Armagh City, Banbridge and Craigavon Borough Council Full Council Meeting on Monday the 28th of November 2022 at 6.30pm. This is a hybrid meeting with Members and staff attending in the chamber and remotely using Zoom

our

for
the
council
meeting
members,
just
an
open
announcements,
there's
a
couple
items
that
we're
going
to
speak
on
tonight
and,
firstly,
we're
going
to
ask
Alderman
Spears
to
come
in
in
just
a
second,
but
we're
going
to
speak
it
obviously
the
recent
death
of
Mr
Samuel,
Gardner
and
MBA
JP,
and
certainly
that
we
were
saddened
to
hear
that
there
as
Lord
Murrow,
who
did
write
to
his
family
and
did
attend
the
funeral.

Lord
mayor
members
may
I
at
this
particular
point.
I
I
knew
some
Gardner
for
many
many
years
I.
He
was
one
of
the
longest
servant
public
representatives
in
this
province.
He
was
elected
first
of
all,
I
think
in
when
he
was
22
years
of
age
in
1963,
which
I
remember,
and
he
was
subsequently
a
few
years
later
he
was
elected
a
mayor
of
Lurgan
As
Time,
moved
on.
He
then
was
elected
to
craigavon,
a
Borough
Council
and
was
here
for
for
many
many
years.
As
an
elected
member
and
a
mayor
on
two
occasions.

He
was
subsequently
not
our
years,
had
been
elected
to
an
ordinary
assembly,
I
think
in
2001
or
two
and
served
there
with
distinction
over
a
number
of
years
until
he
stood
down
or
didn't
seek
nominee
renomination
at
a
recent
election,
and
he
had
been
in
failing
house
for
for
some
time
and
he
sadly
passed
away
and
about
three
weeks
ago
I
had
I
was
going
to
say
the
privilege,
but
I
I
did
attend
his
funeral,
which
was
very,
very
largely
attended
funeral
and
it
was
actually
held
in
Warrington
subsequent
to
a
Lurgan
Shankar
Parish
Church
been
under
repairs
at
this
moment
in
time.

So
but
I
would
pay
a
tribute
to
Alderman
Gardner
furniture,
Gardner
MLA
Gardner
in
all
his
efforts
over
many
many
years
on
behalf
of
the
people
within
this
community,
within
Lurgan
craigavon
and
indeed
The
Wider
area
and
his
commitment
and
service
to
the
public
and
as
an
Ulster
unionist
was
without
I
had
certainly
amount
of
Distinction
and
I
would
ask
that
Council
correspond
with
his
family.
His
wife
is
still
alive.

family
and
passing
with
those
on
behalf
of
the
council
and
also
who
did
attend
a
funeral.

of
someone
from
the
other
two
I
know,
they're
very
appreciative

to
me,
he'll
be
that
would
be
pleased
to
think
that
he
was
remembered
by
the
curse
in
such
a
way.

an

Samuel
Gardner's
funeral
a
few
weeks
ago
and
I
have
known
Sam
for
the
most
of
my
life.
Sam
was
a
lurganman
three
and
three.
He
was
first
elected
to
Lurgan
Council
in
his
twenties
and
for
the
next
six
decades.
He
worked
tirelessly
for
his
constituents,
not
only
a
Lurgan
but
laterally
Craig
album
and
a
crossover
ban,
as
husband
said,
as
an
MLA
at
Stormwind.

His
interests
throughout
his
long
years
of
service
were
many
and
varied
to
football.
As
a
former
chair
of
Glen
Haven,
Football
Club
to
the
loyal
orders
for
many
years
he
was
District
Master
of
Lurgan
district
and
he
served
in
the
royal
black
perceptury
as
well.
At
a
very
high
level.
He
was
a
school
governor
and
a
prison
visitor
and
a
Justice
of
the
Peace
Sam
was
generous
and
everywhere
with
his
time
but
generous
and
many
other
ways
and
wears
that
very
few
would
ever
knew
about
because
he
was
good
to
the
people
of
Lurgan.

recall
a
conversation

with
Sam
myself
on
one
occasion
before

local
elections

things
were
back
in
the
day
when
he
was
the
youngest
ever
mayor
of

American
time
Council
and,
as
has
been
pointed
out,
he
had
over
50
years
of
continuous
political
service.

people
of
Lurgan,
who
served
very
well
kept
on
sending
him
back
to
continue
that
good
work
and
I
think
that
speaks
volumes
in
terms
of
any
political
track
record,
but
certainly
on
behalf
of
the
landscope
just
passed
on
our
condolences
to
all
his
family
and
his
colleagues,
and
they
also
doing
this
party.

the

on

to
be

awareness
