Description
Armagh City, Banbridge and Craigavon Borough Council Full Council Meeting on Monday 25th of April 2022 at 6.30pm. This is a hybrid meeting with Members and staff attending socially distanced in the chamber and remotely using Zoom
E
Counselor
michael
raffy
might
be
an
leader
but
I'll
be
passing.
H
G
I
Yeah
thanks
lord
mer
and,
and
it
was
just
something
that
was
on
the
the
the
minutes
of
the
last
council
meeting
and
it's
it's
just
something
for
it
was
clarified
for
me.
After
the
meeting
I
had
said
that
the
minister
hadn't
replied
to
your
letter
in
relation
to
the
energy
task
force.
What
she
had
I
found
out
later
on
from
from
from
your
office
that
she
had,
but
look
I
just
want
that
recorded
and
but
also
lord
murr.
I
If
I'm
just
inquiring
from
from
those
minutes,
you
know,
did
you
send
the
second
letter
in
relation
to
300k,
to
see,
if
there's
to
encourage
her
to
really
find
a
way
if
she
can
to
have
that
money?
You
know
used
by
an
extended
energy
field,
payment
scheme
that
may
be.
Maybe
it's
in
the
process.
Lord,
I
mean
tell
me
your
face.
Lord,
were
that
you're?
You
know
you
haven't
signed
it
yet.
So
obviously
it's
it's
in
in
the
process.
I
appreciate
thank
you.
I
C
J
K
The
update
on
the
native
wild
flower
ruled
verge
pilot
project
and
I
know
that's
a
wee
bit
of
a
mouthful,
but
it's
great
lord
mirror
that
we're
seeing
progressiveness
at
what
appears
to
be
multiple
sites
across
the
borough.
So
it's
just
to
say
the
best
of
thanks
to
all
the
officers
involved,
and
it
is
a
positive
good
news
story.
Thanks
lord
mer.
C
N
Thank
you.
Thank
you,
lord
mer,
okay.
I'll,
be
very
brief.
It's
regarding
lcs
48
for
2022
the
summer
scheme
for
children
with
disabilities.
I
did
speak,
I
think
my
colleague
councillor
tinsley
spoke
also
in
this,
but
I
just
wanted
to
finally
say
just
pass
on
my
thanks
to
jillian.
There
was
a
number
of
queries
I
had
and
they
were
answered
first
thing.
N
I
think
I
got
an
email
later
on
that
is
that
evening,
but
I
were
answered
and
clarified
fully
the
next
day.
So
please
pass
on
my
thanks
for
the
due
diligence
there.
It
is
a
very,
very
important
scheme
and
I
think
we're
all
we're
all
in
agreement
that
evening
that
it
really
needs
to
be
and
the
maximum
possible
needs
to
be
made
out
of
it,
and
so
we're
all
in
agreement
with
that,
and
I'm
happy
enough
with
that.
So
I
just
wanted
to
point
that
out
for
mr
thank
you.
M
Thank
you,
lord
mayor
robert.
It's
just
something
that
was
brought
to
my
attention
from
someone
when
I
was
on
my
way
over
to
tonight's
meeting,
and
it's
actually
a
very
distressing
point
and
with
regards
to
a
constituent
who
had
a
four-month
baby
in
the
baby
pool
they're.
Just
at
the
weekend,
the
child
actually
was.
The
temperature
of
the
pool
has
been
reduced
dramatically
is
what
the
information
I've
been
given
and
the
child's
leg
was
blue
and
was
informed
that
they
had
to
take
it
to
the
shore
to
get
it
warmed
up.
M
Such
was
the
you
know
the
nature
of
the
child's.
How
distressed
it
was,
but
why
I'm
raising
it
at
tonight's
meeting
is
under
leisure
services
is
because
management
at
the
leisure
center
actually
informed
them
that
it
was
a
decision
made
by
council
to
reduce
the
water
temperature
in
the
pool,
and
I
very
much
doubt
because
I'm
certainly
I
wouldn't
miss
this,
but
I
certainly
was
not.
One
of
that
was
was
privy
to
that
a
decision
being
made.
M
My
understanding
is
that
the
temperature
is
supposed
to
be
29
degrees,
and
I
stand
to
be
corrected
on
that,
but
certainly
this
lady
four
month
old
baby-
it
wasn't
it's
not
what
the
temperature
it
should
be.
So
if
we
could
have
someone
to
look
into
that
for
us
and
get
back
and
I'm
sure
I'm
not,
the
only
counselor
would
like
to
be
updated
on
that
and
just
on
another
point
as
well.
M
I've
raised
this
on
numerous
occasions
and
I
don't
know
what
it's
going
to
take
to
this
actually
be
sorted
out,
but
I
went
into
the
leisure
center
myself
on
saturday
afternoon
now
to
be
fair,
I
only
seen
one,
but
I
am
sick
of
my
phone
ring
and
being
told
that
staff
are
not
wearing
their
tops.
They're
wearing
gaa
tops
totally
unacceptable.
M
M
So
again,
could
I
ask
I
don't
know
whether
ehrs
here
or
who,
but
we
need
to
get
a
grip
on
this,
because
I'm
fed
up
getting
phone
calls
about
it,
and
I
know
again,
I
know
I'm
not
the
only
one
getting
them
and
the
cm
stands
for
any
other
football
tops
you
know,
but
I
am
not
getting
that
I'm
just
getting
gaa
tops
so
lord
mer,
I
will
leave
whoever
wants
to
come
back
to
the
council
with
regards
to
the
the
most
important
issue
there:
the
top
the
temperature
of
the
water.
Thank
you.
C
Thank
you,
councillor
tinsey.
I
know
cancer
tolman
had
actually
asked
for
your
first
item
there
to
be
in
any
other
relevant
business,
but
he
did.
He
must
have
spoke
to
council
officers,
so
I
know
he's
looking
in
here:
I'm
going
to
bring
in
cancer
tolman
I'm
assuming
he's
looking
to
speak
on
the
cmsu.
C
Go
ahead:
cancer
tolman
our
members
members
just
be
aware
that,
because
it
is
such
a
a
profile,
one
that
we
are
in
committee
meet
minutes.
O
Thanks
lord
mayor
and
yes,
the
same
individual
contact
himself,
I'm
sure
a
number
of
other
counselors
as
well-
and
I
did
speak
to
paul
earlier
this
afternoon
and
the
issue
has
been
resolved
and
paul
has
been
in
contact
with
with
the
individual
and
on
a
goodwill.
O
Jester
has
been
provided
so
and
paul
has
given
me
that
update
and
perhaps
lord
mayor,
if
you
can
ask
paul
to
share
that
with
all
counselors
and
just
to
provide
reassurance
that
that
this
will
not
happen
again
or
if
it
does,
that
the
the
information
can
be
provided
to
the
counselors
to
allow
them
to
be
to
inform
them.
Thank
you.
P
Thank
you
chair,
and
I
thank
you
councillor
tinsley
for
your
question.
Yeah.
A
number
of
members
have
been
on
earlier
on
today
in
relation
to
this
matter.
Unfortunately,
we
apologize
to
the
gentleman
installment
in
question
in
relation
to
this
service
that
they
experienced
at
sciflex,
and
we
can
confirm
that
it
was
the
hitting
in
relation
to
the
plant
had
trapped
on
the
evening
of
saturday
and
that
the
temperature
had
dropped
by
1.5
degrees.
P
The
the
pool
does
typically
run
at
29.7
degrees
and
it
had
dropped
by
1.5
degrees
and
the
pool
plant
team
were
brought
back
in
again
on
the
temperature
of
the
water
by
this
morning
was
brought
back
up
to
a
celebration,
temperature
of
29.7
and
indeed
paul
coleman.
The
center
manager
had
been
in
contact
and
has
been
in
contact
with
the
gentleman
in
question.
So,
let's
just
say,
we
have
an
update
members.
M
Thank
you,
lord
mer,
and
I
really
appreciate
that
from
everybody,
and
it
wasn't
so
much
that
one
particular
case.
It
was
more
the
fact
that
management
were
sending
out
the
signal
that
were
under
cost
savings
and
that
yet
initially
they
were
told
that
there
was
a
heater
broken,
but
then,
when
they
were
actually
I
don't
know
who
it
was
they
were
actually
speaking
to,
but
that
they
were
then
told
that
it
was
a
cossavan
exercise
and
that
you
know
that.
That's
the
reason
why
that
council
had
made
that
decision.
M
C
I
Yeah
thanks
lord
mayor
and
like
yourself,
I
worked
in
the
leisure
center
too,
and
the
temperature
and
the
chlorine
levels
was
was
checked
at
a
very
regular
on
a
regular
basis,
so
hopefully
that
that
young
child
hasn't
you
know
and
we'll
we'll
recover
from
a
terrible
situation.
But
look
lord
mark.
The
point
I
want
to
raise
is
lcs
51
and
its
point
of
clarification,
and
it's
regarding
the
health
and
recreation
facilities,
openings
for
the
queen's
jubilee.
I
Now
I
just
want
to
clarification.
I
understand
that
we
close
our
facilities
and
on
public
on
bank
holidays,
not
them
all
over
sleep,
but
I
suppose
my
question
is
and
and
and
a
few
folk
of
a
brought
to
my
attention
that
you
know
the
the
general
consensus
for
like
that.
This
was
a
four
day
long.
I
You
know
the
bank
holiday
in
the
monday
and
the
friday,
but
friday
was
made
as
this
exceptional
sort
of
public
holiday,
and
so
people
can
have
a
four
day
long
celebration,
for
you
know
the
the
queen's
jubilee
which,
which
is
a
massive
milestone
in
in
any
monarch's
rain.
So
look,
my
question
is:
is
the
leisure
centers
or
are?
I
Are
they
closed
on
the
friday
and
the
monday,
or
is
the
proposal
to
have
them
open
on
the
friday,
but
I
suppose,
if
they
are,
I
would
make
a
proposal
that
they
should
close
a
fairly
and
and
have
the
four
day
and
celebrate
weekend
like
anybody
else
within
the
borough.
Lord
mark.
P
Thank
you
chair
and
thank
you.
Councilman,
listen
before
your
query,
the
the
table
within
the
report
that
you
refer
to
those
highlight
reduced
hours
on
the
thursday
on
friday
and
that's
for
the
tier
one
on
the
tier
two
pools
as
all
as
well
as
outdoor
elijah
facilities
as
well
and
then
into
the
weekend
being
the
fourth
and
fifth
operation
as
normal.
P
Certainly,
we
as
officers
are
led
by
members
in
relation
to
this
matter
and
I'm
happy
to
either
provide
a
further
report
back
to
the
may
committee,
or
certainly
tech
members
guidance
here
this
evening,
but
certainly
in
relation
to
the
thursday
on
the
friday
being
the
second
and
the
third
of
june,
we
were.
P
We
were
operating
on
reduced
hours,
probably
in
the
understanding
that,
as
you
quite
correctly
said,
as
a
four
a
four
day
weekend
in
theory
and
potentially
the
services
would
be
of
value
to
to
residents,
but
certainly
hobby,
detect
members
direction.
This
one.
I
Yeah
thanks
lord
martin
and
thanks
jonathan,
and
I
I
fully
understand
you're.
I
thought
that
was
my
understanding
of
of
it.
I
just
wanted
the
clarification,
but
lord,
I
suppose
in
reality
my
personal
opinion.
You
know
for
what
this
is.
I
I
think
that
we
should
close
on
the
friday
on
the
monday
I'll
make
it
the
four-day
celebrity
weekend.
That
was
supposed
to
be.
I
F
C
E
Thank
you,
lord
mayor,
and
I
do
want
to
speak
on
a
different
subject,
but
just
on
the
point
that
councilor
nicholson's
made
it's
my
understanding,
the
bank
holidays
actually
the
thursday
in
the
trade,
maybe,
but
if
you're
a
wee
bit
more
work
around
that,
maybe
before
we
make
the
so,
I
think
the
end
of
the
bank
may
bank
holiday
was
brought
forward
to
the
thursday
and
then
the
actual
bank
holidays
in
the
friday.
I
don't
think
that
monday's
bank
holiday.
C
Learn
my
thoughts:
okay,
yeah
I'll
bring
you
back,
and
it's
just
a
few
others,
because
I
think
you're
looking
on
the
cm1,
if
you
want
to
have
your
green
button
there
counselor
hanlon,
I
think
it
was
next
cms.
R
Yeah,
well,
it's
a
similar
vm,
but
but
not
the
same.
In
fact,
unlike
country
nicholson,
I've
been
contacted
by
people
expressing
a
a
view
that
we
shouldn't
have
our
leisure
facilities,
closed
on
bank
holidays,
for
example
our
swimming
pools
and
and
then
soft
play
okay.
Whenever
you
get
in
the
summer
months,
whenever
you
have
a
good
weather,
that's
that's
all
well
and
good,
there's
other
things
that
people
can
be
doing
outside,
but
in
relation
to
a
especially
for
parents,
the
use
of
swimming
pools
and
soft
play
facilities
on
bank
holidays.
R
We're
missing
a
trick,
and
I
would
ask
that
a
reporter
is
brought
back
to
see.
You
know
if
we
could
investigate
the
possibility
of
having
our
facilities
open
on
bank
holidays,
and
am
I
even
aware
that
in
some
other
councils,
areas
such
as
recycling
centers
are
open
because
they're
so
busy
on
mondays
on
the
bank
holiday
mondays.
So
maybe,
if
that
could
be
looked
at
and
brought
back
into
your
course.
D
H
D
C
I
R
P
Thank
you
thank
you,
chair,
and
I
think
maybe
some
of
the
queries
can
be
answered
in
the
appendix
that
was
as
part
of
the
committee
report,
because
essentially
the
appendix
that
was,
as
part
of
the
committee
report
hassan.
She
sat
out
up
until
the
end
of
2023,
all
the
bank
holidays
and
all
the
statutory
holidays
in
terms
of
the
reduced
r.
So,
for
example,
the
early
bank
holiday
on
the
left
bank
holiday,
both
in
terms
of
may
and
we
do
operate
on
reduced
hours
and
nine
nine
to
five
on
those
particular
bank
holidays.
P
And
then
saturday
and
sunday
we
would
be
back
to
normal
operating
hours,
and
that
was
their
proposal
within
essentially
the
report.
But
appendix
too
to
the
report
to
sign.
She
sat
out
to
members
what
had
previously
been
agreed
by
council
in
relation
to
bank
holidays
and
that
we
would
open
on
bank
holidays,
but
it
would
be
under
reduced
rs
five
and
maybe
they'll
provide
some
clarification
to
members.
E
If
you
ask
me,
and
I
think
we
need
to
discuss
a
committee
and
go
through
it
properly
in
a
proper
paper,
we
could
give
the
committee
gotta
give
the
authority
because
of
time
constraints.
I
I'd
make
out
a
proposal
because
I
think
that's
the
most
prudent
way
forward.
C
I
It's
jaclyn's
on
the
screen.
Just
not
me,
I'm
right!
Okay,
hey
yeah!
Look
lord!
I
think
I
I
do
find
myself
in
a
precarious
situation.
I'm
agreeing
with
country
baxter,
something
I
thought
was
quite
simple-
has
turned
into
a
a
real
mind-boggling
scenario.
But
look
no
look.
I
My
point
was
he
thought
this
was
a
special.
You
know
one
one
off
occasion
where
the
there
was
a
public
holiday
declared
for
for
for
the
to
be
the
celebratory
weekend
if
you
like,
and
I
think
that
all
people
should
be
able
to
avail
of
that,
including
our
our
center
staff.
I
But
look
I'm
happy
that
they
allow
you
to
go
back
to
the
committee
and
give
the
committee
delegate
authority
to
deal
with
it
and
a
because
I'm
not
on
that
committee
and-
and
I
I
wish
them
well
with
it,
and
hopefully
they'll
come
out
with
it
right
the
right
decision.
So
thank
you.
Lord
mark.
I'm
happy
to
second
peninsula
bach's
proposal
for
moving
on.
Thank
you.
C
Okay,
kenji
nicholson,
you're,
making
us
you're
not
making
this
easy
for
me
this
evening.
So
what
we
have
is
now
are
you
sagging
and
then
counselor
baxter's
proposal
on
withdraw
on
your
own.
I
C
S
Thank
you,
lord
mayor.
I'm
glad
we
got
out
of
that
unnecessary
handling
there
about
the
dates
there.
You
go.
S
Remember
it's
lcs
54,
and
it
is
just
a
check
to
see
if
on
that
issue,
if
we
have
received
a
response
from
the
department
of
justice
in
relation
to
the
letter
that
was
sent
from
this
council
back
in
january
regarding
knife
crime
and
looking
at
trying
to
see
if
there
are
ways
that
we
can
help
reduce
that
or
get
knives
off
the
street
and
just
to
check
to
see
if
we
have
had
any
correspondence.
S
If
not,
then
I'm
happy
to
propose
that
we
do
send
a
follow-up
letter
to
the
department
and
for
our
response
of
some
description.
So
I'm
happy
to
propose
that.
Thank
you.
C
T
Thank
you.
Lord
marty,
yes
cm
cmi
the
mlcs54
lord
remember
last
year,
there's
numerous
incidents
about
anti-social,
behavior
in
all
our
parks,
logan
park
and
suppose
oxford
island
and
all
I'm
looking
to
know.
Is
there
any
plans
a
summer
the
long
summer
evenings
are
approaching?
Is
there
any
plans
and
place
to
have
the
private
security
firms
again
to
patrol
those
areas?
T
I
know
what
the
amount
of
the
oxford
numbers
are
unprecedented
and
this
is
only
we're
approaching
maya,
so
I'm
just
looking
an
update
on
the
the
private
security
firms
for
the
for
all
our
parks.
Thank
you.
E
Thank
you,
lord
man.
I
don't
want
to
prolong
this
any
longer.
I
realize
we're
only
still
in
committee
minutes,
but
kaiser
tennessee
did
raise
a
point
in
terms
of
uniform
in
the
leisure
chat,
and
I
think
it's
a
very
important
thing
and
I
think
maybe
we
actually
maybe
could
get
some
sort
of
an
answer
tonight.
I
read
this
and
it's
been
raised
before
on
several
occasions
by
some
of
our
party
members.
Indeed,
they
members
are
mark
parkinson
the
way
at
the
start.
E
It's
not
about
I'm
not
talking
specifically
about
gaa
or
whatever
I
ain't
talking
about
any
football
tops
or
anything
that
isn't.
You
know
whether
it
be
northern
ireland,
tufts
republic
of
ireland
range
or
celtic,
whatever
that
may
be
yeah
or
whatever
we
have
a
uniform
policy.
I
would
like
to
think
of
a
uniform
policy
in
the
leisure
center
and
because
it's
been
raised
before
in
several
occasions.
My
concern
is
either
the
policy's
not
being
enforced
or
it's
been
ignored.
E
Now,
if
this
was
in
private
business
and
there's
a
uniform
policy,
it
wasn't
here
you
get
one
chance
and
the
second
time
you
would
totally
go
home
and
change.
So
you
know:
is
there
anyone
here
tonight
on
the
meeting
whether
it
be
remotely
or
in
the
chamber?
I
can
answer
the
question
in
terms
of
uniform
policy?
Is
there
one?
Has
it
been
adhered
to?
Is
it
enforced
or
is
it
simply
being
ignored,
because
it's
a
very
serious
issue-
and
you
know
cancer
tends
he
doesn't
want
to
be
getting
phone
calls
about
it.
E
I
certainly
don't
want
to
be
getting
phone
calls
about
it,
something
very
simple
that
can
be
fixed
very,
very
easily,
whether
I'd
be
shorts
or
socks
or
tops
or
hats
or
shoes
or
whatever
it
needs
to
stop.
And
actually
you
know
it
wouldn't
be
hard
to
stick
an
email
to
staff
tonight
to
say
desist
immediately
because
it
wouldn't
happen
in
private
business
under
any
circumstances,
and
this
has
been
robbed
on
army
for
since
the
legislature
opened.
P
Thank
you,
chair
and
again
thank
you,
councilman
tinsley
and
councillor
baxter
for
your
question
and
religion.
Yes,
there
is
a
uniform
policy,
I'll
be
more
than
happy
to
pick
it
up
with
the
center
manager
tomorrow,
personally
myself
to
ensure
that
the
communication
goes
out
to
all
staff
right
across
leisure
across
all
of
our
facilities,
to
ensure
that
the
appropriate
dress
code
is
maintained
in
accordance
with
with
the
policy
any
any
further
matters
and
I'll
take
them
up
with
members
directly.
C
With
no
more
thumbs
up
moving
on
to
agenda
item
4.4,
can
you
seek
a
proposer
on
saginaw
the
minute,
so
he
cannot.
Unlike
development
on
regeneration
committee
held
in
the
12th
of
april
2022.
he'll,
be
taking
us
right,
I'm
going
to
prove
there's
a
correct
record.
Councilor
michael
london
you're,
the
chair.
J
Thank
you
lord,
where
just
in
reference
to
edr
50,
where
we
had
talked
about
the
food
heartland
attending
the
local
shows,
agri
shows
arma
and
lurgan
show
and
just
want
to
know
what
update
is
not
and
how's
communication
started
with
the
local
show
organizers.
I
could
have
an
answer
for
that
from
the
officer.
Please.
A
Lord
mayor
and
I'm
happy
to
take
that
question
and
counselor
savage.
I
know
it
was
the
view
of
the
committee
to
participate
in
those
shows,
so
that
was
being
an
action
taken
forward.
So
I'll
follow
that
up
tomorrow
to
make
sure
that
the
organizers
of
arma
and
largan
show
have
been
contacted.
J
Just
so
they
could
come
back
to
that
lord,
as
of
10
minutes
ago.
I
know
the
organizers
of
the
shows
have
not
been
contacted,
so
I'm
not
helping
that
so
I'd
like
an
answer
for
that
tomorrow,
please.
V
W
I
keep
meaning
to
do
this
every
month
and
it
slips
in
my
mind,
but
speaking
of
food
heartland
I'll,
not
just
put
it
back
into
my
head
here
and
we're
in
the
edr,
and
I
was
just
maybe
if
I
think
sharon
traditionally
would
have
been
dealing
with
this
one
sharna
gorman.
She
may
be
able
to
provide
me
with
an
update
or,
albeit,
if
not
olga,
possibly
could
it
was
just
the
at
the
palace
in
irma.
W
The
moody
boar
restaurant
had
closed
some
time
ago,
and
I
know
there
was
a
process
being
entered
into
to
try
and
have
that
bill
put
back
into
use,
possibly
or
ideally
as
a
carer
and
location
and
just
with
the
visitors
coming
to
the
palace.
C
And
wilson
sorry
hold
on
wilson
sorry
for
coming
across
you
there
moving
into
confidential
business.
Sir,
do
you
want
to
bring
it
yeah.
W
C
P
X
And
23
year,
old,
primary
school
teacher,
ashley
murphy
was
killed
by
like
jorgen
on
the
banks
of
the
grand
canal
in
tullamore
county
awfully
on
january
12th,
and
at
the
request
of
councillor
michael
linden,
a
book
of
condolence
was
opened
by
the
lord
murder,
show
how
we
felt
about
this
awful
crime
and
the
death
of
these
men
was
he.
It
has
been
equally
a
part,
this
time
not
created
because
of
their
their
gender,
but
because
of
their
sexuality,
and
I
hope
everyone
in
this
chamber
is
equally
appalled.
X
So
just
I
would
like
to
amend
this
decision
m
or
that
this
request
to
say
that,
instead
of
letting
the
buildings
up
and
that
we,
just
as
we
did
for
ashley
murphy,
that
we
open
a
book
of
condolence
to
to
to
show
how
we
feel
about
the
deaths
of
these
two
men.
So
I
would
like
to
make
that
a
proposal.
Please.
Thank
you.
X
Yes,
lord
murr,
that
would
be
instead
of
lighting
up
the
buildings.
It
just
brings
the
two
in
line
and
because
that's
what
we
did
to
acknowledge
the
the
death
of
ashland
murphy,
the
murder
of
ashley
murphy,
and
so
I
would
like
to
keep
it
in
line.
Thank
you.
C
N
I'll
be
very
brief,
lord
mayor,
I'm
happy
the
second
councillor
mckinstry's
proposal.
Thank
you.
C
F
C
Counselor
florida
can
you
nail
go
ahead.
Y
Thank
you,
lord
mer.
I
just
want
to
pass
on
my
condolences
to
the
family
and
friends
of
michael
state
and
ian
moffatt,
and
everyone
in
our
community
has
the
right
to
feel
safe
and
this
act
of
hate
will
not
be
accepted,
and
I
wanted
to
support
the
proposal
for
the
civic
buildings
to
be
lit
up
in
the
colors
of
the
rainbow
flag
tonight
as
a
mark
of
respect
to
stand
in
solidarity
with
the
lgbtq
plus
community.
But
I'm
not
sure
how
that
stands.
When
there's
a
proposal
on
the
table.
C
S
S
S
For
me,
being
in
existence,
who've
been
murdered
and-
let
me
be
very
clear:
murder
is
murder,
is
murder
and
it's
wrong,
regardless
of
who
has
been
murdered,
whether
it's
a
member
of
the
lgbtq
plus
community,
whether
that
was
somebody
out
on
a
night
out
with
their
friends
in
the
town
center
and
put
her
down,
and
I
think
we
just
need
to
be
mindful
that
we
don't
create
a
system
where
certain
you
know,
certain
sections
of
our
community
are
seen
as
being
worthy
of
a
book
of
condolence
on
other
people
from
arbor.
S
S
But
equally
as
abhorrent
are
the
murders
that
have
taken
place
put
across
down,
including
one
of
my
neighbors
not
two
years
ago
and
there's
been
no
book
of
condolence
for
him
and
I
don't
think
that's
fair
and
I
don't
think
it's
right
because
he's
got
a
family
that
grieves
others
across
this
borough
do
as
well,
and
we
need
to
be
making
sure
that
as
a
council,
we
are
not
attempting
the
political
point
score.
S
We're
not
attempting
to
weave
flags
of
whichever
color
or
whichever
country
they
come
from
or
not,
and
we
shouldn't
do
that.
S
We
should
all
adopt
the
position.
But
murder
is
wrong.
We
stand
against
it
and
we
stand
with
the
victims
and
their
families
and
have
lost
loved
ones.
So
burma,
I'm
sorry,
if
that's
a
quite
a
solemn
tongue,
but
I
think
it
needed
to
be
said
in
this
forum,
but
on
on
the
basis
of
what
we
have
in
front
of
us.
We
will
support
support
this,
but
we
need
to
look
at
bringing
these.
How
we
bring
these
things
forward
in
the
future.
C
Thank
you,
councillor,
cosby,
for
for
your
settlement,
sir,
and
indeed
my
thoughts
and
persia
with
all
of
those
that
you
have
mentioned
them.
I'm
going
to
bring
in
councillor
anderson.
Z
Thank
you,
lord
mayor,
and
on
the
15th
of
april,
vigils
were
held
across
the
island
in
memory
of
ian
moffat
and
michael
snee,
two
men
who
were
brutally
murdered
in
sligo
this
month
and,
as
members
will
be
aware,
the
suspected
the
suspected
motive
for
those
killings
was
homophobia,
a
social
disease
that
we
as
politicians
and
as
civic
leaders,
have
a
particular
duty
to
root
out
of
society.
Z
Z
So
that's
why
lord
mayor,
it's
so
important
that,
in
addition
to
remembering
the
lives
of
eden
and
michael
and
a
book
of
condolences,
I
am
absolutely
supportive
of
of
opening
and
lord
mayor.
I
would
ask
you
to
do
that,
but
it's
also
important
that
we
send
a
very
clear
message
of
solidarity
to
the
lgbtq
plus
community,
in
our
borough
and
across
these
islands
and
standing
with
them
against
the
kind
of
hate
that
has
faced.
Z
So
that's
why
tonight
members,
I'm
asking
sincerely
that
members
think
carefully
about
this,
that
the
proposal
per
the
original
support,
the
original
report
is
supported
to
light
buildings,
and
in
addition
to
that,
I
would
also
ask
that
the
lord
might
open
the
book
of
condolences.
Z
This
was
requested
on
the
15th
of
april
to
happen,
alongside
the
vigils
by
both
the
alliance
party
group
and
and,
as
I
understand,
also
the
shin
fiance,
and
I
was
incredibly
disappointed
as
many
within
the
community
were
that
it
wasn't
possible
for
group
leaders
to
agree
on
that
occasion.
Z
So
I'm
asking
tonight
members
that
we
all
think
carefully
about
this
and
that
we
rectify
that
this
evening.
I
admit.
That's
a
sincere
plea
to
all
of
you
as
colleagues,
first
and
foremost,
but
also
as
civic
leaders
and
representatives
of
the
wider
community.
T
Y
I
was
proposing
what
was
on
the
papers
tonight,
but
I'm
happy
for
the
brick
of
condolences
to
be
added
into
that
proposal.
If
that
can
be,
which
is
basically
what
concert
hanson
was
saying.
C
E
E
This
is
what
we've
done
previously
for
the
lady
who
was
murdered,
ashley
murphy,
so,
instead
of
tonight
the
message
coming
out
from
this
chamber
that
we
stand
with
those
people,
those
two
guys
who
were
abhorrently
murdered.
The
message
coming
out
tonight
is
that
it
was
pushed
to
a
vote
and
how
we
and
how
we
sympathize
with
those
folks
and
given
that
council
mckenzie
came
in
and
spoke
first
and
put
the
thought
into
it
and
put
the
note
in
the
paper.
E
I
think
for
people
not
to
just
wait
in
behind
that
and
show
our
support
on
our
gender
condolences
to
that
to
those
families.
I
think
it's
a
shame
on
this
council
and
again
it
comes
from
the
same
side
as
it
does
nearly
every
time
when
it's
when
it's
arrived
around
lighting
up
buildings
and
flying
flags,
it
doesn't
come
from
where
the
media
might
be
a
reporter
comes
from.
It
doesn't
come
from
the
union's
benches.
It
comes
from
the
enhanced
benches
and
I
think
that's
shameful
and
that's
the
message.
E
That's
going
to
create
this
chamber
the
night.
The
message
isn't
going
to
be,
but
our
sympathies
sympathies
are
with
the
apartment,
murder
of
those
two
gentlemen's
lego.
I
just
wanted
to
make
that
point.
I
had
no
intention
to
speak,
but
I
feel
quite
strongly
about
it
actually
and
we'll
see
what
the
headlines
will
be
on
the
lap
of
complimentary
and
again
will
be
seen
as
being
divisive
and
that
the
divisive
didn't
come
from.
Anyone
within
this
chamber
today.
D
Thank
you,
lord
mer.
Well,
we
have
an
opportunity
here
to
send
the
right
message
and
it's
simple,
lord
mer,
the
eu
pages,
withdraw
their
emotion
or
their
proposal,
because
a
book
of
condolences
and
laid
up
the
lights
is
in
the
proposal
from
councillor
o'neill.
So
if
you
pay
just
withdraw
their
proposal,
it
says
a
positive
message
will
be
sent
out
right
across
the
community.
L
It's
very
outrageous
and
but
concert
baxter
would
make
that
comment,
and
I
think
he
probably
should
pay
you
know
or
listen
to
the
words
of
the
only
lgbt
member
of
this
council.
When
country
townsend
made
his
contribution
earlier
on
this
meeting
about
how
we
can
sue
solidarity
as
a
borough
with
the
lgb
community
by
showing
that
they
are
respected
and
loved
and
light
of
this
incident
and
sligo.
L
It
is
common
that
we
do
these
lighting
of
buildings
and
I
think-
and
I
capricorn
might
have
been
councilor
michael,
who
put
that
request
in
for
a
specific
date,
which
was
the
same
date
as
all
the
other
councils
said
in
ireland
to
show
collective
souls
early
as
you're
aware
lord
mayor.
The
process
which
would
happen
is
that
we
go
to
party
group
leaders
and
if
it's
unanimously
agreed
and
then
it
simply
happens,
it
doesn't
need
to
come
to
council,
which
is
the
case
and
that's
been
spoken
to
before.
L
L
That's
why
we're
here
to
tonight
with
an
additional
letter
request
being
brought
to
this
council
chamber.
I
agree.
We
should
all
show
solidarity,
united
solidarity
on
this
issue.
Council
renews
proposals
second
by
councillor.
Townsend
does
include
the
book
of
condolence
and
I
think
we
all
support
that,
but
I
hope
that
we
would
all
support
the
lighting
request
and
it
seems
that
some
people
don't.
L
I
hope
that
it
won't
come
to
a
vote.
I
hope
that
we
can
show
unity
on
this
issue
by
backing
the
proposal
from
councillor
o'neill
and
cancer
thompson
to
both
light
up
the
buildings
and
solidarity
with
the
lgbt
community
and
open
the
book
and
control
since
fellow
gentlemen's
families.
Thank
you.
Vlad
mayor.
X
Thank
you.
I
I
would
like
to
push
ahead
to
a
vote
on
my
proposal.
I
think,
regardless
of
the
motivation
behind
the
attacks,
they
are
unacceptable
and
condemned
by
weight
or
society
as
councillor.
Tennyson
knows,
there
are
members
of
my
immediate
family
that
are
members
of
the
lgbtq
plus
m
community
and
counselor
tennyson
has
misrepresented
me
several
times
already
on
social
media
regarding
these
issues
and
has
failed
to
communicate
me
with
me
regarding
these
issues
in
the
past
as
well.
X
Whenever
I
have
reached
out
to
try
and
reach
a
compromise
with
him,
this
was
as
councillor
baxter
said.
I
thought
long
and
hard
about
this,
and
I
feel
that
these
men's
deaths
along
with
ashley
murphy's
death.
They
were
both
perpetrated
for
a
very
specific
reason
and
I
think
we
have
to
be
equally
measured
in
our
response
to
them.
X
So
my
motivation
for
bringing
this
forward
and
in
response
was
to
keep
it
the
same
to
to
open
the
book
of
condolence
to
have
something
physical
to
hand
over
to
the
families
of
these
men
who
were
murdered
in
such
a
brutal
way
and
that
we
could
actually
put
into
words
how
we
feel
about
what
happened
to
them.
X

C
C
C
C
Q
Q
A
let
that
be
on
the
uk
mainland,
let
that
be
in
the
republic
of
ireland
or
indeed
let
that
be
anywhere
else
in
northern
ireland.
It
is
important
that
we
have
a
system
in
place
that
is
appropriate
and
something
that
is
reasonable,
but
not
a
system
whereby
is
abused
and
used
in
a
mechanism
of
political
divisiveness
that
we
have
seen
quite
a
lot
of,
and
it
was
interesting
to
see
a
councillor
thomason
here
tonight
now.
Q
And
I
would
ask
officers
to
do
that
and
I
think
in
that
context,
a
councillor
baxter
and
the
councillor
crosby
spoke
on
a
similar
vien
and
I
think
in
all
honesty,
the
sooner
we
do
that
the
sooner
we
will
have
the
emergence
of
some
degree
of
semblance
of
common
sense
coming
from
these
meetings.
Thank
you.
Lord
mayor.
G
Well,
lord
mayor,
I
didn't
expect
alderman
spears
to
raise
us
tonight,
but
I
would
like
to
endorse
and
support
what
he
has
said.
G
C
Z
Thank
you,
lord
mayor,
and
I
didn't
intend
to
speak
again
on
this
matter.
To
be
honest,
but
I've
been
addressed
numerous
times
now
saved
him
another
I'm
at
a
bit
of
a
loss
for
words,
lord
mayor,
to
be
honest,
I
first
of
all
the
proposal
on
the
table
was
not
in
any
way
politically
divisive.
Z
It
simply
wasn't
the
dissension
from
what
was
outlined
in
the
report
didn't
come
from
me.
Nor
was
I
actually
particularly
critical
of
anybody
else
in
this
chamber.
I
simply
set
out
why,
as
a
member
of
the
lgbtq
plus
community,
it
is
so
important
that
we
take
small
but
significant
gestures
like
this
forward,
to
ensure
visibility
and
to
send
a
very
clear
message
that
political
representatives
stand
with
the
community.
Z
In
these
circumstances,
I'm
a
little
bit
upset
and
personally
hurt
by
the
way
in
which
I
seem
to
have
been
singled
out
by
other
members.
Z
I
know
there's
an
election
next
week,
but
I
think
this
is
far
more
fundamental
than
important
than
that,
and
I
would
have
hoped
that
the
one
lgbtq
plus
representative
on
this
council,
one
of
very
few
across
northern
ireland,
would
maybe
have
been
hurt
a
little
bit
more
and
by
some
of
the
other
members
of
this
chamber
on
an
issue
that
is
of
such
fundamental
importance
to
our
lgbt
community.
Z
I
think
I've
actually
been
the
misrepresented
by
some
members
this
evening
and
I've
been
singled
out
in
a
way
that
I
think,
is
deeply
unfair
and
hurtful
particularly
given
the
sensitivities
around
this
issue.
So
yeah
lord
bear
really
just
to
put
on
record
my
disappointment,
but
to
be
absolutely
clear.
What
was
proposed
was
not
in
any
way
divisive
whatsoever,
and
this
has
been
done
right
across
the
board,
and
it's
really
regrettable
that
we're
here
again
and
there
seems
to
be
another
kind
of
party
political
motivated
attack
on
me.
C
B
Thank
you,
lord
mayor
and
good
evening,
members
members
will
be
aware
from
the
february
council
meeting
that
a
presentation
was
made
by
representatives
from
nilgus
on
their
disinvestment
strategy
and
following
that
there
was
further
discussion
at
the
april's
environmental
services
committee,
where
it
was
requested
that
correspondence
be
prepared
for
consideration
by
the
council
at
the
end
of
april
members
attached
at
appendix
one
is
the
draft
correspondence
which
reflects
the
comments
that
were
needed
at
the
environmental
services
committee
on
this
matter,
and
members
are
requested
to
approve
the
draft
correspondence
attached
at
appendix
one.
E
Thank
you,
lord
mayor,
and
we
had
a
a
discussion
on
it
I
think
and
any
other
business
at
the
last
committee.
I
thank
the
chairman
for
let
me
bring
it
in
on
the
night
on.
Indeed
when
I
sent
over
the
and
proposed
words
for,
for
the
latter,
I'm
glad
to
say
this
reflective
in
the
letter.
That's
let's
go
on
tonight
if
it's
a
great
big
kind,
so
not
only
that,
but
the
the
comments
on
the
night
so
think
look.
E
I
Yeah
thanks
lord
mayor
and
as
as
country
baxter
said
that
there
was
a
good
discussion
and
a
very
good
presentation
on
the
night
and
on
this
additional,
a
bit
of
of
of
a
administration
that
required
or
suggested
to
to
go
to
gosh.
I'm
happy
to
second
this
chair,
because
I
do
think
a
this
is
is
a
very
important
item
that
that
they
we're
dealing
with
currently
within
council.
So
look,
I'm
I'm
happy
to
second
it
lord.
Thank
you.
L
Yeah
I
just
expressed
my
own
support
and
party
support
for
this
divestment
proposal.
Again,
I
did
tune
into
the
environmental
committee
as
mentioned
to
hear
the
speech
from
other
police.
It
was.
The
bernstein
environment
group
gave
us
very
strong.
You
know
discussion
and
arguments
why
divestment
should
be
continued
and
again
the
the
the
comments
from
nilgos
certainly
welcome.
L
The
contents
of
the
ladder
again
would
support
it,
and
indeed
it's
something
that
we
should
support
it
years
ago,
but
good
that
it's
finally
getting
there,
and
hopefully
this
will
act
as
a
for
a
catalyst
for
nilgos
to
do
a
full
divestment
of
their
investment
portfolio.
Thank
you
guard
mayor.
C
AB
Thank
you,
lord
mayor,
and
it's
just
on
item
6.1.
AB
AB
So
just
ask
in
relation
to
this
correspondence
the
two
maps,
the
maps
attached
to
this
correspondence
from
dfi
and
the
map
that
we've
been
furnished
with
in
relation
to
the
item
in
confidential,
don't
seem
to
match
up,
and
I
would
ask
that
we
look
into
that
just
to
see
what,
because,
obviously
there's
two
paths
here
being
abandoned
with
a
new
path
to
be
adopted
and
a
new
path
to
be
adopted
as
an
alternative
route.
But
the
the
map
that
we
have
in
confidential
doesn't
match
with
this.
AB
So
I
would
ask
that
we
note
that
and
we
make
up
that
noon
to
to
dfi,
if,
if
possible,
thank
you.
D
D
C
AA
Thank
you,
lord
mark
can
I
refer
to
6.7
the
response
from
the
fai
southern
division.
Hence,
regarding
gritting
of
the
rural
roads,
maintenance
of
road
verges
on
the
29th
speed
limit
around
schools.
AA
I
I'd
have
to
say
I'm
totally
disappointed
that
we
have
got
a
response
on
most
of
the
content
of
the
reply,
especially
something
has
been
reiterated
to
us
for
years
upon
years.
It's
something
that
we
all
know
and
the
reason
the
ladder
was
being
sent
off
was
to
give
consideration
that
that
something
would
be
done.
We
are
left.
We've
got
the
response
administered
as
handed
on
to
mark
mike
pig,
the
divisional
road
manager,
to
send
us
this
sort
of
as
a
standard
reply.
AA
I
would
say
it's
going
everywhere:
it's
not
hard
to
put
together
until
we
come
to
the
last
few
lanes
that
the
minister
respectively
the
same
these
or
requests
to
meet,
and
I
think
I
would
make
a
proposal
here
that
we
write
back
to
the
minister
and
request
that
a
meeting
is
granted
on
that
we
look
at
the
criteria
that
that
is
already
set.
AA
We
have
rural
roads
on
verges,
which
is
a
complete
disaster
right
around
this
borough,
the
rural
roads.
We
can't
even
get
potholes
or
nothing
fixed,
and
I
think
that
the
rural
dwellers
deserve
to
be
treated
in
a
proper
manner
if
they're
having
difficulties
with
budgets
or
whatever.
Maybe
they
could
say
that,
but
to
come
up
with
a
criteria
that
is
deliberate,
not
only
second
class
rules,
let's
put
a
like
third
class
roads,
they're,
not
paving
roads,
it's
not
just
dirt
tracks
and
some
occasions.
AA
So
I
would
make
a
proposal
here
tonight
that
we
again
raped
to
the
minister
requesting
that
she
reconsiders
her
decision
not
to
meet
and
also
that
consideration
be
given
to
changing
their
criteria
relating
to
gritting
roads
and
road
verges
and
whatever
we
did
make
some
headway
on
on
the
20
mile
speed
limit
they're
doing
it
doing
tranches
are
our
schools,
so
hopefully,
eventually
we
would
reach
right
there
to
include
all
our
schools,
but
I
would
just
make
that
proposal
and
hope
someone
with
a
second.
So
we
don't
take
this
response
lying
down.
AA
C
Thank
you,
alderman
knowledge
and
jesus
is
a
pothole,
but
actually
swimming
pool
specimen
of
very
good
call
that,
with
their
potholes
and
their
rural
roads,
I'm
going
to
bring
in
cancer
mccloud.
K
Yes,
lord
marth,
thank
you
for
bringing
me
into
this,
and
it's
perhaps
no
surprise
that
I
concur
completely
with
what
my
colleague,
alderman
anderson
has
said
in
terms
of
making
his
proposal,
and
so
I
I
very
very
readily
he
second
the
proposal,
and
just
if
I
may
make
a
couple
of
comments,
you
know
it's
all
very
well
for
the
minister
to
hide
behind
operational,
but
really
as
her
on
her
department
centrally.
That
can
change
this
criteria,
and
you
know
the
ladder
also
mentions
provides
you
with
assurances.
K
L
Sorry,
lord,
I
was
trying
to
find
my
mutant
button
there
just
in
relation
to
items.
Six
point,
eight
and
six
point:
nine:
the
proposed
thirty
mile,
an
hour
speed
limit
for
during
more
village
near
goalies,
getting
in
the
extended
30
mile
speed
limit
along
san
francisco.
L
Certainly
this
would
be
welcomed
by
many
residents
of
those
areas
and
I
think
with
if
you're
willing,
lord
merlot
proposed
to
be
right
as
a
council,
you
know
supporting
these.
These
new
speed
limits
and
I
know
what
in
their
ladder
it
says
that
they're
hoping
to
implement
them
in
due
course,
but
just
that
we
could
write
the
corresponds
to
them.
L
Asking
them
to
you
know,
do
it
as
speedily
as
possible,
because
there
are
a
number
of
speeding
issues
in
those
two
locations,
so
it's
certainly
appropriate
at
the
efi
road
to
try
to
get
them.
You
know
laid
down
as
soon
as
possible,
hopefully
within
2022.
L
So
with
your
willingness,
lord
there
may
we
send
out
correspondence
to
bfa
roads
relating
to
those
those
two
speed
limit
proposals.
Thank
you.
I
Yeah,
thank
you,
lord
mayor
and
there's
a
couple
of
items
and
I
suppose
the
first
one
is
a
6.4
and
it's
sort
of
the
notice
of
motion.
That's
come
come
from
nearly
morning
down
kind
so
and
I
suppose
it
it.
It
does
say
that
they
ask
us
to
join
them
to
write
to
the
chancellor
exchequer
and
lord
mars.
You
know
I
asked
you
to
write
to
the
minister.
I
What
would
it
be
awful
of
me
to
ask
you
or
the
the
chief
executive
to
to
write
to
the
chancellor
in
support
with
more
nearly
dying
in
relation
to
this?
The
energy
costs?
I
think
we
can't
underestimate
and
or
under
you
know,
a
the
the
problems
out
there
with
with
the
the
the
sheer
cost
of
energy
and
and
and
the
the
the
people
that
are
affected,
and
especially
the
working
poor,
which
have
been
kind
of
forgotten
about
in
in
the
context
of
of
any
support.
I
But
look,
I
don't
know
lord
meyer
with
it,
whether
not.
I
noticed
there
in
a
number
of
notice
of
motion,
there's
there's
a
request
from
us
to
to
write
and
support
or
whatever,
but
there
was
two
that
I'd
like
to
support
would
be
the
the
the
notice
of
motion,
the
energy
cost
and
the
loan
to
the
recruitment
of
staff.
Again
in
economic
development.
I
We've
been
discussing
this
pretty
much
every
month
and-
and
I
hear
pretty
much
dan
daily
from
businesses-
be
that
tourism,
be
they
hospitality,
be
they
whatever
the
difficulty
of
of
getting
staff
and-
and
I
think
the
doors
need
to
be
something
something
done,
and
so
I
I
would
propose
lord
mayor
that
we
do
in
particular
those
two
nose
emotions.
We
do
and
join
in
with
nearly
more
and
down
and
from
melanoma
and
and
and
sort
of
weigh
in
with
our
support
to
them.
Q
Lord
mayor,
I
just
want
to
make
a
comment.
A
I've
heard
in
the
past
a
reference
made
to
a
various
parts
of
this
consulary
of
various
des
and
electoral
areas,
and
I
did
make
a
comment
here
on
one
occasion
about
maybe
an
imbalance
of
activity
by
root
service
across
the
border,
and
I
have
done
some
monitoring
of
that
and
I
I'm
interested
to
know
other
members
use
when
we
get
out
a
list
of
road
closures
from
council
staff.
Patricia
comes
out
usually
quite
regularly.
Q
I
have
tried
to
establish
where
most
of
those
road
closures
are
and
what
they're
about-
and
I
would
ask
members
to
reflect
on
that
percentage
of
those
that
actually
are
in
my
dea
are
very,
very,
very
small.
Q
Q
Q
That's
all
the
point
I
want
to
make,
so
I'm
not
sure
whether
the
minister
has
any
control
over
that
or
not,
but
it's
certainly
it's
quite
illuminating
when
you
look
at
the
list
of
road
closures
on
where
they
are,
and
I
think
when
members
maybe
reflect
on
that,
they
will
maybe
recognize
that
there's
a
lot
more
work
happening
in
their
area
than
there
is
in
the
rest
of
our
areas.
Thank
you
sure.
J
J
The
way
it
has
been
forgotten
about
over
the
number
of
years,
where
verges
are
falling
in
where
bosses
are
tipping
over
hedges,
not
because
the
grass
verges
and
the
way
it
has
been
neglected,
and
I'm
very
disappointed
that
the
minister
isn't
coming
here
to
answer
these
questions
directly
from
the
locally
elected
representatives,
because
I
can
assure
members
there
are
many
roads
within
the
lagoon
river
area,
the
most
rural
part
of
this
council.
That
has
been
neglected
and
forgotten
by
for
many
years
by
this
council.
J
But
I
can
assure
the
present
members
that
we
will
continue
to
fight
for
the
lagoon
river
area
in
every
way
possible.
But
we
will
do
it
and
we
will
continue
to
raise.
But
it
just
highlights
the
need
that
there
is
within
the
lagoon
river
area,
how
it
has
been
forgotten
and
neglected
for
years.
But
we'll
continue
to
fight
for
our
beloved
lagging
river.
C
F
S
Thank
you,
lord
mayor,
I
wasn't
going
to
say
anything
and
maybe
some
of
my
colleagues
might
have
a
stern
look
on
their
faces
when
they're
going
to
say
what
I'm
going
to
say
here,
but
to
be
honest,
I'm
a
bit
fed
up
with
drew
moore
being
called
the
forgotten
area,
because
it
wasn't
that
long
ago
we
spent
over
three
million
pounds
on
their
community
facility,
leisure,
leisure
center
bowling
alley
and
the
hundreds
of
thousand
pounds
has
been
spent
in
the
park
and
remor.
So
that
was
very
clearly
dep
delivery.
S
I'm
happy
to
dig
the
minutes
out
for
the
member
just
to
say
that
I
underproved
that
for
sure,
but
at
the
same
time
we
all
have
challenges
within
our
constituencies.
We
all
have
areas
and
issues
we
would
like
to
get
resolved.
We
all
have
rural
sways
within
our
constituencies
and
I
could
take
you
to
the
daily
route
and
you
want
to
see
it
or
I
could
take
you
to
tom,
the
moore
or
black
island
or
jerry
herc
or
anywhere
else
around
there
and
see
the
working
effort.
C
For
that,
unpaid,
counselor,
cosby
and
just
sort
of
from
your
own
perspective
follow
them
and
understand
when
we're,
if
you're
happy
enough
for
the
censored
about
the
invading
the
the
minister
or
the
new
minister,
perhaps
regarding
the
20
mile
an
hour
speed
limits
around
schools,
I've
been
lobbying
a
long
long
time
for
the
for
the
rollout
rate
across
all
the
schools,
where
there
is
an
impact
on
them
and
been
successful
in
several
in
the
amounts
way,
there
was
a
a
major
roll
out.
My
main
concern
currently
is
at
the
bully
down
primary
school.
C
I
have
a
petition
of
hundreds
and
hundreds
of
signatories
on
it
just
because
there's
a
main
road
that
goes
past
the
side
of
it.
When
you
hover,
we
look
at
other
places
that
have
had
20
million
large
zones
and
placed
on
them
it.
Doesn't
it
doesn't
reciprocate
it
right
across
it?
The.
C
There's
no
dates
on
the
ladder
that
has
care
from
the
the
minister's
office,
which
is
particularly
depressing
but
ultimate
knowledge,
and
if
you're
happy
enough
to
include
that,
we
will
get
that
ladder
away
as
soon
as
possible.
I'm
going
to
bring
it
back
in
hold
on
and
understand.
Thank
you.
AA
I
thank
you,
lord
martin.
I
totally
agree
with
your
comments,
but
at
least
we're
making,
maybe
some
movement
regarding
the
schools
on
on
the
the
20
mile
an
hour
limit.
I
I
I
really
look
at
this
reply
on
that
really
to
me
is
to
send
up
to
our
council
learning
council
to
the
elected
representatives.
AA
Really
what
they're
saying
is
that
there's
the
criteria?
Tough,
that's
the
way
it
is,
and
it's
not
going
to
change.
I
I
think
this
has
been
going
on
for
too
long
regarding
the
green
off-roads
and
many
other
issues
regarding
the
rural
communities,
I
think
they
deserve
better,
and
I
think
that
we
need
to
get
the
minister's
ear
to
this.
If
not,
we
need
to
know
get
someone's
hear
about
the
possibility
of
changing
criteria
in
relation
to
roads.
AA
We
have
now
a
lot
of
with
school
buses
and
things
like
that,
this
road
sitting
for
years
that
we
can't
get
credit,
we
could
be
stockpiles
of
grit
which
are
basically
just
to
keep
one
individual
line,
one
time
being
able
to
have
it
to
move
on
slightly.
But
this
is
not
about
this.
AA
This
is
about
keeping
our
roads
safe,
keeping
our
children,
safe
and
buses
and
what
lake
and
I
think
there
there
has
to
be
conversation,
and
we
just
can't
continue
to
hide
behind
our
criteria,
which
I
think
is
well
out
of
date-
needs
changing
and
I'd
hope
the
minister
to
protect
god
on
board,
and
I
appreciate
that
for
the
efforts
here
tonight
and
hopefully
that
ladder
will
go
off
and
we'll
see
what
the
next
response
is.
Thank
you,
lord.
T
Thank
you,
lord
mer,
and
yes,
look.
I've
listened
to
all
the
comments
about
about
the
minister
and
her
faults
and
that's
not
the
other
yeah
look.
I
live
in
a
rural
area
she's
a
colleague
of
mine
and
I
can
rest
assured,
there's
no
favoritism
shown
here
and
we're
all
complaining
about
the
roads.
Minister
mullen
has
only
been
in
a
position
this
last
two
years
and
it's
an
indictment
on
our
previous
ministers
who
held
this
position
at
the
state
of
the
roads.
So
thank
you.
Lord
mayor.
C
C
Okay,
members,
confidential
business,
a
secret
proposal
and
secondary
to
go
into
committee
for
consideration
of
confidential
items
of
business
proposed
by
councillor
nicholson,
signed
by
councillor
tinsley
and
all
the
grade
members
and
listeners
to
the
audio
feed
in
accordance
with
schedule,
six
of
the
local
government
act.
We
will
now
be
moving
at
the
confidential
session
of
the
council.
This
means
that
we
are
turned
off
the
public
audio
feed
of
the
meeting.
F
F
C
I
Yeah
thanks
lord
mer
and
obviously
all
those
members
in
the
chamber
and
then
are
on
zoom
tonight.
I'm
sure
we're
aware
of
the
recent
news
that
the
my
island
property
is
limited
when
in
the
administration
and
they're
the
owners
of.
Obviously,
as
you
said,
lord
mer,
rushmere,
craig
alvin
and
magan
west,
which
are
two
quite
large,
hasn't
to
say.
Sorry,
not
quite
large,
they're,
two
very
large
retail
facilities
within
our
borough
and
the
the
the
administration
company
is
grant
thornton
and
thankfully
there's
some
good
news.
I
Is
that
they're
going
to
continue
in
business
and
run
as
as
normal?
However,
I'm
sure
members
are
all
aware
of
of
of
peter
and
john
robinson,
who
are
part
of
that
in
my
island
group
and
have
been
a
very
sort
of
they've
been
the
originators,
is
right
of
of
of
the
group
and
they've
been
friends
of
this
council
for
for
many
many
years
now,
and
I've
attended
various
trade
shows
and
and
other
business
opportunities
with
us.
So
I
suppose
really
my
my
ask
tonight.
I
Lord
murray
is
that
the
chief
executive
and
yourself
engage
with
with
them
their
company
and
and
and
to
sort
of
see
what
what
what
council
can
do,
if
anything
in
this
in
this
difficult
time
and
offer
our
our
support
in
in
whatever
we
we
can
do
and
obviously
en
engage
with
grant
thornton
to
ensure
that
the
two
facilities
continue
to
run
as
normal
within
within
the
borough
and
also
you
know,
deliver
on
the
recent
announcements
of
the
primark
store
and
the
new
ita,
oh
or
something
I
think
it's
an
asian
restaurant
that's
supposed
to
be
coming
to
to
craig
and
that
that
is
my
my
my
simple
ask
lord
mayor.
I
So
it's
just
a
matter
that
that
our
chief
executive
can
engage.
Because
again,
I
know,
there's
he's
got
a
very
strong
relationship
with
the
robinsons
and
I
think
it
would
be.
It
would
be
fitting
if
we
as
a
council,
would
you
know,
reach
out
to
them
in
their
their
time
of
need.
So
thank
you.
Lauren.
C
K
We
now
have
agreement
on
all
health
and
safety
issues,
everything
and
on
20
of
these
29
sites.
So
we
just
have
another
name
to
go,
and
indeed
we
have
an
assurance.
I
believe,
on
and
talking
to
officers
earlier
that
we
we
have
assurances
from
the
fa
that
within
this
next
few
days,
that
the
other
nine
will
be
brought
to
a
completion.
So
essentially
we
will
be
good
to
go
in
terms
of
the
procurement
in
terms
of
ordering
the
signage
and
then
rolling
it
out.
So
I
think
that
this
is
a
good
news
story.
K
Lord
murder-
and
it's
on
everyone-
is
to
be
congratulated
on
lord
I'll
finish
with
this
and
as
members
though,
I'm
very
I'm
very,
very
rarely
you
know
per
oat,
but
it
would
be
good
perhaps
that
maybe
my
own
lion
river
dea
could
be
could
be
ruled
out
early
and
I'm
thinking
in
terms
of
the
l1,
your
carriageway,
which
is
an
important
route
on
this
island.
So
I'll
not
ask
for
an
answer
from
jonathan
or
from
officers
on
that
this
evening,
but
anyway
we
live
and
hope.
But
thank
you
to
all
involved.
