ukraine

council
officers

mark,

also
council
members,
members
of
the
public
and
our
local
businesses
have
also
been
involved,
and
so
a
big
massive.

there
was
a
level
of
disruption
experience
last
week
right
across
the
borough
across
a
number
of
collections.

It's
that's.
It's
just
going
to
be
a
problem.
I
feel
for
people,
because
I
know
there's
been
issues
since
the
start
with
you
know,
various
issues
bins
have
been
missed
and
then
the
message
has
always
been.
You
know
continue
to
leave
out,
because
I
know
we've
had
a
few
squads
off
where
covert,
really
added
disruption
on
that,
and
it's
been
really
helpful
that
you've
been
able
to
tell
people
stick
around
the
next
day
and
they'll.

Maybe
do
a
saturday
run
and
gather
them
up
as
well,
but
I
think
I
mean
I'm
gonna
have
two
wheelie
bills
and
a
fortnight's
time.
So
what
are
we
gonna
be
telling
people
if
you
don't
know,
what's
the
message
like
that
has
to
be
clear,
I
would
like
to
see
a
situation
where
maybe
a
one-off
left
could
be
undertaken.

in
terms
of
gathering
those
green
bins
up.

because
I
mean
the
brain
bin
was
lifted
and
without
grass
cutting
down
your
brain
then
only
has
a
this
might
be
only
ever.
In
our
case,
a
tenth
full.

we
get
the
recycling
bill,
it's
going
to
be
overflowing,
so
it
would
have
been
better.
Maybe
in
a
plan
perspective
to
now,
we
have
dropped
the
brain
unlifted,
the
green,
because
that's
the
high
capacity
bin
and
the
high
capacity
loaded.

think
we
do
need
to
come
to
some
sort
of
arrangement,
because
people
do
not
like
to
be
told
to
go
to
the
recycling
center
they're
paying
off
rates,
as
we
all
know,
and
I'm
paying
enough
as
well,

it
would
be
great
if
we
could
have
a
you
know,
a
message
sent
out
that
you
know
keep
them
out,
we'll
get
them
gathered
up
by
saying
monday
or
friday
at
the
you
know
in
ideal
circumstances.

inundated

calls,

know,
allen
wilson
saying
that
the
brown
bins
aren't
you
know,
maybe
just
as
full,
but
I
think,
with
a
good
weather
that
we
did
have.
Certainly
the
people

marines
town

been
contacting
me
today
that
their
brain
bins
are
empty
from
friday
and
they're
still
not
empty.
Today
and,
given
you
know
the
warmer
weather
we
had
and
the
nature
of
the
stuff,
that's
in
the
brown
bins.
I
would
be
very
disappointed
if
we're
talking,
but
we
have
another
two
weeks
to
it
before
before
they're
empty.

Given
the
nature
of
brain
organic
waste,
I
think,
as
older
wilson
says,
we
need
to
look
at
something
here
to
try
and
get
this
sorted
out.
I'm
not
sure-
and
I
know
the
department's
under
pressure.
I
speak
to
the
supervisors
daily
and
they're,
very,
very
good,
but
they're
under
serious
pressures
with
the
sickness
and,
of
course,
with
the
industrial
action
last
week,
but
I
did
visit
the
workshop
the
other
night
when
we
talked
about
it
as
well.

Is
there
nothing
even
we
can
do
even
looking
at
contractors
come
in
and
do
one
left
or
whatever,
because
people
are
paying
an
absolute
fortune
for
this
service,
and
I
think
whenever
you
ask
anybody
in
the
street
what
the
council
does
for
them,
the
first
thing
they
say:
well,
they
lift
your
pens.
In
fact,
a
lot
of
people
think
that
that's
all
we
do
and
they're
paying.

You
know
on
average
about
a
thousand
penny,
eight
hundred
a
thousand
pound
a
year,
whatever
it
is
for
rates,
so
I
think
to
fail
them
in
this
service
and
expect
people
to
get
four
weeks
for
a
bin
cycle
isn't
acceptable
and
I
think
we
need
to
do
whatever
we
have
to
do
and
find
whatever
budget
we
have
to
find
and
to
get
this
sorted
out,
because
it's
just
not
really.

It's
certainly
not
acceptable
from
these
branches
and
I'll
be
interested
to
hear
and
what
other
members
have
to
say
as
well,
but
certainly
no,
if
volume
wasn't
making
a
proposal
that
we
do
call
it
all
the
stops
to
try
and
get
this
sorted
out
and
not
wait
to
the
normal
cycle.

had

that
we
had
streetling

asking
what
staff
was
off
because
of
covert
related
issues
and
they
were

the
black
bins.

the

Our
bins
were
not
amped
last
week,

idea,

all
we
made
half

checked
the
council
website
as
usual
gives
zero
information,
so
I
haven't
checked
it,
but
I
think
it
is
a
key
issue
of
communication
in
relation
to
this
issue.

pen,
so

I
understand
the

issue

understand
that
there
was
a
strike
and
understandably
people
are
concerned
that
their
bin
hasn't

far

we're
concerned
as
public
representatives
and
as
far
as
we're
concerned
collectively
as
a
council,
I
think
it
would
be
good
to
update
our
communications
with
the
people
in
relation
to
this
mother
and
if
there
is
any
effort
or
any
way
that
things
can
be
stretched
to
try
and
accommodate
a
a
fortnight,
there's
a
good
while,
but
a
month
is
twice
as
long
and
people,
don't
necessarily
just
see
it.

and,
like
others,
my
issue
is
in
relation
to
the
black
bin.
The
large
swedes
of
the
dairy
nurse
area
didn't
have
a
black
bins,
emptied
or
collected
in
last
last
tuesday,
and
like
people
coming
on
families
of
five
and
six
in
a
household
and
the
black
bin
waste.
I
know
the
issue
is
involved
industrial
action,
I'm
aware
where
we
need
to
be
careful
in
relation
to
respecting
the
workers
rights
there.
However,
I
think
we
need
to
put.

I
would
share
the
sentiments
of
others
and
say
we
need
to
put
our
engines
in
place
to
have
those
collections
and
done
as
quickly
as
possible.
I'm
told
that
there's
often
22
000
bins
mentioned
missed
last
week,
and
you
know
that's
a
big
proportion
of
our
householders
and-
and
you
know,
countries,
beers
or
other
spears
is
right.
Last
thursday
is
the
last
time
our
social
media
accounts
in
council
had
anything
about
bins
and
other
than
that
it
was,
it
wasn't
even
a
it
was
inadvertently
mentioned.
It
was
there's
undergoing
industrial
action.

can
go
to
the
recycling
center,
I'm
sorry,
that's
not
good
enough
and
and
I'm
not
playing
you
know.
I
I
spoken
to
senior
officers
in
relation
to
this
and
I
think
it's
important
that
we
get
communication
right,
but
it's
also
important.
We
get
the
bins
empty
and
and
if
it's
a
matter
of
prioritizing
alderman
wilson
talked
about,
you
know
the
difference
between
the
green
brown
and
black.

need
to
get
to
what's
prioritized
in
particular
areas,
black
been
forced
off
and
then
move
on
to
the
others,
but
we
have
a
it's,
not
as
if
it's
a
weekly
collection
we're
now
into
a
fortnightly.
So
it
means
that
there
are
households
across
our
district
that
have
gone
will
go
one
month
without
a
bin
collection
and
I'm
sorry,
that's
not
good
enough.

who
have

what
color
of

bin
it

like

in
place
for
this
week.

has
been
very
difficult

us

tell
constituents

even

have
vehicles
or
elderly
people
to
say,
go
down

bin

lifted
the

week

than

that,
but
the
reality
of
it
is
that
we
need
to
be
there
delivered
for
the
ratepayer
and

think
it
was
councillor
baxter
said
people
think
we
only
lift
the
bins.

but
if
I

get

right-

I
know
it's
not
the
council's
fault
in
relation
to
the
strike-
and
I
know
workers
have
their
rights
in
relation
to
strike,
and
I
appreciate
that,
but
whether
we
have
to
hire
in
lori's
and
manpower
to
keep
in
touch
with
them.
It's
very
important
because
I
all
of
our
bins
are
packed
and
and
people
who
we're
trying
to
encourage
people
to
recycle
and
then,
when
the
leg.
If
this
happens,
what
happens
then?

it
go
into
the
grabin?

issues

raised

members
appear
frustrated
about
the
speed
in
which
things
are
being
done
and
quite
honestly-

I
have
to
say
this
through
lord
murder-
the
chief
executive,
I'm
actually
quite
frustrated,
sometimes
by
the
responses,
because
some
of
the
responses
are,
we
will
bring
something
back.

If
the
work
has
already
been
done
on
street
signage,
then
what
work
has
been
done
tell
us
tonight
and
then
let's
get
the
fuller
update
when
it
comes
to
the
committee
events
strategy
is,
is
where
I
want
to
go
with
my
comments
in
relation
to
this
because
we're
some
time
on
now
and
I
understand
that
people
within
the
department
and
brands
department
have
been
preoccupied
with
you
know-
maybe
a
city
and
growth
deal
or
with
city
of
culture
bids,
but
we
are
still,
as
a
council
doing
a
piecemeal
approach
to
events
across
this
borough
at
the
same
time,
whether
it's
bosque
fest,
whether
it's
you
know,
blues
festival,
whether
it's
john
hewett
or
whatever-
and
I
think
it's
real
frustration
on
my
part
that
we're
new
further
down
the
road
with
that
I
appreciate
some
of
that
was
through
efficiencies,
come
to
efficiencies.

At
the
same
time,
there
are
huge
numbers
of
events
that
we
have
across
this
borough
and
I'm
going
to
be
parochial
and
I'm
talking
about
the
likes
of
company
comes
to
town
who
go
through
finance
assistance
policy,
maybe
bring
thirty
forty
fifty
thousand
people
into
puerto
ri,
the
other
one
I'm
thinking
about.
We
have
both.

You
count
you
down
twelve
demonstrations
that
come
into
the
borough
on
their
cycle
and
we
also
have
the
county
armada
demonstrations,
and
then
we
have
what
is
probably
the
largest
one
day
festival
in
the
entire
europe,
a
continent
of
europe
in
scarva,
and
we
haven't
even
considered
how
we
can
use
and
leverage
those
to
enhance
the
tourism
and
events.
You
know
prospect
that
we
have
across
the
borough
and
in
fact
I'll
say
this
and
I'll
say
it
publicly.

A
the
input
that
was
given
to
the
syrian
culture
bid
was
negligible
on
all
of
those
counts
as
well
when
it
came
to
particularly
the
large
swathes
of
both
ulster
scots
orange
and
a
loyal
order,
cultures,
the
bands,
the
arts,
the
musical
traditions
on
all
sides
of
the
community
as
well,
including
irish,
dancing
and
others.
I
actually
thought
that
that
was
that
was
quite
light
and
it's
actually
one
of
one
of
the
richest
parts
of
our
culture
across
the
borough,
and
it
should
have
been
reflected
in
my
view.

More
broadly
and
again,
I
would
like
to
see
it
when
an
event
strategy
does
finally
come
to
the
floor
of
the
chamber
that
they
will
be
reflected
appropriately
in
that
way
and
because
those
events,
certainly
the
people
that
I
represent
and
those
events
are
accessible
to
them.
They
are,
you
know
they
recognize
them.
They
engage
with
them
more
widely
than
they
might
do
with
a
literature
festival
or
something
else,
I'm
not
not
diminishing
that
and
it's
sources
for
courses.

that,
but
the
masses,
certainly
of
the
people
that
I'm
representing
certainly
engage
with
the

get

cycle

beef

different

as
highlighted

government
departments
and
agencies,

those
representative
groups
on

ground

Flaherty
has
been
a
champion
of
us
this
year

borough

northern
ireland,

she's
raised
this
issue
on
numerous
occasions.

and
indeed
the
community's
minister,
so
again
on
behalf
of
our
women
like
to
pay
tribute
to
councillor
flaherty
and
all

tireless
campaigners
out
there
who
work
very
hard

get
this

get

up
and
going,
and
hopefully
it
will
be
of
some
comfort
to
all
those
who
need
to
access
it
in
the
future.
