Description
Armagh City, Banbridge and Craigavon Borough Council Special Full Council Meeting on the 15th of April 2021 at 6.30pm
A
Good
evening,
members
welcome,
along
to
tonight's
special
meeting
of
the
council,
there's
only
one
item
of
business
tonight
tribute
to
the
prince
philip
jugov,
edinburgh,
and
this
will
be
an
opportunity
for
members
to
pay
tribute
to
prince
philip
and
extend
their
donations
to
the
queen
on
the
royal
family.
So,
firstly,
members
I
will
take
apologies.
A
A
Okay
members,
I
want
to
say
a
few
words
about
israel
homeless,
prince
philip,
duke
of
ambra,
who
passed
away
last
friday
morning.
Once
I
have
completed
my
remarks,
we
will
observe
a
minute
of
silence.
I
will
then
ask
the
deputy
lord
murder
to
speak,
followed
by
party
leaders
or
nominated
speakers
for
their
comments.
Before
opening
up
to
the
floor
for
other
members,
the
council
will
also
send
a
lot
of
condolences
to
the
royal
house
household.
A
So
much
has
been
said
about
the
multitude
of
experiences,
achievements
and
interests
of
prince
philip,
particularly
in
its
earlier
years.
I'm
sure
the
members
will
reflect
those
during
our
tributes
today,
including
his
56
local
visits.
They
will
therefore
just
touch
the
number
elements
briefly
and
may
remarks.
A
A
A
A
At
this
time,
we
remember
that
a
family
has
lost
a
husband,
a
father,
a
grandfather
and
a
great
grandfather
and
for
camera.
None
of
us
can
appreciate
a
sense
of
loss
that
there
must
be
after
73
years
at
march,
on
behalf
of
the
council,
may
wish
to
express
our
sincere
condolences
to
your
words
to
elizabeth
and
the
weather
royal
family.
I
hope
they
will
take
comfort
from
the
warmth
of
their
reaction,
since
the
news
of
prince
philip's
passing.
A
E
E
E
Throughout
his
time
he
was
man
who
did
not
suffer
fools
godly
and
had
a
sharp
wit,
but
was
very
well
liked
by
those
who
had
the
privilege
to
meet
him,
and
I
know
he
will
be
greatly
missed
by
all,
especially
so
by
her
majesty
the
queen
and
his
close
family
circle.
I
send
them
my
heartfelt
condolences.
Thank
you.
Lord
mayor.
B
Thank
you,
lord
mayor,
and
I
accounted
a
real
privilege
on
behalf
of
our
party
this
evening
to
pay
tribute
to
the
memory
of
his
royal
highness,
the
prince
philip,
duke
of
edinburgh.
B
Really.
The
holy
thoughts
around
the
duke
of
edinburgh
award
system
proven
to
be
an
impressive
addition
to
any
cv.
Surely
one
of
his
greatest
legacies,
literally,
hundreds
of
thousands
of
young
people
have
taken
part
from
its
inception,
many
of
whom
lord
mayor
are
from
the
shores
here
of
northern
ireland
as
a
young
man,
he
suffered
much
personal
tragedy,
which
has
been
well
documented
in
recent
days.
B
B
He
made
along
with
her
majesty
some
56
visits
here
to
northern
ireland,
and
indeed
some
of
those
were
in
this
very
bureau
and
he
loved
the
people.
They
warm
to
his
direct
straight
talking
and
he
wasn't
untouched
by
the
troubles
either
with
his
beloved
uncle
lord
mountbatten,
clearly
murdered
by
terrorists
in
1979.
B
B
C
Thank
you,
lord
mark.
This
was
a
group
leader
of
the
sinn
fein
party.
I
wish,
on
behalf
of
our
whole
group,
to
extend
my
sincere
condolences
to
queen
elizabeth
and
her
entire
family
on
the
death
of
her
beloved
husband,
prince
philip.
His
was
a
long
life
of
service
to
his
country
and
to
his
queen,
but
also
to
his
family,
who
will
miss
him
more
than
anyone.
C
D
D
D
10
million
people,
young
people
throughout
the
world
played
their
part
in
the
duke
of
edinborough
competitions
and
manny.
Indeed,
as
already
has
been
said
from
this
borough,
who
gained
life-changing
experience,
life-molding
experience
from
their
involvement
in
the
duke
of
edinburgh
awards,
I
had
the
privilege
of
meeting
on
a
couple
of
occasions.
D
D
He
was
great
chat
and,
I
must
say,
had
some
very
memorable
stories
which
I
not
quote,
but
he
was
a
very,
very
interesting
man
and
no
doubt,
as
already
has
been
said,
it
could
be
a
controversial,
and
that
was
the
life
of
him
and
the
second
time
I
met
him
was
indeed
in
2015,
when
my
wife
and
I
was
in
scotland-
and
we
visited
the
crafty
church
on
the
balmoral
estate
and
we
joined
in
worship
with
her
majesty
and
prince
philip.
He
was
a
great
man,
a
man,
one
of
our
time
to
prince
philip.
D
F
Thank
you,
lord
mayor,
can
I
begin
by
expressing
my
sincere
condolences
and
that
of
our
party
gripen
to
queen
elizabeth
and
her
family,
on
the
loss
of
a
loved
husband,
a
father
grandfather
and
indeed
great
grandfather.
F
F
I
also
extend
our
sympathies
to
the
community,
our
condolences
to
people
in
communities
across
our
borough,
who
feel
a
special
connection
and
affinity
with
prince
philip
and
the
royal
family.
I
also
express
our
sympathies
to
the
unionist
representatives
on
council
tonight.
This
is
a
sorrowful
time
and
our
thoughts
are
with
you
all.
F
We
should
also
reflect
on
the
role
that
he
played
alongside
queen
elizabeth
in
rebuilding
relationships,
setting
a
side
remedy
and
promoting
reconciliation,
most
notably
during
their
recent
visits
to
ireland.
He
had
a
part
to
play
in
sustaining
that
new
bond
of
shared
endeavour
across
our
islands.
Thank
you.
G
G
The
duke
of
edinburgh
lived
a
remarkable
life
after
years
of
service
in
the
royal
navy,
including
during
wartime
he
left
behind
a
career
in
which
he
excelled
and
loved
to
support
the
queen.
As
she
became
monarch,
he
became
the
longest-serving
consort
in
history,
leaving
behind
four
children,
eight
grandchildren
and
ten
great-grandchildren
in
many
ways
he
was
a
reformer
and
moderniser
within
the
royal
household,
encouraging
less
formal
protocol
for
certain
engagements
and
embracing
new
technology.
G
His
passion
for
the
environment
and
conservation
was
evident
long
before
such
topics
were
ever
part
of
popular
discourse.
Philip
played
a
central
role
in
a
number
of
small
but
hugely
significant
gestures,
which
contributed
to
peace
and
reconciliation
in
this
place,
helping
to
strengthen
relationships
within
northern
ireland
and
indeed
across
these
islands.
G
His
commitment
to
to
building
skills
and
resilience
in
young
people,
as
well
as
the
public
service
led
to
the
foundation
of
the
duke
of
edinburgh
awards
scheme
that
scheme
and
associated
schemes
around
the
globe
have
helped
encourage
millions
of
young
people
in
over
140
countries
improve
themselves
and
their
communities.
That
will
perhaps
be
his
greatest
legacy.
G
H
Thank
you,
lord
mayor,
and
could
I
first
of
all
say
that
I
welcome
this
special
meeting
tonight
and
kind
of
thank
you
as
lord
mayor
for
hosting
this
a
special
special
evening.
That
is
very
much
appreciated,
and
indeed
very
fitting
at
this.
At
this
time.
I,
like
all
other
members
who
have
spoken,
I
would
like
to
also
offer,
on
behalf
of
my
constituents,
my
deepest
sympathy
to
her
majesty
the
queen
and
to
the
wider
family.
I,
in
in
question,
on
the
very
sad
passing
of
his
royal
highness
principle
up
the
duke
of
edinburgh.
H
Obviously
much
has
been
said
over
recent
recent
days
in
relation
to
such
a
remarkable
man,
but
this
obviously
is
a
massive
personal
loss
to
her
majesty
as
a
man
who
has
been
by
her
side
for
over
70
years,
it's
going
to
be
one
personal,
but
massive
loss
to
her,
but
a
given
the
the
queen
and
her
majesty
and
and
her
sense
of
duty
I
she
will
find
the
strength
and
and
the
grace
to
to
continue
to
proceed.
H
Thankfully,
I've
had
the
pleasure
of
of
meeting
prince
philip
one
of
a
couple
of
occasions,
and
I
know
the
person
beside
me
in
the
lineup.
I
witnessed
his
sharp
width
on
that
occasion.
The
great
the
queen
was
gracious
and
kind
and
on
the
small
chat
but
prince
philip,
I
had
to
come
out
with
a
sharp
wit
and
I
continued
to
tell
that
story
to
this
day.
But
I'll
not
tell
it
tonight.
So
we
have
lost
a
man,
a
great
man
who
has
served
our
nation
and
our
queen
with
such
dignity
and
outstanding
service.
H
He
was
a
man
of
the
people
and
when
we
think
of
the
remarkable
achievements
and
I've
read
much
about
it
over
recent
days
and
I've
even
heard
members
speak
tonight
in
relation
to
the
duke
of
edinburgh,
edinburgh
awards
that
helped
to
equip
and
empower
young
people
from
all
communities,
no
matter
where
in
the
community
you
were
from
it,
helped
to
equip
them
in
parliament,
enable
them
to
build
confidence
and
skills
to
progress
further
in
life
and
there's
thousands
of
testimonies
out
there
from
young
people
over
the
years
in
relation
to
the
duke
of
edinburgh
awards
scheme
and
indeed,
prince
philip's
personal
involvement
with
it
and
through
it.
H
That
lie
ahead
and
we
trust
and
pray
most
of
all
that
her
majesty
the
queen
will
get
the
strength
to
continue
to
carry
out
the
duties
that
she's
done
for
many
many
years
when
prince
philip
will
not
be
at
her
side,
he'll
be
in
her
heart
and
obviously
we
just
want
to
pass
on
our
thoughts
and
prayers
tonight.
So,
thank
you
once
again,
lord
mayor
and
and
our
heart
and
prayers
goes
out
to
her
majesty
the
queen
tonight.
Thank
you.
H
A
A
I
Over
this
time,
the
prince
philip
was
associated
with
almost
a
thousand
organizations
ir
as
president
patron,
honorary
member
or
in
some
other
capacity,
and
they
carried
out
up
to
thirty
thousand
public
visits
on
engagement,
a
very
busy
and
demanding
schedule
by
any
one
standards,
and
many
of
these
engagements
were
to
our
own
province
here
in
northern
ireland.
I
believe
there's
over
50
of
of
those
visits
and
he
had
none
in
his
heart
when
he
made
those
number
of
visits.
I
One
of
the
most
enjoying
achievements
is
the
duke
of
edinburgh,
duke
of
edinburgh's
award
scheme,
which
has
already
been
mentioned.
I
think
by
everyone,
thus
far,
a
scheme
which
prince
philip
launched
way
back
in
1956,
which
has
helped
millions
of
young
people
all
over
the
world
and
over
the
years
and
which
helps
them
attain
standards
of
achievement
in
a
wide
variety
of
active
interests.
I
Lord
murr,
his
royal
highness
prince
philip
duke
of
van
bure,
give
total
commitment
in
every
way
to
our
nation
on
his
people
and
we
mourn
his
passing
and
sentence.
Here's
sympathy
on
condolences
to
her
majesty
queen
and
all
the
royal
family,
upholding
them
in
prayer
at
this
sad
time
and
giving
thanks
for
the
prince
philip's
life
on
service
to
our
nation
on
commonwealth.
J
J
J
J
K
Thank
you,
lord
mayor.
I
would
like
to
take
this
opportunity
to
offer
my
sincere
condolences
to
her
majesty
the
queen
on
to
the
royal
family.
Following
the
passing
of
prince
philip,
the
duke
of
edinburgh,
there
was
great
sadness
on
hearing
of
the
death
of
prince
philip,
who
leaves
a
lasting
legacy.
A
Thank
you
now
councillor
greenfield
for
comment.
L
Thank
you,
lord
murr,
and
thank
you
for
the
opportunity
to
speak
tonight.
Lord
murray
just
want
the
place
on
record.
My
sympathies
for
her
majesty
the
queen
on
the
loss
of
her
husband
prince
philip.
Certainly
it's
sad
for
any
family
and
there's
a
year.
We've
been
through.
A
lot
of
families
have
had
this,
but
I
think
the
thing
has
struck
me
throughout
my
life
that
every
time
we
seen
the
queen,
he
was
by
our
side.
L
I
was
amazed
to
hear
just
over
the
last
few
weeks
how
long
this
has
been
going
on,
and
certainly
such
a
great
legacy,
but
I
thank
you
for
the
meeting
tonight
that
we
can
just
remember,
prince
philip
and
just
their
thoughts
and
prayers
or
with
their
majesty
the
queen
at
this
time.
Thank
you.
Lord.
A
Thank
you,
professor
greenfield
members.
I
see
no
further
harms
raised
in
the
zoo
function.
I'm
assuming
there's
no
further
speakers
so
with
that
it
will
bring
tonight's
proceedings
to
a
conclusion.
I
would
like
to
thank
you
all
for
your
your
comments
tonight
and
for
the
modern
which
is
conducted,
so
I
wish
you
all
a
good
day.
Members
and
I'll
see
you
in
the
coming
weeks.
