This
is
a
piece
of
legislation
gets
back
to
the
1980s
for
the
approval
of
any
large
chimneys
that
are
going
to
be
erected
within
the
borough.
Very
few
of
these
applications
actually
come
forward
to
us,
and
this
one
did
it's
for
a
combined
heat
and
power
plant
and
seagull
industrial
estate
associated
with
the
muay
park
facility
and
is
to
sort
of
help
that
facility.
Obviously,
in
terms
of
its
economic
development
and
sustainability,
it's
a
gas
fired
plant
which
means
that
it
produces
relatively
little
pollution.

We
have
done
the
checks
on
the
calculations
that
have
been
presented
to
us
and
we
are
satisfied
that
the
the
chimney
height
is
correct
for
the
dispersal
of
pollution
pollutants.
We
are
recommending
that
the
council
approves
the
application.

councilors,
no
no
relationship
at
all
between
the
two
things.
The
legislation
was
written
entirely
separately.
It's
just
a
separate
process
that
requires
approval.
Now,
obviously,
the
environmental
health
department
are
engaged
in
the
planning
process
as
well,
so
we'll
always
make
sure
the
two
things
weave
together
and
there's
no
conflict
there
through
our
role.

only
question
I
would
like
to
ask
is
as
regards
the
head
of
the
chimney:
it
does
look
the
consideration
data,
particularly
as
requires
the
manufacture
of
the
boiler,
and
that
did
have
to
stop
it
yet
the
the
chimney
sized
in
relation
to
the
boiler
output.

know
that
paul
had
mentioned
there
that
a
planning-wise,
it's
okay,
but
one
of
the
most
important
things
any
hidden
settlement
boilers
are
the
flus
coming
out
for
them
and
plants,
and
they
have
to
be
at
a
certain
height
to
take
the
the
gas
and
the
fumes
away.

we've
gone
through
all
of
that
technical
detail
in
terms
of
just
exactly
what
the
the
fuel
is:
the
dimensions
of
the
the
flu,
the
flux
velocities
and
we've
gone
through

calculations
on
everything,
just
to
make
sure
that
the
height
is
adequate
for
the
dispersal
of
the
pollutants.

members
may
well
recall
this
was
something
that
jillian
and
the
team
had
had
worked
on
as
a
result
of
members
requests
for
more
enforcement
activity
and
more
visible
enforcement
within
our
borders
to
tackle
littering
on
dog
filing
incidents.
We've
started
a
pilot
arrangement
with
a
company
called
waze.
You
may
recall,
and
that
has
led
to
quite
a
bit
of
patrolling
in
the
borough,
quite
a
lot
of
detection
of
offences.
It's
exactly
the
sort
of
thing
that
we
we
expected
to
happen.

You'll
see
from
the
report
there
that
there's
been
approximately
two
thousand
fixed
penalty
notices
issued
and,
as
I
say
that
has
given
us
the
opportunity
to
interact
with
people
to
sort
of
to
raise
the
issue,
and
obviously
you
know
in
the
process
that
we're
undertaking
enforcement
work,
fixed
penalties
are
being
issued
where
offences
are
being
detected
and
so
we're
still
working
through
that
pilot.

Certainly,
the
the
initial
feedback
back
to
us
is
yes,
look,
there's
a
lot
of
enforcement
activity
here,
we're
dealing
with
a
lot
of
inquiries
and
requests
for
clarification
from
members
of
the
public,
but
we're
aiming
to
do
that
and
be
open
and
professional.
In
relation
to
that,
I'd
like
to
think
we've
done
so
we're
also
getting
sort
of
anecdotal
feedback
to
us
to
suggest
that
there
appears
to
be
less
lettering
occurring
and
that
there
is
a
net
result
within
the
borough.

This
is
something
that
we
would
have
expected
and
and
our
partners
from
from
ways
who
have
experience
and
other
borders
say
that
you
know
after
an
initial
period,
you
know
that
the
level
of
fixed
penalty
offenses
does
decrease,
as
people
become
aware
of
the
fact
that
there
is
some
patrolling
going
on
that
there
is
enforcement
activity,
and
hopefully
that
that
really
there
is
some
behavioral
change
her
in
there
will
say
we're
into
you
know
approximately
three
months
of
a
year-long
pilot,
but
that's
a
short
report
on
it,
happy
to
take
any
questions
and
answer
them
as
best.

think

harsh,

villages
and
that
sort

thing

we
thought
it
is
that
something
that's
why
isis
is
going
to
do.

we
going
to
work
with
them
on
that
and
also
in
terms
of
drug
filing,
probably
which

issue,

obviously
it's
a
lot
harder
for
them
and
to
catch
people
for
him,
so
they're,
maybe
not
going
to
target
that
the
same,
because
the
same
revenues
wouldn't
come
back.

they
are
business
after
all.
So
how
are
we
going
to
deal
with
that
issue?

lot
of
stuff
in
there
you're
exactly
right.
That's
none
of
this
is
unexpected
for
us
in
terms
of
what
we're
finding
the
vast
majority
of
it
is
cigarette
letter.
The
vast
majority
of
it
is
in
areas
where
there
are
higher
levels
of
activity
and
footfall
and
offenses
are
being
detected.

The
way
we
had
set
up
the
agreement
with
ways
was
that
all
district
electoral
areas,
all
our
towns,
villages
and
parks
all
would
be
visited
on
patrol.
But
you
are
right,
of
course,
that
there
has
to
be
some
level
of
sort
of
targeting
there
on
sort
of
an
assessment
of
the
the
likelihood
of
catching
offences.

Now
again,
look
we're
only
a
few
weeks
into
a
pilot
as
such.
Here.
The
feedback
that's
coming
back
to
me
is
that
whenever
the
officers
are
in
those
smaller
towns
and
villages
that
there
is
very
little
activity,
there
is
very
little
to
detect
and,
as
I
say,
yeah
look,
that's
a
challenge
for
us.
We
will
look
for
that.
Going
forward
and
ways
have
committed,
as
I
say,
to
look
to
all
industrial
district
electoral
areas.
They
have
also
committed
to
be
responsive
to
any
intelligence
that
we
do
provide
through
them.

provide
a
briefing
a
weekly
briefing
every
friday
in
terms
of
intelligence
to
them
that
relates
to
their
matters
that
are
coming
in
from
members
of
the
public
or
from
councillors
just
to
sort
of
allow
them
to
sort
of
target
their
inspections
to
areas
where
we
think
problems
may
well
be,
and
they
have
committed
to
respond
to
those
and
say
we're
we're
quite
happy
with
that
at
the
middle
look,
we
look
at
the
raw
stats
today,
we
have
a
look
and
see
what
is
going
on.

the
things
I

going

mention,

think
that's

feeling
a
wee
bit
of
a
like.
Obviously
I'm
poor
down

I've
got
quite
a
few
complete.
I
I
don't
know
if
complaints
is
quite
the
right
word,
but
comments
and
complaints
about
the
activity
of
them
and
poor
dynamite
and
fairness
to
you
paul
and
the
other
officers
any
complaint
that
I've
had
or
any
query
I've
had
about.
It
have
been
very
swiftly
dealt
with
and
quickly
answered,
but
the
general
feeling
seems
to
be
you,
so
you
can
catch.
You
can
catch
more
bees
with
the
honey
than
the
vinegar
here.
You
know
we're
they're
fishing
in
a
very.
I

Is
that
they're
in
the
busy
thoroughfare
areas
and
which
again,
is
what
what
counselor
baxter
has
already
perhaps
sort
of
articulated
there,
and
I
remember
we
would
like
to
see
them
out
a
wee
bit
further
and
maybe
a
wee
bit
more.
I
I
don't
know
more
of
an
education.
I
don't
know
how
to
put
it
but
more
of
the
education
that
we're
here.
This
is
what
we're
looking
for,
rather
than
we're
just
here
to
to
watch
you
and
find
you.
If
you
understand
mr
mccullough,
what
I'm
saying
I've
had
a
number
of
complaints
about
their
uniform
and
the
way
they're
operating
away,
but
maybe
it's
just
teething
problems,
I'm
quite
happy
to
take
on
board
we're
only
a
number
of
weeks
in
a
couple
of
months
in
we're
getting
there.
I
But
I
I
just
hope
to
see
a
wee
bit
more
of
a
roll
out
of
this
bar
or
like
the
plaza
and
pour
down
to
pure
prime
spot
at
the
minute,
for
example,
and
in
ways
we
think
it's
necessarily
fair,
so
maybe
even
more
of
the
educational.
Maybe
that's
maybe
the
messaging.
I
We
need
to
do
some
kinds
of
these
guys
are
here
and
what
they
do,
what
they
are
here
for,
because
I,
what
I
don't
want
at
all,
is
that
there's
this
perception
that
they're
the
bad
guys
here,
because
you
know
I
know
I've-
maybe
nicknamed
them
device
guys
a
wee
bit
but
they're
there
to
do
a
good
job
and
we're.
I
am
glad
they're
there,
because
we
could
not
continue
the
way
we
were.
But
three
months
on.
I
think
it's
good
to
have
a
wee,
stop
and
look
at
this.
I
So
I
say
thank
you
to
the
officers
and
different
officers
in
particular
that
I've
been
in
touch
with
over
the
last
couple
of
months.
I
think
everything's
been
dealt
with
very
quickly
and
but
there's
still
a
few
wee
niggles,
especially
in
the
town,
centers,
have
to
say.

would
respectfully
disagree
with
the
sentiments
of
what
councilor
flaherty
had
sort
of
said
there.
I
kind
of
seen
this
very
much
in
the
in
the
vienna
of
good
cop,
bad
cop,
and
these
guys
were
pretty
much
bad
cop.
Their
job.
Isn't
I
sort
of
seen
our
council
more
to
work
around
the
education
element
of
it
and
they
these
these
were
kind
of
brought
in
as
as
the
people
to
kind
of
enforce,
because
that's
what
we
were
missing
was
the
enforcement
aspect
of
it.

have
had
a
number
of
complaints
in
fairness,
but
like
yourself,
judy-
and
I
have
probably
been
a
bit
across
with
people
and
some
of
them
that
are
new
personally
and
on
the
say,
you
know
they
give
me
a
bit
of
a
bit
of
a
sob
story
around
where
they
got
the
fan,
and
I
simply
asked
the
question:
did
you
throw
that
on
the
ground
yeah
it
did?
Well,
then
he
says
the
end
of
conversation.

That's
that's
what
they're
there
for
this
is
the
way
it's
going
so
probably
probably
lost
a
few
votes,
I'm
sure
somewhere
in
amongst
all
that.
But
I
don't
care,
that's
why
they
were
brought
in.
My
question,
I
suppose,
was
around
an
element
of
this
report,
and
I
I
know
it's
just
for
nothing,
but
it
was.
It
was
around
us.
Environmental
wardens
and
the
health
department
now
focus
resource
on
problem
localities
such
as
back
ollies,
which
include
searches
on
material
to
identify
offenders.

suppose
my
question
would
be:
do
you
now
fail,
or
are
we
as
counselors
likely
to
notice
an
upsurge
and
positive
results
around
this
sort
of
problem?
Because
I
have
had
serious
issues,
and
I
know
cancer
magoon
is
the
same.
Some
of
our
large
encounters,
maybe
concert
oman,
would
agree
that
the
likes
of
victoria
street
shangle,
the
certain
areas
are
that
we've
had
great
difficulty,
actually
getting
any
kind
of
enforcement
around.
So
with
these
guys
being
in
from
ways
are
we
likely
to
see
across
the
borough?

Maybe
an
increase
in
success
stories
against
the
you
know,
the
landlords,
the
tenants
who
are
they're
dumping-
wake
after
awake,
because
that
that's
been
a
massive
source
of
frustration
for
myself
and
for
other
you
know
for
constituents
and
for
other
cancers.
You
know
from
talking
to
them
so
that
that
would
be
me
basin
thanks
paul.

Yes,
in
short,
the
the
answer
is
yes,
that's.
What
we're
aiming
for
as
well
is
to
see
some
marked
improvement
there.
These
officers
are
allowing
our
existing
staff
complement,
concentrate
their
efforts
a
little
bit
more
than
what
you
know,
rather
than
spread
rather
thinly
across
the
border
they're
able
to
concentrate
their
efforts
a
bit
more
in
terms
of
where
we
are
having
problem
areas.

Now
you
know
anecdotally,
you
know
the
feedback
that
I'm
getting
in
terms
of
victoria
street,
there's
been
quite
an
effort
put
in
there,
both
by
the
environmental
health
team,
but
also
environmental
services
teams
with
education
speaking
the
landlords
and
everything.
Now
the
feedback
that
I'm
getting
is
that
there
has
been
a
degree
of
improvement
being
observed
observed
there.

So
that's
what
we
hope
to
be
able
to
use
our
officers
to
do
sort
of
to
build
upon
the
work
that
they're
already
doing,
but
maybe
to
be
a
wee
bit
more
focused
on
particular
problem
areas
to
be
a
wee
bit
more
responsive
to
sort
of
public
concerns
and
members
concerns
where
that
is
the
case,
whereas
the
ways
officers
are
doing
a
slightly
different
role
now
the
ways
officers
themselves.

don't
want
you.

I
don't
want
to
think
that
every
single
interaction
with
the
ways
the
officer
results
in
effects
penalty
knows
it
doesn't.
Actually
we
do
get
the
details
of
the
ones
where
they
offer
that
decide
to
offer
a
warning
instead,
for
instance,
if
it's
the
mainer
or
somebody
who
appears
to
have
maybe,
for
example,
some
difficulties
in
terms
of
understanding.

You
know
what
is
happening
with
the
with
the
the
officer
themselves,
so
you
know
there
is
an
opportunity
there
for
education.
The
officers
from
ways
are
good
and
not
more
confident
with
that.
We're
obviously
looking
to
sort
of
build
and
improve
on
that,
specifically
in
relation
to
people
whose
first
language
isn't
english,
so
we're
having
a
look
at
a
few
ways
that
we
can
build
upon
that
and
improve
what
we're
doing
there
as
well,
because
it's
the
early
stages
of
a
pilot,
you
know
my
own
instinct
is
yeah
look.

is
doing
the
enforcement
type
role
that
we're
hoping
for,
and
this
is
what
we
had
envisaged
from
it
and
just
don't
consider
flattery's
point
as
well,
where
we
are
getting
any
feedback
or
any
concerns
raised
from
members
of
the
public.
We
are
deliberately
trying
to
be
extremely
rapid
in
our
response
to
that,
so
that
we
can
see
that
those
measures
are
sort
of
being
considered
and
any
changes
that
we
do
need
we're
trying
to
reflect
them
really
really
quickly,
and
there
have
been
a
couple
to
be
fair.

process

have
been
overturned.

system

as
well,

what
I
want
to
really
dwell
on
is
again
what
what
was
alluded
to
there
and
that's
the
environmental
wardens,
our
own
people,
that
have
been
doing
doing
some
work
on
paul.

to
commend
the
team
for
for
work.

They've
done
for
me,
respond
to
issues.
As
we
know,
another
hot
spot
in
our
area
is
in
around
the
anna
area,
and
I
know
the
team
were
in
there
over
this
last
couple
of
days.
Trevor
and
different
ones
have
been
back
to
me
and
I
know
what
a
couple
of
tickets
have
been
issued
as
well
and
they're
going
to
go
with
a
sticker
scheme
for
the
bins
there
as
well.
So
you
know
I
I
can
see
a
win-win
here
as
well.

wise
officers
as
it
were
are,
are
the
the
bad
cops
that
someone
alluded
to
there,
but
it
also
allows
our
own
team-
and
I
noticed
there-
are
80
tickets
issued
as
well,
so
so
there's
a
good
return
there
as
well,
and
those
areas
that
we've
maybe
not
been
able
to
focus
on
have
been
getting
some
focus
and,
as
I
say,
I
really
appreciate
the
effort
that
the
team
have
made
over
this
last
couple
of
days
in
and
around
the
anna
area
and
all
the
residents
there
have
been
back
to
being
appreciated
that
as
well
so
process
of
education
and
also
enforcement.

agree

sort

a

pilot
you've
brought
in
to
hopefully
improve
something
that
was
a
very
dire
situation,
but
I
I
would
like
to
have
some
sort
of
information
in
relation
to
the
the
two
thousand
penalties
that
were
given
out.

I

just
come

just

clarification
there
and
just
a
couple
of
those
points.
Yes,
look
we're
working
on
the
data
systems,
so
we'll
be
able
to
provide
a
full
breakdown
just
of
precise
locations,
but
we
can
do
it
on
a
rough
basis
at
the
middle,
and
you
know
the
the
information
and
the
software
systems
that
are
used
allows
us,
as
council
officers,
to
see
precisely
where
the
officers
are
at
any
particular
point
in
time
actually
and
then
obviously
the
fixed
penalty
information.

can
tell
where
the
functionalities
have
been
served,
and
I
can't
assure
you
answering
from
quite
a
considerable
number
of
them-
have
been
served
on
them
all
and,
as
I
say,
they
know
that
that
is
a
hot
spot
area.
But
again
I
would
say
this
to
all
members
if
there
is
any
form
of
intelligence
that
you
would
like
us
to
pass
through
we're
in
weekly
communication
with
waze
and
we're
happy
to
feed
that
in
to
them
when
they
have
promised
us
be
responsive
to
that.
And
indeed
I
think
they
are.

stats

date

after

pilot,

engagement

informing

citizens
of
the
bar
that
you

enforcement
officers
are
going
to
be
in
such
an
area.

know
it's
about
change
in
that
mindset
among
citizens.

let's
think,
about

next

engagement's
key

good

need

their
own
council
social
media

is
what
happens.

start

think

abundance,
because

they're

good
at
what
to
do,
which
is
great
and
the
words
out
there

folks

of
people
that
are
prepared
to
keep
dropping.

think

we

keep
you

those
stats
come

people

getting

Has
there

increase

As

result

it

it

seem

be
a

bigger
picture
and

all

being

flippant

drivers

shortage

guys

work
