We
didn't
really
call
sustainability
and
we
didn't
relate
to
climate
change,
but
when
you
pull
back
and
you
look
at
the
total
impacts
of
all
of
the
policies
in
the
community,
it
really
was
what
we've
been
trying
to
do
since
about
the
1960s.
We
have
to
create
environments
where
people
can
get
around
and
do
business
without
the
car
orientation
that
has
really
dominated
American
culture
through
much
of
the
twenty
20th
century.

lot
of
people
have
questions
about
the
economics
of
emissions
reduction
and
sustainability,
and
this
is
not
just
a
feel-good
program.
A
We
have
economic
challenges
in
Arlington,
like
everybody
does,
we
have
almost
unlimited
demands
for
services
across
a
wide
range
and
we
certainly
do
not
have
unlimited
resources
so
as
we're
implementing
emissions
and
sustainability
programs.
I
think
you
should
like
to
make
a
business
case.
You
have
to
invest
smartly.
The
next
focus
of
the
fresh
air
program
that
we're
moving
into
at
this
point
is
establishing
community
emission
reductions,
getting
a
really
good
understanding,
I'm,
not
just
what
we
do
as
an
institution
in
government.
But
what
do
individual
homeowners
and
businesses
contribute
to
greenhouse
gases?
