mayor
and
his
family
have
been
going
through
a
very
difficult
few
weeks
on
behalf
of
the
borough.
May
I
offer
our
deepest
christian
sympathies
and
assure
the
whole
family
that
they
are
in
our
thoughts
and
prayers
at
this
sad
time,
members,
it's
also
appropriate
to
mention
another
tragedy,
and
that
was
the
plane
crash
at
newton
ards
toward
the
tail
end
of
last
week
and
and
unsadly
mr
philip
murdoch,
who
was
the
managing
director
of
the
security
firm
in
visit
envision.

sponsorship
of

roundabout

grass
road
verge
and
was
directed
to
send
relevant
paperwork
and
documents

business
so
that
they
could
complete
and
send
back
to
the
department,
and
so
the
business
as
requested
did
as
they
were,
asked
and
submitted
all
the
relevant
paperwork
to
the
department.
Only
two,
some
weeks
later
have
received
a
response.
That
said,
oh
sorry,
we're
reviewing
our
policy
and
we're
not
taking
any
more
sponsorship
agreements
on
at
this
point
in
time.
I
I
do
want
those
who
just
acknowledge.
I
did
then
escalate
the
issue
to
the
minister
and
I
do
appreciate
a
very
swift
response
that
I
received
from
him.
I
mean
I,
I
emailed
him
on
the
third
of
july,
and
the
response
was
back
by
the
11th
of
july.
I
guess
he
just
wasn't
as
busy
some
of
the
rest
of
us
on
the
11th
of
july,
but
I
do
obviously
appreciate
the
the
swift
response.
I
However,
just
to
note
my
disappointment
that
at
this
point
in
time,
we
have
not
just
one
business,
but
a
number
of
businesses
that
I'm
currently
aware
of
prepared
to
take
on
you
know.
Roundabouts
ruled
verges
because
they
are
unsightly.
We
have
seen
them.
We've
complained
about
them.
Counselors
have
been
raised
in
this
chamber
time
and
time
again
and
for
whatever
reason,
the
southern
division
or
the
or
dfi
rules
have
decided.
I
Now,
when
they're
not
cutting
anything
to
review
the
policy
instead
of
letting
new
ones
go
over,
you
know,
take
on
you
know:
business
take
on
responsibility
to
save
the
department
money
to
put
a
bit
of
pride
back
in
the
area,
and
I
certainly
am
aware
of
two,
if
not
three
and
put
it
down
specifically,
and
I'm
sure
others
can
say
they
see
him.

So
I
would
ask
the
department
to
explain
this
fairly
quickly
to
try
and
get
a
grip
on
their
inaction
on
their
neglect,
for
rude
verges
and
roundabouts
and
the
shameful
way
that
they
leave
them
when
they
are
supposedly
cut.

need
to
do
a
better
job
with
a
hatchet
yourself
or
maybe
deputy
lormer.

will
bail
some
of
it
up
for
us,
maybe
with
one
of
your
agricultural
vehicles.

accepting
expressions

interest
applications

club
grant
program,
marcie
coleman's

submitted

application
to
upgrade
their
facilities
and
static
service,
and
that
will
hopefully
allow
them
to
offer
a
wider
range
of
activities
at
the
school
and
the
wider
community.

part
of
the
assessment
process,
applications
are
asked
to
inform
the
local
clients
and
also
seek
a
letter
of
support
from
the
council.
So
there
are
no
financial
issues
in
regards
kinds
of
support,
and
today
the
recommendation
is
seeking
approval
to
proceed
to
offer
letter
support.

expression

an
interesting
new
budget
for
it,

we're

interest

stage

part

processes

council
send

letters

every
lord
mayor
revolves
around
international
linkages,
trade
and
investment.
A
Just
a
little
tiny
bit
of
background
because
it's,
I
know,
you've
all
read
the
report,
but
just
to
highlight
that
council's
recovery
and
growth
framework
identifies
the
need
to
pursue
international
trade
and
investment
opportunities
that
are
closely
aligned
for
the
borough's
capabilities
and
technological
advantages
as
well
and
economic
development
services.
We've
been
working
closely
with
invest
northern
ireland
offices
in
the
us
and
the
northern
ireland
bureau
and
washington
as
well,
to
find
potential
destinations
and
strong
partnerships
to
promote
the
borough
and
to
attract
investment.

that
therefore
brings
me
to
the
decision
in
front
of
members
this
evening.
It
is
recommended
that
an
initial
fact-finding
delegation
for
up
to
three
people,
led
by
the
lord
mayor
of
the
borough,
be
undertaken
to
attend
the
transatlantic
conference
on
the
8th
of
the
9th
of
september
in
cleveland
ohio
and
to
arrange
high-level
meetings
with
the
mayor
of
cleveland,
political
and
industry
leaders.

delegation

that

important
issues
linkages

develop
business
for
this
community
in
further
away
fields,
and
I

no
doubt

involved
in
the
past-
there's
no
doubt
other
countries
have
been
in
such
events
that
have
indeed
yielded
product
for
local
businesses
and
have
open
doors,
and
in
that
context
I
want
to
see
that
happening
again
and
in
that
context
I'm
very
happy
to
second
the
proposal.

hoping

that
is
a
a
better
connection,
now
folks
much
better

much
better
off
you

and,
as
members
will
know,
we,
our
community
plan
and
partnership
ran
a
very
successful
participatory
budget
and
pilot
last
year
called
take
500
and
the
partnership
have
agreed
some
general
parameters
for
a
new
pbe
grants
process
for
this
year,
which
they
hope
to
start
in
september.

The
working
group
have
estimated
that
a
total
funding
pool
of
between
70
to
90
000
is
needed
to
build
on
last
year's
successful
event,
and
today,
funding
of
47
000
has
been
informally
secured
from
a
range
of
both
statutory
and
community
and
boundary
sector
partners.
This
is
an
increase
from
the
44
000
ed
that
was
in
the
report.
Last
week.

Officers
are
working
to
ensure
these
commitments
are
now
formalized,
however,
without
a
more
substantial
overall
funding
pot
being
identified
within
the
next
two
to
three
weeks.
The
working
group
will
have
to
reassess
and
review
how
enough
the
process
can
proceed
this
year
last
year
and
this
year
council's
contribution
to
the
process
was
by
financing
the
process
itself
and
for
the
officer
time
needed
to
manage
this.

However,
to
ensure
that
the
successful
project
is
able
to
go
ahead
again
this
year
as
planned,
it's
recommended
that
council
consider
making
a
thirty
thousand
pound
contribution
to
the
overall
funding
part
in
consultation
with
colleagues
in
community
development
finance.
It's
suggested
that
this
may
be
considered
from
current
fat
reserves
or,
alternatively,
members
may
wish
to
consider
funding
from
general
reserves.

when
this
participatory
budgeting
scheme
was
run
last
time
round,
and
it
did
seem
to
generate
a
lot
of
interest

groups

members

living
within
the
various

voting
for
projects
that
they
wanted
to
fund.

think
nearly
all
or,
if
not
all
alien.

by
the
feedback
that
I
did
get
aliens
that
some
groups
were
maybe
smaller
than
others
and
felt
that
they
were.
They
didn't
really
know
how
to
sort
of
market
themselves
to
the
best
you
know
on
social
media
and
so
on.
Could
any
you
know,
training
or
guidance
be
provided
for
groups
who
wish
to
go
through
the
process
to
say,
as
you
mentioned,
we
are
talking
about
a
higher
level
of
revenue
potentially
coming
in
for
us,
so
it
might
generate
interest
for
more
groups.

participate
in
this
process

given
that
kind
of
movie
training
or
guidance
from
alexa
community
plan,
and
so
on
that
they
could
maximize
the
potential

market

this

the
necessary
video
to
be
able
to
promote
their
project.

group

working
with
all
applicants

help
them

the
marketplace.

they'll

talk

projects

there'll,
be
less
skills
needed
and
mistreated,

to

that
through
social
media
as
all
of
the

marketplace

promotion
of
the
projects
themselves

voting
will
be
done

person

have
no
objection

this

evening
and
I'm
I'm
not
making
any
objection

happy
to
second
the
recommendation
at
this
stage.
One
of
the
concerns
we
do
have,
though,
that
we'd
like
to
see
this,
because
I'm
conscious
we're
talking
about
money
for
groups
and
community
groups
under
this
participatory
budget
and
and
then
talking
about
taking
money
out
of
fap
or
reserves
or
whatever.
I
However,
that
works
also
mindful
that
we
have
to
go
through
a
process
of
reviewing
the
entire
fab
program
and
later,
some
of
the
conversations
we've
had
before
about
multi-year
funding
potentially
and
looking
at
all
those
other
options
on
the
table,
and
I
don't
understand
why
we
have
another
community
funding
scheme
separate
from
the
one
that
already
exists,
and
I
wouldn't
want
the
two
of
them
to
run
apart
from
each
other
either.
So
you
know,
I
think
something
like
this.
I
If
this
is
to
be
an
annual
thing
or
an
ongoing
thing,
that
the
community
partnership
panel
wants
to
look
at,
it
should
be
potentially
looked
at
in
the
round
of
the
overall
financial
assistance
policy
for
community
grounds.
In
that
way,
that
would
certainly
be
our
view
because
we're
now
starting
the
money,
the
waters
being
open
and
other
fumbling
streams
and
other
opportunities
and
working
through
that
the
administrative
burden
already
on
staff
through
fab
is
quite
cumbersome
and
we're
trying
to
get
to
a
place
where
it's,
maybe
not
so
much.
I
And
as
part
of
that,
I
understand
appreciate
that
we
only
allow
two
grants
per
year
per
group
and
but
at
times
we
do
allow
some
exclusions.
Maybe
this
could
be
one
of
the
exclusions
as
part
of
the
thought
process,
but
the
fact
that
we
would
have
two
separate
policies.
The
operator
this
under
it
doesn't
sit
comfortably
with
us
and
seems
to
be
out
of
kilter
with
the
review.
I
That's
ongoing
as
well
so
for
this
year,
fine,
and
but
we
would
like
to
see
this
may
be
brought
in
as
part
of
the
overall
finance
assistance
policy
umbrella
and
then
take
this
year's
request
for
the
30
000
pounds
out
of
our
reserves,
as
opposed
to
the
fat
budget.

proposal.

worth

participatory
budgeting
process

over

type

like
to
see
it
all
streamlined.

more

council

rural
issues,

heard

relating

the
roundabouts

the
state
of
roundabouts

willing
to
take
on
sponsorship
another
on
to
give
our
our
sort
of
times
our
lead-ins
to
to
our
towns
on
roundabouts.

good

is

is
really
just
bringing
our
chief
executive
along
to
say,
here's
your
policy
and
when
you
take
it
back,
and
you
explain
that
policy
to
your
members,
because
that's
what
I
read
into
this
response-
I
think
it's
a
stabilic

response
at

pushing
the
issue
to

like

see
that
we
as

council
demand

people

their

ratepayers
money
to

need

told

own

an
input
into
what
these
policies
are
and

them
how
we
feel
and
let's
see,

whether
they
come
back
with

respectable
responsibility,

have

disgusted

response

saying
to
us
as
elected
members,
no
disrespect
to
our
chief
exactly,
but
I
think
it

just
pushing

off
to

large
section
of
the
rural
community

grass
verges
haven't

touched

they'll
get
around
to
having
them
all

But
you
know
along
the
edge
of
the
road
in
the
rural
areas.

places
this
footpaths

nearly
disappeared,

the

grass
growing
down

banks
onto
them
and
even
along
the
curbs
on
the
roadside
with

grain
and
dirt.
That's
along
there
again
it
it's
totally
unacceptable

the

or
road
service
or
wherever
they
don't
seem
in
this
latest,
but
interest
of
it
and
as
regards
communicating
with
them.
Yes,
you
send
off
emails
about
these
things,
and
then
you
get
a
couple
of
days
later.

track
progress

say
if

counselors

send
that
many

think
it's
positive
that
members
speak

one
voice

relation

Road
service
have
been
exceptionally
difficult
to
deal
with
over
the
years
on
the
ground
in
this
borough,
and
the
very
fact
that
it
took
six
weeks
for
the
permanent
secretary
to
reply
to
an
email
from
our
chief
executive
even
says
something
about
itself
become
a
little
more
important
than
20
million.

Our
speed
limits
around
our
screws
and
the
desire
of
elected
members
were
necessary
to
provide
them
protecting
our
children
on
their
way
to
and
from
schools,
and
I
had
raised
this
issue
last
year
in
relation
to
kings
park,
primary
and
lurgan,
and
you
know
we
do
need
action
to
be
taken
here.

sponsored
by
local
businesses
and
they're
attractive
entrance
to
the
times,
and
I
have
realized
this
probably
a
decade
ago,
as
olga
murder
as
well.
We've
met
with

department,

know,
and
we've
had
no
success
in
relation

of
these
things.

would
enhance
our
borough.
So
I
support
I
am
supportive
of
the
cause
to
bring
road
service
at
the
highest
level
to
council
and
let's
have
this
discussion
and
an
open
public
forum.

thought
it

important

speak
on
this

well
to
ensure
that
there
is
unanimous
approval
from
this
organization
on
this
issue
and
agree
with
all
contributions.

far,
the
response
seems
to

talking
about.

Communication

been
an
issue
which
was
mentioned
and
in
particular,
I
think
it
is
an
issue
with
solar
area,
because
I
note
seeing
various
response
from
elected
members
in
other
areas
that
they
seem
to
get
detailed
responses
on
issues
and,

example,
it
has
been
noted
when
we
request
issues
to
be
brought
up
at
the
various.

know
yearly
council
meeting,
which
they
are
at
hand.
They
very
much
discourage
us
for
bringing
up
issues
but
we'll
issues
which
will
not
be
unfamiliar
to
them,
as
they'll
have
been
raised
and
likely
raised
multiple
times.

are
very
much
issues
from
our
constituents,
we're
talking,
as
it's
been
mentioned,
about
child
safety,
we're
talking
about
line-of-sight
issues,
we're
talking
about
safety
on
our
roads
and
footpaths,
so
content
that
this
special
meeting
does
happen
that
was
arranged
as
soon
as
possible.

these
issues

lot

urgent

driver

and

has
been
raised

and
time
again
in
council
and
we're
told
that
in
some
parts
of
the
council
it
happens
in
partnership
with
the
efi
and
with
council

parts
of
the
area.

not

don't
do
that
and
so
look.

know
every
week
and
every
day
that
there's
been
notifications
coming
in
on
road
issues
throughout
the
whole
bar
and
over
the
past
two
or
three
weeks
there
has
been
two
particular
projects
have
been
taking
place
and
I
thought
I
had
missed
the
emails.

have
referred
it
to
the
council
here,
but
it's
just
that
the
residents
come
back
to
us
and
then
it's
making
us
feel
bad
and
that
they
don't
know
what's
going
on
and
then
whenever
we
do
realize
the
dfa
dfi
are
doing
their
basic
job
and
notifying
us
and
projects
that
are
ongoing,
so
that
can
be
brought
up
as
well.

appreciate

gateway
signage

our
towns

our

issue

provision

new
bus
shelters
across

the
borough
and
jonathan,
has
given
me
the
assurance
that
he

updated
paper

terms
of
any
applications

bus
shelters
that
that
are

pending,
because
that
is
a
slow
enough
process.
But
some
of
them
seem
to
be
lost
and
in
the
ether,
but
jonathan
has
assured
me
members
that
by
september
that
he
will
bring
an
update.

two
issues
that
I
got
assurance

officers,
but
it's
important
that
there
is
because
it's
important
for
the
repairs
within
our
borough.
