
construction
can
still
be
done,
while
crews
are
on
site.
That
makes
sense.
So
that's
a
number
we
can
carry.
E
If
timing
isn't
going
to
line
up
all
that
well,
you
know
that's
a
number
that
essentially
goes
to
the
county
to
and
is
committed
towards,
so
I
mean
I.
Don't
I
don't
want
to
tell
you
that
we're
actually
committed
one
way
or
the
other
just
yet,
because
I'm
not
sure
if
we
know
all
the
discussions
with
staff
exactly
where
they
need
us
to
land
on
moment,
but
I
think
the
the
universe
is
a
little
bit
open
on
that,
but
we're
carrying
a
number
that
we
think
we're.
E
E
Yeah
I
concur
with
those
missions
that
the
transportation
improvements
also
like
the
addition
of
the
second
Bike
Room,
and
it's
closer
to
the
trail.
The
counties
really
upgraded
that
trailer,
we'll.
D
E
N
Thank
you
all
thank
you,
concur
with
Commissioners
and
tell
me
slat
and
Mr
shoots
and
some
of
the
other
comments
around
the
table.
Thanks.
A
B
A
The
signage
will
look
like
so
it'd,
be
great
to
hear
about
that
at
the
Planning
Commission
meeting
a
repair
station
for
the
bikes
would
be
a
great
benefit,
affordable
units
on
site,
including
the
family-sized
units,
with
three
bedrooms:
lots
of
interest
and
knowing
hearing
the
details
about
what
is
going
to
be
included
for
the
park,
the
cost
for
Park
the
design
and
I
think
that's
it.
Okay,
so
far,
actually
I
had
a
schedule,
so
now
phasing
and
construction.
A
D
So
when
we
pull
it
up,
I
want
to
take
a
moment
to
talk
to
show
a
little
bit
more
detail
on
the
sign,
because
I
know
that
the
question
came
up
regarding
the
the
backspan.
This
is
on.
The
left
is
kind
of
a
redacted
survey
of
the
sign
as
it
is
today,
and
the
point
I
was
making
in
the
original
presentation
is
that,
because
of
the
height
of
a
building,
it's
a
three-sided
profile,
Against.
The.
B
Q
L
Know
yeah
yeah,
so
thanks
for
our
Caucasian,
there
I
think
that
I
think
that
sort
of
seeing
it
like
that
I
think
I
agree.
That's
the
sort
of
sort
of
tension
that
I
create
sort
of
almost
like
you
said,
sort
of
naturally
I
think
the
name
is
keeping
farewell
action.
It's
it's
a
cleaner
design.
For
me,
it's
not
the
same
as
it
was,
but
I
can
design.
It
was
an
explosives
that
cleaner
profile.
H
H
Already
had
the
developer
get
in
touch
with
the
zoning
staff,
the
sign
experts
over
there
to
hash
out.
Fortunately,
if
the
sign
is
above
40
feet
above
the
grade,
that
actually
gives
them
a
little
more
flexibility
than
it
will
lower
you,
240
fees,
but
we're
gonna
get
back
now
that
they
have
all
this
Alternatives
go
back
zoning
Circle
back
and
hope
that
whatever
this
will
be
okay,
I.
E
Sure
happy
to
talk
through
most
of
this
I
think
the
slide
is
relatively
self-explained
essentially
out
there.
That's
so
we
have
a
single
demo
phase.
E
For
the
overall
timeline,
probably
somewhere,
possibly
at
24
months
but
30
months,
probably
from
the
time
that
you're
in.
E
You
can
see
it's
again,
it's
sort
of
difficult
for,
probably
where
you
are.
If
you
have
the
slides
in
front
of
you,
the
crane
is
likely.
E
Us
the
best
swing
position.
Essentially,
you
know
that's,
that's
a.
E
Of
motion
there,
you
know
largely
over
our
site,
they
need
to
go
out
and
get
some
additional
easements
from
folks
next
door,
but
it's
fairly
typical.
Otherwise
it's
hanging
over
roads
and
public
space,
the
ability
to
pull
that
back
in
certain
spaces,
but
the
county
dealers
with
those
types
of
permits
getting
hot
trying
to
get
a
sense
of
what
might
be
of
interest
to
folks.
We
talked
about
the
fact
that
the
Wayne
and
Pershing
sidewalks
are
likely
to
be
closed
for
the
duration.
E
So
you
know
we
are
planning
for
overhead
protection
at
this
moment.
But
you
know
the
the
plan
is
to
essentially
kind
of
keep
foot
traffic
to
one
side
of
the
weight
of
one
side
of
Pershing
for
the
duration.
That
just
seems
safest
overall
to
us.
E
Those
parking
lanes
that
are
there
today
as
well,
are
like
the
closed,
the
duration
but
then
ultimately
opened
up
and
redone
to
account
for
the
new
bike.
Landing
stuff
I'm
happy
to
walk
through
any
particular
questions
on
that,
but.
E
E
So
likely
not
on
the
well,
the
bike
lane
I
think
is
going
to
be
safe.
E
Both
so
so
far
as
the
folks
are
concerned,
those
will
remain
open.
B
D
Know
you
know
anyone
face
to
part
of
that
phase,
three
Hardscape
and
landscape,
and
you
know
moving
that
forward
in
the
construction
you
know
depends
on
a
lot
of
a
lot
of
factors.
I
think
the
goal
this
this
red
line
is
a
kind
of
a
little
bit
of
disturbance
fence
pulling
in
outside
of
that
line,
whether
that
construction
happens
or
that
gets
put
in
place
or
after
at
some
point
or
what
they
have
to
be
closed,
but
that's
frankly,
going
to
probably
be
more
of
a
negotiation
with
VDOT
and
access.
D
E
Chris
I
just
want
to
do
encourage
the
applicant
and
staff
to
be
thinking
early
about
how
we're
going
to
handle
our
little
lower
Trail
traffic.
During
that
event,
because
there
are
not
a
lot
of
great
options
except
one
that
I'm
afraid.
H
H
E
On
our
very
very
so
I
think
that's
something
that
benefits
from
from
a
lot
of
getting
out
ahead
of
it,
because
it
is,
you
know
a
decently
well
used
trail,
especially
in
good
weather,
and
we
don't
want
to.
I
That's
also
just
asked
to
be
careful
about
the
the
neighborhood
streets
with
the
construction
parking
I
know,
there's
an
official
policy
and
stuff,
but
every
site
that
I
that's
active
right
now,
you'd
like
to
walk
past
it
like
people
parking
and
walking
to
the
site
from
residential
neighborhoods.
So
I
don't
know
if
there's
a
mechanism
for
residents
to
get
zone
parking
for
just
the
three
years.
If
this
is
underway
or
not,
but
it's.
I
The
bus
is
a
real
hard
time
returning
to
Washington
first
knocking
down
the
bike,
barriers
and
stuff
just
be
aware:
that's
that's
hard
for
the
big
trucks
to
do.
Yeah.
E
I
mean
just
to
say
in
terms
of
the
construction
parking
you
know
will
obviously
adhere
to
the
policy.
That's
the
thing,
sometimes
folks,
subcontractors,
in
particular,
don't
hear
you.
They
don't
listen
to
you
right,
so
I
think
the
real
big
thing
I've
always
found
in
these
projects
is
hey.
We
appreciate
Community
vigilance
on
that
call
to
staff
it's
something
we
have
from
Liaisons
and
points
of
contact,
one
of
the
things
that
staff
requires
that
we're
always
committed
to
is
we
provide
a
community
liaison.
E
E
E
B
E
L
I
would
just
make
sure
that
you
it's
possible
limit
the
amount
of
time,
because
still
because
I'll
make
it
seem
vacancy
and
demolition,
that's
sort
of
between
time
could
be
a
time
for
for
families.
One.
A
Okay,
put
your
name
in
the
chat
and
then
when
we
get
to
public
comments,
we
will
turn
to
you
so.
A
N
No
Madam
chair
thanks.
It's
all
been
covered.
A
And
is
did
Doris
end
up
joining
yet
okay.
So
now
I'd
like
to
turn
things
back
to
Peter
Schultz,
to
go
over
any
kind
of
and
to
remind
us
what
our
outstanding
issues
From
staff's
perspective
that
we
will
hopefully
see
movement
on
between
tonight's
meeting
and
the
Planning
Commission
meeting
in
May
or
June.
H
Just
to
summarize
again,
the
remaining
issues
I
do
want
to
say:
the
developer
has
worked
very
hard
in
making
a
nicely
designed,
building
and
I
think
we're
satisfied
with
how
the
we
were
satisfied,
all
along
with
the
step
backs
and
the
General
design
of
the
building,
but
I
think
it's
even
better.
Now,
with
the
changes
made
to
the
sign
and
the
historic
Lobby.
So
I
will
thank
them
for
that.
H
But,
however,
the
the
any
above
grade
parking,
though,
is
really
going
to
be
say,
tough
to
justify
based
on
the
language
of
the
special
Club.
So
I
would
ask
the
developer
again
to
look
at
any
where
what
the
the.
D
B
H
B
H
And
hopefully,
one
that
is
a
balanced
between
all
the
model.
Of
course,
as
any
site
plan
compete
not
always
competing,
but
but
and
just
do
what
you
can
for
green
roofs
and
see
about
talk
to
Laura
shell.
But
if
she
think
trees
on
the
southern
end
of
them.
But.
A
Now
I'd
like
to
do
one
final
round
robin
where
you
have
two
minutes
free-for-all:
topics
comments
about
either
anything
that
we
talked
about
over
the
two
meetings
or
anything
in
response
to
staff's
concerns
about
the
project.
So
Chris
will
go
with
you
final
comments.
E
E
Drive
I
am
supportive
of
the
kind
of
staff's
desire
to
have
less
of
the
Muse
the
shared
space
and
a
little
bit
more
of
it,
even
though
only
especially
the
chicken
culture
of
the
trail
I,
think
that
would
remember
through
things
but
other
than
other
than
that
things
that
I've
spoken
about
earlier.
B
O
You
can
do
maybe
on
that
southern
side
of
the
Muse
would
be
great,
I.
Think,
ultimately,
what
all
of
this
will
do?
You
know
in
a
park
and
the
little
landscaped
area
that
you've
got
at
Washington,
Arlington,
Boulevard
and
Pershing
is
this.
We
have
so
many
older
buildings
in
Arlington
that
are
just
kind
of
along
there,
and
if
this
can
be
more
integrated
into
the
community
and
I
think
that
the
building
and
the
way
this
has
a
real
potential
to
start.
O
You
know
to
be
going
in
that
different
and
I
think
it's
it's
going
to
ruin.
They
just.
L
So
I'm
not
too
much
out
of
here,
just
thanks
for
all
the
progress
on.
I
Our
next
steps-
yeah
it's
a
real
nice
project,
I'm
looking
forward
to
it
being
done,
but
in
the
meantime
you
know,
I
still
have
a
lot
of
issues
with
stroll
said
with
the
retail
park
or
the
any
of
the
parking
being
at
at
grade
level.
I.
B
I
Parking
lot:
that's
a
lot
of
space
for
very
little
parking
spaces
by
the
retail
area.
It's
a
really
inefficient
use
of
space
and
I
love
the
retail
to
be
actually
expanded.
It's
like
with
a
half
of
a
percent
of
your
total
floor
space
in.
B
I
That's
not
really
a
mixed
use
facility
thousand
feet
of
feed
them,
so
I'd
love
to
see
that
a
little
bit
go
away.
All
of
it
parking
at
the
ground
which
me
on
the
retail
event,
I.
B
I
I
still
have
more
sense,
I
understand
about
the
utility
Service
elevator
for
for
dirty
people,
but
but
one
big
one
over
there
just
makes
more
sense
to
me
and
also
I've
pushed
to
expand
retail.
Then
I'd
also
push
for
that
bike
room
on
the
park
to
be
not
there,
but
over
I'd
also
like
to
push
on
the
traffic
circulation
issue
from
the
site.
I
The
the
desired
is
to
come
in
off
of
Wayne
and
go
out
on
the
Pershing,
but
not
everybody
is
going
to
run
50
immediately
after
there
are
at
least
100
cars
a
day
coming
from
the
next
Washington
Lee
apartment
complex
that
go
through
the
do
not
enter
sign
working
on
my
house,
they're
going
other
directions
and
if
we
don't
do
something
to
prevent
them
from
exiting
down
Third
Street
they're
going
to
just
add,
you
know,
100
trips
a
day
into
the
neighborhood,
where
I've
got
lots
of
neighbors
with
young
kids
walking
the
streets
and
those
sidewalks
kids
are
playing
in
the
street,
and
we
just
we
just.
B
B
K
M
F
Yeah
seems
to
be
a
very
good
project
and
I
would
strongly
encourage
the
developer
to
actually
go
all
electric
from
the
startup.
That's
the
right
way
to
do
it.
One
thing
you
might
consider
to
mention
it
earlier,
but
it's
possible
geothermal.
That
would
greatly
improve
the
Energy
Efficiency
and
might
address
some
of
the
issues
with
electric
capacity
again.
Thank
you.
M
Getting
Echoes
In
comments.
The
project
is
really
a
good
start.
It's
really
improved
looking
forward
to
the
smart
buying
process
wearing
another
curves,
something.
E
You
know
this
is
the
right
project
in
the
right
place
that
depletes
that
into
lion.
Park
thanks
for
the
I
think
it
came
in
as
a
pretty
decent
project.
It's
definitely
been
improved
since
then,
I'm
looking
forward
to
seeing
you
today.
N
Thank
you,
madam
chair.
Concur
with
my
colleagues.
This
is
a
generally
good
project.
It
has
improved
over
the
process,
as
the
planning
commissioner,
who
led
the
lrpc
process.
I
also
appreciate
its
concurrence
with
with
the
study
document
and
the
planning
document
in
terms
of
things
that
I
would
like
to
see
when
it
comes
to
PC.
N
Aside
from
the
things
that
I
mentioned
this
evening,
you
know
I
do
agree
with
staff
and
other
Commissioners
and
members
of
the
sprc
that
the
above
grade
parking
is
against
kind
of
General
planning
principles
in
Arlington
and
certainly
against
the
principles
of
the
planning
document.
N
Also,
as
I
raised
at
the
last
meeting,
you
know
I'm
a
little
perturbed
that
the
mmta
didn't
actually
include
telecommuting
as
part
of
its
mode
split,
even
a
little
bit
for
the
the
residential
units,
given
that
we're
seeing
an
increase
in
in
telecommuting
in
the
country
and
certainly
in
the
county.
So
you
know
that
being
said,
I
you
know
you
might
you
know.
N
F
A
You,
commissioner,
okay,
so
before
we
get
to
our
public
comment.
I
just
want
to
mention
the
next
steps,
which
is
that
this
project
staff
and
the
applicant
will
continue
working
on
these
final
details.
Then
it
will
go
to
Housing,
Commission
Transportation,
Commission,
Planning
Commission,
the
County
Board
Parks
and
Rec
as
well.
A
We're
looking
at
May
or
June
time
frame,
though
I'm
told
probably
closer
to
June.
Unless
we
can
sort
out
some
of
the
details,
you
are
welcome
to
attend
any
of
these
meetings
as
a
public
commenters
or
as
Commissioners
at
those
meetings.
You're
also
welcome
to
send
written
comments
by
email
to
any
of
the
commissions
or
the
board
about
your
opinions
on
this
project,
and
that's
that
so
I
can
figure
out
how
many
people
you
have.
H
Q
How
many
people
do
we
have
looks
like
we
have
three.
A
Okay,
so
Margaret,
you
have
two
minutes
for
public
comments,
so
you're
welcome
to
come
off
mute.
You
can
turn
on
your
video
feed
if
you'd
like
as
well-
and
let
us
please
know
your
feedback
about
this
project
and
if
you
want
to
you,
can
State
your
affiliation
that.
R
Thank
you
very
much.
I
can't
do
my
video
feed
because
I'm
doing
it
for
my
phone,
it's
kind
of
weird
but
anyway,
I
I
live
in
Lion,
Park
and
I
wanted
to
comment
about
the
disrupt
the
two
to
three
year
disruption
to
our
community
I'm,
especially
concerned
about
the
hauling
route.
I
understand
the
desirability
of
all
right
turns,
but
this
is
a
very
long
path
and
long
lines
of
dump
trucks
will
be
a
problem.
So
I'm
wondering
if
there's
a
Planned
waiting
area
like
are
you
Pershing
is
only
one
lane.
R
Unless
you're
you
take
away
the
the
parking
areas
which
there
was
some
discussion
tonight
that
you
might
be
doing
that
and
I
do
do
think
it's
important
not
only
to
have
the
phone
number
for
the
the
community
liaison,
but
also
the
phone
number
for
the
zoning
enforcement
folks,
and
one
suggestion
to
you
is
that
you
coordinate
with
Arlington
County
Police
to
use
their
emergency
notice,
email
and
text
to
notify
when
the
street
is
going
to
be
closed.
R
The
intersection
of
Pershing
and
Route
50
is
is
used
a
lot
and
it
will
be
a
it's
a
problem.
If
you
get
up
there,
there's
no
place
to
turn
around.
So
it's
a
problem.
If
you
get
past
Barton
Street
and
then
the
road
is
closed.
So
thank
you
very
much.
It
was
a
very
interesting
meeting
to
attend
and
I
will
look
forward
to
attending
another
one.
A
Hey
Dr
Byrne
there
you
are,
your
two
minutes
starts.
S
Now,
okay,
this
project
has
too
little
biophilia.
While
there
are
a
few
specific
small
plant
beds
on
a
little
structure,
there
are
no
green
roofs.
The
structure
and
say
didn't,
can
watch
themselves
per
Turf
and
wood
decking,
which
will
create
what
somewhere
to
one
of
add
a
real
green
roof.
Mowed
lawns
are
not
biophilic,
they
support
fruit,
Shield,
pollinated
birds
and
other
Wildlife
replace
all
Lawns,
including
the
lawn
between
you,
only
can
pull
around
the
bike
trail
and

S
That's
what
pollinators

entire

be
gone
to
a

fewer,
no

an
ornamental,
don't

very
few

and
sedges,
while
the

such
plants

Far

That's
containing

pollinators,
plant
native
vines
that
will
hang
out
for
the

and
balconies
and
quiet
for
the

on
trellises.
S
Well,
all
plants
are

Pollinated

it's
going

This

well
along

many

and
elsewhere.
Shrimps
contain
common
milkweed
and
other
plants
that
support
pollinators.

Elevator

Select

the

the

don't

very
much

no

very
little

Please
we
need
to
plant
these
landscape

and
the
4.1

Please
provide
these,
so
we
can
testify
on
that.
S
The

without
those

without
the

but
do
not
show
shrubs
to
only
the

or
and
or
anything
else
or
or
or
small
plants.
Please.
Q
Our
third
public
speaker
is
a
colon.
If
you
can
State
Police
Station
name
what
a
record
if
you're
Affiliated
within
the
group,
please
let
us
know
as
well.
Thank
you.
H
A
Okay,
great
well
you're
an
official
sprc
participant.
So
if
you
don't
need
to
have,
you
said.
A
The
meeting
we're
just
wrapping
up,
but
we
do
want
to
hear
from
you.
So
do
you
want
to
take
a
couple
of
minutes
to
give
your
thoughts
on
the
project.
P
Yes,
I,
I
would
and
and
by
the
way,
I
thought
I
heard
you
say
something
about
me,
but
when
I
I
did
raise
my
hand,
but
but
I
got
confused
so
anyway,
yes,
thank
you,
madam
chair
I.
I
would
like
to
say
first
that
I
think
this
is
a
very
needed
project
and
the
location
is
really
quite
good
for
people
with
disabilities
and
I'm
looking
forward
and
hoping
to
see
that
the
applicant
will
select
on-site,
affordable
units
and
I.
Think
that
will
be
one
important
Community
benefit.
P
Particularly
with
the
plan
to
dedicate
a
large
space
to
micro,
Mobility
devices
and
I
would
I
think
the
disability
Community
would
prefer
to
see
a
better
plan
for
making
the
sidewalks
more
accessible
so
that
you
can
get
to
the
public
transportation
that
is
available
near
that
site
and
it's
doubly
important,
because
not
only
is
there
the
Arlington
Boulevard
line
the
4A
line,
which
I
understand
would
be
now
operating
I'm,
not
sure
whether
the
plan
is
is
correct
and
saying
it's
not
operating
now,
but
but
defer
to
the
people
who
put
that
in
there
I
thought
it
was
reoperating
now,
but
but
also
the
four
bead
line,
which
you
cannot
discount,
because
the
4B
line
at
Pershing,
Drive
and
and
Barton
provides
access
directly
to
the
subway
at
Courthouse,
and
it
is
really
an
important
Transit
line
because
it
takes
one
up
the
hill
so
for
both
seniors
and
people
with
disabilities,
making
sure
that
the
path
of
travel
is
accessible
from
the
arva
up
to
that.
P
Stop
at
Barton
Pershing
is
is,
is
really
important,
I'm
concerned
also
about
the
the
trail
or
road
that
is
going
to
be
used
both
by
vehicles
and
pedestrians,
because
I
think
it
could
present
endangerment
and
going
back
for
one
moment
to
the
parking
site
or
Corral
for
micro
Mobility
devices
just
to
say
that
there
has
been
a
traditionally
up
since
the
last
five
years
or
whenever,
when
we
started
having
micro
Mobility
devices
in
that
neighborhood,
a
real
problem
with
people
writing
them
on
the
sidewalks
and
those
sidewalks.
P
There
are
very
narrow
right
now
and
they're
still
going
to
be
narrow
and
making
barriers
for
people
with
disabilities,
both
wheelchair
users
and
Mobility
device
users,
as
well
as
people
who
are
blind
and
vision.
Impaired
like
myself,
so
I'm
I'm
I
would
like
to
see
more
improvements
in
transportation
than
the
using
that
as
a
stage
micro,
loads
and
I.
P
Guess
the
last
thing
I
I'm,
not
sure
right
now
what
the
what
the,
what
the
provision
is
for
accessible
units
but
I,
would
hope
it
would
be
more
than
the
two
percent
prescribed
by
the
building
code
and
that
that
would
go
along
with
the
affordable
housing
plan
as
well.
So
thank
you
for
this
opportunity
to
give
these
comments.
A
Thank
you
very
much.
Doris
I
appreciate
that,
okay,
so

comment
period

our

strc
meeting.
Thank
you
for
being
some
progress
here
and
we'll
see

bit
more
