Description
Armagh City, Banbridge and Craigavon Borough Council Environmental Services Committee on Thursday the 8th of April 2021 at 6.30pm
A
Thank
you.
Okay.
Members
welcome
environmental
services
committee.
I
hope
you
all
had
a
a
restful
easter
and
you
managed
to
get
a
few
days
off
get
out
on
a
bike.
Despite
the
weather
members.
Apologies
with
any
apologies
they've
now
been
notified
of
one
must
cancer
baxter.
A
Thank
you
again
item
two,
then
members,
and
that
is
declaration
of
interest
and
we'll
take
them
as
we
go
in
the
usual
manner.
We
can
go
then
to
agenda
item
three
on
the
steve,
departmental
business
plans
report
and,
I
think,
mark
I
think,
mark
parkinson's,
probably
taking
those
he's.
The
officer
on
my
sheet.
C
I
think
thank
you,
chair
I'll
I'll,
be
very
brief,
as
I
am
at
this
time
of
year.
Every
committee
before
members,
you
have
the
business
plans
for
this
year.
That's
for
21.22,
I
just
like
to
say
in
the
current
climate,
with
the
pandemic,
it's
very
difficult
to
project
what
the
next
12
months
may
or
may
not
be
like,
but
we've
attempted
in
the
documents
before
you
tonight
to
try
and
give
a
a
clear
understanding
of
what
we
perceive
as
some
of
the
key
priorities
for
this
committee
going
forward.
C
So
I'm
not
going
to
go
into
any
more
detail
than
that.
We've
got
the
two
heads
of
department
here
today,
julian
and
barry
will
be
more
than
happy.
I'm
I'm
assured
to
take
any
detailed
questions.
So
that's
all
I
have
to
say
chair.
A
Okay,
thanks
mark
apologies,
remember
I've
turned
my
camera
off.
I
didn't
catch
the
whole
pile
of
what
mark
had
to
say,
although
I
had
the
benefit
of
of
discussing
that
in
the
pre-meeting.
So
I
am
having
technical
difficulties
this
evening,
but
I
see
country
duffy
has
raised
the
question
or
raised
the
sam
for
question.
D
D
A
A
C
E
Yeah,
I
suppose
it's
just
for
members
to
be
mindful
as
officers
are,
that
various
departments
are
continuing
to
sort
of
ask
council
to
do
more,
that
historically
we
hadn't
done
or
that
we
have
historically
done
as
much
as
we
could
do.
So.
This
is
around
things
like
weed
spraying
and,
and
you
know,
additional
pieces
of
the
land
that
people
may
want
grasses
cut
additional
cleansing
that
that
the
department
may
want
are
always
brought
up
on
our.
E
We
are
just
mindful
to
be
careful
of
that
and,
as
members
had
said
a
number
of
years
ago,
when
we
came
together
and
formed
a
new
council
that
what
we
were
doing
at
that
point
in
time,
we
would
continue
to
do,
but
we
wouldn't
add
to
it.
So
that
is
basically
just
highlighting
that
again
that
the
departments
are
continuing
to
ask
us
to
do
stuff
that
historically,
none
of
us
as
councils
would
have
done
and
haven't
done
since
the
new
council
formed.
E
But
we
are
continually
being
asked
and
we
are
pushing
back
and
as
we
always
have
done,
so
that's
just
really
to
hide
out
doctor
members
and
I'm
sure
yourselves
have
been
pushed
with
different
departments
asking
us
to
do
stuff.
You
know
I
had
a
phone
call.
E
One
of
the
members
had
asked
about
us
clearing
up
after
an
accident
because
the
police
had
asked
us
to
do
it
and
again
it's
just.
We
don't
do
that.
That's
for
the
police
to
work
out
and
start
it.
So
that
would
be
one
of
the
things
that
would
be.
E
A
Sorry
country
duffy,
is
that
okay
and
apologies
I'm
having
a
technical
nightmare
here
so
considering
we're
back
into
the
chamber
the
better,
but.
D
A
Thank
you,
country,
duffy,
and
I
think
probably
that
really
it's
also
to
an
item
that
we'll
discuss
shortly
in
response
to
the
nia
letter
in
response
to
a
letter
that
we
sent
them,
but
carl
just
clarified.
Can
you
make
me
co-host
again
just
so
I
can
see
who
is
indicating
if
that
sort
of
thank
you
country,
mcnail,
please.
F
Thank
you
church.
Just
whenever
you
mention
the
niea,
I've
had
an
issue
ongoing
with
m3
council
from
last
august,
and
the
problem
still
hasn't
been
resolved
and
it
has
been
mentioned
seven
meetings
and
they
one
of
the
reasons
that
the
gift
that
they
give
from
their
department
was
that
the
officer
in
charge
of
this
area
was
off
sick.
Well,
I'd
hate
to
think
that
if
an
officer
was
absent
in
craig
aven
or
the
fbc
council,
for
that,
like
the
time
that
he
just
left
on
the
shelf
and
that's
still
been
looked
into
it,
please.
A
Okay
country
mcneil,
I'm
sure
barry,
will
take
that
up
and
follow
that
up
for
you.
If
that's
okay,
barry,
you
can
do
that.
I
can't
see
you
swimming
justice,
I'm
assuming
you're,
not
not
me,
but
okay,
members,
no
more
questions,
question
departmental
business
plans.
A
Try
to
send
you
counselor
duffy,
and
just
so
you
know
members,
you
know
some
people
are
happy
to
put
their
hands
up
and
hope
that
whoever's
trying
to
make
me
see
them.
A
I
I
won't
see
you
so
I'll
need
you
really
just
indicate
by
raising
your
hand,
that's
possible
okay
members
agenda
item
four
on
the
report,
then,
is
an
information
item,
and
it
was
just
briefly
mentioned
in
response
from
northern
environment
agency
to
councils
correspondents
regarding
flag
tipping
in
the
borough,
and
we
had
a
bit
of
a
discussion
in
the
pre-meeting
about
this.
A
I
think
the
tone
of
the
letters
is
certainly
unfortunate
and
I
I
think
there
are
some
issues
in
there
that
they
have
raised
that
maybe
just
isn't
our
interpretation
or
understanding
and
that
is
set
out
in
your
report.
It
is
for
noting
this
evening,
so
if
anybody
has
any
questions
or
queries
regarding
that,
I
know
jillian
and
paul
are
here
to
take
that
barry's
taking
that
jillian.
Is
it.
H
A
Okay,
nobody
jump
without
members.
We
agree
to
note:
okay,
I'm
taking
the
sentences
and
agreeing
to
know
them.
Thank
you
members.
Then
I
I'm
going
to
take
correspondence
and
any
other
items
of
business
before
getting
into
confidential.
A
So
just
to
say
I
have
no
items
of
correspondence
for
you
this
evening,
but
I
have
one
item
of
any
other
business
that
was
raised
by
cancer
hockey
and
in
relation
to
bulky
waste
collections.
So
I'm
going
to
hand
over
to
country
hopkins-
and
I
know
some
of
the
officers
will
will
reply
to
you.
Then
I
will
take
that
afterwards.
So
count
your
hawking,
please
thank.
I
Thank
you,
sir
yeah
bori.
I
suppose
this
probably
directed
morad
yourself.
I
was
hoping
to
get
a
bit
of
an
update
on
where
we're
at
with
the
bulky
lifts.
I
know
that
last
month
I
mean
the
past
few
months,
there's
been
a.
We
haven't
been
able
to
offer
that
service.
I
So
if
you
could
give
us
a
bit
of
an
idea
of
when
on
what
form
bulky
lips
will
return,
and
I
think
well,
look
if
sure,
if,
if
you
let
boy
come
back
with
that,
and
then
I
may
have
a
bit
of
a
proposal
out
of
that,
what.
A
E
Thank
you,
chair
yeah.
I
suppose,
as
members
are
aware,
the
bulky
collection
has
has
been
intermittent
to
say
the
least
and
depending
on
the
different
depots
that
has
either
been
longer
or
shorter
breaks.
So
at
the
minute
arma
depot
are
running
one
day
a
week
where
traditionally
they
had
run
two
that's
going
to
go
back
to
two
days.
Come
the
19th
of
april
bomb
bridge
depot
had
again
traditionally
worked
two
days
a
week
under
bulky
at
the
meta.
E
That's
just
working
one,
but
it's
planning
again
to
go
back
from
monday,
which
is
the
12th
again
just
we
have
staff
available
again
and
the
carn
depot.
E
It
had
traditionally
worked
for
three
days
and
it
hasn't
been
working
for
a
good
while
now
at
all,
but
it
is
used
to
start
back
again
on
monday,
so
we
will
start
to
be
taking
bulky
collections
next
week
for
for
the
both
the
barnbridge
and
the
craig
oven
depots
and
then
armada
debo
in
the
19th.
But
again
there
are
ma.
One
is
one
day
a
week
already.
This
is
an
ongoing
issue
and
it's
simply
to
do
with
drivers.
So
as
and
when
we
need
drivers.
E
We
we
pinch
them
off
the
bulky
collection
to
make
sure
that
domestic
bins
are
emptied.
Our
absence
rate
at
the
minute
is
about
service
16
to
17
or
18
percent,
and
then
we
have
leave.
Obviously,
so
a
number
of
staff
had
had
leave
over
easter
and
trying
to
get
leave
used
up
and
then
there's
going
to
be
a
further
report.
E
We
hope
to
bring
back
next
month
to
give
some
information,
that's
going
to
be
a
bit
sketchy
about
the
trial
and
the
the
fee
payment
and
how
we
did
away
with
it.
Last
year,
members
had
asked
for
us
to
do
away
with
it
last
year
to
see
if
it
impacted
on
flight
tipping
that's
going
to
be
a
difficult
one
for
the
year
that
it
was,
but
again
we're
going
to
bring
that
report.
So
suppose,
there's
two
bets
to
that.
E
The
first
is
about
the
dates
of
the
12th
for
bambridge
and
karn,
going
back
to
normal
and
then
the
19th
for
irma
happy
to
take
any
questions.
Sure.
A
Thanks,
barry
I'm
gonna
hand
back
to
counselor
hawking,
please,
and
then
I
do
have
a
number
of
other
speakers
before.
Do
that,
just
to
advice
and
apologies,
I
have
forgotten
about
this
until
it's
just
occurred
to
me.
I
know
counselor
tennyson
had
indicated
he
wished
to
raise
her
to
have
a
information
brought
back
regarding
the
old
seagull
landfill
site
and
poured
it
down,
and
I
think
barry
is
going
to
bring
a
bit
of
an
update
on
that
issue
as
well.
So
I
apologize
for
that.
I
Thank
you
chair
and
thank
you
barry.
That's
that's
a
good
update,
I
suppose
there's
a
number
of
issues
coming
out
of
that.
I
think
the
fact
that
craig
having
borough
in
particular
went
from
three
days
down
to
nothing
and
I
don't
know
what
the
other
countries
for
for
this
area
are
like.
But
I've
been
inundated
with
people
asking
for
their
service
balanced
with
the
fact
there
seems
to
be
a
fairly
substantial
increase
in
flight
hipping.
I
I'm
not
sure
how
much
evidence
there
is
and
I'd
love
to
see
some
where
the
service
is
available,
does
flay
tip
and
decrease
and
then
you're
into
the
the
sort
of
detail
of
whether
if
it's
free
it
doesn't
work
even
more,
and
so
I'm
glad
to
hear
there's
a
paper,
but
in
the
coming
next
month
that
was
the
proposal
I
was
going
to
make
is
that
you
bring
back
a
detailed
almost
like
an
options
appraisal,
because
I
would
go
so
far
as
to
say
I
would
consider
the
bulky
left
almost
an
essential
service,
and
I
understand
the
difficulties
of
running
at
sixteen.
I
Seventeen
percent
absentee
kane
allows
that's,
that's
huge
and
that's
a
whole
separate
issue
in
itself,
but
I
suppose
if
we
could,
if
you
could
give
me
an
assurance
that
that
will
cover
as
many
options
as
possible
next
month's
report.
But
the
one
question
just
for
tonight
would
be
in
terms
of
leave
which
in
may
maine
poses
a
big
problem
towards
the
end
of
the
financial
year.
Every
year
are
people
our
staff
allowed
to
carry
over
leave
from
last
year
into
this
year
because
of
coal.
A
Okay,
thanks
sponsor
hotline
and
your
question
in
regards
to
leave.
I
am
sure
there
was
some
carried
over,
but
others
were
using
up
coming
on
the
back
of
the
year,
but
maybe
barry.
If
you
have
the
detail.
Fine,
if
you.
E
E
Yeah
I
mean
people
are
allowed
to
carry
forward
10
days
and
that's
that's
the
normal,
so
that
doesn't
matter
even
someone
like
me.
This
year
has
been
extraordinary
and
the
fact
that
if,
if
you
were
unable
to
take
leave
because
of
covert
directly
because
of
covid,
then
there
are
some
staff
who
have
carried
forward
more
than
10
days,
not
a
significant
number
of
staff,
and
that
has
happened
simply
because
if
we
had,
for
example,
drivers
who
just
all
had
to
take
off,
then
that
would
have
crippled
the
service.
E
So
you
have
some
staff
that
are
taking
more
than
the
10,
but
not
an
awful
lot
staff
again
at
this
sort
of
at
the
end
of
last
year,
we
were
saying
that
people
should
be
using
sort
of
50
of
their
lead
by
christmas
to
do
exactly
or
to
try
to
counter
exactly.
As
you
say,
you
know,
are
we
going
to
accumulate
this
and
it's
just
going
to
move
on
year
on
year,
so
the
vast
majority
of
my
staff
will
have
carried
forward
their
normal
leave.
E
It
is
not
excessive
numbers
of
people
that
are
taking
more
than
that
10
days.
That
shouldn't
be
the
case
now
what
always
happens
on
a
gauge.
We
would
be
encouraging
people
right
from
the
very
start.
That
leave
is
is
something
that
people
should
be
taking
it's
good
for
them
to
take
it,
it's
good
for
the
service
to
take
it
and
we're
encouraging
people.
E
You
always
will
have
people
who
will
keep
a
few
days
extra
in
case
you
know
a
loved
one
is
sick
or
or
whatever
else,
and
that
is
always
the
case,
so
it
is
always
tricky
at
the
end
of
the
financial
year
and
I
hold
my
hand
up.
I
had
to
take
time
off
at
the
end
of
march
simply
otherwise
I
was
going
to
lose
it
as
well.
A
Okay,
thanks
barry
and
then
just
the
other
comments
in
terms
of
the
wider
piece
around
the
paper
options
that
we
brought
back.
You
factor
that
in
obviously
to
the
paper
coming
forward.
Okay,
members
of
four
speakers,
country,
mcnail,
column,
burns
country,
flower
country
tolman.
I
have
seen
all
your
names
there.
I
have
them
written
down
from
lowering
your
hands.
You
don't
feel
like
I
forgot
about
you
so
country
mcneil,
please.
F
And
thanks
for
that
report
again,
part
of
the
question
was
answered
by
me
as
regards
the
the
charge
for
this
collection.
As
I
said,
I
still
think
it
should
be
continued
on.
I
know
it's
going
to
be
hard
on
resources,
but
it
has
reduced
to
me
but
on
the
flight
have
been
as
regards
a
white
furnace
has
been
dumped
if
it
has
continued
on
and
the
other
thing
too,
and
I
happen
to
listen
as
officers
as
regards
the
old
segal
dump
and
I
have
been
corresponding.
F
A
Thank
you,
council,
mcneil
and
just
members
to
remind
you.
We
are
in
any
other
business
and
understanding
orders
has
discussed
previously
when
this
issue
was
raised,
understanding
order
14
on
page
9,
you
start
notice.
The
last
thing
that
page
says
that
any
matter
that
commits
the
council
to
expenditure
will
not
be
considered
under
any
other
business,
and
we
won't
just
bear
that
in
mind,
so
the
report
will
come
back
and
if
you
want
to
take
expense,
take
decisions
around
expenditure.
A
B
Thank
you
chair.
We
did
are
having
a
an
advertisement
there
for
drivers.
How
did
we
fare
out?
Are
we
still
short
on
number
two?
Do
we
still
have
staff
from
technical
services
on
furlough?
Just
if
you
could
answer
those
two
questions,
please
thank
you.
Yes,
go
ahead.
E
Yes,
the
recruitment
was
good
and
we
have.
We
have
got
those
people
in
and
we
have
them
for
sure
we'll
have
them
for
a
short
period
of
time
or
until
we
we
sort
of
until
our
numbers
are,
are
more
sensible.
E
They
came
in
at
the
time
that
we
were,
they
had
encouraging
stuff,
and
it
was
due
for
staff
to
take
off
so
that
still
does
have
an
impact,
even
though
we
had
those
drivers,
so
that
has
certainly
helped
so
that
is
that
has
helped
bring
this
forward,
that
we're
going
to
be
able
to
do
this
come
next
week
and
the
other
part
of
that
remind
me
again
what
the
other
part
of
that
question
was
sorry
alderman
burns.
Thank.
B
You
is
there,
anybody
in
technical
services
still
out
in
furlough,
we.
E
We
have
had
staff
in
obviously
from
various
departments
around
the
council
and
as
and
when
they
are
needed
to
go
back
to
their
main
juries.
They
will
go
back.
Most
of
those
people
would
have
been
doing
things
like
letter
picking
and,
as
you
will
know,
they
tended
to
be
letter
picking
in
and
around
their
work
areas.
So
if
they
were
working
in
a
leisure
center,
then
they
tended
to
do
their
picking
around
that
particular
area.
E
We
have
had
a
number
of
people
who
have
been
doing
work
right
through
covert
with
us
and
again
those
will
be
starting
to
be
drifting
back
to
their
normal
work,
to
get
things
ready,
but
at
the
same
time
as
that's
happening,
our
options
rate
should
be
dropping
and
is
dropping
and
we
should
get
people
back
from
their
leave,
etc.
So
we're
hoping
that
the
graphs
will
go
in
the
right
direction
at
the
same
time
as
opposed
to
in
the
wrong
direction,
but
we're
certainly
heading
towards
that.
A
Okay,
thanks
barry
oliver
burns
that
you
can
temper
that
thank.
G
Thank
you
very
much,
chair
I'll.
Just
be
brief
in
the
comments,
because
I've
spoken
to
both
the
director
and
I've
got
some
correspondence
about
this,
because
this
has
been
we
ongoing
issue
with
me
and
some
of
the
constituents
that
are
in
touch
with
me.
As
I'm
sure
constituents
are
in
touch
with
every
one
of
members
in
this
committee.
G
Regarding
these
bulky
collections,
and
so
the
first
thing
I
would
say
is,
I
think,
given
the
level
of
correspondence
phone
calls
messages
we
get
about
this
sort
of
thing.
I
think
it's
just
vital
and
I've
had
this
cleared
up
with
officers.
So
I'm
happy
enough,
but
I
want
to
press
this
that
we
need
to
be
kept
informed
about
these
changes.
G
I
know
some
of
you
think
it's
not
important
that
we
are,
but
it
is
important
that
we
are,
and
secondly,
that
it's
also
updated
on
the
website,
because
these
changes
have
not
been
done
on
the
website.
So
constituents
are
looking
on
the
website
getting
the
number
asking
us
for
the
number
we're
saying:
oh
yeah,
yeah
yeah
work
away,
we're
sorting
this
out.
You
can
do
that
and
then
they're
coming
back
and
saying:
oh
actually,
no
and
and
there's
a
obviously
a
problem
with
the
staff
on
levels.
G
That's
that's
another
issue
which
has
been
somewhat
addressed
by
my
colleague,
alderman
burns,
which
was
my
other
point
was
going
to
be
regarding
the
recruitment
we've
been
talking
about
recruitment.
I
checked
today
we
were
posting
looking
hgv
drivers
this
day
last
year,
this
very
day
last
year-
and
I
know
a
number
of
quite
a
few
htv
drivers
who
have
applied
and
have
got
positions,
whether
they're,
temporary
or
not.
G
G
What
is
the
problem
we
have
with
not
having
enough
of
them
if
that
is
the
key,
if
that
is
the
case,
take
out
of
it,
the
absenteeism
take
out
of
it
the
leave
that
that
happens.
That
happens
regardless.
So
if
recruitment,
as
my
colleague
has
said
of
hgv
drivers
needs
looked
at
well,
then
we
need
to
look
at
it
again.
So
that's
the
last
point
I'll
make
and
just
keep
us
informed.
It
is
quite
important
to
keep
us
informed
regardless.
What
the
change
is.
Thank
you.
A
Thank
you
country,
florida,
and
I
think
you
I
think
it
is
acknowledge.
The
communication
could
have
been
better
with
members
on
going
forward
any
changes
to
those
services
either
in
a
reduced
way
because
of
staffing
issues
or
in
an
increased
way,
because
we
have
the
capacity
to
deliver
the
service
and
then
I
think
that
should
be
forthcoming.
I
think
that's
been
acknowledged
so
sure
yes,.
E
Just
on
that
other
issue,
around
hdv
driving,
why
is
it?
It
is
always
difficult
to
get
hdv
drivers.
There
is
no
doubt:
we've
been
speaking
to
hr
over
the
last
couple
of
months
about
an
internal
scheme
where
we
train
people
internally,
that
they
might
be
able
to
do
that.
So
ards
and
north
daring
have
done
it
and
I
think
neri
have
done
it
and
that
way
you
have
a
you
have.
E
I
suppose
it
does
two
things
one
is
it
it
upskills
the
staff
that
you
have
and
allows
them
to
apply
for
jobs
as
and
when
we
need
drivers
and
the
other
thing
it
does.
It
gives
you
a
surplus
of
drivers
that
we
can
call
on
as
and
when
we
need
them.
So
again,
we've
been
working
with
nave
on
that
over
the
last
couple
of
months
and
that
will
be
tied
in
as
well
on
a
lot
of
work
that
neve
and
hr
are
doing
around
apprenticeships.
E
So
again
that
that's
that's
exactly
the
problem
that
we've
been
having.
We
get
these
people,
we
keep
them
for
a
while
they
go,
and
then
we
need
them.
So
it's
trying
to
keep
that
and
a
lot
of
that
will
be
helped
by
the
internal
training
and
then
the
apprenticeships
and
stuff
as
well.
So
we
hr
are
well
in
hand
with
that
on
our
looking
to
our
colleagues
and
other
councils
to
see
how
they
have
done
it,
and
can
we
get
something
set
up
to
see.
G
Yeah,
it
does
in
ways
answer
me
question,
but,
as
most
of
you
know,
and
people
laugh
at
me
because
I
think
about
htv
drivers
and
hives
men,
whatever
I
might
wanna,
I
know
the
score
here,
but
part
of
the
problem
too,
is
that
it's
temporary
posts
that
user,
recruiting
for
and
and
very
few
experienced
htv
drivers
will
leave
a
job
for
a
temporary
post
and
is
is
that
a
problem
here?
Is
it
is
it
that
is
it?
Is
it
the
level
of
remuneration?
G
There's
there's
got
to
be
something
that
we
are.
I
I
don't
know,
maybe
it
maybe
it
isn't.
I
I
I
don't
even
like
driving
the
car,
never
mind
a
lawyer,
but
you
know,
if
that's
what,
if
there's
something
that
that's
meaning
that
we
are
constantly
having
this
conversation
about
staffing
issues
and
the
lack
of
these
skilled
drivers,
then
we've
got
to
look
at.
Why?
Why
we're?
Having
that?
That's
right!
Thank
you,
chair
for
letting
me
in
there.
I
really
appreciate.
A
It
thank
you
you're,
okay
country
florida
and
just
I
am
conscious
we're
straying
beyond
the
original
topic
of
conversation
around
bulky
waste
and
maybe
barry
mark.
You
can
undertake
to
take
some
of
that
information
back
through
governance
because
it
is
an
hr
matter,
and
maybe
we
should
be
just
getting
a
fuller
report
and
picture
on
on
that
at
a
later
stage
and
a
request
that
will
be
done
actually.
F
A
Counselor
flyer
does
read
some
valid
points
there,
so
I'm
happy
that
we'll
be
done.
Councillor
tolman
has
indicated
there
and
we've
been
waiting.
We
wild
country
tournaments
we're
going
ahead.
J
Thanks,
charlie
I'll
just
keep
the
comments
quick
last
month
in
march
environmental
services
made
in
the
april,
I
brought,
let's
see
I'll,
see
an
item
on
there
on
their
item
on
any
other
business
in
relation
to
bulky
base
collection,
and
I
was
off
the
fee.
J
You
know
that
a
report
will
be
brought
back
to
this
committee,
understand
that
there
has
been
easter
holidays
and
that
has
been
somewhat
delayed
until
next
month,
which
it
must
be
welcomed,
but
I
must
state
you
know
that
it
is
disappointing
that
we'll
only
find
out
tonight
that
these
services
will
be
restarting
next
week
on
the
following
arma
from
the
19th,
and
this,
like
I
said,
this
item
was
brought
under
last
month's
meeting
so
and
I
think
that
information
should
be
brought
forward
when
I
was
confirmed
thanks.
A
Okay
country
thomann-
and
I
I
think
the
director
when
I
spoke
to
him
earlier,
acknowledged
that
communication
could
have
been
better.
I
think
we'll
bear
that
mind.
They
will
bring
that
mind.
I
know
going
forward,
okay
members,
so
in
relation
to
that
item
I
have
no
other,
but
no
other
lights
on,
or
anybody
indicated
to
address
that
issue.
So
we
are
going
to
move
on
from
that,
but
just
to
say,
barry
can
bring
you
in.
I
know
country
tennyson
had
emailed
me
just
to
request
that
seagull
immediately
say
or
landfill
site.
A
E
Thank
you,
chair
yeah,
for
those
members
who
don't
know,
as
as
I
didn't
know,
actually
we
have
a
new
landfill
site
in
segal
that
runs
down
onto
the
river.
A
number
of
members
had
approached
me
about
three
weeks
ago
that
there
was
letter
etc
on
the
site
and
it
was
going
into
the
river.
So
staff
have
been
out
on
a
number
of
occasions
and
lifted
the
litter
and
are
examining
the
site
generally
to
see.
Is
it
robust
and
is
it
is
it
okay?
E
E
K
Thank
you
chair
and
thank
you
barry
for
that
update.
I
know
it's
something.
I've
spoken
briefly
about
before
and
it's
just
ask
has
an
assessment
been
done
to
establish
if
there
are
any
other
similar
sites
under
panel
council
ownership
that
we
may
not
be
aware
of,
and
secondly,
I
know
work
is
underway,
but
do
we
have
any
indication
at
this
stage
about
whether
the
site
is
having
a
damaging
impact
on
the
riverbomb
itself,
or
is
it
just
too
early
to
say
at
this
stage?
Thank
you.
E
In
relation
to
other
sites,
the
officer
now
who
is
responsible
for
our
main
landfill
site
is
going
to
do
a
complete
search
of
council
property
and
make
sure
that
there
are
no
other
ones
like
this
again.
The
problem
seems
to
be
that
they're
very
old.
So
we
know
we
have
a
couple
and
a
couple
of
those
are
being
monitored
and
that
will
now
include
the
one
in
siegel.
E
But
yes,
you're
quite
right,
we're
going
to
double
check
and
make
sure
that
there
isn't
another
one
and
in
relation
to
the
sort
of
more
ongoing
work
that
hasn't
been
established
yet
about
what
exactly
the
impact
is,
but
again
from
a
tertiary
look,
we'll
be
able
to
get
it
dealt
with.
But
until
we
have
a
proper
look
at
it
and
we
won't
be
able
to
know
that.
A
Obviously
the
old
single
site
likely
formally
was
made
up
of
or
existed
because
it
was
put
in
place
by
the
old
porter
downtown
council
pre
craig
alvin
times,
I'm
assuming
that
would
would
have
been
the
key
at
the
likelihood
is
largo
would
be
in
a
similar
position
on
some
of
the
other
local
councils
at
that
stage
may
have
been
similar
unless
they
they
collaborated,
but
it
is
worth
checking
out
and
more
information
coming
back
and
that
they'll
be
really
helpful.
It
appears
to
be
an
emerging
issue.
A
We
just
need
to
get
the
top
off
barry,
I'm
wondering
actually.
Is
there
an
opportunity?
I
know,
there's
a
scheme
planned
for
bali
fodren,
which
is
the
main
site
on
the
just
off
the
way
road
reported
down.
Looking
at
planting
of
trees
and
things
like
that
on
the
site-
and
I
wonder,
is
there
potential
also
for
looking
at
schemes
like
that
on
existing
landfill
sites
that
have
been
closed
for
some
time?
It's
not
being
used
for
anything
else.
Maybe
we
could
look
at
similar
schemes.
E
Absolutely
absolutely
chair
and
the
parts
guys
are
gonna
go
out
in
the
next
few
weeks
to
have
a
look
for
exactly
that
reason
and
generally
secure
the
site,
and
we
look
at
those
because
we
have
planted
trees
in
a
number
of
our
old
landfill
sites,
and
there
are
a
number
I
mean,
I
suppose
the
difference
in
when
we
talk
about
landfill
site
nowadays
compared
to
what
they
were
before
they
tended
to
be
remarkably
small.
If
you
think
about
your
waste
makeup,
it
tended
to
be
a
lot
of.
E
It
was
ash
so,
depending
when
it
was
finished
off
when
it
was
topped,
will
have
an
impact.
So
that's
why
we
need
to
have
a
bit
of
scrutiny
at
them
and
we
will,
as
I
say,
double
check
those
other
ones
as
well.
A
Okay,
thank
you
all
right.
All
of
them
bar.
L
Yep,
thank
you.
I
thought
it
was
one
me
there
still,
no
just
on
the
on
your
your
conversation
there
with
barry
about
that
about
the
trees
and
stuff
they
got
there.
I
was
just
wondering
I
know
newly
morning
down
or
near
mourn
a
good
few
years
ago
done
a
scheme
war
where
people
could
play
to
get
trees
and
plant
them.
I'm
not
too
sure.
L
If
that
would
be
something
that
we
could
possibly
rule
out,
or
even
you
know,
have
a
look
at
rather
than
just
council
land,
it
would
mean,
like
you
know,
farmers
and
and
local
population
could
get
a
field
and
plant
trees
themselves
and
help
the
environment
in
a
in
a
more
strategic
manner.
Thank
you,
chair.
A
Okay,
thank
you
very
much.
Take
that
forward
first
later
stage
and
bring
more
advice
back.
Okay,
thank
you,
members
for
that.
I
have
no
other
items
any
other
business,
and
so
I'm
I'm
going
to
move
on
so
can
I
have
a
proposal
and
secondary
confidential
business?
A
A
Okay,
thank
you.
I'm
not
sure
how
that
was,
but
I'm
hoping
member
services
staff
actually
got
that,
but
okay
members
and
online
viewers,
in
accordance
with
schedule,
sex
the
local
government
act
for
exempt
information.
We
will
now
be
moving
into
a
confidential
session
of
the
council.
This
means
that
we
will
be
turning
off
the
public
feed
of
the
meeting
and
this
will
be
returned
when
the
meeting
has
restarted.
So.
Can
I
ask
ict
officers
please
to
turn
off
feed
and
confirm
with
me
when
the
confidential
section
of
the
meeting
can
proceed.
