Description
Armagh City, Banbridge and Craigavon Borough Council Full Council Meeting on Monday 27th February 2023 at 6.30pm. This is a hybrid meeting with Members and staff attending in the chamber and remotely using Zoom
B
B
Okay
good
evening,
members
again
and
welcome
along
to
your
February
council
meeting
member
assistant,
open
announcements
tonight,
if
I
could
just
start
with
an
announcement
and
then
who
asked
for
one
from
each
party
and
party
leaders
have
notified.
If
you
want
to
comment,
don't
be
just
members
of
the
commencement
tonight,
I
want
to
start
by
putting
a
record
our
thoughts
and
prayers
for
DCI
Joan
Caldwell,
as
he
continues
to
be
treated
in
hospital
and
also
remembering
his
wife
and
family.
B
This
was
a
sickening
attack
and
I'm
sure
that
may
none
of
us
can
begin
to
comprehend.
The
trauma
that
is
who's
caused
has
caused
those
children
have
witnessed
as
they
were,
enjoying
their
sport.
It
was
a
shock
to
hear
the
news
of
the
shooting
and
the
manner
which
was
carried
out
as
I
attend.
B
The
number
of
events
on
Thursday
and
since
I've
met
many
people
who
have
all
have
their
own
thoughts
and
how
this
would
affect
them
and
their
own
children
and
their
own
family
and
lots
of
messages
and
supports
given
to
me
to
pass
on
and
has
provoked
some
awful
memories.
Also
for
those
who
have
lived
with
many
scars
for
many
years
from
her
past,
there
must
be
no
tolerance
for
those
who
are
enemies
of
Peace.
B
We
must
stand
with
John
his
family
and
the
members
of
the
Police
Service
of
Northern
Ireland,
as
they
continue
to
protect
and
serve
our
community
members.
I
have
written
to
the
family
to
John
and
his
family
to
share
them
our
thoughts
and
prayers,
and
just
at
this
very
difficult
time
for
the
answer.
Thank
you.
Members,
councilor
mcarath
foreign.
C
Er
for
for
bringing
me
in
just
as
behalf
of
our
group
here,
the
DP
group
simply
want
to
extend
our
thoughts,
prayers
and
best
wishes
to
DCA
John
Caldwell
following
the
cardly
and
Despicable
attempt
to
murder
manoma
last
Wednesday
night
John
Caldwell
was
not
only
an
outstanding
police
officer
during
the
day,
and
we
knew
all
about
that
in
nesborough
recently.
C
But
he
was
at
the
heart
of
his
own
community
in
Uma
at
night
as
well,
helping
and
encouraging
his
local
football
team
when
he
was
doing
what
he
loathed
when
he
was
Alice
most
vulnerable.
The
drags
of
society
thought
it
appropriate
to
try
and
murder
him
in
front
of
his
own
son
and
scores
of
other
children.
C
C
I
was
born
in
Uma,
a
few
hundred
yards
from
where
the
trade
to
to
murder
Chong
it's
my
hometown
for
years.
Yet,
sadly,
it
continues
to
be
synonymous
with
Terror
those
responsible
for
the
igneous
criminal
act.
Inflected
upon
John
Caldwell
need
to
be
brought
to
Justice
and
brought
to
Josh
Justice
swiftly.
C
B
Thank
you,
councilor
mcarath
I'm,
the
coach
for
elaborate.
D
D
What
happened
to
Noma
is
attacking
her
pace
and
most
responsible
must
be
brought
to
Justice,
as
mentioned,
John
was
not
only
a
servant
of
a
community
in
uniform,
but
he
also
devoted
what
free
time
he
had
the
band
football
coach,
local
children,
including
the
son
and
seconding
that
many
members
of
his
team
and
other
children
witnessed
this
attack
and
who
could
have
also
been
injured
for
many.
It
is
also
brought
back
traumatic
memories
of
the
past
and
was
less
people
angered.
A
small
minority
pushed
to
drag
us
back
to
those
Darkness
who
will
not
succeed.
D
B
E
E
He
gave
of
his
time
to
work
for
his
local
community
coaching
on
Andrea's
football
team.
Those
who
shot
John
have
nothing
to
offer
only
misery.
They
are
the
enemies
of
society,
the
enemies
of
Ireland
and
the
enemies
of
Peace.
The
vast
majority
of
our
people
reject
him
and
they
represent
no
one.
We
must
all
work
together
and
ensure
they
are
no
longer
able
to
carry
out
these
barbaric
attacks.
Anyone
with
any
information
should
assist
the
police
through
their
brought
to
Justice.
There
is
no
going
back.
Thank
you.
Armor.
F
Lord
mayor
I
want
to
be
associated
with
most
remarks
that
have
been
made
in
respect
of
this
tragedy.
It's
really
a
tragedy
for
number
one.
His
family
and
I
trust
in
prayer
that
himself
John
will
restore
be
restored
to
full
health
and
strength
again.
A
listener
to
the
news
tonight
he's
still
a
view
to
be
critically
ill
and
I
just
hope
and
pray
trust
in
prayer
that
he
is
restored
to
good
health.
F
A
lot
has
been
said
about
the
activity
of
police
officers
right
across
the
The
Province
John
is
probably
no
different
to
many
police
officers
that
were
actually
shot
in
the
past
by
tarsh.
This
is
another
avenues
that
were
a
that
a
terrorist
group
of
them
to
follow,
and
we
all
know
what
Terrors
have
done
in
this
country
and
has
already
been
said.
Terrorism
of
the
70s
or
the
80s
of
the
90s,
and
indeed
the
naughties
and
the
20s
is
all
the
same.
F
So
if
it
was
wrong-
and
it
was
certainly
wrong
to
this
attack
on
an
innocent
policeman-
it
was
equally
wrong
in
the
past.
The
attacks
that
took
place
on
members
of
the
security
forces
and
the
police
John
was
an
active
member
of
his
community,
as
is
Everton
from
his
activity
on
the
night
in
question.
F
He
was
with
his
own
son
and
just
a
few
other
kids
that
were
actually
winding
up
and
putting
footballs
into
his
car
on
the
at
the
end
of
a
new
note
and
enjoyable
evening
of
of
football
in
the
in
the
local
community,
and
to
think
that
anyone
would
spend
their
time
their
energy
and
date
over,
as
it
appears
over
weeks
months
worth
of
you
to
Target
them
an
innocent
policeman.
F
It
is
absolutely
despicable
and
those
responsible
have
got
to
be
brought
to
Justice
and
put
where
there
should
be
out
of
sight
or
domain
for
a
long
time
to
come.
I,
certainly
a
son.
My
best
wishes
on
behalf
of
myself
on
the
old
students
party
in
relation
to
the
well-being
and
who
can
trust
that
John
and
his
family
are
sustained
and
returned
to
good
health
and
hopefully
able
to
enjoy
a
life
after
this
despicable
act.
Thanking
you.
B
G
G
It
came
as
a
great
shock
on
that
particular
evening,
like
many
probably
around
the
chamber
in
the
present
and
the
past,
that
evening
had
taken
my
young
son
down
to
his
football
practice
and
then
on
to
a
meeting
with
the
police
in
the
palace
in
Arma
and
I,
couldn't
help
but
think
when
I
came
home
and
heard
of
the
tragic
murder
attempt
by
Republicans
on
John's
life,
just
how
disgusting
and
repugnant
it
was
not
just
the
attack
in
him,
but
the
attack
on
the
whole
community
and
young
people
around.
You
know
you.
G
People
run
into
train
and
play
football.
I
go
on
there
for
a
bit
of
Peace
a
bit
of
fun,
a
place
that
should
be
safe,
an
environment
that
should
be
safe,
but
these
type
of
thugs
and
Republicans
could
think
nothing
but
murder
and
Mayhem
on
their
hearts
and
the
fact
that
one
shot
wasn't
enough
for
John
I
think
it
was
up
to
10
shots
that
the
trade
to
finish
him
off
in
front
of
his
son
and
others
gathered
there.
G
Just
really
just
really
does
explain
the
type
of
individual
and
sick
and
Vale
individuals
that
they
are.
That
really
did
bring
in
the
contrast-
and
it
was
very
surreal
last
week
because
last
week
also
the
next
day
was
the
30th
anniversary
of
my
uncle's
death,
a
proud
member
of
the
royal
Ulster
constabulary
and
I,
couldn't
help
but
think
at
the
age
of
16,
walking
behind
his
coffin
down
the
village
of
Maui
and
couldn't
help,
but
think
you
know
what
was
this
all
about
and
sadly,
at
that
stage
was
to
be
welcomed.
G
Shen
Fan's,
condemnation
on
this
murder
attempt.
Sadly,
at
that
particular
stage
in
the
90s,
those
particular
Thugs
who
murdered
my
uncle
were
saluted,
were
commemorated
and
were
commanded
for
their
evil
and
wicked
attempts.
And
that's
what
makes
me
sick
the
far
tongue
of
some
within
the
political
Arena
that
it
was
easy
to
condemn
this
one.
H
Thank
you,
Lord,
mayor
and
and
want
to
be
associated
with
the
the
remarks
and
our
thoughts
and
prayers
of
the
sdlp
group
in
Council,
and
indeed
any
rate
thinking
people
out
there
or
with
John
Caldwell
his
wife,
his
young
son,
who
witnessed
this
until
all
the
people
who
were
in
Oma
that
night.
H
H
The
message
needs
to
go
loud
and
clear
to
these
people
to
go
away
to
get
off
our
backs
and
get
back
into
the
hole
wherever
you
came
from
as
counselor
Barry
referred
to
the
about
taking
his
children
to
sport.
There
are
many
of
us
around
this
chamber
who
do
that
on
a
weekly
basis
and
to
think
that
some
coward
would
walk
up
or
cowards
with
guns
and
then
to
shoot
indiscriminately
around
them.
H
This
could
have
been
so
much
worse,
so
I
think
that
and
keeping
John
and
his
family
and
friends
and
colleagues,
and
our
thoughts
and
prayers
and
in
calling
for
anyone
who
has
any
information
to
come
forward
and
assist
police
with
their
inquiries.
We
also
need
a
very
to
send
a
very
loud
and
clear
message
to
those
responsible
to
those
responsible
go
away.
H

to

You
know
what
kinds
of
McNeil
you
were
an
apology
so
or
Vice
chair,
counselor,
Nelson,.
B
K
Thank
you,
Lord
Moore
and
I
just
wanted
to
welcome
the
approval
of
the
baby
lost,
Memorial
Garden
and
the
policy
of
us
I
wanted
to
thank
the
officers
for
their
help
over
the
last
year.
I
know
it'll
mean
so
much
to
the
local
community
to
have
this
safe
space
for
them
to
visit
and
remember
their
loved
ones.
K
I
know
that
the
officers
might
not
have
the
information
or
the
answer
tonight,
but
I
was
wondering,
could
I
get
a
time
frame
to
be
outlined
on
the
procurement
of
the
benches
on
the
plaque
and
when
they'll
be
installed
in
the
garden,
along
with
the
required
landscape,
so
I'm
happy
and
to
get
an
update
a
lot
during
the
week?
If
needs
be?
Thank
you.
B
Okay,
thank
you.
Casual
real
and
I
think
Jonathan
you're
happy
to
bring
that
back
there
company.
Thank
you.
Alderman
Spears,.
F
Hey
Lord,
that's
just
a
question
on
es13
in
relation
to
dog
furling
and
indeed
the
fines
that
have
been
spoke
about
in
some
other
consoles
I'm.
Just
a
second
information
as
regards
Harmony.
F
People
that
have
been
convicted
of
late,
what's
the
numbers
like
and
as
these
people
are
still
out
and
about
in
in
common
area,
I
I
get
quite
a
lot
of
complaints
about
dog
furling.
It's
all
over
the
place
literally,
and
you
know
children
playing
about
and
whatever
it's
it's
on
imaginable,
just
the
the
disgusting
nature
of
what
can
happen
as
a
result
of
someone
not
doing
the
proper
thing
on
the
road
walking
with
their
dog
or
whatever
the
place
is
literally
a
a
in
rural
areas.
F
Rural
Villages
about
the
Mohan
Road
and
Market
Hill
I
forwarded
that
on
and
I
would
like
to
think
that
we
begin
to
see
some
action
on
these
local
spots.
I
know
that
the
the
people
that
were
doing
this
sort
of
work
on
behalf
of
consult
were
maybe
more
picking
up
cigarette
butts
and
about
the
towns
or
whatever.
But
I
want
to
see
this
extended
out
and
in
a
meaningful
way
across
to
the
rural
Villages,
because
I
can
tell
you
it's
happening
there
in
a
big
way.
B
Thank
you
all
atmospheres,
but
they
note
from
the
community
minutes
of
the
last
meeting.
There
is
time
to
be
satisfied
at
the
next
meeting,
so
I'm
sure
those
details
can
be
brought
up.
Maybe
for
those
who
aren't
on
that
committee
could
log
in
I'm
sure
if
they
wanted
to
do
that,
so
that
information
can
be
brought
back
at
the
next
meeting,
I'm
sure,
because
there
is
time
set
aside
according
to
the
last
meeting,
there'll
be
special
times.
Thank
you.
So

J
Thank
you
Lord
mayor,
just
in
relation
to
GRS
24
2023,
which
are
the
dates
for
the
committee
meetings
in
April
and
May
following
the
meeting
I
know
there
have
been.
A
number
of
members
have
spoken
to
me.
So
if
members
are
happy
that
we
leave
it
that
any
of
those
meetings
would
be
arranged
only
if
there
is
a
need
for
them,
and
that
would
be
in
conjunction
with
the
discussion
with
Party
leaders
and
with
committee
chairs
members.
B
B
B
You
kind
of
surprise
members
who
all

agreed.

thank

P
Thank
you,
Lord
mayor
members.
This
correspondence
from
nelga
relates
to
feedback
on
the
draft
Constitution.
P
Subsequent
to
this
correspondence
being
received
were
received
further
information,
saying
that
they
were
pushing
the
deadline
back
for
responses
with
the
result
that
we're
not
able
to
take
a
response
into
the
governance,
resources
and
strategy
committee
meeting
and
then
submitted
onwards,
subject
to
ratification
by
full
Council.
So
it's
just
to
let
members
know
that
we
will
be
submitting
a
response
we'll
be
taking
that
into
GRS
committee.
B

Sorry
Lord

you

from
the
department
and
just
making
it
clear
that
you
know
we
would
want
that
bridge
replaced
as
soon
as
possible.
I
know:
we've
made
representations
in
person
to
to
the
department
just
to
formally
response
in
and
that
you
know
it's
imperative
that
the
bridge
is
rebuilt
as
soon
as
possible.
Thank
you.
Lord.
B
D
Q
Thanks
Jerry
yeah
I'm
just
happy
to
proceed
with
with
comments
so
far
and
but
just
one
reason
actually
in
relation
to
the
latter
ladder
was
dated
the
14th
of
February,
but
the
last
paragraph
I
said
there
was
a
presentation
to
be
held
with
Council
on
the
16th
of
February,
which
would
be
two
days
after
the
date
of
the
ladder.
Q
So
my
first
question
would
be:
has
a
presentation
taken
place
or
I
assume
that
this
may
be
a
typo,
or
else
it
should
say
a
March
I'm,
not
February,
and
but
I
would
also
like
to
raise
concerns
around
that
date,
because
the
works
will
begin
on
that
evening
of
the
16th
of
March,
so
to
say
Clarity
on
on
the
dip
and
if
a
presentation
was
provided,
and
secondly,
can
we
ask
DFA
to
present
the
council
in
advance
not
minutes
before
the
works
begin
thanks.
R
Thank
you,
Chara
and
I
just
to
confirm
with
members
that
whenever
officers
became
aware
of
this
mother,
that
a
meeting
with
the
DEA
members
was
held
just
to
brief
members
in
relation
to
the
circumstances
around
around
the
bridge
in
question,
certainly
how
big
the
tech
members
comments
on
board
and
in
relation
to
the
actual
time
scales
associated
with
the
removal
of
the
ridge.
We
can
get
that
further
clarification
from
the
department
and
then
feed
that
back
to
you
all
members.
Thank
you,
chair.
L
We
did
attend
that
meeting
and
we
did
hear
from
the
doe
about
it
all,
but
the
major
concern
is
about
the
children
going
to
school
and
crossing
the
road
and
so
on
and
not
having
to
do
the
big
round
Journey.
So
it
is
important
that
the
judge
that
the
bridge
is
replaced
and
not
just
left
in
the
bands
which
is
liable
to
be
what
happens.
B
You
always
Fable
I'm,
not
certainly
noted
cancer,
imagery.
S
Yes,
thank
you,
Lord
Mur,
and
just
going
back
in
relation
to
item
5.3
and
I
note
that
accessibility
continues
to
be
an
issue
and
put
it
on
time.
Center
and
I'm,
particularly
particularly
con
concerned,
I,
suppose
cautious
of
the
section
on
Church
Street
and
we're
by
8
to
10
cars
regularly
parked
and
on
the
public
pavement,
and
this
is
a
section
which
is
not
legislated
by
parking
enforcement
and
I.
S
T
Church
Street
on
indeed
and
other
areas
on
the
pier
months
in
Florida.
It's
really
not
on
and
some
years
ago,
I
showed
a
joint
committee
been
learning
in
Florida
down
on
the
public,
Realms
were
open
place
and
that
time
there
was
no
idea
that
these
new
Germans
were
will
be
expresses.
T
A
lot
of
consultation
took
place
at
the
time,
bus
trailers
and
shopkeepers
in
relation
to
getting
out
of
space
around
the
time,
but
neither
person
has
just
everyone
91
of
the
decide
to
just
go
apart
on
on
the
upms
and
and
certainly
I
would
support
Council
military
and
there's
efforts
to
get
this
sorted
out
and
whatever
needs
put
in
place
to
hold
that
activity
on
a
spicier
person
in
church
state,
which
is
times
really
not
good.
When
you
see
the
amount
of
car
parks
on
that
protective.
Thank
you.
U
Thank
you
Lord
mayor,
and
it
was
just
to
add
my
voice
to
the
comments
about
Moylan
bridge
and
and
to
ask
that
and
to
really
reiterate
the
points
already
made
in
the
chamber
about
the
importance
of
rebuilding
this
bridge
and
a
United
message
going
from
our
Council
to
the
head
of
DFI
Southern
division
that
that's
what
we
want,
because
it
is
the
right
thing
to
do,
for
the
young
people
that
I
feel
of
that
route
and
for
the
dog
walkers
for
the
center
users
and
to
encourage
walking
and
cycling.
V
Hey
Lord
I
just
wanted
to
come
in
on
the
back
of
the
comments
made
by
my
colleagues,
Alderman
Anderson
councilor.
Regarding
this
parking
issue
and
poor
down
can
I.
Please
ask
that
an
update
is
given
I
think
it
would
be
the
Town
Center
management
staff,
because
I'm
aware,
because
I
was
I
come
across
it.
V
I
was
aware
there
was
a
multi-agency
meeting
on
that
site
with
the
Town
Center
manager
and
PS
and
I
haven't
heard
the
outcome
of
that
in
totality
it
had
been
discussed
at
the
Chamber
of
Commerce
meeting
and
poor
diagnosis,
a
long
Stanton
issue
and
so
I'm
fully
supportive
of
solution
being
fine
to
this,
because
for
you're
you're
writing
one
respect
for
wheelchair
users.
People
with
prompts
people
with
any
sort
of
site,
loss
or
impairment.
It
really
is
a
big
difficulty
with
regards
to
General
accessibility
in
the
Town
Center.
V
There
are
not
enough
disabled
parking
base
at
all,
and
also
people
tend
to
forget
that
disabled
people
can
still
drive
cars
and
a
lot
of
them
are
actually
having
to
open
their
car
doors
to
exit
their
own
Vehicles
enter
the
path
of
the
traffic
in
the
town.
Who
would
think
a
wee
bit
of
thought
probably
does
need
to
go
into
that
aspect
as
well
in
the
round
of
this
discussion,
but
if
that
update
from
that
meeting,
I
think
it
was
maybe
the
first
Friday
it
was.
V
B
Okay,
members
moving
on
to
agenda
item
six
6.1
to
6.7
and
need
a
proposure,
and
the
second
are
these
for
documentary
corporate
state.
Do
we
have
a
proposal
and
Sir
Baxter
Alderman
Baxter
and
we
have
a
secular,
Alderman
candidate.
Thank
you
members.
We
all
agreed
great.
Thank
you.
Okay
members
agenda
7.1.
We
have
a
notice
of
motion
and
relation
to
acknowledging
the
good
Freddie
Belfast
agreement
proposed
by
councilor
Johnson
will
bring
cancer
Johnson
and
I.
A
Thank
you,
Lord
members.
This
motion
is
by
acknowledging
the
signing
of
the
Good
Friday
agreement
25
years
on
as
the
historic
peace
agreement
bought
about
a
regeneration
for
the
people
of
Northern
Ireland,
so
that
everyone
could
live,
be
educated
work
and
socialize
side
by
side,
regardless
of
background
it
ensured
last
and
peace
for
future
Generations,
so
that
history,
that
many
of
my
generation
grew
up
learning
would
not
be
repeated,
and
we
recognize
the
guts
and
determination
of
this
took
for
the
political
leaders
at
that
time
was
remembering
all
victims
of
the
troubles.
A
The
current
state
of
Northern
Ireland
Politics
reiterates
the
need
for
reform
to
our
political
institutions.
The
Good
Friday
agreement
allowed
for
a
foundation
for
power
sharing
of
future
progress
here
and
in
many
subsequent
agreements
has
brought
changes
to
the
function
and
part
of
the
Northern
Ireland
assembly
and
executive.
Any
reforms
that
could
be
made
by
should
reflect
the
change
in
a
pluralist
society
in
Northern
Ireland,
so
she's
weighed
up
majority
voting,
rather
in
parallel
consent.
A
We
have
affects
the
progress
of
their
lives,
even
in
the
smallest
of
ways
and
saying
that
I
recognize
that
someone
who
does
not
have
direct
lived
experience
of
the
conflict
or
in
negotiations
that
were
ongoing
at
that
time.
I,
like
many
others,
are
willing
to
recognize
and
learn
about
what
happened
on
all
sides,
as
we
cannot
ignore
the
complicated
history
as
place
has,
but
we
can
only
learn
and
progress
as
a
result,
and
once
we
recognize
that
the
majority
of
the
political
parties
in
Northern
Ireland
supported
a
good
Friday
agreement.
A
One
step
back,
as
we
so
often
see
in
our
politics
to
conclude
Lord
mayor
I,
hope
you
all
join
us
and
share
this
council's
support
for
return
to
Devolution
in
Northern
Ireland,
as
its
return
affects
the
resources
and
work
that
we
can
do
at
a
council
level,
as
well
as
ensuring
that
we,
as
a
council,
can
Mark
a
sign-in
of
the
Good
Friday
agreement
25
years
on
in
a
way
that
officers
may
see
Fed.
If
members
who
are
supportive
of
this.
Thank
you.
Lordmer.
D
D
Progress
has
not
been
easy
at
times
during
political
daglock,
it
can
be
frustrating
people
of
Northern
Ireland
want
the
government
and
players
taking
multiple
decisions
to
make
Services
better
the
political
ground
standing
around
some
politics
which
we
find
ourselves
in
the
present
or
it's
all.
Residents
of
the
borough
Alaska
is
preventing
the
institutions
from
being
formed
to
reflect
by
the
desire
people
of
Northern
Ireland
get
their
assembly
back
to
work.
B
Thank
you,
country,
Alderman,
Baxter,.
N
N
N
There
was
many
legitimate
and
various
reasons
for
people
doing
so,
but
I
lived
and
Dungannon
just
just
I'd
say
the
book
was
known
as
the
murder
triangle,
the
neighbor,
my
next
door,
neighbor
to
the
right
hand,
side
of
our
house
was
murdered
by
loyalist
paramilitrix
and
when
I
was
at
school,
I
think
it
was
15
or
16
years
of
age.
N
N
Those
terrorist
terrorists
who
committed
those
atrocities
were
latter
is
present
under
this
agreement,
and
that
was
something
that
I
couldn't
stomach.
This
was
something
that
we
seen
Dan
Daly
and
there
was
very
little
regard
with
no
requirement
for
decommissioning
I'm
without
any
efforts
to
secure
truth
or
Justice
for
those
who
suffered
at
the
hands
of
terrorists.
N
N
N
One
of
the
single
biggest
reasons
why
some
unions
supported
the
agreement
was
because
of
a
supporter
we're
supposed
to
have
Enchanted
the
principle
of
consent.
We're
buying
all
homes.
Players
within
the
United
Kingdom
did
not
change
unless,
with
the
support
of
the
people
living
here,
the
Northern
Ireland
protocol
has
not
only
destroyed
destroyed
the
cross
community
consensus
which
the
agreement
on
any
other
political
development
hearing
aids
to
operate,
but
it's
also
undermine
the
principle
of
consent.
N
N
That
was
the
only
contradiction
of
the
motion,
however,
on
100
allowance
are
attempting
to
position
themselves
as
the
champions
of
power
sharing
lives.
On
the
other
hand,
they
are
leading
the
charge
to
exclude
unionism
from
government,
it's
very
clear,
to
see
what
alliance's
vision
of
power
sharing
is
held
up:
the
restoration
of
demolition
for
three
years.
There's
not
one
single
example,
not
one
of
a
language
calling
for
day
relation
to
move
on
without
them
having
helped
create
the
situation
which
created
a
collapse
of
devolution
allowance
can
hardly
Constitution
discrete
unionism.
We
see
the
same.
N
An
assembly
recall
debates
when
the
dep
recalled
the
assembly.
Alliance
mlaires
didn't
even
bother
to
turn
up
to
the
debate.
Now
they
tell
us
that
they
virtually
camped
out
of
storm
waiting
for
the
next
gen
fan
or,
as
the
lp
recall,
petition
initially
for
shin
fee,
and
it
was
all
about
RHA,
but
then
I
became
about
the
large
language
Act.
Another
instance
Alliance
mlas
were
standing
in
photographs
of
sinfey
and
demanding
an
Irish
language
act.
N
Now,
when
unionism
dedicated,
the
protocol
was
threatening,
Devolution
Alliance
couldn't
get
to
Dublin,
quick
enough
to
demand
the
rigorous
implementation
of
the
agreement.
Whatever
the
history
of
the
Iran's
party
they're,
not
the
last
party,
anyone
should
listen
to
when
it
comes
to
talking
about
power
sharing.
N
Maybe
that's
why
people,
even
like
John
overdose,
I've
criticized
the
current
incarnation
of
that
party.
So
if
cancer
wants
to
Mark
the
25th
anniversary
of
the
Belfast
agreement,
maybe
something
could
be
organized
to
remain
those
who
championed
for
and
supported
it
and
what
they
actually
signed
up
to
so
our
party
tonight
lordmer
will
not
be
supporting
this
motion.
Thank
you.
S
Thank
you,
Lord
mayor
Wednesday,
welcome,
The,
Pursuit,
Of
Peace,
an
end
to
violence
and
communities
living
side
by
side.
Conflict
Free
I
am
conscious
that
this
is
yet
another
attempt
to
utilize,
even
romantic,
says,
an
agreement
which
ultimately
resulted
in
the
release
of
terrorists
from
prison.
S
G
Thank
you,
Lord
mayor
and
I'd
like
to
thank
the
previous
speakers
as
one
who
I
was
a
very
young
unionist
at
the
time
when
the
Belfast
agreement
had
been
struck.
I
like
Alderman
Baxter,
was
one
of
those
unionists
who
opposed
the
Belfast
agreement
at
every
given
opportunity,
and
it
wasn't
because
we
didn't
want
peace
and
stability
and
prosperity
in
this
country
of
ours.
G
I
can
remember,
25
years
ago
in
the
town
of
Market
Hill,
when
the
IRA
had
had
planted
a
400
pound
bomb
and
blew
the
heart
of
Market
Hilltown
to
Paces.
That
was
during
a
period
of
what
was
called
one
of
the
talks
processes
and
at
that
time
the
unionist
leaders
at
that
time
were
pretty
clear,
as
was
the
government
that
whilst
there
was
talks
on
going
with
Shin
Fein
and
the
IRA,
the
the
terrorist
wing
of
them,
it
was
believed
that
the
IRA
was
responsible
for
that
bomb.
G
They
had
sought
to
exclude
champion
from
the
storm
and
talks,
but
it
was
clearly
a
message
by
the
IRA
that
they
hadn't
gone
away,
and
whilst
they
appreciate
that
the
motion
down
here
tonight,
a
is
not
put
down
in
a
provocative
manner
in
any
way,
I
believe
the
counselor's
intentions
is
good
in
every
shape
and
form
for
those
of
us
who
voted
against
it.
Sadly,
over
the
years
we
have
not
witnessed
that
peace
and
prosperity
that
the
so-called
Belfast
agreement
delivered
in
2002.
G
Just
a
few
years
after
the
signing
of
the
Belfast
agreement,
we
had
the
break-in
at
Castle
Ray,
caused
by
the
harms
of
the
provisional
Ira.
We
had
in
2004
the
Northern
Bank
robbery,
26.5
million
in
2005.
We
had
the
IRA
murder
of
Robert
McCartney
2006,
with
the
murder
of
Dennis
Donaldson
in
2007,
with
the
brutal
murder
of
Paul
Quinn
by
the
provisional
IRA,
and
we
have
the
constant
re-rading
of
History
demonizing
the
members
of
the
udruc
and
our
armed
forces
and
sadly
in
2023
we
still
have
the
IRA
Army
Council
still
intact.
G
In
my
humble
opinion,
that's
not
a
sign
of
prosperity
or
peace,
but
that's
a
sign
of
a
piece
by
peace
process
given
to
those
who've
done
wrong
and
rewarding
those
who
Don
evil,
and
that
is
something
that
I
as
a
Democrat
cannot
accept
and
we
continue
to
have
the
far
tongue
of
shin
Fein
at
the
heart
of
government.
In
2020,
25th
of
May
2020,
the
leader
of
shin
Fein,
Mary,
Lou
McDonald,
had
said
that
the
IRA
campaign
was
justified
and
there
is
every
chance
that
she
could
have
taken
up.
G
Arms
herself
during
the
troubles
quote
the
Sunday
independent
and
the
worst,
a
message
that
she
sent
out.
That
particular
interview
was
that
the
campaign
and
her
view
it
was
a
Justified
campaign,
I'm,
sorry,
but
no
remorse,
no
repentance
just
an
insult
to
the
innocent
victims
who
lost
their
lives
at
the
hands
of
terrorism
and
I,
do
not
believe
that
we
can
have
peace
and
stability
built
in
such
Sandy
and
and
and
on
firm
foundations,
and,
as
I
had
said
earlier,
in
relation
to
that
death
of
my
uncle.
G
It
was
clear,
then,
at
16
years
of
age,
when
I
wanted
peace
and
stability,
and
we
still
long
for
it
of
a
young
family.
We
want
to
see
peace,
stability
and
prosperity
in
Northern
Ireland.
We
cannot
continue
to
have
those
people
at
the
heart
of
government
under
the
Belfast
agreement
telling
us
one
day.
It's
okay,
you
can
justify
the
murder
of
security
forces
and
then
the
next
day
you
condemn
it.
It's
wrong,
no
matter
where
it
comes
from
and
I
don't
care
who
I
murdered
whether
it
was
a
loyalist
or
Republican.
G
G
I
often
think
of
young
Thomas
Devlin
15
year
old
Catholic,
who
was
murdered
by
loyalists
in
North
Belfast
in
2005
and
I,
can
still
see
the
the
the
the
the
the
desperate
fear
and
sorrow
on
the
face
of
of
his
parents
when
they
were
on
TV
appealing
for
the
murderers
to
be
caught
just
because
he
was
a
Catholic
and,
as
I
said
earlier,
we
want
peace,
we
long
for
peace
and
stability,
but
it
must
be
built
upon
a
firm
foundation
and
I.
Don't
believe,
sadly,
that
the
Belfast
agreement
delivered
upon
that.
G
Given
all
of
what
has
happened
over
the
past
20
years
and
and
I
do
recognize,
there
are
those
who
voted
for
the
Belfast
agreement,
even
within
the
unions,
community
and
I
believe
believe.
Their
intentions
were
good.
Their
intentions
were
proper
and
and
as
I
say,
we
suffered
much
through
the
troubles
and
we
don't
want
to
say
it
again,
but
we
cannot
allow
those
to
rewrite
history
and
rewrite
it
in
a
way
that
the
ruc
and
the
UDR
and
everybody
else
within
the
the
British
family
were
were
the
perpetrators
on
the
IRA
were
innocent.
G
B
O
Yeah,
thank
you.
Lord
Mira
on
I've
listened
very
very
carefully
to
what
everybody
said
and
have
to
say.
I
agree
with
a
lot
of
us,
however.
I
I'm
gonna
go
back
sort
of
and
give
a
different
type
of
view
of
where
I
was
at
the
time
and
and
and
and
the
situation
has
been
touched
on,
we
we
have
come
through
in
Northern,
Ireland,
a
terrible
time
of
terrorism,
innocent
people
and
killed
Security
Forces
killed
Etc,
and
it
is
still
happening
today.
O
However,
at
that
time,
politically
I
can
go
back
as
far
as
an
angular
Irish
agreement,
I
I,
remember
it
well,
I
was
a
young
unionist
at
them
and
I
remember
the
uproar
on
the
the
protest
that
was
against
that
the
next
stage
was
the
dynasty
declaration,
which
was
obviously
the
direction
where
the
politics
was
was
going
and
then,
of
course,
with
Belfast
Good
Friday.
O
Now
for
me
personally,
it
was
a
head
and
a
hard
thing
and
I'm
happy
to
say
here
tonight
and
I've
said
it
before,
and
many
I
think
I
voted
for
it
I
understand
those
who
voted
against
it,
but
I
would
have
thought.
Why
did
I
vote
for
it?
I
voted
for
basically
for
a
peaceful,
safer,
Society
I
lived
through
many
years
like
many
in
this
in
this
chamber
of
listening
to
the
radio
listen
to
television,
and
there
was
somebody
else
killed
and
I
believe
as
part
of
that
Belfast
agreement.
O
We
have
saved
lives,
that's
my
personal
belief
or
not
I,
also
whatever,
because
it
removed
the
claim
to
Northern
Ireland
of
octopus,
two
and
three
by
the
Republic
of
Ireland,
which
was
a
massive
thing
for
my
party
at
the
time.
They
also
believed
it
could
bring
us
economic
prosperity
and
anybody
leave
back
in
those
days.
The
Northern
Ireland
today
has
a
completely
different
place.
That
was
then
so
I
believe
it
has
delivered.
O
But
unfortunately,
yes,
like
any
agreement,
as
we
have
found
in
in
in
the
coming
days
that
there's
parts
of
it
are
less
palatable
to
unionists,
but
in
the
round
in
not
to
be
it
personally,
I
I
voted
in
in
favor
of,
of
course,
we
cannot
forget
the
victims,
absolutely
I
never
have
and
never
will.
We
cannot
afford
the
rewriting
of
History.
O
O
However,
this
there
was
a
motion
in
front
of
us
tonight
is
proposing.
We
remember
that
and
there's
no
doubt
we
wouldn't
be
here
today
without
the
doubtfast
agreement.
Yes,
there's
been
a
subsequent
agreement
since
that
which,
in
my
political
opinion,
have
actually
harmed
the
political
process
and
created
a
political
situation
in
Northern
Ireland
of
of
of
tribal
politics,
but
another's
way
a
lord
Mur
I
personally,
as
I
say,
are
our
party
is
a
free
vote
on
this,
because
it's
like
anything
in
in
Northern,
Ireland
politics.
O
There
wasn't
full
agreement
to
it,
but
I
personally
would
be
voting
for
this
tonight
and
I.
Think
it's
a
it's
appropriate
that
we
as
a
council.
Do
you
recognize
us,
because
this
was
a
milestone
in
our
society
and
I,
say
Northern
Ireland's
a
lot
better
play
sport.
Thank
you.
H
Thank
you.
A
lord
mayor
and
I'll
keep
my
remarks
brief.
The
the
stlp
equipment
will
be
supporting
the
notice
of
motion
tonight
because,
as
counselor
Nicholson
referred
to
the
good
fighting
agreement
in
all
its
parts,
a
sea
of
lives
on
this
island
and
on
these
islands,
it
may
not
be
perfect.
H
But
if
you
listen
to
Alderman
Baxter's
speech,
I,
don't
know
who
wrote
it
from
I,
don't
know
if
it
was
Jamie
on
this
blue
bin
or
who
else,
but
if
he
had
a,
maybe
re-drafted
it
after
today,
as
an
instance,
maybe
things
would
have
looked
a
whole
lot.
A
whole
lot
different
and
it's
a
bit
ironic
that
Alderman
Baxter
and
his
colleagues
have
spoken
against
the
motion
whenever
the
institutions
that
flowed
from
The
Good
Friday
agreement
were
led
by
Dr
piersley
from
2007,
yet
Peter
Robinson
from
2008
to
16.
H
His
party
were
at
the
heart
of
the
institutions
that
stemmed
from
the
agreement,
and
they
worked
the
institutions-
I,
don't
know.
Maybe
it's
because
there's
a
local
government
election
around
the
corner
that
the
road
to
Damascus
is
somewhere.
They
don't
like
to
look
at
in
the
rear
view
mirror,
but
the
people
of
this
island
endorsed
the
agreement.
H
But
there
are
people
who
lived
in
this
world
who
give
their
Blood
Sweat
and
huge
to
make
that
agreement
possible,
I,
think
of
them
yet
Sheamus,
malam
and
David.
Tremble
I,
think
of
breach
Rogers
and
many
many
others.
Some
of
them
who
are
in
this
room
who
stepped
up
and
who
led
from
the
front
and
who
offered
the
people
of
this
island
a
better
place
and
a
better
future
I
wasn't
able
to
vote
in
the
good
Ferry
agreement.
H
So,
whenever
we
look
back
and
we
look
at
those
who
who
perpetrated
murder
and
Mayhem
those
in
paramilitary
organizations,
those
who
colluded
with
them
from
State
forces
those
who
almost
Irish
unity
in
one
way
or
who
wanted
to
protect
the
Union
in
another,
their
days
are
gone
and
they
did
Freddie.
Agreement
made
sure
that
that
was
gone
for
what
we
hoped
was
for
good
I.
B
M
Thank
you,
Lord
Mur
I
was
there
other
night
in
the
Waterfront
Hall,
where
Ash
and
UT
played
and
and
welcomed
and
Hume
and
tremble
up
onto
the
stage
and
they
stood
with
their
hands
Aloft,
and
there
was
a
real
sense
of
optimism
and
I.
Was
there
that
night,
because
I
worked
in
Lagan,
College
Northern
Ireland's,
first
integrated
School,
and
that
was
the
start
of
my
teaching
career
as
a
pupil
eight
times
we
bowed
our
head
in
class,
the
first
time
whenever
I
was
in
P5.
M
At
times
we
bite
our
head
in
class
to
say
a
prayer
for
someone
who
had
lost
a
father
or
a
brother
or
someone
else
of
their
family
who
had
been
taken
out
because
of
that
the
awful
conflict
in
Northern
Ireland.
However,
as
a
teacher
25
years
old,
I
have
never
had
to
say
a
prayer
for
someone
who
has
lost
someone
as
part
of
our
conflict
in
Northern
Ireland,
and
for
that
I
am
grateful
for
what
was
achieved
at
the
Good
Friday
agreement,
and
so
I
will
be
supporting
the
motion
tonight.
M
F
Lord
mayor
thanks
for
the
opportunity
to
speak
on
this
I,
like
my
colleague
to
my
right
and
my
left,
I
voted
for
the
Belfast
agreement
and
some
may
ask
me
why
I
voted
for
the
Belfast
agreement.
Well,
I'll
tell
some
people
why
I
voted
for
it.
F
I'm
longer
involved
in
politics
in
this
room
than
I
think
anyone
else
in
it
and
I
remember
clearly,
events
that
led
up
to
the
fall
of
Stormont,
the
civil
rights
movement
on
events
all
around
that
time,
and
then
we
had
the
Sunningdale
agreement
in
1972
73
and
it
had
major
defects.
One
of
the
most
major
defects
was
the
power
of
the
Council
of
Ireland
and
in
fact
that's
what
unnerved
the
unionist
community
at
that
time,
and
indeed
that
agreement
was
brought
down
it
wasn't
because
of
parchern.
It
was
because
of
the
Council
of
Ireland.
F
Now
I
at
that
stage
played
a
a
leading
part
in
the
development
of
the
trouble
you
see
whereby
we
ended
with
the
time
the
convention
was
called.
We
had
a
convention,
I
honestly
believed
then,
and
I
still
believe
that
it
was
unionists
finest
hour
and
an
opportunity
that
I
believe
was
missed,
and
there
is
a
story
to
how
that
happened.
But
in
any
event
it
was
an
opportunity,
I
believe
that
was
missed.
F
Don't
not
as
a
matter
of
respect,
support
for
friends
and
families
of
those
that
had
been
so
brutally
murdered,
and
then
we
moved
forward
and
we
had
the
the
agreement
of
19
35,
which
it
was
a
total
departure
from
anything
resemblance
democracy.
F
It
was
something
that
was
violently
opposed
by
the
universe
Community.
They
were
absolutely
against
it,
as
was
clear
when
we
had
the
rallies
and
the
Ulster
Hall.
The
biggest
rally
that
had
probably
ever
been
held
in
in
any
part
of
the
United
Kingdom
was
attended
by
three
or
four
three
hundred
thousand
people
Plus
on
that
day
and
we
moved
on-
and
it
was
generally
accepted
at
that
particular
time-
that
the
only
way
to
dismantle
that
agreement
was
to
have
an
agreement
between
parties
in
Northern
Ireland.
F
Now
there
was
a
framework
document
that
was
devised
by
Peter
Robinson
Frank,
Miller,
Arden
cosca
on
behalf
of
unionism,
that
pointed
away
forward,
and
that
way
was
taken
forward.
Then
by
the
leader
of
my
party,
at
that
particular
time
in
the
person
of
David
Trimble,
and
we
ended
up
with
the
Belfast
agreement
and
it
wasn't
perfect.
F
Nothing
in
life
usually
is
perfect,
but
it
was
a
genuine
sincere,
honest
attempt
to
bridge
the
gaps
to
bridge
the
divides
that
were
in
this
Society
to
give
people
opportunities
to
give
people
hope
whereby
there
was
another
way
of
doing
business.
There
was
another
way
of
achieving
things,
another
way
of
working
for
the
community
and
working
within
a
a
partial
administering
administration
at
Stormont.
Now
it
wasn't
ideal.
Is
anyone
saying
to
me
the
current
one
is
ideal.
I
certainly
feel
it's
not
I.
Think
some
of
the
subsequent
amendments
to
it
and
I
refer
to
it.
F
The
Sundowners
agreement
I
think
it
has
been
the
most
darning
thing.
That
literally
has
happened
in
politics.
It
is
totally
sectarianized
politics
that
is
created
into
a
a
system
of
tribal
politics.
Vote
for
me,
because
if
you
don't
Allah-
and
it
has
really
done
a
dumbing
injury
to
the
Belfast
agreement
now,
I
know
that
there
is
inevitably
will
be
a
review
you
off
the
institutions
on
that
agreement.
F
In
my
opinion,
that
is
unlikely
to
work
successfully
as
it's
currently
set
up,
but
in
any
event,
I
have
traveled
the
road
of
unionist
politics
or
well
in
Access
of
50
years
and
serving
this
community
and
serving
the
people
that
I've
served
over
the
years.
I
made
no
apology
for
sin.
I
voted
for
the
Belfast
agreement.
F
Yes,
I
would
yes,
I
would
because
I
believe
that,
if
this
community
is
to
be
allowed
on
the
the
Ambitions
that
I
have
for
this
community,
the
desires
I
have
for
this
community
to
be
part
of
the
great
community
of
the
United
Kingdom
United
Kingdom,
Great,
Britain
and
Northern
Ireland
I
believe
that
that
is
best
achieved
whereby
you
have
a
subtle
community,
a
settled
down
today,
an
entity
whereby
people
can
play
their
part,
albeit
they
have
a
different
point
of
view
on
a
different
political
aspiration,
but
still
able
to
play
their
part
and
have
a
recognized
position
within
society,
and
that
applies
right
across
the
scene.
F
I,
don't
believe
there
is
any
other
way
of
securing
what
I
want
for
the
generations
that
follow
me,
namely
that
we
are
part
and
partial
of
the
United
Kingdom
were
part
and
partial
of
a
settled,
Northern
Ireland,
that's
what
I
want.
That's,
why
I
voted
for
the
Belfast
agreement
and
if
it
was
faced
tomorrow
in
the
same
circumstances,
I
have
no
doubt
I
would
do
the
same
thing.
I
believe
it
has
achieved.
It
has
achieved
some
things.
It
hasn't
achieved
as
much
as
no
doubt
those
that
signed
it
are
Now
supported.
F
F
I
would
like
to
see
a
meaningful
reform
at
the
assembly
and
then
the
system
of
government
whereby
we
could
take
tribal
politics
out
of
it.
Instead
of
people
voting
to
keep
the
other
fell
out,
they
would
be
voting
for
someone
to
be
in
a
positive
sense
and
to
vote
to
put
people
in
to
do
the
job.
As
you
know,
that
was
broke
at
Saint,
Andrews
and
I.
Think
if
we're
talking
about
reform
of
the
assembly
it
has,
that
has
to
happen
before
storm
and
will
be
given
the
opportunity
to
work
effectively.
Thank.
B
You
thank
you.
Alderman
Spears
been
very
generous
with
the
time,
but
when
we
hear
I
think
it
must
have
voted
about
five
times
to
the
Belfast
agreement,
we
have
told
us
each
time
there
and
there's
a
lot
of
good
over
it
again.
So
we
appreciate
we'll
try
and
keep
it
warm
I.
Think
we've
got
the
government
clear
there
how
many
times
you
did
vote
for
it,
we'll
try
and
keep
it
moving
here.
Remember
so
for
the
next
motion
we'll
give
everybody
a
couple
of
minutes,
because
we've
already
been
trying
to
be
even
here.
B
W
You
Lord
Mur
I,
didn't
intend
to
speak
on
this
tonight,
but
given
the
tone
of
the
debate
and
some
of
the
comments
that
are
made,
I
feel
that
I
need
to,
and
I
certainly
won't
be
as
long
as
Alderman
Spears
I
didn't
support
the
Belfast
agreement
and
I
wouldn't
support
it
today.
W
It
was
morally
wrong
and
I
want
to
mention
an
aspect
of
a
tonight
that
has
been
largely
passed
over,
and
that
was
that
there
was
a
police
service
that
stood
between
us
and
Anarchy
for
over
30
years,
and
they
were
betrayed
the
ruc,
the
famous
police
force
and
the
British
eyes.
They
were
betrayed
cast
aside
treated
in
an
abominable
way.
W
Over
300
of
them
were
murdered.
There
were
some
convictions
for
the
murders,
the
folk
that
murdered
them
in
many
cases
served
a
handful
of
years
and
what
did
the
widows
and
the
family
say?
They
saw
them
coming
out
of
the
mayor's
prison,
cheering
so
they'd
gone
after
party
and
to
celebrate
they
Molly
got
away
with
what
they
did
in
the
time
of
Eternity.
W
I
would
like
to
also
speak
up
for
the
innocent
victims
on
both
sides.
Protestant
Roman
Catholic,
who
were
murdered
by
both
the
IRA
and
by
so-called
loyalist
terrorists.
Those
people
also
and
Mary
kisses
got
very
little
Justice
and
were
forgot
about
and
we
have
a
legacy
in
our
society
today
of
mental
health
problems
and
many
other
problems.
Social
problems,
drink
alcohol,
drug
problems
that
have
come
from
the
30
years
of
the
troubles.
W
It
wasn't
right,
some
people
say
see,
lives
received,
yes,
hopefully,
lives
were
saved,
but
at
the
same
time
the
area
had
run
out
of
Road.
They
had
come
to
the
end
of
the
road.
They
could
go
no
further.
They
needed
some
type
of
a
deed,
but
I
won't
sit
here
and
have
history
Rewritten
about
what
really
happened
over
this
past
30
Years.
Thank
you.
Lord
mayor.
B
A
Thank
the
majority
of
the
members
for
their
support
for
this
and
I
think
it
is
at
the
very
least,
important
that
we
do
send
out
a
clear
message
that
this
chamber
has
reaffirmed
its
support
for
the
agreement
for
those
who
do
want
to
and
I
appreciate
that
the
agreement
was
a
difficult
thing,
as
other
speakers
have
mentioned,
and
that
is
why
we
wanted
to
include
a
bit
that
we'd
remember
all
victims
of
the
conflict
on
both
sides
and
in
relation
to
the
dep
comments
previously
in
the
current
state
of
the
politics.
A
B
Okay,
thank
you
commissary
members
they
take,
it
were
not
agreed,
no
okay,
so
we
will
go
to
a
boat.
Then,
no
matter
the
court
of
vote.
Yep.
Certainly
members
are
recorded,
vote
yeah,
okay,
okay
member.
So
if
the
motion
before
yeah
I
need
you
to
tell
me
if
you're,

yes
or
no
or

Thank
you.
Members
will
move
on
to
our
next
item
tonight.
We
do
have
another
news
of
motion
brought
by
country
Michael
and
seconded
by
councilor,
Kevin
Savage.
In
addition
to
profits
living
recently
announced
by
energy
companies.
Remember
it's
just
a
reminder
that
the
Stalin
orders
haven't
quoted
them
yet
I
feel
like
I,
shoot
it
some
night.
So
the
reminder
is
it's
not
an
orders.
Are
those
proposing
the
five
minutes
to
speak,
who
seconded
the
three
and
those
speaking?
B
There's
no
world
three
in
one
time,
so
just
to
try
and
keep
the
thing
moving.
Members
I
think
three
is
ultimately
time
for
each
one
to
go
through
so
Christian
Michael
will
bring
in
a
thank
you.
E
E
It
may
not
convinced
the
chancellor
to
introduce
a
meaningful
windfall
tax,
but
it
will
at
least
make
clear
where
this
Council
stands
for
the
year.
2022
save
major
energy
companies
acts
on
mobile,
Chevron,
BP,
Shale
and
total
energies
made
profits
of
around
200
billion.
Other
smaller
companies
also
made
huge
profits
since
the
start
of
the
war.
E
A
new
Korean
domestic
energy
users
across
arbora
have
been
struggling
to
hate
their
homes
and
put
food
on
the
table
as
a
country
to
have
had
to
struggle
with
soaring
energy
costs
which
has
made
such
had
such
a
dramatic
impact
on
our
own.
We
had
certain
process.
It
cannot
be
right
that
these
large
energy
companies
under
wealthy
shareholders
are
allowed
to
make
profits
from
the
misery
of
others
when
the
profits
of
energy
companies
were
not
so
large,
they
were
not
beneficiaries
from
the
tax
system
from
2015
to
2020.
E
Both
BP
and
Shale
received
more
amount
of
money
back
from
the
UK
government
than
their
paid
in
taxes.
It
is
surely
only
further
than
such
a
year
as
2022
when
they
made
huge
profits
that
they
are
forced
to
put
some
of
that
profit
back
into
the
economy.
For
the
common
good
of
all
the
current
conservative
government's
energy
profits.
Levy
is
so
full
of
loopholes
that
Shale
did
not
expect
to
pay
any
windfall
tax
at
all
in
2022
members.
This
simply
cannot
be
right.
The
UK
government
need
to
look
afresh
at
this
area.
E
Currently
it
is
you
and
I
through
our
taxes
that
are
paying
households
additional
money
to
offset
the
higher
cost
of
energy,
where
the
large
energy
companies
laugh
at
us.
The
EU
has
introduced
a
much
more
effective
level
on
profits
at
his
time
at
this
government
looked
at
looked
after
its
people,
rather
than
the
profits
of
large
companies
under
super
wealthy
shareholders,
a
meaningful
windfall
tax
that
will
release
funding
to
help
our
hard-pressed
workers
and
families
as
well
as
required
as
a
matter
of
urgency.
Members
I
hope
you
can
support
this
motion.
B
Thank
you,
councilor
Michael,
councilor,
cabin
Salvage.
I
Thank
you,
Lord
Murph.
There
can
hardly
be
a
member
of
this
chamber
be
over
the
course
of
the
last
year,
so
has
not
had
to
assess
our
constituent,
who
is
how
definitely
hitting
their
home,
which
is
a
huge
increase
in
costs
that
has
impacted
utility
bills.
Very
often,
our
constituents
have
had
to
face
a
stark
choice
of
either
hitting
or
eating
a
treaty
Keynesian
scenario
which
is
no
place
in
the
21st
century.
I
I
Further
further
to
this,
they
pay
less
than
nine
pound
for
every
100
invested
in
fossil
fuel,
leading
to
the
possibility
that
a
massive
loss
make
an
investment
could
be
profitable
after
tax
Ed
in
a
process
of
discretely
forcing
their
way
into
people's
homes,
particularly
either
vulnerable
and
disabled,
to
fit
meters
anoints
profits
of
3.3
billion
as
time
the
chancellor
insured
on
a
meaningful
when
fall
tax
is
imposed
on
these
companies
so
that
ordinary
workers
and
families
benefit
rather
than
the
already
wealthy
shareholders
of
these
companies.
I
hope
you
can
support
this
motion.
Thank
you.
X
Thank
you,
Lord
mayor
I
mean
we
support.
The
sentiment
of
this
motion
with
many
individuals
and
families
are
struggling
to
pay
their
bills
during
this
cost
of
living
crisis.
It
is
important
that
energy
companies
do
not
make
excessive
profits
from
the
global
increase
in
prices.
X
Just
highlighting
this.
Yesterday,
the
Sunday
Times
reported
that
the
chief
executive
of
BP
could
receive
a
bonus
of
11.4
million
pounds
this
year,
I
mean,
obviously
we
need
to
be
aware
of
where
what's
jurisdiction,
the
major
energy
companies
pay
their
taxes,
and
it
is
also
vital
that
there
is
investment
in
new
green
technologies,
green
energy
production
and
that
will
ultimately
replace
fossil
fuels.
X
B
Q
Apologies
chair,
but
yeah
just
on
behalf
I
am
off
my
part
of
the
stlp
we're
happy
to
support
the
motion
and
on
a
daily
basis,
I'm
dealing
with
constituents
and
hearing
stories
of
those
struggling
with
the
cost
of
living
crisis
on
wild
households
are
being
plunged
into
poverty.
Energy
companies
are
laughing
all
the
way
to
the
bank
with
obscene
profits,
and
it
is
scandalous
to
think
that
hard
work
and
families
and
businesses
are
the
ones
struggling
while
massive
cooperations
are
becoming
billions
of
pounds
richer.
Q
Currently
we
have
ministers
here
allowed
in
big
oil
and
gas
companies
pocket
billions
of
access
profits,
but
they
are
refusing
to
give
nushes
peaches
teachers
on
other
key
workers
at
decent
pay.
Arrays
and
the
reality
is
six
billion
when
fall.
Tax
on
the
22
billion
profit
from
BP
alone
in
2022
could
easily
pay
for
the
double-digit
pay
raise
in
the
NHS.
Q
B
E
Thank
you,
Lord,
and
hopefully
the
the
there
is
no
dissent
and
voices
that
we
can
agree
this
motion
tonight.
These
are
very
very
difficult
times
and
our
Council
send
out
the
right
message,
and
hopefully
all
other
councils
across
the
north
can
also
send
us
a
message
and
write
to
the
chancellor.
So
thank
you.
Lord
mark.
B
Okay,
thank
you,
commissioner.
Michael
members,
we
agreed
agreed
K
members,
promotions
carried
and
whoever's
been
agreed.
Okay,
members
we'll
know
secret
proposal
in
the
second
are
going
to
committee
from
consideration
of
the
confidential
items
of
business,
Alderman,
Anderson
and
Alderman
Spears.
B
Thank
you,
members,
members
and
listeners
to
the
auto
feed
in
accordance
with
casual
sex
of
the
Local
Government
Act,
except
information.
We
will
now
be
moving
in
a
confidential
sensation
of
the
council.
This
means
it
will
be
turned
off
the
public,
audio
feed
of
the
media.
This
will
be
returned
when
the
main
industry
started.
Can
I
ask
the
ICT
officer.
Please
turn
off
the
auto
feed
and
confirm
to
me
when
the
confidence
or
section
of
this
meeting
can
proceed
just.
B
B
H
Yeah,
thank
you
Lord
mayor,
and
it
is
very
brief.
Remember
back
in
August
2019
brought
an
order
of
motion
to
counselor
about
water,
refill
stations
and
an
Hostess
in
media
in
recent
weeks
that
we
now
have
a
inverter
Commerce
watered
refill
stations
across
the
council
area,
they're,
not
water,
refill
stations,
they're
outside
Taps.
H
If
you're
looking
and
in
fact,
in
some
cases
where
the
council's
website
lists
the
palace
building
the
tmac
and
Theory,
along
with
a
number
of
others
to
say
that
we
now
have
water
refill
stations
we
are
actually
directed
to
do
is
to
go
to
the
toilet.
With
a
bathroom
and
refill
your
water
bottle
there,
one
it's
not
good
enough,
and
two
it's
not
in
keeping
with
the
notice
of
motion
can
I
ask
that
a
report
is
brought
back
next
month
detailing
a
how
and
when
the
notice
of
motion
will
be
implemented
in
full.
H
B
B
Members
were
at
the
end
of
the
meeting.
Could
I
just
remain
members
that
we
are
having
a
charity
gospel
concert
and
the
10th
of
March
in
the
Civic
buildings
you'd
all
been
invited
along,
hopefully,
you'll
come
along
and
support
the
two
positive
be
positive
charity
on
the
southern
area.
Hospice,
so
tickets
are
online
at
our
contact
season,
but
would
love
to
see
as
many
of
the
members
there
and
if,
if
you're
able
to
make
it
so
good.
